In a little over three years, Chevron Niugini has built up a team of relatively young, hard working men and women, mostly Papua New Guineans, who spend most of their working days out among people in the Southern Highlands and Gulf Provinces who are directly affected by the Kutubu Petroleum Development Project. These are Land and Community Relations officers, or LACROs. They take on a huge responsibility, not only representing Chevron but also being friend, advisor and negotiator, frequently dispensers of medicines, and agricultural advice and more. When things go well, others get the praise, when things go wrong, LACROs are the martyrs. Just as the geologists who locate the oil, the drillers who find it, the engineers who design the facilities, the construction gangs who build them, the landowners who claim it, and the Government who monitor it, so are the LACROs part of a team.

INTRODUCTION Chevron's Uranium Mill is located near Panna Maria, Texas; 70 miles southeast of San Antonio. Designed by Kaiser Engineering, the Mill will process a nominal 2500 dry T.P.D. of uranium bearing ore containing 15% uncombined moisture. Earl Torgerson, San Mateo, California, is the consulting metallurgist on process design. Feed to the plant consists of a mixture of high, medium and low grade sandy day ore; the average grade of the ore will be 0.7% throughout the life of the project. The ore is delivered to the mill via truck and stored by type in individual piles on a flat storage area. The ore is fed by conveyor to a semi-autogenous grinding mill. The SAG mill discharge slurry is pumped either to a storage tank or to the first of five mechanically agitated leach tanks where both H2SO and NaC103 are added. Following leaching, the slurry is mixed with thickener No. 2 overflow before being pumped to a six-thickener, countercurrent decantation circuit where the solution containing uranium is separated from the leach residue. The residue is washed essentially free of solubilized U308 values at the sixth thickener and discharged to an adjacent tailings pond. The first thickener overflow, containing approximately 0.4 grams U308 per liter, is filtered for clarification and sent to the liquid ion exchange (solvent extraction) section. The pregnant aqueous solution is mixed with organic solvent containing amine on which the complex uranyl sulfate ions are absorbed. The immiscible aqueous and organic solutions are mixed and separated in each of the four stages of solvent extraction. The final pregnant organic is directed to a stripping section. A strip solution containing (NH4)2S04 (ammonium sulfate) and NH4C1 (ammonium chloride) is contacted and separated from the organic in each of the four mixer-settler units. The strip solution is mixed with NH3 and the uranium precipitates along with trace amounts of sulfate, chloride, and ammonia. After washing in a thickener, the uranium precipitate or yellowcake is centrifuged and dried in a multiple hearth roaster. Overflow from the yellowcake thickener is recycled back to the stripping section of the solvent extraction circuit. The dried yellowcake concentrate contains more than 98% U308; diluents include H20, ammonia, chloride, etc.. Impurity concentratons in the product are sufficiently low, after drying, to permit direct shipment to refinement installations. ORE RECEIVING Ore from one or more mines will be stored on a pad adjacent to the uranium processing mill. Ore stored in the area may total 200,000 tons or more, which is equivalent to over a two month treatment reserve for the mill. In addition to providing surge capacity, the proposed storage facility permits natural oxidation of the ore and affords an area which, in turn, improve plant U308 recovery and reduces consumption of oxidizing reagents. The uranium bearing ore is segregated at the storage area into several distinct types. One group can be identified by its sandy, clay-like matrix and will be distinguished by its U308 concentration of high, medium, or low. Other ores contain substantial quantities of carbonaceous shale, typical of ore in the area. Feed is recovered from any one or combination of piles, in accordance with operating requirements and recovery factors. The run-of-mine ore, at 15% moisture, is transferred to a stationary, 24-inch by 24-inch grizzly. Undersize material falls into a 280-ton surge hopper located below grade, while oversize material is removed for preliminary size reduction. A sump-pump is located at the reclaim hopper to recover excess mositure and ore spillage for processing. Plant feed is continuously drawn from beneath the hopper at an average rate of 120 tons per hour by means of an apron feeder. The hopper is equipped with a low level safety system to protect the apron feeder assemble. The ore is transferred to a belt conveyor, elevated and discharged into a semi-autogeneous grinding (SAG) mill. Water addition at the discharge point is automatically controlled by a feed rate, moisture analyzer system located on the belt conveyor. GRINDING Minus 24-inch ore, at a rate of 120 mosit tons per hour and cyclone underflow at a rate of 137 moist tons per hour are combined with a controlled 186 gallons per minute fresh, warm plant process water. The mixture, at an average 68% solids, is fed to the SAG mill. The viscous mass is subjected to grinding at a temperature moderately above ambient resulting from use of the 140ºF well water. The 16.5'x5.0' Marcy Mill is driven by a 500 H.P. A.C. Motor. The mill will rotate at 73.4% of critical speed or 14.06 R.P.M. Eight percent of the mill's volume will be occupied by steel grinding balls; 22% by pulp. The mill is designed to rotate in either direction, in order to obtain maximum lifter and liner life. The SAG mill is equipped with a trommel having ½ -inch slots for removal of oversize material at its discharge and the large or oversize material is collected and either recirculated periodically or discarded. The undersize slurry is diluted to 64% solids with the addition of hot well water or mine water to the mill discharge sump. The flow is automatically controlled utilizing data from a gamma density meter. The slurry from the mill discharge sump is pumped to hydrocyclones to classify the particles. "The Chibougamau Explorers property comprises 35 claims or 1,726 acres in La Dauversiere and Rohault Townships along the west shore of Norhart Lake. The property is serviced by a twelve-mile all-weather high-way leaving the main St. Felicien-Chibougamau highway at mileage 121. This road junction will be a railway siding on the C.N.R. St. Felicien-Chibougamau branch line in early 1957. The property lies 30 miles due south from the town of Chibougamau. The mine-sponsored Chibougamau Explorers town has a population of 250 with 28 residences and a well equipped recreation centre.The original showing was found by Rider Storn, a prospector financed by Val d'Or interests during the 1950 field season. This showing did not stand up to detailed prospecting but it did lead to the discovery of the main zone by A. Oakley during the following winter.The company was incorporated in I 950 under the presidency of E. Ayrhart. Financing following the initial drilling involved an increase of capitalization from 3 to 5 million shares and the advent of financing and management control by Anacon Lead Mines Limited.Exploration and development to Jan. I, 1956, has included 42,331 feet of surface diamond drilling; 31,363 feet of underground drilling; a 3-compartment shaft to 1,245 feet, with 8 levels at 150-foot intervals; and I 1,054 feet of drifts, crosscuts, and raises. Ore reserves to the 900-foot level, proven and partly developed, total 546,725 tons averaging 0·30 ounces gold and 0·93 per cent copper. A mill with capacity of 500 to 750 tons will be installed by January 1956.GeologyThe Chibougamau Explorers property lies along the belt of Keewatin volcanics striking through Bachelor Lake, Opawica Lake, Doda Lake, Coapatina, Norhart Lake, and Rohault Lake, where it is in close proximity to the paragneisses of the Grenville series. The boundary of the paragneisses, a gradational contact, lies within a mile of the Chibougamau Explorers shaft collar."

