Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

Interest in industrial minerals in recent years has increased to such an extent that it has taken them into the mainstream of the Australian mineral industry. Notwithstanding that time series data on the values of production, exports, and imports show that industrial minerals are overshadowed by metals and energy minerals, their contribution to the national economy is important and more significant than would seem to be indicated by the statistics. Whereas the ex mine value of metals generally includes some processing (at least to a concentrate stage), most industrial minerals are valued at little more than their extraction cost, in addition to which such costs are generally low because most industrial minerals are exploited in low-cost surface operations. Consequently, values of mine production of metals and industrial minerals are not strictly comparable in that values of mine production of metals tend to be overstated Short term growth of the industrial minerals sector is assured because of several new projects already commissioned but not yet reflected in the statistics. Longer term growth is also assured, based on various other major projects that are likely to come on stream in the early to mid 1990s.

Solid. dense, air-cooled slag can fulfil most, if not all, the functions of natural stone for civil engineering purposes. The value of pumice, also, has long been appreciated, and processes for the manufacture of similar synthetic material for light-weight concretes and insulating fills have been developed in past years.Foamed slag is, in effect, blast furnace pumice and is often referred to on the European continent as metallurgical pumice. It is made by the treatment of molten blast furnace slags with a critical quantity of water during which process the slag cools and expands into a sponge-like mass. The connection between foamed slag and air-cooled slag is also considered and a basis for density control given.All blast furnace slag cannot be foamed to give a product which would comply with B.S.S.877; 1939 Foamed Blast Furnace Slag. A large proportion of the total output of molten slag lacks the necessary inherent properties. This investigation attempts to discover the conditions necessary for the production of foamed slag capable of meeting the British specification.EARLIER WORKIt was generally accepted (Parker, 1951; Gallai-Hatchard, 1955) that the spongy structure of foamed slag was caused mechanically by steam trapped in the slag when it was poured into water. It was assumed that slags which would not foam would not trap steam, because their viscosities and surface tensions were unsatisfactory, on account of temperature and/or composition. The earliest systematic investigation was made by Frisak (1923) who attempted to establish a limiting chemical composition for foamable slags. He decided that foamable slags covered most blast furnace slag compositions on the basis of silica, alumina, and lime, and further "that the replacement of lime by magnesia up to 15 per cent has no noteworthy effect on foamability, that moderate quantities of alkalis are not deleterious, that sulphur raises the foamability and that MnO is only deleterious in the presence of 1...

This paper describes the key components of the Grasberg Block Cave (GBC) mine design and the development and construction status of the mine. Drawpoint production from GBC will be initiated in 2018 following the closure of the Grasberg open pit. Full production of 160 000 t/d is planned for 2024, which will make it a 20-year time period between initial access development in 2004 and full production.Diluted ore reserves are about 1 Bt at a grade of 1.0 per cent Cu and 0.78 g/t Au. The mine plans some 2400 drawpoints on a 20 m × 30 m drawbell spacing in a 700 000 m2 footprint using the El Teniente layout. The drawpoint opening sequence includes five production blocks, the first two of which are scheduled to be undercut simultaneously in 2018. Ore is transported using diesel-powered load-haul-dumps to a series of orepasses and then delivered via loading chutes to a rail haulage system, which delivers the ore to a three gyratory crusher complex. Crushed ore is transported to the mill stockpiles via dual inclined conveyors.Development and construction of the substantial fixed facilities are now well underway. Primary access for personnel and materials is via the 6 km Ali Boediardjo (AB) adits. A service shaft will hoist personnel and materials from the AB adits level to the various operating levels. Shaft commissioning is scheduled for late 2015. The rail haulage system installation and construction is in progress and is due to be commissioned in 2017, which is timed to coincide with the commissioning of the ore handling system. Ventilation is provided through a series of large intake and exhaust drifts, and two of the four main fans have been commissioned. A 1600 L/s pumping system will manage drainage from the mine.Other key facilities include separate shops for rail and rubber-tired equipment, warehousing, a powder magazine, a main control centre and an underground concrete batch plant.CITATION:Brannon, C A, Firdausi, H H, Pascoe, N D and Yuniar, A T, 2016. A detailed examination of carbonic acid leaching of crude iron-containing magnesia derived from Savage River magnesite shows that the rate and extent of magnesium and iron dissolution are affected by the slake time, leaching temperature, carbon dioxide pressure, pulp density and rate of agitation. In order to produce high-purity magnesia from the leachate by precipitation and calcination, the optimum leaching conditions, which are those that yield maximum magnesium and minimum iron dissolution, have to be a compromise in terms of the above parameters. For example, iron dissolution can be limited by leaching at an elevated temperature (-45°C), but because the maximum concentration of magnesium biearbonate decreases rapidly with an increase in temperature, it is necessary to use a low pulp density (-2 per cent solids) in order to achieve an acceptable degree of magnesium dissolution.Evidence is obtained that iron dissolution involves the formation of a soluble ferric bicarbonate complex that decomposes at elevated temperatures. The extent of iron dissolution is much higher than might be expected and it is probably because the original magnesite contains siderite in solid solution with the magnesite; on calcination, the hematite whieh is formed is in a very finely divided condition and hence more reactive.

