THE Federal income tax treatment of expenditures for exploration and development for mines and other natural deposits (other than oil and gas) was materially changed by special provisions of the 1951 Act that are continued in the present 1954 Code." These present provisions for mines in stance they are the same as the 1951 amendments to the 1939 Code, Secs. 23 (cc) and (ff), respectively, except that for exploration the allowable annual deduction is increased to $100,000 (from $75,000) and minor changes in case of property transfers are made with respect to the four-year limitation. Before 1951 the statutes made no specific pro- visions regarding development and exploration for mines, but the rules were prescribed by Treasury regulations: 1) Before the mine entered the production stage, all development and exploration expenditures for mines, less net receipts, were to be capitalized recoverable through depletion or written off as losses when determined worthless. 2) After a mine entered the production stage, development expenditures were deductible as expenses-currently if ordinary expenses, but on a deferred basis if extraordinary in scope. This recognized the two separate periods, one before and the other after beginning of the production stage. There was no distinction between an exploration and a development period, but exploration was included as part of development.

HYDROGEN in molten aluminum and aluminum alloys, which precipitates during cooling and solidification, is the principal cause of pin hole porosity in ingots and castings. Much attention has been given to determining the effect of temperature and pressure on the solubility of hydrogen in pure aluminum, but little data are available on hydrogen solubility in aluminum alloys. This investigation was undertaken to check results reported for pure aluminum and to show the effect of silicon and copper additions on the amount of hydrogen contained by molten alloys. Previous determinations of the solubility of hy-drogen in molten pure aluminum are plotted in fig. 1. The most reliable data appear to be those of Ransley and Neufeldl and of Baukloh and Oester-len.' The latter authors also report some results on the effect of copper and silicon additions. Up to 6 pct these elements decrease the solubility of hydrogen quite rapidly, with a definite minimum noted at 6 wt pct for both copper and for silicon, although no reason is apparent for these minima. Experimental Procedure The solubility of dry hydrogen in pure aluminum, aluminum-silicon, and aluminum-copper alloys was determined by the method of Sieverts.8 This consists of determining the volume of the gas system above the molten metal at a given temperature and pressure by using an insoluble gas. This volume is referred to as the "hot volume." The system is then evacuated and the soluble gas is introduced at the same temperature and until the same pressure is reached. It is necessary to introduce enough of the soluble gas to fill the space above the metal plus the soluble amount. The difference in the volume of soluble gas and the "hot volume" is the solubility. INTRODUCTION Fineness is one of the main characteristics of powders and this parameter is the object of several definitions based on criteria connected with their uses as well as their determination methods. In trying to obtain the best reaction surface, fineness is characterized by the determination of the specific surface, but in other cases, particle size analysis is used. These two main methods are not, in fact, entirely independent and their complementary nature provides information concerning the morphology of the particles. In the case of a product formed by isodimensional spheres, the relationship between the specific surface and the diameter is well known: [S = 6 spd] where p is the specific weight of the material and d the diameter of the spheres. With no monodimensional spheres, but rather a granulometric distribution whose occurrences follow a mathematical law (1), the relationship is more complicated. The relationship between the specific surface measured by gas adsorption and the data of the particle size analysis is much more difficult to predict in the case of asymmetric porous particles, whose particle size distribution curves do not correspond to a known statistical law.

At that time no attempt was made to develop metallographic evidence of the coexistence of two phases in the iron-rich solid solution at temperatures between 900" C. and 1400" C.