John A. Church, New York City: It requires some courage to appear as a critic of a theory which is not only the fashion among American geologists but is usually presented by them in terms which imply that any other views are an exhibition of ignorance. Still, I am obliged to say that the theory of lateral secretion as it is stated in this and other writings of Mr. Emmons and other geologists has not added much to our real knowledge or clearness of view. In the earlier and less developed stages of the theory, when it was used as Sandberger used it, to show that certain veins were probably derived from the rocks in which they lie, or which are adjacent, it was valuable in pointing us to an immediate source of ore-deposition. When we are driven to assume the existence of undiscoverable rocks at an unknown but certainly a considerable distance and in an unknown direction from the vein, I do not see that we have improved upon the despised " unknown source in depth " with which our ignorance has been covered so long. The new theory may suffer from adolescence, and these points map be cleared up by further study, but I speak of it as it is. Differentiation in a magma, by which a metal is concentrated in one member of a series of outflows, may explain why certain ores have favored a given locality with their presence; but it is not a necessary precedent to ore-formation. Concentration in the source of supply cannot be a requirement, for the forces that have been able to take up four or five tons of gold from an extensive body of rock must be able to collect four or five thousand tons of lead, copper or nickel from a proportionately more extended body of rock. That is to say, concentration is no more essential for these metals than it is for gold. In fact, differentiation, as it is now explained, is not an advance upon old ideas, but a retreat from them. It was noticed long ago that violent eruptive phenomena, however long continued, died away in solfataras; and when a vein came to be looked upon as an extinct solfatara the inference was ready that veins are eruptive in the sense that the solfataric waters collected the metals from the unerupted residue of the magma and carried them to the veins. The early views carried differentiation further than the modern school.

