This summary of international mineral exploration activities for 2008 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for 2008: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia (Metals Economics Group, 2008a, b), and 2) information on regional and site-specific exploration activities that took place in 2008 and compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2008, primarily for precious metals (gold, platinum-group metals and silver) and base metals (copper, lead, nickel and zinc). MEG includes information on additional mineral commodities only where it is available. Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis. The MEG survey methodology was changed in 1999 to include companies with exploration budgets between $100,000 and $2.9 million, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2008 survey is reported by MEG to cover an estimated 95 percent. Companies that chose not to participate in the MEG study, private companies that do not publish data, and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 91 more companies in its 2008 survey than it did in 2007 USGS compilations of site data described here primarily include nonfuel minerals, with an emphasis on base metals, diamond and precious metals. Analyses are based on information provided by USGS mineral commodity and country specialists and by other USGS scientists, as well as industry contacts and trade journals.

The objective of this investigation was to obtain data on friction-head losses of sand slurries during their transport in pipelines. The data ultimately will be used in designing hydraulic transport systems. Information that was incidental to the primary objective was gathered on degradation, changed percolation characteristics, and critical velocities of the slurries~ Tests were made in a closed-circuit pilot plant, with one type of tailing, through horizontal 2-, 3-, and 4-inch-pipe test sections at various pulp densities and flow velocities. Approximately 2,000 tests were run in the pilot plant. The ranges of flow velocities used in the experiment were 2.8 to 19 f.p.s. in the 2-inch line, 4 to 14.5 f.p.s. in the 3-inch line, and 4 to 11 f.p.s. in the 4-inch line. Velocities were varied in increments of 0.5 f.p.s. through the entire velocity range in each pipe size. Densities were varied in 3-percent increments from 40 to 70 percent solids by weight except for one series of tests in the 2-inch line; in this series, densities were varied in 5-percent increments from 5 to 65 percent solids by weight.

The Galena mine is located astride the Polaris fault in the Coeur d'Alene district of northern Idaho. The surface installations are about a mile up Lake Gulch, the mouth of which is about 2.4 km (1 112 miles) west of the old town of Wallace. The mine had its beginnings when the first claims were located in the early boom days of the district in the 1880s and when the first underground ore bodies were opened up in 1917. During the ensuing 14 years, ore was mined from which were recovered 5.4 Mkg (12 million lb) of lead and almost 14.2 Mg (112 million oz) of silver. Workings consisted principally of a vertical shaft from surface to the 800 level and an offset underground shaft to the 1600 level, together with extensive lateral openings. High-grade silver-copper ore was discovered near the Silver Standard fault in the Sunshine mine, a few miles to the west, on the 1700 level in 1930. By 1937, the Sunshine and adjacent mines were producing silver-copper ore on a regular basis. In 1943 additional ore of a similar type was found along the Chester fault, to the east of the principal Sunshine workings. The interest of American Smelting and Refining Co. (renamed ASARCO in 1975) was aroused and the company's geologists determined that the Galena mine, idle since 1931, provided a geological environment in which similar ore might be found. After negotiations were initiated with the owners of the property, Callahan Zinc-Lead Co., the property in question was deeded to Callahan's wholly owned subsidiary, Vulcan Silver-Lead.

