The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015. This paper provides an update to a paper by the author on an overseas explorer's perception of New Zealand, presented at the 1997 New Zealand Minerals & Mining Conference. New Zealand has one of the most open and internationally competitive economies in the world. The petroleum exploration industry in New Zealand is booming with a record number of wells planned for 2000. New Zealand is keen to encourage investment in mineral exploration to develop its natural resources. A study of the geological potential of New Zealand estimated the value of known and potential resources of metals at $86 billion. Gold has the greatest potential, with a total resource estimated at $33.5 billion. The price of gold has averaged NZ$554 since the beginning of 1998, and NZ$593 in the last year, which is very competitive with other countries. An assessment of country risk compared New Zealand with twenty other countries in ten risk categories: sovereign risk, land access, environmental issues, land claims, mining legislation, social risk, infrastructure, civil unrest, natural disasters and workforce. New Zealand ranked fifth, showing it has low country risk. This provides a high degree of certainty for investment, which is important for the perception of New Zealand as an exploration destination. Corruption was considered separately, and New Zealand ranked third out of ninety countries, showing it is one of the least corrupt countries in the world. New Zealand has a favourable business environment, good geological potential, low country risk and no corruption. Despite this, New Zealand has not registered on the radar screens of overseas mineral explorers, and the positive factors appear to have been overlooked. New Zealand has considerable undeveloped mineral potential, and with the current rise in commodity prices, it is hoped New Zealand can participate in a resurgence in mineral exploration.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

THE North Mount Lyell Mine is situated on the southern side of Mount Lyell at an altitude of 1750 ft. above sea-level. The average rainfall is 117 in., and there are generally several light falls of snow during the year. Despite the heavy rainfall, which is fairly evenly distributed over each of the twelve months, the climate is equable and not unduly rigorous, and, provided that the mine employee is suitably clad, it is only on exceptional days that he experiences any discomfort by becoming wet journeying to and from the mine.The majority of employes reside at Queenstown, and are conveyed by special trains to and from the top of the haulage, which is less than a mile from the mine. The mean surface temperature at the mine is 46° F., with a maximum variation from 26° F. to 85° F., the relative humidity generally being higher than in other districts. The rock temperature is 48° F. on the 200-ft. or Main Adit level, and 54° F, on the 1200-ft. level, giving a rise of 6° F. for 1000 ft. in depth.The ventilation of the mine is natural, the downcast being served by the Crown and Blocks shafts and the Crown mullock pass, and the upcast air is carried away from the workings by the Main shaft and the Nos. 1 and 2 mullock passes. The quantity of air circulating varies from 25,000 cub. ft. to 35,000 cub. ft. per minute, the greater quantity moving in the colder weather. The downcast air in traversing the wet shafts becomes saturated and enters the level at the rock temperature of 54° F. in winter and about 56° F. in summer, while temperature readings of the outcast air indicate that it varies very little.In the southern end of the mine the Blocks shaft downcast air upcasts through the different stopes, and their mullock passes, to the level above for each level to the 700-ft. level, where it passes to one of the main uptakes. There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.

The bulk of Australia's uranium resour- ces was delineated in the last 18 years when a total of $563 million (1984 dollar values) was spent on uranium exploration. Australia's share of the low-cost Reasonably Assured Re- sources in the World Outside the Centrally Planned Economies Area (WOCA) increased from 1.5% in 1967 to 29% by the end of 1984 and its share of the low-cost Estimated Additional Resources (Category I) then stood at 25%. As of December 1984, Australia's uranium resour- ces were estimated by the BMR to be: Cost range US$80/kg U (US$30/lb U301) Reasonably Assured Resources 463 000 t U Estimated Additional Resources(I) 251 000 t U Cost range US$80-130/kg U (US$30-50/lb U308) Reasonably Assured Resources 63 000 t U Estimated Additional Resources(I) 126 000 t U The increases in Australia's resources was sustained by a group of large and rela- tively high-grade deposits which were disco- vered during the period 1969 to 1975. Austra- lia's share of the low-cost resources was also enhanced by a contraction of WOCA's low-cost resource base due to escalation of production costs for smaller low-grade deposits. Most of Australia's uranium resources are contained in the Proterozoic unconformity- type deposits of the Alligator Rivers uranium field and the stratabound deposit at Olympic Dam on the Stuart Shelf. Most of the remain- der of Australia's uranium resources is con- tained in calcrete-type deposits. Less than 10% of Australia's uranium resources are in sandstone-type deposits. Total Australian production to the end of 1984 amounted to 26 241 t U, representing 3.4% of WOCA's cumulative production. Aus- tralia's share of WOCA's annual production has steadily increased from 1.3% in 1977 to 11.2% in 1984 (4390 t U). The increases in Austra- lian production took place in the face of reductions of production in WOCA countries, principally the US, from a record level of 43 988 t U in 1980 to about 39 000 t U in 1984. New low-cost production centres, mainly in Australia and Canada, have partly compen- sated the decline in US production. The Department of Resources and Energy (1985) reported that Australian exports of yellowcake are expected to reach 10 000 t U308 (8480 t U) by 1993/94, representing an in- crease of about 13% oer annum.

