While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

A typical high silica low grade magnesite from the Salem area of Southern India, was used in studies to develop a suitable flotation system involving commercially inexpensive sodium oleate as the collector together with other reagents which can give a product of the required grade with an acceptable recovery. It was found that the presence of metallic ions such as Cu+, Fe+++ or Ca++ introduced by the addition of their salts, or by their formation with the addition of hydrochloric acid to react with magnesium and calcium carbonate in the me, can act as effective depressants for silica. The addition of 'hydrochloric acid' was found to give best results.

Compliance Planning is an active approach to ensure mining operations align more closely to their longer-term plans. Through Compliance Planning, operations can not only measure their performance on intervals as short as intra-shift, but they can then apply corrective measures to ensure they remain as close as possible to the plans. Compliance Planning targets short-term and execution level teams, as these are the shortest duration planning divisions commonly found in mining operations. Compliance Planning combines live information with intelligent planning capabilities to provide a framework that enables mining operations to realise a significant improvement in reconciliation of plan to actual movements.

The Health Tracking project is one of five projects being undertaken as part of the Minerals Industry Cooperation Initiative (MICI) û a national initiative sponsored by the Minerals Council of Australia. The aim of the Health Tracking project is to assess the practicality of ways to demonstrate the monitoring of hazardous exposures and the occurrence of related occupational illness and disease and development of management systems and strategies at a national level. This second stage of the project will be completed in 2005 and will cover four areas: pilot development of a comprehensive job exposure matrix (JEM) for the minerals industry; development of both proactive and reactive occupational illness and disease metrics; recommendations regarding appropriate health tracking models; and provision of best practices guidelines for management of occupational health. The synergies between these areas will establish the path towards an effective national occupational health surveillance system and the development of effective prevention strategies and policies.

In-field sampling programs generally take time, equating to money, and unless you have an onsite laboratory, you have the issue of having to wait long periods for your data. Until recently, field portable X-ray fl uorescence (FPXRF) analysers, which can help provide instant indicative results, were not able to detect penalty elements, such as Al and Si, or do so reliably enough to act upon.The purpose then of this field test then was to show that the latest FPXRF devices are capable of producing reliable readings on field samples of variable grain size, in particular for Al and Si, such that the readings still correlate well with the assay for those samples and thus be reliable for an iron ore grade control application.We tested RC chip samples on-site in the Pilbara, Western Australia, with the Niton, analysing for a range of elements including Fe, Mn, Al and Si and then compared the results for those elements against assay data for the same. A strong correlation would tell us that the FPXRF results were reliable. Furthermore, to show the effect of simple sample preparation, we also analysed pulps of the same samples in the same way.The correlations were good for the all of the four elements of interest for the RC chip samples (R2 values between 0.82 and 0.9), and excellent for the pulps (R2 values between 0.89 and 0.998).The results also showed a direct correlation between sample preparation and improved quality of results with the FPXRF.The data showed allowed for two conclusions:1. the FPXRF can produce data from unprepared RC chips for Al and Si that, when compared with assay, is reliable for a fi eld application in drilling and grade control; and2. the greatest limitation to data quality is sample preparation.

Operations of the new copper smelter at Mount Isa commenced on the 6th February, 1953. Prior to this date a paper by R. V. Anderson (1953) outlined the smelter layout, proposed operation and expected performance.Nominally a 50-ton per day plant, output is currently at the rate of 85 long tons per day. In the first 3t years, of operation to 30th June, 1956, '71,339 tons of blister copper were produced. Operation has been stabilized' and a number of modifications to plant and operation have been made. This paper reviews the progress made to date.GENERAL LAYOUT AND EQUIPMENTThe general layout and equipment follows well-established practice as study of Figs. 1 to 4, and Appendix II will show. This diagrammatic representation of layout (Fig. 1) and flow sheet (Fig. 2) is intended for the purpose of brevity to take the place of a detailed plant description.Choice of site for the smelter was limited by the necessity for close proximity of the waste heat boilers to the powerhouse.Much excavation was necessary before foundation work commenced, but the plant is compact and further expansion is possible.CHARGE MAKE-UPRoaster charge initially comprised concentrates, purchased ores, revert materials, mine sulphide ore and barren sand. As purchased ore receipts increased and as domestic black rock oxidized ore became available, the latter two fluxes were eliminated from the charge. Fluxes at minus i-in. sizing are trucked from crushing plant or stockpile by motor lorries. Filtered mill concentrates are dropped from an overhead conveyor on to the storage patio floor adj acent to the two concentrate bins.

