The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines - mining, metallurgical, chemical, civil, electrical, mechanical and environmental - as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies - and hence no two development projects - are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource project's development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as `doing a feasibility study'. But the principal purpose of a `feasibility study' is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant - they are a prerequisite to the demonstration of a project's viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of `feasibility studies' and provide guidance to minimum standards and best practice.

ABSTRACT: The technique of various kinds of numerical analysis offered remarkable results to explication of many rock mechanical phenomena. These techniques regarded a rock stratum as a continuum body and solved the governing equation of continuum mechanics by using finite differ-ence method, finite element method and/or others. Using numerical analysis based on continuum mechanics, however, the simulations of destruction phenomena caused by elastic waves and on the other hand, the elastic wave propagation which generated by fracturing events are quite difficult. In this paper, we express a rock stratum by a granular body model and develop a simulation tech-nique can simulate both wave phenomena and destruction phenomena at once. The DEM (discrete element method) simulation results are compared with finite difference solutions of elastic wave equation. Furthermore, we simulate Hopkinson effect by this proposed method. Hopkinson effect is famous as a destruction phenomenon caused by elastic wave propagation. ABRISS: In dieser Studie drücken wird eine Felsschicht durch ein Granularkörpermodell aus und entwickeln eine Simulationstechnik, die sowohl Wellenphänomene als auch Zerstörungsphänomene simulieren kann. Die Ergebnisse der Simulation mit DEM (Diskrete-Elemente-Methode) werden mit denen der Finit-Differenz-Lösung von Gleichungen elastischer Wellen verglichen. Desweiteren simulierten wir den Hopkinson-Effekt mit dieser vorgeschlagenen Methode. Der Hopkinson-Effekt ist als Zerstörungsphänomen berühmt, verursacht durch Fortpflanzung elastischer Wellen. RESUME: Dans cette étude, nous exprimons un lit de roches par un modèle à corps granulaire et développons une technique, permettant de simuler d'un coup le phénomène des ondes et le phé-nomène de destruction. Les résultats de la simulation DEM (méthode d'éléments discrets) sont comparés aux solutions à différence finie de l'équation d'ondes élastiques. En outre, nous simulons l'effet d'Hopkinson par la méthode proposée. L'effet d'Hopkinson est connu comme phénomène de destruction, causé par la propagation d'ondes élastiques.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. The complexities that exist in the nature of the basic feedstock to the metallurgical process call for a high degree of ingenuity from the extractive metallurgist in seeking the best possible treatment method for a particular ore. Drawing from personal experience the author presents four case studies that demonstrate the value of creative thinking in addressing the challenges typically encountered by the extraction metallurgist. It is concluded that creative expression most often occurs in response to a perceived strong need within an organization. By deliberately laying down meaningful challenges management can stimulate innovative thinking and achieve extraordinary results.

It has generally been accepted that the volatile mater in a coal is the factor that determines whether or not a specific coal dust is an explosion risk. This paper presents the results of an attempt to relate the explosibility index (Kex) of South African coals, as determined in a AD-litre explosion vessel, to the volatile mater content of the coal and the calorific value of the volatiles. A good relationship between the calorific value of the volatiles and the explosibility index was established, which makes it possible to calculate the violence of an explosion, as expressed by Kex, for South African coals. The Kex value is but one of a number of parameters that influence the explosion hazard in a specific colliery and cannot be used as the sole predictor of the propagation of an explosion underground. Other parameters include the ignitability of the coal, temperature, humidity, dispersibility of the dust, methane concentration, amount of incombustibles present, and ventilation.

This paper focuses on the role of the coal mine surveyor at the start of the 21st century. It demonstrates that surveyors must look beyond their legal appointment and pursue opportunities to add value at an operational or corporate level of the company. It also exposes the shortfall of statutory appointments in defining the surveyor?s role in terms of key business drivers of the company. One such an opportunity is the potential role of the surveyor in mineral accounting and quality assurance to meet mine requirements, market specifications and standards pertaining to corporate governance and reporting. Finally, some thoughts are expressed on what can be done to elevate current practice to best practice and how to achieve this goal

