"Construction of the Cigar Lake uranium mine in northern Saskatchewan is well under way. Production is anticipated to begin in the first half of 2007. When in full production, the mine is projected to produce a net 18,000,000 pounds of U3O8 per annum from a high grade ore averaging approximately 20% U3O8.Water management was a major issue that required substantial effort in the Cigar Lake design. Not only is effluent quality controlled, a tight water balance to minimize effluent volume is also designed into processes in order to minimize environmental impact. This paper focuses on the water treatment process and water handling equipment, as well as the operating philosophies that will reduce fresh water consumption to a minimum. An overview of the mining and ore handling systems, as well as aspects of controlling water production from the ore formation and the mine development areas will also be discussed.INTRODUCTIONThe Cigar Lake ore body has proven and probable reserves that total 232 million pounds U3O8. Cigar Lake is the world’s largest undeveloped high-grade deposit. It is the second largest highgrade deposit surpassed only by the McArthur River deposit another Cameco - operated mine in the Saskatchewan Athabasca Basin. Cigar Lake is owned 50% by Cameco Corporation, 37% by AREVA (COGEMA Resources Inc.), 8% by Idemitsu Uranium Exploration Canada Ltd. and 5% by TEPCO Resources Inc. When production starts in 2007, ground ore slurry from Cigar Lake will be shipped to the McClean Lake mill (owned by AREVA) some 80 km away. All of the Cigar Lake uranium will be leached from the ore at McClean Lake. During initial production ramp up, all uranium will be processed at McClean Lake to yellow cake (uranium oxide). After the average production has exceeded a 10 million pound per year rate, Cigar Lake uranium will begin to flow from the McClean Lake Mill to the Rabbit Lake Mill. At this point, subject to regulatory approval, 57% of the Cigar Lake uranium, in a uranium rich solution, will be transported to Rabbit Lake mill (owned by Cameco) for purification to yellow cake. Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

Resources and reserves are critical inputs into the determination of an operating mineÆs financial results and balance sheets, but how well understood is this fact. Do the investors, directors, accountants and geologists/engineers responsible for preparing or relying on relevant aspects of the end results properly understand the inputs and outputs and the associated risks that may be established. The first step is to understand how financial reports are impacted. The most obvious, and best known, impact is in the calculation of depreciation and amortisation charges against long term assets. In addition, however, there is a requirement to regularly determine whether asset book values are impaired û this is nearly always performed globally by the preparation of a discounted cashflow model for a mine which is usually based on a mine life as determined from the resource and reserve statement û the particular driver here is normally the short and long term production plans. A key aspect of the short term production plan is that it would normally not assume that the reserve and resource statement implies consistent grade, stripping ratios, etc. However, outside of the early years of a plan, more generic assumptions of these variables are often made in conjunction with the reserve and resource statement. Depending on the timeframe of the detailed production plans, this can have a large impact on a projectÆs net present value. Other financial balances that may also be impacted include restoration and rehabilitation provisions, retrenchment provisions and deferred or equalisation stripping accounts. The age old question of whether all reserves should be used or whether some or all of the resources should be included for financial reporting purposes has never been adequately resolved. It is our view that there should be no prescriptive answer to this question but judgement of all professionals involved in the process needs to be included. Furthermore, the company needs to be able to support their conclusions with well thought out and appropriate answers. This may not be in line with the approach that certain accounting standard setters may be proposing or taking, and this paper will outline the current status of global requirement and the likely future directions. Whether reserves or resources are utilised, does not change the key requirement that those preparing or using reserve and resource statements need to understand key aspects. For example: geologists/engineers do they know how reserves or resources will be used? have they imparted information on variability of key drivers such as grade or depth or dilution? do they know that major financial/business altering decisions may be made based on the analysis? accountants do they understand where the numbers have been derived from and the assumptions that may have been made in their determination? do they understand the degree of accuracy (or inaccuracy) that may exist particularly with resources)? do they understand the history of resource reconciliations and what it may mean for the future? directors do they understand the processes undertaken by the company to prepare the financial report and the interaction between the geologists/engineers and accountants? do they understand the potential sensitivity of results to the input variables? Financial reporting is extremely reliant on the use of the reserves and resources, however, the geologists/engineers, accountants and directors do not always understand the interactions between themselves which may lead to misleading public reporting. More education and communication between various parties is needed.

