Longwall mining has gained the reputation as being the safest extraction method in underground coal mines. However, one of the most difficult tasks associated with longwall mining is moving the face once a panel is completed. Based on Mine Safety and Health Administration (MSHA) fatality reports since 1996, longwall face recovery operations have claimed the lives of 5 U.S. miners and have resulted in numerous injuries. Recovery operations can be hazardous because they involve moving large pieces of equipment in very confined spaces. They are also conducted in highly stressed ground conditions due to front abutment loads generated by panel extraction. Shield removal is the most hazardous operation during face recovery because miners are constantly exposed to the unpredictable gob edge. To protect the miners, one or more walking shields, cribbing and/or other supplemental roof and standing supports are typically employed as breaker line supports as each shield is removed. At the Harris No. 1 Mine in southern WV, mobile roof supports (MRS’s) have been used in lieu of traditional walking shields on 17 face moves since 1997. MRS’s are shield-like support units mounted on crawler tracks and are commonly used during room-and-pillar retreat mining operations. For longwall recovery, the two biggest advantages that MRS’s have over traditional walking shields are that they are remotely controlled and are highly maneuverable. MRS’s have contributed to safer shield recovery and shorter move times at the Harris No. 1 Mine. This paper will address both the safety and the operational issues associated with MRS usage during shield recovery. It will also discuss new developments, including the use of the inherently safer battery powered MRS’s, which have been recently certified by the Mine Safety and Health Administration.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Coal mine roof shales fracture preferentially at slickensided surfaces because of weak or nonexistent adhesion between two slickensided rock surfaces. The purpose of this Bureau of Mines research was to characterize chemically the thin film of smooth, glossy material that makes up the slickenside. This material was analyzed by electron spectroscopy and ion scattering spectrometry while in place on the rock surface and by standard methods of quantitative chemical analysis on concentrate removed from the rock. These analyses showed that the chemistry and mineralogy of the slickensides are similar to that of the adjacent shale.

"Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. It appears that this new method Las many advantages over the others, and this paper presents a critical Study of its value."

As part of a general program for investigating all phases of titanium production, argon was substituted for helium in the reduction step at the Bureau of Mines pilot plant, which employed a modification of the Kroll, or magnesium-reduction, process. Argon was substituted for helium in 108 of the 140 batches of sponge made during 1 month's reduction operations for July 1954. Argon was substituted for helium satisfactorily, with only slight modifications in technique. Metal quality, feed rate of TiC14, magnesium efficiency, and average production per batch were closely comparable with either gas. Argon runs were slightly more troublesome because of the formation of condensable chloride complexes, which tended to plug feed and vent lines and to entrap deposits of lower titanium chlorides on the reactor-pot lids. These lower chlorides were objection-able because they were pyrophoric and created obnoxious fumes when pots were opened. When feed and vent lines became plugged care was required in poking or unplugging these lines to prevent air from entering the reactor. These problems were relatively minor, and continued development of reactors and techniques for the use of argon should further minimize objectionable side reactions obtained when argon is used.

A review of the practices of analyzing for precious metals at the Reno Research Center, U.S. Bureau of mines, is presented. A general description of fire assaying, the physical layout of a fire assay laboratory, and the use of fire assaying in combination with atomic absorption, induction coupled plasma, and emission spectroscopy is reviewed. The combination of techniques significantly decreases the detection limits for precious metal analyses and simplifies the analysis of the platinum-group metals. Methods of protecting personnel from ingestion of lead are also discussed.

Graphite is an essential war mineral and for that reason has received much attention from the standpoint of national defense. During the World War the situation with respect to graphite supplies, though it never became acute, caused considerable concern. Even in peace time, however, graphite has aroused more interest than the actual size of the industry seems to warrant. Despite this wide interest the facts of the industry do not seem to be generally known. Often there has been an almost total disregard of the essential' economic and technical problems involved. Long ago Bastin3 made the following statement; in a Government' report: "To-day there are more abandoned mines and mills in the United States than the number in operation * * *. In the number of times' some of these properties have changed hands in the course of a few years, there is a record of misrepresentation and disappointment that can hardly be equaled in any other branch of mining; and many properties have been notoriously associated with stock manipulation of doubtful character." According to one authority fully 600 graphite mines have failed in the United States, and the record shows that of all these properties scarcely a score have ever succeeded in operating for as much as a year or two. More than 40 mines have been worked at various times in the State of New York alone and at least that many in Alabama. Throughout the country, in fact, there are scarcely a dozen States in which efforts have not been made at some time to exploit graphite deposits. At the present time the list of mines that can be classed as at all active is reduced to less than ten. Failures inevitably occur in all lands of mining, but the disheartening feature of the record of graphite mining in this country is that so few ventures have even paid back the money put into them and. that none has been a conspicuous success.

