Each module is workshop assembled complete with slurry pumps, internal pipe work, electric wiring with plug-in connections, hoses, etc., all arranged for quick and simple connection between the units. "The coal handling plant represents an investment of about $100 million in coal handling and storage equipment. The coal receiving is done by a continuous ship unloader that can handle ships in the 60 000 T range at Q rate of 1750 /ph. A unique feature in the system is a stacker/reclaimer unit which will work inside a dome storage structure. The coal for the unit will include any low sulphur coal that can be delivered by sea at an economical price blended with New Brunswick high sulphur coal.ThE flue gas scrubber is a wet limestone system capable of 95% SO2 removal. The scrubber will utilize about 150 000 tonnes of limestone per year and will produce commercial grade gypsum by the forced oxidization method.IntroductionWith the need for new generating capacity being required, New Brunswick Power reviewed, in 1985, its options for the next unit. The study indicated that the most attractive option for New Brunswick Power would be a coal-fired unit capable of receiving imported coal at a sea port. The site selection process resulted in three site options being considered.The existing Coleson Cove and Dalhousie sites, and the Belledune site were considered. To meet load distribution needs, it was then decided that the unit had to be located in the northern section of the province, thus eliminating the Coleson Cove site. The Belledune site was selected because it had the capacity to have additional units added where as the Dalhousie site would have only been able to accommodate one unit"

The need for selective metal separations has increased as the mining industry encounters more complex ore bodies and demand for higher performance end products expands. The Molecular Recognition Technology (MRT) process uses highly selective SuperLig® resins to remove desired metals from a variety of solutions in the mining and metals processing and recovery industries. MRT separation processes efficiently produce high purity metal products. In this paper, applications of MRT to metal recovery at mg/L to multiple g/L concentration levels are presented and discussed. Specific examples in the precious metal, nickel, cobalt, zinc, copper, and rare earth industries are given.

"Mining research at CANMET is delivered by the Mining Research Laboratories Division (MRL), with facilities in Sydney, Nova Scotia; Bells Comers, Elliot Lake, and Sudbury, Ontario; and Val d'Or, Quebec. This paper gives an overview of the work of the Division as of early 1993. An addendum, at the end of this paper, describes the organizational changes that will take place in April 1994. IntroductionCANMET, the acronym for the Canada Centre for Mineral and Energy Technology, is the name by which the organization founded in 1907 as the federal Mines Branch is presently known. The name was changed in 1974, in order to give recognition to the importance of both minerals and energy technologies in the activities of the Branch. Further reorganizations have taken place since 1987. As a result of these, CANMET has assumed the status of a Sector (equivalent to the Geological Survey of Canada) and has been organized into four branches.The organization as a whole functions in an environment of semi-matrix management. Some of the ""line"" Divisions report to Directors-General for the appropriate branches while other, larger divisions, report directly to the Assistant Deputy Minister.The second dimension of the organizational matrix is composed of a number of ""staff' divisions which report to the DirectorGeneral for Policy and Planning. Each of these Divisions performs a function which is common to all of the ""line"" divisions. For example, the Research Projects Office is responsible for monitoring the range of research activities of CANMET and for recommending allocations of funds for both research contracts and operating budgets. The Library and Documentation Services Division is responsible for CANMET publications and information services. Likewise, the Engineering and Technical Services Division provides support through, among other services, the construction of specialized laboratory equipment."

The zinc pressure leaching (ZPL) plant at Teck Cominco's Trail Operations was started up in 1981 and represented the world's first commercialization of the technology. From the outset, the process was designed to operate using iron-rich Sullivan Mine zinc concentrate. When the Sullivan Mine reached the end of its life in 2002, the ZPL plant underwent a significant process change with the treatment of 100% Red Dog zinc concentrate. Through careful improvements to existing plant processes, controlled changes to plant operating parameters and a rapid adjustment to the modified process by operations personnel, the plant has been successfully converted to processing a feed of 100% Red Dog zinc concentrate. This paper discusses the challenges faced during the conversion and describes the modifications to plant operating procedures, as well as changes to plant processes.

