R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Introduction In terms of the world's recoverable coal reserves, Canada ranks 10th, providing 0.6% of the world's total. The US is first with 27.8% and the Soviet Union follows with 24.1%. Figure 1 shows the principal coal mines in Canada. Several provinces contain substantial coal deposits, but the largest deposits are found in the western provinces of Alberta, British Columbia, and Saskatchewan. Conservatively, 90% of the lignitic, 80% of high volatile bituminous, and nearly 100% of subbituminous, and low and medium volatile bituminous coals are located in these three provinces. During the past decade, Canadian coal production of all types increased from 18.8 Mt (2 million st) in 1972, to 25 Mt (28 million st) in 1975, to 61 Mt (66 million st) in 1984. About 38 Mt (43 million st) of this output was classified at thermal and 23 Mt (25 million st) as coking and metallurgical coal (Table 1). The three western provinces currently produce 57 Mt (62 million st) of coal - 95% of Canada's total. The remaining 3.6 Mt (4 million st) (5%) is produced in Nova Scotia and New Brunswick on the east coast. The majority of western coal (98%) is produced by surface mining methods. On the east coast, though, mining is predominantly underground and only 15% is produced on the surface. In 1985, Canada exported close to 28 Mt (30 million st) of metallurgical coal and thermal coal. During the same period, 15 Mt (16 million st) of coal were imported, mostly from western US for use in Ontario and Quebec. Almost 60% of the imported coal was used for thermal applications. The remaining 40% was metallurgical coal for the steel industry. It is generally cheaper to import coal into central and eastern Canada from the eastern US to augment local supplies rather than from western Canada. This is mainly because of high transportation costs. Mining methods The suitability of mining methods in a particular area depends largely on the geological setting. Geology, therefore, simplifies or adds complexities to mining operations, directly affecting the economics. It also influences the flexibility required from the min-

B.A. Hancock It is not at all surprising that causticized potato and potato derived amylopectin starch solutions performed much better than their parent starches. Some preparation is required to rupture the starch granules to effect the polymeric adsorption and interparticle bridging necessary for selective flocculation. In laboratory work comparing the deslime performance of causticized and autoclave cooked laboratory corn starch solution preparations, it was found that higher deslime weight rejections, with attendant proportionally greater iron unit losses, occurred with the causticized starch. These results may be specific to the ore involved but they do suggest that cooking and causticizing cause different starch granule rupture and/or starch breakdown, which have an effect on desliming response. I calculated from the data in the article that the slimes product grades were high - 24.3% and 20.3% Fe when 53.7% and 54.5% Fe concentrate products were obtained, respectively, in Table 4, and 21% Fe with a 62.6% Fe concentrate in Table 5 - using the natural tailings sample, which had a head of 34.3% Fe. It may be advisable for the authors to consider different starch preparations in future investigations. The combination of upgrading and selectivity results presented in Table 4 are not as good as the authors suggest. The authors' claim that a system has been developed to produce saleable concentrates from the Kudremukh tailings is quite disconcerting. There are many hurdles yet to be crossed before commercial application of selective flocculation becomes possible because differences between the very small-scale laboratory tests conducted and commercial application are rather large. Among the many differences are varying circuit feed grades that will occur from use of tailings, the apparent face that much lower tailings grades will be encountered in practice (it is much easier to achieve a high concentrate grade with reasonable recoveries using 34.3% Fe tailings as in the study rather than 25.3% Fe tailings grades that the plant apparently averages), the hydraulic nature of the thickeners used in operations compared to the static system used in laboratory tests, the different size distributions that will be obtained from a plant closed grinding-classification circuit, and differences in water used in a plant operation and the laboratory. The authors wrote that it was necessary to overgrind to be sure that the coarse gangue would not settle with the iron oxide floccules. This situation is likely to be exaggerated in commercial operations where it is assumed cyclones would be used for classification. Because cyclone classification is greatly influenced by particle densities, there will probably be an even greater difference in size between the iron and gangue particles in the plant, which would make the gangue slightly coarser still in relation to the iron. This would make the selective