"This paper had its origin in a panel discussion organized by the Canadian Uranium Producers Metallurgical Committee (CUPMC) at their Annual Meeting in Blind River in May, 1964. The reason for the panel was the formation of the National Uranium Tailings Research Program funded in the amount of ten million dollars by the Federal government. According to the bureaucrats in charge the program would seek to solve the perceived problems as well as any actual problems they believed existed with uranium tailings. Dr. Allan Ashbrook of Eldorado Nuclear chaired this panel and his summation of the panel's purpose was set out as ""Regulation and the Regulatory Process in the Nuclear Industry, Where Have We Been, Where Are We Now and Where Are We Going""?"" This paper will try to relate these questions to the whole mineral industry.The Canadian Mining Association has been telling us our natural resources are today required only if they are competitively priced with those produced in so called ""third world"" countries where labour rates are lower, environmental restrictions may be less and every effort is made by the local government to sell their product. It is in this hostile economic climate that the Canadian mining industry now finds itself. Before going further I want to stress these comments apply only to: a) Mines financed by private capital in a free enterprise society.b) Mining companies want to operate in an environmentally safe manner. However, they must earn a profit because no company financed with private capital can borrow money ad infinitum.WHERE HAVE WE BEENNone of us today would want to return to the days when the mill waste management system consisted of pumping the tailing to the nearest slope and letting nature's law of gravity do the rest. This was the way it was in early gold mines in Nova Scotia, tin mines in Cornwall, England or silver mines in Cobalt, Ontario and survives today in countries where climate, customs and methods of doing business are far different from Canada. As mill tonnage rates increased, more sophisticated systems evolved often designed for mining areas with different climates. Systems imported from arid climates such as south-west United States retained the solids but allowed bacterial oxidation of the sulphides promoting acid drainage. Environmental regulations were introduced and Canadian mines learned to handle tailings in our climates."

IN the zeal for opening up new ore-bodies, or for. extracting the ore from attractive bodies gal ready opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple; and for the best working-results should be treated upon a strict business basis. Of course, in every mine of consequence a record is kept of expenditures and receipts, and such glittering generalities as "gross receipts," " net receipts," " mining expenses," .and " per cent. profit," can be told to the cent; but does this . record show economy of management, either as compared with the same record of other months, or as compared to the record of other mines of the' same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way en¬able the manager to put his finger on the leakage? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent on 25-dollar ore, is doing less economical mining than one which saves 60 per cent on 80-dollar ore ? Of course the figures in the latter case look the more attractive, but when it comes to a point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the most firm and economical financial basis. But as the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. Since 1994, South Africa has been the subject of international attention, especially in regard to its transformation initiatives, which aim to redress the post-apartheid imbalances. Mining, as a major employer and one of the major industries in South Africa, has been the focus of the government?s Black Economic Empowerment initiative with the introduction of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The historical background to South Africa?s transformation and the role of the mining industry are pivotal to an appreciation of certain aspects of the Minerals and Petroleum Resources Development Act and the Broad?Based Socio?Economic Empowerment Charter for the South African Mining Industry. The issues around Black Economic Empowerment and the enabling of a smooth transition to the South African mining industry of the future are explored in this paper.

In the latter part of the 1980?s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation an application for FeMn production was developed. Now when Tornio FeCr-plant is considering the expansion the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand of better working conditions. The possibilities to respond to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control of the process even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

Ongoing rockpass problems on mines within the South Africa region, prompted AngloGold Ashanti to embark on a risk assessment of major rockpasses. This commenced with the collection of relevant data to identify gaps in the available knowledge and identify existing problems. This was followed by an assessment of rockpass layouts to determine existing and potential interactions with other excavations. An initial risk assessment has been completed and the rockpasses have been ranked in terms of their risk profile. The lack of geological data and an easy and reliable method of surveying rockpasses have been identified as problem areas. Shortcoming is terms of rockpass management procedures have also been identified. Further work is required to quantify the risk in terms of probability of occurrence and consequences.

The rock brittleness is one of the most important rock properties that affect the drill-ability of rocks. It is supposed that the increase in rock brittleness causes the increase in penetration rate. The drill-ability of rocks depends on many factors. These factors can be separated as two parts depending on a machine, bit type, rotational speed, thrust, blow frequency, flushing, and rock properties, brittleness, compressive strength, structure, hardness, etc. In this paper, the relationship between brittleness and drill-ability index, which is used in the prediction analysis of the penetration rate of rotary blast hole drills, were examined using regression analysis. It is also seen that significant correlations exist between brittleness and the drill-ability index.