"Although the April 19, 1983 federal budget appears to put greater emphasis on new or expanded government spending programs in an effort to get Canadians working again, the budget proposals contain a light sprinkling of tax changes which could be of some direct benefit to the mining industry.This month, Tax Notes examines some of the more important of these changes.IntroductionSome sectors of Canada's mining industry could benefit from the proposed income tax changes announced by Finance Minister Lalonde in delivering his budget address to the House of Commons on April 19, 1983. Improved depletion allowance rules, expanded investment tax credits, better use of business losses, and inflation proofing of personal capital gains on Canadian common shares are all part of the measures included in Mr. Lalonde's first budget to try to reinvigorate the battered Canadian economy.Improved DepletionUnder the Income Tax Regulations, a taxpayer who incurs Canadian exploration expense (and certain other eligible expenses) is permitted to deduct not only the full amount of the Canadian exploration expense (""CEE""), but also an additional allowance (the so-called earned depletion allowance) equal to one-third of the CEE. Thus, a taxpayer in certain circumstances can claim a deduction of $1.33 for each $1.00 of eligible expenditure, including CEE.Although CEE can be deducted from any source of the taxpayer's income (for example, from investment income, salary income, and so on), prior to budget date the earned depletion allowance was deductible only from the taxpayer's resource profits. This restriction on the deductibility of the earned depletion allowance substantially reduced the attraction of the allowance: few individual investors or investment companies, for example, have the required stream of resource profits, at least when the CEE or other eligible expenditure is made."

The increasing size and complexity of mega construction projects result in having several geographically distributed stakeholders, collaborating with each other to successfully deliver the project. Electronic Product and Process Management Systems (EPPMS) are recently emerging to facilitate the collaboration between stakeholders, reduce the surprises and issues, and improve the project productivity. These are commercially successful but evolving systems. An important component of EPPMS is the Interface Management System, which aims at formalizing and automating the communication channels between stakeholders. An interface is generally considered the link between construction elements, phases, or stakeholders. An interface Management System (IMS) involves five iterative steps: (1) Interface Identification, (2) Interface Documentation, (3) Interface Transferring, (4) Interface Communication, and (5) Interface Closing. A fundamental part of step 2 is recognizing different roles in dealing with interfaces. Each stakeholder is assigned a different role, such as responsible, accountable, consulted, and informed. In a mega project, several thousands of interfaces exist with complex relationships between stakeholders. Therefore, identifying stakeholders with higher responsible roles has been requested as useful information to the project owner in dealing with some of the project risks. After the interfaces are determined, and the responsibilities are allocated, the critical stakeholders are identified using the centrality concept in Social Network Analysis. The critical stakeholders can be determined at the highest level, considering all types of interfaces, as well as for each specific type or discipline-related interfaces. The proposed methodology is applied on a hypothetical offshore project with over 500 interfaces. In fact, this project is a simplified representation of a real scale Liquid Natural Gas project. In order to reduce the complexity of calculations and clarity of explanations, the simplified case study is used. By implementing IMS in mega projects, different parties not only formalize the communication between each other, but also gain better visibility concerning their roles and responsibilities. In addition, the owner benefits from analysing the complex relationships between stakeholders to further identify critical ones, along with other criteria like package cost, stakeholders? experiences, etc.

APPROXIMA TEL Y 95 percent of Waite-Amulet's Lower A orebody will be mined by diamond-drill stoping. This method of stoping was developed, and has been successfully applied, at the Noranda mine in recent years(1) and is now used in several base-metal and gold mines in north-western Quebec and in other parts of Canada, South Africa, and Australia. The purpose of this paper is to deal with the features of the Lower A ore-body which led' to the adoption of this method of stoping, and in addition to give a general description of stope layout, stope development, main haulage development, chutes and grizzlies, diamond drilling for stope blasting, diamond drilling and equipment, primary blasting, secondary blasting, haulage and loading, ore pockets, pumping and drainage,. and shafts at Waite Amulet. Figure 1 is an isometric projection of the orebody, illustrating the mining system. The factors that led to the adoption of diamond-drill stoping of Lower A orebody are as follows: (1) Safety.0 (2) Size and shape of the orebody, and depth of the orebody below surface. (3) Strength of the hanging-wall, footwall, and sulphide ore. (4) Continuous ring-drilling from sub-level drifts, with no delay for blasting. (5) Large-tonnage blasts at the end of Saturday afternoon shift, after ali men are out of the mine. (6) Sub-levels may be retreated from top to bottom simultaneously, or lower sub-levels may be retreated first without any change in the ring-drilling la yout. (7) Large stopes up to 100 feet wide can be mined, leaving substantial pillars up to 60 feet in width, which may be partially recovered by âiamond~drill stoping or by other stoping methods. (8) A large tonnage may be drilled-off in advance of blasting, but only a supply of unoxidized ore for flotation treatment is blasted. (9) Better ventilation during working shifts. (10) Gravity flow of all broken ore to grizzlies located in the footwall of the orebody. (11) Electric blasting by a crew of two men.