Judicious placement of a range of geotechnical instruments was employed at the Tasmania gold mine, Beaconsfield, Tasmania, as a key strategy in the monitoring of rock mass conditions over the past four years. The range of instruments employed included vibrating wire stress-meters and hollow inclusion cells to monitor changing stress conditions, resistance wire and multipoint borehole extensometers to monitor the impact of stress changes on the integrity of the rock mass, and instrumented cable bolts and threadbar bolts to monitor the static and dynamic impact of rock mass changes on the installed ground control system. Initially the monitoring was of a qualitative nature, monitoring change from the time of installation. The value of the output was considerable when considered in relation to the ongoing seismic record which was also being monitored. It was clear from the seismic record and the monitoring results that stope blasting was the primary trigger for changing rock mass conditions. However, it was unclear how well observed behaviour was reflecting conditions anticipated by elastic numerical modelling. The latter had predicted significant stress increase in the near field of man-access footwall development. Qualitative monitoring and visual inspection did not support the modelling prediction, and this led to a program of quantitative measurement being undertaken. Measurement of the absolute stress condition in the backs of footwall development immediately adjacent to monitoring hollow inclusion cells provided the benchmark for tracking quantitative stress change. The program provided insight into the evolution of principal stress field magnitude and orientation in relation to rock mass change observed with extensometers and instrumented ground control elements, as well as providing a degree of calibration between the elastic numerical modelling and the virgin stress field. Calibrated monitoring data has also provided a useful benchmark for finite element modelling which is to be used for future mine-wide design.

Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. The Kauri Block (Hauraki Hill) andMatawai Valley epithermal vein systems, near Coromandel township, are hosted by hydrothermally altered Miocene andesites and Mesozoic greywackes of the Coromandel VolcanicZone. The hydrological setting of both geothermal systems was probably that of an andesitic volcanic arc. Two types of veins are recognised: 1. Simple veins composed of fine comb quartz, and 2. Complex (breccia) veins composed of vein fragments of sulphide-bearing, chalcedonic silica cemented by saccharoidal and fine comb quartz.   Pyrite, arsenopyrite, marcasite, and gold form the ore minerals. Both deposits historically exploited hypogene and supergene bonanza gold.   At Hauraki Hill, breccia veins up to 7m wide contain abundant fragments of recrystallised colloform banded-crustiform textured quartz veins ('Golden Cross' style) and were probably major channels for ascending deep mineralising fluids. Alteration assemblages are zoned with the higher elevations of Hauraki Hill-Bunkers Hill characterised by strong kaolinite alteration whereas deeper levels are dominated by illitic clays.   At Matawai, complex veins and hydrothermal breccias pinch and swell, and inflect, within a total width of veining and alteration that exceeds 50 m. The greywacke host rocks are altered to an assemblage of illitesmectite, quartz, chlorite and pyrite although there are pockets of kaolinite.   The proposed genesis of veins and ores in both deposits invokes episodic rapid mixing (quenching) of hot mineralising reservoir fluids with cool acid condensate waters, whilst acidification and increased fO2 triggered gold deposition. These hydrothermal systems heated up during their later stages and at Matawai visible gold was deposited from a late mesothermal stage. The main conclusion is that the northwest CVZ has excellent potential for large gold deposits (= 30 tonnes contained gold).

Using a cylindrical hydrocyclone with a long vortex finder as the separator, a batch sizer was developed for the fast comparative sizing of the coarse solids normally encountered in mineral pulps.Operating times as short as 2 or 3 min gave separations ranging from 16 mesh down to the subsieve sizes.Reproducibility was good and sensitivity was adequate for most applications.

