"La connaissance des contraintes naturelles qui prévalent dans les massifs rocheux est un prérequis indispensable pour la conception sécuritaire et économique des excavations comme on en retrouve dans les exploitations minières souterraines. Certains chercheurs se sont attardés à colliger les résultats de mesures de ces contraintes et les ont utilisés pour produire des modèles de prédiction basés sur leur traitement statistique. Ces modèles de prédiction sont très populaires auprès des exploitants miniers puisqu’ils permettent, du moins dans les étapes préliminaires de design, d’obtenir de façon s’apéconomique mais approximative, une partie des paramètres dont ils ont besoin. Dans le cadre d’un projet initié en 1994 avec la collaboration de l’IRSST, il a été décidé de produire un modèle de prédiction englobant une partie de la zone périphérique de la faille de Cadillac, soit une zone plus restreinte que le Bouclier Canadien utilisé jusqu’ici comme région pour l’élaboration de tels modèles. Pour produire ce modèle de nouvelles données obtenues avec une technique permettant d’exercer un excellent contrôle de qualité ont été ajoutées à celles déjà disponibles. Une telle régionalisation des données de base permet d’obtenir un modèle où les intensités et les orientations des contraintes principales sont beaucoup moins dispersées que ce que rapportent les modèles publiés jusqu’à ce jour. Enfin, il est démontré que le modèle proposé pour la région étudiée est en toute probabilité plus sécuritaire que les modèles plus généraux publiés à ce jour. Knowledge of the in situ state of stress existing in a rock mass is essential to the safe and economical design of underground mining excavations. Prediction models have been published, based on the statistical treatment of stress measurement results. Such prediction models are very popular among mine operators because they allow them, at least at a preliminary design stage, to economically obtain part of the information needed, even if this information is approximative. In 1994, a research project financed by IRSST was initiated aiming to produce a prediction model that would comprise a peripheral zone around the Cadillac fault. This region is more confined than the Canadian Shield on which the existing prediction models have been based up to now. In order to produce such a model, existing stress measurement results have been used in conjunction with new stress measurements that have been performed based on a technique which allows full control of the quality of the measurements. Restricting the data upon which the model is based to a more specific region gives a model in which the intensities and the orientations of principal stresses are far less scattered than the results published to date. Finally, it is shown that the proposed model is probably safer for the studied region than the models previously published."

The Darrehzar porphyry Cu deposit is situated in the Urumieh-Dokhtar magmatic suite of Central Iran. The REE and trace element data suggest that the deposit lies within a continental margin setting. Phyllic and propylitic alteration are pervasive in the area but potassic and argillicalteration are not readily recognized on the surface. This is possibly the result of super gene weathering of the surface rocks or because of an intense phyllic overprint. Poor soil development and abundant outcrop make the area suitable for a case study of lithogeochemical exploration technique for Cu deposits. A total of 262 rock samples was collected over the area and analyzed for 15 elements. The geochemical data cor-relate with the mineralogical composition of the rocks with the phyllic zone being marked by high-er concentrations of Si, Al, K, and by a high sericitization index while Ca, Mg, Sr, total Fe and Mn are more abundant in the propylitic zone. The lithogeochemical study indicates a metal zonation from a Cu + Mo-rich core to a Zn + Pb ± Ag-rich outer zone. Principal component analysis is useful for separating element associations, which in turn reflect the alteration halos. Principal components 1 and 2 depict alteration zoning, where-as 3 shows an association of Cu and Mo, that roughly defines the mineralized area.

