Constructing tunnels in congested urban areas requires tunnels to be placed closer together and with less cover than was previously necessary. Contract CQ031 of New York?s East Side Access project will construct four six-meter diameter bored tunnels in a three-up one-down ?T? configuration, with less than three meters of soil between the tunnels. Mixed-face rock and glacial till conditions with a high ground water table will be encountered under active railroad yards. The tunnels will also pass beneath the busiest railroad interlocking in North America with cover as shallow as three meters. This paper discusses the challenges of designing segmentally lined tunnels for these conditions.

Your assessment of the minerals business. I would first like to express our profound sadness and sincere condolences to the families of the miners who lost their lives in recent mine mishaps particularly in West Virginia, and other locations. Any loss is unacceptable. It is time to review and, if required, re-establish a rigorous health and safety agenda in the mines. It must involve a review of health and safety regulations. And innovative training methods for sensing, awareness and mitigation of health and safety hazards must be developed. As far as the minerals business is concerned, I am excited about the outlook for mining. Over the last 20 years, global demand for minerals has closely mirrored the growth of the gross domestic product. Minerals re-main a major part of the world’s economic foundation. And that will continue to be the case. It is no surprise that the fortunes of the mining industry rise and fall with general economic trends. Globally, mining has been strong — thanks to the explosive economic growth in Asia. The U.S. mining industry has performed reasonably well, with notable strength in the metals, coal and construction and aggregate areas and with some softness in the industrial minerals sector.

This paper presents the results of ground vibration measurements carried out in Gülyali Hisarcik Basalt open pit mine located on the north side of the Anatolia near Ordu province in Turkey. Within the scope of this study in order to predict peak particle velocity level for this site, ground vibration components were measured for 5 shots during bench blasting. In blasting operations; ANFO (blasting agent), gelatin dynamite (priming) and delay electric detonators (firing) were used as explosives. Parameters of scaled distance (charge quantity per delay and the distance between the source and the station) were recorded carefully and the ground vibration components were measured for all blast events using 5 different vibration monitors (4 White Mini-Seis and 1 Instantel Minimate Plus Models). The absolute distances between shot points and monitor stations were determined using GPS. The equation of square root scaled distance extensively used in the literature was taken into consideration for the prediction of peak particle velocity.

In this paper, a failure analysis investigation is presented concerning the intergranular cracking of three different diameter (Ø26.6, Ø10.8, Ø8.5 mm) high strength brass rods which failed after extrusion. Optical, Scanning Electron Microscopy and Electron Backscatter Diffraction are employed in order to reveal the mechanisms and the root causes of the failures. The microstructural characteristics, exhibited by the brass rods, pertaining mainly to phase, grain structure, size and distribution of intermetallic particles, are considered to exert a detrimental effect, impairing the mechanical properties, facilitating the environmentally-induced degradation and assisting the occurrence of brittle fractures. Revision of preheating and extrusion conditions could be further implemented in order to minimize the risk of such failure in the future.

Discussion of the paper of Mr. Granger, presented at the New Haven meeting, February, 1909, and published in Bulletin No. 25, January, 1909, pp. 1 to 37. LEWIS M. HAUPT, Philadelphia, Pa. (communication to the 'Secretary*) :-This subject is of great interest to me, and I am noting progress and conditions as a test of my own judgment in advocating what I believed to be the nearer, cheaper and better route at Nicaraugua. I have as yet learned nothing to change my views, or modify the convictions which led me to retire from the Commission; but that is not the issue to-day. Our government is committed to the Panama route, and is bound to " make good." There are many points presented by Mr. Granger which seem to me worthy of very serious consideration. But when all is said there remains the risk of seismic convulsions, to which either form of canal is subject; and I fail to see that the risk would be reduced by making the cut deeper, with greater surcharge of lateral pressure upon the side walls. A severe earthquake in the rainy season would doubtless close either type of canal. One of the arguments in favor of the Panama route most insisted on, was that Nature had provided good natural harbors at its termini. Recalling this, it has interested me to note that the cost of creating the necessary harbors is estimated at $27,000,000. Mr. Granger refers to this, and quotes the Board's report to the effect that, on the Atlantic side, it will require 5 miles of jetties to " make an excellent harbor out of a wretched one." The vulnerable part of Mr. Granger's paper seems to me to lie in the admission that the plant required is still in the embryonic stage, and that at least one machine should be built and tested " to demonstrate that the theoretical strains and forces work out in practice exactly as expected." "Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

