HISTORICAL concepts of the economics of the glass-sand industry are changing rapidly. The greatly expanded demand for glass containers combined with higher freight rates on raw materials and manufactured products have induced a migration of glass factories toward densely populated centers and the creation of new standards of place value for sub- standard sand deposits. This migration has been facilitated by the construction of pipelines to bring cheaper natural gas and liquid fuel to large cities and may be further speeded by the adoption of modern mineral dressing methods to permit economical utilization of local raw materials. Our national resources of naturally high-grade 1 silica sand are abundant, but most of the best de- posits are situated so far from large centers of population that it now costs $3.00 to $5.00 a ton to carry the sand from the mine to the optimum site for a 1 factory making beverage bottles, scientific and electrical glassware, and miscellaneous blown and pressed ware for local markets. It follows that on the basis of freight savings alone it may be economical to use material from inferior deposits closer to the factory even though the f.o.b. cost of mining and treatment may be much high

The insufficiencies of our mineral resources are becoming well known, and the national political conscience seems to be troubled at last by our dependence upon mineral commodities which must come from other lands. This realization places increased responsibility upon the industrial, educational, and governmental groups whose task it will be to solve the problems of mineral supply. As we all know, from the time that man first sought mineral deposits until recent years, prospectors have been largely responsible for mineral discoveries. Today the era of the prospector is almost over. The human ants that have literally examined all accessible outcrops and have tested the gravels of nearly all stream beds in the United States have left undiscovered few worthwhile mineral deposits within the scope of their recognition. The pages in the history of mineral exploration are now being turned from the era of the surface prospect to the era of the hidden de- posit.

Freeman, the English historian, said that he had learned from Macaulay "never to be afraid of using the same word or name over and over again if by that means anything could be added to clearness or force. Macaulay never goes on, like some writers, talking about `the former' and `the latter', `he', `she', `it', and `they', through !clause after clause, while his reader has to look back to see which of several persons it is that is so darkly referred to". He might have learned also from Macaulay that a preposition makes a' feeble ending for a serious statement. How often do you hear `the former' and `the latter' in conversation? Good conversation is a guide not to be dis¬dained. When you must use `the latter', do not confuse it with `the last'. Cheap labor, cheap fuel, and cheap transport are essential, the latter [last] being particularly important in base-metal mining. The apparatus may be used to determine such gases as hydrogen sulphide, chlorine, oxides of nitrogen and some others, as well as sulphur dioxide. In the case of the latter two, etc. The two last mentioned are "sulphur dioxide" and "some others". He should have stated which two, and he should have avoided that wretched phrase "in the case of ". Pinning may be partly prevented by use of chalk, oil, or turpentine. The latter [last] is best. I "Partly prevented" is a poor phrase. `Prevented! is a word that does not lend itself readily to modification. He means `checked' or `corrected'.

THE main objective of everybody, individually and collectively as the people of nations, is to earn their living and improve the scale thereof as much and as rapidly as possible. We are able to earn" our living only by working and producing. We I are able to rise to higher standards of comfort only by increasing our production of goods, or diminishing the waste of those that we do produce, or both. This statement is trite. It is equally trite to dwell upon the importance of increased production to be derived from increased efficiency of labor and improved manage-ment; and the good results that would accrue to every-body if employers and employees would work together to secure the maximum of production at the minimum of cost. All of this is nothing more than platitude, to which every intelligent person subscribes in the abstract; but what concerns us especially, and what is neither so easy nor so understandable, is to translate the expres-sion of the abstract principle into formulas for action. The national net income obviously may be increased in two ways, or by both together. One is to diminish the waste of the goods that we already have made available. The other is to increase the supply of goods. .Increasing the supply of goods may involve the elimina-tion of waste, but a distinction is to be drawn between the waste of things that we have and the failure to obtain those that we might have. If we limit the term "waste" to the careless and profligate use of the materials that have come into our possession, together with the absorption of labor in doing obviously unnecessary things; and if we character-ize by the term "inefficiency" the failure to accomplish in our industrial operations the best of which we are capable, we shall create a distinction that will be pro-motive of clear thinking. In this paper I am going to deal with inefficiency, not waste, observing the distinc-tion, arbitrary if you please, that I have made. Without any doubt the greatest inefficiency that exists in our economic affairs is that which causes hundreds of thousands, perhaps millions, of men to be idle a good deal of the time. The major reasons for such idleness are two-fold. One of them is the conse-quence of what for convenience may be called business cycles, although I do not hold to the hypothesis of business cycles as it is now being rather widely expounded. That hypothesis involves the idea of rhyth-mic undulations due to causes unknown, but which it is hoped may be ascertained. The movement of busi-ness in waves up and down is undeniable, but that there are recurrences of cycles every so often is purely imag-inary, I think. It is unnecessary-to digress into that subject. The extents of the rises and falls above and below a median line undoubtedly is less than is commonly supposed.

