I fear most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution- to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make ((the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law. At this point it seems to me that we may profitably devote a paragraph or two to the subject of the origin of law in general, as we are presumed to be considering the subject from the high viewpoint of the general welfare of the nation. The most comprehensive and accurate definition of law in the legal sense is, that it is the body of rules for the regulation of human conduct which is enforced by the State, that is, by the nation.l Legal

IN some districts of the bituminous coal field the problem of constructing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it is felt that a description of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bituminous coal fields of the United States with anything like so large a number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it. General Mining System All three of the mines use the same general panel room-and-pillar system, which consists of rooms turned both ways off room entries and a solid block of coal left on all sides of the completed panel except on the cross-entry side, where a heavier pillar is pierced by two entries for haul- age and air. On completion of the panel the two entries are sealed and the panel is then isolated from the rest of the mine. Owing to water conditions, no pillars are pulled; recovery inside the panel barrier pillars is approximately 65 per cent.

THE methods that may be applied to the treatment of slurries and water, as these are related to practical coal-preparation problems, are concerned essentially with the movements of solids suspended in water. It is assumed that there are no fundamental differences between the principles involved in the treatment of coal slurries and the phenomena encountered in general mineral-dressing practice, and the latter are presented in some detail. Basic principles ,are correlated with present practice for both the anthracite and the bituminous coal fields, and methods are discussed which are designed to utilize best all the material subjected to treatment and suggest a sound approach to the solution of problems relating to the return of clear water to process or to streams. In order to approach the practical phases of the subject with sufficient understanding of the basic principles, it is necessary to discuss two types of phenomena that are applicable. The first is flocculation and the second is sedimentation. Descriptive matter is given covering the various methods and types of equipment employed to conduct these operations, with emphasis on their application to water and coal-slurry treatment. DEFINITION OF TERMS Definitions of terms are consistent with modern developments, and on form, in general, with their usage in mineral-dressing practice. Because of variations in coal-preparation methods, it is impossible to define a rigid upper limit of particle size for a coal slurry or sludge which will apply generally. Limits vary somewhat with the particular treatment method employed at a given plant. For purposes of definition, this limit is chosen as the particle size for which preparation methods such as Chance cones and jigs are usually dispensed with, and other methods, such as the Hydrotator, tables, and froth flotation, are employed. Generally the limit will be 10 to 6 mesh. In assuming this variable upper limit of particle size in a coal slurry, it is recognized that the size ranges discussed will duplicate sizes dealt with

THE coal-mining districts of Washington are mainly west of the Cascade Mountains; Fig. 1. The mines are on the foot hills of the slope, the lignite fields of Lewis and Thurston counties extending into the valleys west of the mountains. An exception is the Roslyn field, a small but important area on the eastern slope. If western Washington is divided into three areas from north to south, the bituminous coal fields and most of the active operations will be found largely in the middle area. The southern portion contains lignites over a large area. In the northern portion, mining is practically restricted to one mine, the Bellingham, which is working a subbituminous coal seam near the city of Bellingham. The degree of alteration that the coal of a particular field has undergone may be gaged roughly by the position of the field with reference to the Cascade Mountains. The lignites of Tenino, Tono, Mendota, and Castle Rock, on the railway line connecting Seattle and Portland, occur in a region, of low relief, in which the Eocene coal measures have suffered only minor disturbances. Subbituminous coals occur in the foot hills, as at Renton, Newcastle, and Bellingham. Coals high in fixed, carbon are found nearer the mountains, where. the measures have been sharply ,tilted and folded, as at Black Diamond and Carbonado. The two typical anthracite fields are located still higher, in the rugged mountains where outcrops appear both in deep gorges and on ridges at elevations approaching 5000 ft. At. Carbonado is found the only semianthracite seam worked on a commercial basis. The occurrence of this seam in a region of bituminous coal is due to the nearness of an igneous sill, which has changed its character from bituminous to semianthracite.