RichaRd PeaRce, Argo, Colo.: This contribution upon the very interesting subject of the origin of the gold of certain lode-formations offers many subjects for thonghtful consideration. The explanation, for instance, of the perplexing features of thin lava dikes seems to me to be in harmony with facts as I have myself observed them elsewhere. At Marshall basin, near Telluride, Colorado, there is an extensive lava-flow. The material of this formation contains a large proportion of fragments of foreign matter in the form of angular pieces of rock. The latter show no signs of having undergone metamorphism, such as would be expected to be due to the direct effects of heat; and the evidence in this particular case would certainly lead me to suppose that the flow was due to causes analogous to those suggested by Mr. Rickard. It was, I believe, a moving mass of material, having a temperatrire considerably below the actual melting-point of the rock of which it is composed. In regard to the theory which the author has built up from the existence of the iodide of gold in sea water, I cannot consider it untenable ; but I would put the question whether any investigations have been made with a view to determining whether gold and silver occur in the beds of rock-salt, formed, as is generally allowed, by the evaporation of bodies of salt water. At Stassfurt, in Germany, there is a very remarkable series of alternating beds of rock-salt and anhydrite, the uppermost members of which are covered with deposits of potash salts. The question occurs to me, why should not gold and silver have been discovered in these deposits? Iodine and bromine, I believe, have been found in the salts last deposited by

Few of the present generation of American steel metallurgists are aware of the very important part taken by Swedish engineers in the successful development of the Bessemer proeess, and I am afraid some of the older ones have forgotten it. Certainly, I think, most of us would have said that Terre Noire was the first to introduce the use of metal direct from the blast-furnace. It is very well, therefore, that honor should be given to whom honor is due. I can speak from personal experience upon one part only of Prof. Akerman's paper; namely, the effect of the temperature at which the molten metal is cast upon the quality of the finished steel. George IV. Goetz, Milwaukee, Wis.: Mr. Campbell deserves much credit for his interesting paper. The literature of the development of the open-hearth process is distributed in many technical journals, and is difficult of access to many engineers. Since the development of the basic process, the open-hearth furnace has been raised from a subsidiary to an independent position. Certain high grades of soft steel can be produced in the basic open-hearth furnace, which cannot be produced by any other known process. In the United States the charges for the acid process generally consist of either scrap and pig-iron or so-called wash-metal and scrap : the pig-and-ore process, as carried out in England, is practiced but very little. The introduction of the basic process has made it possible to use about four times as much pig-iron with scrap as can be used in the acid mixtures. The availability of a cheap pig-iron, very low in silicon and sulphur, and carrying several per cent. of manganese, is one of the reasons why the basic open-hearth process has developed so rapidly in Germany, as regards the output per furnace and the excellent quality of the material produced. The acid Bessemer steel has an inherent stiffness, which is plainly shown when spring steel is made by the Bessemer and by the openhearth processes. In order to get them of about equal stiffness, the open-hearth steel must have about 0.60 per cent. carbon ; whereas, the Bessemer steel must then have ahout 0.45 carbon, the remaining constituents being apparently about the same in each product. It has proved impracticable, with American coke-pig-iron, to interrupt blowing at a certain point in order to make hard steel; and experience has therefore shown that it is best to eliminate nearly all the carbon, and then to recarburize to the desired point. Prof. H. S. Munroe, New York City : In his reference to cop per-dressing at Lake Superior, p. 325, Mr. Douglas says that " the .. concentration .. . has been carried out with greatest financial economy,... I do not say with the greatest economy of min eral." And again, on p. 344, referring to the same, " it would not pay to reduce the quantity treated, and increase hand-labor, in order to save a few hundredths of one per cent. of copper." Mr. Douglas probably has in mind the fact that the copper lost is all included copper, locked op in grains of sand. To save this, the rock must be crushed finer. If the mesh of the stamp-screens be reduced, the stamps will crush less; and thus we shall have to reduce the quantity treated in the mill per day, while the labor re mains the same per day, or is increased per ton, as he says. Submitting to the loss of copper, however, is not the only solution of the difficulty. A large quantity of rich sand is now collected by the jigs, and it would be easy to save so much of this material that the escaping sands would be quite poor. What is wanted at Lake Superior, and at many dressing-works in this country, is an efficient crushing-machine to treat the sands thus collected. Abroad, we have the Heberle machine and the Schranz mill for this purpose, the latter being the more successful. The Heberle grinder was tried at the Calumet and Hecla mill for crush ing these rich sands, with what success I do not know. I should like to ask Mr. Douglas if we have no American crushing-machine that will reduce jig-sands to a fine state of division

