Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

"Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. In narrow orebodies the use of ordinary kriging (OK) may pose certain limitations when used for grade control modelling. The smoothing effect of kriging, by its very nature, cannot retain or accurately characterise the dispersion (variability) that is inherent in gold deposits. This dispersion is a critical component of determining the desired level of ore loss and dilution.Fixed block model positions used in OK, and all estimation approaches, within a grade control process may never align with the ‘true’ ore boundary. This may lead to excessive ore loss and dilution, especially within narrow lodes.Using a risk-based approach to ore block design based on the geostatistical method of conditional simulation (CS) can highlight the differences achieved when an alternative method to OK is used for grade control modelling. By using a mesh of nodes and the application of a ‘transfer function’ to the simulation models, the position for ore contacts can be better assessed than when using fixed blocks in OK. Therefore, the value of various ore block boundaries can be better analysed by objective assessment of ore loss and dilution for a given minimum mining selectivity (selective mining unit or SMU), even in narrow lodes.A case study of a narrow vein gold deposit, comparing the results from an OK model and a CS model shows that whilst both models show similar trends – waste, low-grade, and high-grade regions are the same in both cases – the simulation model can provide greater insight for optimal definition of the mineralisation boundary.CITATION:Haylett, M E, Weeks, A, Matthews, G D and Khosrowshahi, S, 2014. Mineral processing plants require a storage buffer to bridge differences in production rates between mining and processing. Where coarse ores are processed, such as coal or hard rock, this buffer may be an ore stockpile or silo. For wet-mining processes, eg dredging or hydraulic mining, or where fine ores are slurried close to the mining face, a surge-bin is used to contain the plant feed and smooth out the variations in mining rates. These bins have gradually evolved from simple storage vessels to units that are now frequently part of the mineral separation process itself, such as providing a desliming function to remove deleterious ultrafine gangue. This feed conditioning is often essential to achieve the levels of plant performance required in times of declining ore grades and or where inherent ore characteristics make separations harder to achieve. To achieve these dual roles requires careful consideration of bin design factors such as geometry and lining selection and increased use of instrumentation and advanced, or remotely supervised, control systems. All this ensures they provide capacity to smooth out variations in mining rates and guarantees that when conditioning ores or adjusting slurry densities ahead of the plant it is achieved without loss of valuable minerals. This paper examines the evolution of the modern surge-bin from a simple, so called, constant density tank with its inherent mass-flow compromises, limited feed preparation and beneficiation abilities, and footprint penalty, to a current state-of-the-art surge-bin, the LFCU, with a control system which provides demonstrable steady outputs, while conditioning and in some cases beneficiating the ROM material and all from a highly compact unit. It further discusses their use in other applications around the world, for example providing the necessary security for long distant high-density pumping systems; constant high density, low water usage, tailings disposal pipelines and high capacity ultrafine iron ore beneficiation.

Photogrammetry-based techniques supported by traditional mapping tools are more frequently used for open pit geotechnical mapping. It fundamentally involves the collection of geological, structural and rock mass data from pit batters when safe to do so. These are essential components for refining and implementing continuous improvements to geotechnical models. The geotechnical model is used to review bench performance, optimise geotechnical design parameters, interpretation and analysis of pit slope stability. This paper is a case study of implementing different pit mapping methods at Mount Carlton gold mine, North Queensland. It critically reviews the tools required, including the Brunton compass, mobile application Clino, geotechnical data mapping software CloudCompare (2015) and Sirovision software. The review compares the image precision, structural measurements and data analysis. The review also underlines mine site management philosophy for safe geotechnical data collection to identify in-pit geotechnical hazards and the mitigation of potential slope instability. Sirovision is a remote sensing system for site geology mapping and interpreting geotechnical characteristics of exposed mining faces. The system utilises off-the-shelf digital SLR cameras to capture stereo photographs of the rock face and uses the latest image processing technology to generate accurate 3D models. These 3D models are digitally analysed using computational geometry to extract unbiased and accurate geological and geotechnical data. CloudCompare processes high accuracy 3D dense cloud rock surfaces reconstructed with photogrammetry software to extract the geological planes using the FACET or Compass plugins. The major discontinuity sets can be observed and the orientation (dip/dip direction) obtained from the algorithm is accurate and reliable for geotechnical assessment, including kinematic and rock slope stability analysis.