That metallographic structures analogous to the martensite of steel may be found in certain copper-aluminum and copper-tin alloys has been known for many years; similar structures recently were found in certain copper-zinc a1loys.l In all three of these alloy systems the martensite structures result from transformation of the metastable fi phase when the speed of cooling from the B range is sufficiently high to suppress decomposition into equilibrium phases. In the normal decomposition of solid solutions into equilibrium phases, diffusion is needed to bring about the necessary changes in concentration, and the rate of reaction falls almost to zero at temperatures slightly above room temperature. The rates of reaction for martensite processes, however, are not dependent upon temperature; the transformation does not require rendjustments of concentration. For example, the martensite transformation in 60:40 (B) copper-zinc does not begin until the temperature has dropped to about minus 30" C., and then continues down to minus 130" C. and probably even at lower temperatures.' Furthermore, martensite processes apparently proceed only while the tempcrature is falling, within the proper range, and cease completely while the temperature is held constant ;$ and they cannot be suppressed by extremely rapid cooling although the rate of cooling for some alloys may be increased to over 10,000 times the critical cooling velocity. Isaitschew, Kaminsky and Kurdjumow2 account for these observed behaviors of rnartensite processes by postulating that the mechanism 6I... consists in a regular rearrangement of the lattice in such a way

THIS paper presents results on an exten¬sion into the realm of high-carbon steels of some work recently published' on the effects -of time at temperature, quenching temperature and prior structure on the hardenability of one 0.20 and four 0.40 per cent carbon alloy steels. It was shown at that time that unless the conditions of time, temperature and prior structure are substantially the same in performing the hardenability test as in conducting harden¬ing of parts in production, the correlation of hardenability information with the [ ] hardness and properties of production parts is often not of satisfactory accuracy. The general effects of these variables on the austenitic grain size, distribution of excess carbides and critical cooling rate have been known for many years and one or more have been investigated by Shepherd ,2 3 Davenport and Bain,4 Digges,5,6 Digges and Jordan,7 Post and associates' and Roberts and Mehl,9 to mention only a few. There has been no systematic investigation, however,' into the quantitative variations produced on the hardenability of commercial high¬carbon steels by changes in these factors of time, temperature and prior structure. PROCEDURE A plain carbon hypereutectoid steel, S.A.E. 52100 and Graph-Mo, a molyb¬denum-bearing high-carbon steel contain¬ing some graphite, were chosen for this investigation. The chemical analyses of these electric-furnace steels are given in Table I. [ ] The procedure used was exactly that reported previously,' hence the details will not be repeated here. Normalized (1650°F.) and spheroidized prior structures were utilized on all steels with hot-rolled and quenched (1600°F. oil) prior conditions added for the plain carbon steel. The end-quench test developed by Jominy10 was selected for use in this investigation and, with the noted exceptions, the American Society for Testing Materials standard. procedure was followed. The effect of time at temperature was examined at intervals of 0, 10 and 40 min. and 4 hr., and a few i6-hr. tests were run. The fact that gray iron increases in volume, cracks and distorts upon repeated heating and cooling is rather conlmon knowledge. In ingot molds, Diesel engine pistons, carburizing boxes, continuous furnace parts, grate bars, stoker parts, and all castings that are subjected repeatedly to high and low temperatures, the phenomenon of growth presents a vital problem. Ingot molds distort and produce cracks which result in seams or laps and later appear as defects in the finished product. The heads of Diesel pistons frequently fail by cracking in a stellar shape. This is attributed usually to the result of permanent growth. Distortion and change of dimension of furnace parts frequently renders them entirely unusable. In chain grate stokers, mechanical difficulties frequently are caused by the growth of the links. In proper operation these links should never attain a temperature sufficiently high to start growth; nevertheless, some have grown in. on an 8-in. length when improperly operated. Even though the phenomenon is generally known there still exists a deficiency in the explanation of the mechanism of this growth. The field of investigators of this subject has a decided variation in opinion concerning the causes. The problem is of sufficient importance therefore to warrant further consideration. Review of Published Work Since the published work, particularly the European, contains much detail, only the outstanding results and conclusions of the investigators will be reviewed. The pioneering investigations of Outerbridge in 1904 and 1905 brought forth the conclusion that growth was not a function of chemical or crystallographic changes but was a result of the formation of fine hair cracks. These cracks are supposedly due to a nonuniformity of thermal expansion and contraction which ruptures the structure of the material. More recently Benedicks and Lofquist presented a purely mechanical theory, which is similar to that of Outerbridge. These investigators believe the temperature gradient from the outside to the center of the cast piece causes a contraction of the outer layers on passing

