"The expansion undertaken at Selbaie in 1985 necessitated an adaptation and expansion of the equipment maintenance system. This paper relates briefly the stages of transformation of the maintenance administrative structures, work methods and tools. The maintenance in a mechanized mine requires an expenditure level in the order of 20% of the total operating cost of the enterprise. Thus, the maintenance organization was modified to apply more computerized planning and follow-up, and the role of preventative maintenance was further advanced.IntroductionAs far as maintenance is concerned at Selbaie, the scenario described herein is a resume of the current situation. Although positive results have been obtained, this outline is in no way a detailed account of a fail-proof maintenance system.Once zone A-I was put into production, the expansion the mine experienced in 1985 had a direct impact on the equipment maintenance system. As centralized as it was in the beginning, the system is now partially decentralized.The over-all changes to the maintenance department demonstrate the flexibility required by organizations in new situations. In spite of the exceptional results obtained before the expansion, it became evident that both the maintenance and production sectors would have to be combined. In doing so, a more appropriate coordination of maintenance work could be obtained and the maintenance staff would obtain a more detailed knowledge of the equipment in each sector. In addition, by keeping the general and specialized departments centralized, it was possible to offset the negative effect s of a decentralized system, namely too much manpower."

"This paper describes a series of wear-resistant ceramic materials which have been successfully used in the mineral processing industry in Canada. Applications include use with metallic ores, coal, potash and asbestos, and in other processes where wear degradation is of major concern. The paper will also deal with considerations involving the selection of the different ceramic materials available. It will cover the installation of ceramic materials on support structures under varying process ' conditions, as well as the other physical and chemical factors which have to be taken into account.IntroductionIn the mineral processing industry, large volumes of ores tailings and other materials are handled. The abrasive nature of most of these materials results in extensive wear to both handling and processing equipment.Wear ratios versus cost, production losses due to down time and wear-resistant material suitability for a given application all demand particular attention when viewed against the need for increased efficiencies in existing processes. As a consequence, a very active continuous search for materials with improved wear resistance has been carried out for many years.In this search, starting about 20 years ago, dense ceramic materials were tested and evaluated in certain applications, notably in the iron ore and asbestos operations in Eastern Canada. As a result of substantially better performance both in continuous extended life and ultimate economics realized , wear-resistant ceramic applications developed progressively in many other processing applications, replacing traditionally used materials.In the vast majority of wear-resistant ceramic applications, considerable extended life over previously used materials was established. This invariably was not just a fractional increase but, in most cases , in factors of double, triple and often all the way up to 18 and 20 times the life of alternative materials used previously. In certain applications, extended life could not be measured and appears to be indefinite.Obviously, as a result of such experiences, the progressively wider use of wear-resistant ceramic materials is now an established trend."

"Recently, a number of major mining companies seemed unable to find a president from within the industry, and were searching outside the industry. From this, one could conclude that managers within the industry are either not being prepared or are not preparing themselves for presidential responsibility. Opinions were sought from a number of senior executives, to attempt to define the skills a prospective president should acquire and what actions a company could take or that a prospective president could take to acquire these skills.This paper contains summaries of the opinions obtained, along with the author's comments. The paper also describes the actions some companies are taking and the actions that an aspiring president can take to prepare himself for corporate management.IntroductionA manager is promoted up the management ladder when the manager's superiors believe that he is capable of handling a more senior position. Normally, the manager acquires this credibility by outstanding performance in his current management post, whether it be in a junior management (supervisory) or in a vice-presidential capacity.In most instances, the skills required for promotion can be acquired in the current position or, at worst, the abilities exhibited in a candidate's current role will convince his superiors that the necessary expertise for the more senior position can be acquired on-the-job. This is particularly the case when the new skills are felt to be an extrapolation of the old skills.However, in the case of appointment to presidential rank, there appears to be a need for new expertise which often is not acquired in normal management progression or, at least, boards of directors of some mining companies seem to believe this to be the case. The objective of this paper is to attempt to define the new skills that should be acquired by a manager who aspires to be the president, and to describe what actions might be taken by him to acquire them."

