I deeply appreciate the honor of being selected to deliver the twentieth Annual Lecture of the Institute of Metals Division. The subject of my paper is extremely involved and voluminous, therefore I shall discuss only some more recent experimental material and speculate somewhat on the physical and mechanical fundamentals of these changes. The flow and the rupture of a solid material are rather different phenomena. It is therefore surprising that up to a rather advanced stage in metallurgical science these two fundamental phenomena have been simultaneously treated and forced into the general conception of the "failure " of solid material. Only in this century, and particularly during the last 20 years, have the very different physical meanings of flow and rupture been clearly recognized. Several hundred of the more recent publications deal with these subjects.l Law of Similarity The basic values commonly considered responsible for the mechanical behavior of any material are the stresses. From this standpoint both a large and a small article made from the same homogeneous metal and of geometrically similar shapes should behave identically, i.e., they should deform geometrically in a similar manner, if subjected to the same stress values at corresponding points. This "law of similarity" was introduced about 60 years ago simul- taneously by Barba2 and Kick3 and was derived from the classical theory of elasticity. As far as the plastic behavior of a metal is concerned, this rule appears to be valid. The conventional properties of large and small tension or compression test bars, machined from larger sections, are identical; while the force required to deform a section is proportional to its cross-sectional area and the work consumed in deforming geometrically similar articles in a geometrically similar manner is proportional to its volume. The general trend of the stress-strain diagram of a metal is independent of the section size (Fig. I). No exceptions from this rule are known. However, if the deformation of a metal is continued until rupture occurs, and the breaking stress or the work consumed is measured, a test bar of large cross section appears to fail before or at lower stresses than does one having a small cross section. Thus, the specific impact energy has been often found to decrease with increasing size of the test specimen, particularly for materials with a limited ductility.4 Another exception from the rule of similarity is offered by fatigue-strength values, which usually decrease with increasing section size.6'6 The conclusion must be drawn from these experimental facts that the ductility of a homogeneous metal decreases with increasing section size (Fig. I). This effect has been actually confirmed by Docherty,7 who observed that in static notch bending tests large specimens failed earlier and in a more brittle fashion than small specimens ma-

INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a very heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all of the layers of coal and impurities found in the seam as well as portions of the strata above and below the coal seam. The preparation plant is the device to size, crush and/or remove impurities so that the coal may be shipped as a saleable product. Sampling may be needed at many stages in the preparation process. Although this chapter is mainly concerned with sampling in connection with preparation processes, the principles will apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1. To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained or for monitoring raw coal delivered to the plant. 2. To check the performance of various operating units in the plant, either by float and sink tests or chemical analyses. 3. To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in U. S. Bureau of Mines publications by J. A. Holmes,1 G. S. Pope2 and A. C. Fieldner.3 The American Society for Testing and Materials more or less adopted the methods proposed by the U.S. Bureau of Mines in their Standard D-21-1916, and it remained a standard for many years. Briefly, the standard called for a 500 pound sample for coals less than. 3/4 -in. in size and a 1,000 pound sample for all coals over ?4 -in. in size. No mention was made of increments but there was an instruction that the sample should spread over the coal to be sampled. Sample preparation was by hand crushing with the alternate shovel method for reduction to 250 pounds followed by coning and quartering below 250 pounds. Obviously, with the amount of work involved, this method of sample preparation was rarely followed. This method of preparation resulted in samples that were practically air dried because of long exposure while crushing, shoveling and quartering. In the late nineteen twenties and early nineteen thirties, studies for more practical methods were begun. Dr. E. S. At a number of mines in eastern Nicaragua, 3.5- or 5-ft. Huntington mills are used for grinding gold-ore after a pre-liminary breaking in jaw-crushers. The smaller mills are made sectional to facilitate transportation to the more difficultly accessible mines. The capacity of the smaller mills is about 20 or 25 per cent. that of the larger, but in proportion to the quantity of ore ground they require more power and are subject to greater wear. The notes herein given are from records of the performance of the larger mills at one of the mines, but, in general, apply to the smaller mills also. The Nature of the Ore. The ore occurred as a series of flat veins in a' highly-decomposed rock, probably alaskite. The primary mineralizatioll comprised pyrite, pyrrhotite, marcasite, chalcopyrite, and quartz; the oxidation-products of which were chiefly hydrated iron oxide or limonite, chrysocolla, azurite, and malachite. The kaolinization of the feldspar of the country resulted in the admixture of a great quantity of clay with the oxidized ore. The quartz was sandy, imbedded in the clay; and probably the greater part represented the residue from the crushed rock in the fissures after leaching, and kaolinization of the feldspar. There was little vein-quartz in the unaltered primary sulphide ore. Only the oxidized ore was mined for the gold that it contained in amouiits that averaged $4 per ton. No specks of gold mere ever seen in the ore, and the gold obtained by panning was always exceedingly fine. The amalgamation-bullion was about 800 fine in gold and from 60 to 80 in silver. The ore delivered at the mill contained from 5 to 15 per cent. of moisture; during the rainy season the quantity was much greater. The moisture and clay made the ore so sticky that it had to be raked over steeply-inclined grizzlies; it hung in the ore-bins,

