FREDERICK WORTHEN BRADLEY, the newly elected president of the Institute, may be said to be the prototype of the men who have built up the great mining industry of the West. He was born in Nevada County, Cal., on Feb. 21, 1863, and studied mining at the University of California from 1882 to 1884, as a member of the Class of 1885. He was in contact with the mining industry from his earliest years and in his reminiscences which we published last month, he told of meeting Thomas Mein and H. C. Perkins in 1877. Beginning as assayer and roustabout at the Eagle Bird mine, in Nevada county, Mr. Bradley was a deputy mineral surveyor in 1886 and 1887 and superintendent of the Spanish mine from 1885 to 1890. There he made a record of mining gold ore at 65 cents per ton that was not only astounding in that day when modern large scale mining had not yet been developed but is still a mark to shoot at. As a result he was called in 1890 to be assistant manager of the Bunker Hill and Sullivan and was made manager in 1893. In 1897, he was elected to the presidency of the company, a position he still holds. H. C. Perkins and D. O. Mills, the largest stockholders in the Bunker Hill and Sullivan Co. took over the Tacoma smelter in 1898, feeding it with concentrate from the Coeur d'Alene and Douglas Island mines but also doing a gen-era1 smelting business. Mr. Bradley was put in as president of the Smelting company, and held that position until the plant was sold to the American Smelting Securities Co. in 1905.

This paper supplements one appearing in Vol. 139 of the "Transactions," page 87 (1940). Because that paper will be issued soon, only a summary is given herein.

EVERY producer of crude oil knows what is meant by the Rule or Law of Capture. It means that the ultimate ownership of a migratory substance such as oil is not determined until that substance is reduced to physical possession. Unless, therefore, the producer moves quickly to capture his share from the common pool, he may lose to any neighbor who is drilling and producing more rapidly than he a portion of the oil originally underlying his property. And there is no recourse open to him if his property is so drained. Under this rule it is obvious that the owner of an oil property, if he is to protect his' ownership, must be governed in his development and production policies by the activities of his neighbor rather than by his own business requirements. He must drill as densely and as fast as the other operators in the field or lose part of the oil to which he should be entitled.

Zinc concentrates assaying approximately 54% zinc and 30% sulfur are roasted in a suspension type roaster to yield a zinc oxide calcine assaying about 65% zinc and 0.40% sulfur. This calcine is the feed material to the sulfuric acid leaching section of an Electrolytic Zinc Plant. The SO2 gases resulting from the elimination of sulfur from the concentrates are passed through a waste heat boiler for the generation of high pressure steam, cleaned by a baghouse, and delivered to the humidifying tower of a sulfuric acid plant system. The gases are then treated in a mist precipitator for final fume removal and then converted to sulfur trioxide in a three pass contact system using vanadium pentoxide catalyst for the manufacture of sulfuric acid. Waste heat steam is used to power the steam turbine which drives the acid plant blower.

FOR many years it has been the invariable custom of the Institute, in addition to its annual meeting in February, to hold a technical meeting in the fall in some mining or metallurgical center in the West. As the activities of the Institute have increased, and especially since the absorption 'of the American Institute of Metals, there have for a number of years been two fall meetings. Never before in the history of the Institute have there been three meetings in addition to the annual meeting in February; in 1920, however, three important fall meetings are to be held. The general Institute trip will be made this fall to the Lake Superior iron and copper country. Members will leave Buffalo on August 20 by steamer, visit the copper mines in and about Houghton, the iron mines of the Marquette and Iron Ranges of Michigan and the iron mines of the Mesabi Range in Minnesota, and' return to Buffalo by steamer on September 3. Technical sessions will be held at Houghton, Minneapolis and Duluth. For a long period it was customary for the Institute to visit the Lake Superior country about every seven years. This trip, however, will be the first visit since 1904. The unprecedented development in both copper and iron mining in this section during this period will make this trip of unusual importance. In addition, a notable series of papers will be presented.

In June, 1906, I delivered to the graduating class of Lehigh Cniversity an address upon this subject, the substance of which, with sundry omissions and additions, was subsequently repeated, in October of the same year, in an extempore address before the Schenectady branch of the American Institute of Electrical Engineers. The latter, as stenographically reported, was published in the Proceedings of that society for November, 1906, and was referred to by President John Hays Hammond in his address at the Chattanooga meeting of October, 1908. Requests have been received from various quarters for the repub-lication of this address by the Institute. This I do not regard as necessary or proper; but I yield to that demand so far as to reproduce in the Transactions a summary of my views, as expressed in the two addresses above mentioned.

