In the current issue of Link-Belt News is this quotation: "Advancing waves of other people's progress sweep over the unchanging man and wash him out." As we look over the industrial world today we are struck by the many waves which are sweeping over backward industries. Mergers are being consummated in all lines of endeavor. General Motors are making radios and the Bendix Brake Company are making airplanes. Railroads which twenty years ago were called to account by the Federal Government for their efforts to form combinations are today being ordered to combine. But what is of immediate concern to the coal industry is the fact that there is now in existence or in project a total of 3,641 miles of pipe lines to carry natural gas to most of the country's industrial centers. This is the wave of progress which is sweeping toward you and me. If we are to grasp the significance of these many changes, we must widen our vision so that we may learn some- thing from 'the other fellow's experience. The first lesson is that cost of production alone is not a measure of profit. It is an interesting fact that the production of an article represents a definite loss until that article has been sold for a price in excess of its total cost, and the money is in the hands of the producer. If this is true, then the selling price is more important than the production cost.

I read a book the other day called Opportunity 2000. The book, Opportunity 2000, talks about what's going to happen in the next nine or ten years as we propel ourselves through the 1990s into the 219 century. The book, Opportunity 2000, is a futuristic book, somewhat like Megatrends. It said that by the year 2000, baby boomers will be old people, and when you got here before the baby boomers, how does that make you feel? It said that there will be more women in the American work place by the year 2000 than men. The book, Opportunity 2000, discusses diversity. The big challenge for the 1990s is ?diversity?. We'll have the D-word in the 1990s. We had the G-word in the 1980s ? ?global.? Diversity in terms of more immigrants, more minorities, more females into the American work place, but also value systems diversity. We'll have to deal and adapt to four different generational clusters in dealing and interacting with employees and management in the 1990s-value systems diversity. I think there will be five generational clusters that we'll have to deal with. Massey says four. He says we'll still have the old people around, the World War II mentality; those who

CHAIRMAN EMRICK: We have a very interesting program this morning, of a mechanical nature, and I am sure you will all be very much interested in it. At the conclusion of each paper there will be time given for discussion, and we will be glad to have all of you enter into the discussion. Before we start the program, I want to ask the men who have been appointed chairmen of committees to come and get these folios, which contain papers concerning their particular committees. The Nominations Committee, of which David Brown is chairman, has a folio here. It has been customary every year to have a photograph of those in attendance taken, and I presume it is the will of those in attendance this morning to have their pictures taken. We plan to do that about a quarter of twelve, approximately, this morning in the room instead of going outside as we have heretofore. Frank Miller has an interesting an¬nouncement to make. Frank, if you will just take about five minutes to tell your story.

President Robert E. Murray opened the meeting at 9:30 a.m. He called on the Auditing Committee to give its report. Jack Leech read the report and asked that it be approved. A motion was made, seconded and carried. The Resolutions Committee was asked to present its report. Mr. J. F. Ratchye submitted the following: (1) RESOLVED. Whereas, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the Coal Mining industry have suffered the loss through death of the services of: James L. Elder William T. Gibbs Julian E. Tobey John H. Plehn NOW, THEREFORE, BE IT RESOLVED, that there be spread upon the minutes of The Rocky Mountain Coal Mining Institute recognition of the passing of these members, who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere regard and sympathy of the members of the Institute. Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1989-1990 year followed by a brief profile. All winners, except Emmet Roache from New Mexico, were present as guests of the Institute at the June convention in Steamboat Springs, Colorado to receive recognition at the Welcome Session Monday, June 25, 1990. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program, and the various vice presidents contribute the travel expenses to conventions for these outstanding young collegiates. Donations to this worthwhile program may be made payable to RMCMI Scholarship and mailed to the RMCMI Office, 3000 Youngfield Street, Suite 324, Lakewood, CO 80215. Profiles of the 1990 Scholarship Winners follow. [ ] Mildred Benally University of Arizona Tuscan, Arizona Mildred has attended San Juan College in New Mexico, and will graduate from the University of Arizona in May, 1991. Upon completion of her, schooling she hopes to pursue a career in the coal mining industry. In preparation for her goal, her work experience includes being a lab technician, a mining engineer intern, and a lab technician assistant; she also is very skilled in various computer applications. She has been a member of SME-AIME, and secretary to the U of A Student Chapter, and recipient of the SME Coal Division Scholarship and past recipient of the Navajo Tribal Scholarship. [ ] Joshua Olmsted Colorado School of Mines Golden, Colorado Josh is a sophomore majoring in mining engineering at the Colorado School of Mines. He is an outstanding student as well as an accomplished athlete. Josh was on the Academic Honor Roll 1988-1989 and has been awarded an athletic scholarship. He plays varsity soccer and intramural basketball.