flocculation-desliming separations using the procedure employed by the authors even more difficult and, using the dispersant system the authors employed, greater overgrinding would be required. To grind finer to minimize the coarse gangue in the flocculated iron oxides is quite inefficient and appears not to broach the problem. The actual problem appears to be insufficient dispersion of the ground pulp. In this situation, addition of a dispersant would likely be required to attain a sufficiently high pulp dispersion level to efficiently effect a selective flocculation-desliming separation. Although the very coarse particles would still have a tendency to settle with the floccules, it probably would be found unnecessary to overgrind as much as indicated. Use of an optimum combination of dispersant and pH modifying reagents may also significantly improve the selectivity of desliming. Additionally, although it is possible that sufficient dispersion may be obtained by pH control alone in some situations, it is quite probable that added dispersity was obtained in the reported work from using distilled water. It is research experience that distilled water enhances dispersion. In commercial operations it may not be expected that sufficient dispersion will be obtained by pH control alone, unless the water used in the process is by nature quite dispersive. Overall, a change in the Kudremukh tailings dispersant scheme appears necessary where a dispersant is used in conjunction with a pH modifying reagent. With this change, different dispersion-flocculation responses will result that would have to be further evaluated. Therefore, it is still an open question whether an efficient and effective selective flocculation separation using Kudremukh tailings may be obtained that will produce saleable concentrates.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. The plan called for: • Heap leaching of waste dumps from the Cortez mining operation; • Restarting the mill to handle the waste dumps from the London

R.C. Rex, Jr. V. Rajaram's paper does not accurately reflect the status of Eastern oil shale development as it stands today. Today, there are numerous firms and research organizations pursuing development of the Eastern oil shale resource. Details of the current projects can be found in the symposium proceedings for the 1985 Eastern Oil Shale Symposium held in Lexington, KY, in November 1985. Additionally, the comparison of the Paraho and HYTORT processes is invalid because the HYTORT process design used it not an accurate representation of the HYTORT process. I will briefly address this point. It is disconcerting to see the author reference hydroretorting work conducted at the Institute of Gas Technology (IGT) (circa 1978) in the introduction, which indicates hydroretorting (the HYTORT process concept) yields of up to 250% of the Fischer Assay oil yield, and then turn around and base the remainder of the paper on the 1981 "Synthetic Fuels From Eastern Oil Shale Report," which depicts the HYTORT process as yielding only 115% of Fischer Assay. Indeed, work conducted at IGT to 1981 indicates commercial oil yields for the HYTORT process would be in the range of 200% to 210% of Fischer Assay. A more thorough literature search by the author would have yielded a 1981 publication by Schora et al., entitled "Update on the HYTORT Process" presented at the Symposium on Synthetic Fuels From Oil Shale in Nashville, TN, October 1981. This paper thoroughly discusses the shortcomings of the referenced study with respect to the HYTORT process. For the interested reader, I can also recommend a June 1984 report entitled "An Economic Comparison of Five Process Concepts for Using Eastern Oil Shale," published by Los Alomos National Laboratory (LA-10106-MS, Parkinson et al., NTIS No. DE84-015981). This study applies a realistic HYTORT design (circa 1982) and indicates that HYTORT is the most econom¬ical method of processing Eastern oil shales (about $20/bbl less than Paraho). Additionally, completion of the HYTORT feasibility study in June 1983 by Phillips Petroleum Co., Bechtel Group Inc., HYCRUDE Corp., and IGT has resulted in development of designs that will make the use of HYTORT on Eastern oil shales even more economic. HYCRUDE Corp., a second-tier subsidiary of IGT, is involved in commercialization and licensing of the HYTORT process and is active in efforts to develop the Eastern oil shale resource. As such, I am disappointed to see outdated material that has the potential for adversely affecting development of Eastern oil shale resources published in MINING ENGINEERING. I can only hope that this response will serve to mitigate any negative opinions that may have been formed. Today, activity in commercializing Eastern oil shales dominates the oil shale scene in the US and indicates a realization of the potential for these shales. Reply by V. Rex, Jr. I hope that Hycrude's work will lead to the funding of a pilot plant to demonstrate that yields of greater than 200% of Fischer Assay can be achieved in a commercial plant using eastern US oil shales.

Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are: • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? • If so, when will subsidence take place? • Can a specific surface area be affected by subsidence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

ntroduction As the gold mining industry continues to develop in the Dominican Republic and Haiti, more deposits will undoubtedly be discovered that will be amenable to development. The Pueblo Viejo gold mine is currently in operation in the Dominican Republic. It has become an important component of that country's economy. Pueblo Viejo output is important to the government as a foreign currency earner. It is also said to be among the world's more successful gold mines. But, while Pueblo Viejo is successful, no other major gold discoveries have been made in recent years. Therefore, alluvial deposits of gold have caught the attention of geologists on the Island of Hispaniola. In the past four years, exploration and investigation of alluvial deposits have been initiated in both the Dominican Republic and Haiti. This type of activity is expected to continue over the next few years. Alluvial gold mining is rudimentary gold washing, done mostly by farmers. It is an old tradition, dating back at least 100 years, and is done by small, independent, or community farming villages in the mountains and plains of the Dominican Republic. Investigations in the DR Recently, alluvial gold investigations have been undertaken in well known locations of the Dominican Republic. One is in the Villa Altagracia area. Here, the terraces and gravels of the Haina River basin were examined, test-pitted, and assayed by Minera Altagracia, a local Dominican mining group. Results led to a new investigation by the state-owned Rosario Dominicana (RD), the company that mines the gold at Pueblo Viejo. Rosario tested areas previously investigated by Minera Altagracia. RD could not define the type of concentration that could justify an industrial-scale type of exploitation. The Haina River placers are located in the flats and valleys of Central Dominican Republic. They are classified as small-scale type of operations where local cooperatives can do the traditional gold washing. It is not now considered a dredgable project for a mining company. The next alluvial gold investigation was undertaken by the Dominican Department of Mines and others in an area of some 700 km2 (270 sq miles) in the northeast near Miches. Farmers have been washing gold in streams and excavating pits in various areas, particularly La Mina and have made a living. Government geologists panned several hundred streams and river tributaries. They also washed material from deep excavations. The results, however, were negative insofar as locating alluvial gold concentrations suitable for large-scale or industrial-scale exploitation. The most favorable locations were the terraces along the Jayán and Cuarón Rivers in the area of Miches. But the grade od concentration is poor. Actually, only traces of gold were found in these

Various methods have been developed through US Bureau of Mines research to remove gas in advance of, during, and subsequent to mining. These include drilling horizontal or cross-measure boreholes from a mine opening, and vertical boreholes stimulated for drainage in advance of mining or for gob gas drainage. Techniques and equipment now exist that allow drilling a borehole at any angle to the vertical, and even along an arc. Stimulation treatments have also been developed that provide for increased gas production capability. This paper describes the long-term production history of five select gas drainage installations. The Bureau of Mines conducted or participated in four studies. The remaining study was conducted by the Equitable Gas Co. Principles of storage, release, and migration of coal bed gases The amount of gas contained within any given area of a coalbed depends on the coal's inherent storage capacity and the physical conditions of the coalbed. The gas storage capacity of coal is primarily a function of rank. As such, it cannot be affected by the presence of drainage holes (Kim, 1977). Certain physical conditions of the coalbed can, however, be changed that will affect the release and migration of gas. By pumping water out of the