Having worked some rather lorn--grade gravel during the past season at a small profit, I give the actual figures, in the hope that other mining engineers interested in this line of work may be thereby induced to do the same, in order that we may all get more data on this little-ventilated subject. The property here referred to is situated in one of the northern counties of California, where hydraulic mining is still permitted by the courts. The water-right belonging to the mine is a good one, furnishing water during about nine months, whenever there is an average rain-fall, and a fair proportion of the precipitation is in the form of snow. The ditch, about 11 miles in length, is cared for during the rainy months by two men, and during the rest of the year by one; and the water cost last season, delivered at the mine, 0.69 cent per miners' inch. The season commenced in November, 1899, and ended the last of July, 1900. During this time, 655,657 miners' inches (an inch equals 1728 cu. ft. in 24 hours) of water were used for piping, and for sweeping the bed-rock at the end of the season. From actual surveys, this amount of water washed down 1,251,399 cu. yds. of material, consisting of pay-gravel lying on the bed-rock, and varying in thickness from a few inches to 8 ft., and practically barren top-material, consisting of mountain slide, carrying considerable broken rock, clay, and soil. The banks varied in height from 50 to 130 ft., the average height being 63 ft. The grade of the sluices was 7 in. to 12 ft., the boxes being paved with block-riffles 12 in. deep. Long bed-rock cuts extended from the heads of the sluices to within a few feet of the banks, and were kept practically to grade as the work advanced. TWO overfeed drum-type separators using a suspension of magnetite in water as the separating medium have been installed in the Champion No. 1 preparation plant of the Pittsburgh Coal Co., Division of the Pittsburgh Consolidation Coal Company. A simplified flow diagram of the Champion No. 1 coarse coal circuit is shown in Fig. 1. A railroad car rotary dump, capable of handling 20 cars per hr, discharges the coal into a hopper. Coal is fed from the hopper of the rotary dump to a 60-in. belt conveyor by two reciprocating pan-type feeders. The belt conveyor feeds the run of mine coal onto the main raw coal screen. The first deck is fitted with 3 in. round hole perforated plate which removes the 3x0-in. coal. The second deck of the screen is equipped with 6-in. lip screens which separate the remaining coal into +6 in. and 6x3 in. The +6 in. coal is transferred to a shaking picking table and then discharged onto the loading boom. The 6x3-in. coal is fed to the No. 2 dense medium vessel for cleaning. The clean coal from this unit flows to a vibrating screen where the medium is removed and the coal sized into 6x4 in. and 4x3 in. The 6x4-in. coal is transferred to the loading booms and the 4x3-in. is conveyed to the clean coal classifying screens to remove degradation. The 3x0-in. raw coal is blended in a system composed of three storage bins having a total capacity of 400 tons. From these bins the coal is fed onto a 48-in. flight conveyor by three reciprocating feeders. This flight conveyor delivers the coal to the Rheo plant. The 3x0-in. coal is then cleaned in two 48-in. Rheolaveur launders each equipped with two Rheo boxes. The first set of boxes removes a primary refuse and the second set produces a middling product which is recirculated in the launders. The cleaned coal and water overflows from the primary launders to two sizing and dewatering shaker screens where the water and - 3/8-in. coal are removed for further cleaning in the Rheo fine coal plant. The 3x3/8-in. clean coal is combined with the 4x3-in. coal from the No. 2 vessel, sized into 4x2 in., 2x1 1/4 in., and 11/4x3/8 in., then sent to the loading booms. The 3x0-in. refuse from the primary launders is normally fed to the No. 1 dense medium circuit, but any portion or all of this material can, as an alternate, be processed in the Rheo rewash launder. The primary refuse when fed to the dense medium circuit is screened into 3/8x0 which is cleaned in the fine coal plant and 3x3/8 for cleaning in the No. 1 vessel. The clean coal from this vessel is passed over a vibrating drainage and rinse screen, then sluiced to the rewash sizing shaker where it is dewatered and sized for loading. This paper presents the results of a study of the comparative values of the several fuels commonly used by industrial plants. It shows that the energy actually recovered from any fuel and turned into useful work is dependent upon several factors: (1) the total energy available in the fuel, (2) energy losses resulting from combustion reactions and (3) energy losses dependent upon the mechanics of the firing operation. The chemistry of combustion and the losses resulting therefrom are discussed. The Advantages and disadvantages of the several mechanical methods of firing and the resulting heat losses in each are developed. Data obtained from several typical fuel operations, where careful records have been maintained, are presented to show that the practical results in the actual operation are in harmony with the theoretical results developed in the earlier part of this paper. Water power and solid, liquid or gaseous fuels are at present the only commercial sources of energy. The economic utilization of any one of them depends, in the final analysis, on the cost of energy per unit of finished product to which the energy is applied. The location of the plant utilizing the particular fuel chosen is a large factor in the original choice. The cost per unit at its original natural source, or even in its delivered form, is not always the final measure of its worth. The use of electricity as a source of energy illustrates this to the extreme. Electric current produced from water power is very cheap in certain localities. In Norway, current is sold as low as ½0# per kw-hr., while in dry cells it costs as much as $10 per kw-hr. Yet the sale of dry cells is a large business. The selling price of gas also varies widely. In some localities natural gas for the manufacture of carbon black sells for as low as $0.02 per million British thermal units, while artificial gas for domestic purposes sells for as high as $6 per million B.t.u. Obviously the cost per unit of energy is not the final determining factor in its purchase. Any discussion of the economic utilization of fuels must include costs in relation to the units of finished material manufactured. In large central power generating stations, this is the over-all cost per kilowatt-hour, and in ceramic firing the cost per unit of finished product of a certain quality is the criterion of economic utilization.