BURKE BAKER, Philadelphia, Pa. (written discussion*).-The small briquetting plant of the American Briquet Co., at 25th Street and Washington Ave., Philadelphia, was built primarily as a demonstration plant. Its output per hour is 4 tons of 2-oz. briquets, which have been retailed in the, vicinity during the year the plant has been in operation. They have proved very acceptable for use in ranges, heaters and grates in-home, and in steam heating plants in apartment houses and hotels. They have not been sold for power purposes, although satisfactory tests have been made in. this field. Anthracite silt is used and is shipped direct from breaker or washery, the only preparation it receives being the removal f excess moisture by means of a Ruggles-Coles rotary dryer. Care is taken, however, to purchase silt containing less than 18 per cent. ash. The method is covered by U. S. Patent No. 941454, issued to Chas. E. Hite, and is known as the "emulsion process." The binder, which is the, basis of the patent, is composed. of 0.5 per cent. cornstarch or wheat flour; 1 per cent. asphaltum or hydrolene, and 6.5 per cent. water, on the weight of coal dust. It is prepared in a tank equipped with paddle agitators and heated by steam jets. The starch and water are first made into a paste by being brought to the boiling point with live steam; the melted asphaltum is then introduced and thoroughly beaten into the paste by the agitators. This rapid stirring breaks. the hot asphaltum into minute particles which are distributed through the paste, producing a smooth chemical emulsion. This emulsion, when dried, is not soluble in water. The binder is mixed with the dry coal dust in a horizontal paddle mixer, 8 per cent. binder to the weight of coal being used. The secondary metals industry might well be defined as the group of remelters, smelters, refiners, and manufacturers that convert scrap metals or residues to commercial forms. In this industry, scrap metals and residues are processed to pro- duce refined metals, ingot alloys, fabricated shapes, and chemical products. Secondary metal is defined as metal recovered from commercial scrap, that is, scrap that has entered the processor's plant in scrap form. Metal recovered by a manufacturer from "home scrap" generated in his own plant is not considered to be secondary, because it represents part of the original stock that simply requires additional treatment before emerging as a finished product. In any economic study, a basic point of measurement must be chosen, and in the case of secondary metals, the melting pot or its counterpart represents the stage in which metal is converted from scrap to some more usable form. Beyond this point there is often no means to distinguish between secondary metal recovered from scrap and virgin metal produced directly from ore. In the last fifteen or twenty years the secondary metals industry has grown to major importance. Some consumers distrust secondary metals, but frequently this distrust serves only to prove an inability to keep up with the times. Table 1 gives the composition of the specimens listed by the author. The details of test procedure and the results of the tests on mechanical, magnetic and electrical properties and cor-rodibility of the alloys are published in full in a paper by the same author, "Alloys of Iron and Manganese Containing Low Carbon," presented before the Iron and Steel Institute (of Great Britain) and published in full in their Proceedings for 1927, to which reference should be made. After reporting these tests the author gives the following discussion of results:] The studies here reported do not indicate that any of the series has really valuable or useful qualities for industrial applications, though the demands of industry are so varied that it is unsafe to prophesy that no special use will be found for a given material. The non-magnetic property of manganese steel is due to the association of Fe and Mn, but carbon has also an effect, enabling non-magnetic qualities to be obtained with a much lower percentage of Mn than would otherwise be the case; for example, 16 per cent. Mn is necessary for alloys practically free from carbon, while with 1 per cent. C nonmagnetic alloys may be obtained with as little as 7 per cent. Mn. Carbon, however, is the prime cause of the development of magnetic qualities by heat treatment. (Sec section 8 of the paper referred to above.) These Fe-Mn alloys show a resistance up to 87 microhms per c. c., but. as there are other alloys which have a resistance as high as 130 microhms per C. c., this does not provide any new feature of value. THE distillation of bituminous coals at what is commonly termed low temperature, and the quantities, nature and adaptabilities of the products have been the subject of considerable experimentation, during recent years. Fortunately, the earlier work in this country was done by men whose scientific training qualified them properly to record and interpret the results of-their experiments. The work of Prof. Parr, of the University of Illinois, is especially notable in this respect. Prof. Parr's work, added to that of English experimenters, demonstrated certain things to a degree which is generally regarded as convincing. They have proved that a caking bituminous coal, when subjected to a temperature of not more than 1000° F. (preferably somewhat less) will yield light tar having low specific gravity (about 1.06) and high value; also, that this yield, with a given coal, will depend upon the percentage of hydrocarbons in the coal, the maximum temperature used, and the promptness with which the distillate gases are removed. It is assumed that air is excluded from the retort, and that the coal is subjected to heat for a sufficient time to drive off all of the tarry hydrocarbons. The results attained in the first, or low-temperature stage of the Carbocoal process, recently described by C. T. Malcolmson, corroborate these general principles. It is the purpose of the writer to describe other work of a practical nature, directed toward the commercial adaptation of these principles, which was begun nearly two years ago; this investigation was assisted by A. J. Sayers, of the Link-Belt Co., and Carl Scholz.