"Although many factors play roles in the estimation of recoverable reserves, smoothing effect and conditional bias are considered major geostatistical issues in the estimation. This paper introduces measures for smoothing effect and conditional bias, and provides insights into their relation to the estimation of recoverable reserves. Both smoothing effect and conditional bias are intrinsic to the information effect and kriging estimators. For a given level of drilling information, however, it is possible to identify the optimal search radius that minimizes conditional bias. Furthermore, it is also feasible to define variance correction factor for reduction of the smoothing effect from exploration block models. Both of these components are key to the accurate estimation of recoverable reserves. IntroductionThe accurate estimation of recoverable reserves is critical to decision making in different phases of feasibility study and mine planning. Much attention for improving the methodology of estimation has been focussed on the effect of the change-of-support (Parker, 1980; Dagdelen, 1996). For example, it is essential to make a volume- variance correction to the estimate of multiple indicator kriging (Hoerger, 1992). When the size of block, b, in the geostatistical model differs from that of selective mining unit (SMU), v, a volume-variance correction is warranted for the prediction of recoverable reserves.Most mining plans and decisions are made prior to the availability of high density blast-hole samples. In most mining operations, the true SMU grade Zv is unknown at the time of selection. Instead, the selection is based on the estimate Z v**derived from high density blast-hole samples within the deposit G. Nevertheless, the estimate Z v * of recoverable reserves in the stage of mine planning is derived from exploration data. At the end, the production result must be reconciled to the estimate Z v * . In other words, the selection is based on Z v** from blast-hole samples, while the final production figures are reconciled to Z v * from exploration drilling. For a given preselected cutoff grade z0, the actual mining panels will consist of the units having the estimated grade Z v** =z0 rather than the true grade Zv =z0. The difference between Z v** and Zv is usually of less concern."

Modern surface mines are among the world's largest single consumers of diesel fuel. A typical mine site can consume in excess of 200 million liters of diesel fuel per year. Delivered diesel fuel is not necessarily clean. Depending on the mode of transportation, handling practices and local climate, incoming bulk fuel can contain up to 20 mg/L suspended solid contaminants and also significant quantities of free water, which can amount to substantial quantities ? for a typical mine site 200 to 400 kg of dirt per year. Standard on-board fuel filters are not designed to handle high levels of contamination, and most engine manufacturers have specific fuel cleanliness requirements to ensure reliable engine operation. New developments in fuel injector technology, such as high pressure, common rail injectors require even cleaner fuel. In order to ensure reliable operation, it is therefore recommended to control particulate contamination throughout the entire Diesel supply chain - from the bulk storage on mine sites to the injection systems on-board through the use of particulate filtration and liquid coalescence technologies. In this work, the author introduces a comprehensive approach to contamination control for the entire fuel supply chain, and discusses the benefits of using advanced filtration and separation technologies, with a particular focus on the requirements of modern high pressure, common rail (HPCR) fuel injection systems.

