IT is highly significant that engineers should seriously consider the interrelations of technology, economics, and government. It is indicative of the emergence of maladjustments and problems that perplex our thinking and frustrate our activities. Instead of a world in which scientific discoveries and their applications through engineering to the processes of wealth production are regarded as the royal road to progress, we now find science and engineering being made responsible, in no small degree, for our economic and social troubles; and the powers of government are even being invoked to stem the tidal wave of technology. Indeed, there is a deep-seated fear, manifested in the writings of some of our greatest scientists as well as in popular discussions, that science may destroy our civilization.

RECENT investigations have elucidated many of the phenomena of the grain growth process, but have also revealed some conflicting and unexplained results. Beck and his co-workers1,2,3 have shown that grain growth continues with continued heating at one temperature until the average grain size approaches the thickness of the specimen, Plotting the logarithm of the average grain diameter, D, against the logarithm of the annealing time, t, they find the straight line relationship given by the equation: [D=Ktn [11] with possible small deviations at short annealing times. K and n are constants at constant temperature. On the other hand, Walker4 finds that, in alpha brass, the rate of growth falls off more rapidly than indicated by Eq I after long annealing, so that an equilibrium grain size is approached. Burke5 showed, using Walker's data, that time and temperature for grain growth are apparently related through an activation energy, H, according to the relationship: [t, Hr i '_ III t„ = R \T, - ~) [2]] where t1 and t2 are the annealing times necessary for the average grain size to increase from Do to D at temperatures T1 and T2 and R is the gas laws constant. In the case quoted, H had the value 60,000 cal per mol. The apparent validity of this relationship, at least up to 700°C, and the approximate value of H were later confirmed by Beck.' The results obtained by Beck, Kremer, Demer and Holzworth2 for aluminum and aluminum-magnesium alloys could not be satisfied by such a relationship, since the slope of the isothermal curves increased with increasing temperature. These data indicate and Beck, Holzworth and Hu6 later demonstrated experimentally that the only apparent factor controlling the rate of grain growth at constant temperature is the grain size. While many of the phenomena have been elucidated, a reasonably quantitative explanation of the process is lacking. There exists uncertainty even as to the primary driving force for grain growth, although there is a considerable body of indirect evidence that the interfacial energy of the grain boundary is responsible.7,8,10 Making implicit use of this assumption, several authors14,15 have pointed out that grain boundaries should migrate toward their center of curvature. Harker and Parker' have advanced this concept furthest, and show that one can expect grain boundary migration to occur only when the grain faces are curved, or when they meet at non-equilibrium angles. When the face is curved toward a grain A, for example, the atoms in the surface of grain B, on the other side of the boundary, are on the average more surrounded by the atoms of their lattice than the atoms on the surface of grain A. T. M. Morris (School of Mines and Metallurgy, Rolla, Mo.)—Rate studies promise to help quantify flotation operations. The author's exposition of rate studies is therefore laudable. However his exposition of a second order rate equation rather than a first order rate equation is not convincing. It is important to use the correct equation, otherwise erroneous conclusions may be drawn. The data assembled by the author and plotted according to a second order rate equation can be plotted according to a first order rate equation. As a matter of fact much of the data used reveals that a second order rate equation is not applicable. According to the method used by the author for plotting data, the reciprocal of the slope of the line is the maximum possible recovery. Physically this cannot exceed 100 pct, yet several graphs yield maximum recoveries greater than 100 pct. For example: l—Curve 2, Fig. 1 yields a value of 120 pct; 2—Curve 2, Fig. 2 yields a value of 115 pct; 3—Fig. 7 yields a value of 110 pct. The real test of the graphical method is, as the author points out, whether or not the earliest points agree with a straight line. The second order rate plot does not fulfill this requirement. Fig. 10 shows the data used by the author to obtain Curve 2 in Fig. 1, plotted according to both a second and first order rate equation. Fig. 11 shows the two rate plots made from data published by Ludt and DeWitt.19 In Fig. 10 the first order rate plot gives a very good fit and obeys the boundary condition of passing through the origin. For the second order rate plot a straight line can be drawn through the last three points but the earliest points are not in agreement with this line. The reciprocal of the slope of the straight line gives a value of maximum possible recovery of 112 pct. The maximum possible recovery according to the first order rate plot is 78 pct. In Fig. 11 the first order rate plot again fits all of the points very well and passes through the origin. The second order rate plot shows wide deviation of the earliest point, indicating that the second order rate equation is not applicable. The reason for the fit of data to the second order rate equation during longer flotation times is that R, the cumulative percent recovery, changes slowly toward the end of the flotation operation, so that when t/R is plotted against time, one is, in effect plotting t against t and one would certainly expect a straight line. The author attempts to show that the second order rate equation is correct by citing evidence which shows that recovery is a function of initial concentration. This is a debatable point especially since, in the author's original presentation of this paper at the St. Louis

A MATERIAL contribution to the success of our Armies in the field has been the portable pipe-line system. These are the words of Brigadier General R. F. Fowler, chief of the supply division of the War Department. The portable pipe line is one of the "secret weapons" the American forces employed in their swift advances through Tunisia, Sicily, and Italy. Constructed of a light steel so flexible it can be snaked around trees, it can be laid at a rate of ten to thirty miles daily right up to the fighting fronts. It has played a major role in supplying combat troops with products varying from petroleum to water.

