"The stability of calcium arsenate is discussed in relation to the possible misuse of lime in the treatment of gold processing waste waters. Stability diagrams have been derived and experimental results cited to show that calcium arsenate has a higher solubility in neutral to alkaline solution than has previously been recognized and this solubility is further enhanced by the presence of carbon dioxide, bicarbonate or carbonate.IntroductionThe removal of arsenic from gold mine waste waters has been of interest for more than thirty years, but with the recent emphasis on clean water standards there has been renewed activity in relation to that problem. The processing of gold-bearing sulphides which contain arsenopyrite and other complex arsenic sulphides is well established. Initial roasting to oxidize the sulphides leaves the arsenic in the form of both arsenic and arsenic, in which forms it is soluble in the subsequent leaching stage. Further oxidation of the leach liquors is required before the well-established procedure of precipitating calcium arsenate with lime, which is carried out despite an immense lack of knowledge of the calcium-arsenic-water system.The solubility product and free energy of formation for Ca3(AsO4)2, which are to be found in recent and reliable sources of data, originate from the work of Chukhlansev, whose experimental determination of the concentration of calcium from the solubility of calcium arsenate in solutions of various pH yields the results plotted in Figure 1. This is the work which has resulted in a wide acceptance of the ""insolubility"" of calcium arsenate and the use of lime to stabilize arsenic in that form.Laguitton attempted to further elucidate the chemistry of the lime addition method for treating arsenical waste waters from gold processing operations. The low solubility product for Ca3(AsO4)2 was the basis for his examination of likely chemical equilibria in the system. Laguitton and other workers have not considered atmospheric carbon dioxide as an important component in this system."

In transitional mineralization, the sill of the underlying variogram is relatively easily estimated, but the estimation of the nugget effect may be more difficult. This study aims to determine for massive copper deposits just how sensitive the estimations of ore reserve, economic copper content, total net value, and ultimate pit limits are to the errors of estimation in the nugget effect of the spherical variogram model. A massive copper deposit which has a log-normal distribution and a spherical variogram was simulated on a rectangular grid using the turning bands method. By using the three dimensional random kriging method, the mean block grades were estimated at four different sampling densities. The ultimate pit-limits were determined by using the two-dimensional dynamic programming algorithm. To calculate the estimation errors, the values obtained by using the actual nugget effect and structured component values were deducted from the estimations obtained using the incorrect nugget effect and structured component values. For isotropic massive copper deposits, it was found that the ratio of the nugget effect to the structured component of the spherical variogram has no significant effect on either the block grades estimated by the kriging method or on the ultimate pit limits.

Long range mine planning involves developing a mining sequence that schedules the extraction of the ore and waste materials within a final pit limit. The objective is to define a sequence that best meets the defined strategic objectives. The main steps in the creation of an open pit mine plan are the final pit limit design, the design and sequencing of the mining phases, equipment selection and operating cost estimation. Flexibility is the key strategic element in developing a mine plan. Planning the extraction sequences and rates for the various mining areas is a challenging and demanding activity. It is often necessary to consider numerous alternative strategies and what if scenarios. The number of alternatives that can be studied with limited manpower and time resources is restricted. In order to investigate strategic aspects of mine planning, a system to generate workable mine plans rapidly is required. The concept of Visual Mine Planning is that the engineer can visualize the current plan, easily change a component of the plan, such as the annual cut-off grade schedule or the production rate within a particular Phase, and immediately see the effect on the mineralogical and cash flows. If the desired result is not achieved, a change is made and the effect is again immediately seen. This paper presents results of research in this area conducted at the Pontificia Universidad Católica de Chile. The work includes the examination of cut-off grade strategy, sequencing, blending, stockpiling and shovel-truck fleet requirements using simulation.