This month, Tax Notes examines tax legislation from a different angle, and sees some bright spots.The following article is based on a paper presented by the author at the International Gold Symposium in Rio de Janeiro in August 1989Introduction""No man's life, liberty, or property are safe while the Legislature is in session.”With one federal government, ten provincial governments, and two territorial governments all claiming to have constitutional rights to tax and otherwise regulate Canada's mining industry, and with each of these thirteen governments pursuing their respective rights with some vigor, government involvement in one way or another is an accepted way of life in the industry. While one's initial reaction to government involvement in an industry might be one of scepticism or fear, generally speaking the federal, provincial, and territorial governments in Canada tend to be pro-mining. They recognize the importance of the mining industry to Canada, especially in terms of job creation and exports. It is not surprising, then, to find that an array of valuable fiscal incentives are available to the industry through federal and provincial legislation.This paper summarizes the principal incentives that are inherent in Canada's tax legislation, as well as the Canadian Exploration Incentive Program. Although it is beyond the scope of this paper to deal with all of the incentives that are available, it is noted that various forms of federal or provincial assistance are also available outside of specific legislation, through negotiation with government departments. This latter type of assistance is generally directed toward helping with the cost of infrastructure such as roads or hydro lines, or Jess often toward loan guarantees or similar financing assistance."

"Part 1 (CIM Bulletin, August 1991) of this article identified the limitations of the traditional modelling methods and demonstrated the approximations and errors introduced by their application to complex mining situations. The objective of Part 2 is to describe the evolution of new, proven technology which eliminates these deficiencies and provides precise and practical alternatives. These promote the use of realistic geological and mining shapes and eliminate altogether the rectangular approximations of traditional methods. Limitations of the Traditional MethodsThe limitations of the traditional modelling method s (viz. simple block modelling, gridded modelling and their more recent variations) were discussed in detail in Part I . These methods are all based on the use of rectangular discretization to represent the boundaries and volumes of ore deposits and mining excavations. As a result they are unsuited to the representation of nonrectangular geological complexities such as folding, faulting and irregular surfaces . They are equally unsuited to the representation of realistic excavation limits, particularly in the case of underground mining.Recently these methods, with limited variations in technique, have been applied to increasingly more complex geological and mining situations. The resulting potentials for error and conflict within the modelling pro cess were demon strated in Part I . The effects can be summarized as follows:• volume and boundary approximations introduced by therepresentation of irregular three-dimensional boundaries andvolumes by rectangular modelling elements ; • geostatistical errors and conflicts caused by neglect of the relationships between grade estimates and the geometric/ spatial aspects of irregular volumes and associated observations (samples), including an inability to produce precise estimates with meaningful confidence limits;• a compounding of these effects by using rectangular element sizes other than the geostatistical optimum, and by using differentelement sizes within a model; and• general inefficiencies introduced throughout the modelling pro cess by the requirement to represent geology, grade distribution and excavation limits with a singular modelling method and model."

"A full-scale demonstration unit of Tampella's LIFAC desulphurization process was tested at SaskPower's Poplar River Power Station Unit No. I. The test program included a series of parametric tests, followed by a 1500 hour operational evaluation. This paper summarizes the results of the test program, and SaskPower's economic evaluation which led to selection of the LlFAC process for SaskPower's 300 MW Shand power station. IntroductionOne of the major influences on the coal mining industry today is public and legislative response to acid rain. When sulphur-bearing fuels such as coal are burned, the sulphur oxidizes to sulphur dioxid e (S00 which, if uncontrolled, enters the atmosphere as one of the by-products of combustion. S02 then combines with water in the air to form an acid and acid rain results. Combustion also produces nitrogen oxides (N0J which can combine with water in the air forming nitrogen based acid , also contributing to acid rain.Acid rain has become a significant international concern. Newspapers have reported on dying forests, dead lakes and crumbling statues. Papers also include articles professing that the physical results of acid rain are vastly overstated. In the United States, a IO-year, Y2-billion dollar study called the National Acid Precipitation Assessment Program (NAPAP) was commissioned to evaluate the effects of acid rain. Even this extensive scientific study did not resolve the controversy. Despite disagreement over the quantitative effects of acid rain, there is no doubt that public concern over the issue is widespread and deeply felt.In response to this concern, legislators throughout the world have reacted with programs that restrict the emission s o f SO, and NO,. To industries involved in the supply and use of coal, the impact of these legislative programs has been extensive. United States power plants will be spending 10 billion dollars in the next decade for flue gas clean-up equipment. Even all this new equipment will not stem the tide of change to low sulphur coals and to “clean “natural gas. The following summarizes legislative actions taken for Canada and the United States."