The development and construction of the Grasberg block cave mine (GBC) is in progress, currently targeting initiation of caving in late 2018. Current production planning anticipates ramping up to full production of 130 000 to 160 000 t/d by 2027. As GBC approaches the production phase, there is a high priority on increasing the accuracy and level of detail in the production plan. The advance of the cave front directly controls the drawbell opening rate that is achievable. Therefore, an essential component of this plan is to produce an undercutting and drawbell sequence that honours the caving parameters that have been set for the mining blocks by the GBC production planning team.The PT Freeport Indonesia (PTFI) mine planning team and the Geovia caving business unit have developed a computational tool (Undercut Tool) capable of generating an undercutting sequence that follows a set of caving rules, such as advance rate per tunnel, maximum blasted area per period, control of lead-lag and shape of the undercut face. This tool also produces a drawbell sequence that honours the undercutting advance sequence, which is ultimately used to generate a life-of-mine production plan. This paper describes the inputs and outputs of the Undercut Tool that have been used to compute the long-term production plan for the GBC mine. It will further describe how the Undercut Tool takes into account operational constraints and geotechnical considerations that must be considered when developing a defendable production plan. Included is a discussion of the initial results of the planning outcomes from the tool; it will demonstrate how this work will support specific aspects of the plan such as the detailed undercut production drill and blast plans for the drill ring sequence, as well as how that plan will drive the drawpoint opening plan.CITATION:Villa, D, Brannon, C A, Dipas, C A and Vega, H A, 2017. The Cosmo Project falls within the Archaean to Palaeo-Proterozoic Pine Creek Orogen, one of the major mineral provinces of Australia.The Cosmo Deposit is interpreted to be a series of steep north-west-plunging gold mineralised vein, breccia and shear systems within the tight Howley Anticline and hosted within interbedded siltstones, mudstones, banded iron, phyllites, dolerite sills and greywacke.A folded environment poses a number of technical challenges, particularly for estimation.Handling of tightly folded and in some cases narrow domains might include subdomaining for orientation, omni-directional three-dimensional (3D) estimation within constrained domains or software-enabled unfolding/un-wrinkling procedures (transformation of the data and estimate space into a two-dimensional environment). Each technique has its own unique set of advantages and disadvantages.A further method (one applied at Cosmo) is where the estimation parameters (specifically search and variography orientation) are modified in a frequent or ‘dynamic’ sense to suit the orientation of the domain whilst maintaining 3D space. Control of the resource estimation orientation can be done in several ways, including the use of sectional panels of a specific size or, alternatively, orientation sector divisions. The sector approach provides some significant reductions in processing time over the panel technique and could be applied in a number of software packages.Three-dimensional ‘dynamic’ interpolation reconciles well with production data from Cosmo, whilst the sector method provides a practical technique that can be executed without the complications of transformation or the need for labour-intensive orientation subdomaining and with acceptable resource estimation run time.CITATION:Finch, A and Pridmore, C, 2014. Marcobre SAC (Marcobre) is developing the Mina Justa project in Peru. The project has a lower grade oxide orebody overlaying the higher grade sulfide orebody. The oxide ore is treated by acid leaching; consumption of acid is high and is managed by vat leaching rather than the more conventional heap leaching process.The leaching process uses ore crushed to 100% passing 8 mm to optimise copper recovery. Acid consumption generally increases with a higher proportion of fines. Marcobre is investigating a three-stage crushing circuit with high pressure grinding rolls (HPGR) in the third stage, instead of the more conventional four-stage cone crushing circuit. The use of HPGR can result in higher fines production due to the higher compression forces in the crushing zone. This paper reports on the outcomes of the test work completed by Marcobre in 2016 and 2017 to manage fines production and compare the use of HPGR with conventional crushing on a high acid consuming ore.At moderate pressing forces, a HPGR crushing circuit appeared to produce similar size distributions to cone crushing. Following the Moura No 2 Wardens Court of Inquiry and subsequent changes to the Queensland Mining Legislation there is a requirement in Queensland coal mines for: a person with the recognised competencies to be appointed at each underground coal mine to the position Ventilation Officer; and the person is directly responsible for the implementation of the mine ventilation system and for the establishment of effective standards of ventilation for the mine. The Regulations require that an underground mine must have principal hazard management plans that provide for at the least the following: emergency response, gas management, methane drainage, mine ventilation, spontaneous combustion, and strata control. Other than strata control all the plans require the ventilation officer to have roles and responsibilities to develop, control, monitor and undertake actions in relation to these plans.There are also another 34 Regulations that either directly or indirectly requires the Ventilation Officer to take actions.The purpose of this paper is to outline the information that the regulators look for in sealing plans and the actions the regulators will take if the sealing does not go to plan (TARPs being exceeded).