Antimony ore samples (mean assay 18·7 per cent antimony) from Endeavour Inlet, Marlborough Sounds New Zealand, were tested for upgrading by flotation to a saleable product (60 per cent antimony).The effects of activating agents, collectors, frothers, pH, conditioning time, and particle size on the recovery and grade of a stibnite flotation concentrate were determined using HaIlimond tube and laboratory flotationcell test apparatus. Optimum flotation conditions for the ore were thereby established. A stibnite concentrate grading 63 per cent antimony and an overall recovery of 90 per cent is obtainable in a two-stage process.

A slag-metal equilibrium study of the system SnO-FeO-(Si02+Al2O3)/Sn-Fe was carried out at 1250°C. The distribution coefficient, k =(Sn/Fe)metal X (Fe/Sn)slag was found to range from 246 for an iron contentof 0·53 per cenrt in the metal to 82 for an iron content of 6·4 per cent. The value of the ratio ?SnO/?FeO was calculated and found to be approximately a function of per cent SnO in slag alone in the region (Si02+Al2O3)/ FeO = 0·4 to 1·2. Comparison with other published work suggests that the addition of CaO to slags having (SiO2+Al203)/FeO ratios of about 1·1 raises the value of ?SnO/?FeO...

It is now five years since the advent of gold-dredging in Australia, the State of New South 'Wales, or colony as it was, being the first to adopt this system of gold-getting, and the credit of its introduction rests with a member of this Institute, Mr. Chas. L. Garland, who commenced operations with his dredge on the Macquarie River, at the junction of the Muckerawa Creek, in the month of March, 1899. In this paper it is intended to give a brief history of the career of the gold dredge in New South Wales from that relate up to the present time, during which period the writer, as a designer of many dredges, has been constantly in touch with the subject in all its phases in this State; the points noted are the outcome of his observation in a general way, and to a great extent are apart from the design proper.Gold-dredging in New South Wales up to the present moment can hardly be designated an unqualified success...

Conventional processing of poly-metallic gold containing flotation concentrates are challenging for a number of reasons. One reason is that substantial copper and zinc in the cyanide leach solution compete with gold and silver for carbon adsorption sites. In this study, metal-cyanide adsorption kinetics and equilibrium are measured on three samples of coconut derived activated carbon and one sample of synthetic carbon. Loading selectivity was confirmed to be in the order gold>silver>copper>zinc for all carbon samples. In the quest to access valuable critical minerals, humankind is expanding the frontier into extreme environments like space and deep-sea mining. These ambitious enterprises involve considerable costs and lengthy development cycles to ensure the robustness of mining systems in the face of the harshest conditions and unforeseen challenges. Unfortunately, obtaining information from these unexplored territories is complicated. Data is often scarce, incomplete or impossible to obtain until equipment is deployed, leaving engineers facing many uncertainties throughout the design, testing, production and preparation of such missions. Despite these challenges, these extreme environments operate under consistent physical and chemical principles that can be faithfully digitally replicated. However, unexplored areas and dynamic systems like weather and geology continue to carry uncertainties. While eliminating uncertainties remains elusive, Digital Twins offers a means of robust risk management tool. These virtual replicas can excel in simulating extreme conditions and unexpected events, helping optimise and validate mining system designs tailored for such hostile environments. This study takes inspiration from the Mars Science Laboratory (MSL) Curiosity Rover’s wheel damage rate to develop a Multiphysics Modelling and Virtual Motion Simulation (MMVMS) system. Using advanced Generative Design, this MMVMS system refines the MSL’s design, simulates component and system performance, and assesses the risk of premature damage while operating on Mars. Additionally, MMVMS integrates cutting-edge CAD design technologies from aerospace and manufacturing to realistically recreate the Martian environment and a detailed representation of MSL, allowing mobility verification and validation simulation to test different components in terms of materials, design, weight, power and, therefore, cost. The research highlights the precision of MMVMS in replicating extreme conditions, simulating and evaluating internal and external variables influencing the entire system (Rover) in real-time, and predicting movements, failures, and premature damage. This sophisticated Digital Twin technology, showcased in this research, holds promise not only for space missions but also to be adapted for terrestrial and deep-sea mining operations.

