In 1975, following a programme of solution characterization and small scale laboratory test work, a pilot plant was constructed to treat waste liquors from the Risdon works. The plant was designed basically to neutralize liquor to a desired pH, and to flocculate, thicken and then filter the resultant pulps. The primary objective was to purify waste liquors to stand- ards set by Tasmanian environmental regulations and at the same time to provide design data for construction of a full scale treatment facility. Waste liquors were divided into two groups, those from the Zinc Plant, and those from the Acid and Superphosphate Plants, and were treated independently. To satisfactorily purify Zinc Plant waste liquors the following reaction sequence was required: 1. Neutralization to pH 10.5 (with aeration for Mn removal). 2. Further reaction of neutralized pulp with Na2S at an addition rate of typically 5 mg of S2-/litre of liquor treated to remove Cd.

All sections of our community are becoming increasingly aware of the dangers of uncontroll- ed erosion associated with modern earthworksy whether they be concerned with the protection of capital structures, reforestation of mine tailings or generally the aesthetic and ecol- ogical impact. Because of the many ecological variances and climatic conditions no single technique may be offered as the complete answer. Rather that a combination of a series of techniques is nec- essary to achieve an individual end result. These techniques may appear to be expensive initially, but when considered in relation to the overall cost, and we realise that this work represents our only insurance of the stability of our project, the cost of stabilisation is insignificant. Once erosion has commenced the cost of stabilisation escalates dramatically which highlights the definite need to include the requirement of stabilisation in early design of your projects. Stabilisation should commence during construction to ensure that control of mobile soils is gained at the earliest possible time.

A rationale is presented for the use of vegetation on mine dumps to minimise runoff and infiltration which become vehicles for potential pollution. The unique topography of mine dumps promotes high atmospheric advection which leads to extraordinary energy levels for evaporation discharge - the driving force of vegetation "pumps". This effectiveness is mainly a function of how well the vegetation will grow on a given site. Recent advances in technology allow water discharge by vegetation to be measured semi-automatically, accurately and cost effectively. As a result the basis now exists for a thorough evaluation of the optimum mine dump vegetation cover. This paper presents the current status of dump rehabilitation as seen by the mining industry. The significant prospects for use of vegetation to minimise mine water related problems with subsequent savings in capital and operational cost are also outlined. However, to examine the crucial questions of optimum hydrological ability, suitability and cost effectiveness of various types of dump vegetation a proposition is made to interested parties in the mining industry: The CSIRO needs potential study sites to evaluate the hydrological ability of vegetation under mine dump conditions.

Metallurgical effort is directed largely at the flotation performance of middling streams and current strategies are discussed. The automatic control of cell destination and collector additions are outlined in the latter section of the paper, along with a description of control hardware in current use.

When the mining and milling of 1100 Copper Orebody commenced, difficulties were experienced in producing a satisfactory grade of copper concentrate. The major concentrate contaminants were fine pyrite and silica, particularly in the minus 10 microns fraction. Studies of the 1100 Orebody showed that much of the fine grained pyrite and a proportion of the silica present in the ore contained carbonaceous matter in the form of complete or partial rims and as internal carbon films disseminated throughout grains. The hydrophobic surface property of the carbonaceous material resulted in an inherently flotable fine pyrite and silica fraction. The addition of a 60:40 mixture of nigrosine and dextrine, initially to a prefloat concentrate of the inherently flotable carbonaceous material and finally to'the total copper flotation feed, successfully controlled the flotation rates of the carbonaceous pyrite and silica. The objective of a 25 per cent Cu concentrate grade was then achieved without decreasing copper recovery.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

Groundwater issues for the mining industry are many and varied. When the depth of mining is below the water table/potentiometric surface, a groundwater æsinkÆ is created which alters the local groundwater flow regime resulting in minewater inflows. Assessment of mine dewatering, mine water balance and wastewater disposal requirements are central to the effective management of water in a mining operation. Each of these issues has a significant groundwater component. Other groundwater issues for mining operations include: water supply, aquifer storage and recovery, the impact on other groundwater users in respect of groundwater levels, bore yields and water quality, and the development of an effective groundwater monitoring network for early detection of impacts and to satisfy regulatory requirements. This paper outlines the techniques involved in assessing groundwater issues for project feasibility, during operation and post closure, and provides an overview of several mine dewatering and water disposal methods. The practical assessment of groundwater issues for the mining industry is illustrated with several case studies of mining projects in Australia, SE Asia and the subcontinent. These are projects to which the author has contributed during a career as a geologist/hydrogeologist spanning more than 25 years.