"A world class rare metals ore deposit in Africa belongs to a massive granite type poly-metallic pyrochlore-niobium resource. Successful project development in realizing the resource is vital to Africa’s economy and pyrochlore processing technology.The ore properties are quite complex due to the presence of varieties of valuable minerals, fine dissemination and intimate association of minerals and the relative abundance of easy-floatable minerals. The separation of pyrochlore from zircon, calcite and mica is generally considered difficult. Whilst studies have previously been conducted by several independent institutions overseas, no satisfactory process has yet been developed to date for the ore deposit—possibly due to the process designed being too complex; high cost of regents; lower performance.Based on process mineralogy study and extensive testwork, the authors have in recent years developed a new technology—“De-slime—Iron-rejection—Zircon (with calcite) and Calcite reverse flotation—Pyrochlore flotation”. The flow-sheet is characterized by ?1prior removal of slimes and iron minerals; ?2 Zircon (with calcite) and Calcite reverse flotation; and ?3Pyrochlore flotation applying new type of chelating collector GYX3 developed by GZRINM in conjunction with selected regulators and depressants.The process involved in the new technology is simple to implement and facilitates stable operation; the flotation reagent regime is easily adaptable; the cost of main reagent is lower largely because it is easy to manufacture and is environmental friendly. Laboratory test results demonstrated that, for raw ore assaying 0.35% Nb2O5, 0.03% Ta2O5 and 0.45% ZrO2, pyrochlore concentrate grade of >35% Nb2O5 could be obtained with >74% recovery. Meanwhile, the Ta2O5 content in pyrochlore concentrate could be recycled, and ZrO2 recovery >50% could be achieved in zircon concentrate assaying ZrO2>63%—significantly improving the technical-economic indicator. These results were verified in pilot trials of 1.44t/d throughput. The paper presents the new technology in whole, summarizes the key factors affecting its performance and discusses in simple terms the mechanism of separation."

"SummaryThis paper is presented as part of a programme to show the steps taken by industry and others interested in supplying a solid fuel of constant quality to 'satisfy a consuming market. The paper deals with the general principles underlying quality control in coal preparation plants, namely, constant quality and close adherance to acceptance limits. It also describes how control of ash content is ""generally hampered by the problem of coal sampling .and the long duration of the ash analysis and how these difficulties may be overcome.Quality control can be effected in several ways. Thorough blending wll reduce variations appreciably, except those of long trend. The latter can be detected by automatic sampling and quick ash analysis. At present, under favourable conditions, a system of half-hourly ash determinations with an accuracy of 0.5 to 1.0 per cent can be realized, to the effect that trends with a 'wave length' of more than two hours cu be eliminated within the limits of accuracy of the ash figures. The general solution of the problem is a combination of blending, accurate sampling, quick ash determination, and statistical analysis of the pattern of ash distribution.The use of statistical methods of analysis, such as the t test and F test, is •discussed at some length in order to emphasize the importance of the correct evaluation of observational data if there is to be confidence in the validity of test results.General ConsiderationsCOAL, as a fuel, is too cheap for a long haul across the country. The limiting distance depends on the price of the local competitive fuels, and, as the price depends to a great extent on quality, so does quality, to the same extent, command the market."

Le teneur en magnésie active des rejets d'amiante calcinés est fonction de divers paramètres: température, temps de calcination, granulométrie, etc. Les rejets d'amiante de différentes provenances démontrent des comportements thermochimiques différents qui sont étudiés dans Ie présent travail au moyen d'ATD, de TG, de la diffraction des rayons X et de la lixivation par l'acide acétique. On constate qu'un maximum d'environ 80% de la magnésie totale peut être activé dans certains rejets d'amiante du Québec et Ie degré d'activation dépend de la provenance.vIntroductionOn sait depuis longtemps que la serpentine, Mg3Si2O5(OH)4, un silicate hydroxylé de magnésium, devient amorphe lorsqu'elle perd de I'eau d'hydratation entre 600 et 700 °C. La serpentine ainsi calcinée est alors dissociée en magnésie et en silice. Cette magnésie, dite active, est soluble dans un acide faible ou même dans les solutions de sels d'ammonium.Plusieurs precédés chimiques ont été proposés afin d'extraire sous forme de composés magnésiens la magnésie de la serpentine. La plupart de ces procédés comportent une activation par calcination de la serpentine préalablement à une Iixiviation par un acide ou par une solution d'un sel d'ammonium.Malgré la contamination par Ie fer et par d'autres éléments, les compositions chimiques des rejets de différentes mines d 'amiante du Québec, présentées au tableau 1, sont très proches de la serpentine typique. Puisque Ie degré d'activation de la magnésie varie grandement d'une serpentine à I'autre lors de la calcination, la première étape de la recherche sur la transformation chimique des rejets d'amiante du Québec se résume à une étude de leurs comportements thermochimiques."

