Criteria applicable to noise in coal cleaning plants are presented, and the generally applicable noise control principles and approaches are discussed. The operating characteristics and equipment of coal cleaning plants are described. Considerations entering in the selection and design of noise control means are delineated, and specific means for equipment noise reduction are described. The limited utility of acoustically absorptive materials in plant spaces is indicated, administrative means for reducing worker noise exposure are pointed out, and ear-protective devices are described briefly. The reduction of plant noise reaching nearby communities is discussed. Programs leading to quieter machines an coal cleaning plants are suggested.

There is an apparent push to develop and commercialise "new and innovative" process flow sheets. A not-too-difficult reality check clearly demonstrates that the success rate of this push is not particularly significant and in fact could be regarded as a waste or misappropriation of R&D funding and the associated brain power. As Julian Sumner Miller would comment "why is this so?" To put it bluntly, many of the so-called innovative developments are equivalent to gold plating the dunny door - visually interesting but of very limited practical value. In an environment of accelerating capital costs, limited capital availability and strongly cyclic metal prices, there is a difference between a robust mining and processing operation and one that would maximise shareholder returns in an idealised world. A higher cut-off grade policy is likely to improve operating margins and may reduce the scale of operations and thus limit capital exposure. Biological treatment of metals-impacted water using sulfate reduction is a viable means of treatment that has been applied in pilot and full scale at numerous projects. One of the fundamental challenges with this type of treatment is the selection of an appropriate substrate to support the sulfate reduction process long-term. The substrate degradation products provide a carbon source and an electron donor for metabolism by sulfate-reducing bacteria and consequently organic characteristics are critical; however, the physical attributes of the substrate are equally critical to an efficient and optimized substrate mix. This paper explores the affect of particle size (a.k.a. grain size) of several substrate mixes on the treatment efficiency of sulfate reducing treatment systems. Substrate selection can be separated into two phases of evaluation, the primary selection phase and the secondary optimization phase. The primary selection phase considers such fundamental attributes as source availability, economics, bioavailability and longevity. These fundamental activities are conducted in order to identify potential candidate ingredients of the substrate mix which are regionally available, economically viable and consistent with the biogeochemical aspects of the project. Recent work has been conducted in the development of testing protocol for organic substrates to quantify bioavailability (Martinez Hernandez et al. 2010, Place et al. 2006) as part of the primary selection phase. Once the substrate ingredients have been selected based on the primary criteria, the mixture of these ingredients is then developed based on an optimization process, including consideration of the substrate ingredient?s particle size distribution.

Since its inception in 1990, improved metallurgical processing technologies, coupled with mine planning enhancements and improved geological knowledge, have sequentially enabled better efficiencies and economies of scale at the Macraes Gold Project. Over a period of 11 years, processing enhancements have been achieved by: +        increasing mill throughput, from one million tonnes per year, to current throughput of 3.9 million tonnes per year; +        improving recovery rates, from 70 % to approx 84 %; and +        performance enhancement through innovation, eg the use of kerosene to combat ClL pregrobbing. Future processing improvements have been identified in optimising the ore feed and processing flowsheet. The introduction of the autoclave has transformed the process flow form a traditional 'mill headgrade and tonnes milled' operation, to a 'sulphur/gold ratio and sulphur tonnes oxidised' operation.

The gold salting fraud at Busang on the island of Kalimantan, Indonesia was exposed in early 1997 and resulted from the independent drilling, sampling and assaying of PT Freeport Indonesia which reported assays from the South East Zone with negligible concentrations of gold. Since then, a number of legal actions directed at former Bre-X directors, consulting firms and financial or broking institutions are at various stages and are based on numerous allegations surrounding the supposed existence of obvious and numerous warning signs or æred flagsÆ. These include: the absence of references to visible gold in the drill logs; the alluvial nature of the gold grains; the high gravity recoveries; the invalid comparison with Kelian; the absence of outside scrutiny and the lack of external review/audit and surface depletion of gold. The focus on the red flags has been at the expense of the numerous positive indications or ægreen flagsÆ. These include the morphology and chemistry of the gold grains, the gravity testwork, the amalgamation results, the role of external consultants, the results of a review by one of North AmericaÆs leading minerals auditing groups, the behaviour of the gold at surface and the presence of references to visible gold in the drill logs. The flawed nature of the discussion of the technical facts surrounding Busang has prevented a meaningful and informed discussion about what actually happened and has, therefore, prevented the formulation of meaningful remedies for the future.