Unrelieved residual strains can influence the states of stress in rock masses. If cheap, stable structures are to be constructed in Tock in which large pressures are exterted by unrelieved residual strains, the pressures must be either utilized or neutralized. A photoelastic technique has been used to show that the release of residual strains in rocks is influenced by the mechanical properties of anisotropic rock fabrics. The relationships between directions of residual strain release and the attitudes of minor geological structures have been determined. For engineering design purposes it is possible to estimate the principal stress directions in rock containing unrelieved residual strains if the attitudes of such minor geological structures as foliation planes, lineations, and joints are known.INTRODUCTIONQuarry workers have long been aware that near-surface rocks may be highly stressed. In many cases the stresses are too large to be the result of gravitational loads. Dale (1923, pp. 34-35) gives many instances of deformation produced by the violent release of residual strains in quarry rocks. Coates (1963) has described powerful rock bursts and cases of rock deformation underground implying the existence of much larger stresses than are likely to result from present-day gravitational loads. The only explanation is that pressures of up to several thousands of pounds per square inch may be caused by unrelieved residual strains in rock.Instruments have been developed for measuring states of stress in rock masses. One of the least known geologic regions in the U.S. is the area now called the Basin and Range Province. It is paradoxical that so little geologic information has been compiled for a province that has yielded billions of dollars worth of metals and is currently producing a small amount of oil. Regional stratigraphic studies of parts of this large territory have been published only recently, and regional structural interpretations of even parts of the province are rare in the literature. This, of course, does great injustice to the earliest workers: Gilbert,1,2 Russell,9 Le Conte,4 Spurr,5 Louderback,8 and others, who recognized the area as distinctively different from the rest of North America. Their simplified picture of the structure of the ranges and the province as a whole is the groundwork for present understanding and has never been superseded. Since their early works, however, geologic data from the province has consisted largely of detailed reports of widely scattered mining districts. Each district has been described as though it were an island in an unknown sea. More recent syntheses of the geologic history have been prepared by Lindgren,7 Ransome,8 Nolan,9 Bill-ingsley and Locke,30 Longwell,11 and Eardley.12 The tentative nature of the present interpretation, which treats the structural evolution of the Utah and Nevada area, must be considered in light of the scarcity of geologic information from the province as a whole. The methods of interpreting tectonic history from stratigraphy are based largely on the concepts of Marshal Kay.23 Discussions with Hoover Mackin also have aided in organizing the Tertiary history. TECTONIC AND STRATIGRAPHIC SETTING Two approaches to the subject of the tectonic history are possible; they correspond to looking through opposite ends of a pair of binoculars. One involves an expansion and extension of detailed work and the other an interpretation based on regional geological relationships. It is believed that the second approach, used here, is not in disagreement with detailed observations. The area of the Basin and Range Province is shown in Fig. 1. Within this area middle Tertiary to Recent high-angle faulting has controlled development of mountain ranges and valleys. Only the part of the area north of Las Vegas, Nev., and south of the Snake River in Idaho will be considered in this article. Within this part of the province most of the ranges trend north-south. Approximately two thirds of the area is covered by late Tertiary to Recent valley fill and lake deposits.

Review of equipment, performance, and shaft design plans including head-frames for sinking and forms for lining are given. Also included are comparative data for shafts of 11 x20 ft and 193/4 x 30 ft with 756 and 666-ft depths, respectively. Advantage from curtain wall installation with "slip forms" which warrant consideration for normal lining are outlined. A preliminary review is also made of "chemical grouting" to stop water inflow leakage with Halliburton equipment and service. Two coal mine shafts recently completed in Franklin County, Ill., afford experience and accomplishment to warrant review. These shafts provide access to a tract with a potential recovery of one hundred million tons. This work provided the initial sinking by other than a contractor's organization since 1918. Four additional shafts required during the interim were sunk under contract arrangement with others. Supervisory contact and inspection afforded experience to govern planning and conduct of the recent work. TEST DRILLING Core test holes were drilled within each of the two shaft locations. Four additional cable tool holes were drilled on a radius of 700 ft from the shaft bottom to determine the coal seam elevations and govern the underground layout plans for each shaft. A graphic log of the hoist shaft test drillhole is shown by Fig. 1. A very soft sandstone was found at a depth of 16 ft. Cored recovery of the sandstone proved much weaker than the overlying compacted sand secured with coring facilities for soil recovery. Gradation from the very soft sandstone to fairly hard material occurred with the next 14 ft, extending to a depth of 30 ft. The weak character within the upper portion entailed need of adequate protection when sinking as described later. A part of the sandstone provided sufficient porosity and permeability to warrant further investigation. Adjacent cable tool drilling for temporary water supply disclosed inflow was limited to 2 gpm with a depth of 40 ft. It was increased to 12 gpm during the next 50 ft of drilling and occasioned subsequent precaution when sinking. General arrangement of facilities for sinking the hoist shaft is shown by Fig. 2. An available steel frame building was used to accommodate the hoist, compressor, shop, and shower or change room. The stiff leg derrick with 90-ft length of boom permitted removal of forms from the wood shop to the storage area or delivery within the shaft. Reinforcing steel and other needs were similarly handled, in addition to headframe erection. The headframe was placed over one end of the shaft to enable passage of forms for lining through the adjacent half next to the stiff leg derrick. Over the last twenty years, roof support technology has made numerous advances since the original wedge and slotted bolts of the 1950's. By comparison, the roof supports used today are more complex and specialized than the supports used in the past, providing mines with a varied selection of supports from which to choose. As a result, when problems with supports are encountered, it is more difficult to determine whether it is the result of geological changes, poor installation practices, or malfunctioning supports. Recognizing this problem, MSHA's Roof Control Division of the Pittsburgh Safety and Health Technology Center, has undertaken the task of publishing a guide for trouble¬shooting problems encountered with roof support systems. The purpose of this guide is to provide a logical sequence to resolving the most common problems encountered with roof supports. The objective of this paper is to introduce this guide to the mining industry as well as provide insight into the evolution of the guide from its beginnings as rudimentary charts to its more comprehensive present format as a practical guide for use by the mining commu¬nity.