Sand and gravel resources of the southern coastal region of British Columbia may be linked to various episodes of Wisconsin glaciation. During Wisconsin and probably earlier times, the Fraser Lowland and coastal areas were subjected to repeated glaciations separated by non-glacial intervals. Each major glaciation was accompanied by isostatic and eustatic changes in sea level up to 200 m or more. As a result, the Lowland was covered by the sea during much of Quaternary time. Because the Fraser Lowland is surrounded on two sides by high mountain ranges, glaciers terminated in the sea during their maximum advance. Therefore, meltwaters released during deglaciation, together wit h retreating glacier ice, could produce widespread and extensive sand and gravel deposits both along the coast and throughout the Fraser Lowland and adjacent areas.

"In this work the dissolution, precipitation and adsorption behaviour of gold in acidic iron sulphate media containing small amounts of chloride ions is investigated via batch laboratory tests and OLI thermodynamic calculations over the temperature range 25-250°C. Chloride ions may be present in industrial pressure oxidation/pressure leaching (POX/PL) operations due to elevated water salinity levels or due to intentional addition as is the case of the CESL Copper Pressure Leaching Process. Thermodynamic calculations show that AuCl4 - may form depending on the free Cl-/Au ratio and temperature, its stability increasing with increasing Cl- concentration and decreasing with increasing temperature. On the other hand during POX/PL, we know that massive precipitation of iron in various hydrolysis products and compounds occurs. Hence of interest is the question how AuCl4 - that may form during leaching interacts with the iron precipitation products. Gold(III) chloride was found to co-precipitate with iron(III) (oxy) hydroxides and arsenates forming in the autoclave but not with natrojarosite. Upon further investigation it was discovered that activated carbon added in the autoclave (as done in CIL) acts as preferential sink for the mobilized gold, hence opening the potential for the development of a direct cyanide-free gold recovery process in acidic sulphate leach reactors.INTRODUCTIONThe recovery of gold from ores and concentrates has evolved over the years with processing routes becoming increasingly complex. Given the high value of gold, any reduction in losses during recovery operations constitutes an important economic benefit. One such loss that needs to be addressed is the potential solubilisation of gold during pressure oxidation (POX) of refractory sulphidic gold feedstocks. For example, Agnico Eagle Mines reported a loss in gold recovery due to the formation of a gold chloride complex (Garofalo, 2009). Gold is known to form complexes in solution, such as gold(III) chloride, if an excess of chloride ions are present. The fate of such soluble gold chloride during pressure oxidation and the subsequent neutralization of the acidic discharge slurry will determine if gold is lost or recovered in the downstream cyanidation operation. Thus it is of interest to know under what conditions gold chloride may stay soluble or co-precipitate along primary (formed in the autoclave) or secondary (formed during neutralization) precipitates. Furthermore, the mode of co-precipitated gold, such as adsorption on iron compounds, like goethite and hematite (Machesky et al., 1990; Nachayev, 1984); substitution in one of the precipitated phases; or finally chemical reduction to metallic state would have consequences in terms of gold recovery."

