Exploration record In preparing this paper, a list of world class discoveries prepared in 1983 has been updated. In both surveys, the following criteria were used in the definition of world class discoveries: • deposits that are continuously operated and consistently return a profit even in periods of low metal prices; • deposits large enough to significantly affect a medium sized corporation's profits; and • these deposits should be in the lower one-third cost per unit of metal produced for all similar deposits. Only 70 discoveries in the last 40 years qualified as world class deposits using these criteria. Unfortunately, this restricted population was too low to develop meaningful trends. The numbers were therefore enlarged to include all significant discoveries. The principal feature of a significant discovery is that its size and grade would yield more than $500 million in revenue using average metal prices for the last five years. A significant deposit should also meet some of the standards for a world class deposit. A tabulation of these deposits are shown in Table 1. The number of discoveries increased to 166 from 70 using the revised classification. The relationship between the number of discoveries per year and their location by continents was prepared from these data. Figure 1 shows the number of discoveries per year for the nonCommunist world. It also shows estimated and actual nonCommunist world exploration expenditures per year and the commodity price index. These data show that modern exploration started in the late 1940s, with the tempo picking up rapidly in the 1950s. The maximum discovery rate occurred in 1962. Thereafter, the discovery rate gradually declined to the present. This occurred despite a real increase in expenditures from about $200 million/a in 1955 (1982 constant dollars) to more than $900 million/a in 1980. Thus, these data suggest a significant decrease in the exploration success ratio (total exploration expenditures a year divided by the number of significant discoveries) in the last 20 years. As an example, $70 million was spent for each significant discovery in the early 1960s as compared with $225 million in the late 1970s (expressed in 1982 constant dollars). However, with the general declining trend of discoveries, one can perceive a more pronounced drop in 1973 and then a sudden increase in 1974, 1975, and 1976. This increase is probably related to the inflation of the 1970s that in turn created an environment for the explosion of commodity prices, as shown by the commodity price index on Fig. 1. Thereafter, the decline in discoveries resumed in 1975 until the present. Exploration performance by regions North American discoveries are shown in Fig. 2. The graph shows three pronounced high discovery peaks in 1962, 1975, and 1980-81.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. Single particle breakage tests have been used by a number of researchers to investigate some salient features of the complex comminution process. The characteristics of the common single particle breakage tests such as single impact, double impact and slow compression tests are examined and the results from these tests are compared. A comparison of the results from single particle breakage tests with grindability and ball mill tests is given. Application of the results from single particle breakage tests to modelling industrial comminution processes is described. The necessity for further research into single particle breakage tests to develop a simple but comprehensive technique for estimating the breakage characteristics of ores is discussed.

A brief discussion of the methodologies involved in dewatering practices, particularly as used in Hawaii in coralline formations. A description of early dewatering practices includes a number of case histories; later dewatering practices also are detailed with case histories. There were disasters and some successes. Grouting generally was not successful. Deep wells are technically feasible and generally the economical solution to deep basement construction.

With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

"A shallow till sampling program was completed on a 1 km grid over the St . George Batholith in southern New Brunswick. The ""B"" soil horizon was analyzed for Cu, Pb, Zn, Ag, Co, Mo, U and Sb and the heavy minerals from the ""C"" soil horizon were analyzed for W, Sn and A u. The results delineated four of five recorded W occurrences, three of four recorded Mo occurrences, all recorded Cu occurrences and one recorded Au occurrence. The results indicate that shallow till sampling in conjunction with bedrock and Quaternary mapping can inexpensively define exploration targets in terrain similar to that underlain by the St. George Batholith.A similar program was carried out in eastern Ontario involving the analysis of four separates from the till, the ""8"" soil horizon, the -50 mesh fraction, the -250 mesh and the heavy mineral fraction of the ""C"" soil horizon and humus. Also sampling was carried out near known gold occurrences at closer spacings. Regionally, anomalous results from all sample media clearly defined a large auriferous shear zone and associated splays. Over one known showing all media clearly defined the showing and a secondary zone. On the regional scale the heavy mineral fraction gave the best anomaly definition and contrast, but the -250 mesh fraction was found to be the most cost effective for defining exploration targets. The stability of a hemispherical cavity, intended to model a perforation opening in the vicinity of a borehole, is analyzed for the case of poroelastic-plastic material behavior. Two plasticity models of differing complexity are considered, with the emphasis in either model being the use of strain softening to calculate inelastic stiffness. Sample results illustrate the effect of steady fluid flow on the response, and possible collapse, of the near perforation region.

