One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

he Wyalong goldfields were discovered in September, 1893, Messrs. Neeld and Sons, owners of the principal mine, being the pioneer prospectors. During the earliest days of the field the ore was sent to Barmedman, a distance of eighteen miles, for treatment at a battery there. The field rapidly increased in importance, and it was not long before a public battery was established on the spot. After some considerable quantity of ore was treated by this process, it became apparent that battery treatment was quite unsuitable for the richer ores, involving, as it did, considerable loss in the tailings. Recognition of this fact led to the erection, in 1895, of plants by the Wyalong Chlorination and Cyanide Works, owned by Mr. Walter Sully, for treatment by their processes; followed, at a later date, by Messrs. Neeld and Sons Chlorination Works. The Wyalong Chlorination and Cyanide Works, after a delay of twelve months in the erection of their plants, have since catered continuously up to the present time for the requirements of the field.Their plant consists of a No. 3 Gates' rock·breaker, a revolving dryer, a No. 5 Krupp mill, revolving roasting furnace with finishing hearth, two chlorination vats of 20 tons capacity each, "nine cyanide vats of 30 to 100 tons capacity, two Wheeler pans and three chlorine generators. The ores are purchased outright on assay at a fixed scale of charges, and treated by the owner of the works on his own account.

Mill operators are entrusted to manage what are normally the largest capital assets on any mine site. Achieving maximum utilisation and lowest costs that drive operating margins are realised by applying well known fundamentals of good housekeeping and proactive (as opposed to reactive) maintenance programmes. Historically, maintenance and operations staff are bought in late during the construction stage and often do not have the time, know how or tools to put in place (let alone train the incumbent staff) a functioning maintenance system before commissioning starts. They then get drawn into a reactive maintenance paradigm as teething problems post commissioning are dealt with and day to day issues envelop the line tradesmen and supervisors. Additionally, even when some semblance of a planned maintenance system is established, it is often the case that over time personnel and cultural issues mask the development of problematic maintenance practices. As has been observed by the authors on many occasions, even when some basic programmed maintenance system is in place, the collection of maintenance data is often inaccurate, incomplete and not subject to analysis. The net result is of course a high incidence of machine failure leading to lower than expected availability, which ultimately translates to lower revenue and higher net maintenance costs. The time taken and the cost to repair a failed machine is always greater than the timely and planned repair of a worn machine.Upon review of a number of processing plants around the world, especially gold and small base metal operations, it is apparent that companies need to implement maintenance systems whereby the operators are not overwhelmed with data and can manage by exception. Inadequate or inaccurate data collection and analysis result in poor decisions being made and misguided actions taken. GR Engineering Services (GRES) has developed a system to enable the custodians of mining plant assets to make more effective and effective use of maintenance data by being able to focus on the indicators of plant deterioration and to programme concurrent maintenance activities to maximise plant availability and utilisation.This paper outlines the structures that can be employed to address the challenges of implementing a proactive asset management system. This is what I term ... the graveyard end of any Conference. It's almost over. Those of you remaining are either all talked out or past the information overload stage. And some of the sensible? ones have left for more exciting field trips, or gone back to their work-site where they earn their daily crust, or headed off South to another Conference of interest to the Energy sector that is being held currently in Christchurch. But that's OK. I have a thick skin! And neither am I particularly Politically Correct! I am not a miner: I am not involved in the mining industry in a hands on way at all. I am not even an academic. I am not even too sure why I am here ... apart from the fact that I agreed to come! At various times in my life I have been a D istrict Councillor, Chairman of a Regional Council and even an MP. I am a supporter of responsible mining.  All of what I have to say is my own point of view rather than that of either the Coal Producers' Federation or the mining industry. That is not to say that we are often in agreement, but I thought I would clear that point right at the outset. And some of what I will talk about will not strictly be to the topic - it's hardly mind-bending riveting stuff. Well, is it? But obviously because you are still here you have some interest in the topic.

The environmental impact of mining and evolving environmentallegislation has received increased attention worldwide in the last two decades (Bradfield, Shultz and Stone, 1996). The potential impacts associated with unstable spoil dumps from mine operations is the focus of concern both by the mining industry, environmental regulatory agencies and members of the public. Engineered slopes of mine spoils may be stable at the end of construction, but they can deteriorate over time. There is thus the need to increase the base of knowledge on the existing practices of spoil dump design and rehabilitation. Efficient engineering design and systematic economic evaluation of spoil dump reshaping techniques for mine rehabilitation assists in maintaining the expected standards of environmental compliance. As part of the overall approach for effective engineering design ofspoil dumps, a comprehensive, computational and efficient tool isrequired for assessing the economics and productivity of existing spoil dump reshaping practices for efficient mine rehabilitation. Such a design tool is useful in linking current spoil dump environmental management practices with engineering design planning and economic impact evaluation. This paper identifies the processes for the economic impact evaluation for existing spoil dump reshaping practices and proposed final site dump designs. Selection of an efficient spoil dump design at optimum costs will ensure operational efficiency. A case study is presented identifying economic impact evaluation in earthmoving equipment selection and the costs involved for the reshaping of spoil dumps to that of varying final site designs.