ALTHOUGH the nomenclature of the chemical tools of flotation is probably familiar to you, it will do no harm to review it; . In order to make the terms more real I have employed an illustration which likens flotation to an old-fashioned balloon ascension, such as we witnessed in boyhood at the county fair. The mineral to be floated is the aeronaut, conspicuous in his gilt-spangled tights, who is to be separated from you and me and the other small boys who are standing about, said boys being the g-a-n-g-u-e, or g-a-n-g, as we would have spelled it. The oil film surrounding the bubble is the counterpart of the silken fabric of the balloon, and bubble and balloon will rise for. the same reason, namely. that the fluid outside it is heavier than the fluid within. In flotation reagent nomenclature the material of which the bubble is made is called the "frother.",

ALTHOUGH the United States has long led all other countries in both the production and consumption of mineral products, the trend seems definitely toward an increasing dependence upon foreign sources of supply. This is not to take the position that we are either a have or a have-not nation. For years we shall continue to secure a large proportion of our needed minerals: from our own mines, but we must face the fact that this century has seen "a more thorough and intense development of the mineral resources of the United States and a greater depletion of its irreplaceable mineral reserves than has occurred in most other countries. An audit of our mineral production given in the attached charts discloses the extent of our deficiencies. Because of these facts, low-cost foreign sources offer a promising field for the investment of a portion of our mining capital and an opportunity to obtain for the United States a greater supply of strategic metals and minerals. How. ever, to reach this end, the industrialist investing in the foreign field must have the full co-operation and strong backing of the Federal Government and the involved Federal agencies.

RECENT advances in the fields of chemistry, biology, and metallurgy have confronted the analytical chemist with an entirely new set of problems. Development of plastics and synthetics has brought about a need, not only for adequate methods for their analysis but also for the various raw materials entering into their manufacture. The remarkable advance made in biochemical and agricultural research resulting from the use of isotopes as tracers or "tagged atoms" has established the necessity for the development of methods for the concentration of natural isotopes and for a means for their analysis. Similarly the advent of new and complex alloys calls for accurate analytical methods. Fortunately the analytical chemist has been able to meet some of these new demands by adapting to his purposes an instrument which has long been the most exclusive toy of the physicists. Solubility and the chemical properties of the atoms, which have always served as the basis for chemical analysis, do not enter into this new technique. Instead, momentum, defined as mass times velocity, is utilized as the means for the separation of atoms or mass groups.