Interpreting the behaviour of granular material and simulating the gravity flow are complex processes in cave mining methods. In this paper, a new Cellular Automata based code – FlowSim – is used as a flexible tool to simulate the gravity flow and subsidence zone in block caving mines. The simulation results of the gravity flow model in a real scaled mine as well as a scaled physical model are presented in this study. In this research, FlowSim was first calibrated at a mine, based on the information obtained from smart markers. These markers were located in five points of the second block of the Esmeralda sector, at the El Teniente copper mine, Codelco, Chile. The calibration was performed with the objective of reducing the discrepancy between the extraction zone defined by markers in the mine and FlowSim outputs. Regarding the mine data, FlowSim was calibrated with the minimum error of ten per cent between real and simulated results. Then, the calibrated FlowSim model was used to simulate the flow behaviour of a scaled physical model. This model was constructed in the Block Caving Laboratory of the University of Chile to scale down the same block of the Esmeralda sector with the scale of 1:200. The FlowSim outputs show that this software enables the simulation of the gravity flow of the scaled model with less than five per cent discrepancy in grade and dilution entry to the drawpoints. According to the obtained results, this paper recommends FlowSim as an appropriate tool which can improve the design of production level in block caving and can enhance the prediction of the subsidence zone and dilution entry.CITATION:Castro, R, Hekmat, A, Fuentes, M, Armijo, F and Rodriguez, F, 2016. Moist Adiabatic Benchmark (MAB) and R70 testing have been applied to core samples of a multiple seam sequence from a borehole at the Doyles Creek Project. The coal samples range in rank from high volatile B bituminous to high volatile A bituminous, with a general increase in coal rank as depth increases in the borehole. The intrinsic coal reactivity to oxygen decreases with coal rank as indicated by the R70 values. The time taken to reach thermal runaway shown by the MAB testing however is strongly modified by the interaction between the intrinsic coal reactivity, the moisture content of the coal and the retained gas content of the coal. This is clearly demonstrated by the lowermost seam of the sequence. The MAB test for coal from the Whynot Seam took 20 days to go to thermal runaway, which projects to heating issues taking between eight to 12 months to occur for loosely piled coal found in coal roof falls or a longwall goaf and uncompacted stockpiles, assuming sufficient air is available for coal oxidation. Since sintered ore is the primary source for producing molten iron in the blast furnace process, maintaining stable quality despite the utilisation of low-grade iron ore is crucial. However, conventional analysis methods, such as chemical composition, ore size distribution and types of iron ore, have limitations in developing the utilisation of new low-grade iron ore and predicting sintered ore properties. Sintered ores are formed through a complex melting process of granule particles consisting of iron ore, flux and fuel. Consequently, it has been investigated that analysis methods which apply the reactive properties of iron ore to predict sintered ore characteristics. In this study, we estimated the properties of iron ore by simulating the assimilation process of coarse ore, which influences the bonding strength of sintered ores and quantifying the degree of assimilation reaction. Pseudo particles were formed by granulating coarse ore (1–3 mm) with adhering fines, which act as primary melts and sintered at 1623 K. The bonding strength of individual sintered ores, formed from 11 different types of iron ore, was measured using a simplified Tumbler Index (TI) test and each value was indexed as the Iron ore Reactivity Index (IRI). By investigating the relationship between the degree of assimilation depending on iron ore properties and the characteristics of sintered ore, we demonstrated that sintered ores formed from more reactive iron ore exhibited stronger bonding strength. Moreover, when blending conditions resulted in a higher Iron Blending ore Reactivity Index (IBRI), the physical properties of sintered ore improved. The development of this analysis method is expected to not only enable careful consideration of iron ore usability but also allow for the advance prediction of sintered ore qualities by deriving the IBRI.