Occupational hearing loss is a permanent illness with no recovery currently possible. For underground coal mine workers, Noise Induced Hearing Loss (NIHL) continues to be a serious health issue. One of the principal and fundamental machines used in underground mining operations is also one of the loudest. Noise generated on the continuous mining machine is the result of 3 operational components: the cutting system, the dust collection system, and the onboard conveying system. During underground acoustic evaluations, the conveyor system noise was observed to be dominant. In order to more closely examine sound generated by the continuous mining machine, sound power levels were measured in a reverberation chamber at the Pittsburgh Research Laboratory (PRL). Different chain types and configurations were installed on the conveyor system, and the resulting sound power level ranged from 118 dB(A) to 108 dB(A). Noise generated by the dust collection system was also examined and found to be 107 dB(A).

Column Bioleaching of a Low-Grade Nickel-Bearing Sulfide Ore Yellow Mountain Deposit belonging to GobiMin Inc is located in the Chinese Tianshan and Altay orogenic belts, Hami, Xinjiang Province, NW China. Indicated Mineral Resources of its reserve are estimated at 12 million tonnes averaging 0.40 per cent nickel. Mineralogical examination and chemical analysis indicated that the Yellow Mountain ore is a type of high Fe, low Mg and low Ni sulfide ore: the main sulfide minerals are ~8.0 per cent pyrrhotite (Fe1-xS), ~1.0 per cent pentlandite ((Fe, Ni)9S8), ~0.6 per cent chalcopyrite (CuFeS2), ~0.5 per cent pyrite (FeS2), and ~0.2 per cent violarite((Fe, Ni)3S4); the main gangue minerals are ~48 per cent olivine, ~28 per cent antigorite, ~3 per cent chlorite, ~2 per cent talc, ~2 per cent tremolite, and~1.5 per cent magnetite; the chemical analysis of the ore sample are Ni 0.40 per cent, Co 0.016 per cent, Cu 0.24 per cent, Fe 12.4 per cent, S 5.6 per cent, MgO 9.6 per cent, CaO 1.80 per cent, SiO2 48.5 per cent and Al2O3 10.3 per cent. Preliminary results of the shake flask test showed that pyrrhotite is easily leached and the high concentration of ferric iron would hamper the growth of bacteria which will bring a negative impact on the bioleaching conversely. This work aims to set up a method to prevent the negative impact of the ferric ion on the bioleaching of the ore. Two method were combined to prevent the negative impact of the ferric ion, they are adaptation of the mixed bacteria to iron ion and bleeding the off-solution periodically to control the levels of iron ion (depending on the tolerance of the microorganisms to the ferric ion) in the leaching solution. Using a mixed mesophiles composed of Acidithiobacillus ferrooxidans, Acidithiobacillus thiooxidans and Leptospirillum ferrooxidans under room temperature, a nickel recovery of 93 per cent and a cobalt recovery of 85 per cent were achieved in 280 days column bioleaching process with an average nickel concentration in the leaching solution of 2.6 g/L. The results showed that the negative effect of the ferric ion can be successfully controlled and the nickel can be bioleached successfully from theYellow Mountain ore.

Pneumatic flotation is rapidly becoming accepted in the main stream of flotation techniques. Imhoflot is a pneumatic flotation process that in recent years has undergone progressive development. It combines short flotation times with excellent selectivity by employing intense pre-aeration and dispersion. K+S GmbH (K+S), Germany, has installed a complete Imhoflot flotation plant at its Sigmundshall plant. The plant treats hard salt consisting of sylvine, halite, anhydrite and kieserite. The reason for selection was that Imhoflot achieves the required grades of plus 60 weight percent K2O whilst offering lower operating costs than conventional flotation installations.

