The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

I feel sure that the apparent anomolies between his findings and ours arise as a result of the different experimental methods used. The modem oxygen electrode method he used is sensitive to nano moles of oxygen uptake whereas the method we used was only sensitive to micro moles at best. Furthermore, our experimental method did not permit measurements to be made in the first ten to fifteen minutes of reaction, the very time he is observing. Direct comparison of his data to ours is made difficult because of not knowing the specific area of the samples he used. However, we found that precipitation of PbS using sodium sulphide gave rise to samples of area approximately 30 m2 g - 1. Noticing the rapid decline in oxidation rate over ten minutes, as reported in Table 1, one can conclude that we could not measure the rate after ten minutes using our method. Taking the above area I estimate that at these rates only a small fraction of surface would be oxidised in a period of hours. I can only conclude that at some point a change in oxidation mechanisms occurs giving rise to a much faster rate such as we observed. Finally, I would like to comment on the apparent inertness of the homogeneously precipitated lead sulphide sample 11. This method of preparation we found to give specific areas of 20 to 30 times less than other methods and this would account for the very low oxidation rate.

FOR several years an investigation has been in progress in the research laboratory of The American Brass Co. to determine the thermal and electrical conductivities of most copper alloys of commercial importance and several of scientific interest. This paper contains such data on the binary alloys of copper with silicon, aluminum, manganese and nickel, and on a large number of ternary or more complex alloys. Some inter-esting general relationships between the thermal and electrical conductivi-ties for all copper alloys at all temperatures are pointed out. The data for the copper-zinc, copper-phosphorus and copper-tin binary systems have already been published1,2 ? except for the electrical conductivity at 200° C., which is given in the appendix of this paper.

Wrought-iron eye-bars for bridges and roofs, designed upon what is known as the pin connection system, have been successfully manufactured in this country for some years. The most approved methods employed have been the hydraulic upsetting process, and by die-forging under a hammer. In upset eyes the fibre of the iron is necessarily much distorted ; and in bars of considerable size, this disturbance seriously impairs the strength of the connection. Mr. Collingwood, in discussing my paper on "Proportions of the Heads of Eye-bars," read before the American Society of Civil Engineers, Jan. 21st, 1874, submitted sketches of certain bars intended for the anchorage of the East River bridge, which had been exposed to the action of sulphuric acid a sufficient length of time to thoroughly cleanse the surfaces, and expose the condition of the fibre. These sketches are here reproduced for the purpose of illustrating the effect of this method of manufacture. In Figs. 1, 2, and 3, it will be observed that the fibres at A, and E, have been folded back upon: themselves and otherwise twisted and disturbed, in a manner not calculated to inspire confidence in the integrity of the connection. To compensate for this defect, a large excess of metal is thrown into the eye; but a method of manufacture which involves such a necessity, even although it be the one giving the best results thus far, all things being considered, is far from being perfect.

