Edward W. Parker,* Philadelphia, Pa.—At the New York meeting of the Institute a year ago, Mr. R. V. Norris presented a paper on anthracite mining costs, in which he gave the results of an intensive study of this subject by the Engineers' Committee of the United States Fuel Administration. Within the last 30 days, the Federal Trade Commission has issued an official report on the same subject, which covers a longer period of time and comprises statistics of realization values and margins that were pot comprehended in the paper by Mr. Norris. As, however, the data utilized by Mr. Norris formed also a part of the basis for the report of the Federal Trade Commission, a brief digest of the latter may not be out of place at this meeting. The report of the Federal Trade Commission covers primarily the two calendar years 1917 and 1918, divided into five periods which furnish opportunity for the study of how the influence of certain definite factors affected either the cost of production or the price, or both, during the 24 months. The first period, January to April, 1917, which may be considered the basic period, comprised the 4 months in 1917 during which the wage agreement of May, 1916, without modification, was in effect. During this period, the labor cost on fresh-mined coal is placed by the Commission's report at $1.79 per gross ton, the total cost at $2.66, the average realization at $3.29, and the "margin" (sales realization over total f.o.b. mine cost) at $0.63. The second period covers the four months from May 1 to August 31, during which time the first of the supplemental wage agreements (supplemental to the agreement of 1916) was in effect. It was also the period during which the summer discounts were in effect and when prices were practically fixed by a voluntary agreement between the operators and the Federal Trade Commission. It was, further, the period in which the 75 cents differential on prepared sizes permitted to the individual operators by the Federal Trade Commission began; at that time, also, on account of war conditions an unusually large quantity of steam sizes were marketed at exceptionally good prices. THE Sullivan concentrator has completed 20 years of operation. During this period a considerable amount of data has been accumulated concerning the characteristics of several types of flotation machines in their application to the problem of the differential separation of the lead sulphide, zinc sulphide and, in more recent times, iron sulphide, in the ore from the Sullivan mine. It is the author's intention to sketch briefly experiences encountered when the several types of flotation machines were introduced into the flow. ORIGINAL FLOTATION EQUIPMENT AND ORE The original flotation equipment consisted of four 18-cell lead-roughing machines, whose concentrate was cleaned in an 8-cell and recleaned in a similar 8-cell machine. Zinc concentration was carried out in four 18-cell machines. One 8-cell zinc re-treatment machine received the reground zinc middling. The 168 cells handled some 3000 tons of original daily feed. These cells were of the standard Minerals Separation type, equipped with 24-in. impellers. Spindles were driven through geared line shaft at a speed of 255 r.p.m. The impellers were the 45° type, except for the last three cells of the zinc-rougher machines, which were of sub-aeration type, with full bottom shroud and half shroud for the top side of the impellers. Four-pound air was introduced. This recognition of the benefit of intensified flotation operation for "gleaning" was an important phase in the early operation and will be discussed further on in this paper. Sullivan ore during this period is described as a finely disseminated mixture of four sulphides, totaling 90 per cent made up of 13.6 per cent galena, 14.4 per cent marmatite, 1 per cent pyrite and 61 per cent pyrrhotite. The specific gravity of the ore was approximately 4.4. There has been a gradual change in the ore content. The 10 per cent of nonsulphide constituents has increased to between 15 and 20 per cent and all three sulphides have dropped somewhat. Added equipment and changing technique have made possible the treatment of 8000 tons per day of mill feed instead of the 3000 originally handled. SPECIAL FEATURES OF FLOTATION AT SULLIVAN Sullivan flotation differs greatly from customary practice. The very heavy return of lead rougher middling and lead cleaner tailing, totaling at times 125 per cent of the new feed tonnage, has been the subject of much investigation. The practice is still employed.