Development and exploratory work continued vigorously during 1933 in Southwest Texas and, from a standpoint of new production discovered, the new discoveries probably equal or may even exceed any previous year in the history of this area. While exploratory work has been general over the area much of it has been confined to two localities; namely, northern Duval-southern McMullen counties and Starr County. A persistent effort has been made to open new productive areas in northern Duval County and the adjacent part of McMullen County, occasioned primarily by the fact that the Government Wells group of fields in northern Duval County have been by far the best fields so far developed in this part of the state, and the possibility of being able to find new fields in the same general area under similar geologic conditions. This has resulted in the discovery of three new fields, Northwest Government Wells, Moca and Eagle Hill. In addition encouraging shows have been found in North Kohler, Hoffman, Smith-Hunter and the Ignacio areas with the prospect that continued exploratory work will develop some of these prospects into fields. Wildcatting in Starr County was the continued result of an effort to find a trend of production through the county southwestward from the older Reynosa Escarpment fields in Webb, Jim Hogg and Zapata counties. This same impulse has caused most of the wildcatting in Zapata County. New Fields Cuevitas.—During the early part of the year the Sun Oil Co. began some core-drill work on a block of leases in northern Starr County, then in June drilled a test which found production in the McElroy member of the Jackson at 2200 ft. Drilling in this field has continued but the productive area has not as yet been clearly defined. Seven oil wells and three gas wells have been completed. There is as yet no pipe line outlet for this production, hence no productive history of the wells has been

A large number of firms and institutions have evaluated possibilities of mining the manganese nodule source, beginning with a major effort in 1957-58. There have been as many as ten commercial firms actively engaged in major programs of engineering and development, including Deepsea Ventures/Tenneco, Hughes Tool Co., Kennecott Copper Corp. and Ocean Resources, Inc. Foreign firms active in the field are International Nickel CO., Sumitomo Group/MITI, AMR (a joint venture of three West German companies-Metallgesell- schaft AG, Preussag and Salzgitter AG), and Societe le Nickel (CNEXO). It is estimated that it will take from 11 to 19 years for the more successful ventures to reach operational levels. Investment Costs and Rates of Return Five different programs, all from public sources, have been studied to analyze dollar figures regarding investment costs and the possible return on these costs. All are based on a unit of production of a million tpy of dry nodules through the processing plant, which is considered the minimum likely capacity. The costs are not always comparable, and with some liberties, have been forced into two categories. The first covers mining and sea-related costs. The second will include the onshore processing and other costs such as administrative and distribution figures. The costs in all cases are for complete ventures extending from prospecting through mining, processing and distribution of several metals and other products derived from the nodules. All costs are joint product costs, making certain comparisons with land mining difficult.