I Should like to commence by saying how much I appreciate the honor which the American Institute of Mining and Metallurgical Engineers has done me in inviting me to visit your country, and to deliver this lecture before you. In choosing a subject, and in deciding what to include and what to omit, I have endeavored to discuss as far as possible work carried out recently in Europe with which you may not be unduly familiar. It would be poor return for your hospitality, and a mistaken sort of compliment indeed, if I were to load the lecture with accounts of researches carried out in your own country—researches with which you are probably better acquainted than I. Not that I have in any way excluded work done on this side of the Atlantic from my survey; one would indeed find it difficult to write on this, or on any other branch of science, without mentioning American work. But I have endeavored as far as possible to concentrate on aspects of the case which will, I hope, be comparatively fresh to you, and I feel fairly certain that this will be in accordance with your own wishes. Films Produced at Elevated Temperatures If a strip of iron is heated strongly at one end, the other end remaining cold, there is produced over the heated portion a layer of oxide scale, the thickness of which diminishes steadily with the distance from the hot end. Somewhere in the middle of the strip, the thickness of the oxidized layer will become comparable to the wave length of light, and over this region the thin films give rise to a series of beautiful interference tints, commonly known as "temper colors." The colors are caused by the fact that two trains of light waves are reflected respectively from the outer and inner surfaces of the oxide film, and the possibility arises that the "crests" of one series of waves may coincide with the "troughs" of the other, thus diminishing the intensity of the light of some particular wave length. The state of affairs in this part of the strip is shown diagrammatically in Fig. 1, in which the film thickness is enormously exaggerated, of course, in comparison with the length of the strip; the