The habit plane of proeutectoid cementute precipitated from austenite was studied using a two-trace surface (analysis coupled with a direct X-ray back-reflection determination of the orientatzon of the parent Matrix. The results were the same as those obtained by earlier workers1 - 2 who used Indirect methods to determine the orientation of the matrix. The data indicate that a range or habit planes in the parent phase is operative which is not in agreement with accepted existing theories. In 1933, Mehl, Barrett. and smith1 obtained a non-unique result in a study of the Widmanstätten habit plane of proeutectoid cementite. Their data are shown in Fig. 1. These results were verified by Greninger and Troiano,2 although they did not pre-sent any data. Both of these investigations relied upon indirect methods of determination of the matrix lattice orientation. Theoretical considerations of Widmanstatten precipitates have usually proved or assumed an orientation relationship between matrix and precipitate; the habit plane expressed relative to the matrix is generally unique, although it may be irrational.3 Opinion is divided as to the factors influencing the choice of habit plane. ThE deterioration of the magnetic properties of silicon-steel core materials during service (magnetic aging) is quite undesirable. Although some information about the effects of impurity elements on magnetic properties is available, 1,2 magnetic aging that occurs at low temperatures has not been extensively studied. Moreover, the microscopic techniques used by earlier workers were not suitable for study of fine metastable phases that are precipitated at relatively low temperatures. Recently, several investigators3,4 successfully used transmission electron microscopy in the study of low-temperature precipitation in Fe-C, Fe-N, and Fe-Mn-C alloys. A fundamental goal of the Plowshare Program is to predict crater dimensions when an explosive of known yield is buried at a given depth in a given medium. In this paper a technique is presented that seems to calculate adequately, from first principles, the mound and cavity growth that occur during nuclear and high-explosive cratering events. The technique features a standard, numerical approach to high- intensity stress-wave propagation coupled with a unique model of material behavior in brittle failure. A schematic of stress-wave propagation is presented in Fig. 1. The equation of motion provides a functional relation between the applied stress field and the resulting acceleration of each point in the medium. Accelerations, when allowed to act over a small time increment [A]t, produce new velocities, velocities produce displacements, displacements produce strains, and strains produce a new stress field. Time is incremented by [A]t, and the cycle is repeated. The time increment [A]t is determined by an independent stability condition which requires the increment to be smaller than the time necessary far a compressional wave to travel across the smallest zone. We assume that failure occurs in a brittle material when either the tensile strength or the maximum allowable strain energy of distortion is exceeded. When either of these two conditions is violated, the code uses the cracked equation of state to determine the stress. A preshot testing program is used to determine the consolidated and cracked equations of state. THIS paper reports a study of the reactivity of 950°F and 1650°F cokes as measured by relative rates of reduction of iron oxides at temperatures up to 2200°F. Previous work cited shows general acceptance of the theory that reduction by carbon is a gaseous reaction, and that kind and character of carbon as well as particle size have measurable effect on the velocity of reaction. As will be shown, the data obtained in this study con firm those conclusions. The work was not designed to examine iron oxide reduction equilibrium, but if reaction velocity be defined as the speed with which "a reaction tends to approach conditions of equilibrium," the data here presented may be considered as a study of reaction rates, and the relative degree of reduction to metallic iron as the measure of reactivity.

THE best method for the estimation of copper in ores and secondary products is that proposed by Dr. Steinbeck* for the award offered by the Mansfeld'schen Ober-Berg-und Hutten-Direction. It is based upon the decolorization of the blue ammonia solution of copper by potassic cyanide,† It is necessary for the accurate estimation of copper in arsenides that the arsenic be separated from the copper before the ammonia solution is made. The presence of a notable amount of arsenic renders the titration by potassic cyanide inaccurate, the end reaction being obscured by the appearance of a yellowish-green tint towards the end of the titration. The change of the color of the ammonia solution from blue to the tint caused by the presence of arsenic cannot be used for an end reaction, for the intensity and quick appearance of the latter-color depend upon the amount of arsenic present in the solution. In the analysis of speise, the method of separating the copper by an oxidizing and reducing treatment in the muffle, to volatilize the arsenic, gives poor results, and there may easily be some loss of the weighed sample. The separation of the precipitated sulphides of arsenic and copper by treating with sodic sulphide, gives good results, but the process is tedious. I have used the two following methods, which are simpler and more expeditious than those mentioned, with good results. * Fresenius, Zeitschrift Air Anal. Ten miles from Hartsel, near Antelope springs, in Park county, Colorado, there is a large area of unconsolidated lake-beds, which are interesting because at least a part of the lacustrine sands contains in the aggregate an immense amount of gold. During 1906, one of the arms of this dessicated lake was fairly well prospected with shafts and cuts by an Eastern company to test its value, as favorable amounts of gold had in some instances been found upon it. The claims of the company contain about 5,000 acres of the beds; bat this is only a small portion of them, a south branch from a main body, which is at least 7 miles in diameter, with other and very wide lateral gulches, paralleling the one herein described on the east and west. A certain amount of digging and sampling was done in the outside areas; but the result was evidently unsatisfactory, since the work was discontinued. FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

In discussing the subject of mineral exploration, one is tempted to resort to reminiscence. I could tell of many missed opportunities, but I propose rather to outline certain changes in the methods and conditions of exploration which present new problems to the mineral explorers of today. Our subject might appropriately be called The Passing of the Old Time Prospector. The first question that presents itself is whether the job of mineral exploration is not already pretty well finished. The current market surplus of most minerals and the present overcapacity for production, with their attendant financial troubles, naturally raise the question whether the accumulation of reserves has not gone far enough for the present, and whether further exploration should not be left to some future time when consumption shall have caught up. Unquestionably we have gone far in the conquest of our physical environment, and the fear of shortage of minerals is less than formerly. For the time being there is no great need of further supplies for the world as a whole of many of the great essential minerals, coal, oil, copper, zinc, silver, and others. For a few minerals, such as gold and lead, the known future world supplies are not yet large enough. For all minerals the distribution is so unequal among the nations that exploration will continue in deficient areas in the attempt to make nations self-supporting.