My early experience with the coal industry was in the latter half of the 1970s, where attention to only ones own æaccidentsÆ and concentration on behaviour controls were impeding the introduction of effective engineering controls such as ROPS, FOPS, roof support and residual current devices. Lack of the broad picture of personal damage and of relevant veridical (true saying) knowledge and data had to be overcome to achieve progress in reducing fatalities. Thirty years on, it is again necessary to take stock. How good is our knowledge, our data, our information on which we make decisions. Despite Australian all industry 1992-93 data showing 80.5 per cent of costs came from occurrences which permanently altered peopleÆs lives, New South Wales is still the only state reporting permanent disabilities. In 1991 - 1992, the rate of permanent disability per 1000 wage and salary earners was two. In 2000 - 2001, it was over four û more than doubled. Also strongly motivating is the huge cost. Industry carried 25 per cent of the $34.3 billion costs for 2000 - 2001, up ten per cent of 82.8 billion if the costs of pain, suffering and early death are included.

The Mons Cupri Cu-Pb-Zn deposit is situated within a complex Archaean volcanic sequence dominated by rhyolitic fragmental rocks. This sequence is underlain by a 150 m group of rhyolitic ash flow tuffs with minor conglomerate and sandstone, and is overlain by approximately 180 m of dacite and andesite flows. The Mons Cupri sequence itself consists of several elongate or circular rhyolite domes, flanked by rhyolitic fragmental rocks ranging up to 400 m in thickness away from the domes. The lithology of clasts (typically 1 cm to 1.5 m in size) provides strong evidence that the flanking fragmental unit was derived by explosive eruptions associated with the rhyolite domes. An approximately 15 m thick shale horizon, bleached and silicified at its base, overlies both the rhyolite domes and the frag- mental unit. A south-dipping chloritic pipe-like body, with near-surface dimensions of 1,000 by 250 m and narrowing at depth to produce a cone-shaped cross section, lies within the rhyolitic frag- mental rocks about 250 m north of the largest rhyolite'dome in the Mons Cupri vicinity. Its east west elongation parallels that of the rhyolite dome. Ghost fragments indicate that the material in this fissure is a severely chloritized derivative of the rhyolitic frag- mental unit. Porgera is located in the Central Highlands of Papua New Guinea. Porgera Joint Venture treats a high grade epithennal gold deposit. Most of the gold occurs as submicroscopic particles in a sulphide matrix although there is some quite coarse free gold. Anticipated gold production is 900 000 oz per year for the first six years of operation.Stage I of the treatment plant consisted of a concentrator and leach/CIP Circuit. It was commissioned in August 1990. Design throughput was 1500 tpd with an anticipated gold recovery of 60 per cent. Throughput achieved was actually 1850 tpd with an average gold recovery of 69 per cent. CIP tails were accumulated in a pond awaiting retreatment by pressure oxidation.

Most of the Ta-Nb ores in China occur in altered granites, and Ta-Nb minerals occur in these granites as accessory minerals. This type of Ta-Nb ores are characterised by whole mineralised granite mass, large reserves, low grade of tantalum and niobium, less economic minerals, complex mineralogy, difficulty in separation and concentration of Ta-Nb minerals and high operating cost of ore dressing. The Ta-Nb ore presented in this paper is a low-grade Ta-Nb ore occurring in altered granite in Jiangxi province. It has large reserves, with the grade of Ta2O5 0.013 per cent and Nb2O5 0.023 per cent. The process mineralogy study carried out by the authors determined ore mineralogy and ascertained occurrence of Nb and Ta and their mineral processing characteristics. The results are used as the guide for developing the optimum mineral processing flow sheet. The results also indicated that this type of Ta-Nb ore contains a high content of Li, K and Na, a low content of deleterious impurity Fe, and the tailings can be used as feed for glass and ceramic materials. This study provided important mineralogy information for exploiting and utilising low-grade Ta-Nb ore resources, developing a mineral processing flow sheet and further utilising the tailings.