Between 1986 and 1992, there were268 deaths and 54,642 severe injuries to workers in underground U. S. mining operations. Clearly, this level of health and safety risk is not acceptable. While most underground coal mining jobs are dangerous, some are much more dangerous than others. Many jobs in an underground coal mine are clustered around the working face—the place where machinery digs coal from the surrounding rock. The hazards in this area are numerous: When the coal is removed, the ground around it becomes unstable and can cave in on the workers. The mining machines used there are large, heavy, powerful, and move in many different directions in a very confined space, presenting danger to workers. Also, the machines churn up coal dust that causes black lung and other ailments. Figure1 shows a modern radio remote controlled continuous mining machine and its operator. In a typical mine, the jobs with the greatest exposure to hazards involve operation of machinery that cuts tunnel-like passages into the coal (the continuous mining machine) and machines that insert supportive steel bolts into the rock above the work area (roof bolting machines). The workers who endure these hazards are at almost twice the risk of death or disabling injury than co-workers in other safer areas of the mine. Of the statistics quoted above, 106 of the 268 deaths and 21,552 of the 54,642 severe injuries occurred in jobs involving equipment at the working face. The operators of roof bolting and continuous mining machines account for only 21% of the work force but suffered 40% of the deaths and 39% of the lost-time injuries during1986-1992. These death and injury rates are almost twice the rate for workers in other underground mining jobs (see figure 2). The estimated total cost of the 106 fatalities and21,552 lost-time injuries was $327 million from 1986-1992. On average, each fatality cost over $1 million and each lost-time injury costs in excess of $9,000.

[Certain chapters of the tentative document entitled, "Test Requirements for instruments & Apparatus to be Considered for MESA Intrinsically Safe Certification" are evaluated and supporting data are presented on certain key issues with the purpose of helping the regulatory agency in improving the above document. The subjects discussed in detail are: hot wire ignition with W and BeCu wires; the most sensitive methane-air :and propane air ratio; the ignition limits for inductive-resistive circuits in 8.3°; methane-air mixtures in the 24-OV, 100 mH-2 [ ]H range, the resistive ignition limit as a special case when L ? 0; the capacitive-resistive ignition limit representing a four ,dimensional problem is analyzed and discussed in general and the variation of the ignition limit using Vo and/or r2 as a parameter are determined experimentally. The ignition limit is also determined for the [r1 ,~ r2] = 0 case ("capacitor alone") and for the most dangerous capacitive resistive circuit combination. The ignition limits are below the limits proposed in the document. A survey of the different factors influencing the ignition is made as to their suitability to provide a constant safety factor. It is shown that a constant safety factor cannot be achieved. The best method for applying a safety factor appears to be the increase of initial pressure or use of other gas mixture. The revision of the safety factor concept and ignition limit curves is recommended.]

Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.

This Bureau of Mines report describes the fieldwork and subsequent analysis to determine physical properties, stress distribution, and several aspects of rock behavior as a necessary evaluation for a typical mine opening. All work was done at a test site on the 3300 level, Crescent mine, Coeur d'Alene mining district, Idaho. Free field stress beyond the influence of the opening was also determined. Conventional overcore technique with the three-component borehole deformation gage developed by the Bureau of Mines was used in three drill holes. Three field verification tests were performed using a gage newly developed by the Spokane Mining Research Center in an approach herein termed "initial deformation method." Use of this method validated that aspect of overcore theory which predicts that similar deformation effect occurs in the wall rock around the perimeter of an opening in rock under stress. Also described are all drilling procedures and performances. Physical property determinations were made on rock samples obtained from the three overcore drill holes. Twelve physical properties with a total of [532] values were obtained at various drill hole orientations and depths. Exhaustive statistical tests were utilized in the analysis of these physical properties. Further elaborated are statistical inferences based on these analyses. Extensive analysis and interpretation of Crescent mine geology are also described.

Volume II The purpose of this study is to explain reasons for the productivity differences in mining crews. The literature on group productivity is examined. Then a new approach to estimating productivity differences is proposed and estimated across seven different mines. The results indicate a fairly robust model in terms of explanatory power. Recommendations on how the model can be used as a managerial tool are presented.