RAPID progress has been made during the past year in the copper mills throughout the country. Particular efforts have been made to increase the fine-grinding efficiency by the installation of larger classifying units operating in closed circuit with ball mills, such as the 78-in. high-weir Akins installation at the Phelps Dodge plant at Ajo, Ariz.; also the Type "FX" Dorr classifiers of Nevada Consolidated at McGill. Nev. and the "FX" Dorr bowl classifier of the Braden Copper Co. in Chile. Some of the copper milling plants in the Southwest, such as Chino in New Mexico and Ray Con. in Arizona, have replaced rolls operating wet in their fine-grinding circuit by rod mills. At Hollinger primary rod mills were formerly used in open circuit followed by pebble mills in closed circuit with classifiers. They now have primary ball mills in closed circuit with large extra heavy classifiers and no secondary mills. This new installation is producing the same grinding on 5000 tons per day with a reduction in cost of nearly 4c. per ton. At the Braden plant, in Chile, short-head Symons crushers have replaced 54-in. rolls, thereby in- creasing crushing capacity with some saving in maintenance cost.

Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.

A self-appointed, committee consisting of J. Waldo Smith, Chairman, Richard S. Buck, J. J. Carty, J. Parke Channing, E. L. Corthell, Alfred Craven, Thomas Crimmins, Gano Dunn, George Gibbs, Alex. C. Humphreys, F. L. Hutchinson, Charles Warren Hunt, D. S. Jacobus, John W. Lieb, William Barclay Parsons, George H. Pegram, Charles F. Rand, Calvin W. Rice, Robert Ridgway, William L. Saunders, Merritt H. Smith, Bradley Stoughton, and William H. Wiley, organized a course of seven free lectures on military engineering, which were given by Captains Thomas M. Robins, Richard T. Coiner, Edward D. Ardery, Corps of Engineers, United States Army, and which was under direction of Major General Leonard Wood. The United Engineering Society presented, without charge, the use of the auditorium for the purpose of these lectures, but the interest proved to be more than three times as much as had been expected, and it was therefore necessary to divide the courses into three parts, one of which was given in the afternoon in the auditorium of the United Engineering Societies Building, one in the evening in the same place, and another in the evening in the auditorium of, the American Society of Civil Engineers. These lectures occurred on Mondays, from Feb. 14 to Mar. 27, 1916. The subjects and speakers were as follows: Feb. 14, 1916: Organization and Duties of Engineers in War, and what Engineers in Civil Life will be called upon to do in the Defence Of the United States. RECENTLY spectrophotometry has been reported to provide a convenient technique for the rapid and reproducible determination of xanthate concentration in pulp solutions,12 and for a kinetic study of xanthate decomposition in acid solutions." Since the application of this analytical technique is feasible for those compounds showing pronounced light absorption maxima in the near ultraviolet region, it was deemed advisable to investigate the absorption spectra of some of the organic compounds that are used in flotation. It is known empirically that certain groups of atoms in an organic compound cause characteristic light absorption in the ultraviolet and near ultraviolet range, and the wavelengths and intensities of the corresponding absorption maxima are relatively independent of the nature of the remainder of the compound. The characteristic values of such groups, which are known as chromophores, are given in the literature.4,5 According to this information, many of the sulphydryl compounds are expected to show absorption maxima in the near or long wavelength ultraviolet region, whereas the saturated fatty acids and the saturated alkylamines do not. This article reports the absorption spectra of the six following types of sulphydryl compounds; mono-, di-(xanthate), and trithiocarbonates, dithiocarba-mate, dithiophosphate (aerofloat), and mercaptan. A Beckman DU quartz spectrophotometer was used to investigate the spectra in the wavelength region of 215 to 350mp. Materials: All the mono-, di-, and trithiocarbonates used in this investigation were prepared in the usual manner" from appropriate compounds obtained from Eastman Distillation Product Industries. The dithiocarbonates included the normal alkyl compounds from methyl to octyl inclusive, as well as the isopropyl, isobutyl, and isoamyl xanthates. Modern technology has provided the world with many innovations to improve living standards, ease of job performance, efficiency, and managerial control. While not expected to compete with the computer revolution, Kerr-McGee Coal Corporation has found a way using laser technology to solve one of their haulage problems. Operating successful and profitable surface coal mine facilities in Wyoming's Powder River Basin require economies of scale, flexibility of operation, conscientious cost control, and ever-present innovative effort. Because haulage costs are the major source of expenditure in surface mining, Kerr-McGee recognized early the need for maximum haulage productivity and the economies of scale provided by large haulage trucks. Special conditions that exist in the Powder River Basin coal fields require consideration. The coal thickness (up to 100 feet and more) and varying depths of overburden dictate that a haulage unit with good gradability characteristics be used to avoid undesirable long ramps. Two and often three coal seams are encountered by most mines, which necessitates operating from several coal and parting faces simultaneously. This situation consumes much space, and to minimize the scope of problems, a coal haulage unit with good maneuverability and stability is needed. Finally, the low density of coal (±1500 pounds/loose cubic yard) demands a large volume capacity to utilize truck load carrying capability effectively. These conditions prompted Kerr-McGee to select unitized two-axle bottom dump trucks of the 160-170 ton size for primary coal haulage at its two Gillette-area mines. Use of 170-ton bottom dump trucks at the Clovis Point Mine handles most of the coal haulage, but the truck

