IT, HAS been my privilege to be Chairman of Engineering Council for very nearly three years, during which time Mr. A. D. Flinn, the. Secretary, and myself, have seen the organization develop until it is functioning smoothly and accomplishing what it can with the money at its disposal. The earliest attempt at what may be called an Engi¬neering Council, of which. I have any knowledge, was made six or seven years ago when the four Founder Societies each appointed two men, who occasionally met to discuss matters submitted to them which were of importance to, the, profession as a whole. I was one of the representatives of the American Institute of Mining Engineers.

THE death, on May 6, 1908, of Dr. Hermann Wedding, Privy Mining Councilor of the Kingdom of Prussia, and Professor of the Metallurgy of Iron and Steel at the Royal Mining Academy of Berlin, was a loss keenly felt by the whole metallurgical world. Not alone in his native land, but also in foreign countries did he enjoy an esteem of which the title of honorary membership in the American Institute of Mining Engineers, the United States Association of Charcoal Iron-Workers, and the (British) Iron and Steel Institute bears eloquent testimony. Hermann Wedding was born March 9, 1834, in Berlin. At the suggestion of Dr. C. J. B. Karsten, the veteran father of Prussian metallurgy and author of the first German text-book of the metallurgy of iron, lie turned his attention, after gradu¬ating from the gymnasium, to mining and metallurgy. In 1853, he began a practical course at the Malapane iron-works, in Upper Silesia. Subsequently, he studied at the Berlin Mining Academy, and received from the University in 1859 the degree of Doctor of Philosophy. A journey which be made to England, somewhat later, led to his undertaking a German translation, with revision and additions, of John Percy's classic treatise on the metallurgy of iron and steel, the publication of which, in successive installments, stretched through many years. In 1863, lie published, as a thesis in connection with his "Assessor's examination," an essay, entitled The Results of the Bessemer Process for the Production of Steel, and Its Prospects for the Rhenish and Westphalian Iron and Steel Industry, which revealed such ability and knowledge as to secure for him a call to the chair of metallurgy in the Berlin Mining Academy.

The flotation chemistry of the commercial INCO matte separation process was investigated. The slow cooling of Bessemer converter matte forms discrete phases of Cu2S and Ni3S2 and a Cu-Ni alloy. After magnetically removing the alloy, the Cu2S and Ni3S2 are separated by flotation at pH 12.4 (saturated lime) using diphenyl guanidine (DPG) as both collector and frother. DPG has been used exclusively in this flotation process because of its unusual selectivity for copper minerals. The surface product resulting from chemisorption of DPG onto theCu2S was identified as the double salt CU(DPG)2SO4.CU(DPG)2(OH)2. The adsorption followed Langmuir behaviour up to a monolayer coverage. In the absence of DPG, the rapid adsorption of oxygen by Cu2S in flotation pulps was observed. The surface product was identified as the insoluble basic copper sulfate CuS04.3Cu(0H)2 with the production of sulfate ion. In the presence of DPG, the oxidation reaction appears to be suppressed. The frothing properties of DPG and commercial frothers were compared. DPG is not a powerful frother. Batch flotation tests confirmed that DPG is a highly selective collector when compared to most sulfhydryl collectors.

As 1972 slipped through our grasp, coal industry adjustments to health and safety laws, environmental restrictions, rising costs and higher production targets left many mine operators groping for a new grip. The industry adopted a defensive attitude in 1972 as it faced the onslaught of inspectors. With rigid demands for improving safety and instituting environmental programs, the industry worked hard and watched production figures stagger upward while operating costs zoomed. In an effort to determine how to meet the goals that were established for fewer ignitions, fewer accidents, less respirable dust, lower noise levels, fewer law violations, better reclamation, less pollution, lower costs and higher production, industry representatives attended numerous technical meetings.

THE OUTBREAK of World War II found Phelps Dodge, thanks to both foresight and good fortune, in a position to increase production of its mines and factories to meet the insatiable military and domestic needs of the times, far beyond all previous records. With the timely completion of the expansion program at Morenci, the company's copper output rose to approximately 447 million pounds in 1942 and to over 478 mil- lion pounds the next year, compared to some 300 million pounds in 1939. To meet the civil and military needs for fabricated cop- per products, the Phelps Dodge Copper Products Corporation carried out an expansion program comparable in size to that of the Phelps Dodge mining operations. THE meeting of the Petroleum Division at Houston, Oct. 10-12-headquarters, Rice Hotel-was preeminently a technological success. Two hundred and twenty-five attended the Thursday morning session and approximately 200 attended the sessions on Thursday and Friday afternoons and Saturday morning. Harry Power, Chairman of the Division, in his opening remarks, credited Paul Weaver and M. Albertson, respectively chairman and vice-chairman of the local committee, with working long and prodigiously in organizing the program. The theme of the initial session was indicated by Mr. Albertson in a statement relative to the estimation of developed petroleum reserves. He said that the problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became an acute one. Mr. Albertson gave some of the more important reasons for this situation. Since the decline-curve method became inapplicable, the volumetric method has become the chief one used. It depends on the factors of productive formation volume, porosity, saturation, and recovery. He briefly discussed the factors necessary for application of the volumetric method. P. P. Introduction The development of metallurgical practice at lambia Broken Hill is directly related to the change in mineralization of the deposits as mining progressed from the open pits to underground. The ore consists of a mixture of lead and zinc sulphide minerals, together with abundant silicates, carbonates and other oxidized minerals of these metals. The irregularity that characterizes the shape of the orebodies applies equally to their mineral content, which makes ore reserve calculations and the maintenance of a balanced feed to the metallurgical plants, problems of some magnitude. History The Rhodesia Broken Hill Development ,Company was formed in 1904 after an Australian prospector, T. G. Davey, discovered the outcrops in 1902. In the early years zinc ores were calcined for shipment but this proved uneconomic. Cerussite outcrops were then smelted directly in blast furnaces for the production of lead until 1929 when ore above the water level was exhausted.