In order to formulate appropriate and useful education and training policies and practices, it is crucial to firstly consider the demographic environment of our workforce-and the direction in which it is (known to be) heading. We can predict with a degree of certainty, that the role and influence of training on the future survivability of organisations will- become increasingly critical. This will be particularly relevant for those industries and organisations which are technologically based. The ad-hoc use of training is and, will no longer be appropriate. Organisations must move toward the on-going use of a dynamic education and training strategy based on an effective staff development programme, which meets the short and medium term needs of the organisation. The Technisearch approach is based on maximizing the efficacy of training and learning. The package provides.a total service to meet clients training needs using educational techniques geared to adult learning. it stresses the importance of ongoing research into industrial adult training and its effectiveness in improving skills and productivity. Current research on roles of supervisors in the Australian workplace and the development of the Supervisory Behaviour Questionnaire. (SBQ) indicates the need for a proper framework within which the objectives of training can be addressed.

At present the source of virgin iron for steel produced in New Zealand is titanomagne- tite extracted from titaniferous beachsands. Some of these beachsand deposits contain extractable quantities of ilmenite as well as titanomagnetite and both minerals represent challenging sources of vanadium and titanium products in addition to iron. This study looks at some theoretical aspects of smelting these ores directly with coal rather than with electric power, and takes into consideration the properties of the raw materials, the thermodynamics of possible process routes and the background of the economics involved.

The integration of iron rejection as hematite with the Sherritt two-stage zinc pressure leach process has been investigated on the laboratory scale. The two-stage pressure leach process is applicable for a greenfield zinc plant, or for replacement of the conventional roast-leach circuit in an existing zinc plant. An excess of zinc concentrate is used to accomplish acid neutralisation in the first stage of pressure leaching, and the residual concentrate in the first stage residue is treated with an excess of acid solution in the second stage of pressure leaching to yield high zinc extraction. Integration of hematite precipitation with this process allows for the potential sale of the iron residue, greatly decreasing the residue disposal problem. Two flowsheets containing the desirable features of both of these processes are described in this paper, along with laboratory Results.

Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. I will also propose that contrary to common belief, the mines rather than the suppliers, should be taking the management initiative needed to achieve a closer and more effective relationship, Many would argue that this initiative should remain solely with the supplier; after

In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. Dr. Willett. I will start by answering one or two general points which have been posed. The first point is a question of liability of a seam to spontaneous combustion. Some seams are very liable to spontaneous combustion. Some seams are not liable at all except in most abnormal circumstances, and some seams have a liability somewhere between these two extremes. Dr. J. S. Haldane made the comment some 50 years or so ago that if you try hard enough you can make any coal seam in the world fire spontaneously. Many heatings have in fact occurred because the coal has been allowed to be ground up into a fine state and there has been air leakage through it for many years. This has resulted in spontaneous combustion which would not have occurred in some seams unless conditions had been very abnormal indeed. One comment I heard while listening to the discussions of one team was the importance of encouraging morale and the team seemed to go to the extent of suggesting that this was more important than the actual technical action taken. Though I agree that everything possible should be done to encourage morale, it must be in conjunction with the correct technical method of dealing with the Emergency.

INTRODUCTION The use of activated charcoal to recover gold from alkaline cyanide leach liquors is the most rapidly expanding technology in hydrometallurgy today. The process, known as carbon-in-pulp (CIP), has replaced countercurrent decantation as the method for recovering gold by cyanidation. Carbon-in-pulp entails mixing activated charcoal with a ground ore-water slurry containing gold cyanide, allowing the charcoal to adsorb the gold, and then mechanically removing the gold loaded charcoal from the pulp.