"Relining, lining maintenance, and ladle repair can represent a significant cost in steelmaking. Therefore, the objective of all steelmaking shops is to minimize this cost and to maximize the lining life. However, the thermomechanical behaviour of the ladle lining is highly complicated and sometimes misunderstood. The ladle design also has a significant influence on lining life. Other factors which have a direct influence on lining life are the shop lining installation practices and manner in which the ladle is used. The objective of this paper is to provide an understanding of the impact of these factors as related to improving the integrity of the lining and increasing lining life.Fundamentals of Steelmaking Ladle Lining Expansion ForcesNumerous studies have been conducted by the author on steelmaking ladles with molten metal capacities ranging from 110 ton s to 350 tons. The steelmaking ladle typically has a sidewall plate with a slight taper and for analytical purposes can be classified as a cylindrical vessel.A typical ladle is described in Figure I. The ladle sidewall lining usually consists of a working lining and a safety lining. Although the type of refractory used in the working lining varies based on the type of steel produced and other metallurgical requirements, the refractories typically used are: 70% alumina brick; direct bond mag-chrome brick; resin bond dolomite brick; and direct bond dolomite brick. Fireclay brick, high alumina brick, or a similar strength brick is used as the safety lining.Normally, the ladle lining is exposed to a through-thickness temperature gradient and restrained by the ladle sidewall plate, is described in Figure 2. The hot face side of the refractory lining develops a compressive thermal force and the ladle sidewall plate develops an equilibrating tensile force. The radial joints open on the cold side of the working lining as the lining joints have little or no tensile strength. A radial compressive load (P) develops between the working lining and the vessel shell due to the thermal restraint imposed on the lining by the shell. The radial compressive load is transferred from the working lining through the safety lining onto the ladle sidewall. Therefore, the safety lining must have the strength to accommodate the radial compressive load (P)."

"An investigation into the problem of atmospheric fog in Canadian mines is described. Fog occurs in several mines and the reduced visibility can result in the closure of workings for safety reasons. Information on the mechanisms of fog formation are discussed and the methods for improving conditions are reviewed with their relative costs.INTRODUCTIONAtmospheric fog occurs in several Canadian mines during spring and summer. The fog which reduces visibility, contributes to loss of production and increased accident risk . Closure of ramps in mechanized mines causes mining to be stopped or rescheduled, and stoping and grade control may be affected . Increased corrosion of equipment may result from acidic fog .Fog is commonly caused by saturated air being compressed and heated by an inlet fan and then being circulated in an ascensional system with heat transfer to the walls of wet airways. This causes supersaturation and water droplets condense to create fog, with liquid water contents of 0.5 g/kg to 3 g/kg of air. These concentrations reduce visibility to less than 10m and prevent mining. Less severe fog is usually tolerated as a nuisance, about which little can be done."

"ABSTRACTTill geochemistry was the principal exploration tool employed by Selco in the investigation of a zinc prospect in Lanark Township, Ontario. The geochemical studies were undertaken after the discovery at surface of marble boulders containing bands of sphalerite and lesser amounts of galena.The source of these mineralized boulders was sought by means of B-horizon soil geochemistry, followed, where appropriate, by back-hoe trenching and till sampling. The thickness of the tiff in this part of Ontario seldom exceeds 3 m or 4 m and it was generally possible to sample complete profiles of the till and thus to obtain detailed information concerning the dispersion of zinc. Drilling and trenching at the up-ice extremity of the zinc dispersion trains showed the source of the float to be sub-economic bands of sphalerite in the Grenville marble. IntroductionTill geochemistry was used extensively by Selco during the period 1975 through 1980. It was the principal exploration technique employed in a program seeking carbonate-hosted lead-zinc deposits of the Balmat-Edwards type in the Grenville rocks of southeastern Ontario. This paper describes the use of the method to locate the bedrock source of a group of sphalerite boulders found at the surface near the village of Hopetown in Lanark Township (Fig. I) . Geochemical investigations at this locality were the subject of a previous publication by the author (Sinclair, 1979).All of the analytical work related to this project was done by Bondar-Clegg & Co. Ltd. in their Ottawa laboratory. In all cases the -80 mesh fraction of the till was analyzed. The total zinc content was determined by atomic ab sorption spectrometry after hot aqua regia digestion; readily extractable zinc was determined by atomic absorption after samples had been cold-leached for 18 hours in an ammonium citrate hydroxylamine hydrochloride solution, the pH of which was adjusted to 8.5"