In view of the current interest in magnetic materials having rectangular hysteresis loops, as for example those obtained with the grain oriented 50 nickel 50 iron alloys,t we wish to call attention again to the results obtainable with the perminvar (Co-Ni-Fe) alloys heat treated in a magnetic field. Data taken from direct current measurements made prior to and during World War II give the typical values shown below for two of the perrninvar alloys. Fig 1 and 2 show- the hysteresis loops for these samples. The first sample above consisted of small rings punched from 0.014 in. sheet stock. These rings were heat treated at 1000°C for one hour in a hydrogen atmosphere and then cooled with the furnace to 750°C at which point they were subjected to a magnetic field of 15 oersteds maintained during cooling to room telmperature. The molybdenum perminvar sample consisted of a spirally wound core of 0.001 in. tape. The heat treatment was the same except that box annealing methods were used and no hydrogen atmosphere was employed. Even better properties might be expected using hydrogen. The heat treating temperatures and cooling rates are not critical. Rectangular hysteresis loops produced in other perminvar alloys by heat treatment in a magnetic field were described earlier.',? Properties similar to those described above are realized in perminvars manufactured by conventional methods. Drastic cold working which in practice limits the final thickness and is gen- erally expensive may thus be avoided. This information may be of interest to those concerned with magnetic alloys and the development of contact rectifiers, magnetic amplifiers and so on.