THE high prices which lead and zinc have commanded during recent months have given a great impetus to search for workable deposits of these metals, and there has accordingly risen a demand for information about deposits which have been worked in the past and which might possibly be opened up anew under these more favorable conditions. Production of zinc and lead in Canada has been on the increase during the last few years. In 1924, 175,- 485,499 lb. of lead with a computed value of $14,221,- 345 were mined. Of this, 96 per cent. was produced in British Columbia, 3 per cent. in Ontario, while Quebec and the Mayo district of the Yukon accounted for the remaining one per cent. During the same year the production of zinc amounted to 98,909,077 lb.. valued at $6,274,791. Of this 96,000,069 lb. were produced in British Columbia and the remaining 2,909,008 in Quebec. The large producer of zinc and also of lead is the Sullivan Mine at Kimberley, B. C. In comparison with the Sullivan, the deposits which are known to occur in eastern Canada are relatively small. Two, however, the Kingdoll lead mine at Galetta, Ontario, and the Tetreault zinc property at Notre Dame des Anges, Quebec, are steady producers. The object of this paper is to describe briefly these and other deposits of eastern Canada, to show their relation to geological events and to point out what are the chances of any of those which are idle at present developing into active producers or what are the possibilities of new deposits being discovered.

THE second meeting of 'the Open-Hearth Committee, 'sub-division of the Iron and Steel Committee of this Institute, was held at the Hotel Cleveland, Cleveland, Ohio; on Oct. 13-15. On Oct: 12, the Open-Hearth Superintendents visited the plants of the Youngstown Sheet and Tube Co. and. the Republic Iron and Steel Co. These men were courteously entertailled by the two companies and every facility for a thorough inspection was furnished. Luncheon was severed at the plant bf the Youngstown Sheet and Tube Co. The meeting was opened Tuesday morning with addresses by J. V. W. Reynders, President of the Institute, and Herbert M. Boylston, Chairman of the Ohio Section of the Institute. E. A. Whitworth, of the Gathmann Engineering Co., presided at the meeting and L. B. Lindeinuth was secretary.

The coal industry had another prosperous year in 1966. Since the turn of the decade, production has been climbing at an average rate of 6% per annum. Although the fast pace slackened somewhat, 1966 production showed a gain of almost 3 % over that of 1965. An impressive record can be drawn from the fact that output per man-day in 1966 was more than twice that of the early 1950's, and more than three times that of the early 1940's. And even though man-power requirements lessened, those men retained by the industry worked longer hours and benefited through higher hourly pay rates. However, cost to the customer increased a little. Such statements can only be made for a healthy industry -one that is constantly improving its efficiency. Coal currently provides more than 25% of the total U.S. energy output. About 50% of all U.S.- mined bituminous coal goes directly to the electric utility market. It should be noted that, now, well over one trillion kwh of electricity is generated annually. Dependence of the giant electric utility industry on coal is based on economy and an abundant, dependable supply of this fuel.

THE purpose of pulverizing coal before burning it is to make available every heat unit it contains. Machinery has been developed which will pulverize coal in one operation, delivering it to bins in front of the furnaces at an expenditure of about 17 hp.-hr. per ton, in a medium-sized plant. The cost of the operation depends upon the amount of moisture that must be expelled before pulverizing, the cost of labor, and the cost of coal delivered at the plant. At a small plant, requiring a pulverizer with a capacity of only ½ ton per hour, the cost per ton pulverized will naturally be greater than at a plant requiring the largest pulverizer, with a capacity of 7 tons per hour. The first step is to reduce large lumps to a size suitable for drying uniformly, before passing to the pulverizing mills; this is done in rolls, at a single pass. The second -step is the elimination of moisture, in order to facilitate pulverizing to great fineness, while also increasing the heating effect and the temperature attainable when the coal is burned. There are other mechanical advantages in the handling of, dried coal. Driers are now manufactured which are able to eliminate moisture without distilling any of the volatile combustible matter in the coal; they are fired by hand or with pulverized fuel. The heat first surrounds the shell of the drier, being confined within a chamber where complete combustion takes place; the heated gases are then led through a duct to the discharge end of the drier and enter the inside of the shell at a temperature not exceeding 300° F. This temperature is maintained by the operator and is indicated by a pyrometer. Volatile combustible matter is not likely to be distilled until the temperature rises above 400° F. On discharging from the drier, the coal is usually passed over a magnetic separator in order to prevent pieces of iron from going to the pulverizer. Two types are used: a magnetic pulley which automatically discharges its collection of iron, and a lifting type, from which the iron is removed by hand when convenient.