"Haldor Topsoe’s Wet gas Sulfuric Acid (WSA) technology has been proven in a number of industries converting sulfurous gasses to concentrated sulfuric acid. In the metallurgical sector plants have been delivered handling SO2 gasses from copper, zinc, molybdenum, and lead ore. WSA has high energy efficiency and allows autothermal operation from feed gas strengths as low as 3.0% (volume). Recent variants of the WSA process have been developed that allow very high SO2 conversion efficiencies of over 99.9%. This paper describes the technology, its advantages and industrial achievements.The WSA technology is well suited for production of concentrated sulfuric acid of commercial quality from the sulfur dioxide (SO2) gas that inevitably emerges from the metallurgical processes. Some of the features that make the WSA technology attractive for this application are:- High SO2 conversion rates (up to 99.99%)- High energy efficiency leading to a low autothermal point (~ 3% SO2)- No need for gas cooling and drying to produce concentrated sulfuric acid- No production of waste- Very low cooling water consumptionThis paper describes the WSA process principles and highlights features that make this process attractive for handling SO2 gases."

"BRIEF DESCRIPTION OF GRINDING CIRCUITCrushed ore at -5/ 16 in. is delivered by a conveyor system from the crushing plant to two 1250 ton fine ore bins. The ore is transferred from each bin by a 30 in. feeder conveyor belt, operated by a Link Belt P.I. V. (variable speed) drive, to a 24 in. conveyor that feeds the 8 x 10 Allis Chalmers rod mill.The rod mill discharges to a common mill discharge pump box. Three 6 x 6 SRL pumps are employed to pump the combined mill discharge pulp to a common distributor box which distributes the feed to two of the three Kreb D lSB cyclones in each of the two banks at a hydraulic pressure of 6 psi.The cyclone overflow at a specific gravity of 1. 25 (i.e. 32% solids) is transferred by gravity to two revolving chip screens for wood chip removal and from there to a pump box. Two 5 x 5 SRL pumps feed the pulp to the thickeners. The underflow from the cyclones is fed to two 8 x 8 Allis Chalmers ball mills which discharge to the common mill discharge pump box. Thus, a closed circuit is formed between the ball mills and their respective bank of cyclones. The circulating load as most recently calculated is 262%."

"The Cominco smeller in Trail, British Columbia, is a large integrated lead-zinc production facility. In the plant description, emphasis is given to the pyrometallurgical operations including zinc concentrate roasting, lead singer-blast furnace processing and silver refining. Production figures for the main metal products - zinc, lead, silver and gold - are provided.IntroductionIncorporated in 1906, Cominco Ltd. is an integrated natural resource company with principal activities in mining, smelting and refining, mineral exploration, fertilizer production and electrical power generation.Cominco is one of the world's largest producers of zinc and lead, accoW1ting for about 10070 of mine production in the western world. The company also produces and sells copper concentrate, copper sulphate, copper arsenate, sodium antirnonate, silver, gold, cadmium, bismuth, indium, and germanium dioxide and a range of fertilizers and sulphur products.Zinc OperationsRoastingThe roasters currently treat about 1400 t/d of zinc concentrates. Over half of the total concentrate treated originates from the Red Dog Mine in Alaska. During the summer, concentrate is shipped from Alaska to Vancouver where it is loaded into rail cars and hauled inland, transferred to trucks and delivered to Trail. The remainder of the roaster feed is made up of Sullivan concentrate and various custom concentrates. These arrive either by train or by truck.There are three roasters available for roasting the concentrate. The two major roasters are Lurgi fluid bed units. Each Lurgi roaster can process concentrate at about 1:7 tonnes per hour (tlb). A smaller Cominco suspension roaster with a capacity of 10 tlb is also used. The flowsheet for the high temperature section of the fluid bed circuit is shown in Figure 1.Concentrates fed to fluid bed roasting are conditioned with 7 1/min water to give 8% moisture in feed. Two slinger belts throw the mixture into the fluidized bed. The fluid bed roasters are 10.4 m in diameter with a bed depth of 1 m. Grate area is 84 m2• Normal operating conditions include bed temperatures of 930°C to 950°C, fluidizing air at 750 Nm3/min and a wind box pressure of 2000 mm H2O."