The quality of water in mine pit lakes depends in part on the physical limnology (Le. stratification, turnover, and development of anoxic conditions with depth) of the lake. Limnologic data collected from four existing pit lakes indicate that pit lakes develop a thermocline, or temperature stratification, in the upper 10m to 30 m of the water column. Two of the pit lakes (26 m and 55 m deep) undergo seasonal turnover of the entire water column, whereas two deeper pit lakes (110 m and 240 m) undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column and a distinct chemocline develops with depth.

The selection of a mining plant for carrying on development work presents many problems distinct in themselves, and affected by various local factors. In this paper, the writer proposes outlining and discussing in some detail the chief factors governing the economic selection of such plants. This will be followed by an enumeration of the underground and surface plant required for carrying on several hypothetical exploratory and mining operations. Where it is impossible or not convenient to obtain hydro-electric power, and where wood for fuel is scarce, we now find oil engines being used. A 100 h.p. oil engine, such as would be required to operate a three-drill air compressor, consumes approximately five Imperial gallons of fuel-oil per hour at full load. On the basis of a 60 per cent load factor, this gives, for eight hours' operation, a probable actual consumption of twenty-four Imperial gallons.

"Xstrata Nickel’s Raglan operation, northern Québec, achieved paymetal recovery gains in 2007 by switching the collector from potassium amyl xanthate to sodium isobutyl xanthate. To follow on from that position, Xstrata Process Support (XPS) and A. Di Feo of Raglan proposed that a mixed xanthate system be formulated and tested towards further performance gains. This work selected ethyl and isobutyl xanthates as the candidates. An optimized ratio of these was to be determined by a designed experiment. This suggestion was based on an abundance of published literature that reported mixed collector systems outperformed single ones. A partial factorial design was used to configure four test conditions and a mid-square for the flotation work. The testwork was conducted using High Confidence Flotation Testing. The raw data were analyzed and modelled by Design-Expert software. An optimum ratio of 1.6:1.0 by mass (1.32:1.0 in molar terms) of isobutyl:ethyl xanthate was determined. Without this modelling, the optimum ratio would have been missed. Results obtained with the new baseline flotation test using this optimized mixture showed a 3.3% Ni recovery gain in the bypass concentrate and more than 1% recovery gain for PGM over the single PIBX system. Conceptual studies of the run of mine stockpiling and reclaiming requirements commenced in 1975. Final selection of equipment was made in 1978 and the equipment was commissioned in June, 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world. The equipment selected is described and compared with the alternatives. Foundations were designed to minimise cleanup effort and to ensure stability of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

The volatilization behavior of rhenium in the process of oxidative roasting of a molybdenite concentrate with 43.55 wt.% Mo and 321 g/t Re is explored based on identifying the relationship between volatilization of sulfur and rhenium. The results show that rhenium volatizes after sulfur and precise control of operating variables plays an important role in separating rhenium from molybdenite concentrate. When the roasting parameters are optimized as follows: roasting temperature 600 oC, roasting time 2 h, roasting atmosphere air, the volatilization rate of rhenium reaches 89.26%. In the process of solidification roasting, the volatilization rate of rhenium decreased almost to zero when the ratio of slaked lime/molybdenum concentrate was 10% excess to the stoichiometric requirement at 600 oC for 2 h.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

