U.S. Geological Survey (USGS) recently initiated the Front Range Infrastructure Resources Project. This is a multidisciplinary study along the Rocky Mountain Front Range from Pueblo, Colorado, to Cheyenne, Wyoming, and is designed to collect, compile, and analyze new and existing data on natural aggregate (stone, sand, and gravel), as well as water, and energy resources. To identify aggregate resources in the Front Range, a 1:500,000-scale reconnaissance map showing locations and quality of both bedrock and surficial sources of natural aggregate in the Front Range urban corridor was prepared by processing the digital geologic maps of Colorado and Wyoming. The first step of the process was to identify map units as either bedrock or unconsolidated material. Bedrock was classified according to type (i.e., limestone, granite, gneiss, etc.), which in turn was classified based on the suitability of the bedrock for use as crushed stone. Unconsolidated materials were classified according to relative age, with the older, more weathered materials being defined as less suitable for use as aggregate than younger materials. As a spin-off from the Front Range Project, the techniques developed for analyzing the Front Range geology have been modified and expanded to include all of Colorado and New Mexico. More detailed digital aggregate maps (1:24,000 scale) are being prepared in collaboration with the Colorado Geological Survey (CGS). Maps from the CGS "Atlas of Sand, Gravel and Quarry Aggregate Resources, Colorado Front Range Counties" show the distribution of potential resources of sand and gravel and provide general information about the physical properties of the resources. These maps are being digitized and merged into a single Geographic Information System (GIS) data base. In addition, the project is adding more specific information to the maps about deposit thickness, volume, and quality. This additional information is being obtained through field-characterization studies and modeling activities. The GIs data base can be displayed and queried using off-the-shelf software such as ArcInfo?, ArcView?, and Map Professional?. In addition, the USGS is developing a decision-support system to assist users in analyzing various land-use options on resource availability.