"The technical and economic feasibility or re-processing hundreds of millions of tons of tailings in a number of historic gold tailings dams in the Witwatersrand area of South Africa is being investigated. The objective is to recover uranium and residual gold from the tailings, as well as to oxidize the sulphides to eliminate long term environmental liabilities associated with acid mine drainage. The tailings from the re-processing plant will be re-deposited in a new area far from urbanization, allowing for the rehabilitation of the real estate currently occupied by these historic tailings.The first step in the process involves a mild-regrind and mild acid leach of the tailings (pH 2.5 to 3.0) to dissolve up to 40% of the uranium. This uranium is recovered directly from the pulp by resin in pulp (RIP) with a strong base resin. The RIP tails are then treated by flotation to recover a rougher pyrite concentrate, and flotation tailings that are discarded. The rougher concentrate is cleaned to produce a final pyrite concentrate and cleaner scavenger tailings, and the pyrite concentrate is oxidized in an autoclave to leach uranium and generate acid. The autoclave discharge is combined with the cleaner scavenger tails, and the acid and ferric ions generated in the autoclave are used to leach more uranium and oxidize more sulphide in the cleaner tails. The product from the concentrate leach circuit is processed by resin in pulp for uranium recovery, followed by neutralization, cyanidation and carbon in pulp for gold recovery.The rougher float tails may be further treated to recover gold that was not recovered in flotation, but which had been liberated from the old dumps by natural oxidation of some of the pyrite over many decades. The float tails would be neutralized and treated by cyanidation and CIL to recover this liberated gold.All parts of the flowsheet have been extensively tested in the laboratory, and the critical elements of flotation, pressure oxidation and resin in pulp have been demonstrated in pilot plants. The results of the hydrometallurgical investigations are presented here."

Mine rehabilitation is a sustainability issue that has been revisited ad infinitum; however, the persistent lack of demonstrated on-the-ground performance and an increasingly intractable rehabilitation liability in Queensland continue to erode the credibility of the mining industry and regulatory bodies. For at least ten years the need to change the current, process-based approach to rehabilitation to an outcomes-based approach has been apparent. The ISO 14001 series temporarily diverted attention from this important point, however it would appear the limitations of an ISO 14001 approach are now more widely accepted. It is proposed that a successful outcomes-based approach cannot be achieved without meaningful community engagement. The apparently intractable nature of the rehabilitation issue will continue to generate conflict and criticism unless all stakeholders are encouraged to participate in the process of developing robust and practical outcomes for rehabilitation. Sharing the responsibility will ensure the best possible outcome. It is important to recognise the valuable resources inherent in community groups, many of whose committed volunteers have considerable expertise in relevant areas. Community groups should not be seen as adversaries but as allies in the process of solving problems that affect the wider community. Several projects that can be seen as test cases for the engagement of stakeholders exist, and in this paper the process of achieving multiple stakeholder engagement in the context of Environmentally Sustainable Development is discussed.

This paper is based on a project conducted at Khomanani 2 shaft, Anglo American Platinum Limited. The main objective was to find an alternative support element in stopes to address the falls of ground (FOG) problem experienced at this shaft. Literature review was the major method used in the investigations. Resin bolts or any 1.5 m in-stope roofbolts were considered. The shaft was making use of 0.9 m long friction bolts, and these could not prevent the FOG experienced. Observations indicated that the FOG resulted in fall-out thicknesses averaging to 1.1 m, which is greater than the supported length of the friction bolts. The implementation of 1.5 m long bolts was recommended as a result of the project. These bolts will be able to address the fall-out thickness and provide sufficient support resistance to mitigate FOG. The chosen support element will result in a relatively small increase in support costs.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. In situ metals research to characterize the hydrology of a fractured crystalline rock mass in under-ground mine stopes is discussed. The objective of this study was to find the potential direction, velocity, and concentrations of a lixiviant plume, should leaching solvents (lixiviants) escape from a test stope. The study was conducted by the U.S. Bureau of Mines at the Colorado School of Mines Experimental Mine in Idaho Springs, CO. Since this was a method evaluation site, the lixiviant was simulated using water and acceptable tracers. The site is located in moderately fractured Precambrian migmatite-biotite gneisses of the Idaho Springs Formation. The data required for the characterization were obtained from geologic maps and reports, core logs, and air and water permeability tests. The acquired data were analyzed and applied to a computer model that calculated' the characteristics of a lixiviant plume originating at the stope. A sensitivity analysis showed that dispersivity, ground water velocity, fracture porosity, and fracture spacing had notable effects on the concentration of the plume. Assuming a saturated rock mass, the lixiviant plume would disperse to undetectable levels in a very short time because of a high fracture density at the mine site.