WeERTMANI has shown that the high temperature steady state creep rate, i, in lead and indium-base alloys obeys an equation of the form where AH is the activation energy, o the applied stress, n the stress exponent, and R and T have their usual meanings. He observed a variation in n from 4.5 for pure metals to 3 for concentrated alloys, which he interpreted as due to Change in creep mechanism from the climb of dislocations in pure metals to a micro-creep mechanism in the alloys. The Cottrell-Jaswon microcreep mechanism of the moving dislocation taking its impurity atmosphere with it was considered to be the most likely process, although short-range order and the segregation of solute atoms to a stacking fault will also give a stress exponent of 3. Steady state creep has been investigated in a Au - 27 at. pct Cu alloy at temperatures above 1/2 TIM where TIM the absolute melting temperature. As the oxidation resistance of this alloy is excellent all tests were carried out in air with a furnace built to give a temperature variation of less than 1°C along the 60 mm gage length. A lever-arm arrangement applied the stress with a load being adjusted between each creep test to maintain a constant stress. As each test produced less than 0.5 pct creep strain, the variation in stress during the test was negligible. The creep strain was measured by a transducer at the end of one of the alloy-steel grips, with the out of balance potential being finally recorded on a variable speed chart recorder. A typical creep curve is shown in Fig. 1. The results, Fig. 2, confirm that n is nearer to 3 than to 4.5; the creep mechanism could be any of those given above. The activation energy, AH, which is independent of stress, is consistent with a diffusion controlled process; the activation energies for the self-diffusion of gold and for the diffusion of gold into Copper are both -45 kcal per ml., There is now considerable evidence, that, when the steady state creep is dependent upon diffusion, irrespective of the actual creep mechanism, the activation energy is independent of the stress. The metallurgical fuel of Colorado, Utah, and New Mexico has been a Veiny tardy member in the caravan of western industrial progress. The history of western coke has naturally been closely related to the development of the metallurgy of iron and steel and the precious metals, in the State of Colorado. It was at Leadville, with a population of 300 in 1877, that the Sentinel was published by Richard S. Allen. The Sentinel gave very full accounts of the various mineral discoveries at the new town of Leadville, which found their way to the more widely circulated journals of the East, and attracted the attention of many people. At the close of 1878, a census slowed a total of 5040 persons. The first smelter was established in 1877, at Malta, two miles from Leadville, by A. R. Meyer, but was not successful. It was succeeded by the Harrison Reduction Works, in 1878. The La Plata began with one furnace in June, 1878, and in 1879 had four furnaces in active operation. These furnaces used charcoal for fuel, and, because of hot tops, suffered a tremendous loss in lead and silver. This difficulty was overcome by the erection of 50 single-bank 10-ft. beehive ovens at Crested Butte, Colo., in 1880. The slack coal sent to these ovens was very pure, and yielded a coke carrying as little as 4.5 per cent. ash. Among the pioneers in the Leadville district were Grant, Eddy, James, Billings, Eiler, and Dickson. To these men the West owes the present expansion of its mining industry, and the erection of metallurgical processes for the treatment of precious metals. On Mar. 1, 1876, Pueblo was connected to the Atchison, Topeka & Sank Fe by the Pueblo & Arkansas Valley branch. The first smelter was erected in Pueblo by Mather and Geist. This modest plant grew into the immense Pueblo Smelting and Refining Co., now a part of the American Smelting and Refining Co. Coke for these small furnaces was made from unwashed Engleville coal, in 186 single-bank 12-ft. ovens at El Moro, in the Trinidad district, and it was not uncommon for the percentage of ash to exceed the percentage of fixed carbon in the coke. One of the heaviest burdens uselessly cast by our mineral land laws upon the holder of the title conveyed by a patent from the United States is due to the provision excepting known veins from land patented as placer. In many instances the expense of defending such titles from the assaults of the owners of lode locations made upon the theory that the veins so located were known to exist at the date of the placer application for patent has exceeded many times the value of the land in question. Neither the lapse of time, however long after the issuance of the patent. nor repeated adjudications by the courts serve to quiet such titles Or to prevent them from being