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

INTRODUCTION Since the first introduction of explosives into mining operations, safety considerations have prohibited the use of machinery in association with the explosives. Only within the last 25 years has this situation changed appre¬ciably; the closest thing to "machinery" used by a powderman in the "old days" was his wooden tamping stick. With the blackpowder and dynamite used during the first 150 or so years of mining blasts, substituting a drill steel or a metal "spoon" invited serious disaster. With the advent of ammonium nitrate-fuel oil (ANFO) explosives (1950s) and water-gel explosives (1970s) for underground blasting, machinery started to play a large part in blasting procedures. The lower sensitivity of ANFO and water gels allows these prod¬ucts to be loaded in a variety of safe ways. Not only has this meant cost savings in labor and blasting materials, but it has also resulted in whole new mining concepts where the limitations of dynamite previously made those concepts uneconomical, impossible, or excessively risky. Increasingly (totally for some mines), the traditional tamping stick has given way to a variety of pneumatic machines for loading explosives and blasting agents. The resulting blasting operations have become safer, more efficient, less uncomfortable for personnel, and a major step forward in mining technology. ANFO LOADING EQUIPMENT Three basic types of loaders are used for ANFO explosives, these being the pressure-vessel loaders, Venturi loaders, and combination loaders. Pressure-Vessel ANFO Loaders ANFO consists of prilled ammonium nitrate (porous pellets I to 2 mm in diam) and fuel oil in the appro¬priate 94 to 6% blend. The material is fairly dry, pourable, and easily conveyed by an air stream. One device or system for handling (hole loading) ANFO is the pressure-vessel loader. ANFO is dumped into the vessel or "pot," and the vessel then is pres¬surized. The ANFO is conveyed out of the bottom of the vessel into a semiconductive hose that has been inserted into the blasthole. Fig. 1 illustrates a typical pressure-vessel loader in use. Applications: The use of pressure-vessel loaders is widespread in room-and-pillar mines, including salt, potash, trona, lead, and other rubber-tired mines where the heavy pressure vessels can be mounted on a vehicle for transport from face to face. The vessel often is large enough to hold eight or more 23-kg (50-1b) bags of ANFO, so several faces can be loaded before refilling. [Introduction] Section 122 of the Clean Air Act Amendments of 1977, Public Law 9595, directed the Administrator of the Environmental Protection Agency, to review all relevant information and determine whether emissions of radioactive pollutants into ambient air will cause or contribute to air pollution which may reasonably be anticipated to endanger public health. In August 1979, EPA published a preliminary report on assessments of public health impact resulting from emissions of radionuclides into air from a broad spectrum of major source categories (1). A section of this document presented a theoretical analysis of the radioactive airborne emissions from several non-uranium mines including iron, copper, zinc, clay, limestone, fluorspar, and phosphate. Since 1978 EPA's Las Vegas Laboratory has been gathering field data on actual radionuclide emissions from these mines to support the earlier theoretical analysis. The purpose of this paper is to present the results of those field measurements in comparison with the assumed values for the theoretical analysis. Data were presented in EPA's preliminary report on both gaseous radon-222 and particulate uranium-238 emissions from non-uranium mines. Most of the emissions data were rough estimates based upon the uranium content of the ore. Preliminary data from a few field studies were also used. Although both the theoretical and field studies by EPA were concerned with radon-222 and radioactive particulate emissions, this paper will concentrate only on the radon effluents. Radon from mines seems to have the greatest potential for possible health effects due to radiation. Data on particulate emissions are presented in other technical reports (2-5). [Theoretical Study] The theoretical emission data are presented in Table I. The estimates for the iron, zinc, and clay mines are based upon preliminary measurements taken by the Las Vegas laboratory. The estimates for the other mines were made assuming that 20% of the total radon-222 in the ore was released during the mining process and the radon release rate from the exposed ore surface was a factor of two greater than that resulting from mining. [ ] Dose assessments for radon from these mines were carried out using model facilities located on generic sites (1). The AIRDOS-II computer code (for estimating dispersion of airborne pollutants) with some minor modifications was used to determine working level exposures to a maximally exposed individual and a regional population. A conversion factor for risk/WL-year(O.021 fatal cancers/person-WL-y) was developed primarily from information on uranium miner exposures (6). This computer code and conversion factor were then applied to the assumed emission rate of radon-222 from each type of mine to develop estimates of working levels, lifetime risks and number of fatal cancers. A summary of this data is presented in table II. [ ] The highest estimated number of cancer deaths per year of operation is 0.05 cancer deaths or 1.0 death due to radon during the 24 year life of a phosphorous mine. For comparison, EPA estimates that underground uranium mines would cause .03 cancer deaths per year of operation in a regional population(1). [Field Study] As a followup to the theoretical study, EPA's Las Vegas laboratory began making measurements in 1978 of actual emissions of radon-222 and radioactive particulates from mine vents at several facilities for each of the industries listed in Table I and II. They were intended to verify general information and radon emissions from EPA's theoretical estimates.

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today's and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA'S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.

Coal is expected to play a major role in energy supply in the next 20 years. Oil is a convenient and still reasonably abundant fuel. However, its major sources of supply are regions where there is nervousness about political stability. Uranium is a more efficient fuel - but there is a continuing community apprehension regarding its use. What coal may lack in efficiency, it makes up in long term availability and competitive overall cost. Moreover, diversity of source ensures stable long-term supply. In this way, a major role for coal in the world energy scene is assured. Cyclical considerations aside, demand for coal will increase significantly and it will meet a substantial share of new energy demand, replacing oil and gas in major industrial and electric utility markets. By around the year 2000, coal's share of world energy could reach 30% and rival oil as the largest single source of energy.

After OSHA published a Notice of Proposed Rulemaking on August 5, 1983, to revise its standards for Underground Construction, many contractors and their representative associations became concerned by the sweeping changes in the proposed rule. After reviewing all of the evidence and testimony on file with OSHA, the contractors presented extensive written and oral testimony to the Department of Labor in Washington, D. C. to help insure that the final published rule would be effective without jeopardizing the economic viability of the industry. The results of those efforts, the entire OSHA rulemaking process, and the opportunity for the construction industry to participate in that process will be discussed.

