The California High Speed Rail Authority (Authority) was created by the State of California through legislation in 1996. The purpose of the Authority is to plan, construct, finance and operate a statewide intercity high speed passenger rail system. In 2004 the Authority prepared a programmatic level environmental document in compliance with the California Environmental Quality and National Environmental Protection Acts (CEQA and NEPA).The Authority and Federal Railroad Administration (FRA) were the lead agencies overseeing the development of the environmental documentation. The resulting document includes two volumes and 64 supplemental technical reports analyzing the transportation needs for California and the selection of an approach to meeting the project transportation needs. The Programmatic Environmental Impact Report and Environmental Impact Statement (EIR/EIS) identified High Speed Rail as the most environ-mentally protective, sustainable and economical approach to meeting the state?s projected transportation needs.

Computer-controlled microscopes with digital image acquisition and analysis led to the creation of the new field of digital microscopy. These techniques not only allow a certain degree of automation but have also brought new possibilities to microstructural characterisation. One of these new and promising possibilities is co-site microscopy, which links different kinds of information obtained from different microscopy techniques. The present work presents the development and implementation of a co-site microscopy methodology that combines images obtained by reflected light microscopy (RLM) and scanning electron microscopy (SEM). This methodology can improve the SEM analytical capacity by adding colour information from RLM. It involves the whole sequence, from image acquisition at the microscopes to the analysis of the phases using pattern recognition techniques. An automatic registration procedure for the two kinds of images was developed, allowing the adjustment of magnification, translation, rotation and pixel size, and the correction of local distortions. Thus, the images from RLM and SEM can be combined to build a multidimensional data set of each field, which can then be used in a pattern recognition approach to discriminate different phases. The methodology was tested with a copper ore sample, aiming at the discrimination of minerals that are not distinguishable with either RLM or SEM.

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

"Industrial flotation columns often suffer from low recoveries and high maintenance requirements because of poorly-designed air spargers. The MicrocelTM bubble generators were developed at Virginia Tech to overcome these problems. In this system, small air bubbles are generated by circulating a portion of the flotation pulp through a set of static in-line mixers. The small bubbles improve flotation kinetics and allow a higher recovery (or capacity) to be achieved. Other advantages of the system include reduced air consumption, plug-free operation and on-line maintenance. This article discusses the advantages of the MicrocelTM bubble generators and presents examples of successful in-plant demonstrations.IntroductionColumn cells are widely accepted in industry for cleaner operations because they are more selective than mechanically-agitated conventional cells. The improved selectivity can be attributed to the use of wash water which minimizes the entrainment of fine gangue particles into the froth product. Columns may also produce higher recoveries if the air sparging system is properly designed and steps are taken to minimize back-mixing. Furthermore, the quiescent conditions afforded by column cells may be beneficial for recovering coarse particles that are readily detached from bubbles under more turbulent conditions. Also, properly-designed columns offer advantages in terms of savings in floor space, reduced operating and capital costs, and simplified circuitry.It is unfortunate, however, that some of the advantages of columns are not fully realized in industrial practice. Some column circuits are unable to achieve their design capacity, while others require extensive maintenance programs. These shortcomings can usually be attributed to deficiencies associated with the design, scale-up and operation of the air-sparging system. In this article, some of the basic problems associated with commercial air sparging systems are discussed and alternatives are suggested."

In the synthesis of diamond, the precursor graphite must present a degree of crystallinity to assure optimum yield and quality for the transformed crystals. X-ray diffraction, SEM and TEM analyses were carried out to investigate the structural and morphologic transformations produced in natural graphite by high pressure-high temperature treatment. The present study had as its objective to characterize the morphological and structural changes suffered by a natural graphite that was subjected to high pressure and high temperature treatments in the region of diamond thermodynamic stability. The results indicate that the material that constitutes the gasket, for the deformable capsule, could act as catalyst in the graphite recrystallization process.

The objective of flotation models is to predict the recovery rate of minerals from a flotation cell. In this paper a CFD?based flotation models is presented. The model uses first order rate equation, and the collision frequency is estimated using Abrahamson [1] model with input from CFD two-phase simulations. Spatial distributions of dissipation rate and air volume fraction (also called void fraction) are determined by the two-phase hydrodynamic simulations. Knowing these parameters throughout the machine is essential in understanding the effectiveness of different components (rotor, stator or disperser, jets) on the flotation efficiency. Not only the average pulp recovery rate can be estimated but also the regions of high/low recovery rate can be identified. The CFD-based flotation model presented here can be used to determine the dependence of recovery rate constant at any locality within the pulp on particle diameter, particle specific gravity, contact angle, and surface tension.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The thermodynamic data presented in the literature for zirconium compounds are incomplete. Among the compounds for which adequate data are Zacking are zirconium fluoride and sulfate. This paper reports experimental heat-content values determined by the Bureau of Mines for these two zirconium salts throughout the temperature range of 273° to 1,200° K. No crystalline transformations were found in the two compounds investigated, and neither of the compounds melted over the temperature range studied. MATERIALS TESTED The Oak Ridge National Laboratories, Oak Ridge, Tenn., supplied the two zirconium salts used in this investigation. The zirconium fluoride was high- purity reactor grade material. The zirconium sulfate contained between 0.01 and 0.10 percent hafnium and calcium, and other elements in concentrations below 0.01 percent, A spectrographic analysis of the two compounds is given in table 1. Before use the compounds were dried at 400° C. for several hours to removed adsorbed moisture.