"This month, Tax Notes focuses on two features which can potentially ""dress up"" a new issue of common shares to make the shares more attractive to investors. Attaching warrants to a share issue is a relatively common practice, and recent years have seen an imaginative variety of different kinds of warrants, some of which can be subject to somewhat different tax treatment . A less common financing strategy which certainly deserves some consideration involves the possibility of utilizing ""Share Purchase Tax Credits "" in conjunction with a new share issue.IntroductionPrevious subjects covered in Tax Notes have dealt with flow-through shares and other tax angles which can make equity issues more appealing to potential investor s. Two other techniques which can add zest to a new stock issue involve the utilization of warrants and ""share purchase tax credits"" (or SPTCs). This article takes a brief look at the better known subject of warrants and the lesser known matter of SPTCs.Of course, this paper presents only a relatively general summary of the income tax implications of warrants and SPTCs, and is not intended to be a definitive commentary on all of the detailed and complex tax issues that might be relevant in the circumstances."

"Conventional exploration strategies identify many mineral deposits as potentially interesting, although only a few of them turn out to be of economic importance. In the context of exploration for sulphide nickel deposits in the Canadian Shield, a decisional model, based on a statistical study of parameters relative to nickel deposits as well as to barren sulphide occurences, has been developed.Because such geophysical variables as gravimetry, aeromagnetism and topography could be related to the relative importance of nickel-bearing deposits, a statistical analysis of 13 such variables was carried out for 98 targets which were considered promising after conventional exploration. Among these 98 targets are36 sulphide nickel deposits in the Canadian Shield and 62 drill-tested non-economic occurrences. The results of this study led to the development of a linear logistic model that permits evaluation, for each of the targets, of the probability of finding a nickel deposit of potential commercial interest. This decisional model can thus complement conventional exploration strategies.RésuméLes stratégies conventionnelles d'exploration définissent un très grand nombre de cibles comportant un inténet minier potentiel dont seules quelques-unes correspondent à des gisements économiquement importants. Dans Ie cadre de l'exploration des dépôts nickélifères du Bouclier Canadien, nous avons défini un modelé de décision fonde sur l'étude statistique de divers paramètres relatifs tant aux gisements d'importance qu'aux cibles dites stériles.Ayant fait l'hypothèse que certaines variables géophysiques (gravimétrie, aéromagnétisme et topographie) peuvent suffire à fournir des indications sur l'importance relative d'un gisement nickélifère, nous avons entrepris l'analyse statistique de 13 variables évaluées sur un échantillon de 98 cibles considérées comme potentiellement intéressantes par les stratégies conventionnelles d'exploration. Ces 98 cibles se composent de 36 dépôt nickélifères d ‘importance recontrés sur tout Ie Bouclier Canadien et de 62 cibles stériles reconnues par forage. Nous avons défini à l'aide de ces données un modèle logistique linéaire. Ce dernier nous permet d'évaluer pour chacune des cibles les chances de trouver un gisement. About 90 per cent of Manitoba's industrial minerals production is for structural materials. Most of these come from the Paleozoic rocks west of the Precarnbrian Shield, or from glacial deposits that are extensive throughout Manitoba. The major raw materials are sand and gravel, and carbonate rocks for crushed stone (and also dolomite for high-magnesia lime, high-calcium limestone for lime and Portland cement, and dolomitic limestone for Tyndall stone). Glacial lake clays are used both in cement and in lightweight aggregate. The Jurassic and Cretaceous strata exposed along or near the Manitoba Escarpment include siliceous, carbonaceous, kaolinitic and illitic shales, all of which are quarried by Red River Brick and Tile in the Pembina Mountain and Ste. Rose areas for use in a brick plant at Lockport. Non-swelling bentonite near the base of the Pembina Member of the Upper Cretaceous Vermilion River Formation is of value as an absorbent clay, and is the only commercial source in production in Canada. It has been quarried by Pembina Mountain Clays Limited since 1940. Gypsum occurs in the Jurassic Amaranth Formation and supplies much of the market for wallboard and Portland cement additive in the Prairie Provinces. Quarries are operated at Gypsumville by Domtar Construction Materials Limited, and north of Amaranth by Westroc Industries Limited. Silica sand from the Ordovician Winnipeg Formation is of glass-grade quality, and about 100,000 tonnes are produced annually by Steel Brothers Canada Limited on Black Island . It is used as a glass sand, as foundry sand, for sand blasting, and as a filter-bed sand .