What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

The fluorspar deposits at Okorusu, Namibia are closely related to an alkaline igneous ring complex of late Cretaceous age (125±7 Ma). The fluorite ores consist of relatively fine-grained purple replacement fluorite and subsequent coarser grained purple and green vug-filling fluorite crystals. Homogenization temperature measurements for 38 primary fluid inclusions shows that main stage purple to green fluorite crystals were deposited over a temperature range from 166°C to 144°C, and minor late yellow fluorite was deposited at lower temperatures from 132°C to 128'C. Homogenization and freezing temperatures measured for 18 primary fluid inclusions shows that the fluorite-depositing fluids were less saline than MVT ore fluids and overlap the lower temperature range of fluids that deposited epithermal ore deposits. Mining in two open pits (A and B) at Okorusu has gradually provided exposures which reveal that the fluorite orebodies have been emplaced primarily by the preferential replacement of carbonatites. Evidence for the replacement of carbonatite includes: 1) replacement remnants of carbonatite within the fluorite ores, 2) goethite pseudomorphs after the carbonatite minerals, pyroxene, pyrrhotite, and magnetite that are disseminated in the fluorite ores, 3) partial replacement by fluorite of a titaniferous magnetite rimmed carbonatite dike in the A pit, and 4) partial replacement by fluorite of a large sill-like carbonatite body in the B pit. Electron microprobe analyses of minerals in unreplaced portions of the carbonatites show that their mineralogy consists of titaniferous magnetite, diopside pyroxene, apatite, biotite, and calcite. Magnetite contains 6.97% to 10.46% Ti02, averages 8.44% Ti02, and has an average V203 content of 0.35%. At high magnifications under the SEM, the magnetite shows abundant fine ulvöspinel exsolution lamellae arranged in a cloth texture. Apatite contains moderately high fluorine contents that range 3.21 to 5.0% and average 4.2%, and apatite crystals range in total rare earth oxides from 1.7% to 2.61%. Pyroxenes in the carbonatites are iron-rich diopside, and they contrast to pyroxenes in the fenites that are aegirine-augite. All of the microprobe analyses for mica crystals in the carbonatites give biotite compositions. The fluorite ores also have replaced marble locally in the A pit, especially along the A band in the B pit, and dominantly in the orebody proposed for the new C pit. Carbonatite and marble were preferentially replaced by fluorite because the calcite was readily soluble in the presence of the fluorite-depositing fluids and the dissolution of calcite provided calcium for the formation of fluorite.

The need for effectively evaluating the potential for surface subsidence due to under- ground mining has been widely documented. As the emphasis within the coal mining industry changes to reflect the increasing demand of this resource, the potential for damage due to differential surface subsidence will certainly become more acute. The present state-of-the-art of predicting ground motion due to underground excavations is, at best, primitive when one considers the immense complexity of possible geological inter- actions. For the most part predictions have been limited to empirical evaluations based upon earlier case histories. While the tools of the subsidence engineer are limited, they are important and serve to provide reasonable bounds for possible ground motion. As underground mining becomes more extensive, however, there will be many instances where excessive subsidence will be most undesirable and yet there may be few, if any, case histories similar to the operation in question.

Longwall and/or room-and-pillar mining operations in multiple coal seams could not only induce subsurface and surface subsidence but also cause interactions between these mined coal seams. The interaction might destabilize mine structures and subsequently induce additional strata movements. Mechanical models to utilize the predicted subsurface deformations to assess the interactions and the consequences have been developed. The models are incorporated into a computer program, CISPM-MS, for predicting the final surface movements and deformations as well as the mining interactions associated with multi-seam coal mining operations. It predicts final surface movements and deformations caused by the individual mining operations and by the interactive effects. The program can also be used to assess mine structural stability in multi-seam mining operations. The paper presents the developed interaction models and their application in surface subsidence prediction caused by multi-seam mining operations. A case study involving mining in two coal seams, using longwall and room-and-pillar mining methods, respectively, will be used to validate the program.

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. Fine coal flotation using gaseous carbon dioxide has demonstrated the potential for producing superclean coal. The success of this new flotation .procedure is attributed to the coal's high adsorption potential for CO2. To understand the nature of gas-phase CO2 adsorption at the coal surface, in-situ FTIR spectroscopy in a controlled-environment chamber with an ultravacuum sys-tem has been used and the results are discussed in view of other experimental results from differential scanning calorimetry. It has been found that specifically adsorbed CO2 molecules at the coal surface are polarized and have a characteristic doublet at 2336 and 2361 cm-1. Two adsorption states have been proposed to account for the doublet observed from in-situ FTIR spectroscopy measurements. It is believed that the band at 2336 cm-1 originates from the activated site adsorption of CO2 and that the band at 2361 cm-1 arises due to the molecular aggregation of CO2 within the coal pores.