The McGill smelter started operations in the year 1907. The smelter furnaces were fired with run-of-mine coal on grates until April 1911, when oil firing was introduced. Oil firing continued until April 1918, when the initial coal-pulverizing plant was started.' Early Pulverizing Plant Various alterations were made to that plant during its operation, one of the more important being in connection with the system for delivering pulverized coal. In order to minimize coal-dust explosions and fires, the return portion of the main delivery line was eliminated in the year 1928. Thereafter coal-dust explosions and fires were greatly reduced. Pulverized coal was prepared at this plant primarily for the reverberatory furnaces, but for several years it was also delivered to the converting plant, roasters and power-plant boilers by a system of auxiliary fans and delivery lines. During the period March 29 to April 8, 1929, one reverberatory furnace was fired with pulverized coal produced by an Aero, type J, unit coal pulverizer with a rated capacity of 5 tons per hour. This machine actually pulverized its rated capacity but the product was too coarse. After certain regulations, a her product was obtained but the pulverizer capacity decreased and this resulted in insufficient coal for efficient furnace operation. Table I gives a comparison of the average screen analyses of the pulverized-coal products from the impact-type unit pulverizer and the regular coal-plant installation. It was definitely proved that this size and type of unit pulverizer could not furnish sufficient coal of proper fineness to give smelting results comparable to that obtained with the regular coal-pulverizing plant. The coal from this unit pulverizer was so coarse that it did not ignite or burn properly and thus did not produce the proper heat for efficient smelting. During the latter part of 1929 and the early part of 1930, experimental work was conducted with a 7-ft. o-in. by 48-in. Hardinge conical ball-mill coal-grinding unit, which was installed alongside a furnace in the reverberatory building. Results obtained from the test run indicated that this unit would furnish sufficient coal of proper fineness for good smelting.

A flotation plant was placed in operation in 1945 at the Tamaqua colliery of the Lehigh Navigation Coal Co. Inc., to recover fine anthracite which is discharged from the cleaning plant with the washery water.‡ In addition to the recovery plant, facilities were provided for the complete clarification of the washery water, recirculation of this clarified water for breaker use, and disposal of the refuse solids in a waste impounding dam. Fig I shows a view of the settling tanks and the flotation plant. Flow Diagram The flow diagram for the complete recovery project is given in Fig 2. All the waste water from the cleaning plant is collected in a sump A outside the breaker structure, from which a 7000 gpm pump B delivers it through a 16 in. line to a 75-ft diam hydroseparator C. The hydroseparator, acting as a classifier, is set to give a separation at approximately 200-mesh. The minus 200-mesh overflow is discharged by gravity into the 180-ft thickener D for final settling of the solids. The classifier underflow sludge is pumped to the flotation plant by a 6-in. quadruplex diaphragm pump E. A 10-ft diam hydroseparator F is used to make a second classification on the sludge solids at approximately 28-mesh. The underflow from this classifier containing the coarse particles is elevated by a 6-in. diaphragm pump G and is discharged on two 4- by 6-ft vibrating screens II. These screens are dressed with approximately 28-mesh cloth. Screen oversize product flows directly to the centrifuge that dewaters the cleaned froth. The screen underflow and the overflow from the 10-ft classifier flow to the flotation circuit. The flotation feed is conditioned in a 12 by 12-ft agitator tank J at a pulp density of I:2.33 (30 pct solids). Reagents are fed to the circuit by reagent feeder I. The conditioned pulp is then diluted to a pulp density of approximately I: 5 (18 pct solids) and is fed to two banks of four 100-cu ft froth flotation cells K for primary coal recovery and cleaning. Additional reagents from reagent distributor L are added to the feed weir-box of Nos. 2, 3, and 4 cells of each bank of flotation machines. Clean coal removed from these cells flows directly to the clean-coal sump. Dilute tailings from the primary cells is re-thickened in a 30-ft diam thickener M and is then retreated in a scavenger circuit for final recovery of coal. The scavenger circuit consists of a 6- by 6-ft agitator tank N and two banks of four 24-cu ft froth flotation cells 0. Coal froth from these cells flows to the dewatering equipment and the tailings flows to a vertical refuse pump which delivers it to the 180-ft diam waste thickener D. Dewatering of the coal products is accomplished in a 54- by 72-in Bird centrifugal filter P. The cake product is dropped onto a conveyor and is loaded