"Quartz Hill is a large, low- to moderate-grade quartz vein stockwork porphyry molybdenum deposit, discovered in 1974 during a regional stream sediment geochemical reconnaissance survey of southeast Alaska conducted by United States Borax and Chemical Corporation. Mineralization is localized in the upper parts of an Upper Oligocene (30 Ma) composite quartz monzonite stock which is emplaced discordantly into older Cretaceous to Early Tertiary terrain of the Coast Range igneous metamorphic complex of the northwest North American Cordillera. Subsequent fault-controlled, complex multi-stage intrusion, concentrated in the core of the Quartz Hill stock, produced successive pulses of hydrothermal alteration and molybdenum mineralization at about 27 Ma. Overall, the deposit is tabular and flat-lying and well suited to open pit mining. The 0.05% MoS2 grade limit covers an area of approximately 1500 m by 2750 m and extends to a maximum depth of 520 m below surface. Details of grade distribution show two separate lobes of higher grade material within the larger low-grade deposit.A ten year program of exploration drilling, underground development, sampling and metallurgical testwork led to a 1983 feasibility study based on a resource of 1600 million tonnes grading 0.127% MoS2 at a 0.08% MoS2 cutoff The large size of the deposit and its homogeneous grade distribution, typically showing gradual outward decrease of grade, makes in pit grade selection practical at several cutoff levels. Cominco Ltd. now reports a Probable Resource of 210 million tonnes averaging 0.22% MoS2 with a further Possible Resource of 1100 million tonnes averaging 0.12% MoS:z. At low molybdenum metal prices which have persisted for 10 years since the molybdenum price spike of the late 1970s and early 1980s, the Quartz Hill deposit is sub-economic."

The formulation of a theoretical basis for the evaluation of in-situ coal through the use of geophysical logs is outlined. This involved the development of an approach to the interpretation of resistivity in environments having multiple conductive and non-conductive components. Utilizing this approach and other conventional interpretation techniques, a program was developed yielding accurate determinations of the in-situ percentages of coal, water and ash for the evaluation of coal deposits. Basic information obtained from the CWA program can be utilized in numerous aspects of total mine planning . Some examples of the practical application of this method are included.

"The first commercial scale application of CSIRO’s direct solvent extraction (DSX) technology has been in operation at the Boleo project in Mexico since December, 2015. In this application, DSX is a synergistic solvent extraction system consisting of the extractants LIX 63 and Versatic 10 for recovery of cobalt and zinc from a solution background of manganese, magnesium, and calcium. Key operating parameters such as metal extraction, phase disengagement and extractant stability are summarized and discussed in this paper.INTRODUCTION Commissioning of the Boleo processing plant, located on Mexico’s Baja peninsula, began with the copper circuit starting in late 2014, with first copper cathode production achieved in January, 2015. The cobalt and zinc circuits began commissioning in December, 2015 with first zinc sulphate monohydrate (ZSM) and cobalt cathode production achieved in February and April, 2016 respectively. The Boleo project flow sheet and development has been described in detail in previous publications (Dreisinger, et al. 2005; Dreisinger, Baxter, & Molnar, 2006; Dreisinger, et al. 2008; Dreisinger, et al. 2009) and is summarized schematically in Figure 1. Boleo is a mixed oxide/sulphide Cu-Co-Zn-Mn high clay deposit that is processed in a whole ore, atmospheric, oxidative and reductive, sulphuric acid/seawater leach. Copper is recovered as cathode by conventional solvent extraction and electrowinning. Cobalt and zinc are recovered, from a solution background of manganese, magnesium, and calcium, by CSIRO’s synergistic solvent extraction technology Direct Solvent Extraction (DSX). Cobalt and zinc are bulk stripped from the DSX circuit and then further purified by phosphinic acid solvent extraction to produce zinc sulphate monohydrate granules via spray dried granulation and cobalt cathode rounds via divided cell electrowinning."

"The 1994 Quebec Budget included a significant overhaul of the mining duties sys-tem in that province: broadening the base and lowering the rate, all in the name of “ensuring the integrity of the taxation system"" and ""enabling the State to collect fair compensation "". The reforms hit hardest on the small, lightly-capitalized producer, by repealing the basic annual exemption, limiting the refund for losses, and significantly reducing the investment and processing allowances. There is some relief provided in the form of faster depreciation rates and a lower nominal tax rate, but the thrust of the overhaul is clear -higher taxes on the mining sector.IntroductionAlthough Quebec's mining tax regime represents under 10J0 of the province's revenue base, and was significantly reformed in 1979 and 1985, the May 13, 1994, provincial budget introduced further significant changes to the Mining Duties Act, The hope (on the part of the province) is to reduce the provincial ""subsidy"" for mining by $20 mil· lion per year by 1996."