Rickard, Denver, Colorado: The observations made by the author concerning the treatment of gold-bearing ores, deal with the subject only briefly and in a general way; but, coming from an authority, they invite comment. In stating the fact that a " finely-divided condition " is a necessary characteristic of ores containing free gold, the author must be refer ring to those mining districts only with which he himself is ac quainted. The statement would not be true of certain gold-mining regions in America and Australia. The ores of some Californian mines and the mill-stuff treated at certain of the mills of Clunes and Ballarat in Australia, and of Otago in New Zealand, contain the gold in a free but in a coarse state. Moreover, "reduction to fine sand and flour" is not required by certain ores, even though the gold be in a finely-divided condition. In such cases the gold becomes de tached from the quartz before the gangue has been pulverized into particles as small as those in which the gold occurs. The dry-crushing of free-milling gold-ores is onknown in the new mining regions of the world. It is not clear whether the author has in mind any European district in which such a process is in actual use. If he has, a description of the method and the results obtained would be very valuable. Dry-crushing is, other things being equal, twice as slow and twice as expensive as wet-crushing. In the case of free-milling gold-quartz it serves no purpose, since such ore does not carry sulphides which contain any large percentage of value, and which, by being slimed, may carry away part of that value. The dry-crushing of a free-milling gold-quartz would be considered an absurdity by an American metallurgist. If the ore contain "free gold only," why submit it to a further treatment, such as concentration, after its passage over the amalga mating-plate ? What does the author propose to concentrate ? Again, why anticipate the treatment of tailings by the McArthur Forrest, or some other process ? The satisfaction felt by a mill-man in saving gold by a subsequent treatment of the tailings from his mill appears to me to be like that of the man who shoots at a rabbit,

Payne, New York City: Prof. Blake's inference that magnetic separation may be successfully employed upon smithsonite and iron oxide, after a preliminary roasting, is confirmed by the fact that this separation has been carried on with entire success for over a year at the works of the Wythe Lead and Zinc Mine Co., Austinville, Va. The ore mined on this property is a mixture consisting chiefly of galenite, smithsonite and limonite. The crude material is crushed, screened and washed in log washers for the removal of clay, and then jigged for the separation of the galenite. The zinc-and iron-ores are then roasted in reverberatory furnaces, being turned and moved towards the bridge-end of the hearth by manual labor. The roasted material contains from 20 to 26 per cent. of metallic iron. The slight difference in the specific gravities and the friable condition of the ores after roasting prevent the separation of the oxides by means of jigging. It was therefore the practice, previous to the use of magnetic separation, to charge the roasted material directly into the retorts of the zinc-furnaces. The rapid cutting of the retorts under this practice proved a serious inconvenience and expense. In the spring of 1892, the writer built for the Wythe Lead and Zino Mine Co. a magnetic separator which embodied several novel features and which was designed to treat the roasted zinc- and ironoxides. This separator has proved entirely successful for the purpose for which it was designed. During the first nine months of its operation, 1415 tons of 2240 pounds of roasted material were passed through the separator, producing about 675 tons of heads carrying from 50 to 55 per cent, of metallic iron, which are sold to a neighboring blast-furnace. The tailings, which contain the zinc, carry from 4 to 6 per cent. of metallic iron. For magnetizing the iron-ore previous to separating it from the zinc-ore, no change whatever mas made in the form of the reverberatory furnace previously employed. C. Le Neve FosteR, Llandudno, Wales: I regret that Prof. Clowes is not here, and also that I cannot produce one of his lamps for inspection. The lamp has but just passed the experimental stage, and is now on sale in England for the purpose of testing it in practice. The only complaint I have heard made against it is the high price. It costs six or seven guineas. Possibly that would not frighten you on this side of the water as much as it does us. R. W. RaymonD, Brooklyn, N. Y.: So far as my obsrvations and experience go, we have not yet reached a state of affairs in the coal-mines of this country which calls for the general use of safetylamps by common miners. Certainly such a practice is to be avoided if possible, on account of the recklessness of miners, which it seems almost impossible to control by warning or discipliue. It is much better, if practicable, to confine the use of safety-lamps to inspectors or " fire-bosses," and not to permit the miners to work or to go where naked lights cannot be carried. In a colliery near Pottsville, Pa., with which I was connected for five years, and which had the reputation of being highly "fiery " (jets of fire-damp bubbled continually through the puddles in the gangways, and a thin sheet of it lay along the roof), we managed to avoid all serious

