Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. This paper examines the basic features of the present tax environment, discusses some of the more important changes of recent years, and comments on the outlook for mining taxation in Canada.

Production of petroleum and natural gas increased in Canada in 1939 principally because of new wells in Ontario and Alberta. Turner Valley The Turner Valley field, Alberta, yielded 7,456,000 bbl. of petroleum in 1939 in comparison with 6,703,548 bbl. in 1938, an increase of 11 per cent. Turner Valley now supplies 96 per cent of all petroleum produced in Canada (Table 1). The Turner Valley field (Table 2) has reached a position where it call supply much larger volumes of petroleum than the Prairie market is capable of consuming. The allowable production is under the jurisdiction of the Petroleum and Natural Gas Conservation Board of Alberta and the daily rate is set from time to time as warranted by the demand. During June the allowable reached a maximum of 27,000 bbl. a day. This, however, was a temporary situation due in part to the completion of a new British American Oil Co. refinery in Calgary capable of processing 5000 bbl. a day and with a storage capacity of about 100,000 bbl. The need to grind volcanic-sedimentary ores very finely (d80 < 20 µm) so as to liberate Pb, Zn, and Cu sulfides from their pyritic gangue causes difficulties in selective flotation. The pyrite, which accounts for 70-80% of the mineral content, is insufficiently depressed by the usual pH and NaCN techniques. To determine better depressing methods, the surface evolution of pyrite during flotation was followed by ESCA spectroscopy to compare the stability range in the Eh-pH diagram. Surface iron hydroxide was formed, which is the main pyrite-depressing factor. NaCN appears to play a more restrictive part, since no ferricyanides were detected, except for very small amounts at pH 7.

Previous experience in leaching chalcopyrite with dilute sulfuric acid has generally resulted in rather poor extraction. However, the reaction rate of the leaching process can be significantly improved by an increase of the crystal lattice defects of the chalcopyrite. It was found that subjecting chalcopyrite to a milling action involving a strong impact, permits 99 percent of the copper to be extracted in a subsequent single leaching stage with at least stoichiometric quantities of sulfuric acid in the presence of oxygen at 100°C. Simultaneously, about 80 to 85 percent of the sulfide sulfur content is converted to elemental sulfur. The dependence of the reaction rate of chalcopyrite on the pretreatment, temperature, oxygen pressure and acid content will be discussed.

There is an extensive literature relative to gas, oil, and the more solid hydrocarbons; but when it has all been digested and summarized, the resulting information is far from being satisfactory. The problems which have received the most attention are naturally those which relate to the successful exploitation and utilization of the deposits. From what is known of their geologic occurrence, theories have been formulated and rules laid down for the guidance of prospectors. The technology of the products has been made the subject of special chemical investigations. Maintaining overall optimum profitability at a mine site necessitates constant reassessment of operating strategies. In essence, each strategy is a particular combination of envisaged capital expenditure, income flow and elapsed time. Selecting a strategy, based on profita¬bility potential requires each contemplated strategy being subjected to discounted cash flow analysis; even with a computer such analysis can be cumbersome. The chapter discusses a &apos;shortcut&apos; technique which assigns profitability rankings to alternate strategies and iden¬tifies those aspects of a. strategy which impact heavily on profitabil¬ity. This technique can yield quick assessments of sufficient accuracy for many operating strategy decisions. taken on site at on-going mines.

The Crimora mine, operated by the American Manganese Company, Limited, is located 21/2 miles east of Crimora station, 011 the Shenandoah Valley railroad, in Augusta county, Virginia. It is situated in a basin at the western base of the range of mountains which flanks the Shenandoah Valley on the east. This range is composed of the Potsdam sandstone (No. I. of the Pennsylvania survey), and extends in a northeasterly-southwesterly direction the entire length of the valley. The general dip of the measures is westward. The massive sandstone of the mountain is geologically overlaid with shales or slates, which belong to the Potsdam, or lie between it and the Lower Silurian limestone. Throughout this region these shales are decomposed, and form more or less extensive clay deposits, which are found along the base of the range and often underlie a considerable area to the westward of the abrupt slope of the range. Sand and fragments of quartzite occur in considerable quantities on the surface, and often conceal the true character of the underlying formation. The October issues* of the Journals of the three AIME Societies carried a brief resume of the historical development of various technical and professional organizations which in some immediate or remote way affect the individual member of AIME. This resume was presented by the Institute Committee on Inter-Engineering Society Cooperation. Recently, several plans have evolved designed as a first step to provide a so-called "unity organization" for the entire engineering profession. Almost all of the plans involve Engineers&apos; Joint Council, Engineers&apos; Council for Professional Development, and National Society for Professional Engineers in some way or other. Hence our committee is presenting to our membership a resume of the recent activities of the two umbrella organizations and of NSPE. More detailed information on any of these organizations may be obtained from annual reports published by the organizations.

