Its importance to each operator is dependent on the amount and type of waste he dumps into the rivers and streams; on whether this waste pollutes the waters sufficiently to make them unfit for potable water, irrigation, and conservation of wild life; and on whether this waste makes a safety or health hazard. Through the years our growing population and industry have made increasing demands on the mineral industries, the suppliers of the raw materials on which our industries are based; and we have met these demands at some sacrifice to the natural beauty and cleanliness of our country. ON May 5, the Washington, D. C., Section, A.I.M.E., devoted its meeting to the many-sided and perplexing question of mineral stock-piling for peace. Opening the symposium, Harry J. Wolf, of the War Production Board, outlined the problem under six heads: (1) Technical. Mechanical, chemical, or metallurgical importance of specified materials, emergencies that might arise, relative scarcity, and critical value of stock piles during emergencies. (2) Economic. Cost to Government, influence of Government stocks on commercial relationships and markets, effect of availability of items as a con¬structive influence on industry, Administration policies now and during postwar period. (3) Legislative. Need for immediate legislative action, need for legislation on postwar conditions as well as on current requirements, a constructive basic policy to prevent political manipulation. (4) Military. Consideration of re¬quirements and supplies bearing on national safety and needed for manufacture of equipment, and adequate reserves of scarce materials for research or experimentation by military agencies. (5) International. Interests of the United Nations in contradistinction to those of the United States; effects of nonisolation policy on nature, location, and administration of stock piles. (6) Negative stock-piling. Question of United Nations' legislation to prevent stock-piling by Axis nations after the war and who shall purchase stock-pile materials and during what periods.

THE accompanying chart was devised to provide a rapid and simple method of correcting for temperature and compressibility (deviation from Boyle's law) of gas under relatively high pressures and temperatures, such as are encountered in many deep reservoirs. The chart was prepared by interpolating for the desired values in the experimental data of Burke and Keyes1 and Kvalnes and Gaddy2 on the compressibility of methane, after adjusting their results from 0°C. to 60°F. and combining the correction factors for compressibility and temperature into a single multiplier, which, applied to the product of pressure and reservoir volume, gives at once the volume at one atmosphere (14.7 lb. per sq. in. abs.) and 60°F. The relationship 0f this multiplier to the compressibility factor Z, as used in most discussions, is simply: [Multiplier = 460° + 60°ZT –] where Z is the compressibility factor and T the absolute temperature (Rankine). Fahrenheit temperatures are shown on the vertical axis and pressures in pounds per square inch absolute on the horizontal axis. Correction factors or multipliers at intervals of 0.05 from 0.55 to 1.40 have been plotted on the chart and are calculated t0 give volume of gas at one atmosphere pressure (14.7 lb.) and 60°F. The operation is as follows: The reservoir volume, times the number of atmospheres pressure, times the multiplier, gives the volume of gas measured at one atmosphere (14.7 lb. per sq. in.) and 60°F. For example, a reservoir is estimated to have a volume of 10,000,000 cu. ft., bottom-hole pressure is 2940 lb. per sq. in. and temperature is 184°F To make the correction for methane, follow the 184° line horizontally to the 2940-lb. pressure line. The intersection lies between the 0.85 and 0.90 correction lines, and by interpolation we may estimate the multiplier at 0.863. A MAN who is a first-class metallurgist, engineer, and scientist and an outstanding organizer, administrator, and executive and who, at the same time, has an innate ability to "make friends and influence people" everywhere he goes is an exceptional personality at any time. And if such an individual can retain this combination of virtues during a great war despite the fact that the Government loaded him with enough work and responsibility for three such men. he is a most exceptional personality. And if he can keep his head and maintain an unfailing sense of humor during the trying war years and, while dealing with hundreds of jittery metallurgists and metalworkers, with Army and Navy brass, and with red-tape-entangled war agencies by the dozen, he is a rare personality indeed. Such a man is Clyde Williams, director of Battelle Memorial Institute. who will be President of AIME in 1947. The Institute is fortunate in having him as its mentor during what may be a critical and important year.

THE annual fall meeting of the Institute of Metals and the Iron and Steel divisions, in conjunction with the American .Society for Steel Treating and the Metal Congress and Show, at Boston was from many standpoints the most successful we have had to date. While many faces were missing from the various gatherings, the Institute registration reached the high mark of 324 members and guests. Cooperating with the Steel Treaters were also the American Society of Mechanical Engineers, the Society of Automotive Engineers and the American Welding Society. ,The meeting was, as usual, a three-ring circus with technical sessions 'galore, plant .trips, visits to the Exposition, social events such as lunch- eons and dinners as well as entertainment for the ladies present.

