Six active Kermadec arc submarine volcanoes located between 34°S and 36°30’S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the R/V Ka’imikai-o-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits, and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, including metal-rich plumes and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial polymetallic sulfide deposition. Hydrothermal venting at a water depth of approximately 1,650 meters near the base of the northwest caldera wall of Brothers volcano has produced a field of chimneys, some of them seven metres high and discharging black smoker venting. Temperatures up to 300°C were measured from the active vents. Clark volcano has a double cone summit at a water depth of 875 meters. The shallowest cone has a near-summit hydrothermal vent field with five-meter tall venting chimneys with smaller structures around the periphery.

There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

"A deposit of phosphate nodules is on the Chatham Rise approximately 450 kilometres to the east of Christchurch in the South Island of New Zealand. The deposit contains sufficient rock phosphate to supply New Zealand’s phosphate fertilizer needs for at least 20 years. It was first investigated commercially 50 years ago by Global Marine, followed by JBL Minerals in the early 1970’s. NZ and German government research and industry groups then took it up again, with major field programs in 1978 and in the early 1980s.Due to difficult global and local economic conditions the project ground to a halt in 2004.The project was resurrected in 2007 when Chatham Rock Phosphate applied for a prospecting licence. This was granted in 2010 and a successful subsequent mining permit approval followed in 2013. The initial application for the separately required environmental permit was declined in February 2015.A lot has changed then and the significance of this will be the subject of the presentation. Chatham Rock Phosphate is confident that an environmental permit will be successfully granted next time."

There are two environmental issues which have only recently begun to need planning in detail for marine mining. One is the environmental consequences of mine closure; the other is environmental terrorism. In principle it is not difficult to predict the pattern and rate of biodiversity recovery after mine closure on metalliferous depositional seabeds. 1-5 years to a self-sustaining community of organisms is a generalized guideline, depending on depth and particulate composition. The rate and pattern of biodiversity recovery on some metalliferous hard-rock habitats is far less predictable due to the patchiness and rareness of the habitat. Ecoterrorism at mines, whether on-land or marine, is now to be expected. A good example of resource industry ecoterrorism is the fire-bombing of logging and cement trucks in Oregon in 2001. But there have also been bombs at mine sites, as at Asbestos, Quebec. It is also possible to regard some resource-loss lawsuits as frivolous, hence forms of ecoharassment. Marine mining operations should take note of the development of environmental terrorism (and terrorism in general) and its various manifestations and impacts. Potentially these range from minor work stoppage inconveniences, to serious financial risk jeopardizing the economics of a mine, to jail for company executives, managers and environmental staff, and to harassment and killing of mine personnel.

"INTRODUCTIONFerromanganese (Fe-Mn) crusts are a kind of marine chemical sediment composed of Fe and Mn oxy-hydroxides as well as small amounts of clastic sediments, which are ubiquitously found on the surface of slopes of seamounts and oceanic plateaus at depths from 900 to 5500 meters below sea level (mbsl). Fe-Mn crusts contain extremely high concentrations of useful minor metals such as Co, Ni, Te, REEs, and thus are expected as submarine mineral resources. Also, Fe-Mn crusts record the change of chemical compositions of seawater during last several tens million years, which allow us to obtain clues to clarify the paleoenvironmental conditions at the time of its deposition. However, occurrence, chemical compositions, microbial community and growth patterns of ferromanganese crusts are yet fully understood. Hence, a comprehensive study on the genesis of ferromanganese crusts, such as growth rates and enrichment processes of elements, is required to better understand their resource potential as well as their applications to paleoceanographic study.Based on the resource potential of ferro-manganese crust, the project entitled “Next- Generation Technology for Ocean Resources Exploration” was launched as one of the governmental projects to develop the exploration technology based on the scientific research on the submarine resources such as hydrothermal deposits (e.g., a poster by Kawada et al.), ferro-manganese crusts. We have made several research cruise to seamounts in the north-western Pacific such as Takuyo-Daigo and Takuyo-Daisan seamounts (Fig. 1) ."