questioned. In the passage of laws providing for the acquisition of title to the mineral lands of the United States, Congress provided that the title to known veins should not pass from the United States by a patent based upon a placer location. As construed by the courts, the law (Sec. 2333 R.S.U.S.) provides that the applicant for a patent upon a placer claim may, if any vein of sufficient value to justify the expenditure of money in its development is known by him to exist within the boundaries thereof, include in his patent application an application for patent upon the vein as a lode claim; and failure to do so is to be deemed a conclusive declaration that the applicant makes no claim to the vein nor to an area of surface ground extending for 25 ft. (7.6 m.) on each side of its middle or center. As to such vein and such area of enclosing surface ground under the circumstances stated, the title remains in the United States notwithstanding the issuance of a patent that purports to convey the entire surface of a described area and everything beneath it, excepting only the segments of veins the apices of which lie outside of such area. Such known veins with such area of enclosing surface ground are, of course, at any time, so long as they remain unlocated, subject to location and appropriation in the same manner as other. veins upon the public domain. The history of the operation of this law in one district will serve to illustrate its effect generally throughout the mining regions of the United States. I. A. Sirel—I would like to ask Mr. Sims what would the preferred hot metal analysis be as far as manganese and silicon are concerned if you used specially made iron for this process instead of basic iron. C. E. Sims (authors' reply)—A preferred composition would contain somewhat less silicon than the basic pig iron used in these experiments. High silicon requires a large lime addition. Lime must be added in sufficient quantity to neutralize the silica formed and to leave an excess for dephosphorization. Manganese presents almost no problem in operation. It is almost completely oxidized and, in burning, develops considerable heat. The evidence indicates, however, that, in continuous commercial operation, there will be an excess of heat produced, and the bath will need to be cooled in some manner as by the addition of scrap or by utilizing the energy for the direct reduction of ore. There do not seem to be any serious limitations on composition of pig iron. One heat was made with an iron containing 2.27 pct silicon and the phosphorus finished at 0.007 pct. In another, the iron contained 0.45 pct phosphorus which was lowered to 0.019 pct. This indicates considerable leeway in composition. D. R. Loughrey—We are all very much interested in the recent discovery of very large deposits of iron ore both in Labrador and in Venezuela. I would like to ask Mr. Sims if the iron ore at either or both of these places is such that it would lend itself to the manufacture of iron suitable for use in the turbohearth. C. E. Sims-—According to my information, those ores are not essentially different from ores now used in this country for making basic pig. They should, therefore, be adaptable to this process. D. I. Brown—You have spoken about the leeway, or spread in analysis of the various irons you can use in the vessel. I would like to have you tell us, if you can, about the different kinds of steels which can be made in such a vessel. The turbohearth process, or it might more aptly be called pneumatic openhearth, is a little different from that used in most Bessemer shops and in the one in which I worked. The most recent group of papers on the general subject of lead smelting were published in AIME Transactions, vol. 121, in 1936. The lecture deals with changes which have taken place in the Past 30 years in this industry. The subject matter covers the essential steps of charge preparation, sintering, blast furnacing, dross treatment, refining, and slag fuming together with the subsidiary or associated activities of analytical procedures, dust and fume collection, maintenance, and hygiene. IN 1936 the AIME published Transactions, vol. 121, entitled "Metallurgy of Lead and Zinc". In the preface to this volume the chairman of the Committee on the Reduction and Refining of Lead and Zinc, Carle R. Hay ward, said in part: ... since the World War few papers of major significance have appeared on the production and refining of lead and zinc, although many improvements in technique have been made, which have attracted little attention because they were merely developments of existing practice. Other changes of a more radical nature have also been made, but... they have been given little publicity. It seems appropriate, therefore, at this time that the AIME should sponsor a volume on lead and zinc metallurgy... . That the publication