FEW subjects have attracted the attention of metallurgists more than oxygen in steel. From the days of Mushet and Ledebui interest in this subject has been increasing, and as additional knowledge has become available, the problem has naturally grown more complex. Instead of using the simple term "oxygen" we now distinguish between iron oxide, silicates of various kinds, oxysulfides, oxygen as gas and oxygen in solid solution in steel. There are five general methods for determining oxides in steel: hydrogen reduction; vacuum fusion; various wet-extraction methods, including electrolytic methods; methods depending on volatilization of the iron away from the oxides; and metallographic methods. For oxygen in solid steel each of these methods has both advantages and disadvantages. The hydrogen-reduction method is of no use on steels above about 0.20 per cent. carbon; 1 furthermore, it gives only FeO and possibly some MnO. The vacuum-fusion method2 is expensive and gives total oxygen, with the exception of some A1203, and does not differentiate between the various oxides in which the oxygen exists. Most of the wet-extraction methods3 give only the more insoluble oxides SiO2 and A1203, though the iodine method gives MnO to an uncertain degree (information that may be more misleading then no information

MILITARY power stems from industrial power and industrial power in turn depends predominantly upon an ample and assured supply of mineral raw materials. It thus becomes the duty of mineral economists to collate the vast array of data and logical deductions in order to reach an unemotional judgment as to the ability of the Soviet economy to withstand the strain of prolonged military action on the modern scale. Russian publications, reports: and official speeches have been laboriously screened and analyzed. Since these are the sources of information for the lower echelons of the Soviet industrial organization itself, they carry factual data that can be pieced together to show the present-day pattern. Apparent contradictions and obvious distortions or omissions can often be rationalized on the basis of observations made by foreign engineers and consultants during the 1930'5 and by checking against the technical literature published before even so-called technical articles were riddled by bombastic and presumptuous claims.

The Wind River Formation of Eocene age is the host rock for large high-grade uranium deposits in the Shirley Basin. The major deposits are in a northwest-trending belt of sandstones that were deposited in stream channels and that were lithologically favorable for uranium accumulation. Paleotopography influenced the character and position of the belt. The major deposits within the belt are at, or near, the margins of large tongues of altered sandstone formed in the most transmissive parts of thick sandstone beds. At least two tongues of altered sandstone are present in the belt, one of which is 5 miles long, 3 miles wide, and 70 feet thick; the other tongue is somewhat smaller. Ore bodies consist of a few hundred tons to several hundred thousand tons of material containing from 0.10 to about 2.00 per cent U3O8. The ore mineral is uraninite associated with pyrite, marcasite, hematite, and calcite. Deposition is believed to have taken place when neutral to slightly alkaline, oxidizing, uranium-bearing ground water, on entering the basin, encountered a reducing environment. The reductant may have been H2S of biogenic origin. Geology played an important role in discovery, exploration, and development of ore in the Shirley Basin.

INTRODUCTION A major segment in a successful heavy equipment maintenance and repair program is the provision of well-laid out and well-equipped shop and service facilities The facilities described here will be those required for a large, high tonnage hard rock open pit mine utilizing rotary drills, shovels, haulage trucks, support equipment, and service trucks. The term support equipment covers the equipment required to support the drill, shovel, and truck operations, these are crawler tractors, road graders, front-end loaders, water trucks, rollers, rubber-tired tractors, etc. Service trucks are the automotive type consisting of rubber-tired over-the- road equipment. The primary structures generally involved in the total maintenance effort are as follows. (1) the main shop with an attached warehouse (the structure could also house the tire and lube shops plus the equipment cleaning stalls), (2) a service station with bulk petroleum product storage tanks, (3) a heating plant, (4) a security station (lf this is a corporate requirement), (5) operating department and employee assembly buildings, and (6) an electrical substation. Under certain conditions, many of these facilities with the exception of the substation could be combined In one or several structures. This arrangement could have a great advantage especially in areas where the heating of the structures is extremely critical.

ONE of the most unusual oil field engineering accomplishments of the past two years is the development and rapid advance in the directed drilling of wells. Directed drilling as referred to herein is the controlled steering of the drill stem in the required direction to a given location in the oil sand. The deliberate drifting of holes is an act so far removed from what has been considered good drilling practice that all of the old questions of correlation, drillability and production difficulties are revived. Only a few years ago, during the boom days of Seminole and Santa Fe Springs, the crooked-hole problem, as it was then called, occupied a primary position among the topics of the day in the fields of California and the Mid-Continent. IRON, iron everywhere, but hardly a particle of pure unadulterated iron for the metallurgist to use as a base for the protean characteristics that he develops in the alloys of iron-the modern steels. Iron, next to aluminum the most abundant metal in the crust of the earth; one of the oldest metals known to man and serving him as the most indispensable metal in both war and peace; yet man's knowledge of its properties is based on specimens that are not pure and hence probably differ considerably in their properties from the truly pure metal. Purification of iron has brought about startling changes in its electrical and magnetic properties and has modified its behavior in changing its crystal form with temperature, the basis of the heat-treatment of iron. So both the research metallurgist and the metallurgist of the steel plant are intrigued by the possibilities that might unfold were 100 per cent pure iron available in sufficient quantities to determine its properties.