An assessment is made of the potential for thick seam underground mining of black coal in Australia. A brief summary is given of the geo-mechanical environment and previous mining history existing in a number of areas of particular interest from the point of view of thick seam mining. A classification of thick seam mining methods is presented with emphasis on the critical geo-mechanical parameters influencing the performance of such methods. A summary is made of perceived geo-mechanical research requirements related to thick seam mining in Australian coalfields.

Three cryogenic systems that utilized liquid nitrogen, dry ice, and methanol with dry ice were investigated in conjunction with crushing and classifying techniques. The systems were used to aid in separating and reclaiming the metallic components contained in insulated wires, shredded automobile nonferrous metal concentrates, small motors, generators, and rubber tires. Wire strands, 2 to 6 inches long and insulated with polyvinyl chloride and neoprene, were chilled at -60° and -195° C, then roll-crushed and processed by water elutriation; this procedure resulted in two products--a sink fraction that was 99 percent metallic and a float fraction that was 99 percent nonmetallic. Excellent separation of zinc die-casting alloys from copper and aluminum contained in shredded automobile nonferrous metal concentrates was attained by chilling at -72° C for 1 minute, crushing in a grateless hammer mill, and screening. From the screened products, 97.2 and 100 percent of the copper and aluminum, respectively, were recovered in the plus Pinch fraction, and 100 percent of the zinc was recovered in the minus 1-inch fraction of over 97 percent zinc die-cast purity. Laboratory experimental results comparing direct and indirect chilling indicated that a sufficiently low temperature could be attained by indirect chilling to permit use of a liquid C02-dry ice system on insulated wires and mixed nonferrous metallic concentrates.

High temperatures encountered by mine rescue teams during emergency situations may cause severe physiological strain, hindering the men from carrying out rescue and recovery missions. A prototype ice-cooling garment (ICG) was developed by the Bureau of Mines to alleviate physiological strain due to heat stress. The effectiveness of the garment was tested with acclimatized and unacclimatized subjects at a typical work rate (1,200 Btu/hr) expected during rescue operations and at various hot environments (97° to 113° F dry bulb and 80° to 89° F wet bulb). During exposures with the ice cooling garment, the subjects were able to maintain a safe deep body temperature of 100.4° F or below Without the garment, the deep body temperature rose beyond values of 100.4° F, a condition considered unsafe for continuous work in hot conditions. Both heart rate and skin temperature values were lower while wearing the ICG. Subjective observation also indicated a marked benefit by wearing the ICG.

"The Texada Mill is a unique iron operation producing High Grade sinter iron concentrate and a by-product copper, gold, silver concentrate. The plant is complex and extremely flexible to handle the many varieties of ore. Two iron concentrates are made and blended. A coarse iron concentrate from primary grinding and a fine concentrate after rougher flotation to remove all the sulphides.All the tailings from iron processing are collected, dewatered, reground and floated for additional copper recovery.The entire milling operation has been carried out in all sea water for seven years and mixtures of sea, fresh, and reclaimed water for ten years prior to that.A very stable float results from the use of sea water at the natural pH8. The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. [THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