Variations of a very reliable geochemical field test for beryllium developed by Patten and Ward, have been adapted by the U.S. Bureau of Mines to facilitate rapid testing of reconnaissance samples and to aid in rapid examination of known occurrences. Although several qualitative tests for detecting beryllium have been described in the literature,1,2,3, the Patten-Ward4 morin geochemical field method has the advantages of being rapid and being quantitative for minute amounts of beryllium. In addition to the morin field method, Patten, in cooperation with Griffitts, have developed a contact- print method for determining beryllium in hand specimens.5 The semiquantitative method can be used for rapid screening of samples in exploration or reconnaissance work. The use of beads for fusing samples provides a more rapid test, but gives less accurate results than the method developed by Patten and Ward. The semiquantitative method, however, requires less equipment and combines three stock solutions into one reagent for easy application. Estimates of samples in the range from 3 to 1000 ppm varied from about 0.25 to 5 times the actual beryllium content.

A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. Additions to the program will be made from time to time. '

Where Does the Mine Dollar Go? In spite of the artificial supports which are provided to reinforce the mine roof and prevent failures, roof falls continue to occur very frequently in the mines due to the very unpredictable geological conditions and the dynamic nature of the mining operations. In fact, roof fall is still one of the largest contributor to coal mine fatalities. The design of a roof support plan is often based on arbitrary criterions due to the unpredictable behaviour of the rocks under the mining conditions. The failure of a mine roof which ultimately results in a roof fall and contribute to mine hazards, is caused following a gradual degradation in its physical conditions. A mine roof monitoring system capable of monitoring the rate of deterioration of a mine roof on a continuous basis has been developed and tested in an operating coal mine. The increasing emphasis upon the use of refractory metals has resulted in a closer look at some of the properties of these materials. In the course of a study of the Nb-N system it became necessary to re-examine one such property, the spectral emissivity, e. Experiments were performed in order to determine e for solid niobium as a function of both temperature and nitrogen content. The results of these experiments, which indicate a small but significant correction to the spectral emissivity of pure niobium, are reported herein. In addition, data on the total emissivity, et, of niobium and the spectral emissivity of the nitride Nb2N are given. To this author's knowledge, neither of these emissivities are as yet reported in the literature. Previous studies of the spectral emissivity of niobium have been few. In 1915, Burgess and Waltenburgl obtained a value of 0.49. Whitney? in 1935, used a Mendenhall V to obtain the commonly accepted value of 0.374. A recent investigation of sintering of niobium graphically reported a value of about 0.36= using a solid block of the metal with a blackbody hole drilled into it. SOLUBLE silver salts are effective activators for flotation of sphalerite with potassium ethyl xanthate as collector.' Since sphalerite takes up large quantities of silver ions rapidly," investigation of this system appeared fruitful for studying the mechanism of sphalerite activation and deactivation. Experimental data presented here comprise studies of the mechanism and rates of activation and deactivation of sphalerite with silver and cyanide ions. A 20-lb sample of sphalerite from Ottawa County, Oklahoma, was handpicked, crushed, screened, hydrosized to produce a 65/100-mesh fraction, and purified by electrostatic separation. The sphalerite was then leached with benzene and absolute ethyl alcohol to remove possible organic contaminants and with 0.1 M NaCN to remove any copper that might have been picked up during screening. The benzene had been specially purified by grinding with fine sphalerite for 12 hr to remove trace impurities that might have had a specific affinity for sphalerite. Finally, the mineral was washed, dried in flowing nitrogen, and stored in large ground-glass stoppered weighing bottles under a small nitrogen pressure.

Normal dodecyl mercaptan was evaluated as a collector for flotation of sulfide minerals and precious metals. The reagent is from the class of normal mercaptoalkanes (n-alkyl thiols), and is commercially available in the form of a mixture of n-dodecyl mercaptan, the primary constituent, and a water-soluble dispersant, under the trade name Pennfloat™ 3. * Reported are results of bench-scale flotation experiments on many commercially treated base metal and precious metal sulfide ores. Dosages, points of addition, and flotation pH were among the variables studied. Most notable results were increased copper, molybdenum, and precious metals recoveries. Dosages of dodecyl mercaptan on some ores were considerably lower than required for conventional collectors. The reagent was shown to be a highly effective and versatile collector on virtually all of the more than 30 sulfide ore types examined.