THE MEMBERS of the Phelps-Dodge, Phelps-James co- partnership differed widely from one another in certain aspects of temperament and personality; but in one thing Anson Phelps, William Dodge, and Daniel James were fundamentally alike. They were all bred in the English Puritan tradition. Their creed, moreover, was the stern, militant, uncompromising creed of John Calvin and John Knox. The present generation, harshly intolerant of such a creed, has little understanding of the authority it exercised on the thinking and conduct of its adherents or of the contributions that those same adherents made to human welfare and social progress. The men who accepted its authority "were characterized by a blend of strong individualism and an equally strong sense of social duty, and they submitted their own souls to the same searching scrutiny that they applied to their business ledgers." To all three of the immediate founders of Phelps Dodge, their religion was the most real and important thing in life. 4.1-1. Introduction. Open pit mine planning must be correlated to all phases of a mining operation. The factors that must be considered in planning an open pit mine are numerous and must reflect the characteristics and surrounding conditions of a particular orebody. Therefore, only an outline of the subject can be presented here to aid the planning engineer in pointing out procedures that are generally applicable to pit design. The presentation is directed toward the planning of an open pit copper mine, but the procedures discussed should apply in most cases to any type of metallic or nonmetallic orebody. In planning an open pit mine the pertinent elements that must be included are: assays, geology, tonnage and areal extent of ore reserves, topography, mining equipment, economic factors of operating costs, capital expenditures, profit, types of ore, pit limits, cut-off grade, stripping ratio, rate of production, pit slopes, bench heights, road grades, ore metallurgical characteristics, hydrological conditions, property lines, and marketing considerations. 4.1-2. Sampling. Sampling must be adequate to classify the various materials to be removed from an open pit mine. Drillhole assays are plotted on sections and plan maps with ore and waste blocked out by selected bench intervals. These maps are prepared to depict the geological and other conditions existing on each mine level. The confidence factor to be applied to sampling and the resultant assays values must be given careful consideration. In uniformly disseminated de- posits, the confidence factor will approach unity. For widely fluctuating values, the average assay values should be discounted somewhat, the degree depending upon such factors as drillhole spacing. Such samples, at best, represent a very few pounds for hundreds to thousands of tons of ore

Many different shapes of drill bits are in use with hammer drills, but little definite information is available whereby to judge which one of these shapes is the best. The following investigation was undertaken in order to determine what effect, if any, the shape of the cutting edge has on the cutting speed and wearing qualities of drill bits. The bits tested were those in common use, namely, the 4-point or cross bit, the 6-point bit, the Z bit and the "Carr" bit. The rock in which the tests were made was the red granite from southeast Missouri. It is a coarse crystalline granite containing an unusually large amount of quartz and is extremely hard, and on account of its uniform texture is admirably adapted to this work. While tests in other rocks might show somewhat different results, nevertheless it is the opinion of the authors that the relative cutting quality inherent in the shape of the bits would be the same in all rocks. Other qualities, such as mudding freely, freedom from fitchering, etc., might make one bit more desirable than another in softer rocks. Description" of Bits Tested 'I'he 4-point bits were the usual shaped bits commonly made on the Leyner sharpener, with 14' taper on the wings and a 90" angle between cutting edges. Some tests were run at 85 Ib. pressure with a 4-point bit made with a 50 taper on the wings; this bit was formed with the Carr bit dies. The 6-point bits were the usual shaped bits made on the Leyner sharpener. The Carr bits were made with a 5º taper and an angle of 100" between cutting edges.

THE piping and segregation of ingots of steel is a comprehensive subject, and must be studied in reference to the different grades of soft, medium, and hard steel, rather than to discuss it in a general manner, as though applicable to all grades. Rail steel, however, will receive the most consideration in this paper, for the wheel-loads of the motive pourer and rolling stock have doubled from 1890 to 1910. Steel rails and tires which were efficient under the light loads, became less serviceable under the double wheel-loads, quadrupled tonnage, and higher speeds. Bessemer Steel. Bessemer steel of froth 0.10 to 0.15 per cent. of carbon, for splice-bars, spikes, and tie-plates, rises in setting, and is cast in bottle-mouthed molds, which must be capped to prevent an over-flow from the top. This grade of steel rises in the molds and makes a longer ingot than the volume of molten steel when first teemed. The ingots which are allowed to cool and then cut open, show, particularly in the upper part, large occluded blow-holes, and when they are Dot oxidized or do not contain foreign matter, weld more or less completely when the steel is rolled or forged above 1,100° C., and it :is in this way that the blow-holes are closed it the low-carbon steels.