Since the inception of the Ashton (formerly Kalumburu) Joint Venture in 1972 the parties have expended $24 million in exploration for diamonds in the Kimberley region. This has resulted in the discovery of the currently subeconomic Ellendale deposits in 1976/77 and the economic Argyle - Smoke Creek Deposits in 1979/80. In addition to Argyle and Ellendale, some 90 kimberlitic and lamproitic bodies have been discovered grouped broadly into three provinces, on the west, east and north margins of the Kimberley block. These bodies range in size from dyke-like features less than 1. m (3 ft) in width to pipes with a surface area of 128 ha (316 acres). The bodies with larger surface area are volcanic crater deposits, infilled with air-fall and water deposited tuffs and epiclastic sediments. Diamond content ranges from trace to economic concentrations. The exploration discoveries were facilitated by early recognition that the petrography, mineralogy and chemistry of the diatremes varied from the classical kimberlites of Kimberley, South Africa, to unusual more highly fractionated, alkaline, silicic varieties having affinities with leucitelamproite. Indirect methods of exploration were used, primary reconnaissance work being stream gravel sampling for kimberlitic indicator minerals. Evaluation showed Ellendale diamonds are 90% gem and near gem, but the low grades and tonnage render the deposits unpayable at today's diamond prices. After discovery in late 1979 and completion of a feasibility study by the end of 1982, evaluation studies proved Argyle to be economic. Alluvial diamond mining commenced in 1983 producing 6.2 million carats (Mct) that year, 60% being of industrial quality. Open-pit mining of the AK1 lamproite should start in 1985/1986 at a rate of 3 million t/a (33 million stpy) and produce 25 Mct/a, making this mine, and Australia, the world's largest producer of diamonds by weight. The revenue from diamond deposits is a function of the grade and the value of the diamonds. The grade is the product of the frequency of occurrence of the diamonds (stone density) and the mean stone size; the value of the stones is strongly related to their size distribution. During evaluation of the West Australian deposits, the diamond distribution was found to vary markedly in stone density and stone size. These variations corresponded with changes in the rock type hosting the mineralization. As a consequence, geological mapping of individual lamproites within the multiple vents and careful monitoring of the diamond distribution became an important part of the evaluation work. Similar variations in stone size and frequency were found to accord with separate alluvial terraces and fan gravels derived by erosion from the Argyle AM lamproite.

INTRODUCTION The Control Problem The need for automatic control in flotation plants stems from frequent and randomly occurring disturbances to the feed slurry. Typical disturbances occur in the solids feedrate, the slurry percent sol ids, and the mineralogy and flotability of the gangue and valuable minerals. In plants where semi -autogenous grinding mills (SAG) are used, feedrate changes are very large and changes in feed percent solids of 1m or more are common. Mineralogy changes between valuable minerals are common, as are changes in the host gangue rock. As these changes occur, the operator can attempt to compensate for them by making adjustments to the flotation cell levels, the dosage rates of the collectors and frothers, the pH, and in some cases the aeration rate of the cells. This problem is sometimes complicated by the fact that different sections of the flotation plant will be processing different ore types at the same time. Potential Savings with Control Flotation control brings about savings or plant improvements in two areas; the first is in improved metallurgy and the second is in reagent savings. Improved metallurgy includes increases in the average plant recovery and achieves target concentrate grade level s more consistently. Average recovery increases between 1.0 and 5.0 percentage points have been widely reported (Paakkinen, 1979; Sutherland, 1984). Reagent savings of up to 40 percent have also been reported (Hales, 1985). VARIABLES OF IMPORTANCE Control led, Manipulated, and Disturbance Variables The initial step in the analysis of the flotation control problem is identification of important variables which can affect the efficiency of separation. The efficiency of separation is represented by a group of controlled variables which can quantify the performance of a flotation circuit. This group includes variables such as grade, recovery, tonnage through- put, and circulating loads. The efficiency of separation of a flotation circuit may generally be defined by a grade recovery map, where each point on this map re- presents a set of operating conditions (see Figure 1). However, the combination of operating conditions must be set to operate close to the economic optimum. The group of operating variables which are changed in order to achieve desired circuit performance are called manipulated variables and can be classified into two

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

During this period, Arizona generally assisted EPA in the implementation of federal programs and enacted environmental laws patterned closely after their federal counterparts. A growing public concern about protecting water quality, particularly groundwater quality, eventually caused the State to depart from this pattern.