coalbed through the vertical boreholes, two important changes occur - pressure is reduced and water saturation is lowered. Reducing reservoir pressure releases gas as the coalbed adjusts and equilibrates gas to the change. Increasingly large amounts of gas are released for each incremental decrease in pressure. Lowering the water saturation level raises the permeability of the coalbed to gas and allows the gas to more readily migrate to the wellbore (Kisse and Edwards, 1975). For horizontal boreholes completed near mine openings, the coalbed has already undergone a pressure or water saturation reduction phase. This condition thus allows such boreholes to be highly productive with minimal water production. Case studies of coalbed gas production Pittsburgh Coalbed - Marianna mine 58 A methane drainage study was begun in July 1978 at Bethlehem Mines Corp.'s Marianna mine 58, Marianna, PA (Fig. 1). Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. Despite limited discussion, Chemistry of Flotation is a good text and reference 1985 by M. C. Fuerstenau, J. D. Miller, and M. C. Kuhn Society of Mining Engineers Caller No. D Littleton, CO 80127 Softcover, $23.50 (member), $18.50 (student member), $28.50 (list) Review by Richard R. Klimpel Chemistry in Flotation, as stated by the authors, is intended as a textbook for students as well as a reference book for practicing flotation engineers. It covers subject matter related to surface phenomena; collectors and collector salts; natural floatability; the flotation of sulfide minerals, insoluble oxide and silicate minerals, semisoluble salts, and soluble salts; and slime coatings. There are no discussions in the book on practical plant implications of flotation chemistry, such as the influence of rate, particle size effects, dosage, flotation equipment, and methods of chemical addition. The book itself is small (only 177 pages), and, as published, is in an easy-to-handle soft cover. Once one accepts the intent of the authors, this book really does represent a very concise and convenient summary of the chemistry of flotation. It is, however, far from complete in its discussion of concepts and implications of data. Very often in the presentation, key prior knowledge (or at least subject matter awareness) not given in the book, is assumed. Thus, depending on one's familiarity with the specific subject matter, some sections can be easily followed while others could be tough going. Some of the discussion is so brief and terse on important subjects that unless the reader already realizes the meaning of the presentation, the conclusions to be drawn are not always clear. Therefore, if one is not expecting a self-contained primer on flotation chemistry, this book is very useful. To this end, the book is recommended to practitioners of flotation chemistry. The presentation of data in figures and tables is good. It helps considerably in the book achieving its conciseness. The authors certainly are qualified and knowledgeable in the subject matter - apparent in the style of presentation. In summary, this reviewer thoroughly enjoyed this book and will use it as a concise review of flotation chemistry. Richard R. Introduction A staccato beat rings out across the Australian bush. The stamps are at work, slowly pulverizing gold-bearing ore for a patient, grizzled prospector. This is the State Battery near Marvel Loch, a tiny 22.6-t/d (25-stpd) capacity gold plant operated by the Western Australia government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory. They are miniature custom mills operated for the benefit of prospectors and small mine operators. These state batteries are so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries. They are fascinating anachronisms - throwbacks to times past, a century ago, to the hard and heady existence of gold rush days. Marvel Loch plant Typical of these operations, and perhaps a trifle more sophisticated than most, is the plant near Marvel Loch, a small center for mining and farming about 400 km (250 miles) due east of Perth. Marvel Loch. The name evokes visions of a pristine lake set in a cool, green, misty glen of the Scottish highlands. Actually, it is probably a hot, dry salt pan somewhere nearby. Just where the "loch" is difficult to discern. There is no sign of it on the map.