Selection of mining methods, stope dimensions and stoping sequences is usually based on comparisons with other similar orebodies or rocktypes. Rock mechanics principles assist the process, which can be further improved by application of rock mechanics' models - in particular, computer based stress analysis techniques. These models vary in capabilities and potential application but, basically, can be subdivided into techniques which only model the surface of excavations, and those which model the total volume to be analysed. To address the wide range of geometries, stoping methods and sequences, and geomechanical environments at Mount Isa Mines, a number of models have been developed. By presenting examples of their actual and potential application it is demonstrated that appropriate use of these techniques will assist in the determination of mining parameters and improve ore recovery. Examples presented cover sequencing in tabular and massive orebodies, location of shafts and shaft pillars, and backfill and hanging-wall stability. It is concluded that surface techniques are more appropriate for regional analyses and volume techniques are more suited to analyses of detailed, local geometry. Colour computer graphics should be an integral part of data preparation, and results interpretation and Presentation.

This paper deals with the analysis of pillar failure in a room and pillar mining operation of a deep underground coal mine. The incident here involved the failure of more than 100 pillars. The mechanism of pillar failure (bump/squeeze) has been studied in detail. The analysis consists of inmine eyewitness observations, laboratory experiments and analytical study of the pillar failure area using finite element technique. Results indicated that the mechanical properties of coal, roof and floor, geologic condition, and the method of operation have affected the mode of pillar failure. Hard roof and floor prevented roof caving and floor heaving in the gob area creating an inhomgeneous stress field on the pillar. This condition developed a yield zone and a core zone in the pillar. Progressive increase of vertical stress further increased the yield zone of the pillar and reduced the core pillar leading to a total squeeze of the pillar. However, the analysis indicated that the pillars were liable to bump provided any sudden shift of load occurred on the core pillar due to some dynamic shock imparted by a local failure of the immediate roof (slickenslided area) or during splitting.

The Bureau of Mines conducted a series of laboratory experiments to test a cutting technique for hard rock using large-scale drag cutters. Cutting experiments were performed on rocks ranging in compressive strength from 10,000 to 27,000 Ib/in2, using large drag cutters from 3 to 6 in. in width. The tests were conducted on a special test apparatus, called a ripper tester, which made a curvilinear cut across the rock sample while measuring the cutting force acting on the drag cutter. The cutting method that evolved from these experiments is called ripper cutting, and its energy efficiency appears superior to all other large-scale mechanical fragmentation techniques. In addition, the method cre-ated very little dust, and the wear on the bits was negligible. A fragmentation system based on ripper cutting was then devised, and a large-scale test device was fabricated to allow full-scale laboratory testing of the system. The results of these tests will be published in future Bureau reports.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 7,000 acres of the 9,240-acre Little Blitzen Gorge Wilderness Study Area in Harney County, OR, to evaluate its mineral resources. The study area is dominated by a 1,500-ft-deep canyon that was carved by Pleistocene glaciers in gently westward-dipping homoclinal flows of Miocene Steens Basalt. The Bureau reviewed pertinent literature and county mining records During the field investigations, 18 rock samples were collected from basalt dikes, breccia, fractured or porphyritic flows, and 20 alluvial samples from gravel accumulations. Mercury anomalies from sampling by the Oregon Department of Geology and Mineral Industries could not be verified. The mercury might have originated -From the Pike Creek Formation, a known mercury-producing unit that may extend into the study area beneath the Steens Basalt. Any epithermal deposit at depth would be expensive to explore and develop.

The surface manifestation of underground mining usually entails five distinct types of surface movements, which can affect or damage surface structures, facilities and renewable resources. These movements developing at the surface can be described by (Bell, 1975; Bhattacharya and Singh, 1984): - vertical displacement, i.e. subsidence, - horizontal displacements, - slope or tilt, i.e. the derivative of the vertical displacement with respect to the horizontal distance, - curvature, i.e. the second derivative of the vertical displacement with respect to the horizontal distance, and, - horizontal strain, i.e. the derivative of the horizontal displacement with respect to the horizontal distance.