THE burden a man can endure depends on its magnitude and the number of tunes it is applied, as well as on many other factors. The resisting power of steel likewise is dependent on many factors. The maximum load it can support indefinitely is much less than its possible momentary burden. A light load straining the metal far within its elastic limit, if repeated indefinitely, ruptures the metal. The magnitude f the stresses that may be alternately applied and removed without rupturing the material depends on the number of repetitions of the cycle; the intervening periods of rest; the thermal, electric, and magnetic conditions, as well as the presence of secondary stresses. While we are unable to formulate the law between the magnitude f repeated stresses necessary to produce rupture and the length of time during which these alternating stress may be applied before rupture, my experience is that the time increases as the magnitude of the force decreases, according to a law which, to a first approximation, is exponential. In other words, F = Ce-t where F = magnitude f alternating stresses; = time for which stresses are continued; C = constant, which' depends on the conditions under which the operations are carried out. It is quite probable that the same type of law holds for the magnitude of a continuous force and its duration. When a rod of steel is subjected to the blows of a drilling hammer several things happen. First, one end is struck by the hammer and the other end is driven into the rock, thus causing a bodily displacement of the entire material of the steel drill. The greatest stresses involved in this bodily displacement are located at the two ends of the steel and manifest themselves by the distortion of these parts. Second, after the blow has been delivered the steel drill, due partly to its own resiliency and partly to the resiliency of the rock, experiences a vibratory motion as a whole, this motion is quite similar to the bouncing of a rubber ball thrown violently upon a smooth pavement. Third, the free vibration of the drill is determined only by its own natural period of vibration. This motion involves all the characteristics f any vibrating body emitting sound. To any one acquainted with the practical conditions surrounding the mining engineer and mine-manager, especially in this country, the presentation to the American Institute of Mining Engineers of a paper on the above subject will need no explanation. The members of this profession are continually called upon to design and erect, both above and underground, structures which involve the use of beams. Not to mention the various buildings connected with large mining operations, I need only refer, in support of this statement, to trestles, derricks, headworks, etc., on the surface, and to timbered stations and other spaces of large span in the mine-workings. Notwithstanding the rapidity with which iron and steel are replacing wood in the construction of large buildings, there will always be cases in which the use of metal will be unadvisable. Especially will this be true in districts remote from large cities. Works of temporary character will continue to use timber. High freight-charges, the liability of delays in delivering iron, and the temporary character of many of the structures, will for many years to come make it advantageous for the mines west of the Mississippi and on Lake Superior to construct their buildings almost exclusively of wood. The timber-resources of the country are decreasing so rapidly that already the engineer finds difficulty at times in obtaining beams of large size. This difficulty will steadily increase, and will force the constructor to resort more frequently to built-up beams, such as have long been used in Europe, owing to the difficulty of obtaining there such large sizes of timber as have

Many excellent papers, descriptive of the milling and smelting of every kind of commercial ores, the refining of virgin metals, the casting into various shapes demanded by the trade, the rolling into shapes best suited to the factory machinery and the making of composition alloys to suit every requirement have been issued by the many technical societies dealing with non-ferrous metals. It is a wonderful collection of papers, of which the mining and metallurgical engineers may well be proud, but strange as it may seem, metallurgists in general appear to take the stand that when they have delivered suitable alloys to the foundry and rolled products to the factory their duty to write papers has ceased, at least in so far as the A. I. M. E. is concerned. Still we read in the daily papers that the mining companies are absorbing metal-manufacturing industries. The purpose of this paper is to describe the reclaiming of non-ferrous scrap metals at manufacturing plants, taking as an example the automobile industry. Collection and Disposition of Scrap Until about five years ago, much of the factory scrap, with little or no preliminary treatment, was sold to secondary-metal smelters. Of late years the factory salvage department has become an important part, of the plant in reclaiming everything of value and incidentally does much of the work formerly done by the smelters. Like most good things, it is sometimes overdone, and much work is done at the factory with inexperienced men that could be done much better by experienced skilled labor at the custom smelting plants. Employees of the salvage department collect the waste products in all departments at the source and in that way avoid much contamination. Every reasonable precaution is taken to keep the scrap clean. It is hand-sorted, cut, burned, magnetized, concentrated, separated or compressed, as the case may be, preparatory for re-use in the plant or for selling to others.