There are several exceptions from the practical operating viewpoint that might be taken with the paper. The author recommends using a "curve" in plotting safety factors of ropes and suggests that the U. S. Bureau of Mines change its present "step curve" method to the "curve" method. From an engineering theoretical point of view that is possible, but from a practical standpoint it is not possible. Rope manufacturers fabricate their ropes in diameter gradients of 1/16 in. to 1/4 in. which automatically sets up a step pattern gradient. If ropes were manufactured in the diameter gradients of 1/1000 of an inch or thereabouts, the curve method could be used. Also, from a practical standpoint, if an operator is to hoist from a depth of 4000 ft, for example, he will determine the size of the rope necessary for that depth, and it is only natural that he will have safety factor to spare at lesser depths, and in plotting this excess capacity the natural end result is a curve. The U. S. Bureau of Mines tables are set up so that the operator will know what size rope at the required safety factor he will need at his maximum depth. He is not concerned with lesser depths. W. A. Boyer (author's reply)-Mr. Grant states, "Rope manufacturers fabricate their ropes in diameter gradients of 1/16" to 1/4" which automatically sets up a step pattern gradient." There is no connection or relationship between the "size" pattern gradient and the present "factor of safety" step pattern gradient. The inherent factor of safety values for any particular size of rope with a given connected load when plotted for various depths is a curve, and with modern rope material and construction the inherent factor of safety curve is quite far removed from the present recommended factor of safety step curve. This is shown quite clearly in Figs. 3 and 4 of my paper.

This paper is a description of the opera-tion and results of a Humphreys Spiral Silt Cleaning Plant at the Powderly Colliery 01 The Hudson Coal Co. during the first nine months of operation and follows a preliminary description given at the .Institute cite Institute in May, 1947, in a paper titled "Preparation of Anthracite Silt for Boiler Fuel in a Humphreys Spiral Test Plant" by H. H. Otto, V. H. Wilson and W. L. Dennen. This plant is considered a full size op-erating test plant and, like all new plants, numerous minor changes in the methods of operation have been made from time to time to secure the results desired. Views of the silt preparation plant and of the screening house are given in Fig I and 2. This plant consists of 48 spirals in 8 batteries of 6 spirals each, 36 of which were to be operated as primary spirals and the remaining 12 as secondary spirals. A brief description of the plant and its operation follows. The only material cleaned at the plant during 1947 was that carried in the underflow from the Thickener which han-dles the Breaker waste water. This under-flow, amounting to approximately 2000 gpm of water and containing 12.6 pct of solids, is pumped to vibrating screens where the plus 3/16-in. material is removed. (Fig 3). This oversize material drops into a pocket from which it is trucked to the run-of-mine tipple for re-preparation.

WHEN this country went into the war, but two concerns, The Bethlehem Steel Co. and The Midvale Steel and Ordnance Co., knew how to make steel fit for great cannons and at these concerns there were relatively few men who knew the whole art. Fortunately, certain of these men put their knowledge at the service of the Government, and proceeded to instruct the metallurgists at the arsenals and at various steel works. The then chairman of the Engineering Division of the National Research Council, Doctor Howe, suggested that this work might be facilitated, and the number of effective gun-steel makers thereby increased, if a detailed description of the best practice could be written, giving the reasons for the various steps, and issued with the endorsement of a committee composed of those who were evidently the most competent authorities. It was thought that something would be gained by clarification of the subject, and something by the eminent authority' of the members of the committee. To that end, the Engineering Division appointed-a committee, consisting of the gentlemen whose names follow, to mention only those who retained their connection with it. At, this time there were serious difficulties in the manufacture for the Government, of aircraft and high-speed engine crankshafts, of certain ordnance forgings, and of shells for both the Army and Navy. This Committee was asked to study and report upon these, with a view to betterment of practice. There were indications that the source of some of the difficulties went back to the melting of the steel and the production of the ingot. Hence, the committee first studied steel melting and ingot production, in order to guide the wartime manufacturers to an even larger percentage of useful production from the steel initially melted.