Thirty mixed cultures of microorganisms from soil, water and mineral samples from the Groote Eylandt Mining Company mine site were approximately three times more effective in biodegrading manganese dioxide (34± 18 mg Mn++/1/day) than sixteen purified strains (11 ± 10 mg Mn++/1/day) isolated from the primary enrichment cultures. Two pure bacterial genera identified as a Pseudomonad and a Bacillus, with an excess MnOz and nutrient, were able to dissolve 106 mg Mn++/litre/day in mixed culture compared with 29 mg Mn++/litre/day when grown separately.

Currently all engineering schools face a common problem, an ever expanding technological base which must be presented to students within a fixed time period. Traditionally the programmes of study taken by engineering students destined for employment within the mineral industry include formal instruction in aspects of management to an extent greater than that presented in other engineering disciplines. Providing an adequate coverage of an expanding technological base within a fixed time span can lead to a reduction in the time available for 'non-technical' subjects, such as 'management'. This situation calls for periodic review of course contents and allocations of time. Following consultation with an Advisory Committee representing the mineral industry, mining research establishments, and kindred teaching institutions, the University of Melbourne has revised its mining programme. Dynamic simulation (discrete event simulation) is the preferred methodology to evaluate the impact of dynamic aspects of processing plants on the overall plant capacity. This tool can be used to: identify bottlenecks in the plant,justify upgrade and expansion projects by evaluating their impact, oroptimise maintenance and operating practices without disrupting the operation. Iron Ore Company of Canada's (IOC) pelletising plant is a complex operation because of multiple products, varying equipment capacity and shifting bottlenecks. Furthermore, with extensive capital requirements for projects and long lead times, a high level of confidence in project outcome is required. Therefore, a model of IOC's pelletising plant in Labrador City was constructed in 2007 by a joint IOC and Hatch team. The model includes both operational and metallurgical aspects in order to better capture the complexity of IOC operation. In this paper, the justification, boundaries, and functionality of the model are described. A comparison of simulation results to historical plant operation is given. It is observed that projects have interactions and that the benefits of combined projects are not equal to the combined benefits of the individual projects. Projects can have synergies that result in greater benefits when combined or can have overlapping benefits that result in lower benefits when combined. The power of the proposed modeling exercise lies in the ability to assess the impact of projects on overall performance.

Mineral sands mining for ilmenite, rutile and zircon has disturbed over 1000 ha of prime farmland in Virginia (USA) since 1997 and additional areas are likely to be disturbed in Virginia and North Carolina (USA) over the next 15 years. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc. and restoration protocols have continued to evolve in response to a variety of economic, technical and social issues. Early on, the return of these lands to agricultural row-crop production was complicated by vertical stratification of tails + slimes and lateral variability in soil physical conditions in the reclaimed pits and by limited topsoil return. Virginia Tech and Iluka have worked cooperatively with all stakeholders for over 20 years to review the pre-existing research base, conduct new and innovative site-specific research and thereby provide reasonable expectations of post-mining soil productivity levels. In 2004, Virginia Tech, Iluka Resources and a local leaseholder (Carraway-Winn family) agreed to jointly manage a 45 ha research demonstration farm where the long-term effects of alternative soil reconstruction practices are being rigorously monitored for both row crops (corn and wheat) and forage production. All mined land crop yields are also compared to an adjacent undisturbed exceptional quality prime farmland soil. Row crop yields between 2005 and 2010 were significantly above county average yields (regulatory target level) and approximately 75 - 80 per cent of undisturbed adjacent prime farmlands. The state regulatory authority has recently relaxed its position on the necessity of topsoil return versus use of topsoil substitutes based on appropriate on-site research results and the ability of the reclaimed soils to meet comparative local county crop yield targets. This cooperative effort allows all clientele groups to objectively assess the post-mining productivity of these mined lands while providing an invaluable educational opportunity for the mining industry. In formulating its strategic plan in 1998 the New Zealand Minerals Industry identified two related critical issues facing it. These are, broadly speaking, the issues of access to minerals; and the perception the public has towards the industry and its behaviour towards the environment. This presentation will report on the Industry's response to the public perception issue. The Industry has, through the NZMIA Council, and its Communication and Website Committees, developed and implemented strategies covering: communication through the print media, and through its website www.minerals.co.nz, a long-term educational outreach programme with schools, focussing on the significance of minerals, their contribution to community wellbeing and the negligible long-term environmental effects of the Industry's activities.