of this compilation was timely is attested by the rapidity with which the surplus stock was depleted. It has now become a collector's item. Although a comprehensive monograph on the occurrence, extraction, refining, and uses of zinc was published by the American Chemical Society in 1959,' one could almost repeat Professor Hayward's words to describe the present situation in the literature of lead reduction and refining. So it is my intention today to discuss briefly some of the changes and improvements which have taken place in the metallurgy of lead in the interval since the publication of vol. 121. The lead blast furnace, which made its appearance in America about 1870, is still dominant in the reduction field. However there are other reduction methods in use today in special situations. In those rare circumstances where the material to be treated is very high grade, consideration might be given to the Bolidens electric furnace method2 or the Lurgi self-fluxing process3 or possibly to the rotary ore hearth. The Bureau of Mines has used various sizes of core barrels above 2 in. and below 10 in. in diameter to core manganese, potash, coal, brown iron ore and bauxite. The paper describes in some detail the methods and types of equipment used to obtain maximum sampling accuracy. Introduction On December 11, 1946, R. D. Longyear, in his capacity as Chairman of the Subcommittee on Exploration Drilling, wrote the author requesting him to prepare a paper presenting the collective ideas of engineers in the Bureau of Mines on the design, standardization and application of core barrels using diamonds or other hard cutting media for drilling holes larger than two inches and less than ten inches in diameter. In subsequent correspondence it was indicated that similar papers covering the experience of other government agencies would be solicited and all such papers received would be combined in a symposium on the subject for discussion at the March 1947 meeting of the Mining Methods Committee AIME. In soliciting such information from other Bureau engineers, it developed that most Bureau experience had been confined to standard core size, two inches or less in diameter, and that larger sizes had been used only for special purposes. It is hoped the data contained herein will be of help to other operators in solving problems encountered in the field. Acknowledgments This paper was made possible by the request of Lowell B. This article demonstrates that the Gilvarry and Klimpel-Austin equations for the random fracture of solids are incorrect by deriving intuitively correct expressions for simple cases and showing that the foregoing equations do not reduce to right answers. It is the purpose of this article to point out serious errors in some existing treatments of the random fracture of solids. Gilvarry ' gives the equation where B(y,x) is the cumulative fraction by weight of particles which fall below size y when particles of size x are broken. The constants i, j, k contain shape factors and densities of flaws leading to propagating fracture surfaces. The authors believe this equation to be incorrect. Klimpel and usttin' give where r~ is the number of fracture planes originating from edge flaws (per L where L is the edge length of the original particle), rs is the number of fracture planes originating from flaws on the particle surface (per S where S is the surface of the original particle) and rv is the number of fracture planes originating from flaws within the particle volume. This equation is also incorrect. The failures of these equations will be demonstrated by deriving intuitively correct expressions for simple cases and showing that the Eqs. 1 and 2 do not reduce to the correct answer. In this process, the flaws in statistical reasoning inherent in the derivations of Eqs. 1 and 2 become apparent. THE KLIMPEL-AUSTIN EQUATION Eq. 2 was derived by considering a set number of fracture planes occurring spatially at random within a given particle. This case will be treated here in its simplest form: a line with 1, 2, 3, etc., fractures occurring at random. This is illustrated in Fig. 1, with the original length of the line as Vo. The breakage of a long, thin, brittle fiber is a corresponding physical case, with the volume of a fragment proportional to its length. Assuming independence of the occurrence of the fractures, the probability of any one fracture occurring in length dV is dV/V0. In October 1945. R. F. Farris. in an AIME paper entitled Method For Drtermining Minimum Waiting OIL Cenzent Time, presented a method for caiculating the minimum WOC* time required in oil well cementing operations. Briefly. this method consisted of shutting in a well. after the cement had been placed and noting the time required fur the wellhead pressure to reach a. maximum. This time was then multiplied by a factor of 1.5 