Paralleling recent experiments in the U. S., the Mines Branch of the Department of Mines and Technical Surveys in Ottawa has developed a laboratory process for recovering cell-grade alumina from aluminiferous shale. Mines Branch Research Report R45 (1959) entitled The Alum-Amine Process For The Recovery of Alumina From Shale by G. Thomas and T. R. Ingraham states " . . . With the recent resurgence in Canada, and in the United States, of attempts to recover cell-grade alumina from clays and shales, the Mines Branch undertook to review certain processes that had been tried with marginal success . . . In particular, it seemed quite possible that some recent developments in organic chemistry, relating to uranium technology, might be utilized for the removal of the last traces of iron from intermediate products to permit the attainment of a satisfactory grade of alumina." This introductory paragraph explains the authors' approach toward development of an alumina recovery process from shale. The following is an abstract of their successful laboratory experiments.

Subsidence has occurred in several areas of the upper Gulf Coast region of Texas, although in most cases this is not evident without precise instrumental leveling. As referred to in this report, the region com- prises about 7200 sq miles of the Gulf Coastal Plain and includes all or parts of the following counties: Harris, Fort Bend, Waller, Brazoria, Galveston, Liberty, Chambers, Orange, and Jefferson (Fig. 1 ). Topographic relief is low, ranging from sea level at the Gulf of Mexico to 300 ft or more in northwestern Harris County.

THERE were produced in this country in 1923 probably in the neighborhood of 12,000 or 13,000 tons of refined and crude arsenic, by far the greater portion coming as a by product of smelting operations. Early this year copper smelters were producing arsenic at the rate of about 425 tons per month and lead smelters at the rate of 7;0 tons per month. During the entire eighteen years prior to 1919, there were produced in the United States only 47,000 tons of arsenic, which amounts to only 25 per cent. of the present output. The great increased demand has come about through the augmented use of arsenates as insecticides and arsenates as weed killers. In an extract from "Mineral Resources of the United States" on "Arsenic in 1922," Messrs. Heikes and Loughlin say, "The minimum possible demand for arsenic in 1923 was estimated at the end of 1922 to be about 13,000 tons, including 2000 tons for plate glass manufacturers, 3000 tons for lead arsenate, 3500 tons for calcium arsenate, 1500 tons for weed killers, 1200 tons for Paris green, 1000 tons for sheep dips and 750 tons for proprietary mixtures. More recent information, however, indicates twice as great a demand for calcium arsenate." The latter has found great use in the last three or four years as a weapon to combat the boll weevil pest of the southern cotton belt. ~t the present writing refined white arsenic is being quoted on the New York market at from 13)d c. to 1455 c. per Ib., while the average price during the eighteen-year period just mentioned was 4.8 c.