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

A regional assessment of the aggregate potential of the Scotian Shelf is presently being funded through a Canada-Nova Scotia Cooperation Agreement on Mineral Development. This assessment includes testing of seabed materials for their suitability in a variety of concrete, asphalt and other specialized applications. The glacial and postglacial Holocene history of the Scotian Shelf has been favourable for the formation of large deposits of sand and gravel that have potential for use as marine aggregate resources. Large banks and inner shelf areas of the seabed consist of basal transgressive sand and gravel of the Sable Island Sand and Gravel Formation. These sediments accumulated during the late Wisconsinan postglacial transgression, through sorting of glacial materials that were originally deposited beneath marine terminating glaciers. Some sandy deposits occur as low-stand deltas on the inner shelf at 70 m water depth and were formed during the maxi- mum low sea level stand, in early postglacial time, at approximately 12 000 yBP. Modern sediment transport processes have contributed to the formation of areas of large sand bedforms, such as the Cape Split sand wave field and other isolated sand waves of the inner Bay of Fundy, and Eastern Shoal on Banquereau. Sandy sediments, found in many transverse channels in the nearshore, offer a potential for placer gold where proximal to adjacent onshore epithermal gold deposits. Lithothamnion covered gravel occurs as a thin lag overlying glacial sediments in much of the nearshore. Relict gravel beach ridges have been eroded and redistributed through sub-littoral processes after passage of the transgressing beach front. Multibeam bathymetry, sidescan sonograms and high-resolution seismic reflection profiles are the main survey tools. Ground truth consists of large volume seabed samples, vibrocores and photographs. A preliminary assessment of the aggregate potential indicates that very large volumes of suitable aggregate lie in the offshore of southeast Canada.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. Shallow-water formation of marine ferromanganese nodules as well as their deep-water analogues is found throughout the global ocean. The Baltic Sea is a key province for the shallow-water type of marine minerals. The following main distribution areas of Fe-Mn nodules have so far been discovered in the Baltic Sea: the Gulf of Bothnia, the Gulf of Riga, Central Baltic area (Gdansk- Klaipeda) and the Gulf of Finland. The last area (Gulf of Finland/Finnish Bay) is the best studied from all aspects including geological prospecting and environmental assessment.

Introduction Marine Autonomous Systems are making rapid progress from their early years as research tools for university departments & government institutes into having a growing number of real-world applications for industry, academia, statutory inspection, data acquisition and defence. Deep sea mining offers a distinct set of challenges that are very well suited to autonomous underwater vehicles (AUVs) and to a lesser extent for autonomous surface vehicles. Deeper, smarter, more capable Global demand for rare earth metals and high-grade ore will inevitably lead to exploitation of deep ocean resources as terrestrial reserves become depleted or remain unavailable for political or environmental reasons. Winning production licenses from the international seabed authority and especially gaining public trust to undertake deep sea mining activities and licenses will depend upon high quality pre-exploitation scientific surveys of the sea floor ecosystem, and subsequent monitoring of the impact of mining activity and remediation work. The actual area covered by the seabed mining operation may be quite small in terms of square kilometres, but still larger than can be patrolled by tethered ‘eyeball’ class Remote Operated Vehicles, so multi-spectral inspection, assessment and monitoring will be more effective when carried out by untethered AUVs. By using seabed recharging stations and data upload points the AUV can stay in situ in the deep ocean, rather than be repeatedly brought back to the surface.

Analysis of the relationship between environmental parameters and the content of Mn, Ni, Co, Cu, Fe and Zn in ferromanganese crusts permits improved identification of locations to prospect for crusts with commercially valuable concentrations of these metals. In this study we asked whether a statistically significant relationship exists between primary productivity of the overlying surface waters, the concentration of O2 in and depth of the O2 minimum layer on the metal content of non-hydrothermal ferromanganese crusts in the Pacific Ocean between 130o W and 175o E and 0o to 30o S (the study area). To further develop the interpretation of the results of the statistical analysis and to assess in detail the geographical expression of these parameters in terms of metal content in crusts, a geostatistical technique (kriging) was used to generate contoured values for metal content, primary productivity and O2 concentration in and depth of the O2 minimum layer in the study area.

