In recent years observational techniques of tunneling have become increasingly popular methods to facilitate complex underground infrastructure projects. The traditional design and construction management practices developed in Europe have been adapted for application in North America to suit a more restrictive management and legal culture. This paper will discuss three recent projects, the San Diego Mission Valley East Extension, Washington Dulles International Airport People Mover, and the Seattle Beacon Hill Station and Tunnels, with the objective of identifying the challenges of applying observational tunneling methods to established contractual practices in North America.

Studies were conducted by the Bureau of Mines to develop a method for fabricating Sm-Co permanent magnets. This method consisted of arc-melting, crushing and grinding the alloy, alining and pressing the powder, and sintering the green compacts. Results indicated that the optimum composition was 36.7±0.3 weight-percent Sm and 63.3±0.3 weight-percent Co. This composition was obtained by blending together Sm2C07 and SmCo5. The maximum values exper¬imentally obtained were MHC = 27.4 kOe, BHc = 7,510 Oe, Br = 7,810 G, and (BH)max = 15.1 MGOe. The optimum sintering temperatures and grinding times for maximum MHc and (BH)max were determined. Lowering the grinding temperature from 0° C to -60° C resulted in a significant increase of magnetic properties.

THE furnace described in this paper was installed and has been used by the writer for the melting of rich gold-bearing material, and has given complete satisfaction. It may, therefore, prove of interest to other metallurgists who are faced with a similarproblem. A furnace of this type should be most suitable for the reduction of "cyanide preeipitate," "charcoal ash," "anode sludge," &c. formerly the melting was done in fire-clay crucibles, using coke or crude oil as fuel, but this method is costly, slow, and unsatisfactory. A small water-jacketed blastfurnace was also tried on this material after briquetting it, but was discarded in favour of the electric furnace. The furnace may be described as a simple form of the Heroult resistance furnace, with an adjustable upper electrode and a fixed bottom electrode. This is in accordanee with Stansfield's classification of electric furnaces. The heating is mostly due to the resistance offered the current by the molten slag. The melting chamber consists of a steel drum 14 in. in diameter and 21 in. high, and is lined with silica bricks specially made to fit the shell. The internal diameter is G in. The bricks contain 92 % silica, are made from calcined quartzite bonded with fireclay, and are similar in composition to those used for lining steel converters. They are set in a mixture of finely-ground quartzite and clay, and well dried out. The shell is bolted to a steel plate, which forms the decking of a truck running on rails, so that the furnace can be moved under ahood for carrying off the fumes. A cast-iron slag spout is bolted to the shell below the tapping hole, which is 4 in. from the bottom of the shell. "Asbestos" is a name applied to a group of naturally fibrous minerals. Because it has the fibrous characteristics of silk or cotton and at the same time will not burn and has other advantageous properties as well, asbestos has specialized uses for which no adequate substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products, the manufacture of which constitutes a vast industry. Asbestos generally occurs in irregular veins scattered throughout rock masses. Most of the fiber-bearing rock is mined in huge open-pit or underground workings. The fibers are separated from the rock and sorted into groups, according to length, in large, complex mills. The longer fibers are stripped to textile plants, where they are further fiberized and prepared in special machines and are used for spinning into yarn and weaving into unburnable cloth that has many important uses. The shorter fibers, which are much more abundant than the long ones, are used in asbestos-cement building materials in heat-insulating products and for a multitude of other applications. These processes and uses are covered in considerable detail in later sections of this report.

Rehabilitation of mining sites helps to achieve the purpose 5(2c) of The Resource Management Act 1991 û æavoiding, remedying, or mitigating any adverse effects of activities on the environmentÆ. The environmental outcomes for recent and current mining operations on the West Coast are variable. There are some exemplary mining operations which are restoring or even improving land use and environmental factors in the region, particularly those operated by the larger mining companies. There are also examples of an exploitative mentality where the environment and land have been severely degraded by mining activities. Technology has been developed to prevent a repetition of the historical destruction of the environment through mining. Failure to rehabilitate mined land is no longer acceptable to the New Zealand public in the 1990s and damages the credibility of the mining industry. Examples of successful mine site rehabilitation to pastoral farming and to production or plantation forestry are illustrated from the alluvial gold mining industry. Planning, sequencing of operations, the utilization of sailor plant growth materials, and aftercare are key factors in successful land rehabilitation to these productive uses. There is also a recent focus on restoring indigenous forests and wetlands at both coal and gold mining sites, particularly for mines on or adjacent to the conservation estate. The results of scientific research and efforts by the industry on techniques for rehabilitating rainforest and pakihi wetland after mining are presented, particularly from the Giles Creek Dunoille Coal Mine. There is a need for further research and trials to apply and extend rehabilitation techniques to other geological and environmental situations, particularly to mines in mountainous areas and to difficult environments like the coal measures ecosystems of the plateaux above Westport.