"The Lac Knife graphite deposit was estimated, as part of a feasibility study, using a geostatistical ore reserve estimation method: ordinary kriging. Based on the geology and its interpretation, the results of a variogram study, and the statistical parameters of the grade distribution of the core samples and the composites through the mineralization, the deposit was divided into three separate zones (west, centre and east), and each of these zones was then analyzed and kriged independently.The geological ore reserve estimation results of ordinary kriging are compared to the results of a conventional method (sections) used previously. The two methods gave almost similar reserve figures. The conventional method provided a +2% estimation for tonnage and + 10% for grade because it ignored the spatial relation between sections and samples, and ordinary kriging gave a more accurate longitudinal definition of the deposit.Finally, the paper concludes with the advantages of proceeding with ordinary kriging, namely: higher flexibility (change of cut-off grade), better deposit resolution and enhanced selectivity for the design of the open pit.IntroductionWithin the context of a complete feasibility study for the Société d' Exploration Minière Mazarin Inc., specialists of the Mines and Geology Division of Roche Ltd., Consulting Group, defined a modelling method appropriate to the graphite deposit of the Lac Knife property near Fennont. Many patterns were considered. Based on the geology of this deposit, the planned mining method, the statistical parameters of grade distribution and the variogram study, the process of reserve estimation retained was to use the ordinary kriging in a selective way. It was required because the geometry of the deposit is such that it was unthinkable to apply ordinary kriging without restrictions.This paper gives a detailed explanation of the observations and interrogations which led to the choice of this ore reserve estimation method, and the calculation procedure itself."

Shebandowan Mine presents a unique opportunity for the mining industry to demonstrate its willingness and ability to use electrical energy effectively. The mine is a typical 250D-ton/day operation supplied by a i5-MVA power transformer. it is a recent, up-to-date design and operates on a four-day/week, two-shift/day basis. The paper outlines an energy profile based on historical data. It accurately describes the individual and total energy input For: (1) production and non-productive junctions; (2) production and down-time periods; (3) peak and average activity levels; and (4) principal energy utilization equipment. A comparison is then made of production data to electrical data, and production and electrical data to design data. The paper concludes that energy management has an important benefit for the mining industry by assisting in maintaining a competitive operation through reduced costs and fewer production slow-downs in the event of energy shortages.

"In the early 1970ssteelmakers worldwide were looking forward to many years of expansion and profitability. Huge government investments in Europe, the United Kingdom, Japan, Brazil, and Venezuela were committed in anticipation of growing market s based on long-term OECD forecasts. In 1973 the first OPEC oil shock occurred. Steel demand shrank. Restructuring became the buzz word of the day as billions of dollars in taxpayers' money was poured into eliminating excess capacity and labour. In the United States, where government help was not available, inefficient companies went bankrupt; capacity was cut to 100 million tons from 155 million tons. The industry throughout the industrialized world shrank. By 1979the world economy seemed back on track and a modest degree of optimism could be detected in the international steel fraternity. Then came the second oil shock. By 1982 the industry was in the midst of another shakeout. More bankruptcies, more rationalization, and fewer jobs resulted. In Canada some well-known companies came close to the brink as low prices and high interest rates took their toll. In the light of the turmoil in the steel market over the past 20 years an attempt to forecast the trends through to 2001 is intimidating.However, there are good reasons to be optimistic today about both markets and technology.An economic super power is emerging in western Europe as 1992 draws near. The creation of a single market of 320 million well educated and economically ambitious people has major positive implications for steel demand. The mega projects of the channel tunnel, a European network of high speed railways, and the London docklands are the forerunners of greater things. Still to come is another $200 to $300 billion by the year 2001 in identifiable major projects for highways, railways, airports, water and sewage systems. Add to that the demands of an increasingly affluent population for automobiles, appliances and housing. On top of all that place large increasing demands for electric power and you have a potential beyond anything seen during the 1970s and 1980s. In 1988 the EEC steel industry operated at 90% and in 1989 at 92% of effective capacity. A surge in spot prices indicated that 92% was close to the ceiling. This pace moderated in early 1990 but any slack will probably be taken up rather quickly."