The Macraes gold mine in Otago, New Zealand, is developed along the central portion of the Hyde-Macraes Shear Zone (HMSZ), which dips gently to the NE, and is traceable over 30 km of strike, before disappearing under tertiary cover. Mineralisation is most intensely developed along the hanging wall shear, which defines the upper limit of the shear zone, although significant packages of quartz vein arrays and mineralised shears occur sporadically beneath the hanging wall shear.The Macraes gold mine is now in its 25th year of operation, well beyond the projected mine life at the time of commissioning in 1990, and currently contains over triple the measured and indicated resource inventory that was defined at start up. The extended mine life and resource growth has been driven by exploration and resource development success, efficient low-cost mining and processing, improving gold price, as well as an ethos of continuous improvement.The emphasis of Oceanagold’s exploration and resource development has shifted over time; from hanging-wall-focused mapping, soil sampling and step-out drilling, through exploitation of previously drilled stockwork mineralisation, to the pursuit of blind, higher-grade underground targets.Mineralisation within the HMSZ remains open at depth, and the regional potential has not been fully tested. Underground coal gasification (UCG) is a process by which coal is converted in situ to a combustible gas that can be used as a fuel or chemical feedstock. The process has been used in commercial-size projects in the former Soviet Union for more than 40 years, while significant national research programs have been undertaken in the United States and Western Europe. The Chinchilla UCG project is located at a site southeast of Chinchilla in Queensland. The UCG operation commenced in December 1999. A controlled shutdown of the process was initiated in January 2002 and successfully completed in April 2003. The process is currently under conservation and ready for restoration of gas production for commercial use in the near future. Groundwater plays an important role in the gas formation process during UCG. Most of the process water required for chemical reactions is usually derived from the coal seam itself and from surrounding aquifers. If insufficient water is available for chemical reactions the UCG gas will contain reduced concentrations of combustible components, and conversely, excessive water influx into the process area would cool down the reactor and thus limit the energy available for gas production reactions. Because of the importance of groundwater in the gasification reactions, and the potential to contaminate groundwater if the process is not correctly controlled, it is essential to predict and to control the groundwater influx into underground gasifiers during and after underground gasification. Control of groundwater requires a thorough understanding of hydrogeological conditions in the vicinity of the gasifier in order to be able to predict inflow rates, and constant monitoring throughout the process of water production rates and groundwater pressure in the coal seam and adjacent aquifers. Hydrogeological testing and groundwater monitoring in the vicinity of the UCG operation commenced six months in advance of its initiation. Monitoring of groundwater pressures in the vicinity of the gasifier have also been undertaken using vibrating wire piezometers installed in the coal seam at varying distances from the gasifier. This paper presents the results of the hydrogeological testing and groundwater quality monitoring carried out at the site, which show that it is possible to operate a UCG process without uncontrolled impacts on groundwater.

The paper describes a system for providing mine management with a continuous indication of the effectivness of longwall coalface powered supports in controlling roof-to-floor convergence. The system comprises on-face instrumentation monitoring convergence and support leg circuit pressures, a means of transmitting the output of that instrumentation to the surface for collection, and software which presents both a condensed analysis for rapid review of the current state, and extended analyses from which remedial action can be recommended if a problem is identified. The results of a field trial are presented showing that meaningful results can be obtained.

This paper gives the background to the development of solvent extraction processes for the recovery of metals from aqueous solutions. Its growing importance in Australia for the recovery of both uranium and copper is dis- cussed, as well as the developments in mixer-settler design as applied to recent plants. The economic significance of solvent extraction as an alterna- tive to cementation is discussed and important features of each process are highlighted by comparison of costs for each process in a hypothetical situa- Tion.

A series of conventional dynamic uniaxial compression (CDUC) tests and coupled static-dynamic loading (CSDL) tests were conducted using a split Hopkinson pressure bar (SHPB) system to explore the dynamic mechanical behaviour and fracture characteristics of medium sandstone on a microscale in the laboratory. In the CDUC tests, the dynamic uniaxial compressive strength of the medium sandstone was rate-dependent, while the dynamic elastic modulus was not dependent on the strain rate. Then, we proposed a generalised model to characterise the rate-dependent strength from 17.5 s-1 to 96.8 s-1. In the CSDL tests, with increasing initial pre-static stress, the dynamic elastic modulus and dynamic strength increased nonlinearly at first and then decreased. The results show that two classical mechanical types (ie Class I and Class II) are observed from the dynamic stress-strain responses of the CDUC and CSDL tests. By means of scanning electron microscopy (SEM), the micro difference of post-loading microfracture characteristics in Class I and Class II behaviour was identified. In Class I behaviour, intergranular fracture (IF) usually initiates at or near the grains, most cracks deflected along the grain boundaries, resulting in a sharp angular edge, then coalesces to the main fracture surface that splits the specimen along the direction of stress wave propagation. In contrast, Class II behaviour results from the combined IF and transgranular fracture (TF).