"The need for grinding mills of ever increasing capacity and greater feed openings has tended toward mill trunnion diameters being beyond the size limits for roller bearings.Hydrodynamic plain bearings need to be wide enough to achieve the necessary bearing pressure in order to obtain an oil film with sufficient carrying capacity at low rotational speeds. This greater width increases edge loading resulting from the deflection of the mill under load.Because of the high surf ace pressure involved, the life of support rollers and girth rings is often inadequate-fatigue leads to flaking on the contact surfaces. Heat treatment of the girth rings also has its problems.The hydrostatic shoe bearing permits unlimited trunnion diameter and a high carrying capacity. The self-aligning shoes compensate automatically for radial deviations and large deformations can be tolerated at the girth ring.The sliding surfaces are completely separated by oil under pressure, enabling negligible starting torque and good damping capacity to be achieved together with low rotational speeds.IntroductionHydrostatic bearings have been known within machine technology since 1865, when the Frenchman Girard received a patent for such a bearing. During the following 75 years, these types of bearings were used sporadically for thrust bearings, primarily in water turbines. The first usable radial bearing was not designed until 1938. Since the 1950s, when hydrostatic bearings started to come into use within the field of machine tools, extensive research and development work has been carried out at various institutions and research centres throughout the world. Many support problems are now solved by means of hydrostatic plain bearings and the primary factor in deciding to use them is their unique characteristics:• ability to carry high loadings• no starting torque• large damping capacity• no wear• large running accuracyThe hydrostatic shoe bearing has been developed specially for use in the heavy machine industry, with the requirements for high loadings and large support diameters which this market demands."

"The U.S. Bureau of Mines, in cooperation with the Homestake Mining Co. and the University of Utah, is conducting a field demonstration to evaluate the behaviour of rock masses supported with cable bolts. One of two rock masses being studied is supported with both conventional and birdcage cables. This rock mass is located between the 6500 and 6650 levels of the 45-48N stope, 21 ledge. The second rock mass is the hanging wall of the D-limb stope between the 3500 and 3650 levels near the Ross Shaft and is supported with conventional cables. The primary objectives of the project are to monitor the behaviour of the two rock masses during mining using extensometers and cable support strain gauges, after which the rock will be modelled using the finite-element code UTAH III. Field data will be used to verify the modelling. In addition, a comparison between the effectiveness of conventional and birdcage cables will be made.45-48N StopeThe 45-48N stope is located in the 21 ledge between the 6500 and 6650 levels and contains about 233 000 short tons of mineable ore. The orebody lies within the Homestake Formation and is very irregular being approximately 200 ft long and 75 ft wide. Between the 6500 and 6650 levels, it dips from 35 degrees to 60 degrees east with a near-vertical plunge to the south. Mineralization is characterized by arsenopyrite and pyrrhotite with minor gold. The contact between the Homestake and the overlying Ellison Formation creates a plane of weakness along localized graphitic layers. The footwall dips at approximately 60 degrees but between 100 ft and 120 ft above the 6650 level , the hanging wall flattens to almost 20 degrees causing a significant mining problem."