After 1990, a great process of re-organisation and economic reform has occurred in the Romanian mining sector and especially in the pitcoal mining in the Jiu Valley. This process has included both legislation and the main aspects for getting an economic efficiency in the environment issues and for dealing the problems with social impact. Accordingly, starting with the year 1993 a new mining method has been introduced to turn efficient the pitcoal mining, and we speak about mining with caved in bed. This method has two variants: - with transverse strips and caved in bed; - with long face and caved in bed. Each of the above-mentioned variants has in turn several subdivisions, depending on how the longwall is prepared and on other characteristics. By using this method, the output has increased compared to other mining methods. The main safety aspects concerning caved in mining refer to: - great emissions of methane; - technical aspects (a mining method system, supports, discharging process); - pressure driving (analysed for the case of mining with long face, with transverse strips as well for the case of transverse strips when mining a subsequent sublevel).

Poorly designed sampling protocols generally result in high project risk by artificially increasing grade variability (ie the nugget effect). Sample collection, preparation and assay protocols that suit the ore type, together with QA/QC systems, will reduce this risk. All reporting codes (eg JORC, 2004) require the Competent Person to consider the quality and implication of sampling and assaying programs. High sampling errors beget higher project uncertainty; despite this fact, sampling does not receive the attention it deserves. The case studies presented show that many sampling issues frequently go unrecognised or unaddressed, resulting in poor project decisions during exploration through to feasibility and production. The overall conclusion is that correct sampling is critical to mining project success and that there is often a need for its optimisation.

An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. Liquid epoxy and polyurethanes are an excellent choice for whatever the aggressiveness of the substance transported and whatever the harmful outside influences, maximum protection is required. They can be used as coatings on all kind of pipelines varying from the mainline coating to the field joint coating. Compared with traditional systems like dual layer FBE and 3-layer polyolefin there are some benefits to be considered like easiness of repairs, amount of coats, application temperature and film thickness. The interior coating renders the pipe surface so much smoother that considerable savings can be realized in pump stations. Apart from the interior of the pipeline, the industry is faced with new challenges like higher operating temperatures of lines and an emphasis on product benefits in order to save money. SRC rockmass classification have been applied to 25 tunnels in Spain and Italy, for which it was found that much heavier supports than those estimated by the RMR index were required. SRC and RMR indices and other relevant geomechanical data were obtained during the site investigation and construction stages. Data corresponding to in situ stress measurements, analysis of tectonic structures, and instability problems arising during construction were used to asses the state of stress. The relationship between tunnel section convergence and the SRC and RMR indices was also analysed. Support measurements based on SRC and RMR classification were compared with those actually used during construction. These analyses indicate that for most of the tunnels examined, supports estimated using the SRC were much closer to those actually installed than those predicted by the RMR index. Bei der Verwendung des SRC-Systems zur Klassifizierung des Gesteins als Baugrund für 25 Tunnel in Spanien und Italien wurde festgestellt, dass viel schwerere Abstützungen benötigt wurden, als wenn die Beurteilung anhand des RMR-Systems angefertigt würde. Die Klassifizierung anhand des SRC- und des RMR-Systems, sowohl als auch andere wichtige geomechanische Daten wurden während des Ablaufs der Erkundungen und der Bauausführung gewonnen. Die Resultate der Messungen der Spannungen vor Ort, die Analyse der tektonischen Struktur und die Stabilitätsprobleme während der Bauausführung wurden dazu verwendet, um den im Felsgrund vorherrschenden Spannungszustand zu definieren. Das Verhältnis der Messungen der Tunnelkonvergenz zu dem SRC- und RMR-Index wurde auch analysiert. Die durch das SRC- und RMR-System vorhergesagte Grösse der Abstützung wurde mit der Grösse der Abstützungen verglichen, die am Bau letztlich verwandt wurden. Diese Vergleiche zeigen, dass für die meisten der studierten Tunnel die Vorhersage der Abstützungen, die anhand des SRC-Systems angefertigt wurden, viel näher der wirklich verwendeten waren als die Vorhersage anhand des RMR-Systems. SRC et des index RMR et d'autres données geomechanical appropriées ont été obtenu pendant l'enquête de site et les étapes(scènes) de construction. Les données correspondant aux mesures de stress(d'accent) in situ, l'analyse de structures tectoniques et des problèmes d'instabilité surgissant pendant la construction ont été utilisées aux ânes(culs) l'état de stress(d'accent). Le rapport entre la convergence de section de tunnel et le SRC et les index RMR a été aussi analysé. Les mesures d'appui basées sur SRC et la classification RMR ont été comparées avec ceux en réalité utilisés pendant la construction. Ces analyses indiquent que pour la plupart des tunnels examinés, les appuis évalués utilisant le SRC étaient beaucoup plus proches de ceux en réalité installés que ceux prévus par l'index RMR.