"Blast design is becoming more and more important as industrial limitations change in regard to economical and physical restraints. Certainly there are ways to alter the nature of the blast by using different explosives, various hole sizes and modifying the timing and charging details. However, it is not possible to alter the fabric of the rock mass. Therefore, it is necessary to learn more about the rock mass and its role in the blast design, and the resulting fragmentation. The major determinant in the degree of fragmentation, or lack of it, is proposed to be the inherent fragmentation of the in situ rock mass. A practical method of quantifying the discontinuities existing in the rock mass is presented and discussed. Likewise, the effects of inherent fragmentation on the resulting muckpile are reviewed. Finally, a fragmentation model combining the calculated inherent fragmentation and the Kuzram model is shown using a sample blast.IntroductionIn blasting, discontinuity characteristics (Fig. 1) control the method by which the rock mass will behave. Research carried out by Piteau (1970) showed a number of characteristics important in engineering design and, as proposed, in blasting processess. "Barytes is one of the major components of drilling fluids used in oil and gas well-drilling. This mineral's close association with the petroleum industry bestows it with a commodity status not enjoyed by many other industrial minerals. Approximately 85% of world barytes production is used as a weighting agent in oil and gas well drilling while the remaining 15% is consumed mainly in the manufacture of barium chemicals, glass and as a pigment, filler or extender.Barytes mining began in Nova Scotia around 1865 and has continued until the present. Currently there are three barytes producers in the province one exporting pharmaceutical-grade barium sulphate and the other two supplying drilling mud-grade barytes to the offshore. Several barytes exploration and development programs are underway with excellent possibilities that Nova Scotia deposits will supply a significantly larger share of the drilling mud-grade barytes used in east coast drilling programs.Currently there is renewed interest in barytes activities in Nova Scotia because of its use as a weighting agent in drilling flu ids used in offshore oil and gas drilling programs.This paper reviews the use of barytes by the well drilling industry; outlines the history of barytes mining in the province, progressing to present-day exploration, development and production activities underway in Nova Scotia; and concludes with the market potential for Nova Scotia barytes."

"The key words which characterize vanadium are: unlimited availability, versatility of applications and price stability. The supply of vanadium is assured by diversified sources, distributed all over the globe. The inexhaustible raw materials base is complemented by a strong vanadium industry. Both the fully integrated vanadium producers and converters of vanadium oxide or vanadium-containing slags or residues guarantee an adequate supply, commensurate with the steady growing demand.The major share of the world's vanadium output is being consumed by the steel industry. As an additive to steel, the versatility of vanadium is particularly impressive. A few hundreds of one per cent of vanadium convert plain carbon steel into high-strength, low-alloy steel with more than double strength. On the other extreme, high-speed steels made via the powder metallurgy route show superior performance with vanadium additions as high as 6 or 8 percent. Vanadium is used as a cost-effective alloying addition in steels for high-temperature service, fully alloyed heat-treatable steels, new dual-phase steels for automotive components, rail steels, etc., to mention only a few applications. Vanadium is also an established essential addition for titanium alloys. The chemical industry is relying on vanadium compounds as important catalysts.In spite of a wide diversity of applications and continual growth in consumption, vanadium has exhibited, over the past several decades, a remarkable price stability, free of conjunctural fluctuations. "The pendulum in Ottawa has swung dramatically from fiscal policy to monetary policy over the last several years. International trends indicate that the pendulum has to start its swing the other way, if Canada's mining industry is to maintain its preeminent position in the global mining arena. This article, which is based on a paper presented by the author at the 37th Annual Meeting of the Newfoundland Branch of CIM, identifies these trends and how they could interact with Canadian policy.IntroductionThe title of this paper is not a very imaginative or catchy one, but it states the topic quite succinctly, if not tersely. This paper looks into a crystal ball to see what might be in store for mine financing over the balance of the current decade.In the event that the reader feels some trepidation about the prospect that such a paper could seek to be the definitive work on the subject, it should be made clear at the outset that this is not the case. The author is, after all, not an economist, a scholar, a financial analyst, or a soothsayer, but is rather a simple accountant who has been closely involved with the mining industry, and the financing thereof, for some twenty years.The paper recognizes that, while a mine may be born when production begins, the mine is conceived when exploration starts. As this act of conception is obviously an essential part of mining, the financing of exploration is also covered in this paper. To attain a focus, this paper approaches the topic of mine financing in the nineties as follows: first, the major emerging forces in the industry are identified: and, second, the implications of each of these forces on financing are considered."

