The purpose of this research was to develop a computer simulator fur predicting the air quality in existing coal mines as well as a design aid for developing new mines. In addition to the air quantity flow, the other variables of tempera Lure, moisture, methane and respirable dust are necessary to determine the air quality. An additional feature of this simulator is that it allows parametric studies of these variables to explore the effect that these variables have on the air quality of an operating mine system. The research has also pointed out arias where more research is needed, and promote better and more systematic data taking techniques. Wang and Hartman (see Reference 9, on page 1-98 of Section 1) had already published a computer program to determine the ventilation of large mines, and Wang and Saperstein (see Reference 10 on page 1-98 of Section 1) later published a refinement of the work in the previous reference. These references were the starting point of the simulator developed by this present research effort, and Section 1 of this report is a slightly modified version of the original vent elation program. In the majority of metal and nonmetal mining operations, narrow vein deposits are being mined with slusher hoists. Thin; method of mucking is costly, due in part to its inherent labor intense operation and to its inability to muck 100 pct of the deposits. Mechanized equipment would greatly improve the material handling in narrow vein mining and would dramatically reduce the operational cost. The Compact Loader/Trammer, known as the "mini-mucker" has been developed to increase productivity of the load/haul/dump portion of the typical narrow vein mining cycle. This is Volume II of the final report and concerns the operation and maintenance of the mini-mucker. Volume I covers a general and design review of the activities on the subject contract and are available under separate cover.

An electrically powered methane sampling system for application on mining machines was designed, fabricated and laboratory tested. The system will sequentially draw sample air at a controlled rate from up to three machine positions across the mine face and deliver the air to either an approved methane monitor, methanometer or flame safety lamp. The prime considerations in the design were to provide an intrinsically safe, water and dust resistant control box and an explosion-proof power box capable of being operated from the various mining power sources. The power box contains an internal battery that provides operating power prior to mining machine start-up and alter machine shut-down. The internal battery is recharged automatically when mining machine power is available.

In 1984 and 1985 the U.S. Bureau of Mines performed a mineral survey of the South Jackson Mountains Wilderness Study Area covering 60,211 acres of mountainous terrain of Humboldt County in northwestern Nevada. Approximately 550 lode claims have been located within or adjacent to the study area from 1900 to the present. Total recorded production for the area is 28.19 ounces gold, 1,105 ounces silver, 959 pounds copper, 6,016 pounds lead, and 12,446 pounds zinc; an additional two carloads from one mine contained an unknown amount of metal. In early 1986, there were eight active properties with a total of 126 claims. Wescord Resources and Long Lac Exploration (Texas) Inc. are involved in a joint exploration of the Jackson Mountains for volcanogenic massive sulfide deposits. Development at the Claudia mine continues in 1986. Results of the survey indicate that there are no identified mineral resources or reserves within or adjacent to the study area. Twenty-two properties have mineral occurrences containing gold, silver, copper, lead, zinc, iron, antimony, vanadium, and cobalt, with silver, copper, and iron being the most abundant.

Beryllium possesses attractive properties for use in the nuclear and space fields. Since fused-salt electrorefining can be employed to produce this metal in high-purity form from low-grade or scrap metals, the Bureau of Mines investigated electrorefining of beryllium in electrolytes composed of a LiC1-KC1 eutectic mixture plus varying amounts of BeC12. Results showed a 99- percent or better reduction of oxygen and magnesium and a substantial reduction of other minor metallic impurities. Extremely pure beryllium metal was produced. Operating variables, including BeCl2 concentration in the bath (3.5 to 16.5 mole-percent), temperature of operation (450° to 550° C.), and cathode current density (45 to 770 a,/sq, ft.), were studied; their effects on the deposition of metal, working condition of the bath, and purity of the refined metal are discussed. The safety precautions used in handling beryllium in the laboratory are also described.

The Olallie RARE II study area has volcanic cinder deposits with a sow potential for development. No mining claims or prospects are known within the study area, and except for common construction materials such as volcanic cinders and stone, no mineral deposits were identified. An evaluation of the geology indicates that metallic mineral deposits are unlikely to exist. No significant metallic concentrations were reported in samples from the area. The only resources in the study area are about 30 million cu yds (23 million cu m) of cinders in three cones. The cinder deposits in the study area cannot compete economically with enormous deposits of similar material in more accesible areas closer to markets. At the present rate of consumption, resources outside the area are adequate far into the future. The geothermal potential of the study area is being evaluated by the U.S. Geological Survey.

The use of high pressure fluid cavitation is investigated as a means of breaking an ore into its constituent grains. This Cavitational Rock Dissagregation (CRD) is found to be possible and effective in breaking down galena ore, both in sandstone and dolomite host material. The technique did not work as well in comminuting and cleaning oil shale, because the cavitation drove the oil into emulsion with the water. The presence of dominant bedding in the rock also caused preferential breakage to these lines, rather than to the individual grain boundaries. This problem was also encountered in tests on igneous ore where weakness plants of the overall ore proved weaker than the boundaries of the individual grains. It was found that the prevailing expression of cavitation erosion dependence on pressure was not absolutely valid. In contrast it was found that CRD is much more sensitive to jet flow diameter, and when this was recognized it was found possible to erode rock with compressive strength of up to 350 MPa with operating jet pressures of 10 MPa.

