The industrial minerals industry in the Atlanta, Ga., area was studied in order to better understand problems associated with exploiting mineral resources in and near metropolitan areas. A method for delineating the Atlanta urban area and its component parts was developed so that the factors affecting the location of the minerals industry could be viewed mere objectively in the urban context. Major attention is focused on the area's dominant crushed stone subindustry Demographic and socioeconomic analysis of the Atlanta, Ga., area shows that expansion of the metropolis and its environs will probably eliminate potential mineral resources from the mineral resource base in the area, and that the expanding metropolis will be the primary determinant of future mining sites. Competition for land is accentuated to varying degrees by the incompatibility of wining operations with residential and other environmental requirements. Areas of consideration are suggested to provide maximum development of land and resources for greatest economic benefits it minimum social cost. Further research is recommended to determine market locations in urban areas, optimum operating levels for industrial minerals plants, and alternatives to surface mining.

This circular is part 5 of the third paper (entitled "Excavation") of a series summarizing the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes; part 2, power scrapers, slackline cable-way excavators, and hydraulic monitors; part 3, hydraulic, clamshell, ladder, and dipper dredges; and part 4, haulage systems in general, with particular reference to locomotive and car, hoist and car, and remote-control systems. This circular discusses the use of motor trucks, conveyor belts, pumps end pipe lines, barges and towboats, and aerial trams. MOTOR-TRUCK HAULAGE During recent years motor trucks have gained considerable ground as a successful competitor of locomotive haulage for quarries and gravel pits. Often where trucks have displaced locomotives and cars the operators readily admit an increase in both labor and total haulage operating costs but point to some other advantage as offsetting the extra expense. In other instances haulage costs have beep reduced by the use of trucks. In still others operators, having replaced locomotive haul with trucks, have again returned to the earlier method. Obviously gasoline-driven motor trucks cannot successfully compete with other types of haulage under all conditions. The apparent' growth in the number of advocates of truck haulage, however, indicates that it has passed the experimental stage and become a permanent competitor to other tyres.

Under an approved remining program, mine operators can remine abandoned coal mines without assuming legal responsibility for treatment of the previously degraded water, as long as the discharging waters are not further degraded and other regulatory requirements are satisfied. A U.S. Bureau of Mines review of 105 remining permits in Pennsylvania indicates that remining results in substantial reclamation of abandoned mine lands, utilization of significant quantities of coal, and reduction of contaminant loads (acidity and iron) from degraded mine drainage discharges. Normality tests performed on the water quality and flow data indicate generally nonnormal distributions and extreme right-skewness, tending toward lower values. The water quality of underground coal mines was observed to be more highly degraded in terms of acidity, iron, and sulfate than that of surface coal mines. The optimum baseline sampling scenario is 12 months in duration at a frequency of one sample per month. Analysis of water quality and flow rates before and after remining indicates that a majority of the mines exhibited either no change or a significant decrease in pollution rate because of remining. The discharge flow rate was the dominant controlling factor when the post-remining contaminant load was significantly better or worse than the baseline (pre-remining) load.

This report describes a field survey and laboratory investigation into the causes of failure of resiliently clad screen decks applied to coal preparation plants. Blinding of screen deck perforations and delamination of the resilient cladding are studied and mechanisms responsible for these failure modes are hypothesized. A laboratory test program to simulate the mechanisms was begun and abandoned when it became apparent that meaningful test results would require a substantially redirected effort. No meaningful test data was obtained from the laboratory simulation.

This report identifies all the possible activities, variables and factors that contribute to the surface subsidence process over room and pillar workings. These factors are responsible for mine instability and collapse that ultimately transforms into surface subsidence. Such a failure mechanism is initiated by the failure of the mine floor bed and or the failure of the pillars or the failure of the roof after second mining, which eventually brings down the roof. The individual responses of the pillar, floor and roof rocks to the mining induced stresses and the complex interaction between these components can't be attributable to any single factor. Also, no attempt has been made to quantify the significance of each of these factors and relate to the ground subsidence due to the lack of field data. This study by the Federal Bureau of Mines concerns different methods of face haulage used with various types of continuous-mining machines, mobile-loading machines, and track-mounted equipment under varying roof and bottom conditions and in coalbeds of varying thicknesses. This report is the ninth in a series on mechanical mining in bituminous coal mines. Reference to the reports previously published is made in appendix III, p. 106. Use of modern mining equipment in bituminous coal mines has resulted in increased productivity at the face. This especially is true where continuous-mining machines are used, and the supervision is good. Previous methods and equipment for moving coal from the face became inadequate and had to be improved to restore balance to the mining systems. Sometimes new equipment was needed to improve the face haulage, and in some instances, a new combination of existing equipment was used. Detailed studies of face haulage methods were made at 13 mines in Pennsylvania, West Virginia, Ohio, and Illinois to compare their effectiveness and to describe fully the conditions under which each method was used.