Energy Research Corp., under contract to the Bureau of Mines, has developed a new miners' caplamp battery. The new battery is based on nickel-cadmium technology and offers significant improvements in performance with reduced size and weight when compared to the conventional lead-acid battery presently in use. This report describes the design and fabrication of the nickel-cadmium battery, which utilizes a roll-bonded electrode structure. The final battery design has a 15-A-h capacity in a 2-112-lb package, which is over 2 lb lighter than the present lead-acid caplamp battery.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. "ABSTRACTThe US Army Corps of Engineers (USACE) has 704 dams in their inventory and over 100,000 miles of levees with a capital value of over $150 billion. Currently, there are 319 dams that are classified as high hazard and have actionable failure modes that will require structural modifications. The most frequent actionable failure mode associated with the inventory is seepage and piping. One of the most effective engineering solutions is the installation of a cutoff to limit seepage. Currently, USACE has over $1.5 Billion of cutoff wall projects under construction and/or design. Given the magnitude of the dam and levee safety issues, USACE is developing a new Engineering Manual (EM) titled “Seepage Control Cutoffs for Dams and Levees.” This EM covers all of the methods to construct cutoff walls. USACE has partnered with the Deep Foundation Institute (DFI) in preparation of the EM to ensure that it is comprehensive and draws from the expertise of the specialty foundation engineering companies that design, manufacture, and construct seepage control cutoffs around the world. The EM contains case histories as well as a comprehensive project statistical summary and guide specification paragraphs. The goal of USACE was to make the EM a state of the art document for use by Districts.HISTORYSlurry wall construction techniques were developed in the late 1940’s in Italy by ICOS. The first use of the slurry trench method of construction in the United States was by the USACE Memphis District in September 1945, to form a partial cutoff along the Mississippi River levee on the Arkansas side of the river just below Memphis, Tennessee. The idea for the project probably evolved from the use at that time of puddle clay trench cutoffs combined with the use of drilling mud for advancing borings. A paddle wheel mixing device was constructed for making slurry from native clays. Trenches were dug to a 20-ft depth using a trenching machine and to a 35-ft depth using a dragline with a 100-ft boom and 2-cu-yd bucket. Backfill was mixed in windrows at the site from hauled-in clay gravel and native materials and pushed into the trench by a bulldozer when the length of the trench was equal to about twice the trench depth. It is amazing that after almost 70 years, the technique is still about the same as it was when first developed by the Memphis District. A soilbentonite cutoff was constructed under the Kennewick Levee adjacent to the Columbia River as part of the McNary Dam Project in Washington by the Walla Walla District in 1952 The first application of a soil-bentonite slurry trench cutoff for control of underseepage at a major earth dam was at Wanapum Dam on the Columbia River in Washington in 1959.The first cement- bentonite cutoff in the United States was constructed at the Tilden Tailings Project to store tailings from the Tilden Mine in Michigan in 1976. The first cement-bentonite cutoff constructed at a dam on a river retaining a reservoir in the United States was completed in 1978 at the Elgo Dam (formerly the San Carlos Dam) in Arizona.The USACE has designed and constructed some of the deepest and most complex cutoff walls for dams since the 1970’s. The first major concrete panel cutoff wall constructed in a dam in the United States was at Wolf Creek Dam (Nashville District) by the ICOS Corporation between 1974-77. The dam has a long history of seepage issues associated with the karst geology that comprises the foundation. In 1968, about 17 years after first being impounded, wet areas, muddy flows in the tailrace and sinkholes in the downstream toe adjacent to the switchyard occurred."

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

The Office of Surface Mining, Reclamation, and Enforcement (OSM) cited a large surface coal mine for a series of flyrock incidents that occurred when blasting close to the mining lease perimeter. The OSM placed the company on a pattern of violation status. It was determined through analysis of blasting practices that flyrock could be controlled at the mine by drilling a smaller diameter hole and stemming with crushed rock when blasting within 1,000’ (304 m) of the lease line. The procedure to install and remove the small diameter drill steel was cumbersome and dangerous because it was a manual transition. The drill carousel could only hold one diameter at the time the project was initiated. The process was very time consuming, involving a mechanic to transport the steel to the drill and spend up to 1.5 hours of downtime switching the steel. In addition, the hydraulically operated break-out wrench and break-out fork on the SKS Infinity Redrill® is only designed to work with one diameter, so these tools could not be used to disconnect subs and steels on the string. At the time, the mine’s breakdown was between 30-40% small diameter (6 ¾” (171 mm)) versus large diameter drilling (10 5/8” (270 mm)). The drill and blast group was challenged with the task to implement a 6s (Six Sigma) project that would reduce the amount of time spent on steel change-outs on the rotary drills while improving the safety of the task. A solution was proposed to carry the small diameter drill pipe, lower small diameter sub, and small diameter bit on board the drill at all times. The goal of the project was to carry the steel in the carousel after modification so that the driller could change the diameter himself on board the drill in less than 45 minutes without any assistance from a mechanic. The drill had to be modified so that the hydraulic operated break out wrench and deck fork could be utilized on both diameters. The drill accessory supplier and the mine worked together to design and implement design changes and new equipment onto two rotary drills, and new standard operating procedures (SOPs) were created for the new process. The project has been in the sustaining phase for approximately three months now and all steel diameter changes are completed by the operator under the allowable time limit.

High-expansion foam was applied to the flames of six fuels burning in a 1-foot-diameter tray. The flames of three hydrocarbon fuels were more readily extinguished than the flames of methanol, acetone, or unsymmetrical dimethyl hydrazine. The result is rationalized on the basis that heat transfer from flame to fuel surface is primarily radiative with the hydrocarbons and more largely convective with the nonhydrocarbons. INTRODUCTION Equipment for producing high-expansion foams has been developed by the Bureau of Mines to control coal mine fires.5 Recently such equipment has been redesigned for portability and has now been produced commercially for other fire-fighting applications. In May 1961, a 50-by 50-foot gasoline fire was extinguished within 2 minutes by a trailer-mounted foam unit that produced 12,000 cu.ft./min. of high-expansion (1,000:1) foam.6