INTRODUCTION One of the major concerns for deep seabed mining is its environmental impact, from the disturbance of benthic communities due to the mining activity to the disposal of mine tailings back to the ocean. Yet a significant amount of waste materials would be produced from the on-deck processing on the mining platform, all the materials that produced on the mining platform are to be shipped to the land unless the related regulation and guidelines are developed by IMO and ISA (ISA, 2018). Still, ecotoxicology data for the deep seabed minerals from case studies in deep-sea tailings disposal (DSTD) and submarine tailings disposal (STD) sites are lacking and all other related aspects are also largely unknown. This year, the Republic of Korea has started a research project for the more comprehensive understanding of chemical and physical properties of mine tailings from the on-deck processing and the possible environmental impacts on the marine organisms after its disposal. Based on the scientific data collected from this project, Korea would be able to make recommendations for the methods and technical standards for the deep seabed mining discharges. The subjects of this project are threefold: to understand the physical/chemical properties of the tailings, to model the dispersion of particulates after the disposal, and to assess its impact on the marine ecology. Laboratory Experiments Producing Mine Tailings First, the possible waste materials are produced by mimicking the collecting and dressing processes at sea. The polymetallic nodules (PN) would be mined by using a collector lifting the crushed nodules out of the bottom sediment, and the bottom water, accompanying sediment, and the fine nodule particles which are too small to be recovered would be discharged to the ocean and thus are considered as tailings (Schriever and Thiel, 2013). In the laboratory, PN is crushed into the fragments smaller than 2 cm, abraded in the water using the rock mill, and then sieved to obtain the fine particles to be disposed.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

INTRODUCTION High tellurium contents in the ancient volcanogenic massive sulfides (VMS) and modern seafloor massive sulfides (SMS) have been reported by V.Maslennikov (Maslennikov et al., 2013). However findings of tellurium minerals in SMS are rather rare. The only reported coloradoite and bi-melonite, have been found in massive sulfides from Rainbow hydrothermal field (Fouquet, 2010). Here we present data about Te - minerals in sulfide chimneys of different ages (up to 84.7 kyr - Cherkashov et al., 2010 ) from Semyenov-2 hydrothermal field. The obtained results The Semyenov hydrothermal cluster was discovered and studied in the course of cruises 30 and 32 of R/V Professor Logachev (2007 and 2009) at 13º31´ N, MAR. This area is associated with an oceanic core complex and associated with serpentinized gabbro- peridotites and basalts. Plagiogranites and tonalites have been dredged on seafloor in the Semyenov cluster area (Cherkashov et al., 2013; Pertsev et al., 2012). In total, 25 sulfides samples have been studied. The major and minor mineralogical phases were identified using reflected light microscope. Major element compositions of ore- forming minerals were analyzed on a Hitachi S3400N scanning electron microscope at the Geomodel Center, St. Petersburg State University (St. Petersburg, Russia) with an AzTec Energy 350 (EDX) detector and an INCA 500 (WDX) detector.

Until now, more than 200 sites of sea-floor hydrothermal activities are known on the midocean ridge but few of them are documented on South Mid-Atlantic Ridge (SMAR). This on some extent restricts our directly understanding of the hydrothermal mechanism on SMAR. In 2011, During the Cruise 22 of R/V Dayangyihao, a masive sulfide field was discovered in the center part of the first-order ridge segment that bounded between Cardno Fracture Zone and Saint Helena Fracture Zone, near 15.16°S/13.35°W, which give us an opportunity to recognize the mechanism of hydrothermal systems on SMAR directly. This newly discovered hydrothermal field, which informally called SMAR 15°S, is situated in a SE-NW offset depression of an axial neovolcanic ridge, with water depth of about 2793m. In the water column around this field, strong turbidity and temperature anomalies were detected. Ten meters high venting chimneys, hydrothermal mounds as well as a large amount of hydrothermal vent shrimps were also observed and recorded by ROV and Deep tow camera on the ocean floor. The samples we collected from this field include sulfide chimney fragments, massive sulfides and basaltic rocks. In this study, we are focusing on the mineralogy and sulfur isotope geochemistry of sulfide samples for preliminarily uncovering the geological characteristics and hydrothermal processes of this hydrothermal field.