An economic and technical evaluation of a proposed process to recover alumina by leaching calcined kaolinitic clay with sulfurous acid is presented in this Bureau of Mines report. After the insoluble portion of the clay has been removed by leaching, monobasic aluminum sulfite is precipitated from the pregnant leach solution by partial hydrothermal decomposition. Further heating completes the decomposition to an impure alumina hydrate. This intermediate is purified in a modified Bayer process, which includes dissolving the alumina hydrate in a caustic solution at high temperature and pressure, then decreasing the temperature and pressure to precipitate alumina trihydrate. Calcining the trihydrate produces the alumina product. A cost estimate was prepared for a plant producing 1,000 tons of alumina per day, 350 d/yr. The estimated operating cost is approximately $475 per ton of alumina. This is substantially higher than a comparable estimated operating cost for the Bayer process of $250 per ton of alumina. The proposed process does not appear economically attractive, even as a method to modify a current Bayer processing plant to use a kaolinitic clay feed. High capital costs and high energy requirements make the process prohibitively expensive.

Research personnel from the Bureau of Mines, a representative of the Mine Safety and Health Administration, and research contractors for the Bureau of Mines met with other Government and industry representatives at three seminar locations in December 1980 to discuss the findings and products of Bureau research on mine safety training. The research program is aimed at providing assistance to the mining community in its efforts to reduce industrial-type, human-error accidents through research establishing performance based methods and media for employee training. Research emphasis is directed toward development of baseline materials and instructional models; development of methods for structuring and evaluating health and safety, supervisory, and occupational training; and the continued investigation and application of current learning and simulation technology that could significantly enhance the effectiveness of training opportunities.

Manufacture of lime is one of the oldest industries. Plants are distributed widely and furnish an essential raw material for numerous commodities. Use of lime in hundreds of manufacturing and chemical processes, by the building trades, and in agriculture has created a demand for large production and has necessitated exhaustive research on methods of manufacture and uses. The bibliography of publications on lime is extensive; but, for the most part, each publication has dealt with individual operations. The purpose of this paper is to present a general picture of the industry as a whole. The abundant literature has been abstracted and quoted freely, and the National Lime Association has furnished valuable data for certain sections. Publications containing more-detailed information on the various branches of the industry are referred to in the footnotes and bibliography.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

Inadequate engineering design criteria for coal refuse embankments has allowed hazardous impoundment structures in coal mining areas to be created. A necessary first step to develop adequate design criteria is the determina¬tion of basic, respresentative physical property data on the materials that constitute typical refuse embankments. An extensive field and laboratory program was undertaken by the Federal Bureau of Mines. Much physical property data was generated. Additonal petrographic analysis and large scale triaxial compression testing was performed by others. The data presented here should aid in establishing design parameters for coal refuse embankments

"IntroductionThe combined library facilities of the five universities in the Generic Technology Center for Respirable Dust, The Pennsylvania State University, West Virginia University, University of Minnesota, Massachusetts Institute of Technology, and Michigan Technological University, represent one of the most extensive and comprehensive collections of information on respirable dust research which is available in the United States. The Center encompasses two major medical schools, the Milton S. Hershey Medical Center at The Pennsylvania State University and .West Virginia University Hospital at West Virginia University, and includes national and international experts from such diverse disciplines as geology, geomechanics, mining engineering, mineral processing, electrical engineering, industrial engineering, mechanical engineering, material science, physics and several areas of medicine. In order to maximize achievements in research and facilitate early results application in the private industry, university, government and public sectors, a geographically dispersed Reference Center on Respirable Dust has been established at each of the affiliated universities. This network serves to encourage unity between the universities in the Center and coordination and communication with other entities who benefit from their research.Description of the Reference CenterIn this light, the goal of the Reference Center network is to identify at what location Information is available and to provide a means for others to access this information. It is especially necessary to have both ease of input and maximum retrieval capabilities available to all the research personnel in the Reference Center. At the same time, the service provided to the inquiring public must be complete and cost-effective. The Center's approach to realizing this goal incorporates advances in computerized and electronic searching of individual library holdings and the networking of major library and commercial search systems.The Reference Center uses the following means to achieve this goal. At each participating university, a hard copy collection ls maintained of the current respirable dust research in progress by that institution's personnel. Also, available. at each university ls a review of their past and present research on respirable dust. At each participating university a hard copy collection of annual status reports and of all publications produced by Center personnel for symposiums, national and international conferences ls maintained. A key word computer search capability ls available to participating universities. This computer search, by title, author and location, allows researchers to determine at which facility information is available, thus avoiding the tremendous expense and effort of housing all the information on respirable dust research under one roof. Refuge Chamber Expectations Training was created by a multidisciplinary team at the National Institute for Occupational Safety and Health (NIOSH) to inform miners of what to expect psychologically and physically if it became necessary to use a refuge chamber in a mine emergency. The presentation can be used either for one large group or for individual miners. The training is a multimedia Adobe Flash presentation containing pictures, audio, video, and interviews with miners who have used a refuge chamber in an emergency. It must be run on a computer with Adobe Flash Player installed (refer to the computer system requirements section).