The DeGrussa copper-gold deposit is located 900 km North of Perth. Copper-gold bearing massive sulfide lenses occur in lower greenschist facies meta-sedimentary and mafic volcanics of the Bryah Basin. Regional folding, faulting, and tilting of the stratigraphy primarily occurred during the Capricorn Orogen (Johnson, 2013). The Shiraz Fault and Merlot Fault are regional oblique-sinistral faults that offset the DeGrussa massive sulfides lenses into three fault blocks by ~350 m and ~120 m, respectively. A network of deposit-scale brittle-ductile faults splay from, and in one example are cut by, the Shiraz and Merlot faults. This results in localised ore displacement, selvage alteration and degradation of the rock mass integrity. Historically, only the Shiraz and Merlot Faults were modelled and validated during mining and grade control. The requirement for a comprehensive structural model became more relevant as mining became advanced and confining stresses on local rock mass became more complicated. The DeGrussa Structural Model has been developed to delineate areas of structural complexity and is an important tool in mitigating rockfall risk through well informed technical design. During this process, every accessible excavation was walked and structurally mapped. New workflows in Leapfrog Geo and new technology, including an app that runs on mobile phones streamlined the validation process. Drill hole orientation was a limiting factor during validation. At the time of writing this submission, the DeGrussa Structural Model consists of 34 faults, and is now an important tool for the Technical Service team when developing mine plans and schedules. Applied structural geology is often seen as exclusive to those with a PhD in the field. Faults at DeGrussa have been modelled and reconciled by a Mine Geologist and Geotechnical Engineer, using first principles geological characterisation. This is a simple process that demonstrates any geologist can contribute to a structural model, provided they understand the fundamentals of unbiased structural measurements and consistent record of observation

The Reefton Goldfield, both historically and potentially, represents a significant gold producing camp in the Westland province of New Zealand. Some two million ounces of gold have been produced from the Greenland Group host rocks between 1870 and 1951 with the most significant producers being the Blackwater and Globe Progress mines.   Steep terrain, high rainfall, poor outcrop, widespread fluvio-glacial deposits, tertiary cover and sometimes onerous environmental access conditions have proved a challenge to conventional exploration techniques. In addition classic exploration techniques have come up against a desire to reduce exploration cycle time and exploration costs while increasing both quality and quantity of geological information.   The trial, and subsequent implementation, of Wacker sampling has proved a highly successful and effective geochemical tool currently being utilised to target, discover, and define potential economic gold mineralisation in the Reefton Goldfield.

A case study is presented that details the safety journey at a North American project involving two major contracts: a 1000 m shaft recovery and rehabilitation, and the development of a drainage gallery in a large open pit operation. In the early stages of the contracts, there were a number of incidents that created tension between the owner and contractor, which resulted in the contractor being placed on a final warning with almost imminent potential termination. As a result of this, it was agreed to initiate a focused safety recovery plan as a ‘last chance’.Over a period of two years, the engagement and consequent performance of the contractor was turned around, steadily working to set it up for success such that in one of the contract work areas, a record of ‘one year LTI (lost time injury) free’ was achieved. The journey involved the owner and the contractor teams working cohesively to educate all parties in the safety requirements and, most importantly, providing the context and understanding for certain requirements being put in place. Early on in the process, it was recognised that the owner team unknowingly was an impediment in that they did not fully understand the safety requirements and so was not able to lead the way for the contractor effectively. The journey to rectify the situation was supported and followed up by focused engagement with the project team, which generated a progressive improvement in a very challenging environment.In particular, the contractor turnaround was significant and of enough value for the contractor to ultimately export some of the safety systems from this site to other contract sites. The Globe-Progress Mine is an open pit gold mine that is part of the larger Reefton Goldfields deposit located on the West Coast of New Zealand. The regional geology comprises a series of north to south oriented fold structures that have undergone post-deformation mineralisation. The structural geology within the mine itself is more complex, with major shears hosting numerous high-grade mineralised quartz shoots and splays that have been historically mined.The selective mining of ore within the pit is challenging due to the orientations of the hanging wall and footwall areas of the main Globe shear zone, the lithologies of these areas which range from highly brecciated and sheared material to competent mineralised host rock, and in the hazards presented by the numerous old historic underground workings. The coordination of drilling, modelling and excavation of the ore requires careful planning to maximise recovery whilst operating with the pit design boundaries.Grade control packages are custom designed to reflect the orientation of the footwall and hanging wall mineralisation. The shear material in the footwall zone dips between 60° and 70° and requires angled drilling whereas the footwall mineralisation is contained in shallow dipping quartz veins sub parallel to bedding and can be vertically drilled to best intercept the mineralisation. Ore excavation is directed so that the contact between the footwall and hanging wall is mined in the correct direction so that any non-visual ore contacts can be safely mined and that the ore-waste dilution is reduced.The ongoing grade control and selective mining of the Globe Progress deposit continues to deliver high grade ore for processing by ensuring that waste and dilution of ore is reduced and that recovery is maximised.