Production of both anthracite and bituminous coal in 1954 was about 16 pct below 1953. Estimates on Dec. 1, 1954, indicated 27 million tons of anthracite and 385 million tons of bituminous. Decline in production was due principally to lower demand by the steel industry and the railroads, although competition from other fuels also affected coal. The year was notable for vigorous effort by the coal industry to promote the use of its product. A Cabinet Committee on Energy Supplies and Resources Policy and an Interdepartmental Committee on the Soft Coal Industry were set up by the Administration in Washington. A Governors&apos; Fuel Conference was also organized.

Modern open-pit mining can be described as a capital-, labor-and energy-intensive, large-scale, mechanized, and highly repetitive bulk material preparation and handling operation, with emphasis on the word "mechanized." In hard rock, this generally means shovels loading blasted materials into haulage units for transport to processing plants, stockpiles, or waste dumps. Mine management deals with several primary concerns on a daily basis; e.g.: Will any serious accidents and labor problems occur today, and will the tonnage targets be met considering the physical condition of the equipment? The latter subject will be discussed from a maintenance perspective. A successful, progressive heavy equipment maintenance program that protects company assets involves many elements. Modern mill design is a combination of many factors which permit the efficient production of a mineral concentrate from operating, maintenance, and capital requirements. In general, mills should be designed to use the largest possible equipment compatible with the requirements of the ore and the owner&apos;s operating philosophy. The paper discusses the major parts of concentrating mills, from primary crushing through comminution, both conventional and autogenous, and the production of a final concentrate. Features of various plants are compared and discussed in the light of operating practice and maintenance requirements.

A combination of industrial and laboratory data is used to explain the interrelationships between operating parameters and cementation plant performance as measured by copper recovery and iron consumption. The chemical factors considered are the relative concentrations of copper and ferric ions in solution, acid concentration, the possible buffering action of other dissolved salts and solution temperature. The effects of flow conditions, solution oxidation, the presence of metallic copper and retention time are also considered. Based on the various relationships developed, possibilities for plant optimization are discussed.

THE removal of lead by fire refining methods from copper of electrolytic quality is growing in importance. Particularly is this true of the refining of secondary copper and copper cathodes obtained from electrolytic cells where lead is used as the anode material, as in the electrolysis of ore-leaching solutions and foul electrolyte. When investigating the removal of small amounts of lead from molten copper in a reverberatory furnace during the refining of secondary copper of otherwise electrolytic copper quality,1 it was found necessary first to FIG. 1.-SAMPLING DEVICE. know something about the distribution of the lead throughout the bath. The authors believe that it is not generally known how small amounts of lead as an impurity are distributed in a molten copper bath; that is, whether the lead is concentrated at the bottom or at the top, or whether it occurs more or less uniformly throughout the bath. The data contained in this report may help, therefore, in the development of a satis-factory fire refining method for the removal of this obstinate element from a molten copper bath.

INTRODUCTION Request to Mine Beneath Bridge The Jakes Run Bridge is a reinforced Portland concrete arch filled bridge located on WV Route 7 near Pentress, WV. The bridge has a span of 22.9 m (meters) and a height of 4 m above normal pool elevation to the underside of the center of the arch (See Fig 1). The bridge is a two lane structure with a width of 6.86 m. The structure is over 50 years old having been built in 1929 and is owned by the Department (WV Department of Highways). [ ]

The Homestake Mine is situated in the northern portion of the Black Hills of South Dakota in a series of steeply dipping and highly folded Precambrian Rocks. The ore bodies are localized along plunging anticlinal and synclinal folds which are locally called "ledges." The gold bearing ore is confined mainly in the Homestake formation which is an iron-magnesium carbonate series of rocks. The individual ore bodies are pipe or lense-shaped zones which plunge 30º to 75º from the horizontal. These ore bodies range from 10 to 100 feet wide and 50 to 400 feet along the strike. Gold values are erratically distributed in a gangue consisting of cummingtonite schist, sideroplesite schist, quartz, pyrrhotite, arsenopyrite, chlorite schist and ankerite. Usually the ore bodies dip at 70° to 80º and often have folded shapes like "fish hooks" or "troughs." Ore grades must be determined by extensive sampling and all mining is based on assay control.