"INTRODUCTION For a number of years, the Bureau of Mines conducted tests on various types of structures to ascertain the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage. Associat¬ed with these tests, occasional records were made of the characteristics of the air blast or concussion from the explosions. Although the importance of the air-blast problem was recognized, the equipment was not designed for airblast measurements, nor was the early research program concerned with the problem. After the ground-vibration tests had been completed, attention was turned to study of the air blast and its effect. The program was modified, however, in certain aspects by the imminence of war and the final entry of the United States into the conflict. These modifications were made to supply information pertaining to military and civilian defense problems.Detailed discussion of these problems is beyond the scope of this report, which attempts to present preliminary results of factual and fundamental character. However, it may be noted that airblast data are urgently needed for intelligent design of both Government and non-Government buildings, which must withstand the air blast from bombs and afford maximum protection for the occupants. The safety of vital equipment above and below ground necessitates consideration of damage from air blast. Protection against use of dynamite by saboteurs, moreover, hinges largely on the effect of air blast. Identification of a planned ""accident"" involving dynamite often entails knowledge of the characteristics and power of the airblast.The peacetime problem of damage from air blast resulting from quarry and mining blasting activities is of course exaggerated by the wartime requirements of increased production accelerated operation, and enlarged development."

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

For the use of those who prefer manila rope to wire rope for light hoisting and hauling, the Ingersoll-Rand Co. has brought out a new model Little Tugger Hoist which is designated No. 11. The square piston, reversible driving engine, automatic lubrication, inclosed gearing, rum release clutch and worm-operated band brake are essentially the same as in the No. 1 model which was introduced about two Years ago. The main differences are in the diameter and length of the drum, the width of the flanges and, necessarily, the main frame and overall dimensions. The new No. 11 Little Tugger has a hoisting drum 7 in. in diameter by 17 in. long with 5-in. flanges. This accommodates 300 ft. of 7/8 -in. manila, rope. The maximum capacity of this hoist is conservatively rated at 600 1b. The weight of the hoist itself is 358 lb. It is 21 ½ in. long, 31 ¼ in. wide and 23 in. high.

State and federal agencies during rehabilitation of existing bridges may require the existing bridges to be evaluated under seismic conditions. If the bridge does not perform under the seismic event, the bridge may require seismic retrofitting. Bridges are classified as: Critical, Essential, and Others according to their importance. Geotechnical considerations play a major role in evaluating the bridge behavior under a seismic event. Subsurface conditions influence the magnitude of ground acceleration and hence the forces and moments on the superstructure. This paper will provide a detailed description of the geotechnical aspects associated with the seismic retrofit evaluation for the 12th Street and 14th Street Viaducts located in Jersey City, New Jersey. The paper will also present a description of the geotechnical investigation program including seismic cross-hole surveys to determine the dynamic soil parameters, including the results of site-specific response spectra for both the 475 and 2475-year events. Liquefaction assessment methodology utilizing an equivalent factor of safety will also be described and the design method used will be summarized. In general, the pile foundation is modeled as 6x6 foundation stiffness matrix with 36 stiffness coefficients at the center of the pile cap. The seismic loading on the foundation is evaluated in a pseudo-static analysis, where the dynamic earthquake-induced loads are presented by static forces and moments. The computer program FB Pier was used to evaluate the foundation stiffness. The moments, axial loads, and shear are input into the FB Pier model. The stiffness of the foundation is determined and the results are then input into the Structural model to determine new forces and displacements. Adjustments are made until the loads are compatible with the stiffness used. The understanding of the geotechnical conditions at the 12th Street and 14th Street Viaducts and the coordination between the Bridge and Geotechnical Engineers were able to provide significant cost saving to the Owner. The Design Engineers were able to retrofit the existing Viaduct foundations with reasonable number of additional piles. It is believed that the results and finding presented in this paper will benefit both the Bridge Engineers and Geotechnical Engineers by highlighting the importance of interaction between the two disciplines.