The prospect of utilisation of phosphate ores which contain high P2O5 values associated with Al and Fe has produced a great deal of interest over many years. Processing options have generally been based on the utilisation of by-products which were required to offset the processing costs.   This paper presents a range of processing options which have been investigated at laboratory or technical scale on phosphate ores which predominantly consist of crandallite, CaAl3(PO4)2(OH)5.3H2O and millisite, Ca(NaK)Al6(PO4)4(OH)9.3H2O. Christmas Island (Indian Ocean) and Mt Weld (Western Australia) phosphate ores are good examples of such feedstocks. It is expected that these processes may also be applicable to such phosphate ores from other locations.

This paper contains an account of some creep tests on electrolytic lead and some of its alloys. The stresses used in determining creep were 500, 350, and 200 lb. per sq.' in. The alloys contained silver, bismuth, tellurium, antimony and zinc respectively. All were castin vacuo, and tested "as rolled." Tests were done also on electrolytic lead which had been cast in air.The electrolytic lead contained 0.0005% total impurities.The preparation and vacuum casting of this lead have been described in a previous paper in this series. The preparation of the alloys, and the air casting of the electrolytic lead, are described in the next section.EXPERIMENTAL PROCEDURE.Every effort was made to keep the vacuum-cast specimens from contact with the atmosphere throughout their history.The ingots were stored eIther in a vacuum desiccator or immersed in heavy oil. The creep specimens were coated with vaseline except during rolling, etching and photography, which involved exposure to the atmosphere for about 45 minutes all told.It is not claimed that vaseline is a perfect shield against the intrusion of atmospheric gases. Possibly during the months that some tests were in progress the gases diffused through the vaseline and gained a limited access to the lead.Nevertheless, the use of vaseline gave protection that brought the tests nearer the ideal at which the author aimed, *Research Fellow, Dept. of Metallurgy, University of Melbourne.

In flotation, the selection of the size, number and type of cell for a particular duty depends on two important factors. Firstly, the required flotation residence time and secondly, the physical constraints of how much concentrate can be recovered for a given froth surface area and concentrate lip length. The residence time is influenced by ore type and characteristics such as liberation, kinetics and reagent dosage. The amount of concentrate that can be recovered for a given froth surface area and lip length depends on ore type and other characteristics such as particle size, specific gravity and mineral grade. Residence time is determined through a combination of laboratory-scale test work and design scale-up factors. However the critical froth transport parameters such as froth carry rate and froth lip loading cannot be determined in a laboratory. This is because the froth is scraped during a laboratory flotation test and thus does not exhibit natural behaviour, and it is not possible to scale-up froth transport distance or air rate. These values are generally compared via calculation to rule-of-thumb maximum values to establish if these values will be exceeded by the flotation cell selection.This paper first reviews these critical froth transport parameters and then discusses actual parameter values across diverse operating sites, with varying cell duties, cell sizes and types, orebodies and particle sizes. These values are compared against the industry rule-of-thumb to test the applicability of the rule-of-thumb to actual performance. Advanced Jig Separation of Shredded Plastics The authors have reported that the RETAC jig is very useful in separating relatively low density particles such as plastics, and demonstrated that highly efficient jig separation of plastic components in discarded office machines is possible in pilot-scale tests. To further improve the separation efficiency, a hybrid jig (RETAC jig with air bubbler under the particle bed) which can separate plastics having similar specific gravities using differences in wettability produced by a pretreatment, and a reverse jig (modified RETAC jig for plastics lighter than water) were developed. This paper reviews the separation of shredded plastics using advanced jig separation technology (RETAC, hybrid and reverse jigs). Wettability control of the plastics for the advanced jig separation is also reported.