IT is not my purpose to burden you with many statistics. The charts herewith should be considered merely as indicating the trend. I believe' that is what is really of interest to us. It is difficult, if not impossible to forecast with any assurance future developments, because of possible new mines, competitive materials, curtailment' or increase in the use of the metal in certain markets, and many other factors that have a vital bearing on any industry. Fig. 1 shows United States smeltet output of copper, starting with 1845. It is estimated that in 1928 the smelter output of copper will be about 1,010,000 tons. Between 1895 and 1905 it increased about 200,000 tons, and between 1905 and 1915 about 240,000 tons. Between 1915 and 1925 the increase was about 140,000 tons. This is an average increase over 30 years of about 190,00Q tons per ten-year period. At the present time the indications are that this demand for increased production will continue. As to whether or not we have the supplies or facilities to maintain this increase or a greater one, remains to be seen. Provided it is possible for United States smelters to increase their production, they should be producing at the rate of about 1,210,000 tons or more per year by 1935.

(Canal Zone Meeting, November, 1910.) THE recent growth of a sentiment among cyanide-plant designers against the use of gravity-stamps for the crushing preliminary to cyanidation may be said to date from the almost simultaneous perfection of the ribbed tube-mill liner and of the tall, air-agitation tank. The first step in the resulting change of practice was the universal adoption of the tube-mill for fine-grinding and the use of coarse screening oil the battery. This was the beginning of the surrender of supremacy by the gravity-stamp ; since merely the single fact that it was a more economical machine for crushing fine had retained it in favor as compared with ball-mills, rolls, or steam-stamps. The surrender, however, is not yet complete. It is the universal practice to use rolls where a relatively small tonnage is to be crushed coarse, as, for example, when coarse concentration is included in the plan of treatment. Power, attendance, repairs, and first-cost are smaller for the rolls, under such circumstances, than for stamps; and it is becoming daily more apparent that, with no concentration to provide for, the use of rolls and tube-mills, without the complication of trommels and elevators required by concentration, is rapidly gaining favor in the eyes of the leading designers. The next step was the use of the rapid-running Chilean mill between the gravity-stamps and the tube-mill, which again narrowed the field of operation of the gravity-stamp while radically widening its screen-aperture. Such a combination of stamps and Chilean mill offers advantages when fine concentration is necessary, since the reduction in the Chilean mill call be adjusted easily and governed by varying the screen-mesh. MOST of the copper mines in Canada are favored by nature in having other metals besides, copper in their ore, which puts them in a most satisfactory competitive position. Noranda ore has an important gold content, Flin Flon gold and zinc, and International Nickel of course has nickel. All of the larger copper companies in Canada operated during 1.933 and the total production of copper exceeded that of the year before. The Britannia Mining and Smelting Co. worked out to succcessful conclusion a three-product flotation process for separating the copper, zinc and iron from its low-grade ore. This paper's aim is to demonstrate, by reviewing findings and conclusions of earlier authors and through recording and interpreting the outcome of recent laboratory study of the ores, that the ores around the Gem stocks are metamorphosed equivalents of common siderite-sulfide ores far from the stocks, as was first proposed by Hershey (1912, 1913). That is, all the ores probably have the Precambrian age of 1250 million years reported by Long et al. (1960). Those near the Gem stocks, however, were extensively metamorphosed in Cretaceous time during the emplacement of stocks so their resemblance and relation to other veins in the district are camouflaged.

On Tuesday evening, February 21st, a reception of visiting societies was held in the Windsor Hall. Hon. George Irvine, Q. C., President of the General Mining Association of the Province of Quebec, occupied the chair, and, after welcoming the guests of the occasion in the name of that Association, introduced Mayor Desjardins, who expressed a cordial greeting for the city of Montreal. After appropriate acknowledgements from the President and the Secretary of the Institute, President Birkinbine delivered his presidential address. The first regular session of the Institute was held on Wednesday morning, February 22d, in the Physics Building of McGill University, where all succeeding sessions were also held. Although the pressure to meet the heavy demand for lead still took precedence over new metallurgical developments in the field of roasting, smelting, and refining of lead in 1948 there nevertheless has been considerable activity in the experimental development of new processes and improvements as well as plans for the modernization of many plants both here and abroad. Increasing labor and material costs have stimulated the trend to greater mechanization, revamping of flow sheets, and construction of larger units wherever possible. Although there have been many serious labor stoppages in the United States, Mexico, and Europe, labor supply has improved in most plants even if it has fallen off in efficiency.

IN every commercial establishment,' it is customary and necessary to take inventory, periodically, and to account for profits and detect losses, to achieve productiveness and enhance efficiency. So, too, in the ordered life of every individual, there is the need of periodic introspection. The exercise of the Sabbath for rational thought, the utilization of pause, or rest, from the technique of daily occupation, orient the efforts. These are the constructive opportunities by which we grow always better than we were. Thus, also, there' is need of a periodic analysis of the organizations to which we belong and toward which we con- tribute. So we find' reason for the fitness of our loyalty. There seems to be no half-ground for the engineer. Whatever presumes to bear his name demands either the crushing pressure of his heel or the supporting pressure of his hand.