Mineralogical investigations in connection with gold metallurgy are usually performed to find the reason for poor recoveries by cyanidation or by other leaching techniques. Poor recoveries most commonly are obtained when (I) native gold is encapsulated in an insoluble mineral as "invisible gold"; (2) native gold is coated with a precipitate; (3) gold-bearing products are insoluble in cyanide solutions; (4) carbonaceous material in the ore adsorbs gold; and (5) associated minerals decompose and consume cyanide. Samples of refractory material quite often have low gold tenors. It is difficult to find the gold-bearing minerals in such samples with an optical microscope because the probability of finding trace minerals in samples is small. The probability decreases with decreasing grain size of the gold-bearing mineral and with decreas¬ing gold tenor of the sample. Techniques have been developed to increase the success rate of finding gold grains; some are (1) concentrating heavy minerals; (2) preparing special polished sections; (3) searching with an image analyzer; and (4) dissolving associate silicate and sulphide minerals.

"By 1994, Inco Limited will lower sulphur dioxide emissions from the Copper Cliffsmelter by 60% to 265 000 tonnes/year, primarily through implementing two key process changes. First, new milling technology will permit economic rejection of additonal pyrrhotite prior to smelting. Second, a bulk coppernickel concentrate will be oxygen flash-smelted, thereby eliminating the existing multi-hearth roasters and reverberatory furnaces . All copper will be recovered in the matte separation plant as a nickeliferous chalcocite, and will be oxygen flash-smelted for blister production. This paper outlines the development of the project and describes the process, including the flash furnaces, new sulphuric acid plant and additional oxygen plant.IntroductionInco 's SO2 Abatement Program will lower sulphur dioxide emissions at Sudbury from the current levels of 685 000 tonnes per year to 265 000 tonnes per year by 1994 as required by Ontario' s countdown on acid rain regulations.It is the high tonnage of sulphur mined that creates the magnitude of the SO2 emission problem at Sudbury. At a production rate of 240 million pounds of nickel per year, Inco mines 12 million tonnes of ore. At 10% sulphur it mines 1.2 million tonnes per year of sulphur. If Inco did not fix any of this sulphur it would be emitting 2.4 million tonnes per year of sulphur dioxide-about as much as all other Canadian emissions. Today, however, Inco is already fixing 70% of the SO2 in ore, in several ways : mostly as sulphur in pyrrhotite rejected to tailings in the milling operations; as acid from the roasting of pyrrhotite and some nickel concentrate at the Iron Ore Recovery Plant (lORP) and some as liquid S02 from the copper flash smelting furnace. By fixing 70% of the sulphur the current allowable SO2 emission levels of 685 000 tonnes per year is met. Total sulphuric acid production is currently 450 000 tonnes per year and in fact, the 10RP operation is being continued only to maintain established acid markets.Historically emissions have been reduced from the 2 000 000 tonne per year level to the current level of 685 000 tonnes per year by rejecting pyrrhotite from the smelter feed, and 70% of the SO2 containment problem at Sudbury has already been addressed.While Inco's profits are large at current nickel prices, most people have forgotten that back in 1982 Inco was losing a million dollars a day. Inco did make a dramatic response to this economic stimulus. The Ontario Division increased productivity by 65% and lowered costs to become the lowest cost nickel producer."