to determine when the cement had reached sufficient strength to support the weight of the casing. As a result of this work, a number of areas have reduced their WOC time ~Wuirements with the subsequent saving of considerable rig time. The tests conducted by Farris were, for the most part, conducted under cementing temperatures in excess of 70°F. This was done because in the overwhelming majority of cases. cementing temperatures are in excess of 70°F (only in tile northern part of the country. primarily in the Rocky Mountain ares. in cementing surface casing are temperatures below 70° F. encountered, and such temperatures occur only during the winter months). The Stano-lind Research Laboratory since that time has performed a number of tests both in the laboratory and in the field to evaluate this WOC factor when cemeriting temperatures are lower than 70°F. The results of these tests indicated the need for greater WOC time in areas affeaed by abnormally low cementing temperatures. These tests indi.cated that a woc factor of 2 (Time from start to mix cement to maximum wellhead pressure x 2 = Time to drill plug) will allow sufficient time for the cement to develop adequate strength. A field test under abnormally low cementing temperatures (surface temyerature 35°F., mud discharge temperature <70°F. and cementing depth 500 ft.) in the Rangely Field, "* using the WOC factor of 2, indicated the time to drill the plug as 45 hours. Well conditions preventing getting back into the well until a 48-hour WOC time had elapsed. At this time, the plug drilled firm to hard indicating that the cement had reached its final set. It is contemplated that during next winter additional field tests will be performed to further check the results of the laboratory and field tests conducted to date,

WheN attempting to lift mill pulp containing a considerable percentage of wolframite, in an ordinary bucket elevator, difficulty was encountered from the tendency of the tungsten minerals to settle, on account of their high specific gravity. Lifts not exceeding 20 ft. (6 m.) could be accomplished without particular difficulty, because there was insufficient time for consolidation of the heavy minerals in the bottom of the bucket; but with higher lifts, the heavy tungsten minerals would settle so solidly that when the bucket turned over at the top of the elevator the contents could be only partially dumped. In this case it was necessary to lift the material a distance of 34 ft. (10m.); hence some means had to be adopted to prevent settling, at least to such an extent that the material could be dumped from the buckets. To reduce the carrying time to a sufficient extent would have required a belt speed of 475 ft. (144.7 m.) per minute, which was not feasible. It was decided to try, by vibrating the belt about midway of its span, to keep the material sufficiently agitated during elevation to prevent settling. Underneath the rising side of the belt was placed a 12-in. (30.48-cm.) idler pulley, 18 ft. (5.5 m.) up in the total lift of 34 ft. The idler pulley was set eccentric by % in. (19 mm.) and it was hoped that the vibration thus imparted to the belt, running at a speed of 280 ft. (85 m.) per minute, would prevent settling in the buckets. It was found that the pressure of the belt on the idler, due to the small inclination of the elevator, was not sufficient to overcome sliding on the idler, and the agitation was insufficient to accomplish the desired purpose. The idler was then connected to the drive shaft of the elevator through an intermediate pulley, gearing down to a speed of 20 r.p.m., so that a positive vibration was imparted to the belt; this imparted enough motion to the belt to prevent settling and the contents of buckets dumped satisfactorily. This time was then multiplied by a factor of 1.5 to determine when the cement had reached sufficient strength to support the weight of the casing. As a result of this work, a number of areas have reduced their WOC time ~Wuirements with the subsequent saving of considerable rig time. The tests conducted by Farris were, for the most part, conducted under cementing temperatures in excess of 70°F. This was done because in the overwhelming majority of cases. cementing temperatures are in excess of 70°F (only in tile northern part of the country. primarily in the Rocky Mountain ares. in cementing surface casing are temperatures below 70° F. encountered, and such temperatures occur only during the winter months). The Stano-lind Research Laboratory since that time has performed a number of tests both in the laboratory and in the field to evaluate this WOC factor when cemeriting temperatures are lower than 70°F. The results of these tests indicated the need for greater WOC time in areas affeaed by abnormally low cementing temperatures. These tests indi.cated that a woc factor of 2 (Time