The bioleaching of arsenopyrite, the oxidation of arsenate and the precipitation of ferric arsenate are competing reactions, hence their rates depend on the relative concentrations of the respective species, and the activity of the bacterial culture. Bacterial arsenic resistance may be attributed to the Pst+Pit-mutation and an energy dependent efflux pump. Pst+Pit-mutations result in a reduced uptake of arsenate. This enables the bacteria to survive in solutions in which the arsenate concentration is significantly higher than the arsenite concentration. However, the excretion of arsenate requires energy. Therefore, in the absence of an energy source or during periods of reduced bacterial activity, the inhibitory effect of arsenate may manifest at concentrations to which the culture has been adapted. The chemical ferric leaching rate of pyrite and arsenopyrite decrease with a decrease in the solution redox and may be described using a modified Butler-Volmer equation. The bacterial ferrous-iron oxidation kinetics of L. ferrooxidans also depend on the redox potential, and can be described using a Michaelis-Mententype model modified to account for both temperature and pH. A model developed using the independently determined ferric leaching, and ferrous-iron oxidizing kinetics, has been shown to compare well with the experimental data for the continuous bioleaching of pyrite. "Falconbridge Limited is presently developing flowsheet alternatives for implementation at the Strathcona Mill. The main thrust for change arises from the need to reject more pyrrhotite from the concentrate. To maintain appropriate levels of sulphur in the smelter concentrate, however, enhanced removal of non-sulphide gangue minerals must be realized. This could best be done in the Non-magnetics flotation circuit.Laboratory investigations were followed by an on-stream pilot test at Strathcona. The application of a column cleaner on the Non-magnetics concentrate resulted in significantly lower levels of fine gangue at equivalent sulphides recovery.This paper discusses the laboratory and pilot testing and results, with a focus on piloting. Also included is a discussion of the Strathcona Mill Flowsheet and the role of the Nonmagnetics flotation circuit.INTRODUCTIONFalconbridge Ltd. is currently developing means to reduce atmospheric sulphur dioxide emissions. One alternative is a reduction in the amount of pyrrhotite in Strathcona Mill concentrate, which reports to the smelter. Pyrrhotite in the Falconbridge ores contains an average of 39 percent sulphur and 0.64 percent nickel. By comparison, pentlandite contains an average of 33 percent sulphur and 34 percent nickel.A consequence of the rejection of pyrrhotite is a decrease in the sulphur assay in the remaining concentrate. This decrease causes downstream difficulties in the roasting process. Therefore, the content of non-sulphide gangue in the mill concentrate must also be reduced in order to maintain sulphur grades adequate for roasting. The resulting concentrate will have lower sulphur dioxide emissions while maintaining nickel production."

What is not measured cannot be managed. This is true of most things, including a furnace lining. This paper describes a Lining Management System used for this purpose. It provides the operations staff with a management tool to predict long term lining life and acts as a process optimisation tool. It alarms and records upset furnace conditions. Outputs from the system are described as presented through a specially developed software package and interface. It includes vertical and horizontal furnace sections showing estimated isotherms through the lining as well as the furnace bath. It also shows calculated heat flux values, estimated lining wear and the freeze layer profile. A novel three-dimensional display is described which provides the operator with a big picture view of the furnace crucible profile under real time operating conditions. The powerful trending facility for analysing both measured and calculated values is discussed. The required instrumentation hardware as well as the installation thereof is described, with special reference to an electrically insulating thermocouple socket design. Finally feedback is provided on the first year?s performance of the system installed on an open ferrochrome furnace at Assmang Chrome, Machadodorp, South Africa.

The zinc-lead ore reserves of the Tri-State district of Kansas, Missouri, and Oklahoma, as of December 31, 1947, are estimated at a total of 66,100,000 tons of crude ore containing 2.18 percent metallic zinc and 0.38 percent metallic lead. The Bureau of Mines began estimating the reserves in October 1945 and completed the' work December 31, 1947. A total of 38,900 acres of land representing approximately 5 percent of the area of the district is covered in this report. The work was confined for the most part to properties developed or partly developed by drilling and underground workings, and to acreage sufficiently drilled out to indicate ore of enough tonnage to make a commercial undertaking. The acreage in which ore reserves exist is widely distributed in all three States. A map of the Tri-State area is shown in figure 1. The remaining 95 percent of the area is not necessarily nonproductive but represents, possibilities for future exploration and development of additional mineral resources when and if economic conditions or national necessity encourage such work. Of the total reserves, 41 percent are in Missouri, 38 percent in Kansas, and 21 percent in Oklahoma.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