A few weeks ago the Institute lost, by death, from its list of members one who in recent years, by frequent attendance at meetings, by the preparation of papers, and in many other ways, had shown a warm interest in Institute affairs; who had an extensive acquaintance among his fellow-members, and whose memory it is fitting to perpetuate by a permanent record in the volumes of our Transactions. Dr. Byron William Cheever, acting Professor of Metallurgy in the University of Michigan, died at his home in Ann Arbor, on the 6th of March, 1888. He was born September 17th, 1841, in Ellisburg, Jefferson County, New York. In 1844, the family moved to Geneva, Illinois, and thence, in 1857, to Dundee, Michigan. Two years later, a third removal was made to Ann Arbor to take advantage of the educational facilities there offered; and in 1859 the subject of this sketch, with his two brothers, entered the University of Michigan. In 1863, he took the degree of Bachelor of Arts. After a year or two of business life, he entered the medical department of the University, and graduated as Doctor of Medicine in 1867. A taste for scientific work had been developed in him in early life; and, even while carrying on undergraduate and medical studies, his proficiency in chemistry found recognition in his occasional employment as assistant in the University laboratory. The interval between the close of his course in Arts and the commencement of his course in Medicine was also devoted to chemical work, partly in the city of Philadelphia, and partly in the West Indies, where he was employed in the service of a commercial company engaged in the guano trade. Dr. Cheever never took up regular practice as a physician. After receiving his medical diploma he went again to Philadelphia, and for about two years was employed as an analytical and consulting chemist in that city. Schack (U.S. Bureau of Mines, Salt Lake City)—We have watched with considerable interest Three Kids development of Manganese Inc. and have been impressed by the ingenuity with which management and staff have solved their many obstinate handling problems. Mr. McCarroll has been lenient in describing the difficulties faced by the company in developing a process for beneficiating Three Kids ore. The operation, equivalent in size to a 20,000-ton sulphide ore plant, is treating a unique ore by a flotation process pioneered by Manganese Inc. Perhaps the magnitude of the conditioning and flotation problems peculiar to Three Kids ore can be better appraised when it is pointed out that two-thirds to three-fourths of the ore is floated in the rougher step and that the four stages of cleaning which follow are equivalent to floating the whole plant feed two to three times. Our experience in both laboratory and pilot plant flotation of Three Kids and other manganese ores leads us to agree with Mr. McCarroll that suitable conditioning is a prime requisite for successful oil-emulsion flotation. The difficulties of proper conditioning were demonstrated in pilot plant processing of Artillery Peak manganese ore at our Boulder City, Nev., experiment station. Over three months of experiments and extensive plant revision were required before satisfactory conditioning was obtained in the 25-ton-per-day plant. Such factors as time, type and intensity of mixing, aeration, surface to volume relationship, and power input are still being studied by the Bureau of Mines in hopes of learning how best to condition manganese pulps for oil-emulsion flotation. Other factors affecting flotation of manganese with oil emulsion also deserve attention. By definition the word "grout" means a thin mortar, or a kind of plaster or cement, and "grouting" means to fill up or finish with grout. The words "cement," "plaster" and "mortar" mean a substance that is used in a soft state which subsequently hardens. Thus, grouting is the filling of void space with a substance that hardens. Construction cements are the most common substances used, either by themselves or in mixtures, but the term grouting is applied quite correctly when other substances such as plastics and certain chemicals are used. Also, the use of the term grouting to cover the filling of voids with materials that do not actually become hard, such as the flotation tailings used in grouting in the southeast Missouri lead district, should be considered correct, as some stiffening does take place and, anyway, it is a better descriptive term than any substitute. Engineers are interested in grouting because some of the materials with which they must work contain voids, and certain conditions can be improved if these voids can be filled with something solid and permanent. Grouting is done to accomplish several purposes: I. To stop the passage of fluids and gases, 2. To cement materials together to make them stronger, and 3. To prevent consolidation of materials by filling void space with something solid as a replacement for the air and water that could be forced out under load. The construction industry uses grouting extensively for all three purposes. Grouting is used to stop water percolation under and around dams. It is used to control water flow in tunnel driving and in shaft sinking. It is used to improve foundation conditions under civil engineering structures by permanently filling void space and thereby reducing settlement, or by cementing broken rock together and increasing its supporting strength. The oil and gas industry does a lot of grouting, primarily to stop the passage of gases and fluids. The search for oil at increasingly greater depths has meant greater investment per well, and the oil industry has spent large sums on development of improved drilling methods. This