The Flash Smelting process is the most used production method for primary copper in the world. The basic idea of the Flash Smelting is to utilize the thermal value of sulfidic concentrates and melt the reaction product, in controlled conditions, without a need for external energy. This basic principle is utilized both in matte smelting and in Direct-to-Blister Flash Smelting Processes. In this paper, the behavior of normal (CuFeS2) concentrate of FSF-process is compared to the behavior of high grade feed material produced by Outokumpu Concentrate Upgrade Process with the aid of computational fluid dynamics (CPD) simulation using add-in subroutines developed by Outokumpu Technology. Results consist of the information concerning the behavior of the suspension, reaction efficiency and other parameters concerning the reactions of the feed material. It will be shown that, using the Upgrade Process, the throughput of copper from the Flash Furnace can be almost tripled.

The objective of Quality Assurance and Quality Control programs on advanced exploration projects is to ensure that data from sampling, assaying, and recording of geological observations are of high integrity for the purpose of obtaining reliable mineral resource and reserve estimates. National Instrument 43-101 Standards of Disclosure for Mineral Projects states that all scientific and technical reports must be prepared and certified by a Qualified Person in accordance with professional and industry standards following Mineral Exploration Best Practices Guidelines and Definitions, and Guidelines of the CIM Standards on Mineral Resources and Reserves. Additional information is given in Companion Policy 43-101CP and Technical Report Form 43-101F1. Although the Qualified Person must discuss and describe the Sampling Method and Approach; Sample Preparation, Analyses, and Security; and Data Verification; there is little specific information in the guidelines on Quality Assurance and Quality Control programs. Examples from the Oyu Tolgoi Cu-Au Project are given for optimizing sampling protocols, following proper sample preparation procedures, safeguarding sample shipments through chain of custody, ensuring quality of assaying with Round Robin monitoring programs, verifying transcribed data, and validating data with check assays to ensure high integrity for resource and reserve estimation. Oyu Tolgoi, also known as Turquoise Hill, is in the South Gobi desert, Mongolia, about 550 km south of the capital city of Ulaanbaatar, and 875 km northwest of Beijing, China. The project covers a major copper-gold system, which consists of the South West, South, Central, and Far North deposits, comprising high sulphidation and porphyry mineralization with oxide, supergene, and hypogene ore types. Exploration is done by multiple diamond drill rigs, and samples are prepared on-site and shipped to laboratories in Mongolia, Canada, and Australia for further preparation and analysis.

Kimber/ires are intrusive rocks whose main constituenr, olivine, has been altered entirely or almosr enrirely ro serpentine. Texture usually is porphyritic, superimposed upon a brecciared one. Diamonds are found only in kimberlites, and are present in economic quantities only in about I% of all kimberlites known. Two glacial drift diamonds, one near Peterborough and one near Timmins, both in Ontario, have been found in Canada and are believed to have been eroded and rransporred from their original source by glaciers. Many more glacial drift diamonds have been found sourh of rhe Great Lakes in the United States, parricularly in Indiana, Illinois and Wisconsin . There are nine known kimberlire occurrences in Canada. Diamonds have been located in rwo of rhem: on lie Bizard near Monrreal and on Somerset Island in the Northwesr Terrirories. The lie Bizard occurrence comprises three kimberlire diarremes; samples of rhe largest one revealed JO riny diamonds totalling 0.0537 carars. The Somerset Island kimberlites are rhe mosr significant yet discovered in Canada. Ar leasr 19 separare kimberlite occurrences are known on rhe island. Testing by Diapros Canada Lim ired, however, revealed only "a few small diamonds". fr is likely rhar, wirh enough time and funds, additional kimberlires, possibly bearing economic quanriries of diamonds, will be found in Canada.