"An interactive computer model of a dragline, windrow and spoil pile has been developed for modelling oil sands mining operations. The model is to be used in conj unction with models of other oil sands mining equipment, such as bucket-wheel excavators and reclaimers, conveyors, hoppers, bins, trucks and shovels, to study mining operations on a minute-by-minute basis. From the orebody description and mining selectivity, layers of ore and reject are determined and mined by the dragline. Reject is dumped on the pit floor; ore is either dumped on a windrow for later removal by a bucket-wheel reclaimer or directly dumped into a hopper feeding a conveyor. The model allows for the presence of pads as a dragline base, key cuts and a number of interruptions to the mining operation such as shift changes, boom checks, engineering services, repairs, delays, preventative maintenance, etc. A CRT display keeps the model operator informed about equipment status and performance. The model operator can direct the course of the simulation by issuing commands to the model at any time during the simulation.IntroductionThis paper describes an interactive computer model of a dragline, windrow and spoil pile. The model was designed by the author based on information and specifications provided by Canstar Oil Sands Ltd. The model design was implemented and tested on Petro-Canda's IBM computer system by DMR and Associates Ltd. of Calgary, Alberta.The model was designed to form three components of an oil sands mining operations model, described in reference I. Figure 1 shows the interaction of those components with the remainder of the oil sands mining model.An ""Ore/Waste Body"" data base provides information to the dragline model about the location and composition of or e and waste in the mine. The dragline model is used to simulate mining this ore/waste body, to build up spoil piles for center reject (waste) and to dump ore onto windrows or hoppers (situated over conveyors) to deliver the ore to the extraction plant. The windrow model component provides a data base which will be used by a model of a bucket-wheel reclaimer which simulates the loading of ore from the windrow on to a conveyor via a bridge."

"An expert system application for supervisory control and optimization of the indurating process at the Iron Ore Company of Canada (IOCC) has been developed and installed in closed-loop. Prior to the installation of the expert system, the indurating machine was rebuilt and the instrumentation revamped. A Foxboro I/A Distributed Control System (DCS) was installed for regulatory control, and a new control strategy configured. The modernization of the regulatory control has resulted in significant improvement in both production rate and product quality. Expert system control was implemented in September 1996. Preliminary indications are that the expert system has further improved the consistency of product quality, enhanced fuel efficiency and increased productivity. The expert system considers both wet and dry sections of the circuit, and its optimization scheme is driven by pellet tumble index and compression strength. Statistical Process Control (SPC) rules were implemented in the expert system as part of the quality analysis and control scheme. The expert system application was developed and delivered using the Comdale Expert Optimizer (CEO), and has been in continuous closed-loop control since its installation. The system development and implementation is described, and preliminary benefits are presented..... IntroductionIn early 1996 the Iron Ore Company of Canada (IOCC) contracted Comdale Technologies of Toronto to develop and implement a real-time expert system for optimizing the indurating pelletizing furnace at our plant location in Labrador City, Newfoundland.The decision to install the expert system has been timely. Like many other resource-based industries in increasingly competitive markets, IOCC recognizes the need to find ways to improve the efficiency of our production process and ensure that product quality is maintained at the highest levels. With the Labrador City plant producing 11 million tons of iron ore pellets annually, implementing the best technology solutions to meet these objectives is critical."

ZEBALLOS is a relatively new mining camp. It is on the west coast of Vancouver island, approximately 195 nautical miles northwestward from Victoria. Previous to 1934, a small amount of placer gold had been recovered from the Zeballos river and tributary creeks. However, it was not until the winter of 1934-35, when shipments of high-grade gold ore were made from the property of the White Star Gold Mines, Limited, that lode gold mining really began. Since then, several new mines and many promising prospects have been found. Milling in standard sized mills only commenced late in 1938, when the 75-ton mill of Privateer Mines, Limited, and the 50-ton mill of Spud Valley Gold Mines, limited, were first turned over. The most striking feature of the camp is the high-grade quality of the ore as usually mined. At one property, the ore along a drift 650 feet long has ranged from 5.8 ounces per ton to 17.5 ounces, over average vein-widths ranging from 8.3 inches to 14.5 inches in selected blocks along the drift. One . high-grade shipment of 196.6 pounds of ore from the same property contained 142.877 ounces of gold. The present paper deals only with that part of the area in which mining operations are most active, namely the main Zeballos River valley and its tributaries, Spud and Goldvalley creeks. During the summer of 1938, prospecting was carried on beyond this circumscribed area. The geology and early developments in the area have been described in the following reports: (1) CLOTHIER, G. WHAT I would like to do is to talk for a while tonight about the Canadian mining industry in wartime-at least, the Canadian mining industry as viewed through the eyes of the Metals Controller. There is nothing quite like the Canadian system in the system of controls in the United States, because the Canadian Controller combines the functions of a good many of the organizations here. I think the nearest counterpart would be the Divisional Chiefs of the WPB-although they have perhaps less authority and operate in a somewhat narrower field. My own field, as you know, is the metals and minerals-all of them, as a matter of fact, with the exception of steel and iron and coal and oil. And as I am responsible for supplies not only from domestic sources but also from foreign sources, I exercise most of the functions of the WPB and some of the functions of the Board of Economic Warfare. As my department is also responsible for stock-piling and for the financing of new operations, I therefore exercise some of the functions of the Metals Reserve and also of the Defense Plants Corporation. Being an administrator under the Wartime Prices and Trade Board, I also have the same function in relation w the price of metals as the OP A. The Canadian system of controls is compact, relatively simple, and I believe reasonably efficient. I think two of the reasons for that are that both the Controllers and the Directors of production are clothed with very wide authority, and also the fact that all the buying for the three arms of the service is done through the Department of Munitions and Supply, of which we are a part.