This paper discusses elementary laws pertaining to seismic reflection methods and presents a general and simple criterion for determining the direction of dipping of a reflection horizon from observational data of distance and time. The important development of practical geophysics and the successful results obtained in America, Germany, and other countries, caused introduction of geophysical methods of prospecting in Poland. Of all methods, seismic prospecting has proved most successful in the area of the Carpathian foreland, where new oil reserves are to be expected. Because of the great depth of the sedimentary column in that area, ranging sometimes over 2000 meters, it was obvious that only the seismic reflection method could give reliable information regarding the structural features of these strata at such a depth. During the experimental surveys it appeared that the complicated geological conditions of that area do not always allow prediction of the depth and the angle of dipping of reflecting horizons, and for that reason information about the inclination of a given horizon has great importance in the determination of subsurface structure. Therefore the problem arises of obtaining from seismic reflection data reliable information as to the direction of dipping of reflecting strata, without any previous knowledge of the average velocity and depth of geologic horizons under consideration. Reflection Seismograms The earth, being a nonhomogeneous medium, is composed of a series of layers, which differ from each other in their physical properties, particularly in their elastic coefficients. QUITE generally an increase in the temperature tends to bring a system closer to ideality. It is reasonable as a first approximation to consider that the excess free energy will vary linearly with the temperature, or: where t may be defined as the "characteristic temperature" of the solution, or the temperature at which the system would become ideal if the results at T were linearly extrapolated. It must be emphasized that consideration of this hypothetical property is an appeal to intuition rather than an established physical concept. The order of magnitude of 7 for dilute solutions will depend on the nature of the solvent; a value of 3000° + 1000°K may be suggested for ordinary metallic solutions. In terms of free energy, entropy, and enthalpy first-order interaction coefficients, differentiation of the above equations with respect to composition leads to The concept of t offers a simple and plausible interpretation of Chipman and corrigan's3 recent empirical correlation between and a for a number of groups of ternary systems 1-24. INTRODUCTION Good mine ventilation starts at the drawing board. A coal mine will either be adequately ventilated or not, depending upon how good a job was done in the planning. Poor planning will not only result in inadequate ventilation, but may also lead to low productivity. A mine foreman cannot achieve high productivity while trying to maintain 4.2 m3/s (9000 cfm) of air at his last open crosscut. PLANNING What will provide adequate ventilation? A rule of thumb in laying out a coal mine is to provide enough entries in the main entry system to keep air velocities at 2.5 m/s (500 fpm) or less; at this rate of flow, good ventilation may be expected. The intake and return air courses of a coal mine do not improve with age. Entries will deteriorate, ribs will slough, roof will fall, and clutter will accumulate. The resistance offered to air travel will continue to increase with each passing year. Providing enough airways for the present and the future cannot be emphasized too strongly. In order to better appreciate good planning and bring it into better focus, assume a hypothetical mine has the following features: entries 1.5 m (5 ft) high and 6.1 m (20 ft) wide; one intake and one return entry; the mine development is 4.8 km (3 miles) from the intake and upcast ventilation shafts; and the ventilation requirement is 141.6 m3/s (300,000 cfm) . Technical progress takes place in two directions: the improvement of methods, affecting the quality of the product; and increase in the economy of operations, affecting its cost. In the iron-industry, practice is pretty well settled, and revolutionary changes of method are, for the present, not to be expected. Hence, in this industry, the principal endeavor is to reduce costs by the use of labor-saving inventions, such as the machines brought into use during the last decade. But it is not alone necessary to reduce the labor-cost; complete economy requires also a saving in raw material. Under this head we may rank the coal employed as metallurgical fuel; and it follows that progress includes the economic use of fuel, so managed as not to injure quality of product. In the present paper it will be shown how, by suitable utilization of the heat from the furnace, a large portion of it may be made available for other purposes. Such utilization of waste-gases is important in all industries which employ furnaces (especially heating-and smelting-furnaces); and in the first rank of these stand the iron-, glass-, and porcelain-manufactures. The following pages are devoted chiefly to the waste-gases of smelting-works, and especially to those reverberatory-furnace gases which are not combustible.' The object of metallurgical furnaces is either to fuse the material charged or to bring it to a high temperature required for further mechanical manipulation. Leaving out of consideration for the present the reverberatory fusion-furnaces, we have to do with the heating-furnaces employed in connection with rolls, hammers, or hydraulic presses. FABRICATORS of copper and copper alloys have contended with the problems of reconversion during the past year in endeavoring to return to the full-scale production that is demanded of them. The problems have not been easy, for the industry, like so many others, has had to deal with strikes of long duration, and material shortages, particularly in the raw materials, copper, zinc, lead, and tin. Despite all these obstacles, it was possible to gear production to new peacetime records during the latter part of the year. This was made possible not only by the use of multiple shifts of personnel, but also by the improved production equipment, the development of which had been stimulated by wartime necessity. The work of installing new and better equipment is still continuing, and virtually every company is engaged in improving or planning to improve its processes.

ENACTMENT of Public Law 290 by the 78th Congress authorized the U. S. Department of the Interior, Bureau of Mines, to conduct an experimental program to develop the technology for obtaining oil from oil shale. In adopting and later extending this legislation, the Congress recognized the impending necessity of supplementing ground petroleum reserves with synthetic fuels. Under the provisions of this legislation, the Bureau of Mines, among other things, was charged with the responsibility of developing mining techniques, methods, and equipment for mining the oil shales of the Green River formation of Colorado, Utah, and Wyoming.