PROGRESS in a technical art is of several kinds. It springs .from many diverse sources. It comprises invention, mechanical improvement, operating advance, analytical study, education. Invention is, by definition, a relatively great, essentially individual step, taken quickly. Operating advance is the slow, cumulated march of practice; in contrast, it moves at the pace of the tortoise, but over, the years its effects rival and, in some cases, surpass those of invention. Mechanical improvement- is a usual concomitant of the reduction of invention. to operating practice; thereafter it is a primary tool of operating advance. Analytical study is the process of mental digestion of the fruits of invention and practice. Its purpose is to render these into a form assimilable by the art as a whole, and by the perennial crop of would be practitioners. Education, disseminating the results of such study, consolidates and maintains the positions gained. Thus, slowly at first, but continuously accelerating, the tide of progress grows- to flood. Such growth, in mathematical parlance, is expressible in the general form y = mxn, where x is time, n is some positive number greater than one, m is another positive number, and y is the state of the action at instant x. When n is 2, the readers will recognize the graph of the equation as one branch of the familiar square parabola, whose property it is to become parallel to the y-axis; i.e., to move at an infinite rate, in that never-never

THE investigation of the phase relations of high-purity aluminum-base alloys is a part of the fundamental research program of the laboratories of the Aluminum Company of America. The results of a number of binary and ternary systems have previously been published in the transactions of this society. The aluminum end of the binary aluminum-titanium system has been studied. This system has received relatively little attention. To the authors' knowledge, there are two previous papers on this subject. E. van Erckelens1 determined the constitutional diagram reproduced in Fig. 1. .According, to this diagram, the liquids represents the separation of TiAl4 (Ti = 30.7 per cent.). He concluded that this is the composition of the compound, because in his work the eutectic horizontal terminated at 30.7 per cent. titanium and the metallographic examination of a sample of this composition revealed only one phase. According to the constitutional diagram developed by W. Manchot and A. Leber,2 reproduced in Fig. 2 from data given in their article, the liquidus represents the separation of the compound TiAl3 (Ti = 37.2 per cent. ). The composition of the compound was derived in a manner similar to that utilized by van Erckelens. Moreover, Manchot and Leber confirmed the composition of the compound by analysis of the constituent left as a residue after dissolving the alloys in weak sodium hydroxide solution. Although these are the only publications describing the constitution of the system, other investigators have studied the composition of the titanium compound. L. Wöhler3 says that there is a compound TiAl3 which was later confirmed by W. Manchot and P. Richter4 and by