A total of 17 mine gallery fire tests (23 including sub-tests) were completed during this report period (10/1/76 - 11/30/77), directed at identifying a hazardous timber-set fuel-loading in a mine passageway that is otherwise free of combustibles. Results of these initial tests show that the capability of a particular fuel loading for propagating a fire is dependent upon the imposed ventilation air velocity and the ignition intensity, although this dependency needs to be better defined. It is also apparent that care must be taken when relating gallery test fire behavior to actual mine fire behavior, because of the restrictive length of the gallery. Present data indicate that some modification to the instrumentation scheme may be advantageous before proceeding with future tests.

A computer program for the static load analysis of linear elastic structures is presented. It is the product of a two-year project for the development of a efficient program for the analysis of mine-type structures. The report is divided into two parts. The first part explains the general method of analysis, the computer program organization and the most significant numerical techniques used. The second part is a user manual for the computer program. The FORTRAN IV computer program deck and example problems were transmitted separately to the sponsor. Request for a copy of the program should be directed to the Bureau of Mines, Denver Mining Research Center.

Gravity concentration at the Pegasus Gold/Montana Tunnels Mine, near Helena, MT, began in June 1991 when a coarse-gold-scalping circuit was commissioned. It processes a small portion of the ball-mill circulating load to reduce the risk of gold particles that are too coarse to float from advancing to flotation. The circuit also cost-effectively enhances overall gold recovery and payable gold ounces. This gravity circuit has been a major success. Since the circuit was commissioned, throughput has increased 30%. Several modifications and improvements were made during the last three years that allowed the gravity circuit to keep pace with the higher tonnage. The overall approach to gravity concentration at Montana Tunnels has always been to optimize production rather than maximize the gold ounces produced. This philosophy has now yielded a circuit expansion and relocation project. It will allow for an estimated 50% increase in gravity gold production, while significantly reducing the unit costs of production.

A new approach to load testing of high capacity piles is presented. The method is mobile, inexpensive, repeatable and non-destructive allowing for multiple pile testing at a single site. A reaction mass is placed over a pressure chamber situated atop the pile to be tested. The test method is significant in that it can produce linearly increasing forces of high magnitude (over 5.0 MN) with durations of up to 80 milliseconds. This represents pulse durations an order of magnitude longer than achieved using a drop hammer. The accelerations the pile undergoes are less than one g, (conventional dynamic methods = 50 to 100 g). These effects combine to produce pile behaviour no longer dominated by the action of stress wave, instead the pile is under high levels of stress through its length during the force input. This is representative of the situation when static loads are applied, thus the method may be considered quasi-static. Further advances introduced with this method are that pile deflection and transmitted force are measured directly by means of a laser beam and load cell. This allows accurate correlation of event load displacement histories without the error associated with zero shift (acceleration integration) or non-homogeneous materials (strain measurement). The load displacement histories emulate those obtained for static load testing.

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. The excavation and lining of the Washington Park Station 79 m (260 ft) below the park zoo.

"The concentrator of Mattagami Lake Mines Limited commenced operation in 1963. It had been designed with instrumentation proven at that time. New control techniques were added in subsequent years.An on-stream X-ray analyser was installed in 1968. It provided circuit analyses for six years without the aid of a computer. In late 1974, control of the flotation circuit by computer was incorporated into the system. Flotation efficiency improved considerably, zinc"" recovery increased by one percentage point and concentrate grade by four-tenths of a percentage point. Reagent costs decreased modestly through reduction of copper sulphate consumption."

In the estimation of reserves the known values of the variables of interest from surrounding drill holes are used to compute or estimate the unknown value of the orebody over a given region or at a given point of interest. The classical means of doing this are: 1. The Polygonal Method û where the region is divided into polygons centred on bore holes, each variable is then assumed to have constant value over each polygon. 2. Inverse distance methods, where the variable is assumed to vary linearly with the distance between the known values of the drill holes. 3. Inverse distance squared method û a quadratic variation is assumed for the variables between the bore holes.