The Thames gold-silver deposits are part of the Hauraki goldfield, situated within the Miocene to Pliocene calc-alkaline Coromandel Volcanic Zone (CVZ). The Waitangi vein system is one of the mineralised ore shoots in the Thames district. The Thames gold deposits are characterised by shallow level epithermal vein mineralisation with phyllic to advanced argillic alteration assemblages and abundant sulphide minerals including pyrite, arsenopyrite, chalcopyrite, galena and sphalerite. Gold occurs as electrum in association with sulphide minerals. Microprobe analyses.of sphalerite grains from the Waitangi deposit mostly range from 0.8 to 1.5 mole % FeS, although one sample contains 9.5 mole % FeS. Arsenopyrite from Waitangi yields a range from 33.1 to 34.6 atomic As (%). There is no discernible correlation between the FeS content of sphalerite and gold grade in the Waitangi deposit suggesting that gold deposition is probably not controlled by changes in temperature and activity of sulphur aS2 that control the FeS content of sphalerite. The possible causes for gold deposition are thought to be boiling, mixing and changes in pH. Sulphur isotope analyses of mixed sphalerite-galena and sphalerite-galena-ehalcopyrite samples yield a narrow range of d34SCDT values (-1.0 to 0.9 ë;n=5), whereas late spongy pyrite gives unusually light sulphur isotope values (-16.7 to -27.9 ë; n=4). The sulphur isotopic values of base metal sulphides from Waitangi suggest that the sulphur was derived from a magmatic source. However, the source of light sulphur in the late pyrite grains is not known. Preliminary fluid inclusion+studies indicate homogenisation temperatures between 173¦ and 284¦C and salinities of 0.23.0 NaCI equiv. wt % (uncorrected for C02). Vein quartz at Waitangi yields d18OSMOW values from 6.8 to 12.7 ë (n=23). The calculated oxygen isotopic composition of ore fluids is between -2.1 to 3.8 ë at 250¦C and -0.1-5.8 ë at 300¦C. Oxygen isotope analyses have revealed significant variations in d18O values with elevation and gold grades. Zones of gold enrichment coincide with a zone of variable oxygen isotope values at the top of the vein system, where boiling and/or fluid mixing most likely occurred. Oxygen isotope values varying with gold grades within the Waitangi conduits suggest that d18O values may be useful in targeting bonanza grade gold mineralisation in epithermal vein systems.

The use of comparative sampling methods during the evaluation of the tin-copper deposits at Cleveland mine yielded closely checking average results from groove, channel, AXT split diamond drill core, and bulk sampling for both tin and copper content of the ore.The weighted mean tin and copper grades and values for the groove, channel, and split core samples showed small percentage differences from bulk sample results, and the F-ratio test for single population origin of the four types of samples was accepted at the 99· 5 per cent level of confidence.These results indicate that grade estimates based on the assays from AXT split diamond drill core and/or groove samples would be reliable within practical limits.

The history of the industry which recovers rutile and zircon from the heavy mineral beach sand deposits of Eastern Australia began with the initial discovery of zircon in 1895. Whereas a large number of small companies operated during the rutile boom of 1955-57, the industry is now controlled by a few large groups.Mining is mainly by suction dredging. Metallurgical practice is a two-stage process in which a bulk concentrate of heavy minerals, recovered by gravity methods, is separated into its constituent minerals by processes based mainly on surface, electrical, and magnetic properties.Various separating devices using these principles have been developed in the industry and combined in various ways in the operating plants.There is scope for future metallurgical developments.INTRODUCTIONThe existence of deposits of heavy minerals ("black sands") on the northern coast of New South Wales has been known for at least 90 years. The earliest metallurgical operations aimed at the recovery of gold, platinum, tin and monazite. Mainly because of the low grade of these deposits with respect to these minerals, but also due to metallurgical difficulties, such operations were abandoned by about 1895 (Whitworth, 1959). The presence of zircon was recorded quite early (Carne, 1895) but Raggatt (1925) appears to have been the first to report the presence of rutile.The economic exploitation of the deposits was initiated in 1928 when D. H. Newland, State Geologist of New York, made an examination on behalf of The Titanium Alloy Manufacturing Company of America. Developments were then delayed by the world-wide depression, and the first commercial separation of the heavy minerals was made at Byron Bay in 1934 by Zircon Rutile Ltd. using a froth...

Lower greenschist quartzo-feldspathic schists within the N-S trending Earnslaw Synform of the Upper Wakatipu area are pervaded by late-stage quartz filled extensional and extensional shear fractures, with quartz-scheelite lodes infilling normal faults. Exposed veins/lodes mapped over at least 1000 km2 define a paleoflow system developed during late metamorphic exhumation of the schist. Both veins and lodes have consistent angular relationships to the schist foliation independent of their location on the Earnslaw synform. Unfolding the synform leads to a regional subhorizontal foliation and a systematic set of subvertical quartz veins striking NNW extending over a depth interval >5 km, striking parallel to a set of normal faults hosting the quartz-scheelite lodes. The structures define an extensional regime with s1 sub-vertical, s3 oriented WSW-ENE, a low differential stress, and suprahydrostatic fluid pressures.   The quartz-scheelite lodes (<2 m thick) occupy faults which cross-cut the quartz veins, and are traceable for a few hundred metres, at most. The lodes consist of laminated and/or massive quartz, slivers of crushed and folded schist, random and discontinuous lenses of scheelite with clay selvages separating the lode from relatively undisturbed wallrock schist. Textural evidence suggests that slip developed incrementally with total displacement on faults during lode formation on the order of a few ten's of metres.   The distribution of Glenorchy veins demonstrates broad scale hydrothermal flow through low-permeability schist, channelled within dilatant mesh style structures comprising interconnected shear and extension fractures. Flow through the lodes was likely derived from the greater surrounding area via the interlinked network of fractures and focused into the low displacement shears. Available evidence suggests the system developed together in a uniform extensional stress regime toward the bottom half of the seismogenic regime.