Burghoff and Blank1 have pointed out that the creep properties of hard-drawn coppers are closely associated with their individual softening characteristics and have further shown that the creep resistance of various types of copper is improved, under certain circumstances, by cold stretching. In the design of certain types of electrical machinery, it is important to have the creep resistance as high as possible; furthermore, short-time creep strength is important since in many cases stresses are large only during warming-up and cooling-down periods. In this paper, data are presented showing the effect of cold work on the short time creep strengths of various types of commercial copper under several conditions. It is shown that trends from short-time creep tests are evident at longer times. Materials Used in the Investigation The coppers used in this investigation were commercial grade and of two basic types, oxygen free high conductivity (OFHC) and tough pitch. Additions of silver in amounts of 15 and 25 oz per ton were added to each of the two coppers. The analyses of these six coppers are given in Table 1. Originally, they started as wire bars 4 X 4 X 54 in. A. square rod was made by hot rolling the wire bars to 9/16-in. rod in 8 passes. This rod was then cold drawn to 0.445-in.-diam rod and annealed for 3 1/2 hr at 1000°F. It was then cold drawn to 0.325-in. rod and again annealed at 1000°F for 3 1/2 hr. Hard square rods were then made by cold rolling to 0.257 X 0.257-in. rod. Soft wire was made from the hard- drawn material by annealing at 650°F for 3 hr. The final rolling was performed using a set of 9-in. grooved rolls revolving at 30 rpm, which produced square wires. Reductions of approximately 5, 20, 30, and 40 pct were obtained using several passes in the same direction for the large reductions. The 5 pct reduction by drawing was accomplished using a steel die having 2 parallel bearing surfaces. The die angle was 7 1/2 degrees and the wires were lubricated with a paste of ceresin wax dissolved in carbon tetrachloride. The speed of drawing was 13 fpm. Since work was done on only two sides of the wire simultaneously, it was necessary to rotate it 90 degrees each pass to insure uniform deformation. The room-temperature tensile properties of the various tempers are given in Table 2. The grain size of the an- nealed 0.257-in. wires was uniform and averaged about 0.035-0.045 mm. Experimental Procedures for Short-time Creep Tests Standard creep-test frames (Fig 1) were used for the testing. Special fixtures were designed to apply axial compressive and tensile loads to the copper wires. The compression specimens were 1 in. long and the ends were ground flat and parallel. The creep in compression was indicated by the movement of reference marks s-ratched on intersliding platinum strips attached to the moving heads of the fixture. The movement was measured with an optical micrometer fitted with a filar eyepiece on which the smallest division was 0.00005 in. The tensile creep specirriens were 4 in. long which provided ample gripping surface for the jaw-type grips. The platinum strips were attached to a one-inch gauge length of the wire and the creep measured as previously described. In spite of many investigations of the occlusion of hydrogen in iron, the nature of the process and the reasons for the accompanying effects upon the metal are still open questions. This is in large part due to three causes: (1) the difficulty of obtaining iron of adequate purity as starting material; (2) the occurrence of allotropic transformations, which complicate the effects; and (3) the fact that the body-centered cubic modification does not lend itself readily to crystallographic investigation. The present paper attempts a critical review and correlation of the somewhat scattered and disconnected existing observations, and an experimental determination of the extent to which the conclusions that appear to follow from these are applicable to iron of really high purity, studied under well-defined conditions. Review Although only a comparatively few investigations have so far been made on the pure system iron-hydrogen, there is a much larger volume of literature which throws some light on the problem but falls short of a place in the systematic investigations, either because no attempt was made to measure equilibrium conditions or because the metal used was not iron or the gas not pure hydrogen. Such results have been variously dismissed in the past as of no importance, or as too complicated to try to explain; or they have been explained in terms of any of a dozen or more pictures, each of which is contradicted by data from other sources. The present importance of these data thus arises from their very mass and diversity, which present a picture of occlusion as a phenomenon whose variability cannot be ignored. We have attempted to organize the literature into groups comprising similar experiments or data leading to similar conclusions, thus of necessity sacrificing accuracy of historical order. Lattice Occlusion.—Throughout this discussion, the term "lattice occlusion" will be used to denote the formation of a simple solid solution of a gas in a metal lattice, usually of interstitial distribution. Gravity drainage is the self-propulsion of oil downward in the reservoir rock. Under favorable natural and operational conditions, it has been found to effect recoveries comparable to water displacement. With modern technical knowledge, the operator can often make a choice between dissolved gas drive, water drive and gravity drainage as the principal recovery agent in a reservoir. It is desirable that the opeator be able to determine which of the three agents will be most effective under each set of conditions. So far, gravity drainage has received less consideration than the other two. In this paper. an endeavor is made to set forth some of the principles of gravity drainage, to point out the types of reservoirs favorable for it, and to show how it may be applied in them. Field examples are described and discussed. Introduction Since early in the history of the oil industry, it has been recognized that gravity is one of the three important natural forces for expelling oil from the reservoir rock. As knowledge of the technology of oil recovery progressed, ideas changed with respect to the relative importance of the three forces and with respect to the manners in which they functioned. For a time, disproportionate emphasis was placed on the importance and function of gas and the need for conserving gas pressures. More recently, disproportionate emphasis has been placed on encroaching edge water. Only lately has there been evidence that the function and importance of gravity was to receive due consideration. Study of this neglected phase of oil recovery is needed to round out our knowledge of reservoir behaviors and to gain a balanced viewpoint of the interplay of forces that may operate in varying importance in reservoirs. The purpose of this paper is to discuss mainly in a qualitative way, the functions of gravity, to present some concrete instances where it has been important and to raise some questions that should be investigated further. Oil-recovery Agents The important natural agents for effecting oil recovery that may be originally available in a reservoir are gas, both dissolved in the oil and free in gas caps, encroaching edge water and gravity. Each of these agents can act in a dual capacity—physically to overcome the surface energies that hold the oil within the pores and mechanically to overcome viscous . resistance and to propel the oil through the porous reservoir rock to the wells. Advancing edge water displaces the oil from the pores and lifts it updip to structurally lower wells. Gravity drains the oil from the pores and flows it downdip to the wells. Gas displaces oil from the pores, entrains it in the gas stream and flows it to the wells, but gas in solution also affects the physical properties of the oil and thus can influence oil recovery by the other agents, whether or not the mechanical energy in the gas is utilized. The copper-bearing rocks of Lake Superior are composed of a series of metamorphic rocks, comprised under the names of amygdaloid and conglomerate, in which the copper and silver found with them are pseudomorphs. These rocks, generally, have Well-defined walls which cause them to separate easily. Generally, the country rock is sterile, but it occasionally rises into the copper-bearing rock, and then carries copper. Usually, the amygdaloids carry copper, and the greenstones or melaphyres which encase them do not. There is a very generally received opinion that the copper in these beds occurs in shoots. This does not appear to be proved, though the opinion seems to have some foundation from the experience of the Calumet & Heela Mine, where a body of poor rock has been left, which, on the mine map, shows a general direction. The theory may be true of that individual mine, but too little work has been done in the other mines to draw any decided conclusion. The copper is very unequally disseminated in the rock, if any given piece be taken as an example, but, if the whole copper-bearing series be considered, its distribution is uniform. It may prove that there are certain directions in which the copper has been deposited more abundantly than in others, and these may be found to correspond with certain geological causes, but up to the present time the knowledge gained is not sufficient to warrant any general conclusion. These rocks are supplemented by a series of true fissure veins, of which there are several systems, making the amount of native copper very large. Unfortunately, except in the fissure veins, known as " mass-mines," the copper is so scattered through the rock, and is in such a fine state of division, that, although it is not always difficult to mine, it is always difficult to dress it sufficiently to make it pay. The metal is so unifornily distributed throngh these copper-bearing rocks that detached pieces, called " float," are found in digging on almost any land in the country. Last year's review was characterized as a year of politics and began an era of legislation. The 1972 review can be similarly characterized, with even more rigid health and safety regulations and environmental legislation. The mining industry should be aware of what's happening in the nuclear power and other fields as a result of the National Environmental Policy Act (NEPA) of 1969, where the environmental impact of most major construction activities are already under close scrutiny. Section 102 of NEPA requires that all federal agencies include a detailed statement on specified environmental conditions as part of every report on proposed actions significantly affecting the quality of the human environment. All such environmental reports must consider the same general conditions: • The environmental impact of the proposed action. • Any adverse environmental effects which cannot be avoided should the proposal be implemented. • Alternatives to the proposed action. • The relationship between local short-term uses of man's environment and the maintenance and enhancement of long-term productivity. • Any irreversible and irretrievable commitments of resources which would be involved in the proposed action should it be implemented.