Several years of operating experience of over 100 gold recovery operations on the West Coast has provided a database from which the basic operating costs of these types of operations can be characterised. Using figures generated from the averaging of plant operating costs throughout the region and financial modelling using Lotus spreadsheets has been developed to analyse both existing and proposed developments. This type of modelling has several uses: 1. Identification of the impact on profitability of changes in management practices, finance costs, operating costs and revenue streams. 2. Project evaluation and planning. 3. Profitability projections for development financing. 4. Troubleshooting with existing operations. 5. Valuation of existing operations and properties.

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. Stoping is commenced off the winzes, and rills are gradually formed, one on either end of each winze. The rills are generally at an angle of 37° off the horizontal, this allowing for the boring...

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

Ore from the Browns deposit near Batchelor, in the Northern Territory of Australia, is a fine-grained polymetallic sulfide ore hosted in graphitic black shale. Minerals of economic significance are seigenite (Co,Ni)4S3, Galena (PbS) and Chalcopyrite (CuFeS2) with minor Sphalerite (ZnS). Gangue minerals include quartz, carbon and K-feldspar. The grain size is fine, with a significant amount of the seigenite present as Early flotation work determined that a grind size of around 20 microns was required to achieve clean sulfide concentrates. This work recommended oil agglomeration flotation, in which small sulfide minerals were collected, then loosely agglomerated with oil ahead of flotation into a heavily mineralised froth. In the 400 kg/hr prototype plant this froth proved unmanageable. A conventional flotation circuit after grinding to a P80 of 24 microns and using very low flotation pulp densities resulted in an 86 per cent cobalt recovery.The paper analyses further laboratory work which has increased cobalt recovery to 91 per cent by grinding to û250 microns ahead of flash flotation. The real cobalt recovery breakthrough comes from flash flotation of the whole mill discharge rather than the more usual flash flotation of cyclone underflow. Flash flotation tailings are ground to û38 microns and are floated under normal flotation conditions with only the scavenger concentrates being reground to 20 microns.A one tonne per hour prototyping campaign is scheduled to demonstrate the robustness of this circuit.