A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. Additions to the program will be made from time to time.

DOUBT in anyone's mind that this is the age of metals, industrially speaking, could easily have been dispelled by attending the National Metal Congress in Chicago, Sept. 22 to 26. Iron, copper and aluminum; zinc, lead and nickel, often alloyed with each other or with some of a dozen minor metals, make the materials without which the modern world could not run. Science, pure and applied, is doing marvels in finding new mixtures, new alloys to meet new needs; in developing new means of rolling, fabricating, casting and welding metals cheaply-and effectively. These and related matters were the subject of 100 papers presented at 33 seperate sessions of the organizations that participated in the congress.

This paper is simply a summary, prepared at the request of the Council of the Institute, of the report of Mr. Albert Ladd Colby, of South Bethlehem, Pa., presented at the New York meeting (October, 1896) of the Association of American SteelManufacturers, on " The Advisability of the Endorsement by the Association of the United States Standard Gauge, approved by Act of Congress, March 3, 1893, to the Exclusion of the Birmingham Gauge, the .Brown and Sharpe, and all Others:" a subject on which, at the Pittsburgh meeting (April, 1896) of the said Association, Mr. Colby had been appointed as a committee. The report favors the adoption, not of the United States standard gauge to the exclusion of others, but of a decimal system of gauging all materials in thousandths of an inch, thus doing away entirely with arbitrary gauge-numbers running in inverse order to the actual thickness. The American Institute of Mining Engineers originated this movement. The report of its committee on a standard wiregauge, presented in October, 1877,* recommended the abandonment of the system of fixed gauges for commercial use, and of the system of representing the diameters and sizes by numbers, and the adoption, in lieu thereof, of the system of expressing sizes in thousandths of an inch or fractions of a millimeter, and the use of the micrometer-gauge as a means of measuring sizes. Having been appointed, on February 19th, 1890, a member of the Commission created by the Legislature of Pennsylvania for the purpose of investigating the " Waste of Coal Mining, with the View to the Utilizing of the Waste" (waste in this case referring specially to the small sizes of anthracite heretofore thrown away), my attention was naturally directed to the mash economical method of burning these small sizes.* Although I had been Familiar with the burning of anthracite for • many years, I found when I came to study the matter carefully that I was far from thoroughly understanding it, particularly with reference to the hurning of the smaller sizes, and that the literature of the subject, which was not very extensive, had more of a tendency to confuse than to enlighten me. I began therefore to investigate the subject so as to arrive if possible at some definite principles applicable to the question. With the aid of my assistant, Mr. John R. Wagner, I began at Drifton a series of experiments upon the burning of small anthracites. We first erected a small furnace with a grate 3 feet long and 2 feet wide, with which we experimented about two months. From the information thus acquired, we designed and built another furnace of about the same size, which gave us facilities for extending our investigations still further. After experimenting several months with the second furnace, we built a third one, which was much larger, having a grate area of about 68 square feet, which was exactly the size of the grate used in the boiler-plants of' Coxe Bros. &