For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation. 1.2 SMELTER INFORMATION The smelters used in this study were identified by the Bureau of Mines (BOM) and are listed in Table 1.1. Also included in Table 1.1 are the electric utilities that serve these smelters. Compliance costs were estimated for these utilities. Some of the utilities are unique in the way that the information is handled or in the way the utility is operated; these are discussed below. 1.2.1 Big Rivers and Associated Co-ops, Data for Big Rivers and Associated Co-ops were gathered by George Mason University (GMU) students for BON and are included in this study.

This report assesses the economic, legal, institutional and technical factors that affect the current and future status of implementation of mine monitoring systems in the United States. It begins with a description of a poll of the Mining Production Research Committee and the Mine Monitoring and Communications Committee of Bituminous Coal Research that was conducted to establish industry monitoring needs and constraints. Existing systems in the United States and foreign countries are then reviewed and compared with the requirements set forth by the industry committees. At the same time, state and federal mining laws are reviewed, and equipment currently available from suppliers of mine monitoring systems and components is discussed. A framework for cost/benefit analysis is established and a series of case examples for various monitoring functions are presented. The total values of the market for mine monitoring systems in 1980 and 1990 are estimated on the basis of industry statistics and system cost estimates.

This report describes in detail three waterflooding projects and a pres-sure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

An emergency is defined as an unforeseen combination of circumstances that calls for immediate action. When applied to a coal mine, an emergency may call for prompt removal of the men to the surface through travelways other than the haulageway or intake airways, which are generally contaminated with irrespirable air as a result of an explosion or fire. Therefore, maintenance of adequate and travelable escapeways from all working areas of a mine is vitally important insurance against disaster. Several mine disasters could have been avoided if well-defined escape routes had been provided and made known to all mine employees. Such occurrences, unnecessary as they generally are, unfairly indict the industry when only a small segment thereof is involved. As a result of a rather recent disaster, which might not have happened if good escape routes had been provided, the Bureau of Mines decided to delve into the escape procedure to determine (1) what is being done in the industry and (2) what might be done at reasonable cost.

This report analyzes the successful low-pressure gas drive in the Keener sand of the Bonds Creek oilfield, Pleasants and Ritchie Counties, W. Va.) and predicts its future performance. Core analysis from two wells and electrical and radioactivity logs were used to evaluate the reservoir characteristics. Production records over a 37-year period indicate that over 240,000 barrels of oil have been produced from the Keener sand by low-pressure gas injection. Decline-curve analysis shows that 165,000 additional barrels should be recovered from 108 acres of productive sand by continuing this secondary-recovery method.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). This report summarizes the work performed under USBM Contract No. J0100038, "Demonstration of Noise Control Techniques for the Crushing and Screening of Nonmetallic Minerals." The objectives of the program were to: a. Identify the prevalent sources of crushing and screening noise in portable and stationary plants b. Design retrofit noise control treatments for those sources c. Field test control treatments under actual operating conditions. A census of the nonmetallic industry was performed to determine the number and types of crushing and screening equipment. Based on the census, eight plants were selected and surveyed to assess the variety of noise sources, determine the worker noise exposure to those sources, and to identify possible constraints that had to be considered in designing and installing the retrofit controls. Three plants were selected from those surveyed and retrofit noise control treatments were designed, including: a. A primary crusher operator control booth b. Screen decks made of resilient cloth c. Screen feedbox impact pads d. Rubber feed plate for secondary crusher e. Rubber feed chute linings for secondary crusher f. Noise attenuating curtain for secondary crusher. A new primary crusher control booth was installed at one plant, and the operator noise levels were reduced from 97 dBA to 78 dBA. Screen noise at the two secondary crushing plants was reduced by 3 dBA to 7 dBA; crusher noise was reduced by 5 dBA at one of these two plants. Noise levels at normal outside operator and cleanup locations were reduced by 4 dBA to 7 dBA at one secondary plant, but operator/cleanup noise levels were not significantly reduced in the second plant due to rapid wear of installed materials. At one of the two secondary plants the retrofit noise control materials displayed excellent wear characteristics. The rapid wear of retrofit materials at the second plant was due to improper materials being supplied and changing circuit conditions.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