The efficiency of any iron ore value-adding operation is closely associated with detailed knowledge of the mineralogy, especially in the processing of lower grade and complex ores. There are a number of physico-chemical properties of iron oxide mineral phases (eg goethite, hematite and magnetite) that can be prudently exploited to enhance their processing efficiency. Recent iron ore studies on the upgrading of high-goethite iron ores have highlighted that the knowledge of the various phases of both iron oxide and gangue minerals is critical to the economic processing of these ores. Appropriate knowledge of this kind can lead to better-designed flow sheets for economically viable production of saleable products. With the increasing use of goethitic materials as blend components of iron ore concentrates for steelmaking, this review paper focuses on relevant beneficiation processes and the pivotal role of mineralogy and petrology in producing saleable iron oxide concentrates from ore blends. For goethites, mineral impurities including silica, phosphorus and alumina are very important. Physical separations, as well as those incorporating higher temperatures, have also been included in this review as potential processes to upgrade high-goethite ores.CITATION:Quast, K, Addai-Mensah, J and W, Skinner, 2017. L&M have been involved on the Shotover since 1980 when we joined Jack and Barney Ryan, who had started in 1972 with gold at $45 per ounce after a successful career as roading and demolition contractors in Christchurch. The first 85 tonne plant was a typical NZ trammel-riffle table plant with an armour plated hull for surviving Shotover floods, and was fed by a 53 tonne UH20 excavator. All this gear had to be carted in over the Skippers road on a small truck or sledge for the heavy loads. This operation was successful and generated the cash flow to sample the lower section of river and plan a second plant. To reduce fine gold losses this was planned to be a jig recovery plant and also included a vibrating screen which saved space and weight over a trammel. There are five flowlines of primary jigs and one secondary, followed by two Knudsen bowls for cleanup.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. Numerous supergene manganese oxide deposits are developed inSouth China as a result of weathering of a thick sequence of Paleozoic marine Mn-bearing sedimentary rocks, consisting mainly of limestones, cherts and black shales that were intensely folded and faulted due to multiple episodes of tectonism since the late Triassic. The ore minerals are dominantly pyrolusite, cryptomelane, nsutite, lithiophorite and braunite. The supergene manganese ores contain Mn ranging from 20 to 44 wt per cent; manganese oxide deposits derived from cherts and black shales also contain recoverable levels of Co, Ni, Cu, Pb and Zn. 40Ar/39Ar dating of potassium-bearing manganese oxides reveals that extensive supergene manganese ore formation started at least in the earliest Miocene and persisted to the Present. Ages of the deposits show a close correlation to tectonic stability, with the oldest in tectonically quiescent areas and the youngest in active areas that have subjected to continuous uplift and thus significant denudation. The prolonged wet and hot climate since Oligocene and the balance between weathering and erosion, which is parameter to the tectonic stability, are the ultimate controls on the formation and distribution of South China supergene manganese oxide deposits. Traditionally gold producers had built up hedge books to protect themselves against adverse changes in the commodity price, but diversified mining groups were staunchly opposed to hedging in any shape or form. The situation has evolved over the past few years. Gold miners have been reducing the size of their hedge books in line with the rising gold price. Commentators have talked about ædouble-digit dehedgingÆ and have suggested that this is the final countdown for gold hedge books. It sounded as if the era of hedging by mining companies was drawing to a close. But as appearances can sometimes be misleading, we decided to find out what mining companies were actually doing. Companies listed on stock exchanges are now obliged to give details of their derivatives holdings in their annual reports. Two or three years ago there was no such obligation. Our reality check was based on the latest annual report issued by three multinational mining groups; two with diametrically opposed views on hedging (Rio Tinto and Barrick) and the third (BHP Billiton) with an intermediate position. This snapshot of their derivative positions at a point in time revealed that Barrick and BHP Billiton have substantial derivatives positions (worth billions of dollars) to protect against adverse changes in foreign exchange rates and interest rates. Moreover Barrick has recently started hedging against increases in fuel prices. Despite its opposition to hedging, Rio Tinto has derivative positions worth several hundred million dollars, but these are primarily a legacy from various mergers and acquisitions over recent years or were entered into as a condition of project financing. Lastly we were surprised to discover that Barrick was holding asset-backed commercial paper (ABCP). So the idea that mining companies donÆt hedge their risks is just another urban myth.

A desulfurised tailings cover was installed at the Detour Lake Mine in Ontario, Canada, to reduce oxygen penetration into the underlying sulfidic tailings. The cover ranges from one to 1.5 m in thickness and was intended to maintain high water saturation to reduce oxygen diffusion and consume oxygen by oxidation of the residual sulfide minerals. The tailings impoundment was instrumented to measure climatic parameters, water levels and water content profiles within the tailings and single-layer cover. One year of monitoring data was collected. Additional tailings samples were obtained for geotechnical and geochemical characterisation. The average grain size of the cover material was found to be coarser than the underlying tailings. Monitoring also indicated that air entry values of the cover material were lower than the tailings. Numerical modelling was conducted on the cover to predict water content profiles under varying climate conditions together with the depth of oxygen penetration and diffusive oxygen fluxes. Estimates of the diffusion coefficient and kinetic oxidation rates from field data compared well with values obtained by laboratory measurements. Numerical simulations indicate water saturations of less than 85 per cent can be expected under varying climate conditions. Predicted oxygen flux rates through the desulfurised cover over tailings with high acid potential indicate low flux rates reaching these tailings due to either consumption of oxygen by residual sulfur within the cover or saturation of the underlying tailings.