from start to mix cement to maximum wellhead pressure x 2 = Time to drill plug) will allow sufficient time for the cement to develop adequate strength. A field test under abnormally low cementing temperatures (surface temyerature 35°F., mud discharge temperature <70°F. and cementing depth 500 ft.) in the Rangely Field, "* using the WOC factor of 2, indicated the time to drill the plug as 45 hours. Well conditions preventing getting back into the well until a 48-hour WOC time had elapsed. At this time, the plug drilled firm to hard indicating that the cement had reached its final set. It is contemplated that during next winter additional field tests will be performed to further check the results of the laboratory and field tests conducted to date,

I. A. Sirel—I would like to ask Mr. Sims what would the preferred hot metal analysis be as far as manganese and silicon are concerned if you used specially made iron for this process instead of basic iron. C. E. Sims (authors&apos; reply)—A preferred composition would contain somewhat less silicon than the basic pig iron used in these experiments. High silicon requires a large lime addition. Lime must be added in sufficient quantity to neutralize the silica formed and to leave an excess for dephosphorization. Manganese presents almost no problem in operation. It is almost completely oxidized and, in burning, develops considerable heat. The evidence indicates, however, that, in continuous commercial operation, there will be an excess of heat produced, and the bath will need to be cooled in some manner as by the addition of scrap or by utilizing the energy for the direct reduction of ore. There do not seem to be any serious limitations on composition of pig iron. One heat was made with an iron containing 2.27 pct silicon and the phosphorus finished at 0.007 pct. In another, the iron contained 0.45 pct phosphorus which was lowered to 0.019 pct. This indicates considerable leeway in composition. D. R. Loughrey—We are all very much interested in the recent discovery of very large deposits of iron ore both in Labrador and in Venezuela. I would like to ask Mr. Sims if the iron ore at either or both of these places is such that it would lend itself to the manufacture of iron suitable for use in the turbohearth. C. E. Sims-—According to my information, those ores are not essentially different from ores now used in this country for making basic pig. They should, therefore, be adaptable to this process. D. I. Brown—You have spoken about the leeway, or spread in analysis of the various irons you can use in the vessel. I would like to have you tell us, if you can, about the different kinds of steels which can be made in such a vessel. The turbohearth process, or it might more aptly be called pneumatic openhearth, is a little different from that used in most Bessemer shops and in the one in which I worked. One of the very simplest losses to overcome, and at small expense, is belt slip. To show the extent of the loss of money through slipping of the main belt alone, a chart, supplied us through the courtesy of the Cling-Surface Co., Buffalo, N. Y., is shown herewith, upon which this is easily ascertained. By glancing up and down column "D" of this chart it is evident that the "Cost of Avoidable Belt Slip per Year in Dollars" may vary all the way from the smallest sums into the thousands of dollars. Roughly, 2 per cent. of the potential power in the driving pulley of the engine is represented by "belt creep." Its loss is unavoidable because of the elasticity of the belt. This has been recognized and provided for in the chart, so the reader can go ahead and connect known values, while the intersection with column "D" gives the avoidable money loss. Simply zig-zag across the chart twice with a straight edge, as shown by the dotted lines and the money loss is immediately found. Thus if the total belt slip is 6 per cent. (column A) and the cost of coal per ton is $4 (column B), run a straight line through those two points and locate the intersection with column "C." Then from that point of intersection run over to the tons of coal burned per year (which in this instance has been stated as 1000 tons) and the cost of avoidable belt slip per year is shown by column "D" as being $160. To give a clear idea as to the meaning of "Total Belt Slip Per Cent." let us take an example. You find by means of a revolution counter that a given driven pulley is rotating only 940 times per minute. You figure that without slip it should rotate 1000 times per minute; 60 revolutions per minute, therefore, are absolutely lost. Dividing this 60 by the r.p.m. that pulley should make you get 0.060 or 6 per cent. which is the "Total Belt Slip." After having made this determination, it is a simple matter to apply it to the chart as has been done and determine the money loss per year due to such slip.