This report presents guidelines on methods of dust control in conventional coal mining operations. The normal mining cycle and equipment used in a room and pillar conventional section are described. Main ventilation, section ventilation and face ventilation are discussed in detail. Proper installation of line brattice, maintenance of proper air flows at the face and split ventilation are stressed. The effects of maintaining the end of the line brattice near the face are described. The advantages and disadvantages of blowing and exhausting face ventilation are presented. The use of water sprays on cutter bars and loading machines is described. The design of a nonclogging water spray system developed under a Bureau of Mines contract is presented. Other methods of reducing dust exposure are discussed and include alternative procedures for shot firing and administrative controls.

Laboratory performance of mercury filled current limiting devices (CLD) used for high speed switching of DC circuits (600 volts and below, up to 1000 amperes) using a system involving a parallel connected vacuum switch with CLD and an additional series connected vacuum switch was verified in USBM Contract #HO 357079. This report details analytical work and field experimental tests to predict and control voltage surges associated with the high switching speed associated with the switching system. It also details tests conducted to demonstrate the fault current limiting ability of the CLD. Problems associated with designing a fault current limiting system are discussed.

An overall summary and the individual reports of eight workshops to determine research and development needs in western mining ore presented. Problem areas are identified, and recommendations regarding priorities, funding sources, and prime movers are made. The objective of this contract was to identify research and development needs for advancing mining technology as well as health and safety measures for western U.S. Surface and underground mining. This was accomplished by convening a series of workshops where problems could be thrashed out by producers of trona, uranium, open pit copper, underground salt (from the Midwest and New York), underground metal and nonmetal, etc. In addition to problems, future priorities, funding, and the desicion as to who should be the prime mover on R & D were discussed.

Unverified reports of rare earth element (REE) concentrations in gold placers and radioactive mineral prospects in the Zane Hills were investigated by the U.S. Bureau of Mines as part of the Alaska critical minerals program. REE is reported to occur in dredge concentrates at the Hogatza mine and up to 1.2 pct REE was previously analyzed in alkalic syenite (bostonite) dikes marginal to the pluton. In addition, numerous thorium-rich veins, explored for their uranium content but unevaluated for REE, occur on the western margin of the Zane Hills. The Bureau mapped and sampled all of the reported or suspected REE occurrences. Dredge concentrates contain abundant uranothorianite, a mineral species which incorporates cerium subgroup REE. Bostonite dikes occur in conjunction with a multi-phased zoned alkalic intrusion, however, no significant REE concentrations were found. Thorium-rich veins contain nil to 0.5 pct Y but resource potential is limited by this relatively low grade, the ultimate low tonnage potential, and the lack of uranium as a major economic element. The Zane Hills exhibit attractive exploration targets for uranium deposits, primarily in a sedimentary form. Gold may be found peripheral to the pluton in both placer and lode deposits. Resource potential of REE, however, appears limited to a placer by-product of REE-Zr-Ti that is recoverable only during large scale gold placer mining. Placer exploration of the lower Wheeler and Dakli Creeks is suggested.

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. This annual report deals with four distinct tasks related to research on the safety and reliability of mine electrical power systems. Task one is to develop tests and the associated instrumentation to detect incipient faults on a mine or any low-voltage power system. Task two is a dual effort related to the digital prediction of electrical transients on mine power systems and laboratory testing of transient suppression devices. Task three is also a dual effort. This task consists of both theoretical and laboratory work to assess both the reliability and the fail-safe characteristics of several items of protective equipment used in mine power systems. Task four consists of an effort to use programmable calculators and/or computer terminals to check overcurrent protective device coordination.

In the course of the Bureau of Mines investigation relative to the causes, behavior, and control of anthracite-mine fires, attention was directed toward the correlation between the temperature of oxidation and the gaseous oxidation products in the range of temperatures between 100° and 350°C4/. These tests, made on a high-grade anthracite to determine the amount of oxygen consumed and the mounts of carbon dioxide, carbon monoxide, hydrogen and methane evolved when air was passed through samples of the anthracite at various elevated temperatures, showed that the gases evolved and their relative proportions vary with temperature, constitute a means for determining the probable temperature of the anthracite, and thus permit detection of incipient heating beers dangerous fire hazard exists. As the relationships mentioned are affected somewhat by the amount of previous oxidation of the coal, it was deemed desirable to know to what extent they might vary owing to this cause. It was also considered desirable to have a means for estimating the extent of oxidation from the gas analysis, as this would permit a more accurate estimate of probable temperature. Finally, it seemed desirable to know how much the composition of coal might vary over an extended period of oxidation, since this was previously suggested5/ as a possible means for estimating the probable maximum oxidation temperature to which a sample of coal had been subjected.

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This paper examines factors that had a significant influence on mine face ventilation design during the past century. Several “milestone” events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative ventilation designs and a consistent commitment to mining health and safety.

Laboratory test results are presented for the determination of elastic modulus made with the NX borehole jack. Determinations were made in massive pieces of aluminum so as to satisfy conditions of linear elasticity, homogeneity, and isotropy. Results indicate a large discrepancy (approximately 200 percent) betwen material modulus as determined by laboratory block-loading tests and that indicated by the jack under relatively ideal circumstances. Effects due to interface friction, finite block size, incomplete plate-bore contact, and other factors were examined and found not to be significant. Finite element results indicate that assumed loading conditions for the jack differ from those actually occurring, at least in materials of high elastic modulus (approximately 10 million psi), such as quartzite.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.