"This paper illustrates the different ways grade-tonnage curves can be generated f or a mineral deposit. It emphasizes systematic discrepancies between reality, estimates and actual production according to different estimation methods and grade control programs. It does not offer a universal solution to the prediction of grade-tonnage curves. Hopefully, it will inspire caution to mineral economists who use estimated grade and tonnage data in the establishment of an optimum cut-off grade for a mining operation.IntroductionThe value of a mineral development venture often depends on a grade-tonnage curve. Statistics can help. The idea is to divide mentally the orebody into small blocks called selective mining units or SMUs. A SMU is an idealized version of the quantity of rock the grade of which will be tested against the cut-off at the time of mining. It could be as small as a truck load or a shovel load in very selective operations like some uranium mines where radiometric probing of each truck or car is performed. More typically, in an open pit operation, it will be the smallest zone flagged as ore from blast hole data, e.g. a 5 m by 5 m by 10m block, if blast holes are on a 5 m grid and bench height is 10m. Having defined the SMUs, the grade-tonnage curve determination amounts to evaluating the grade distribution of all the SMUs that can be mined in the depo sit. If we know this distribution we simply apply the cut-off to it and we get the number of SMUs above the cut-off (i.e. ore tonnage) and their average grade. .Assessment of the grade distribution of SMUs from exploration drill hole data is not an easy exercise and much has been published on the subject (David, 1972; Marechal , 1972; Huijbregts, 1975; Marechal, 1975; Guibal and Touffait, 1982). With the same example we also show that ""common-sense"" methods of grade-tonnage curve determination can sometimes be misleading."

"This paper will examine the role of debt and equity in project financing and will illustrate the impact on the return to the project sponsor of each type. Conventional debt sources will be examined, as will product purchaser advances, foreign export-import bank loans and lease financing. The paper will review guarantees, charges against the project, dividend restrictions and other commitments. It will also discuss various features of sales contracts and the degree to which they can assist in securing financing. IntroductionThe cost of bringing new mining projects on stream is escalating significantly more rapidly than general rates of inflation. Reasons for this include the higher costs of safeguarding the environment and ensuring the health and safety of workers. The need to develop properties in more remote areas is also a significant factor. These higher costs have not been matched by increases in metal prices, making the task of financing these projects ever more difficult. At the same time, the imagination of borrowers and lenders seems boundless, and innovative schemes for financing projects are constantly being unveiled.It is probably safe to say that no two projects have ever been financed in precisely the same way and the number of financing options for any project is limited only by the imagination of the sponsors themselves. The objectives of the project sponsor represent the most important factor in determining the scope of possible financial arrangements. For example, the sponsor may wish to maximize over-all company leverage by isolating each of its projects in separate companies. In so doing, it hopes to facilitate more ventures than would otherwise be the case. These objectives point toward true project financing. Additional objectives may be to develop a number of its properties by joint venture and to reduce the amount of debt on the sponsor's balance sheet. Those sponsors whose objectives include minimizing over-all financing costs will wish to increase the number of financial options and, as a result, will not be so concerned with effecting true project financing. This approach may also provide ""greater certainty that tax benefits are utilized quickly."

"This geological engineering method is based on jour main characteristics of mineral properties, viz; location: inclusion of valuable mineralization; inclusion of geophysical and/or geochemical targets; and inclusion of geological targets. These are subdivided into a total of 19 subcategories, which are used to determine the value of the property.The nineteen subcategories are prioritized and assigned relative value factors from 1.3 to 10. Value of each mineral claim unit is determined by applying the appropriate subcategory factors to a base value of $400per 16.2 hectare unit. Property value is calculated by totalling the values of such individual claim-units.The boundary between ore grade and sub-ore grade must be estimated for each property under valuation, thereby making the method sensitive to mineral commodity prices.A clear and disciplined sequence of decisions based on personal experience forms the basis of this method. The method utilizes all factors normally used to value a mineral property.IntroductionIt is generally accepted in the exploration industry that valuation of exploration properties is a subjective rather than objective process (Roscoe, 1986; Lawrence, 1988; Lawrence, 1989; Woodcock, 1985), and that it is greatly influenced by the experience and qualifications of the person who is doing the valuation. However, the significantly low degree of objectivity in mineral property valuation at this point in time invites effort to achieve a more quantitative engineering basis.Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand , and political-economic conditions, all of which vary with time. Therefore, any valuation is valid for only that point in time when it is made. Mineral deposits can decrease as well as increase in technical value with time."