A REVIEW of the steps which have been made to increase knowledge in the field of ferrous physical metallurgy during the closing period of World War II brings both pleasure and disappointment. Contributions of great value have been made, to be sure. However, due partly to the stress of the times, researchers in this field have been in the main directing their attention toward the short-range problems involved in the development and production of materiel for war. Furthermore, publication of the results of a great number of studies has had to be delayed. Much of the German work may, indeed, be lost entirely, owing to the efficiency of our bombers, which managed to account for most of the famous Kaiser Wilhelm Institut of Dusseldorf, not to mention the other large laboratories and manufacturing plants throughout that country. It would seem safe to assume, however, that fundamental research in Germany had been forced to give way to the shallow, but more pressing, engineering problems of a country trying to avoid defeat. In Russia the picture has been clouded by the limitations imposed upon comunication; but this much does seem clear: Russia alone among the great nations of the world has maintained her long-range view and has continued to foster research of the most fundamental type. English workers; on the other hand, appear to have been able only to meet the demands of the pressing problems of war, and their studies have been of the short-range variety. That metallurgical research of any sort should have continued in France during this chaotic period in her history would seem impossible, but, amazingly, a small handful of scientists did manage to carry on their work, and it is to be hoped that more will be heard from them in the future.

The combustion performance of sub-bituminous slack coal is greatly improved by the removal of the smaller size fractions. Screening processes are not well suited to the size separation, at 1/8 in. or 1/16 in., with coals which are normally wet, and the use of an alternative size-separation device has been investigated. It is felt that this classifier might be applied equally well to other minerals in cases such as this, where precise size limits are not essential. Coal is dropped as a curtain onto a curved metal plate, shaped rather like a ski-jump. The smaller particles, slowed up in their free fall to the plate and also by contact with the metal, leave the plate with a lower horizontal velocity; they can be separated from the larger particles by virtue of their shorter trajectory. The principle of the classifier is obvious from the diagram (see Fig. 1) which shows also the positions, relative to the curved plate, of the point of coal feed and of the dividing plate which separates the streams of coal particles. The horizontal distance between the curved plate and the dividing plate is varied in the tests. It is designated in the general case, by X. Tests were carried out using slack coal with a free moisture content higher than that expected in any commercial operation. The results given in Table I. show the percentage recovery of upgraded product, and the cumulative screen analysis of both the upgraded and reject material, for three different positions of the dividing plate. Both history and physical examination are unreliable in the diagnosis of silicosis. In some studies 25 per cent of individuals with silicosis have been found to have no symptoms whatever. The positive physical findings that may be produced by this disease include diminished chest expansion, diminished lung resonance, distant and harsh breath sounds. However, many workmen of a short stocky type have diminished chest expansion without any lung disease. In a study of rockdrillers made by the author more than half of the men without silicosis were limited in chest expansion to 2 in. or less instead of the "normal" 6. In a study of stonecutters the average chest expansion in the negative group was found to be only 2.4 inches. Changes found upon physical examination of the lungs themselves are so inconstant as to be of little diagnostic value. In the studies of rockdrillers and stonecutters already referred to, approximately 25 per cent of those with advanced silicosis apparently had normal lungs. The usual functional tests of lung performance are likewise of little value because of marked individual variation. Average vital capacity will be reduced in a group of silicotics below what might be expected in a group of normals, but certain individuals of the former group may have an entirely vital capacity, giving no indication of the underlying presence of silicosis. It follows that the X-ray examination is absolutely indispensable in the diagnosis of this disease. X-ray findings characteristic of silicosis have been described innumerable times. They consist essentially of a mottling of the lung fields due to the presence of fibrous nodules which develop as a reaction to the presence of the irritant silica.

The flooding process was originally the result of accidents to casing and tubing, but it has gradually passed from an accidental condition to a definite engineering procedure. In spite of the general sheetlike char-acter of the major sand body, the position of shale bands, their thickness, the size of the grain and variations in effective porosity all give the sand different characteristics in different layers and in different places in the same layer. This condition has an important influence on the movement of flood oil and water, and on the yield per acre, as well as a bearing on what shall be considered the best method of handling flood wells. . A valuation takes into consideration six factors: (1) Flooding methods, of which four have been in common use, as follows, in order of effective recovery, (a) circular flood, (b) line flood, (c) five-spot and (d) five-spot with delayed drilling; (2) recovery per acre, which is definitely related to the oil content, the porosity, the method of flooding, the spacing program, and the continuity of the water supply; (3) the rate of production per well per day, which is definitely related to the mcthod of flooding, the oil content and the porosity of the sands; (4) the operating cost of the well, including royalty, overhead, taxes, etc. (Operating costs are usually expressed as unit cost per barrel.); (5) the expected price per barrel. It is safer to use the average price over a number of years than to attempt to forecast future price fluctuations. The discount factor (the sixth factor) used in appraisal of Bradford flood properties should be less than that commonly applied to other properties, because the hazards of operations have been reduced almost to those of a manufacturing industry.