The Bureau of Mines examined the washability data for 25 Appalachian coals requiring low-density washing to reduce sulfur content to 1 percent, using the distribution-curve method. The purpose was to estimate how closely theoretical sulfur values could be approached, what yields of washed coal could be expected, and the recovery efficiencies that might be achieved. Assuming that the run-of-mine coal would be crushed to 3/8 inch and cleaned in dense-medium cyclones, the calculations indicate that theoretical sulfur contents could be approached closely when cleaning at a specific gravity of separation as low as 1.30. With coals that have favorable specific gravity compositions the recovery efficiency anticipated for cleaning at 1.30 specific gravity is surprisingly high. Similar calculations for cleaning with concentrating tables at intermediate specific gravities indicated that theoretical sulfur contents at 1.50 specific gravity could be approached closely with some coals but not with others. The calculations suggest that operating a table at a specific gravity of separation much lower than about 1.50 probably would be unsatisfactory with most coals.

In 1987, the U.S. Bureau of Mines began a study of the 4.0 million acre Toiyabe National Forest located in eastern California and western Nevada. This report is a compilation of published, company, and field data for part of the Paradise Range, Nevada. The information is intended to aid the U.S. Forest Service in their long range management of minerals and augment the USBM data base. The Paradise Range study area, located 60 air mi northwest of Tonopah, NV, encompasses about 100,000 acres of which approximately 71,000 are administered by the USFS. The area is in the Basin and Range Province and consists of an east tilted block of sedimentary, metamorphic, and volcanic rocks which have been intruded by granitic rocks. Three major mining districts, the Ellsworth, Gabbs, and Fairplay are in, or extend into the study area. The earliest recorded mining activity occurred in the Ellsworth district in the early 1860's. Commodities produced from the study area include gold, silver, copper, lead, zinc, mercury, tungsten, iron ore, magnesite, and brucite. The Phelps Stokes Iron mine has produced about 1.1 million tons of iron ore, the Baxter-Hancock mine has produced over 10,000 stu WO3, and the Gabbs Brucite-Magnesite mine has produced millions of tons of brucite and magnesite. Numerous other mines have produced, but quantities are relatively small. According to company information the Gabbs mine, currently producing, has brucite-magnesite reserves that will last at least 50 years at current mining rates. One hundred thirty one million tons of identified copper-molybdenum resources exist at the B.C. Springs prospect according to company information, but molybdic oxide (Mo03) prices would need to double or triple from the current $3.00-3.10 per lb before mining of the deposit would be economical. Most company exploration activity in the study area is now focussed on precious metals. Active, or recently active mining claims appear to cover more than one-half of the 100,000 acres studied.

Charged sprays and fog have been evaluated for reducing respirable dust concen¬trations. Charged spray technology was reviewed for effectiveness, equipment and theoretical considerations. A mathematical model was developed for predicting dust reduction effects. Laboratory tests were made showing charged spray is considerably more effective at reducing dust on a unit water basis than hydraulic spray. Positive and negative sprays are equally effective. Combined polarity sprays are considerably less effective than either polarity alone. Little difference in effectiveness by dust type was observed. The charged cloud can present a spark hazard in explosive atmospheres. Due to this spark hazard from the charged droplet cloud this technique must not be used in gassy mines. Predictions were made for field test conditions but confirmation was impossible due to particles resulting from dissolved solides in the spray water. Dissolved or suspended solids in atomizing sprays can result in an increase of the respirable dust burden. Charged sprays are an available dust control technique best suited to applications where water usage must be limited and long contact time between spray and dust is possible.

INJURY experience and related employment information are presented in the chapter for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1964. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. All rates in the text are calculated separately on data before rounding, hence component rates may not add to the total rates shown in the tables. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. The Nation's coal mines during 1964 were free of major disasters (a single accident resulting in the death of five men or more) for the first time since 1956. The

The Bureau of Mines found the chemical and galvanic corrosion behavior of the TZM and molybdenum-30 tungsten alloys to be generally equal or superior to that of unalloyed molybdenum in many aqueous solutions of acids, bases, and salts. Notable exceptions occurred in 1 [N] nitric acid, where both alloys corroded appreciably faster than molybdenum. In mercuric chloride solutions, the TZM alloy was susceptible to a type of crevice corrosion which was not due to differential aeration. The alloys were usually not adversely affected by con-tact with dissimilar metals in galvanic couple experiments, but the dissimilar metals sometimes corroded galvanically. Both alloys were resistant to substitute ocean water spray at 60° C.