High carbon ferrochromium is produced by carbon reduction. No replacement for carbon as reductant has yet been developed. The reduction creates a considerable amount of CO-gas. In open and semi-closed furnaces the gas is burned when leaving the burden. In closed furnaces the formed gas is sucked out by a fan, washed and utilised as fuel. The formation of carbon monoxide is presented briefly starting from thermodynamic considerations up to solid and liquid state reduction. The volume, composition and energy content of the furnace gas are discussed, focusing on the raw materials and pre-treatment processes of the furnace feed as well as on the process equipment and control. Outokumpu has been using closed and sealed furnaces and utilising the CO-gas in its Tornio Ferrochrome Works since 1968. Today in Tornio with an annual ferrochromium production of 260 000 t CO-gas production is 186 million m3, representing 68 MWh an hour. At the same time the furnace power input is 95MW. About 98 % of the CO-gas is utilised, whereof 30% in the ferrochrome production itself. This paper focuses on the characteristics and utilisation of CO-gas. CO-gas is secondary energy, which on one hand saves primary electric and fossil fuel energy in ferrochromium production and, on the other, replaces other fossil fuels at the adjacent steel works. The characteristics of the fuel, requirements for utilisation as well as health and safety aspects are discussed. Utilisation of the gas has a high impact on the total dust and gaseous emissions and on the energy optimisation at the ferrochromium and steel works.

The paper provides a brief review of a multivariate uniform conditioning and a localized multivariate uniform conditioning (LMUC) technique, and presents a production reconciliation case study based on a porphyry copper-gold deposit in Peru. The reconciliation study compares the longterm LMUC mineral resources model (typical of new mining projects, which are invariably based on drilling data on a relatively large grid) to the corresponding production blast-hole grade control model, as well as the final plant production.

The usefulness of laboratory studies - petrology and mineragraphy in the search for, and investigation of, mineral deposits should not be exaggerated, but it should not be overlooked, because such studies will always contribute to an understanding of the geology of the deposits, and can on occasions provide invaluable information not otherwise available. A few examples furnished by the investigations of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organisation will show this.Petrology.In the early stages of the investigation of the King Island scheelite deposit, during the war, when the nature of, the deposit was not understood, a series of samples embodying the exposed rock types was submitted to the Mineragrap;hic Section for petrologicalexamination by the Mineral Resources Survey. It was at once apparent to the petrologist that the King Island scheelite ore was a contact metamorphic deposit, in which a series of argillaceous shales, calcareous shales, impure limestones and limestones had beenintensely metamorphosed. The shales had been converted to finegrained biotite and actinolite hornfels, according to their lime content, and the impure limestones to fine-grained diopside hornfels, garnetdiopside hornfels and garnet hornfels (calc-flint), the garnet being the lime variety grossularite. The limestones, however, after being first converted to marbles, had suffered intense pyrometasomatism, involving substitution of immense quantities ,of silica and' iron for lime and carbonate, and had been converted largely to a coarsegrained garnet rock, in which the garnet was the lime-iron variety, andradite. The silica and iron were derived from the mineralising solutions of the adja,cent ,granite. intrusion, responsible for the contact metamorphism, and were accompanied by tungsten and some molybdenum. The tungsten in the presence of so much mobile lime, was precipitated as schecelite, much of it finegrained and enclosed in or intergrown, with the andradite garnet or the quartz interstitial to the garnet.It was apparent that the King Island scheelite deposit, was a perfect example of selective pyrometallomatic replacement in a bedded contact metamorphic deposit. The bedded nature of the original rocks was preserved, and the scheelite was practically limited to the original limestone beds, 'Which had been so much more susceptible to replacement after recrystallization, than the other sediments. The further geological study of the deposit then resolved itself into the task of mapping the folding and faulting of the deposit, with bore cores to provide the stratigraphic sequence, and establish the number of scheelite-bearing beds.A second example is provided by a petrological investigation of the mineral composition and genesis of the talc deposits of the Gumeracha district of South Austral.ia, which was undertaken at the request of the South Australian ,Mines Department, in conjunctionwith mapping of these deposits. In a previous report'/ results were given and a method outlined whereby from a knowledge of the composition of the natural gas and of the inflammability limits of the individual constituents composing the natural gas, the limits of inflammability of natural gas and air mixtures could be closely calculated. This method is based on the application of Le Chatelier's law as modified by Coward, Carpenter and Payman,5/ to apply to a mixture of any number of combustible gases. This law must not be used indiscriminately, because many exceptions have been found. For example, when ethylene, acetylene, hydrogen sulphide, or chlorinated hydrocarbons are present the law may not hold. For a discussion of the many exceptions which have been found, reference should be made to a report by Coward and Jones.6/

This paper summarises the strategy for selection between a two module coal plant incorporating large, but less equipment, and a three module coal plant with more but smaller equipment. The two options were evaluated in terms of three main categories: ? Size ? size of the equipment and the effect on the process efficiency as well as the difference in physical dimensions of the plant to accommodate the larger equipment; ? Cost ? capital savings between a two and a three module plant, processing the same ROM (run-of-mine) tons per hour (t/hr); and ? Practicality ? in terms of constructability of the plant, safety of using larger equipment and maintainability of the equipment. Decisions that were taken to reduce the risk associated with size, cost and practicality on the chosen option of a two module plant will be highlighted.