PRESIDENT HERRES: Our ses¬sions this afternoon will be on safety. They will be under the direction of Mr. Dan Harrington, who has come here from Washington, D. C., particularly to preside at these meetings. I do not think Mr. Harrington needs any introduction to anyone present. He is a member of both the A. I. M. E., and the Rocky Mountain Coal Mining Institute, and has been for a great many years. The Rocky Mountain District is his old stamping ground. I take pleasure in turning the meeting over to Mr. Harrington. (Ap¬plause.) DAN HARRINGTON (Chief Engineer, Safety Division, U. S. Bureau of Mines, Washington, D. C.): Gentlemen, I suppose you have rather a long program, so there is no necessity for any introductory remarks. Inasmuch as I have rather a long-winded paper of my own, I presume the best thing I can do is to go ahead and read it. Mr. Herres asked me some time ago if I would preside here, and also have a paper, or at least have something to say to the Institute on safety. I thought it best to put whatever I had to say in written form, so I would know exactly what I had said and so I would be able to, if necessary, defend it later on.

President W. K. Dennison, Jr., called the final session of the Rocky Mountain Coal Mining Institute to order, and introduced H. A. Cornell, Portland Cement Association, Ft. Collins, Colorado. Mr. Cornell explained that the Portland Cement Association was not a sales organization, but is supported by the major manufacturers of portland cement. The research laboratories of the association are constantly endeavoring to improve the quality of cement, as well as promote new markets, new uses, and new ideas. The association works with engineers, contractors and universities, making available to them the results of their research. Mr. Cornell stated that numerous booklets and bulletins were available on request for any phase of construction with concrete. Mr. Cornell presented a film, "How to Make Quality Concrete," to the members of the Institute. D. W. Lyke, General Electric Apparatus Service Shop, Denver, Colorado, was introduced by President Dennison, who presented a film, "A-Hunting He Would Go." Following the film, Mr. Lyke stated that his firm was not confined to electrical equipment, but to all types of equipment, and asked the members to feel free to call for assistance at any time. These two films concluded the Manufacturer's Hour, and President Dennison opened the final business meeting of the session. Robert F. Bowie, of the Auditing Committee, read the Treasurer's Report, and complimented Mr. Whiteside on the commendable state in which the books were found. The Treasurer's Report is as follows:

MR. FOOTE: This paper deals with blasting and mechanical loading. The Union Pacific Coal Company does all of its blasting with permissible powder and electric shooting, but this paper deals principally with blasting in connection with mechanical loading. With the introduction of mechanical loading into the coal fields of southern Wyoming one of the main problems to be taken into consideration was the drilling and blasting of the coal. The methods used in blasting coal for hand loading were found to be ill adapted to the mechanical practice, so numerous tests were conducted from time to time to determine a system or systems whereby the coal might be blasted in a form to be easily handled by the loading units. The general practice in blasting coal for hand loading, for example in a room 24 feet wide and seven feet high with an undercut of seven feet, would be to shoot one or two strong breaking shots in the center and one on each rib. While much of the cut would be blasted down in good lump, some coal would be left hanging at the back and ribs. With hand loading, the miners would have time to pull this coal down with a pick between cars and eventually would clean up the place ready for the cutting machine. The loading machine, however, cannot get this coal down and its operation would be delayed while the men were doing the necessary pick work.