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

Introduction Atmospheric fluidized bed combustion (AFBC) is an improvement over coal-fired boiler design. It offers several advantages over conventional boilers. AFBC can meet sulfur and nitrogen oxide emission regulations without the need for add-on flue gas treatment equipment. The relatively low combustion temperature inhibits ash melting, thus reducing slagging and fouling that can in turn increase a boiler's fuel flexibility. AFBC process The fluidized bed boiler that operates at atmospheric pressure on the fire side (AFBC) is relatively simple and no different in purpose from those pulverized coal boilers used by utilities today. Fluidized bed boilers can generate steam at the pressure and temperature needed by modern steam turbines. Only the firing system is different. In fluidized bed combustion, the fuel can be almost any coal or waste fuel. It is burned in the presence of a bubbling bed of limestone. Air is forced through the bed at a velocity sufficient to support the weight of the bed particles. When the bed is fully fluidized, it bubbles like a boiling liquid. Although the burning coal makes up less than 1% of the fluidized bed, all the bed particles are heated quickly by the turbulence. The calcium in limestone reacts with sulfur dioxide produced in coal combustion to form calcium sulfate in a dry solid state. In this way, sulfur emissions regulations can be met without installing flue gas desulfurization equipment. Boiler tubes submerged in the bed absorb heat directly from the turbulent solids. The heat converts water in the tubes to steam or superheats the steam. Because of the intimate contact of the boiler tubes with the fluidized bed, heat transfer is highly efficient. Consequently, less boiler tubing surface is needed to generate the same amount of steam as in a comparable pulverized coal boiler. The optimum temperature for sulfur capture is relatively low, about 815°C (1500°F) as opposed to 1370°C (2500°F) for pulverized coal boilers. This results in the formation of lower levels of NON. Because operating temperatures are below those that fuse coal ash, a single design can burn a variety of coals without slagging or fouling problems. TVA's AFBC development program Tennessee Valley Authority's (TVA) involvement in AFBC development began in 1974 and has addressed the technical uncertainties through a comprehensive program of design, experimental, and analytical studies. In 1979, TVA and the Electric Power Research Institute (EPRI) developed plans for a 20-MW AFBC pilot plant, a 10-fold scale-up over the next largest test facility. Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. On Nov. 13, 1985, Colombia's Ruiz volcano erupted, killing an estimated 25,000 people and burying several villages. Damages were estimated to be about $US300 million. The following is an account by SME member Antonio Rivera of the volcanic activity that led to the eruption. His account also includes a description of the geography and some geology of the affected area. Mining operations in the area were mostly unaffected, although some operations were forced to close until the roads leading to them could be repaired. Introduction The Ruiz volcano is located on the Central Cordillera of Colombia about 28 km (17 miles) southeast of Manizales, the capital of the state of Caldas. Ruiz is one of nine volcanoes that form a complex volcanic chain within the middle portion of the Central Cordillera. The Cordillera has 30 other volcanoes in the southern part of Colombia. Ruiz volcano Ruiz's elevation is 5200 m (17,060 ft). It is covered by an ice cap estimated to be 20 m (66 ft) thick at its summit, an area that covers 17 km2 (6.5 sq miles). Drainage is composed of several rivers that flow into the Magdalena River on the east and Cauca River on the west. The rivers flowing to the east are Guali, Azufrado, Lagunillas, and Recio. The rivers that flow to the west are Claro, Molinos, and Chinchina. There is a road from Manizales to El Refugio, a ski area located on the northeast flank of the volcano at 4800 m (15,750 ft) in elevation. The Ruiz volcanic complex was built in two stages. The first is a shield type of volcano (mainly lavas) formed about a million years ago. The second is a younger stratovolcano overlaying the ancient one. It consists of lavas and pyroclastics and was built over the past 500,000 years. Twenty-four eruptions of Ruiz are known to have occurred during the last 14,000 years. Its products mainly consist of lava flows, pyroclastic flows, mudflows (lahars), and directed lateral explosions. Historic eruptive record 1595 - Debris avalanche, blast, pyroclastic flows, mudflows, ash flows, and ash fall. 1828-1829 - Ashes (phreatic). 1831-1833 - Gas emissions and ashes. 1845 - Mudflows and pyroclastic flows. 1985 - Sept. 11- Fumarolic activity, phreatic eruption, ash fall, and small mudflows. 1985 - Nov. 13 - Ash and pyroclastic fall, major destructive mudflows (magmato-phreatic eruption). From 1845 through 1984, Ruiz volcano always had a slight fumarolic activity. It was restricted to the crater area. In November and December 1984, the fumarolic activity increased and the first ash emission and vapor-sulfur formation started. Small local earthquakes accompanied these volcanic activities. The volcano had a small erup¬tion on Sept. 11, 1985. It was manifested by phreatic explosions that ejected fragments of the vent and formed ash deposits 25 mm (1 in.) thick around an area 2.5 km (1.5 miles) from the crater. Fine material was blown by the wind and reached Manizales and neighboring areas, producing a small layer of ash up to 10 mm (0.4 in.) thick.