KIGAM (Korea Institute of Geoscience and Mineral Resources) has been doing various kinds of research works in marine minerals and energy resources exploration and utilization since early 1990s in Korea. In the presentation, the authors will introduce the recent research and development activities mainly focusing on the rare earth metals of the Pacific deep seabed Mn-nodules and gas hydrates which occur from Korean deep waters. KIGAM has been participating in the polymetallic manganese nodule exploration, mining and metal-extraction project, which is modulated by KIOST (Korea Institute of Ocean Sciences and Technology, formerly KORDI). Now KIGAM puts more focus on extracting precious and rare earth metals from the Mn-nodule as well as underlying sediments. The rare earth elements (REE) from seabed mineral deposits also draw attention to those countries including Korea which are lack in natural resources. KIGAM is doing several kinds of leaching experiments using various kinds of reagents under the different experimental parameters. Extraction of rare earth metals from deep sea nodule using H2SO4 and HCl solution showed good leaching effect. As the gas hydrates are to be evaluated as a new future energy resource globally, Korean government has initiated national R/D program covering fundamental exploration survey for resources assessment in Korean deep waters and production technology development. The interaction between nodule harvester and eupelagic sediment on the seabed is definitely one of the key aspects of mining technology for polymetallic nodules which is to be studied in details. Physical properties of sediments play major role for evaluation of protection and preservation of marine environment while strength properties of sediments will come in useful for future mining operations. Cone penetration test (CPT) used for testing in situ is one of methods for investigation strength properties of sediments. The testing apparatus for CPT consists of an instrumented cone having a tip facing down and it is mounted on special underwater equipment (rus. UGI-1). UGI-1 can determine subsurface strength down to the depth interval 0 ? 1.10 m. Special IOM geotechnical cruise was accomplished in 1989 on board R/V Academic A. Karpinski within the extra test area of about 1000 km2. Thanks to UGI-1 the IOM database recorded unique strength sediment data (cone penetration resistance) from 279 seabed points of sounding at profiles 125.6 km long. Up to 35 strength data from depth interval 0-1.1m (every 3cm) were obtained from any particular testing point. As a result 279 strength charts could be plotted (two examples in Figure 1). The cone penetration resistance values can be correlated to shear strength parameters.

From July 29 to September 15, 2004, the 178th cruise of the R/V Sonne took place under the KOMEX program in the Sea of Okhotsk. One of the cruise objectives was to dredge two different kinds of seamounts: 1 ? underwater volcanoes from the north slope of the Kurile Basin; 2 ? a seamount formed by tectonic (non volcanic) processes from the Kashevarov Trough. The underwater volcanoes are young edifices (0.84 ± 06 Ma, Baranov et al., 2002) with heights ranging from 150 to 300 m. Tops of the volcanoes are located at depth of 1260 to 2340 meters. The volcanic edifices are formed by olivine-clinopyroxene-plagioclase basalts. Dredge samples are covered by Fe-Mn crusts up to 40 mm thick. The seamount from the Kashevarov Trough is a tilted block. The height of the seamount is about 400 m and its top is located at a depth of 960 meters. Biotite hornfels, conglomerates, granodiorites, dropstones, and Fe-Mn crusts were recovered there. The thicknesses of crusts are up to 150 mm. Fe-Mn crusts from the underwater volcanoes differ from Fe-Mn crusts from the Kasevarov Trough seamount in morphology as well as in mineralogical and chemical compositions. A shipboard research system capable of operating in waters of up to 2,000 meters has been designed and implemented by the Hawai'i Undersea Research Laboratory (HURL) of the University of Hawai'i. It uses a remotely-operated ocean bottom survey camera system, an ROV, the Pisces V submersible, and a submersible emergency recovery system, all aboard the 222- foot R/V Ka'imikai-o-Kanaloa. All systems are operated from the stern of Ka'imikai with a mounted Caley telearm and articulated A-frame system. The system was designed for multipurpose use of the ship for launch and recovery of the Pisces V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan or photo and video system operated at 10 meters above the ocean floor. The 1.14-inch diameter cable is also used to operate an ROV system. The garage/ROV system can also act as a submersible rescue system with a submersible lift capability. The ship is equipped with a SeaBeam and shallow penetration sediment profiling systems. This integrated system approach to deep ocean floor research will make it possible for HURL to carry out research pro- grams on seamount ocean resources and ocean chemistry and climate in Hawai'i and the equatorial Pacific.