It is almost self-evident that the student of geology depends for his education in geology only in small measure upon his own observation. His chief sources of information are lectures and personal instruction from teachers, and the geological literature. Of these, the literature is by far the most important. The total geological knowledge available to the geologist of today is substantially that which is on the printed page, and no more than that. There are many geologists of outstanding rank who during the course of a busy and useful professional career have accumulated valuable geological knowledge. This, however, is never available to the profession, owing to the disinclination of these geologists to write or to the refusal of their employers to allow the results of their work to be published. With the passing of these geologists, their accumulated knowledge is irretrievably lost. In many mining districts the operating companies are not averse to the publication of geological information gathered by their engineering and geological staffs, but for various reasons this information is not published. However, when a public survey geologist goes into the district this information is placed at his disposal and eventually is published. But for the intervention of a disinterested public scientist, this information would have been buried in company files. In the last analysis, the teachers themselves depend largely upon the printed page for the knowledge they pass on to the student. Without geological literature, then, the instruction of geological students would be almost impossible. There is no .question that, as a whole, geologists who are on the public payroll have to their credit far more contributions to literature than have either teachers or professional geologists, whether the latter be independent or in the employ of private corporations. The very fact that geologists are upon the public payroll places them under obligation to make available to the public the results of their endeavors. They must either prepare these results for publication or they must furnish data or otherwise aid their colleagues to publish their results. LAWRENCE ADDICKS, Douglas, Ariz.-It does not seem to me that the role played by carrying heat away from one surface to another has been brought out. A cellular construction prevents the motion of air currents. Also in the installation on the top of a reverberatory furnace, that Mr. Krieger mentions, where it stopped the cooling, there is besides the question of overheating. Another complex question, entirely apart from the necessity of not carrying a brick above a certain temperature, is that of not allowing acids and bases to come together at too high a temperature. J. W. BECKMAN.-What cements together the individual cells in the insulating material? Also, how does the material behave in the presence of acids and alkalies, both strong and weak? A. H. KRIEGER, New York, N. Y.-The material is formed or composed of myriads of lace-like skeleton remains of diatoms visible only -under a powerful microscope. The diatom lives in salt and fresh water. On the Pacific Coast there must have been an abundant life of the diatom, because the beds, still in existence in Southern California, are fully 1,000 ft. through, and are hard and strong, standing a pressure of more than 400 lb. per square inch. The beds must have been many ages in forming and the diatoms have become firmly packed together. The samples shown are typical of the entire deposit as it was formed at the bottom of the sea. The three basic ingredients of fertilizers are nitrogen, phosphorus, and potassium. Nitrogen comes from natural gas or other sources and is usually a "manufactured" ingredient. Phosphorus and potassium come from mineral sources which are mined in open pit and underground mines all over the world. Phosphorus is one of the 15 chemical elements needed to sustain life. Along with nitrogen and potassium, it is essential to the fertility of the soil and to the growth of plant life. Plants require phosphorus for proper soil conditions, early root formation, and crop maturity. Humans and animals require phosphorus for bone and tooth development. The primary raw material for phosphorous fertilizers is phosphate rock. It is found and mined in many areas of the world. Morocco, the United States, USSR, Tunisia, and some Pacific Islands are the leading rock producers. Other sources of phosphate are guano, bone meal, and other natural organics, but these comprise a very small percentage of all phosphate used. Phosphate rock in the United States is mined in Florida, North Carolina, Tennessee, Idaho, and Montana. Florida alone produces about 70% of all the rock mined in