To study the creep properties and the energy evolution characteristics of the weakly cemented rock (WCR) in western China, the creep deformation damage law of weakly cemented mudstone (WCM) under graded loading and the energy evolution characteristics of each creep stage were analysed based on the triaxial graded loading creep test of WCR. The results showed that as the confining pressure increased, the creep failure strength of the WCM increased from 9.5 to 24.8 MPa, and the relative displacement of the mineral particles in the mudstone increased gradually, resulting in a reduction in the fracture angle from 79.7° to 58.3°. At the same stress level, the strain energy Ue, the total energy U, and the dissipation energy Ud all increased as the confining pressure increased, but the growth rates of U and Ud decreased gradually, while the growth rate of Ue remained high. At the end of the stable creep stage, Ue increased slowly with the confining pressure, while U and Ud increased rapidly with the confining pressure, and their growth rates were basically the same. At the end of the accelerated creep stage, the growth trends of these three energies were all positively correlated with the confining pressure, Ue was significantly lower than that at the end of the stable creep stage, and Ud and U were further increased. These results revealed the unique creep properties and energy evolution characteristics of the WCR, providing a theoretical basis for long-term stability control of roadways that are built with WCR.

For more than four decades, rehabilitated lands in the Bowen Basin have been planted with buffel grass (Cenchrus Ciliaris), which is often used to provide rapid, stabilising and erosion reducing cover to reshaped landforms (Erskine and Fletcher, 2013; Harwood, Hacker and Mott, 1999; Grigg, Shelton and Mullen, 2000; Naidu et al, 1997). Historically introduced to Central Queensland and encouraged by pastoralists in the early 1900s (Humphreys, 1967), the species has been extensively used by mine managers in seeding mixes (Coaldrake and Russell, 1970; Edye, 1975), and the invasive nature of the grass has led to the monodominance in rehabilitated areas of semi-arid Central Queensland. With 40 open cut coalmines in Central Queensland (Department of Natural Resources and Mines, 2015), a considerable amount of land is either disturbed mine footprint (156 200 ha) or rehabilitated (29 200 ha) (Dale, 2015), and the bulk of rehabilitation consists of relatively young (<30-year-old) developing ecosystems, with demonstrated biomass fuel loads up to 20 t/ha (Grigg, Shelton and Mullen, 2000).Uncontrolled fire poses a significant risk to rehabilitated landforms that are located in close proximity to mining infrastructure, neighbouring communities, open pits with exposed flammable coal seams and flammable stockpiled coal resource. Mine lease holders in Queensland have the added responsibility of managing and protecting any endangered regional ecosystem communities, and flora and fauna listed federally under the Environment Protection Biodiversity and Conservation Act 1999 or the State Vegetation Management Act 1999; as well as, any culturally significant sites such as scar trees or middens that are found on-site. Additionally, uncontrolled fire in rehabilitated landscapes poses a significant risk to mine site closure goals, with the potential to create altered states and stalled ecological trajectories (Grant, 2006). In the recent past there have been dramatic advancements in the development of remote sensing platforms (satellite, aircraft and unmanned aerial vehicles – UAVs) as well as sensor systems (multispectral, hyperspectral, thermal, light detection and ranging (LiDAR) and radar). However, selection of the appropriate remote sensing technique for a mining application is complex and requires scrutiny on multiple scales including spatial, temporal and imaging capabilities. The Newcrest Mining Limited Telfer operation comprises both open pit and underground operations producing gold and copper. The underground operation is made up of three production areas, the sublevel cave (SLC), M Reefs narrow vein open stoping and Western longhole open stoping areas. With stoping situated on the abutments of a mature and active sublevel cave, the interaction between mining areas is often complex. This is particularly evident in the M Reefs orebodies with high levels of extraction in all four reefs, and reliance on pillars to maintain local and global stability. A key concern was the potential for a cascading pillar failure to develop and rapidly progress through the M Reefs stoping area. The monitoring plan needed to capture any change in overall stability and identify if deformation was caused by pillar failure within the M Reefs and hanging wall closure, or shear on the reefs caused by SLC influence.

The soil-water characteristic curve (SWCC) is one of the most essential soil properties in unsaturated soil mechanics. The water flow and storage characteristics of an unsaturated soil are closely related to the amount of water contained in the pores and the negative pore-water pressure in the soil. These are both in turn, related to the particle-size distribution and the plasticity of the soil. The SWCC is obtained by laboratory testing which is difficult to perform, costly and time consuming. There is a significant advantage in establishing typical SWCC envelopes for different soil types from a geotechnical design and analysis viewpoint. This paper presents some of the research work undertaken by UWA and NTU to develop SWCC envelopes for soil types classified in terms of the ASTM D2487 Unified Soil Classification System (USCS). This was done by establishing a large database of soils from across the world, classifying them according to ASTM D2487 and undertaking SWCC testing for each soil.