New 40Ar/39Ar dates of vein and wall rock adularia from seven epithermal deposits and one porphyry copper prospect help constrain the ages of mineralisation in the Hauraki Goldfield. Vein adularia from the Paritu region yielded a single 40Ar/39Ar plateau date of 16.315 ¦ 0.066 Ma. Five 40Ar/39Ar plateau dates of three samples of vein adularia from the Opitonui deposit overlap within error to yield a preferred age of 13.149 ¦ 0.016 Ma. Two samples of vein adularia from the Night Reef at the Broken Hills deposit yield exceptionally flat 40Ar/39Ar plateaus, and all dates overlap within error to provide an age of 7.121 ¦ 0.010 Ma. Two 40Ar/39Ar plateau dates of one sample of vein adularia from the Wharekirauponga deposit overlap within error to provide an age of 6.318 ¦ 0.061 Ma. Four 40Ar/39Ar plateau dates of three samples of vein adularia from the Maratoto deposit overlap within error to provide an age of 6.411 ¦ 0.022 Ma. Two samples of adularia from altered wall rock at the Sovereign deposit yield three 40Ar/39Ar plateau dates that range from 6.547 ¦ 0.021 to 6.806 ¦ 0.028 Ma. This suggests that mineralisation formed around 6.6 Ma, but the results are complicated because the adularia contains minor illite that post-dates adularia formation. Results from the Karangahake deposit are complex. Two samples of vein adularia yield three 40Ar/39Ar plateau dates that range from 6.116 ¦ 0.116 to 6.901 ¦ 0.101 Ma, whereas one sample of wall rock adularia that contains minor late illite yields two 40Ar/39Ar plateau dates that overlap within error to provide a date of 5.734 ¦ 0.041. The range of dates indicates that more work is necessary to understand the history of mineralisation at this deposit. Two samples of vein adularia from the Tui deposit yield four 40Ar/39Ar plateau dates that overlap within error to provide an age of 5.714 ¦ 0.017 Ma. These results confirm previous work that indicates that the ages of epithermal deposits young southward in the Hauraki Goldfield. These results are also consistent with previously postulated different ages for deposits hosted in Kuaotunu Subgroup rocks in the northern goldfield (>10 Ma), and deposits hosted in Waiwawa Subgroup rocks in the southern goldfield (7.1 to 5.7 Ma).

Abstract: To excavate oil-gas pipeline ditches in a rocky region or area the explosive method is needed. When a parallel ditch is to be dug by blasting near or in the vicinity of an existing pipeline, a safe criterion must be determined to ensure safety for the latter. In this investigation, with the construction of the second phase of the West-East Gas Pipeline Project, we carried out real blasting tests and numerical simulations to explore the safety criteria for the existing pipeline. Through this investigation, we obtained the safe strain elasticity threshold es2000µe, blast vibration velocity calculation formula, and the maximum vibration velocity Vmax=14cm/s(5.51in./s) for the pipe under blast shock loading, and worked out how to determine the charge size in the follow-up blasting excavation. These results can be used to determine the maximum explosive weight per delay and decide delays for the initiation circuit network in blasting a parallel pipeline ditch, and to make safety assessments for the existing pipeline in service. Having successfully been applied in the second and third phases of the West-East Gas Pipeline Project, China-Russia Oil Pipeline Project and China-Myanmar Gas Pipeline Project, these findings are very significant for other similar pipeline construction.

1977 was the modern day low point for productivity in the coal industry. At that time, no one could have predicted that the industry was about to enter a productivity rise that would continue unabated through the 1980s. Thirteen years later, the cause of this phenomenon is still not well understood. While many government studies focused on the fall in productivity from 1969 to 1977, none have been undertaken to explain the rise. Some of the likely causes of the gain in productivity during this period will be discussed here. An attempt will also be made to quantify the value of some of the technical innovations that have taken place. The remainder of the gain is assumed to come from non-technical sources. The nature of these sources, although largely non-quantifiable, is also discussed. Since the number of mines that have adopted the technical innovations noted here is largely unknown, the actual contribu¬tion of technological changes to the overall productivity gain can only be estimated.

Blasting in the heart of the historic Byward Market District of Canada’s capital, Ottawa, presents a unique set of challenges. The obvious difficulties arising on projects requiring blasting within 3 m (10 ft) of 125 year old buildings in various states of disrepair have been encountered and successfully dealt with countless times before. The complexities increase exponentially when tenuous property boundaries, unknown structural details, litigious histories and the need for encroachment agreements lead to individuals with competing interests all able to impact the same operation. Blasting on three projects in the Market was started in early 2005 after months of negotiation. Ultimately, the potential for the projects to proceed hinged on the ability to successfully disseminate blast data to the various stakeholders. As part of the agreements drawn up, property owners demanded immediate notification of the measured vibration levels with contract provisions including clauses such that any exceedance of the USBM criteria immediately triggered project shut down and complete blasting program redesign, and approval by all parties. With stakeholders located in various cities and, in some instances, on various continents, a conventional attended monitoring strategy would not satisfy the requirements. In response to the critical reporting need, Explotech Engineering Ltd. installed unattended monitoring stations around the sites, all incorporating wireless telemetry. After each blast, data was automatically transferred from the monitoring stations to a web-linked server via the wireless network, where it was immediately available to project stakeholders through a password protected website. The solution required a unique blend of data acquisition, telemetry, database, and security technologies, all married to produce a reliable system that was easy to maintain and use. While these types of systems were originally developed for use as permanent monitoring networks in operating mines and quarries, monitoring professionals are increasingly benefiting from the technology on temporary building projects that have typically been the realm of attended monitoring strategies. Globally, this has emerged as a solution to provide more timely access to data for stakeholders, and to minimize the legal exposure from multiple violations of vibration limits. As this trend is likely to continue, the regulated vibration control industry is likely to see a continued shift in technology development to leverage wireless networks and the Internet to continue to improve data transfer, archiving and distribution.