Twinning in magnesium is known to occur profusely under certain conditions, and when it occurs in polycrystalline materials it brings about a partial or even a complete change in the preferred orientation. The amount of research on this subject, however, has not been in proportion to its importance as a mechanism of deformation and reorientation. Much of the research has been limited to twinning in single crystals. The present study1 concerns polycrystalline sheet, and is an investigation of the twinning produced by plastic deformation as a function of the following variables: 1. Direction and type of deformation. 2. Amount of deformation. 3. Speed of deformation. 4. Temperature of deformation 5. Composition and temper of the sheet. 6. Twins previously produced. 7. Twins previously produced, then annealed. By proper control of these variables it is shown that, on a laboratory scale, samples can be produced that are free from preferred orientations. The materials used were samples of commercial magnesium-alloy sheets with nominal compositions given in Table I. X-ray diffraction was used in most of this work to detect the twins and to estimate the amount of twinning. Since twinning on (102) planes causes a re-orientation of the crystal lattice by 86", it is very easy to study with X-ray diffraction patterns, particularly if one notices the diffraction ring from the basal plane— the 002 reflection. By properly directing the X-ray beam, it is possible to produce 002 reflections from twinned material at, say, the 6 and 12 o'clock positions on the 002 ring, with the untwinned material reflecting to 3 and 9 o'clock positions; and by judging the relative intensity of the arcs on the diffraction ring at these positions, it is possible to judge the amount of twinned material relative to the untwinned. This X-ray method of estimating the amount of twinning is generally superior to metallo-graphic observation, for it was found