The modelling work presented here concerns Ni-bearing steels produced by Imphy Ugine Précision. In such grades, the contents of elements such as silicon or titanium must be precisely controlled by slag/metal treatments. The slag phase is described by IRSID slag model that has been slightly revised in order to better fit recent SiO2activity measurements in the low SiO2content domain of the CaO-Al2O3-CaO system. High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

"The Las Cristinas deposit in Venezuela contains reserves of 12.8 million ounces of gold at a grade of 1.20 g/t (Crystallex, 2004). The deposit comprises fully oxidized saprolite (SAPO) overlying a layer of sulphide-enriched saprolite (SAPS) which lies above carbonateleached bedrock (CLB) and carbonate stable or un-leached bedrock (CSB). Gold occurs at about the same concentration in all lithological groups. The bedrock units contain minor amounts of copper (about 0.1%) as chalcopyrite, while SAPO contains virtually no copper which has been leached and deposited in the SAPS zone.A previous owner began investigation of the Las Cristinas deposit in 1991. Over the next seven years, the company drilled 1,174 holes with a total length of 159 km, conducted extensive metallurgical testwork, including pilot plant operations, and completed feasibility studies. Construction was started in 1997 and again in 1999, however, on each occasion was suspended.Crystallex has been producing gold inVenezuela since the early 1990s. In 1997, Crystallex acquired Inversora Mael which had held two of the claims to the Las Cristinas concessions since 1986. In September 2002, Crystallex entered into a definitive agreement with the Corporación Venezolana de Guayana (CVG) to develop the Las Cristinas deposit.An extensive program of studies and testwork was started in late 2002 to determine an optimum development plan for Las Cristinas. Mine Development Associates, SNC–Lavalin Engineers and Constructors, SGS Lakefield Research Limited, J.R. Goode and Associates, and A. Laplante at McGill University acted as the main contractors.Because of the potential value of by-product copper, earlier flowsheets used carbon-inleach for SAPO, but processed all other ore types by flotation to produce a gold-copper concentrate with cyanide leaching of cleaner tailings to maximize gold recovery. Cyanide recovery was necessitated by the high copper content of the leach feed. Initial studies of available data by Crystallex revealed that direct leaching of all ore types would provide about 11% more gold recovery than the previously selected flotation route with reduced capital and operating costs.Bench and pilot-scale studies have confirmed that a SAG-ball mill-gravity-CIL route is very effective for all ore types and will give about 89% gold recovery. Abstract: The paper describes the engineering-geological conditions and the structural decisions of the underground machine hall of Rogun HPP under construction in Tadjikistan on Vaksh river as well as the results of physical model studies and long-term in-situ investigations of the variation of the stress-strain state of the surrounding rock mass and the supports of openings, and the assessment of the stability of openings during and after the construction. The analysis of the results of long-term in-situ observations and previous model studies permitted to make the assessment of the present-day state of the machine hall and give recommendations of its further use. Zusammenfassung: Im Vortrag werden die ingenieurgeologischen Bedingungen und konstruktiven Lösungen für die unterirdischen Maschinenhalle des in der Republik Tadshikistan am Fluss Wachsch im Bau stehenden Rogunskaja-Wasserkraftwerkes, die Ergebnisse von experimentellen Forschungen (in physikalischen Modellen) und Naturbeobachtungen der Spannungs-Verformungszustandsänderungen des umliegenden Felsmassivs und Ausbaues von Untertagebauten, sowie Ergebnisse der Bewertung der Standfestigkeit von Untertagebauten während des Bauvorganges und nach der Bauperiode beschrieben. Auf Grund der Analyse von Ergebnissen der dauernden Naturbeobachtungen und früher durchgeführten geomechanischen Modellversuche wird der heutige Zustand der Maschinenhalle des Wasserkraftwerkes bestimmt und werden die Empfehlungen für ihren weiteren Benutzung angeführt.