"Minerals processing operations are constantly challenged with improving production rates, yields, energy efficiency and process stability. Advanced Process Control has proven to be an effective tool for improving operations by capturing the full process capabilities consistently. However, the velocity of applying the technology as well as the sustainment of these significant benefits has been hampered by the usability of the software and adaptability of the applications.Some of the new technology developments that improve the usability and adaptability of advanced process control include:• modern and intuitive user interfaces,• customizable models to support unique process behavior,• fast and flexible OPC connection tools,• automated model building,• integration with first principles dynamic models and• improved performance monitoring.This paper will briefly discuss the new technology developments that have improved the usability and adaptability of advanced process control and how this can affect minerals processing operations.In today’s environment, Minerals Processing plant managers continuously face new challenges and requirements including:• higher energy efficiency,• increased run lengths,• reduced product quality variability,• reduced emissions,• higher availability, and• lower operating costsOperating a unit to meet these challenges in real time is not easy for operators and conventional process control systems. However, innovatively using existing technologies in Minerals Processing plants can improve operations on a minute by minute basis and reap significant benefits.Advanced Process Control (APC) can extract the maximum performance benefits from existing equipment while respecting plant operating constraints. Expensive capital projects to upgrade equipment are not always necessary. Advanced Process Control can deliver significant economic benefits by maintaining the plant at its most profitable point as conditions change."

"The author will give a capsule history of Benguet Corporation and attempt to identify its operating environment and underlying ""strategy"" until 1974, when the company's management assumed office. The company's operating environment and ""interim strategy"" from 1975 to 1980 will be described. The discussion will cover an environmental forecast and define the company's"" strategy for survival"" for the balance of this century.IntroductionIn December last year, I was asked to deliver a pa per for the management lecture series a t the Asian Institute of Management in Manila. The paper was entitled "" The 1970's: A Decade of Disaster For New Mining Projects"" . In that paper, it was my task to review the results of new mining projects in the Philippines during the previous decade. The task was not a happy one, for the results themselves were not only unhappy, but disastrous on a scale unprecedented in Philippine history. Out of a total of 17 major mining project s involving an aggregate capital investment in excess o f US $2 billion during the 1970s, only three project s have been profitable, and all the rest have either gone "" belly up"" or are teetering on the very edge of financial disaster.It is in the context of this shocking record of widespread financial dislocation in the Philippine mining industry, (which in varying degrees appears to have been paralleled in virtually every other country in the world where mining is an important sector of the economy) that I address myself tonight to the theme of this symposium. My paper is entitled ""Risk Management Strategy in Mining"" and it is sub titled ""Can Benguet Corporation Survive to Celebrate its Centennial in 2003?"". I have inserted the word ""Strategy"" and added the subtitle, because I wish to make it clear first, that my presentation to you tonight will be focused exclusively on the strategic aspect s of risk management, and second that I will limit myself to Benguet's own ""in-house"" experience and perspectives on this subject. I would caution you therefore, to consider my views within this restricted framework, and in light of the particular and sometimes peculiar circumstances within which Benguet Corporation operates."