"Environmental problems encountered with the use of diesel equipment in underground mining operations are discussed. The concept and procedure o implementing the Health Effects Index equation as a means of quantitatively assessing an underground working environment is outlined and sample calculations are present ed. Advantages and disadvantages of utilizing this method are also discussed.IntroductionWith the introduction of diesel-powered mining equipment in the 1960s there arose several question s for the environmental engineer to consider. These included: 1. What are the constituents of diesel exhaust and how can they be detected and evaluated?2. What are the toxicities and long-term health effects of these constituents?3. What is the ventilating volume required to maintain the concentration of these constituents below toxic levels?Diesel engines are a class of reciprocating, internal combustion engines in which relatively high compression ratios are used to generate high air-charge temperatures, which cause ignition of fuel to occur spontaneously. Ideally, perfect combustion of the fuel would produce an exhaust consisting solely of nitrogen (N2), water (H2O), carbon dioxide (CO2) and oxygen (O2). However, because no combustion process is perfect, relatively small quantities of imperfect-combustion products, or pollutants, are also generated. These include hydrocarbons (HC), carbon monoxide (CO), nitric oxide (NO), nitrogen dioxide (NO2), carbon (C) or soot, and sulphur dioxide (SO2).Currently, the Regulations for Mines and Mining Plants, made under the Occupational Health and Safety Act (Section 176), stipulate that weekly tests shall be made to determine the carbon monoxide (CO) concentration in the undiluted exhaust and at the operator's position, and the nitrogent dioxide (NO2) concentration at the operator's position. Also, the aldehyde (as HCHO) concentration in the atmosphere, at the operator's position, is to be measured at least every three months. Threshold limit values (TLVs) have been established for each of the three combustion products, and each is regarded as a separate entity. Consequently, this does not allow for consideration of interactions and possible synergistic effects between the various exhaust components."

"The CIM Careers Task Force has addressed industry's concern of a perceived shortage of skilled personnel over the coming decade. The industry is faced with a fundamental shift by young Canadians away from scientific and engineering careers, coupled with the fact that today 's students know little about the minerals industry and have a poor image of it.The responses to two questionnaires which were distributed to CIM members, government, professional associations, and educational institutions, formed the backbone of the Task Force position paper, which presents a shopping list of ideas and initiatives for consideration and to facilitation by the various organizations concerned.Tackling the image of the minerals industry is part of the answer to the careers crisis. On the positive side, the minerals industry provides the allure of a treasure hunt for young people and is seen as a significant contributor to the economy. It is understood to be well paying, provide good opportunities for advancement, individualism, and travel, and to be rich in esprit de corps. Enhancement of these positive aspects of the image can take place at all student age levels.Numerous initiatives tackle the negative aspects of the image. Young people perceive the industry to be environmentally damaging, which is the most crucial aspect that needs to be addressed. The industry is seen as still in the pick-and-shovel days and as a sunset industry that is running out of ore. Work in the minerals industry is perceived as dangerous and lacking glamour. And finally, the perceived remoteness of operations and exploration is seen as a drawback to a largely urbanized student group.Tackling young peoples' curiosity and interest in the minerals industry throughout grade school and encouraging postsecondary science and engineering students to enter the minerals industry by ensuring summer employment is the second part of the equation.The CIM Careers Task Force position paper develops strategy to attract and maintain interest of students in grade school, junior high, senior high school, and in post-secondary levels. The strategy outlines initiatives targetted at each of the educational levels and action plans to accomplish the objectives."

"This paper reviews the development of new designs in extensible and high angle conveyor systems. These aim to overcome the limitations of prior alternative concepts in design. The application of such systems in strip, terrace, open pit and mountain mining is reviewed. IntroductionTruck haulage costs have tended to escalate in recent years. This has been primarily due to operations generally moving to greater depths with associated increases in haul distances . Periods of high inflation rates have also been experienced for diesel fuel oil, tires and other petroleum based products. Recent international political events have tended to regenerate concerns over future oil supply and price stability. For such reasons, conveyor based transport is becoming increasingly attractive. Truck haulage maintains an inherent flexibility and improvements continue to be made in performance and capacity. Doubts must exist, however, over the extent to which further economies of scale may be made. Conversely, belt conveyor systems do not suffer this constraint and have the following advantages:• Electrical power is used and the specific energy consumption is at least half that required for truck haulage.• Operating costs and skilled labour requirements are lower.• Equipment has superior longevity and is ""inflation proof"" .• Access roads can be steeper and narrower in most mine environments, reducing construction and maintenance costs.• They are less prone to breakdown and bad weather delays .• In long haul, high capacity operations conveyors can save substantially on capital cost.• Environmental impact is improved with reduced noise level, dust and atmospheric pollution. Although conveyor systems are less flexible in operation than truck haulage and although a breakdown in any part of the system can immobilize the total system, mechanical availabilities of + 80% are constantly reported by large operators. There would appear in the past to have been some prejudice against conveyor systems in hard rock mines due to lack of experience. Apparent reservations would apply equally 10 underground coal mines, yet practically all of these mines (and some underground hard rock mines) find conveyor systems more economical than other transport systems."