THE Washington magnesite deposits, located in the hilly and mountainous northeastern part of Washington, occur as massive lenses in a sedimentary series made up of dolomite, shale, and quartzite, into which basic dikes have intruded. The ore pattern resembles a series of disconnected chain links extending approximately 25 miles in a south-west direction. Magnesite in this district is all crystalline and closely associated with dolomite, talc, serpentine, and basic dike rock. All deposits which have been developed are near the surface so that quarry-bench mining has been possible. For over twenty years hand sorting magnesite ore at the quarry face was standard practice. Ore cars were hand trammed on 30-lb rail systems which led from the face to ore passes or raises for the magnesite ore and to the waste dumps for disposal of the rejected waste material. This system was somewhat modified by the use of Dempster Dumpster trucks. The ore was, however, still sorted by hand from the calcium and silica bearing waste rock. THIS meeting was held at the home of the Institute in the United Engineering Society Building, 29. West 39th St., New York, N. Y., Feb. 18 to 21, 1908. The first session, held in the large auditorium Tuesday evening, Feb. 18, was called to order at 8 p.m. by Prof. Henry M. Howe, Past-President of the Institute, who welcomed the members and guests in a few cordial and well-chosen remarks. The following papers, accompanied by lantern-illustrations, were presented in oral abstract by their authors Swedenborg and Humboldt, by R. W. Raymond, New York, N. Y. Electric Power in Steel Mills, by David B. Rushmore and Karl A. Pauly, Syracuse, N. Y. At the close of the session, an informal reception in the offices of the Institute was tendered to members and guests. The second session, held in Assembly Room No. 1 in the same building, Wednesday, Feb. 19, was called to order at 10 a.m. by Prof. Robert H. Richards, Past-President of the Institute. Before proceeding with the papers on iron and steel, which were scheduled for presentation at this session, Mr. F. E. Junge, a representative of the gas-engine and electric motor industry of Berlin, Germany, gave a short oral discussion of the paper by Mr. Rushmore and Mr. Pauly, Electric Power in Steel Mills. Printed copies of the paper, Uniform Nomenclature of Iron and Steel, were distributed among the members and guests present, and the request was made for a later discussion of this important subject by letter. This paper constitutes the Report of Committee No. 24, of the International Association for Testing Materials, which was presented at the Brussels Congress in 1906. Br far the greater number of the members of this Institute are men who are engaged in the strenuous work of the technical part of their profession, and find little time for the abstract scientific work which is less distinctly practical and pecuniarily emunerative. There is, however, a small but increasingly numerous class whose members devote themselves to broad geological problems which underlie the systematic development, and whose work, theoretically, ought to precede and form a basis of that of their more practical brethren. These are the so-called mining or economic geologists, who are, for the most part, connected with State or National geological surveys. From the character of their work, the life of these men necessarily follows rather different line's than that of most of their colleagues, and is not generally familiar to them. It seems admissible, therefore, that to the life of a prominent member of this class, who died during the past year, having literally sacrified his life to his work, a more extended notice should be given than the relatively small number of his contributions to the Transactions might seem to justify. George Romans Eldridge, son of Ellery and Sarah (Mathews) Eldridge, was born on Cape Cod at Yarmouth, Mass., Christmas day, 1854. His boyhood education in the public school at Yarmouth was followed by a six years' course in the Public Latin School at Boston, from which lie entered Harvard Uni¬versity in 1872, being graduated with the highest rank in his class in the natural sciences in 1876. During his college course he spent the summers of 1875-6 at Cumberland Gap, Ky., as volunteer aid to Prof. N. S. Shaler, who was then in charge of the State Geological Survey of Ken¬tucky. The use of the straight-line method of solving the material balance equation is illustrated by means of six field cases. Also, the application of statistical criteria to arrive at the most probable answer is shown. The theory underlying the straight-line method of solution and the applicability of the statistical criteria was presented in a previous paper.' The field cases include saturated and undersaturated oil reservoirs with and without water drive. The aquifers discussed are: limited radial, infinite radial, very small aquifer and infinite linear. The field cases also include a gas reservoir producing under water drive. INTRODUCTION In a previous paper,' the authors presented the theory underlying the solution of the material balance as an equation of a straight line. The appropriate equations for various material balance cases as well as the methods of analysis and interpretation with comments and discussion were also included. To illustrate the various theoretical cases treated previously, five field cases are analyzed in this paper by employing the straight-line method of solving the material balance equation (MBE) and one example previously published is referred to. The use of statistical criteria to arrive at the most probable answer is also shown. All the field examples presented, except Case 2, are excerpts from complete reservoir studies. To illustrate the method, only sections specifically dealing with the material balance principles are included. Additional geologic information and basic data are reported to better acquire an understanding of the cases and thus to better follow the reasoning that suggested the successful application of the straight-line method of solving the MBE. The six cases are: (1) saturated reservoir, small gas cap, limited aquifer; (2) saturated reservoir, very small gas cap, infinite aquifer; (3) undersaturated-saturated reservoir, very small aquifer; (4) highly undersaturated reservoir, no water drive; (5) high undersaturated one-well reservoir, limited aquifer; and (6) gas reservoir, infinite linear aquifer. THE D4 SAND, GUICO FIELD, VENEZUELA The D, sand, which was discovered in 1943, is presently in a depleted state. Since its discovery it has produced under water drive, gas-cap-gas expansion, and solution gas drive. In Nov., 1947, water injection was initiated to arrest further pressure decline. When discovered, the D, sand was a saturated reservoir with a gas cap /oil zone volume ratio m estimated volu-metrically at 0.0731, an average permeability of 500 md, a porosity value of 25 per cent, and an oil viscosity at reservoir conditions of 0.3 cp. The volumetrically determined stock-tank oil initially in place was 23.1 million bbl. The volumetrically weighted physical data and production data available until Nov., 1953 are reported in Table 1. In Ref. 1, the effects on the straight-line plot of various values of ro/r for a constant ?to, or of various dimen-sionless times for a constant r8/r10 were theorized and were illustrated in Fig. 3A of that reference. In this field case, the previously theoretically predicted effects are established. Thus, the MBE calculations using Eq. 3c of Ref. 1 were performed for various r6/r10 and dimension-less time values. Oxidation hardening of cylindrical and spherical specimens first decreases with depth below the surface, but then increases again as the center is approached. This is in agreement with the view that this change in hardness is mainly determined by the change in velocity of the oxidation boundary, which affects the dispersion of the oxide. WHEN a thick slab of silver containing 0.3 pct Mg by weight is internally oxidized, the hardness measured on a cross section is found to decrease considerably with distance from the surface.&apos; This phenomenon has been attributed to the diminution of the velocity of the oxidation boundary. The smaller this velocity is, the more slowly the free-oxygen concentration rises towards the concentration in equilibrium with the oxygen gas. And a small 0 concentration favors dissociation and thus conglomeration of the oxide. For instance, the hardness decreases more rapidly during long annealings in nitrogen than in air.&apos; Measurements by Gregory and Smith3 on sections through internally oxidized Al-silver wire showed a smaller variation in hardness, probably because the wire diameter was only 0.9 mm. Wood4 found a drop in hardness with depth in internally oxidized Al-copper strip, and also—by electron microscopy—the concomitant increase in Al2O3 particle size. Under certain circumstances internal oxidation leads to formation of rather irregular inner oxide films in the midst of dispersed oxide. This special sort of conglomeration—discussed in Ref. 5—is also favored by greater depth below the surface.3,5 In this paper hardness measurements in large diameter cylindrical and spherical specimens are described. Here the oxidation velocity* goes through ness initially decreases with depth but increases again towards the center. Normally, the diffusion coefficient D1 of oxygen is very large compared to D2, that of the dissolved metal. If, furthermore, the atomic fraction c2 of the latter is much larger than the O-solubility cl- but c2D2 << c1D1- the velocities in question are easily calculated2 to be: for the cylinder and for the sphere. Here p is the radial coordinate of the oxidation boundary and R the specimen radius, which in dilute silver alloys is constant, as no external oxidation occurs. These equations have been derived for a divalent solute; for nondivalent solutes c2 has to be multiplied by half the valency. The equations are not valid near the center. For which can be considered as a standard case,2 the Eqs [I] and [2] begin to yield U-values which are appreciably too high for p/R = 0.05 and 0.15, respectively. But at the v-minima they are still very good approximations. These minima lie at p = emlR= 0.37R in the cylinder and p = 1/2 R in the sphere. Other factors besides the velocity v will also influence the hardness. The oxide concentration cox is constant in a flat strip, apart from a narrow region in the middle,2 but in cylindrical and spherical specimens cox decreases steadily with depth. THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don&apos;t let it die!