T HE appointment of Herbert Hoover to the portfolio of Commerce in the President's Cabinet is to engineers the fulfillment of a long deferred hope to have an engineer in high political office and is a matter of congratulation to us for three reasons; because he is a mining engineer who represents the highest type of idealistic engineering effort; because he is a past president of the Institute; and because he has probably a broader grasp of world problems than any other living engineer. Frank A. Vanderlip in the preface to his book "What Happened to Europe" tells of the many interviews he had with the most prominent men in Europe which were made possible for him by his eminence as a banker and by the courtesy of the American ambassadors. He cites by name such well known figures as Austin Chamberlain, Sir Auckland Geddes, Monsieur Delacroix, Monsieur Briand, Mr. Padkrewski, Mr. Venizelos, Colonel House, General Pershing, Mr. Baruch, and many others and says :

mountain region to M tht Coast points for domestic consumption and for export are shown in Table 11. There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. George E. Collins, Nacoochee, Ga. (communication to the Secretary): The results tabulated below were obtained at the Reynolds mill, White county, Ga. They were noted, not with a view to investigating the point discussed by Mr. Clark, but in course of a test on a working scale to determine the com parative saving from a given free-milling ore on copper and silvered plates respectively. In every case the bullion assayed was the result of a separate clean-up on a considerable quantity of ore. The ore varied widely in grade and in other respects, but the runs bracketed in the table were made at the same time, in adjoining batteries, and on similar types of ore. In a * Result modified by the addition to the bullion-shipment of a little impure bullion left over from previous clean-ups.. On these occasions, the strips of copper were removed from the tables, and: their lower surfaces were cleaned. Hence the higher yield reported.

THERE is one problem of the new administration that has received the attention and thought of the organized engineers of America for many years past. This is the problem of the reorganization of the Federal Government. The, inadequacy, the wastefulness, and the inefficiency of our federal organization was evident, enough under pre-war conditions. These inadequacies, these inefficiencies, these wastes were exhibited to the country during the war at the cost of millions. Congress has placed the problem in the hands of a very able Congressional Joint Committee, but if this Joint Committee succeeds in securing the imminently necessary results it will only be by full insistent support to it by public opinion. Many attempts have been made at reorganization before but all, of them have gone to the same crematory-the interminable differences in opinion among the executive and legislative officials over details.

TO keep pace with technical progress is an important function of any industry. All branches of mining may learn important lessons by observing progress made in other branches. The non-metallic mineral industries may learn much from each other as well as from the metal miner and the metallurgist. Recent technical advances which have come to the attention of the Committee on Non-metallic Minerals are presented herewith for consideration and comment. It is planned to present this review for open discussion at the February, 1931, meeting of the Institute. Comments will be welcomed either in the form of written or oral discussion. It is desired that new developments not covered in this paper be brought up at that time. Some notable advances have been made in cement technology. Recognition is now being given to the advantages of closed-circuit grinding of cement raw materials in wet-process plants, with stage removal of the fine materials, It increases mill capacity, reduces the wear of grinding media, and also reduces the power requirement. The method is well known in metallurgical plants, and its acceptance by cement companies is another illustration of the lessons the non-metallic industries may learn from the metal industries. Closed-circuit dry grinding has also proved advantageous for both raw materials and clinker.

TRIPOLI is a rather unusual form of silica, which thus far has been found in commercially valuable quantities only in the neighborhood of Seneca, Mo., although there are numerous deposits of somewhat similar materials in several southern states. The latter have not, however, attained any position of real importance, due undoubtedly to definite structural limitations which have rendered them less suitable for the particular uses that have given tripoli its principal outlets. Raymond B. Ladoo, mineral technologist, says': "Since that time (1880-90) the term tripoli has with increasing definiteness been reserved for the Seneca material, and other siliceous materials of similar origin and physical properties."

A STURDY and consistent expansion of the metal industry occurred in 1947 exemplified by an increase of approximately 30 per cent in steel consumption over 1946. For this major reason, ferroalloy metals have seen their most useful and important peace-time year. The current domestic rate of consumption of high-grade ferroalloy ores, together with added consumption of new foreign producers as well as for eign nationals' restrictions on high-grade exports, makes very evident the increasing difficulties of obtaining sufficient high-grade ores. This accentuates the need for new and less expensive methods of production of ferro-alloy metals of higher purity from lower-grade domestic resources. As an important factor in preparedness, procurement of these high-grade, -critical ferroalloy minerals and metals for our nation's stock piles is a most important task. Also, this stock-piling can be the means of supplying incentive for the industrial development of the new metallurgical processes and plants necessary for the recovery of ferroalloy metals from our domestic low-grade deposits.