Leinster Nickel Operations, located in Western Australia, consists of an underground and three open pit mines in relatively adverse ground conditions. This paper reviews our ground control practices in the open pits, covering aspects of ground support, wall control and monitoring. These methods have been effective in allowing mining operations to continue beneath unstable slopes. In particular, the use of Ground probe?s slope stability radar has enabled the Harmony open pit to safely operate for months following indication of failure from traditional methods. This case study highlights the benefits of investing in appropriate slope stability monitoring systems.

Monitoring of the slopes of surface mines can prevent loss of life, loss of equipment, loss of production and possibly the loss of the mine. The effectiveness of such monitoring depends on the extent to which slopes give adequate advanced warning before failing, and on the ability of the monitoring system to detect such warning. In this paper an overview is given of slope monitoring requirements, from both the geotechnical and survey points of view, as well as the types of equipment and instrumentation that are available. Legal issues relevant to slope monitoring are also dealt with. It is concluded that conventional geotechnical and survey instrumentation will continue to have their place in slope monitoring. However, the slope monitoring scene has changed substantially in recent years. A real and volume-based monitoring equipment is now available and this has provided, and will continue to provide, the means to improve safety, and to enhance productivity in mining. Its benefit to slope management is substantial. In the near future it is expected that data obtained from such equipment will add a much needed new dimension to slope engineering, and be used to improve slope designs and to optimize slope angles.

"Flotation circuit of the Sarcheshmeh copper mine, which processes 40,000 t/d of ore at 0.9% Cu, consists of rougher, cleaning and recleaning stages. To study the stage recovery of copper, one of the eight identical flotation banks was selected for sampling. It was observed that 17% of copper goes to the tailings and the lowest copper recovery was for particles coarser than 105 microns. The third five-cell unit of this bank not only did not recover appreciable amount of copper but also decreased the concentrate grade. The grade of the last five cells was lower than the feed grade suggesting that mixing of the concentrates of the three units was not beneficial. To alleviate the problem, the concentrate of the first four-cell unit was directed to the cleaners feed box (i.e., by- passing the regrind mill). This increased the overall copper recovery by 1.7 %. Also rather than the current practice of adding the reagents only at the feed tank (i.e., 100-0-0%), various combinations of stage addition were examined. It was found that 75-25-0% addition regime could increase the total copper recovery by 1.3%. At the recleaning stage in order to increase the final copper concentrate grade, a froth washing system was used. To ease the maintenance of the system, a shower type washing system was installed. The optimum wash water superficial flowrate was found to be 0.06 cm/s. Continuos sampling of the recleaners with and without wash water over a period of two months showed an increase of 1.5% in the final copper concentrate grade at constant overall copper recovery.INTRODUCTIONThe Sarcheshmeh copper ore body that may rank as third or fourth largest in the world contains 1 billion tonnes averaging 0.9% copper and 0.035% molybdenum. It is located in southeastern Iran and has been processing 40 000 t/d of ore since 1982. The mine produces 100 000 tonnes of copper and 2200 tonnes of molybednite concentrate per year.After three stages of crushing, the ore with a F80 (80% passing size) of 12.7 mm is fed to eight parallel ball mills in closed circuit with cyclones to produce a product 70% finer than 75 microns. The concentrate of rougher flotation circuit is ground; rougher tails constitute the main component of the plant final tailings. A concentrate with an average grade of 31% Cu (chalcocite and chalcopyrite) is obtained after cleaning and re-cleaning stages. Total recovery of the plant varies between 83% and 87%, depending on operating conditions and ore type."

"The methods and technologies to be used for environmental monitoring of seabed mining activities are a key issue. Due to the large water depths, there are special challenges with respect to the monitoring equipment that is suitable. DNV GL has built up substantial experience of environmental monitoring from oil & gas projects in deep waters in the Norwegian Sea.Monitoring equipment and experiences from the oil & gas sector can to a large extent be applied to seabed mining.BackgroundThe International Seabed Authority is currently developing an environmental management strategy for the Area (ISA, 2017) as a part of the work on the regulations for exploitation for mineral resources in the Area.The draft environment strategy contains provisions related to monitoring and reporting of the activities. An Annex (Annex III) of the draft document describes the format and content of the environmental management and monitoring plan.The monitoring plan should contain, inter alia: ?Technology to be deployed.?Monitoring frequency of respective elements/components of the Marine Environment.?Monitoring procedures required to implement the Monitoring programme.?Details of the environmental monitoring stations across the Environmental Impact Area.?Monitoring specifics e.g. water quality; sedimentation rates; sound; plume extent; etc., as well as relevant Environmental Targets.?Monitoring of Mining Discharges.?Processes for Monitoring reviews and Environmental audits."