During 1914 and 1915, extensive experiments were conducted at the concentrator of The Detroit Copper Mining Co. of Arizona, at Morenci, Ariz., in order to test the relative grinding efficiencies of the Marathon, the Chilean and the Hardinge Mills. The Marathon mill used in the experiments was the first one ever built by the manufacturers; and since this was the first time that it was given a thorough tryout, with such remarkable results, the data have been assembled in the following paper and submitted in the interests of the milling profession. Description of the Flow Sheet The concentrator flow sheet, as it existed at the time of these tests, is shown in Fig. 1. The total mill feed, as delivered from the crushing plant, had as its maximum size 1-in. material. This material was screened dry on Cole Zig-Zag screens fitted with 4-mesh openings; the oversize going to one pair of coarse rolls, the undersize to five Wilfley tables fitted with Butchart National riffles. The coarse-roll product was elevated and screened wet on Zig-Zag screens fitted with 4-mesh openings, the undersize going to the five tables mentioned above and the oversize to one pair of fine rolls. The fine-roll product was elevated and screened together with the coarse-roll product; so that, before any concentrating operations took place, the total mill feed was reduced to pass a 4-mesh screen. After concentration on Butchart-riffled tables, the tailings from these tables passed to de-sliming hoppers, where two products were formed, viz., an overflow and a discharge. The discharge constituted the feed for the Chilean mills. It contained 16 per cent. slime (—200 mesh) and 3 parts of water to 1 of solids. The concentrator was equipped regularly with four Chilean mills (Monadnock type) to the unit; but, in order to

The electric smelting of manganese ore and the production of ferro-manganese did not exist as an industry, in the United States or elsewhere, previous to the outbreak of war in 1914. Ferromanganese had been produced, electrically, during times of high prices by two companies at Niagara Falls and by several European companies, but the production was spasmodic, and none was electrically produced when ferromanganese sold at from $35 to $40 per ton. Thus the electric smelting of manganese ore must be considered as a development caused by the high prices prevailing during the years 1916, 1917 and 1918, and the necessity of smelting domestic ore in order to fill the ferromanganese requirements of the steel industry of the United States, which increased from 189,088 tons in 1914 to 356,356 tons in 1918. The electric furnace is well adapted to smelting domestic ore because it can be located in small units near the source of ore supply. In 1918, the ferromanganese production of the United States was 333,027 tons, of which about 7 per cent., or 23,000 tons, was produced in the electric furnace. The electric furnace not only assisted materially in the development of a domestic-ore supply but made a considerable saving of coke, as it requires about 11/4 tons of bituminous or lignite coal per ton of ferromanganese compared with a blast-furnace consumption of 2.9 tons of coke per ton of ferromanganese. Some of the plants in the United States that smelted manganese orc in the electric furnace during the war and in 1920 are listed in Table 1. From early in 1919 to about February, 1920, little ferromanganese was produced in the electric furnace. During this period the price of ferromanganese (78 to 82 per cent. manganese) was about $100 per ton. During the first half of 1920, several plants resumed operation when the price of ferromanganese (76 to 80 per cent. grade) gradually increased to $200 per ton, delivered.