"In 1957, the Department of Mines and Technical Surveys (now Energy, Mines and Resources Canada) issued their first certificate for a fire-resistant conveyor belt. The testing procedure used was a combination of those used in the U.S.A. and the U.K. Subsequently, certification was granted to fire resistant electric cables (1974), fire-resistant mine duct material (1976) and fire-resistant hydraulic fluids (1978).Until recently, the testing procedures were copied from either the U.S. or the U.K. However, since the founding of the new Canadian Standards Association (CSA) Steering Committee for Electrical/Mechanical Mine Safety in 1981, these requirements have come under the close scrutiny of new CSA technical committees who will attempt to adopt or change the existing procedures to meet Canadian needs. This paper outlines the existing test requirements and attempts to predict how they will appear after ""Canadianization"" by the CSA committees.IntroductionFires in underground mines have always been considered more serious than in other locations because of the confined space and limited atmosphere. A fire can make escape difficult or impossible if it is blocking all of the routes to the surface. Also, the products of combustion from an underground fire can asphyxiate anyone not having self-contained breathing apparatus.In an underground coal mine, the consequences of a fire can be even more serious because of the presence of methane and coal dust in the atmosphere (which can explode) and because the coal itself is combustible.For these reasons, the inspection authorities having jurisdiction over underground mine s in Canada are quite concerned about the flammability of any materials that are used in quantity in the underground environmentAs early as 1957, the Canadian Explosive Atmospheres Laboratory (CEAL) was asked to certify conveyor belting as fire-resistant. This is because many miles of this material are used in underground mines in Canada and, as it generally travels through the mine, it is a perfect vehicle for spreading a fire."

NIOCALITE is a new mineral species which has been identified in rock from the Oka district, Quebec. It occurs as prismatic crystals up to l 0 mm. in length and I mm. in width, in coarse, white, crystalline calcite with associated apatite, diopside, biotite, pyrochlore, and niobian perovskite. The crystals of niocalite are light yellow in col-our and have a vitreous lustre. The optical properties of niocalite (I) are as follows: Biaxial negative -2V = 56° a = 1.700, [ ] = 1.730 Birefringence y -a = 0.030 Optic orientation: X = b, Z/\c 12°, Y , /\a = 32° The specific gravity is 3.32 and the hardness is approximately 6 (Mohs scale). A detailed analysis performed on 2.4 gm. of hand-picked material reveals that niocalite is essentially a calcium niobium silicate. Table I gives the result of the analysis. Crystals of niocalite, apparently suitable for X-ray diffraction work, were selected, and single crystal photographs were obtained using both Weissenberg and Precession cameras. Initial difficulties were encountered in interpreting these films, and in correlating the crystal data with the optical data. The in-consistencies were explained by the fact that every grain examined was twinned to some extent.