Coal mining in Ostrava-Karvina coalfield is being accompanied by rockbursts. 82 rockbursts occurred within the period between 1990 and 2002. Natural and technological factors from these rockbursts were collected and analysed. They confirmed that rockbursts are complex geomechanical events and that the relations between co-acting technological and natural factors are very complicated. Der Abbau in dem Ostrava-Karvina Steinkohlenrevier wurde von Anfang an durch Gebirgsschläge begleitet. 82 Gebirgsschläge in dem Zeitabshnitt von 1990 bis 2002 erfolgten. Die Angaben über natürliche und technische Faktoren der Gebirgsschläge wurden gesammelt und analysiert. Es wurde bestätigt, dass die Gebirgsschläge komplexe geomechanische Phänomene sind und dass die Beziehungen zwischen den zusammenwirkenden Faktoren sehr kompliziert sind. L´abattage d´houille dans le Bassin houiller d´Ostrava-Karvina est accompagnée par les coups de terrains. 82 coups de terrains s´étaient produit dans la période entre 1990-2002. Les données sur les facteurs naturels et techniques ont été ramassées et analysées. Les résultats ont corroboré que les coups de terrains sont des phénomènes géoméchaniques complexes. Les relations entre les facteurs techniques et naturels coopérants sont très compliqués.

Metal mining operations, in particular gold mining operations, use intensive ore control procedures in order to manage the extraction of ore zones from benches containing both ore and waste material. Typical grade control procedures rely on blast hole samples to indicate ore grade. Statistical techniques and geological controls are then used to create two-dimensional polygons, which indicate zones of material designated as ore. These ore-polygons are calculated using pre-blast material locations and are generally not corrected for rock movement caused by blasting. This lack of correction appears to exacerbate the material mischaracterization problem of sending ore to the waste dump and/or waste to the mill. One Nevada gold mining company has estimated that this could be a $10 million per year problem for their operations. Using a simplified vector field algorithm, a method of taking point movement data and interpolating post-blast positions for all nodes in a polygon has been developed. Currently working in 2-dimentions (X-Y), this algorithm utilizes the movement vectors calculated from pre-and post-blast positions of targets placed in a blast, to generate a spatial transformation function for any point on the bench. This transformation is then applied to the nodes of the ore-polygons to produce modified dig lines ore polygons reflecting distortion and movement resulting from the blast. The method as implemented uses common mine planning routines and is performed using the Surpac software suite. The method may be adapted to use any pre-and post-blast point movement data available, and most mine planning suites include the simple interpolation algorithms used. Keywords: Pyrometallurgy, furnace, coke, smelting charge, optimization, ferrochrome The main consumer of ferrochrome is stainless steel production. Stainless steel must maintain a reasonable price against other competitive materials. Therefore, the ferrochrome price must be low enough and profitable for the producers of stainless steel. The investment and operational costs of ferrochrome production are greatly dependent on the availability of the process and the production rate. Thus the furnace size and production rate in submerged electric arc furnaces will be greatly increased in the near future. The ferrochrome production per furnace, e.g. at Outokumpu?s Tornio Works, increased from 30 000 t/a to 165 000 t/a in about 35 years. The same trend will continue globally but now much more quickly. The Outokumpu ferrochrome process at Tornio Works uses sintered chromite pellets and upgraded lumpy ore as a chromite source. Metallurgical coke is used as a reductant. Reliable smelting in a large furnace demands the correct charge composition and well-known characteristics of the charge components. The quality and electrical conductivity of cokes (normally used) has the most important role for the electrical conductivity of the smelting charge. The results of the measured electrical conductivity of different cokes and the smelting charge with many controlling factors are presented here. These measurements were performed over the years for our own purposes at the laboratory of Outokumpu Research Oy (ORC), in Pori, Finland.