I. INTRODUCTION. THE purpose of this paper is, first, to give a general account of a little-known coal-district of SE. Kentucky, its topography, drainage, and mineral resources, for those who may be interested in its economic development; and secondly, so to describe the geologic features of the field as to furnish available data to those engaged on the broader problems of Appalachian coal-geology. The data from which the major portion of the paper has been prepared were obtained, in professional investigations for private individuals and corporations, within the last decade. The area under review, defined by a heavy line on the map, Fig. 1, lies between Little Black and Pine mountains, and extends from Harlan on the west to a N-S. line crossing Looney creek 3 miles from its mouth on the east. This area can be divided for description into a Western and an Eastern Division. The character of investigation pursued in the Western Division, below Fugitt creek, was very different from that employed in the Eastern. In the former, only a rapid reconnoissance was attempted : such coal-openings as had been made by prospectors or by citizens in obtaining fuel were visited, their sections measured and, in many instances, sampled. Elevations were obtained barometrically and approximate locations sketched on a small-scale map. In a field where the coals are so well opened, the reconnoissance method gives a very fair idea of the number and character of the principal beds and their relative positions, and affords much evidence for their correlation over wide areas, without permitting the more refined work required to discover all the seams of the measures and to determine the details of geologic structure.

The study described in this paper is first centered on the determination of the physical properties (gravimetric, magnetic, electrical, and electromagnetic) o f metamorphosed iron ores of the Carol Lake-Labrador City District. Different geophysical surveys available in the Carol Lake-Wabush area were interpreted quantitatively and the dimensions, attitude, and tonnage of the ore bodies investigated were determined. A geophysical-statistical study was undertaken which permitted the determination of the grade of iron, magnetite, and, subsequently, specularite in the ore bodies. A discussion of the theory and logical progression of the study and the application of the results to actual geophysical data is presented. The conclusions, which are of real significance from the economic standpoint, may be predicted from the data obtained from geophysical surveys before any diamond drilling is undertaken. An integrated interpretation of this type is useful in planning future exploration work and selecting the most favorable geological structures. It also serves as a guide to minimize and determine tonnage drilling patterns. The general conclusion that a restricted range of residual gravity and magnetic anomalies are a key to exploration is valid. Indeed large depths to the top of deposits are absent since all the ore bodies are overturned synclinal structures with tops located close to the surface. Certain irregular geometries do occur but they are not common and the alignment of the iron ore bodies is sub parallel so that magnetic anomalies are evenly reduced in the earth's magnetic field vector.

Monitoring slope displacement in open-pit mines can help predict collapses and prevent serious damage, injuries, and fatalities. Early detection of movement may indicate the need to modify slope geometry, initiate dewatering if the slope is wet, or consider artificial support measures such as cable bolting. Slope monitoring at the Berkeley pit was carried out with varying degrees of intensity and continuity for about 15 years. Some of the old mine records are still intact and accessible. Slope monitoring data can therefore be collected and published for the benefit of other mine operators. Because prediction of slope failures is empirical in nature, publication of several well documented case studies will be a valuable contribution to the industry. Background - Berkeley pit Open-pit mining of copper from the Berkeley pit, located on the east side of Butte, MT, began in 1955 and ceased in 1982. During that time, about 1 Gt (1.2 billion st) of material were removed to form a pit about 1.8 km wide by 2.1 km long (6000 ft by 7000 ft) at the rim, and 550 m (1800 ft) deep as measured from the high hill on the northwest side. From the south side, the pit only measures 365 m (1200 ft) deep. The Berkeley pit was first owned and operated by Anaconda Minerals Co., and subsequently by Arco. Following its closure in April 1982, the mine began to fill with water. Washington Construction purchased the property in 1986, and Montana Resources Inc. began mining to the east of the Berkeley pit in July 1986. Numerous instances of slope failure were recorded during the course of mining and several intensive geotechnical investigations were conducted in an effort to optimize the mine design. One of the last and most comprehensive studies was initiated in 1977. For purposes of geotechnical analysis, the mine was divided into nine design sectors on the basis of geologic conditions, geographic orientation, and economic importance (Fig. 1). Only two of these sectors - the concentrator and the southeast corner - are considered here. Material properties were obtained from several studies of samples collected from the mine and adjacent areas. "The Kemess mining and milling complex is operated by Northgate Minerals Corporation and is located in the mountains of north-central British Columbia, 430 kilometers northwest of Prince George. The complex consists of the Kemess South open pit mine and a 52,000 tonnes per day mill. Hypogene, supergene and leach cap ores are processed using conventional crushing, grinding, and flotation techniques to produce gold-copper concentrates with minor by-product silver value.The rougher flotation concentrate is re-ground in closed circuit before being cleaned to final concentrate grade. Historically, gold losses in the cleaner tailings were primarily associated with pyrite, with only minor amounts of free gold. More recently, with the processing of high pyrite ores, the major losses were found to be free gold less than 10 microns in size. The fine grind required for the high pyrite ores resulted in over-grinding of the free gold particles in the regrind circuit, contributing to poor flotation characteristics. It was thought that if this free gold could be recovered by gravity at coarser size in the regrind circulating load, the free gold losses in the cleaner tailings could be reduced.Preliminary test work carried out by Knelson Gravity Solutions indicated the potential for free gold recovery in the regrind circuit. A Knelson XD-30 Concentrator was installed with variable speed capability, and a series of optimization tests were carried out. In addition, cleaner tailings were characterized with gravity operating and with gravity not operating to determine the overall gold recovery benefit. The single Knelson XD-30 installation recovers ~10% of the total gold in the regrind circuit and increases overall recovery by 3% when high pyrite ores are processed."