"Responding to requests by the Canadian mining industry and the mine regulatory authorities, the Canada Centre for Mineral and Energy Technology (CANMET) undertook a major research project on evaluation of wire rope testing in 1986. The objectives were to document, analyze, and clarify - in basic operational terms the reasons for ongoing mine shaft wire rope failures that occur despite mandatory non-destructive testing (NDT) with electromagnetic (EM) instruments on a routine basis.The project's investigative scope and depth was unprecedented. It could not have been successfully completed without the wholehearted cooperation of industry, research organizations, and mine-inspectorates at both national and international levels.The project's goals were attained. II was shown that, at present, the problem areas in Canada are oj a human , rather than of a hardware-related nature. Consequently, the principal recommendations are concerned with a more widespread, more uniform and thorough operator training and certification process at industrial and regulatory levels. Secondary suggestions concern areas of hardware-related improvements.In this paper an up-to-date general overview is given of the major project results. "Highly variable and higher than forecast lead miff feed grades were problems experienced at the Polaris Concentrator. Limited flotation capacity and poor operating flexibility prevented the plant operators from overcoming these difficulties, and resulted in grades and recoveries which were lower than necessary.Two column cells were integrated into the lead circuit in an effort to give the operators the tools they required to achieve the best grades and recoveries possible, regardless of the miff feed grade. Installation of the column cells increased lead concentrate grade from 76% to 79.3% Pb, and increased lead recovery from 9/% to 91.3% Pb.This paper reviews the design, development and operation of column flotation cells in the lead circuit at the Polaris Mine.IntroductionThe Polaris Concentrator was constructed in 1980 on a barge in Trois Rivieres, Quebec, and towed to its pre sent location on Little Cornwallis Island, Northwest Territories, about 1450 km from the North Pole. The plant presently treat s about 2800 mtpd of new feed with average feed grades of 3010 Pb, 13% Zn and 5% Fe. Current production averages 36 000 tonnes of lead concentrate and 220 000 tonnes of zinc concentrate annually.The barge design and min e location dictated that the concentrator .be compact with very little unused floor space. As a result, flexibility was limited in terms of expanding the plant.Mill feed grades were highly variable and above forecast and the lead flotation circuit was found to be under capacity. This caused continued overloads in the lead cleaning circuit, resulting in low concentrate grades and recoveries. It was evident that an increase in lead flotation capacity and flexibility was necessary. The existing floor space did not allow for the installation of additional conventional flotation cells, but one alternative was the installation of column cells."

At some magical point, there is presumably some balance to be struck between legislation which is equitable and unambiguous on the one hand, and at the same time is efficiently complied with and administered. It is becoming increasingly clear that the legislation is not in balance, and that there is a pressing need for some simplification of the income tax rules and regulations especially in areas of critical importance to the resource industries-even though such simplification will likely involve some sacrifice of equity and certainty.Introduction""I would wish that ... the superfluous and tedious statutes were brought into one sum together, and made more plain and short, to the intent that men might better understand them."" Edward VI, King of England 1547-1553.Regal decree notwithstanding, the legislation of most developed nations continues to become more complex, lengthy, and confusing than ever before. Canada's income tax system cannot escape the accusatory finger pointing at examples of this serious problem which plagues all of us today.Although many areas of our tax law could easily warrant some degree of simplification, for those who are involved with this country's resource sector, that horrendous, almost unreadable, part of our tax legislation which deals with resource taxation must be regarded s a prime candidate for simplification. In recent decades, but particularly in the past ten years since tax reform in 1972, budget after budget, both federal and provincial, have amended, massaged, modified, and manipulated the resource tax rules to the point where not only are taxpayers totally lost in their attempts to make some sense of the entanglement of rules, but also the draftsmen themselves acknowledge that the outer limits of complexity are being reached, and that the whole set of rules is on the verge of grinding to a groaning halt under its own weight of nonsense and frustration."

The coal mining industry is no exception. Technological problems facing the coal mining industry are basically economic and social. Economic problems are those concerned with the long-term growth and profitability and social problems, with the health and safety of the mine worker and the impact of the mining operation on the environment.Technological innovation can be a key factor in meeting these problems successfully. The general belief is that the information base for technological innovation exists within mining companies and governmental agencies but current industrial and governmental strategies and structures impede the transformation of this knowledge into the mining products and processes required for growth.The purpose of this paper is to determine where Canada is in terms of coal mining on the innovative ladder.