Ferromanganese had been produced, electrically, during times of high prices by two companies at Niagara Falls and by several European companies, but the production was spasmodic, and none was electrically produced when ferromanganese sold at from $35 to $40 per ton. Thus the electric smelting of manganese ore must be considered as a development caused by the high prices prevailing during the years 1916, 1917 and 1918, and the necessity of smelting domestic ore in order to fill the ferromanganese requirements of the steel industry of the United States, which increased from 189,088 tons in 1914 to 356,356 tons in 1918. The electric furnace is well adapted to smelting domestic ore because it can be located in small units near the source of ore supply. In 1918, the ferromanganese production of the United States was 333,027 tons, of which about 7 per cent., or 23,000 tons, was produced in the electric furnace. The electric furnace not only assisted materially in the development of a domestic-ore supply but made a considerable saving of coke, as it requires about 11/4 tons of bituminous or lignite coal per ton of ferromanganese compared with a blast-furnace consumption of 2.9 tons of coke per ton of ferromanganese. Some of the plants in the United States that smelted manganese orc in the electric furnace during the war and in 1920 are listed in Table 1. From early in 1919 to about February, 1920, little ferromanganese was produced in the electric furnace. During this period the price of ferromanganese (78 to 82 per cent. manganese) was about $100 per ton. During the first half of 1920, several plants resumed operation when the price of ferromanganese (76 to 80 per cent. grade) gradually increased to $200 per ton, delivered.

With some uncertainty as to the type, rate and scope of adoption of air pollution control regulations, and with limited information on the availability of low-sulfur fuels, it is possible at best to make only a rough assessment of the impact of such regulations on coal. It is apparent from the following discussion that regulations of the type already effective or being considered, if adopted and enforced on a widespread basis over a short-term period and if substitute fuels were available, both quantitatively and economically, could result in a loss of more than one-half of coal's markets. Depending on the areal sequence of adoption of such regulations, some areas would be able to obtain limited amounts of low-sulfur coals. Others would not. Because of the usually greater distances from the large industrial coal consuming areas to new sources of coal supply, and because of the higher mine prices for low-sulfur coals, the delivered prices of such coals as might be available would be much higher than those for high-sulfur coals. A large and sudden demand for low-sulfur coals would exert further upward pressure on prices.

THE tests here described were made to obtain information regarding costs, efficiency, etc. of baking cores in an oil-fired oven, and two electric ovens, which were installed, early in 1920, in the core room of The Ohio Brass Co. and were used almost continuously during the rest of that year. Operating costs were rather high so a complete test was undertaken early in 1921. The ovens will be referred to as Nos. 1, 2, and 3. Nos. 1 and 2 are electric ovens of different makes while No. 3 is an oil-fired oven made by the firm that made No. 2. The three are equipped with similar ventilating devices. They have full-height doors at front and rear. The cores are placed on iron racks, which are lifted by Cowan trucks and rolled into the ovens through the front doors. When baked, they are removed through the rear doors. Fig. 1 shows the general plan of the electric ovens while Fig. 2 shows the plan of the oil-fired oven. Oven No. 1 is 91 in. (231 cm.) wide, 83 in. (210 cm.) high, and 79 in. (200 cm.) deep, inside measurements. The walls are constructed in, panels about 18 in. (46 cm.) wide and 4 3/16 in. (10.6 cm.) thick, packed with blocks of insulating material and covered with sheet iron. The concrete floor on which the ovens set is 13 in. (33 cm:) thick. A recess about 5 in. (13 cm.) deep was cut in the floor to provide room for the heating units. Channels and plates supported. on I beams serve as' supports for the trucks and racks. The ventilating system consists of a Sirroco No. 1 ½ fan, connected so as to draw air from the top of the-oven or from the room, through damper C, and to deliver it either to the bottom of the oven or to the floor; the delivery is controlled by the vane A. The fan and pipes are covered with ¼ n. (6.3 mm.) asbestos cement lagging.

IN September 1937, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1007 to 1019. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about I per cent Cu. The chief copper mineral, chalcocite, was dissemi-nated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was prob-ably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a com-plete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof com-prised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig. 1, which gives percentages of tonnage and copper content.

THE work performed by, the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."