A mine fire is one of the most challenging safety issues facing a mine operator and can occur at any location underground. The National Institute for Occupational Safety and Health (NIOSH) and the Twentymile Coal Mine, Colorado, conducted in-mine experiments to determine the capability of high-expansion foam for addressing underground fires. The tests were conducted in sloping entries with high-capacity diesel-powered foam generators. The following results were observed: a well-designed, maintained, and properly operated high-expansion foam generator can propagate a foam plug hundreds of feet in steep upward sloping (20 pct) multiple entries against a ventilation pressure; stoppings and partitions designed to contain the foam plug in upward sloping entries must be substantially constructed; and the predicted quantity of foam concentrate can be significantly less than the actual amount used due to foam losses, such as bubble breakage on dry surfaces. This paper describes the production of high-expansion firefighting foam and discusses the in-mine experimental tests and results. In the mining industry blasts are usually designed to fracture the in situ rock mass and prepare it for excavation and subsequent transport. The run of mine (ROM) fragmentation is considered good when it is fine enough and loose enough to ensure efficient digging and loading operations. Mining optimisation strategy is hence usually focussed on minimising total mining costs and maintaining these ROM fragmentation characteristics. Although this approach ensures an efficient mining operation it ignores the potential impact on crushing and grinding. Investigations by several researchers have shown that designing blasts to produce ROM fragmentation to optimise crushing and grinding performance enhances the overall efficiency and profitability (Eloranta, 1995; Kojovic et al, 1995; Bulow et al, 1998; Kanchibotla et al, 1998; Scott et al, 1998; Simkus and Dance, 1998). Field experimentation in this area is often found to be difficult because of high implementation costs and insufficient understanding about the effect of fragmentation at different stages in a comminution circuit. Modelling and simulation of blasting and comminution processes provide a more economic alternative to explore the impact of blast design changes on the down stream operations (Kanchibotla et al, 1998; Kojovic et al, 1998; Adam and Siddall, 1998; Bulow et al, 1998). However, the reliability of such simulations depends on:the ability of the models to reproduce the physical processes that take place; characterisation of rock mass in terms of its blastability and comminution characteristics; and in the case of blast modelling the ability to predict fines (-10 mm) has been found to be particularly important as this fraction has a significant effect on mill throughput.

The expert system component of Knowledge Base System supports the analysis and interpretation phases of ventilation design with an algorithmic program used for the solution of alternate design. The paper describes the ?ES-VENT? knowledge based system developed at Central Mining Research Institute, Dhanbad, India for an on-line diagnosing of the ventilation problems using the ?IITMRULE? expert system development tool. In the ?IITMRULE? expert system tool, it has been decided to use a backward chaining reasoning process to reach the goal state i.e. the final conclusion. ES-VENT system is made of three modules: On-line Data, Diagnostics and KBS. Each module is being a collection of several programs. The paper mainly deals with the parameters affecting the ventilation of underground mines such as air-velocity, air pressure, temperature, dust, and humidity and gas contents. The graphical presentation of these parameters on the computer and the interactive part of the developed program is expected to help a ventilation officer to determine the changes in a ventilation circuit necessary to bring the mine ventilation to the desired value. Once such changes are physically effected, the display will indicate if the changes have brought the desired effect or not on ventilation.