"Research and development on the production of liquid fuels from coal is rapidly expanding worldwide. AImost every industrialized country is engaged in coal liquefaction research and process development. In Canada, the federal government, through CANMET, is actively supporting coal liquefaction research and development in a number of areas.A review of the basic principles and some of the processes in the production of liquid fuels from coal is presented with reference to the characteristics of the Canadian coal resource base. An overview of the CANMET coal liquefaction contract program is presented and specific results from the batch autoclave studies carried out with Saskatchewan lignite and Nova Scotia high-volatile bituminous coals are discussed. The development of a laboratory-scale continuous-flow coal liquefaction unit at the Energy Research Laboratories of CANMET to investigate the co-processing of coal and bitumen/heavy oil is also described.IntroductionThe CANMET coal liquefaction program is made up of two interrelated parts. The first part consists of the research and development work being carried out at the Energy Research Laboratories near Ottawa, Ontario. The second focuses on contracted research and development as part of the Coal Conversion Program of Energy, Mines and Resources Canada. The long-term objective of the liquefaction program is to contribute to Canadian liquid fuels production through the definition, research, development and demonstration of different coal liquefaction technologies for the Canadian marketplace.In coal liquefaction, the main objective is to produce liquid hydrocarbons with a higher hydrogen-to-carbon (HIC) ratio than the coal feedstock while reducing heteroatom (S,O,N) content, removing mineral matter and minimizing gas production. Typical atomic HIC ratios for a variety of Canadian fossil fuels are shown in Figure I. Canadian coals have about 500/0 of the HIC ratio present in tar sand bitumens and heavy oils and only about 20% of the ratio available in methane. In general, the cost of synthetic fuels production is related to the cost of hydrogen and, therefore, to the increase of HIC ratio between feedstock and products. On this basis, the production of liquid fuels from coal would be expected to be more costly than liquid fuels produced from bitumens and heavy oils. However, for mined tar sands and some heavy oils this difference tends to be offset by the large sand content (>90 mass %) of tar sand bitumens and the increased production costs of viscous heavy oils. For example, it can easily be shown that for equal weights of distillate <525°C) yield, current coal liquefaction processes required between two and three times less mined coal by weight than the mined tar sand s required for the most technically advanced processes proposed for bitumen upgrading."