UNGER,*Pittsburgh, Pit., (written discussion?).-From the subject of the paper it is natural to expect that the data presented must be results secured from an open-hearth furnace working under normal conditions, but such is not the case, as the conclusions are based on the results of laboratory tests, which do not approach service conditions. The early basic hearths were made of burnt lime, then followed burnt dolomite, bricks made of calcined dolomite and a 'binder, usually tar, and finally magnesite bricks covered with a layer of sintered magnesite. When this material became scarce, special dolomitic refractories were used. In the summary, it is claimed that magnesite low in lime, or of greatest purity, ranks first in the resistance to slaking and to corrosive slags. It is well known that neither pure lime nor magnesia has much value as a refractory. By the addition f fluxes, such as silica and iron oxide, lime is rendered inert to slaking in the same way as are the special dolomitic refractories. An example on a large scale is the ordinary basic open-hearth cinder, produced every clay, which does not slake. Pure magnesia, regardless of the lime content, is not any better fitted for a refractory than pure lime. The pure natural varieties, such as Grecian or Washington magnesites, must be burnt with sufficient silica and oxide of iron to produce a satisfactory material. Grain magnesite, either artificial or natural, is, not used in burning in a hearth in the state in which it is received. To make a satisfactory hearth, it must be made more impure by adding about 20 per cent. of basic open-hearth cinder, otherwise it will-not remain in place.

My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

The Philippine Islands have produced no oil commercially; nevertheless, oil is known to be present at various places in the is1ands.l Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. (a subsidiary of the Standard Oil Co. of California) and a syndicate headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines, as such data have already been published. With the exception of the Vancouver Island coal, all the western coal-fields owe their present development to the completion, in the autumn of 1886, of the Canadian Pacific railroad. While it could not be expected that a very great deal could be accomplished in three years, enough has been done to pretty thoroughly establish the coal-bearing areas and their correspondence with those which have been developed to the south of the boundary along the lines of the transatlantic railroads in the United States. This summer I visited some of the important developments in the coal areas of Washington Territory, largely with the object of being better able to appreciate the corresponding coal-bearing areas in British Columbia to the north. In Western Canada, coal-bearing rocks have been found in three zones: 1. In the plains to the east of the Rocky Mountains and in the eastern flanking ranges, the coal occurs in the Cretaceous formation (including the Laramie). 2. In the interior plateau of British Columbia, the coal is found in the Tertiary formation. 3. On the coast of British Columbia, Cretaceous and Tertiary rocks are found carrying coal, and on the Island of Vancouver the well known Nanaimo coal has been worked for years in the first named formation. In all of these zones, the coals vary from lignites up to higher grades, the factor determining quality being the amount of pressute to which they have been subjected. The intensity of this pressure is generally shown by the disturbance which the coals exhibit, and, in many cases, is almost directly in proportion to the distance of the deposits from mountain ranges. This seems to be also the opinion expressed by Mr. Bailey Willis in connection with his Census Report on the coals of Washington. It has been elsewhere stated

Present indications are that the Fourth National Exposition of Chemical Industries, to be held in Grand Central Palace, New York, Sept. 23 to 28, will be the greatest exhibition of its kind ever held. Preparations are well under way and the advisory committee is working hard to make, every department of the affair a success. Men prominent in the chemical and allied industries will speak on subjects vital to present conditions and needs. Dr. C. H. Herty, and Dr. G. W. Thompson, President of the American Institute of Chemical Engineers, are to make opening addresses. F. J. Tone, President of the American Electrochemical Society; Dr. W. H. Nichols, President of the American Chemical Society, and several others, are expected to make addresses also. Prof. Joseph W. Richards will speak on : ?Ferro-alloys of silicon, tungsten, uranium, vanadium, molybdenum, and titanium." Theodore Swann, President of the Southern Manganese Corporation will speak on "Ferro-manganese." The program for the exposition is in active preparation. There will be a series of symposiums on the "Development of Chemical Industries in the United States, notably since July, 1914." Among other topics for consideration is that of potash development; C. A. Higgins, of the Hercules Powder Company, will speak of the operations of that company in the recovery of potash from kelp; Linn Bradley, of the Research Corporation, on its recovery from cement dust, and other sources, by electrical precipitation. Other symposiums will be devoted to chemical engineering, acids, industrial organic chemistry, the ceramic industries, and the metal industries. Among the speakers are: A.