The Nena high sulphidation-type copper-gold deposit is composed of andesitic pyroclastic units with minor interstratified lava flows. Epiclastic sandstone and conglomerate, and siliciclastic rocks consisting of mudstone, shale, lithic and bioclastic sandstone and conglomerate are locally present. Pre-mineral diorite intruded and domed the volcano-siliciclastic sequence. Economic copper-gold is hosted by vuggy quartz altered lapilli tuff and tuff breccia. The early hydrothermal alteration stage involved deposition of epithermal banded quartz and chalcedonic silica in localised environments. This alteration stage was locally superimposed by a hydrothermal breccia event. Following the breccia event, magmatically-derived volatiles were channelled through a NW striking dilational fault zone and generated the high sulphidation alteration. The high sulphidation alteration is zoned from a vuggy quartz core with local massive replacement silica through a broad pyritic quartz-alunite halo and finally to a thin illite-smectite zone. This is surrounded by regional chlorite-epidote-smectite alteration. A gangue mineral phase consisting of quartz, alunite and baryte overprinted the zoned high sulphidation alteration and preceded the main copper-gold-arsenic mineralisation. Early sulphide deposition is characterised by marcasite, arsenical pyrite and melnicovenite. Main-stage copper-gold mineralisation involved sequential deposition of hypogene bladed covellite+chalcocite, enargite-luzonite and luzonite+stibioluzonite respectively. The copper sulphides are zoned from bladed covellite-chalcocite in the north (cross-sections 5000 - 5600 N) through enargite-luzonite (cross-sections 4700 - 5000 N) and to luzonite????stibioluzonite in the south (cross-sections 4400 - 4700 N). A late phase of minor acicular covellite and enargite+luzonite overprinted the zoned copper sulphides and associated gold mineralisation. Gold mineralisation commenced at the transition from enargite to luzonite, and continued through the deposition of luzonite-stibioluzonite in both stages. Most gold was deposited during the main-stage mineralisation. Yellow native sulphur was deposited in the remaining vugs and defines the waning stage of the hydrothermal system. Post-mineral dioritic intrusives and feldspar porphyries intruded the volcano-siliciclastic sequence. Finally, supergene chemical processes with associated erosion and uplift generated a 40 - 50 m thick oxide-hosted gold cap. The oxide gold cap is underlain by a 35 - 45 m thick blanket of supergene chalcocite+covellite mineralisation which overlies and occurs throughout the main hypogene copper-gold zone. Supergene gold is related to the distribution of primary gold-bearing sulphides. Therefore, remobilisation and redeposition of gold are considered to be insignificant and very localised.

The mining industry continues to faces significant challenges due to increasing resource constraints (quality of ore bodies, water, energy, human resources) and increasing license to operate requirements (safety, health, environment, location) from society, employees and shareholders. Technology advancements and hence research are necessary to ensure that the industry remains viable in this changing environment. Collaborative research is an important part of a company's research portfolio and offers the opportunity for the industry to work on generic issues that it is facing. Obvious benefits include the reduced cost to individual companies by sharing the costs, the opportunity to leverage government funding and the opportunity to conduct longer term projects resulting in skills development (PhD and MSc). Limitations of collaborative research include the reduced focus on company specific issues and the loss of competitive advantage from owning the outcomes of the research. The challenge for researchers and research managers is for them to demonstrate the value derived from longer term, pre-competitive collaborative research. The competitive advantage is not necessarily derived only from the outcomes of the research but rather from the company's ability to direct the research, translate the generic research outcomes to address company specific issues and to implement improvements at its operations. Implementation remains the greatest challenge. In this paper, case studies of selected collaborative research projects are presented to demonstrate key success factors required for implementation of research outcomes. Underground mine planning is characterised by a series of designs, starting with prefeasibility and culminating in operational. Information on the mineralisation and geotechnical conditions is available in increasing levels of detail, as development occurs. In the recently completed AMIRA Planning and Rapid Integrated Mine Optimisation (PRIMO) project, a methodology for producing good strategic and then tactical designs using new optimisation tools, was developed. At the strategic level, fundamental decisions must be made such as those relating to cut-off grade, bench heights, mining methods, access and haulage systems, properties of the mill, etc. The inputs are the block and financial models, geotechnical data, infrastructure and production costs, etc. Stope definition for strategic designs includes bench RLs (relative levels), orebody envelopes, and design and placement of amalgamated or simplified stopes. If multiple mining methods are under consideration, then stopes need to be associated with these. Access design must take into account decisions such as declines versus shafts, a template for level layouts and the topology of the access network. Some of the geotechnical and physical constraints are relaxed for strategic design stages. Strategic scheduling is high level, from a month to a year at a time. In the PRIMO project, software tools have been developed enabling the mine planner to rapidly produce a large number of such strategic designs. After the designs have been evaluated, the highest value designs are chosen and a small number of these can then be further refined at a tactical level. For these designs, the first step is determination of all stopes meeting physical and geotechnical requirements and constraints, allowing for complex stope shapes. Next, detailed layout of the mine access network is obtained, satisfying all operational and geotechnical constraints. Finally, more detailed scheduling is performed, over shorter time periods. The Melbourne University group has focused on optimal access design. In particular, the access network is optimised for minimum cost, taking into account the cost of haulage and development over the lifetime of the mine. Costs vary over the different parts of the network depending on the quantity of haulage and so a weighted network optimisation problem has to be solved. We have developed two software tools for this task, decline optimisation tool (DOT) and planar underground network optimiser (PUNO). DOT produces an optimal network of declines and crosscuts connecting access points on the levels to a portal or break-out point from existing infrastructure. PUNO designs the level layout, including footwall and hanging wall drives, development drives and connections to vent raises. A survey will be given of the capabilities of DOT and PUNO when used on some recent case studies. Our current goals include incorporating some aspects of ventilation design and modelling the development costs when additional ground support is required. This is an abstract only.