High metal prices and new world trade standards and accounting for environmental liability in financial disclosures are creating markets for metals commodities that are produced using ?green technologies?. A promising "green" gold leaching system uses a polysulfide based lixiviant which is non-toxic and non-polluting. Laboratory testing has demonstrated selective gold extraction rates comparable to those of cyanide. The polysulfide lixiviant is a dilute aqueous solution which can be inexpensively produced from readily available chemical reagents and even mining wastes. The reagent system is self-buffering and maintains the optimal chemical environment for leaching. Treatment of residual leach solutions is not necessary because the lixiviant itself is not toxic, and breaks down as the system equilibrates. Simple closed system boiling is used to recover gold from process solutions. The polysulfide lixiviant can then be readily renewed and recycled back into the system, forming a closed loop system that conserves reagents and energy which minimizes operating costs. Economic projections have shown that the system can be used profitably for standard ore types and grades.

In the past ten years, the Geotechnical Baseline Report (GBR) has arguably become the key document for tunnel construction. This report not only allocates much of the risk involved with the work, it serves as the basis for bid preparation and is used extensively in resolving disputes during construction. This paper discusses some important issues related to the GBR and presents suggestions for improving these vital reports.

There are many conflicting ideas on how, who, and when to engage. Given the large number of communities and varied cultures, each resource development company must equip itself with a better understanding of the people they are planning to work with.The lecture will begin with a basic historical perspective on treaties and the various societies across Canada. We will also explore the current situation many communities find themselves in today. Building a meaningful relationship with a community is the foundation for a lasting partnership. Every community is unique and every approach to engage communities must be just as unique. The lecture will outline some basic steps that can lead to a better relationship building process between the communities and companies."

Mineral Resource Management (MRM) is a business concept with the purpose of increasing throughput by management of key process variables to optimize ore utilization. To achieve a MRM process focus there are four principles that need to be applied to the business. In this sense, the paper define these principles and describe how they are applied to the mining business using Thabazimbi iron ore mine as an example. Deterministic and stochastic simulation were combined to develop a computer model of an open pit mining system using bucket wheel excavators and related materials handling equipment. The model is closed and dynamic in the sense that information is fed back to control activities at various levels and reservoirs. The results of interaction between unit operations in one time interval determines overall system behavior for the next interval. Equipment performance curves and system profile characteristics rather than time studies are applied to determine the operation of each activity at any time period. For that part of system where performance is dictated by a random variable~ subjective probabilities are employed. Two stages of research were considered to formulate this model. Stage one involved the formulation of equipment sub-assemblies for the sequence of equipment moves along with related assignments and routines for information retrieval. The second stage of research combined all sub-assemblies into an integrated open pit mining simulator. The model is not tailored for any specific open pit operation but is readily adaptable to any system of surface mining including operations having a high degree of complexity. Information on total estimated uranium reserves and domestic requirements have been collected, A survey has been made on the possibilities of recovery of uranium from low grade and complex ore deposits, e.g., marine phosphorites, shales, coal, sea water, etc. In order to assess the potential for uranium recovery from uraniferous phosphorites, available thermodynamic data of uranium minerals, compounds and aqueous species have been collected. The existence of uranium complexes with chloride, fluoride, carbonate, phosphate, sulfate, etc., in ground waters have been evaluated at different pH's. There seems a great need to study the relative stability of these complexes in order to judge the applicability of solution mining technology for selective leaching of uranium from phosphorites. A typical flow-sheet demonstrating recovery of uranium from wet-process phosphoric acid has been included in this report. Some essential features of the economics of uranium recovery from uraniferous phosphorites have been briefly considered and recommendation have been made for further studies.

This is the final, report submitted for the Contract No. H0220002 with the U. S. Bureau of Mines for the design and development of a Permissible Automatic Data Acquisition System (PADAS) to measure and record roof stresses in underground mines Basically the PADAS is a portable, battery powered, 24-channel data acquisition system designed for safe unattended operation of up to 30 days duration in explosive environments. The unit will accommodate twenty-four pressure transducers or eight borehole deformation gages (or any combination) at distances up to 300 feet from the PADAS to measure pressures up to 10, 000 psig. All 24 channels as a selected group are scanned sequentially at one of several selectable rates.

The time and amplitude statistics necessary to adequately describe electromagnetic (FM) noise in mines are illustrated through computer software techniques. They are 1) Allan Variance Analyses (AVA), 2) Interpulse Spacing Distributions (ISD), 3) Pulse Duration Distributions (PDD), 4) Average Crossing Rates (ACR), and S) Amplitude Probability Distributions (APD). These statistics are illustrated using data taken from a rather large store of raw analog data recorded in operational mines. The curves generated for the illustrations characterize the noise environment in the mines from which the corresponding data were taken, and should aid in the design of reliable communication systems for such mines.