Mineralogy and coproponents Sino Iron, International Minerals and Austeel are in the process of developing four world class magnetite iron ore mines with multiple open pits along a 25 km strike length of Brockman Iron Formation to the south of Cape Preston on the West Pilbara coast. The close proximity of the proposed pits raises some challenging project approvals and environmental management issues relating to the impacts of dewatering at individual projects and the cumulative impacts of progressive development on local and regional groundwater resources, which includes a large fresh water aquifer system in the Fortescue River alluvium.This paper presents an outline of the hydro-environmental impact assessment process adopted and the key result that the cumulative impacts of dewatering at all four projects on the local brackish groundwater system in the basement rocks is only marginally more than the impact of any one project on its own, and that the impact on the Fortescue River alluvium aquifer is negligible. The paper also presents an outline of the proposed integrated water management approach that will involve coordinated monitoring, ongoing impact assessment and management, and reporting programs for all projects.

Some crystal chemical properties of several apatites from Brazilian deposits and occurrences were determined; the samples had different origins (igneous, metamorphic and sedimentary). The aim was to establish relationships to their froth flotabilities behaviour. Detailed X-ray diffraction studies were carried out, to determine precisely the unit cell parameters and the degrees of crystallinity of the apatite samples. A thorough chemical analysis of these minerals was also conducted. Microflotation studies were carried out, using sodium oleate and dodecylammonium chloride as collectors. The crystallinity levels were determined for all samples studied, with the establishment of a crystallinity index, which varied from 10.0 to 4.5, on a normalised scale. A marked dependence was observed between this crystallinity sequence and flotability; for both collectors, flotability dropped drastically for crystallinity indices lower than 8.0. Also, the low crystallinity apatites showed a decrease in floatability, for longer conditioning times.

The authors consider the features and advantages of a new promising trend in mineral processing - column flotation. Design aerohydrodynamic and process characteristics of pilot-scale columns are studied. Optimum process parameters for various ores and operations are studied. Flow patterns in cells of various cross-sections are investigated and the relationship between Peclet criterion and specific capacity of cell is determined. On this basis options were developed for optimisation of hydrodynamic characteristics of large capacity cells, including longitudinal sectionalising of the collection zone. It is shown that advantages of high column cells (10 - 13 m) produced in the West can be implemented in a sectionalised machine of smaller height (5 - 6 m). Investigations on the influence of slurry and air bubbles flow patterns indicated that to increase flotation rate of particles of various flotabilities it is expedient to combine co- and counter-current flows of phases in a single column. The proposed designs allow tailings to repeatedly return tailings to the collection zone and alternate co- and counter-current slurry and air flows. For the first time columns with alternating slurry flows (combination of co- and counter-current flows) are developed and commercialised. Unique multi-sectional cells having a number of essential advantages compared to monocells are developed. Design features of the cell allow: implementation of different flotation process flowsheets in a single unit, improved beneficiation process results, reduced specific power requirement, and elimination of sludging of the aerator and cell bottom part. Operational problems restricting introduction of column cells are connected with the aeration unit. The new cells are supplied with pneumohydraulic and stepped airlift spargers, allowing control of bubble size distribution with a service life of not less than three years. Successful operation of the new generation of columns with cell volumes of 15, 25, 40, and 80 cu m and the height of 5 - 6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants in this country illustrated their considerable process and operational advantages and verified the proposed options and relationships. A simulation technique of the flotation process and models for the solution of various problems are developed. A modular model of column flotation is constructed taking into account the kinetic relationship of the process and the hydrodynamic regime in the cell. Based on this, a technique of calculating the column parameters based on laboratory tests is developed (scaling-up), and applied for calculating the design of commercial-scale columns is developed.

The mining industry continues to be a major driver of the Australian economy generating over A$130 billion in export earnings in 2008/2009. However, the industry has been cited as a significant contributor to green house gas emissions. Australia's proposed carbon trading scheme, the Carbon Pollution Reduction Scheme (CPRS) will financially impact on mining operations; this calls for a holistic planning approach for mining operations taking into account the impact of the emissions trading scheme. Since carbon trading is a new area of study, particularly within Australia, the quantitative effect of the CPRS on the mining industry is uncertain and current mine planning practices do not directly consider emissions. This paper presents results of the study into the impact of the CPRS on a hypothetical large scale open pit operation, using a spreadsheet model based on linear programming and simulation. By varying the production rates, life of mine (LOM), carbon price and ore grades among other variables several scenarios were simulated to determine the impact of emissions trading scheme on the net present value of the project. This study found that the adoption of the proposed Carbon Pollution Reduction Scheme could impact mining operations in Australia by a three per cent to six per cent reduction in net present value, for carbon credit costs of $25/t to $50/t respectively. While the six per cent reduction in net present value for a mining operation is significant, rising fuel prices have had a similar effect in recent years. The most energy-intensive processes are the milling circuit and the flotation concentrator circuit. These processes are jointly responsible for up to 60 per cent of the total emissions, depending on the production rate and the level of offshore processing conducted. Clearly, the introduction of the CPRS makes it is imperative for mining companies to assess the impact of carbon emissions on a mining project during mine planning.