Solvent extraction has recently been introduced into Australian hydrometallurgical practice for the production of a high grade uranium concentrate from El Sherana ore by a sulphuric acid leach and solvent extraction process. The solvent is a 5 per cent solution of tri(iso-octyl)amine in kerosene modified with 4 per cent of a long chain alcohol. The stripping reagent is a molar solution of sodium chloride.Preliminary testing for the development of the process showed that the leach liquor was quite amenable to the solvent extraction process and that the equilibrium and rate considerations of both the extraction and stripping steps were very favourable.The industrial plant contains four stages of extraction, three stages of chloride stripping and one stage of secondary carbonate stripping. An internal type of mixer-settler is used for the stagewise contact, the design being based on tests with model equipment.The performance and control of the industrial plant is satisfactory; 99·7 per cent of the uranium is recovered for a loss of 0·3 gallons of kerosene and 0· 4 pounds of amine per 1,000 gallons of liquor treated.INTRODUCTIONThe processing of El Sherana uranium ore from the South Alligator River valley commenced in April, 1959, and thereby introduced into Australian hydrometallurgical practice the unit operation of solvent extraction on an industrial scale. Although there are now some twelve mineral processing plants in the United States and Canada using solvent extraction, its application to the field of primary hydrometallurgy is quite new. Prior to 1956 none of these twelve plants was operating and hydrometallurgical application waslimited to the refining of comparatively high grade uranium compounds and fission products from nitrate and nitric acid solutions.

In a field test at Mount Isa Mines Ltd., a system developed by ICI Australia Ltd. for bulk loading "MOLANITE", an ammonium nitrate slurry blasting agent into ring drilled holes of wblcvel open stopes, was shown to be satisfactory. The fragmentation produced by the slurry was a significant improvement over ANFO and the stope production rate was increased by approximately 50%. Indications are that the charging rate and labour costs will not be greatly changed if a slurry system is used.

The Gekko InLine Pressure Jig (IPJ) was unleashed on the World gravity separation market in 1996 and has since sold over 150 units in applications including tin, diamonds, silver, coal, garnet and gold. During the past twelve years the knowledgebase of the best applications and capabilities of the IPJ has greatly increased. Improvements to the original IPJ design have included engineered ceramic ragging in specific gravities from 1.6 to 5.0, full automation and improved designs of feed presentation and tailings and concentrate handling systems. The IPJ has been found to be able to handle a wide feed size range and recover mineral at liberation size without significant addition of water to the mass balance. Test work carried out during full-scale operation of the IPJ has shown the IPJ can recover diamonds down to 0.5 mm, sulfides down to 0.3 mm and gold down to 0.1 mm which greatly expands its application in the mineral processing industry. A significant volume of data now supports the symbiotic benefits of an IPJ and flotation circuit combination to pre-concentrate an ore and minimise downstream processing requirements.

BHP's two million tonne per annum nominal capacity Hot Briquetted Iron (HBI) plant at Port Hedland in the Pilbara region of Western Australia is based on FINMET¦¦ direct reduction technology. The FINMET¦¦ process produces direct reduced iron (DRI) by reacting fine iron ore with reformed natural gas in a series of fluid bed reactors and then hot briquetting this DRI into dense, high quality iron briquettes. The Port Hedland HBI project represents a major investment in the chemical processing of Australian minerals to higher value products prior to export to Asian markets. This paper describes the FINMET" process and technical aspects of the high-quality HBI product, and provides an update of the current status of the project.

The following brief paper is intended, to apply to the concentration of the silver-lead ores at Broken Hill, New South Wales, generally, but more particularly to the process as applied to the ores in the Block 10 mine. The attached plans are similar inmany respects to those prepared, recently for the Block 10 company.Most of the information here given is already well known to those members who are conversant with the concentration practices of this field, but it is the writer's object to give just a few of those figures which he found difficult to obtain when first engaging in practical work. At that time no text-books were at hand from which it was possible to get sufficient details for practical working purposes.It is first supposed that the mine has been thoroughly explored and has been found to contain a lbde sufficient in size ·and quality to warrant the erection of a concentrating plant. The points then to determine are:-(1.) The quantity and cost of water available for steam-making and ore-dressing purposes.(2.) The most convenient site for the mill.