"The Tooele plant is situated at the mouth of Pine Canyon, five miles northeast of Tooele City. The site forms one terminus of the Tooele Valley railway, which runs southwest through Tooele City to Warner, a station on the Los Angeles and Salt Lake Railroad, thirty-five miles southwest of Salt Lake City.An aerial tramway, four miles in length, crosses the Oquirrh Mountains and connects the plant with the Bingham district.The plant consists of a lead-zinc flotation concentrator, lead smelter and copper smelter.SAMPLING MILL The mill is a standard Taylor and Brunton sampling mill, built in two sections, each with a capacity of 100 tons per hour. The building is of steel and concrete, 40x84 feet. A well-equipped pulping, sampling and drying room is attached.All ore is sampled here and then distributed by conveyors to cencentrator, lead smelter and copper smelter bins.CONCENTRATOR This flotation mill is arranged in two units of 500 tons capacity each, one equipped with Callow pneumatic flotation cells, the other with Mineral Separation sub-aeration machines.The feed is maintained as uniform as possible by bedding, after coarse crushing at the sampling mill. Standard practice of ball mill grinding and classification is followed."

THE name engineer makes a very strong appeal to one who appreciates the mechanism underlying the fabric of our civilization. Engineers are scouts of civilization. We send them ahead into the lone &apos;places-the wilderness, the jungles, the great watery expanses, to build the highways necessary for civilized man. The engineers must deal with Nature, with that mysterious dynamic thing we call "force," with materials. It is their function to direct the human activity necessary to coordinate these forces and material in order to make them serve the needs and aspirations of men. Because of my high conception of the engineering profession I was glad to accept the invitation to address The American Society of Mechanical Engineers to voice my understanding of the possibilities of your work as engineers of industry, and to suggest what seems to me the responsibility of the-engineer to the whole modern industrial system.