Members of the Institute who were present at the Amenia, N. Y., meeting, in October, 1877, will remember their visit to the hematite mines, just west of the village of Amenia, and some of them may perhaps recall the deposit of carbonate ore south of the opening made for the hematite. The smelting of this carbonate during the last few months, has produced an iron that seems worthy of being brought to your notice. A little more than a year ago, at the Wassaie Furnace, Dutchess County, N. Y., we made a few hundred tons of iron from a mixture of two-thirds ram carbonate and one-third Chateaugay ore, hoping that it would be suitable for steel purposes, but as the iron showed phosphorus 0.189 per cent., it, was not offered. This iron looked well and seemed quite strong, and gave good results in malleable castings; but no special tests of strength were made. About February 1st, of this year, we began using two-thirds roasted carbonate, and one-third Chateaugay, and noticing that the iron mas stronger than usual, we had two samples tested, which showed tensile strength of 32,014 and 34,176 pounds per square inch. After our stock of Chateaugay ore was exhausted, me put on one-third ram carbonate with the two-thirds of roasted carbonate, and the first test made of the iron, showed 40,008 pounds per square inch. The three tests given above were made by Mr. A. J. Copp and Mr. E. B. Manning, of the Phoenix Furnace, Millerton, N. Y., on a machine of Riehle Bros., Philadelphia. Since these tests were made, they have broken samples made with all carbonate ore as follows: 39,669, 40,816, 41,882, 42,281, 39,902, and 40,130 pounds per square inch. A test taken from the same bed of iron as the last-mentioned (40,130), was broken by Mr. A. Blass, at Irondale Furnace, showing 40,151 pounds per square inch. A sample broken on the Riehle Bros. machine, at Stevens Institute, under direction of Professor R. H. Thurston, showed 40,000 pounds per square inch. Another sample was broken by Professor Thurston on his torsion machine, and gave torsion 7", and tensile strength of 44,500 pounds. And

THE importance of having perfectly pure metals has led me to present to the Institute a record of some of the trials that have been made to obtain these metals, and also to show one of the largest specimens of extremely thin metal plate which has ever been made. The malleability of metals varies generally directly with their purity, and hence it is only with very pure metals that thin sheets can be obtained. The competition among different manufacturers has been so great at times as to lead to expensive and apparently useless experiments in obtaining in the first instance very thin sheets, and afterwards very large and thin sheets of metal, apparently with no other purpose than that of being able to say that they had produced the thinnest or the largest thin sheet that had ever been made. These experiments were at first confined exclusively to iron, their object being to show the great dexterity of manipulation, as well as the purity of the metal manufactured. They have since been extended to almost all metals by electrical action, and have gone far beyond the limits of what was possible with purely mechanical means. The processes which have been used are rolling or hammering, electrical deposition in a vacuum, and lastly, electrical deposition on plates, easily soluble in acids. The first and last of these methods have been known and practiced for a very long time, having been used to make thin sheets of almost all the metals. The other is of quite recent application. In the iron manufacture, the strife to produce these thin sheets was commenced in the year 1865, by the Sligo Iron Works writing to a firm in Birmingham, England, on a sheet of iron containing 270 square centimeters, and weighing only 4.469 grams. For some time this was considered to be the thinnest sheet iron that could be made. T. W. Booker & Co., of Cardiff, England, however, produced a few months afterward, a sheet of the same size, weighing only 4.015 grams. This was succeeded by one rolled by Neville and Everitt, of Llannelly, weighing only 3.174 grams. A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the &apos;most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method&apos;s, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as&apos; to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill&apos; abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.