In a paper presented at the Heavy Minerals Conference 2001 a laboratory scale investigation on the beneficiation of an ilmenite containing waste stream by magnetizing roasting was reported1.This waste stream contained a high concentration of ilmenite, which was contaminated by chromite and other gangue minerals. Interpretation of the results of the investigation was based on the assumption that during magnetizing roasting of an ilmenite concentrate, under the oxidizing conditions, the magnetic properties of the chromite would remain constant. In this article thefollowing hypothesis was tested: The magnetic susceptibility of chromite would remain constant during magnetizing roasting of an ilmenite concentrate under the oxidizing conditions reported by Gouws and Van Dyk1. The results of this study indicated that the hypothesis is not true. The increase in the magnetic susceptibility is not significant though and it is expected that it will not influence the final ilmenite quality to a large extent. Based on the assumptions that the bulk magnetic susceptibility of the waste stream samples represents that of the ilmenite in the waste stream, and the bulk magnetic susceptibility of UG1 chromite that of the of chromite in the waste stream, the results also served to confirm that the waste stream with a high chromite content should be roasted under oxidizing conditions, in a reactor with a well-defined retention time distribution (i.e. a fluidized bed reactor), at a roasting temperature of 750°C (rather than the higher temperature ranges of 800°C and 850°C).

The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

With the decline in fine diamond production from the Argyle mine in Australia, there is a greater emphasis on efficiently treating the finer size fractions through a DMS circuit. Although it is generally well understood that smaller diameter cyclones are more appropriate for this application, practical results do not necessarily meet this expectation. In this paper the operational performance of particular sized cyclones throughout the group was compared. Based on the results there is evidence that under certain practical operating conditions, small cyclones are not necessarily best for fine size particle treatment, particularly given the production pressures faced by all mines. However, there seems to be considerable merit in using larger sized cyclones, which tend to exhibit less performance variability, irrespective of operation conditions.

Seismic integration schemes aim to incorporate the rock mass response provided by the historical seismic activity to improve the ability of numerical models to reproduce future response to mining. Up to now, integration schemes considered the events using quasi-static models. This paper presents case studies that consider some of the seismic and modelling issues needed to extend these schemes to include the dynamic characteristics of seismic events. The ultimate aim of an automated integration scheme seems impractical for dynamic modelling. The predictions of the WAVE elastodynamic finite difference program are, however, suitable for modelling limited numbers of events to determine either the near-field velocities and damage or the effect of fractures and excavations on the far-field low frequency response. Les projets d’intégration sismique ont le but d’incorporer la réponse de la masse rocheuse à l’activité sismique historique pour améliorer la capacité des modèles numériques à reproduire la réponse future à l’exploitation minière. Jusqu’à présent, les projets d’intégration étudiaient les évènements avec des modèles quasi-statiques. L’étude présente révèle des études de cas qui considèrent certaines des questions concernant modelage et séismes qui sont nécessaires pour porter plus loin ces projets en incluant les caractéristiques dynamiques des évènements sismiques. Le but final d’un projet d’intégration automatisé semble impraticable pour la modélisation dynamique. En revanche, les prédictions du programme élastodynamique par la méthode des différences finies WAVE sont appropriées à la modélisation d’un nombre limité d’évènements de façon à déterminer soit les vitesses à petite échelle et les dommages, soit les effets des fractures et excavations sur la réponse de basse fréquence à grande échelle. Seismische Integrationsschemata zielen darauf ab, Reaktionen der Gesteinsmasse, die von den Berichten seismischer Aktivitäten stammt, zu inkorporieren um numerische Modelle in die Lage zu versetzen, künftige Antwort zum Bergbau zu reproduzieren. Bis dato betrachteten Integrationsschemata die Fälle mit quasi-statischen Modellen. Diese Arbeit stellt Fallstudien dar, die einige der seismischen und modellierenden Fragen betrachten, die benötigt werden, um diese Schemata auszuweiten, um die dynamischen Charakeristika seismischer Fälle einzuschließen. Das Endziel eines automatisierten Integrationschemas erscheint für das dynamisches Berechnen undurchführbar. Die Vorhersagen des WAVE elastodynamisch begrenzten Unterschiedprogramms sind jedoch verwendbar für das Berechnen von begrenzten Anzahlen von Fällen, um entweder die Nahfeldgeschwindigkeiten und Schaden oder den Effekt von Brüchen und Extraktionen auf der Fernfeld Niederfrequenzantwort festzustellen.