One of the oldest mine supports in use today is timber cribbing. In many mining operations material, installation and maintenance costs for timber cribbings are substantial. Their performance characteristics also add to mining costs. During the 1970'6, the U.S. Bureau of Mines recognized many of the deficiencies of timber cribbing and very successfully initiated the development of steel-fiber- reinforced (SFR) concrete blocks. Since the early 1980's this SFR concrete cribbing has been manufactured as a high quality product which has found increasing acceptance by mine operators. The rapid acceptance of the SFR concrete block cribbing has proven that its use is eliminating many of the deficiencies of timber cribbing while providing superior load carrying capability. The use of SPR concrete blocks to build the cribbing is based on the same principle as wood. That is, stacking longitudinal, rectangular blocks in layers in a crisscross manner. The blocks are positioned at right angles to the blocks of the layer below. With this situation, the possibility of misalignment exists when the concrete blocks at the base are not placed exactly parallel or when the blocks of the base are subject to unequal settlement. Such misalignments creates localized, high stress areas which reduces the load capacity of the cribbing made from SFR concrete blocks. Recognizing the problem of misalignment, the Underground Supports Division of Commercial Shearing, Inc., conceived a circular, one-piece, steel-fiber-reinforced concrete cribbing which is being marketed under the name - Donut Cribbing. This concept eliminates the possibility of misalignment and provides 100% bearing between layers of stacked cribbing as well as other advantages. The purpose of this paper is to discuss the performance characteristics, installation speed and economical factors of each of the three cribbing types -- timber cribbing, SFR concrete block cribbing and SFR concrete Donut Cribbing.

The problem of rockbursts presents a serious threat to many deep, hard-rock mines. For several decades, the owners and managers of affected mines have been concious of the urgent need to control rockbursts but, to a large extent, their efforts have been hampered by a lack of fundamental knowledge. This paper will attempt to outline the extent and depth of present understanding of the phenomenon and to show how better control may be achieved in the future. It is suggested that it is helpful to distinguish two aspects of the problem: that pertaining to the mechanism of the seismic event and that associated with the mechanism of damage. Understanding damage mechanism will enable development of better support techniques while proper understanding of the source mechanism could lead to better mine planning and improved stoping layouts. In this regard, the practice of partial extraction with systematic strike stabilising pillars is discussed in some detail.

INTRODUCTION AND SPECIFIC OBJECTIVES An area in the midwest overlying abandoned room-and-pillar mine workings at, shallow depth has been experiencing subsidence movements with associated damage to surface structures. Other coal companies in the area have also been having similar experience. A 16 - month cooperative study between a mining company and the Department of Mining Engineering at SIUC was developed with the following objectives. 1) Determine the extent to which surface and subsurface movements were complete in the area, 2) Identify the mechanism(s) of subsidence in the area, 3) Determine the influence of geology and hydrology of the area on subsidence movements, 4) Observe the conditions of abandoned underground workings with a borehole TV camera, 5) Characterize the extent of damage and monitor possible progressive damage to selected surface structures, and 6) Make recommendations to a) minimize further damage to surface structures in the area, b) identify future areas that may be affected by these movements and c) modify mining systems to minimize these movements.

This paper presents a computer program package for predicting surface movement and deformation caused by under-ground coal extractions. It is capable of: predicting final surface movement and deformation over underground openings; predicting dynamic surface movement and deformation process associated with underground lingual mining operations; processing and bookkeeping subsidence survey data; recommending subsidence parameters for those new coal mines where no subsidence data are available; and deducting subsidence parameters from collected subsidence data.

Mining for sand was active in South Delhi during the last four decades disregarding all norms of safety. The aim of the paper is to highlight what is proposed to be done for mining in Delhi. Apart from the damage to the landscape, the earlier operations gave rise to visual pollution to the scenic Delhi area and there is immediate need of land restoration and landscaping. Future mining should be planned so that the resultant land surface completely merges with the topography and gradually assimilates with the green belt. Restoration of old workings, land reclamation and details of plantation in old pit areas are included. The project also provides a demon- stration site to show the impact of eco-development leading to new legisla- tive measures, as it is in the Capital of India itself and therefore more accessible than any other area. What has been suggested for mining is not the latest and the most modern equipments from the Western point of view but the right equipment to meet the specific requirement of the country. Financial projections are included alongwith technical details of the project to show the benefits to the society. It is concluded that eco-development is essential for the mining in the Twenty- First Century.

Semi-bulk concentrates of 45% zinc at 80% recovery have been produced from the McArthur River mineral deposit. Selective leaching of these concentrates to recover lead and a commercial grade zinc concentrate has the potential to increase significantly the recovery of zinc (as zinc concentrate) and lead (as lead metal) over conventional flotation methods producing lead and zinc concentrates.

The application of reinforcement techniques to enhance the stability of underground coal mine roadways subject to high stresses is discussed. Research conducted in the Illawarra Coal Measures has been aimed to delineate the factors which influence the behaviour of rock above roadways and the performance of the reinforcement placed. Design considerations for the reinforcement of mine roadways in the Bulli coal are based on a quantification of the rock response together with a reinforcement strategy to enhance the structural integrity of the roof strata.