"Under high stress conditions, rock bursts, borehole breakouts, and spalling events are common phenomena that occur around underground openings. In general, together these three phenomena represent brittle failures of an intact rock mass; however, individually they reflect different failure modes under high stresses. After analyzing and comparing the stress-to-strength criteria for rock bursts, borehole breakouts, and spalling events, proposed by previous researchers, it is found that these brittle failure phenomena share common stress-to-strength prerequisite. The stress-to-strength preconditions for brittle failures can be defined by the ratio of the maximum tangential stress around an underground opening to the uniaxial compressive strength (UCS) (s?max/sci) or by the ratio of the maximum far-field principal stress to the UCS (s1/sci). Both these indicators can be used to reflect the same stress preconditions. For s?max/sci, a ratio of 0.4±0.1 represents the critical stress requirement for brittle fracture. However, for s1/sci, a ratio of 0.15±0.05 should be considered as the critical stress requirement. Numerous engineering case studies and analysis of rock mechanics based on the Hoek-Brown criterion also verify these two stress-to-strength preconditions. Here, these two indicators are presented with an error range because complex rock mass quality ratings, lithology, and geotechnical conditions have profound impacts on the stress-to-strength preconditions for brittle failures. INTRODUCTIONHigh stresses are one of the most important factors that must be considered when undertaking underground rock mass projects (Kaiser et al., 1998). Wang et al. (2009) reviewed current progress in the evaluation of high stresses and their corresponding criteria. However, after clarifying the definition of high stress, civil engineers need to understand the deformation and failure behaviors of rock mass around an opening under high stresses. "The important volume end use sectors for the rare earth elements and yttrium continue to be in steelmaking, petroleum cracking catalysts and glass polishing. The market sectors which may provide future high volume demand, to replace the older sectors where demand has declined over the past decade, include magnets, automobile catalysts, ceramics and superconductors. Increases in production capacity in all major rare earth producing countries are expected to restrain large price increases for high purity rare earth oxides over the short term. A sharp increase in demand for yttrium in advanced ceramics and superconductors would lead to a shortage in separation capacity, however, and to a corresponding rise in prices for separated rare earths.IntroductionWhile visiting the Geology Department of the University of Toronto in 1981, Professor Lu from the Institute of Geochemistry of Academia Sinica at Gweiyang in China introduced one of his seminars with the observation that in China, rare earths are not rare at all.Indeed, while being rare in terms of abundance as measured by, say, the Clarke scale, the rare earth elements, like many other low abundance elements, are subject to geological, geochemical and mineralogical concentration.The rare earth elements comprise the fifteen inner transition elements of Group IIIB, Period 6, of the periodic table, from lanthanum to lutetium (the lanthanides), as set out in Table 1. The rare earths constitute a distinct group as they have extremely similar chemical characteristics due to the uniformity of their outer electron shells. The element yttrium is usually, by convention, included in the rare earth group as it occurs with the rare earths in nature and has properties very similar to them.The rare earths are divided into two subgroups, the ""light"" rare earths, made up of the first seven elements of the series, lanthanum to europium, and the ""heavy"" rare earths, comprising the remaining eight elements, gadolinium to lutetium, plus yttrium. These two subgroups are also referred to as the cerium subgroup and the yttrium subgroup, respectively. "Annual mining revenue can be computed by formulae relating metal prices, smelting schedules, concentrate grade and recovery to known ore grade and an assessment of core samples. Operating costs at different daily tonnages are related to orebody shape, mining method, milling process and general plant services. Capital costs are related to sizing of mining equipment, mine development, plant-site topography, climate and accessibility, plant services and personnel housing. IntroductionA crude guide to the average 1978 cost of mine projects is shown in Figure 1, but the costs of many mine projects have differed widely from the graphed average costs of $800,000 T0.6 for underground mine/mill projects and $400,000 T 0.6 for low-grade open-pit mine/mill projects.High mine project costs and high operating costs are characteristic of open-pit mines with high stripping ratios, underground mines with thin orebodies, mills with complex metallurgy, and projects located in isolated regions with severe climate, mountainous topography, and lacking access to existing roads, towns and electric power. When none of these adverse conditions prevailed, the mine project cost was typically much less than the graphed average cost. Virtually all the conditions likely to cause high capital and operating costs are known from knowledge of the local topography, climate or accessibility, or can be assessed by tests on core samples, as soon as the orebody has been outlined by drilling .A more accurate estimate of over-all project capital cost and operating cost can be made from a summation of items of cost after judging the effect of specific local conditions on each item of capital and operating cost. This paper offers guides in judging the effect of local conditions on the sizing and 1978 cost of specific items of capital cost and operating cost and operating cost of mine projects. When the specific items of capital cost and operating cost are totaled and measured against expected net revenue and taxes over the life of the mine using the net-present-value or discount-cash-flow methods, the result should show whether the mine project development is clearly feasible, doubtfully feasible or clearly uneconomic. If the development of the mine project is clearly feasible, or probably feasible, a detailed feasibility study by experienced consulting engineers should be commissioned before any financial commitments are made; but if project development appears to be uneconomic, the time and cost of a detailed feasibility study is not warranted."

"J. S. Redpath Limited, an underground contractor with a worldwide presence, has implemented innovative techniques in various projects in Canada to shorten the development cycle. Conventional methods currently used for installing primary ground support are compared with the Australian technique of bolting and meshing with jumbos equipped with twin telescopic booms, in-cycle shotcreting, and the use of two jumbos and two scissor bolters set up side by side in wide headings. Recommendations and lessons learned are presented with the aim of providing realistic expectations with regard to development advance rates in a mining environment.RÉSUMÉ J. S. Redpath Limitée, un entrepreneur minier souterrain d’envergure mondiale, a complété plusieurs projets au Canada où des techniques novatrices ont été mises en oeuvre pour raccourcir le cycle de développement. Cet article présente une comparaison entre les méthodes conventionnelles fréquemment utilisées pour le support de terrain, la technique australienne de boulonnage et d’installation de grillage au moyen de jumbos équipés de flèches télescopiques doubles, du béton projeté appliqué durant le cycle de développement et de l’utilisation de deux jumbos et deux boulonneuses côtes-à-côtes dans des galeries de grandes dimensions.