COMPARED to the situation abroad, the domestic industry continues to lag both as regards the production and consumption of newly mined lead. During 1938 we produced and consumed slightly over 20 per cent of the world output, whereas ten years ago the figure was nearly double this pro- portion. Labor difficulties and absence of demand were chiefly responsible for the general inactivity. In the foreign field, in spite of low metal prices, production and consumption of lead equaled or exceeded all previous records. Practically all the large companies, with the exception of those in Spain, increased operations, though it should be noted that the foreign lead mines have higher-grade ores than domestic mines. In view of the rapid expansion of the foreign industry, it is natural to expect greater progress abroad, particularly in process metallurgy.

The Mufulira mine in Northern Rhodesia is 13° south of the Equator and at an altitude of 4100 ft above sea level. The concentrator was planned in 1930 to treat about 10,000 tons of ore per day, but before construction work had gone very far the size of the plant was reduced to 1500 tons daily capacity. Then just as the construction was finished in December 1931, the price of copper did not warrant the commencement of operations and it was not until October 1933 that the mine re-opened. Extensions have been made to the plant in 1934, 1935, 1936, 1937, 1940 and finally in 1945. The capacity of the plant when the 1945 extension is completed will be 9500 short tons per day. The various extensions have been carried out with the minimum confusion and with great skill on the part of the designers and the erection engineers. In dealing with the plant in this paper it is proposed to give an outline of the present practice and only to refer to past practice when it is considered of particular interest. Ore Treated The ore consists of fine grained highly siliceous, felspathic and argillaceous quartz- ites, the latter containing graphitic carbon and locally termed graywacke. These rocks are considerably altered near the surface and on the fringes of the ore body. Despite extensive efforts at mixing, both underground and in the crushing plant, many sudden changes of ore take place in the mill feed. The minerals are chalcocite, bornite and chalcopyrite with relatively unimportant amounts of malachite, native copper, azurite, covellite and chrysocolla. Gold is present at about I oz to a thousand tons, and silver at about 2 dwt. per ton. With increasing depth the nonsulphide content or,, as commonly termed locally, the oxide content of the ore is decreasing and is now less than 0.25 pct against a high of 0.77 pct- Crushing Operations The first stage of crushing is done under. ground where the oversize from I2-in. grizzlies is fed to a 56 X 72-in. jaw crusher. At the Selkirk shaft two 10-ton skips deliver the run of mine ore at a rate of 450 tons per hour to the 400-ton capacity shaft bins. One 6 ft wide Ross chain feeder and one locally made air-operated finger feeder feed the two 30-in. McCully crushers. Ahead of each crusher is a 6 X 9-ft spring grizzley spaced at 5 in. on a 35O slope. Neither the Ross chain feeder nor the finger feeder is entirely satisfactory and for the wet, muddy and sticky ore that has to be handled it is planned to replace these with two 6-ft wide apron pan feeders. DESPITE the zero weather of Monday, the morning meeting on nonferrous ore-reduction metallurgy got under way promptly under the efficient control of Arthur A. Center. The first and third portions of the paper on the Tri-State region were presented by B. M. O'Harra, with R. H. Lowe substituting for co-author Illidge on the second part. Attention was drawn to the compact design attainable when "Sink and Float" was employed as a means of primary concentration. The teaching profession should welcome this concise correlation of data from such a renowned center of lead and zinc production. H. R. Hanley and C. R. Hay¬ward were much interested in the mechanics of charging, manufacture, and life of the retorts.

Today, the enigma of the "missing man" in the metal mining industry equals, and frequently surpasses in objective importance, the problems of ore development, drilling, sampling, pumping, milling techniques, geophysical prospecting, or any one of a hundred highly technical subjects. Unfortunately, as engineers, we have confined our attentions, in the main, to the scientific phases of mineral technology, relegating our man power problems to the background. But what good has all our scientific study and preparation been if we can't get the ore mined, milled, or smelted? What has happened to our labor supply? Where is the good old miner who could timber, drill a round, lay track, or do any job underground?

W. H. BASSETT, * Waterbury, Conn.-Manganese should not be expected to remedy all the defects that are due to poor melting practice. It is undoubtedly valuable in helping to eliminate porosity in many of the alloys. In the copper-nickel alloys, its use is becoming almost universal, for, beside helping to make sound castings, it tends to hold the carbon in solution in the solidified alloy. GWILLIAM H. CLAMER,? Philadelphia, Pa.-I have found that manganese copper is satisfactory for eliminating sulfur and that it works very well in the crucible and when you have reducing conditions; but in a large reverberatory charge, where the conditions are oxidizing, we were not able to eliminate the sulfur.