Ecstall Mining Limited, a wholly owned subsidiary of Texas Gulf Sulphur Company, is the owner and operator of the Kidd Creek Mine including the concentrator complex located near Timmins, Ontario. Canada, approximately 450 miles north of Toronto. The mine, concentrator and Timmins form a triangular arrangement with a 17-mile rail link connecting the mine and concentrator and both of these facilities 18 and 14 miles respectively by road from Timmins. A core drilling program in the spring of 1964 established the presence of a large massive sulphide orebody which was to become the Kidd Creek Mine. Texas Gulf Sulphur had been conducting an intensive search for base metal in various parts of Northern Ontario and Quebec since 1957. Of several thousand anomalies detected in airborne electromagnetic surveys, several hundred warranted ground inspection, but only one of more than sixty drilled became a commercial orebody, the Kidd Creek Mine. The geophysical exploration work has been well covered in a paper written and presented by Van Donohoo, presently a Vice-President of T.G.S., at the American Mining Congress in San Francisco in October 1969. GEOLOGY The orebody lies within a series of overturned rhyolitic flows and pyroelastics with a major peridotite intrusive to the east. The hangingwall and footwall are composed chiefly of intermediate volcanics, andesite and dacite. The southern end of the orebody appears to terminate abruptly against greywacke while the north end is bifurcated and the structure obscured.

Le drainage minier acide (DMA) provenant de la circulation des eaux à travers les rejets miniers sulfureux est sans doute le principal problème environnemental auquel est confrontée l?industrie minière. Afin de prévenir les problèmes environnementaux reliés au DMA, on doit restreindre la présence de l?une et/ou de l?autre des principales composantes menant à la production d?acide, soit l?eau, l?air et les sulfures. Pour ce faire, différentes techniques ont été proposées au cours des dernières années, dont la désulfuration environnementale et les couvertures avec effets de barrière capillaire (CEBC). Dans ce papier, on propose d?utiliser ces deux techniques en combinaison. Ainsi, on produirait un rejet désulfuré à l?usine de traitement qui pourrait, par la suite, être utilisé comme matériau pour la couche de rétention d?eau de la CEBC. Dans un premier temps, on présente les résultats d?une étude de laboratoire qui montre qu?il est possible de désulfurer les rejets de concentrateur à l?aide de la flottation non sélective jusqu?à l?obtention d?un résidu non générateur d?acide. Par la suite, des essais en colonne ont permis de démontrer qu?il est possible de limiter la production de DMA d?un résidu sulfureux à l?aide d?une CEBC dont la couche fine est constituée de résidus désulfurés. Des prédictions théoriques estiment même que la présence de sulfures résiduels dans la fraction désulfurée utilisée comme matériau pour la rétention d?eau peut avoir un effet bénéfique en réduisant la migration d?oxygène. En effet, les sulfures contenus dans la couche de rétention d?eau peuvent consommer l?oxygène qui tente de migrer vers le bas et, ainsi, réduire les flux d?oxygène qui atteignent les rejets réactifs.

Uranium is back on the radar. Uranium has always been a controversial metal, from its role in the arms race to its claim to be the only viable alternative to fossil fuel. This paper will cover its properties and use, its occurrence and production in South Africa, the current market drivers and its future role as a primary energy fuel. It will highlight the difference between uranium used to make a bomb and uranium used in a power station. The recent significant uranium price rise will be put into context of the market drivers including geopolitical issues. Planned expansions in nuclear power station capacity will be reviewed, as will new mine production. Future demand will also be speculated on.

Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

U.S. mines are among the most efficient, productive and safest in the world. Much of that efficiency is due to the high-technology equipment and processes available to the industry. The U.S. mining industry can produce more material now with fewer people than it could a few decades ago. And that material can be produced more safely. However, the workforce is growing older and fewer young people are filling the holes created by retirements. Even though mining is one of the highest paid occupations in the United States, young people believe they can find jobs that pay almost as well without the risks and the often remote locations associated with mines.