A program was conducted to determine whether sufficient quantities of the flame retardant, ammonium phosphate, could be incorporated in a water-based foam solution to prevent or delay reignition (burnback) without. significant degradation of foam properties. Up to 20% of mono and diammonium phosphate was added .to d high expansion foam solution. This mixture was applied as a high expansion foam to burning wood and coal samples. The effect of this mixture on burnback was laboratory tested by placing the wood or coal sample in front of a radiant panel. It was found that diammonium phosphate levels of 20% by weight prevented reignition without degrading foam properties. A field test was then conducted using a 20%, diammonium phosphate mixture and a control with no phosphate on a wood crib fire. The experimental foam did extinguish the crib fire faster than the control as evidenced by the smoke from the crib. However neither crib reignited.

All industrial processes are economically driven, resulting in the ever increasing need for process optimization in order to stay competitive and profitable. Numerous models has been published depicting the optimization of the raw material usage in an arc furnace, as well as the thermal and electrical efficiency; however, to obtain a holistic view of the cost-effectiveness of the process one needs to expand the model to include the cost of all the operational variables. This project therefore aimed to not only include the raw material feeds and power consumption as input variables, but also the labour, maintenance, and environmental costs to generate an all-inclusive financial balance. In the end, the model was able to mathematically optimize the ferrochrome (FeCr) production process through evaluating the effect of a specified combination of input parameters. It could therefore be used as a tool to aid in managerial decision-making; to appraise and correspondingly adjust certain operational variables in order to achieve a maximum return on investment. This paper fully describes the reasoning behind the choice of the essential model components, the assumptions made during the models development, the calculation approach, as well as the advantages, limitations, possible applications, and areas for expansion of the final model. Through running simulations with plant data, it was found that the accuracy of final model remained fairly constant when applied to stable furnace conditions, but was met with a number of limitations when applied to more complex situations. These limitations could, however, be overcome through further development and expansion of the existing model to include a larger number of process variables.

In this talk I will report on an effort to reassess the risk of pile driving to juvenile salmonids migrating through Puget Sound. The study was motivated by the concern of the construction industry that provisions restricting pile driving during the spring migration is resulting in an unbalanced burden to the industry. In simple terms the industry wants to know if some construction can be conducted in the spring without harming the juvenile fish. Fisheries agencies have agreed to reconsider their regulations in the context of additional studies. So, in this talk I will present some thoughts on risk assessment in general and the results of our study to assess the impact of pile driving on Snohomish River juvenile pink and chum salmon that migrate through the Navy Homeport construction site at Everett. The research, which is being carried out by the Fisheries Research Institute at the University of Washington, was planned and is supported in a joint effort including: the Washington Department Fisheries, National Marine Fisheries Services, U.S. Fish and Wildlife Service; General, Manson, and Hurlen construction companies, the Department of Transportation and a number of Puget Sound ports authorities. I will first briefly discuss the early life history of the juvenile salmon the regulations are designed to protect Second, I will outline the legal criteria required for risk regulation and some specific thoughts on how a reassessment of pile driving risk might be approached. With this basis I will report on our research and how it can be applied to a new risk assessment.

Drilled displacement piles are being increasingly used as foundation elements, particularly in projects requiring fast construction. Different types of drilled displacement (DD) piles are available in practice. DD piles are classified according to the drilling tool design and installation method. The capacity of a DD pile, depending on its type, is between the capacities of geometrically similar nondisplacement and full-displacement piles installed in the same soil profile. This paper provides an overview of the different types of DD piles and their installation techniques and describes three design methods used in practice. It also compares DD pile capacities obtained with these design methods for two different sites.

U.S. Bureau of Mines personnel studied the 33,900-acre Silver Peak Range North Wilderness Study Area (NV-060-338), in order to evaluate its identified mineral resources. The area studied lies between the towns of Silver Peak and Dyer, about 40 miles southwest of Tonopah, in Esmeralda County, Nevada. There are no producing mines in the area studied. However, development of Sunshine Mining Company?s Sixteen-to-One silver-gold mine, located in the Silver Peak mining district near the eastern edge of the study area in the early 19801s, has stimulated recent interest. The Sunshine Mining Company claimed two sites within the study area in 1985. Also, Intermountain Resources, Incorporated, located a group of claims at a prospect along the west side of the study area in the Dyer mining district, and in 1986, began drilling. Other claimants are holding two other claim groups by assessment. At the five currently (1987) held sites, precious metals occurrences are being investigated. There are no patented mining claims or mineral leases in the study area.

Rock mechanics properties, i.e. uniaxial and triaxial compressive strength, indirect tensile strength shear strength, Young's modulus, and poisson's ratio were collected for coal and related strata from 50 coal seams in 90 mines. The methodology of data organization and retrieval is described in details. The values and .ranges of those properties are also discussed.