this country, mostly from a 20 X 30 mile area in Polk and Hillsborough Counties in central Florida known as the Bone Valley district. There are phosphate reserves in many parts of Florida, and within the past three years mining has begun in north Florida in Hamilton Country (see Fig. 1). In 1967, world phosphate rock production was about 75 million short tons (st). This section will outline procedural, statistical, and model applications developed for specific problem solving and for specific applications in beneficiation processes. Iron Ore Processing Introduction of taconite as a basic raw material in the iron ore industry took place with application of high order technical resources for process development and engineering. This investment of resources encouraged computer utilization to maximize efficient use of capital. From this recognition, process control computers have been installed for operations use in the major taconite plants of the iron range. One of these installations, the Minntac Division of U. S. Steel at Mountain Iron, Minnesota, is described in the paper by Chase in these proceedings. Other computer techniques used in taconite processing are outlined by Tuttle, Ahlquist and Carlson, representing Erie Mining. In this volume Tuttle, et al. describe statistical methods for development of information in taconite beneficiation. Statistical methods used in iron ore processing are described by Volin in treating flotation data as outlined in prior proceedings of the symposia and in other publications. 1,2,3 Industrial Minerals The use of linear programming for feed blending at the Carlsbad operation of International Minerals and Chemicals was outlined by Nunnekoven in 1963.4 Subsequent application of this procedure at the Kingston phosphate operation in Florida was described by Loper. Continued development led to installation of an on-line computer in the Kingston plant which reached operational status in 1967.6,7,8 Application of an on-line computer to industrial mineral production accomplished at Kingston is regarded as a milestone in computer use development. Following this achievement, the Cominco potash beneficiation plant near Saskastoon in Canada was automated by installation of an on- line computer programmed to carry out direct digital control functions to effectively operate the plant by process computer. On. Tuesday, Apr. 8, the Rocky Mountain Club held its 12th annual dinner at the Waldorf-Astoria, New York. In reporting the dinner the Evening Telegram says: "General Coleman du Pont was sort of master of ceremonies, and he conducted the affair at the end of a Colt .45. It was the General's `forty-five' which filled the banquet hall of the Waldorf-Astoria with the brand of smoke which Uncle Sam showered so generously upon Germany's hordes. It was General du Pont's `forty-five' which bellowed and thundered and echoed through Fifth avenue, scaring horses and shell shocking pedestrians: But no one was hurt or badly shocked except those who could not discern the artistry of Miss Doraldino's dance. "There were Western men around the table who have just come hack from over there. For instance, there were Brigadier General G. H. McManus, General Shanks and a score of others. And there were Thomas H. Watkins, who is said to own half the State of Pennsylvania and is known as the `Coal Baron'-of Pennsylvania,, and Alba B. Johnson, president of the Baldwin Locomotive Works, each one a Westerner, with personality and type suggestive of some of the wonderful men Bret Harte wrote so much about. "It seemed as though General du Pont, who was chairman of the Reception Committee, tried to eclipse all former meetings, and he succeeded if congratulations are a criterion. " General du Pont startled the management of the Waldorf and surprised the diners by staging a three-round bout between Frankie Fay and Phil Wagner. The clash between these two featherweights made Waldorf history, because it was the first boxing contest ever held in the hotel. Tex Rickard, who is going to chaperone Jess Willard and Jack Dempsey in a fight in the near future,-was scheduled to referee the contest, but at the last moment, for some obvious reason, M. E. Schermerhorn was sent in as third man. The bout was a slashing one. Miss Amparito Farrar, lately returned from France, where-she sang for the 'dough-boys;' Eleanore Wetmore, the Rath Brothers and Phil Baker were among the others who entertained.

13.2-1. Introduction. Man's first association with industrial minerals came at the dawn of history when a remote ancestor first put a few rocks together to protect a fire or selected colored clays to decorate his face. He was dealing with industrial minerals when he selected flint to tip his arrows or scrape a hide. From that inauspicious beginning shrouded in the mists of man's earliest history, industrial minerals have grown tremendously in importance to our civilization. The growth rate of the industrial minerals, or nonmetallic group, has been considerably greater than that of the metals group, as can be seen by the following Fig. 13.2-1: [ ] Industrial minerals produced in the five-year period of 1961-1965 had more than twice the dollar value of the metals produced:
