A Paradigm Shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results invokes questions such as: How much was produced? At what cost? And, was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as preeminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured, and formed new coalitions. Investments in new technology and concentration on productivity have been part and parcel with these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. These changes in mining present an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now might offer some interesting opportunities for the future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work force. The WCPM work Crew Performance Model, see pp. ) is one approach to defining, capturing, and transferring this expertise.

Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature, and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68 °C and 141 °C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large scale experimental configuration, the installation specifications of the fire suppression system, and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature, and limited water application on the suppression system performance.

Research by the National Institute for Occupational Safety and Health (NIOSH) on multiple-seam mining has resulted in two new ground control products. Information Circular (IC) 9495 In some U.S. coalfields, particularly in central Appalachia and the West, most mines are operating above and/or beneath previously mined seams. The effects of multiple-seam interactions can include roof falls, rib spalling, and floor heave. These can seriously threaten the safety of miners and disrupt mining operations. Information Circular (IC) 9495 is a proceedings document containing a variety of papers that summarize recent knowledge about multiple-seam mining. A NIOSH study that analyzed case histories collected from 44 U.S. coal mines is described in detail. The study confirmed that overmining is much more difficult than undermining, and isolated remnant pillars cause more problems than gob-solid boundaries. The study's results were the basis for the Analysis of Multiple-Seam Stability (AMSS) software package. The proceedings also contain two papers describing the LaModel family of software. The original three-dimensional version of LaModel is essential for detailed analyses of complex multiple-seam scenarios. LaM2D implements a simplified, two-dimensional model suitable for quick approximations of the multiple-seam stresses and strains. Three papers in the proceedings focus on case histories. One describes the extensive multiple-seam experience at the Harris No. 1 Mine in West Virginia, a second contains examples of "extreme" multiple-seam mining from the central Appalachian coalfields, and a third describes interactions with regard to longwall mine experiences in Pennsylvania, West Virginia, and Utah. The final paper reports on a numerical modeling study that provided some insight into the mechanics of multiple-seam mining. [ ] AMSS Software Package NIOSH has developed a simple, user-friendly computer program called Analysis of Multiple-Seam Stability (AMSS). AMSS can help mine planners to evaluate each potential multiple-seam interaction and take steps to reduce the risk of ground control failure. AMSS begins by evaluating the pillar design. This investigation, which began 90 minutes after the February 3, 1995, seismic event, has benefitted from the assistance of a large number of individuals. These individuals provided information, data, analysis, brainstorming opportunities, field equipment, assistance with communication, conducted rock mechanics tests, and provided insight into mining in the southwestern Wyoming trona district. This paper describes the methods and equipment developed at the Bureau's Experimental Oil-Shale mine near Rifle, Colo., for placing men in position to scale loose rock from the walls, pillars, and roofs of high stopes or rooms. The equipment developed at Rifle has application not only in oil-shale mining but in most of the country's underground limestone mines and in the exploitation of other mineral deposits mined in high stopes by room-and-pillar methods. Equipment in use at Rifle includes: 1. A boom-type scaling rig with a self-leveling platform constructed on a small "cat"-mounted crane. Men working from the platform on this machine can efficiently scale mine walls and roofs 27 feet above the floor. 2. A conventional fork-lift truck modified to provide a remotely controlled working platform from which men can scale to heights 27 feet above the mine floor. The platform on this unit is larger than on the boom-type rig and allows the men to inspect larger areas of the mine wall from a single setting of the machine. 3. A third rig, consisting essentially of a platform mounted on a tele-scoping tower, designed and built to elevate men 65 feet above the mine floor. Versatility of this machine permits men to work from the platform at heights of 5 to 65 feet. In the operating position, the unit requires a minimum clearance of 25 feet. In the nonoperating position the tower of the machine folds to an over-all height of 15 feet 10 inches to permit travel through haulageways. 4. An industrial gun, lightweight scaling bars, and mechanical scalers, which have been tried for removing loose rock from the mine walls with varying degrees of success.

At coal mine working faces, simultaneous application of three basic elements reduces the methane explosion hazard: (1) adequate ventilation, (2) regular monitoring of gas concentrations, and (3) the elimination of ignition sources. This paper reviews the application of these elements in a manner relevant to Chinese coal mines. Adequate ventilation is provided by using the mine entries to convey air for the long distances between the mine portal and the working sections (main ventilation systems) and then using line brattice or ventilation duct (face ventilation systems) to convey air the last hundred meters to the working face where coal is broken and removed. The air quantity provided is enough to safely dilute methane and the air velocity is enough to prevent layering. Gas concentrations are regularly monitored in accordance with regulations using knowledge of the circumstances under which the highest concentrations are likely to be found. Ignition sources are eliminated by ensuring that electrical equipment does not ignite methane, that sparking from cutter picks is minimized, and that smoking by workers is strictly forbidden. Risk-reduction studies using fault-tree analysis have shown that large reductions in explosion risk only result from multiple preventive actions. For example, a ventilation upgrade or a methane monitor upgrade by itself offers risk reductions under 50 pct. A risk reduction of 90 pct. or more would typically require much more. Other studies have shown that the everyday vigilance of those working underground is as important as engineering design.

The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania's Abandoned Mine Land Program was approved on the same date.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to determine the influence of mining machine-mounted scrubbers on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery with a model mining machine that simulated airflow created by a dust scrubber. During the tests, ultrasonic anemometers were used to measure airflow speed and direction at several locations near the face. For the same test conditions, methane was released from the face and gas concentrations were measured at 21 locations above the machine using fixed point methanometers. Changes in airflow speed and direction are correlated with scrubber airflow and the measured methane distribution above the mining machine. The research results showed that operation of machine-mounted scrubbers improved face ventilation when blowing ventilation is used by increasing both the intake flow and the quantity of air reaching the face.

This is the first report published by the Bureau of Mines on washability characteristics of coal from beds in Tennessee. It is based principally upon screen-sizing and float-and-sink tests of raw coal from a bed on the Cumberland Plateau. Stripping operations were undertaken recently on this bed by the Cumberland Collieries, Inc., near Chalybeate,Van Buren County, Tenn. The bed has not been definitely correlated, but it may be an extension of the Sewanee bed, which has been mined extensively in the Tracy City district to the south-vest and at points near Dunlap and Pikeville to the southeast and east. It was spoken of by officials of the Cumberland Collieries as the Sewanee bed at the time of sampling for this study. In a letter dated October 16, 1948, W. D. Hardeman, geologist of the Department of Conservation, Nashville, Tenn., states: "The stripping operations of the Cumberland Collieries near the old postoffice at Chalybeate are, I am fairly certain, in the upper part of the Whitwell shale, which carries the Sewanee coal. This coal may be a stray seam, but it probably can be correlated with the Sewanee coal, which is mined farther east. "There are no detailed geologic maps or reports covering the area, and this opinion is based on what was observed in visiting the strip mines in that general vicinity." The laboratory work upon which this report is based was done at the Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama and the Cumberland Collieries, Inc.

To reduce the exposure of mining machine operators to respirable dust. Approach: A protective curtain of filtered air is blown down around the operator's head, from a manifold mounted on the machine canopy. How It Works: Mine air is drawn into the system through a filter which removes respirable dust. The filtered air enters a centrifugal blower which pushes it through a flexible hose to a manifold mounted on the canopy above the operator. Air leaves the manifold through a perforated plate and flows down around the operator's head. A photograph of an installed system can be seen in Figure 1. The method of using large-diameter augers to recover coal was introduced to the mining industry about the end of World War II, and production of bituminous coal with augers has increased steadily to an estimated 7 million tons, or approximately 1.4 percent of the total mined in 1956. Although auger mining has proved to be a reliable and economical method of mining coal, a number of unfortunate fatal accidents have been experienced; consequently the need for these recommended safety standards is indicated for this comparatively new method of coal mining. As mining methods and equipment change from time to time and new hazards are introduced, these standards will be revised; therefore, questions or suggestions from the coal-mining industry will be welcomed and carefully considered.

This volume is the second of a four-volume final report on research carried out under a contract from the U.S. Bureau of Mines on the development of a computer simulation model for surface mine reclamation planning. The other volumes are titled as follows: Volume I: Ore Reserve Estimation, Volume III: Mine Coordinate Generator System, and Volume IV: User's Manual for OPMHS/2. The dragline model described in this report simulates the movement of the dragline bucket across the digging face, the swing load, the dump, and swing back. It is programmed to handle chopdown, key cut, main cut, and rehandling operations. Provisions have been made for simulating equipment and mining delays. Any mining method can be specified in terms of numbered blocks, the dragline positions for the mining block and the dumping location for the block. Accounting procedures permit the calculation of production rates, rehandle volume, dig and delay times. The model can be used to study the effects of varying mining conditions, cut width, and spoiling sequence with special reference to toxic spoil, overburden and bench removal procedures. The basic input data for the model include machine parameters, the geology and material characteristics, the mining parameter, and the delay characteristics of the equipment.

In This Chapter [Instruments for measuring dust How to calculate the amount of dust from a source How to get a valid concentration measurement Sampling to assess control technology effectiveness] When there is more than one source of dust, sampling may be required to find which dust sources are most significant. Then, efforts to reduce dust can be concentrated where they will have the most impact. This chapter explains how to perform dust source sampling. It describes two kinds of instruments that are available and discusses their limitations. It explains how environmental variables such as concentration gradients, dust dilution, and production changes can impact dust measurements. It also suggests practical ways to improve the validity of dust source measurements under adverse conditions, such as high-velocity airflow or the presence of water mist in the air. [Dust source sampling at coal mine longwalls and at tunnels is more complicated. Chapters 3 and 7 have more information on sampling in those circumstances.] TWO KINDS OF INSTRUMENTS FOR MEASURING DUST Gravimetric samplers. The conventional gravimetric sampler is a good device for measuring dust because it is the instrument used for compliance measurements. This dust sampler consists of an air pump, a small cyclone that separates out the respirable size fraction of the dust cloud, and a filter to collect the respirable dust. In coal mines, the Mine Safety and Health Administration (MSHA)-approved gravimetric sampler uses a 10-mm Dorr-Oliver cyclone operating at an airflow of 2.0 L/min [30 CFR78 74 (2002)]. A correction factor of 1.38 is applied to make the results consistent with the U.K. MRE sampler, the instrument on which the 2.0 mg/m3 coal dust standard is based.

The Methane Control and the Respirable Dust Groups at the Twin Cities Mining Research Center (TCMRC) cooperated recently in obtaining production samples of approximately 1 ton each, from the loading conveyors of a ripper, a borer, and a loading machine in conventional development headings. These samples were sized, in four stages, from plus 4 in to minus 10 µm. The conventional product had the least fines of the three production methods. The borer product had more fines than did the ripper product, but it also had a greater amount of large pieces. All three products, as sampled, had essentially the same amount of minus 10-µm particles. Photomicrographs and surface?-area comparisons were made. Gas -adsorption, surface-area determinations on particles under 37 µm give essentially the same value. Surface-area calculations, assuming spherical particles and no porosity, give a smaller area to the conventional product.

International and U.S. chromium material flow, losses, and environmental releases and transfers from mining through industrial processing, end use, and recycling are identified and quantified. Average (1983-92) U.S. consumption has been: metallurgical industry, 87 pct; chemical industry, 10 pet; and refractory industry, 3 pct. Average chromium content of aluminum, cobalt, copper, nickel, and titanium alloys and alloy, carbon, and stainless steel alloys was estimated. Anthropogenic chromium consumption was estimated for the cement and copper industries. N on-commodity cycle anthropogenic chromium mobilization resulting from U.S. fuel and fertilizer use was estimated. Commodity cycle anthropogenic world chromium loss from mining and primary consumer industry was estimated to be equivalent to about 56 pct of chromium contained in chromite ore production and represented a loss rate of 181 kt-Cr/Mt-CrOre. Chromium released to the atmosphere from natural and from anthropogenic sources were comparable in magnitude. Chromium released to soil was mostly from anthropogenic sources, and aquatic releases were all anthropogenic. Domestic product chromium losses exceed process losses by more than a factor of 10 showing the importance and potential environmental impact of post-consumer recycling. The location of historical and current domestic chromium industry processing sites in 23 States were reported. Chromium releases and transfers to the environment were estimated from 1973 through 2002 by primary consumer industry. A decrease in chromium releases and transfers to the environment was anticipated.

"Solution of most engineering problems requires, in addition to vast ·numerical calculations, substantial use of practical judgement and expertise. With advances in applied mathematics and computer technology, the numerical aspects of problem solution have reached a considerable level of maturity; However; it is only .recently that approaches like the expert systems methodology have been developed to ·incorporate the Judgemental aspects as well. For rapid development and prototying of expert systems, expert system building tools or ""shells"" have become widely available. For the expert system developer, identification of the key characteristics of the problem domain and selection of the right expert system tool are of crucial importance. In this paper, the important attributes required in an expert system shell for use in the development or a mine ventilation planning expert system are discussed. These attributes are general in that most engineering problems in mining would have these requirements. Also, the results of an exercise undertaken to evaluate commercially available shells for application to mining engineering problems are presented.INRODUCTIONExpert systems (ES) are interactive computer programs which use high quality specialized knowledge in some narrow problem domain to solve complex problems in that domain. These complex problems lack structured and/or standard ways of solution and involve substantial use of subjective and experience based knowledge. One of the first expert systems was MYCIN, developed in 1974, in which subjective and heuristic knowledge of expert physicians was used to diagnose infectious diseases and provide antimicrobial therapy (Buchanan arid Shortliffe, 1984). Since MYCIN, expert systems applications have appeared in other areas such as mineral prospecting (Gaschnig, 1982), configuration of computers (McDermott, 1982) and structural engineering (Bennett and Englemore, 1979)."

The U.S. Bureau of Mines conducted a study to evaluate the effect of underground mining conditions on the activation of automatic sprinkler heads. Sprinklers were exposed to liquid fuel fires in a rectangular tunnel at airflows of 0, 45, 90, 150, and 250 m/min to determine the effect of ventilation and fire size on the time to activation. As the airflows were increased, the time to activate the sprinklers for a given fire size increased. Also, as the fire size increased, the activation time decreased. Temperature profiles of the tunnel showed that the maximum temperature near the roof was shifted downstream as the airflow increased. Experiments to determine the effect of rated activation temperature and response time index (RTI) value on activation time showed that the time to activate increased with increasing activation temperature, and decreased with decreasing RTI value. Exposure to the mine environment showed little effect on the activation times in large-scale experiments, and no significant effect in laboratory experiments. The results showed that airflow can have a significant effect on the activation times of automatic sprinklers. This needs to be considered in the design of effective sprinkler suppression systems for ventilated areas.

The purpose of this study is to provide data that demonstrates that the Alcoa flash calciner design can be used for the decomposition of AlCl3?6H2O to A1203. Heat and material valance data for calcination provides data on the partial pressure of HCl in the off-gases. Experimentally determined data for the HCl partial pressure, over solutions expected in producing alumina from clay by the hydrochloric acid process, show that HCl can be absorbed from the off-gases into process solutions to effect crystallization of AlCl3?6H2O.

Three coals from the Wilkes on - Carbonado district of Pierce County , Washington , were subjected to washability analyses to estimate the amount and quality of washed coal obtainable . Because the coals were unusually difficult to clean , the washability examinations were supplemented by table tests , tests in dense - medium cleaning units , and flotation tests . None of the coals could be reduced to the desired 10 percent ash by tabling and the response to flotation by two of them was poor . Dense -medium treatment provided coal of the desired quality , but with the most difficult coal the recovery efficiency was lower than usual .

The production of natural abrasives varied in quantity and value compared with 1976. Output of tripoli-type materials was approximately the same in both quantity and value. Special silica stone products decreased in quantity and increased in value. Garnet production decreased both in quantity and value. The production of emery increased and the production and value of manufactured abrasive material was approximately the same. Foreign Trade Imports of abrasive materials were 23% more in value than in 1976, and exports plus reexports increased in value 10%. Net imports, the excess of imports over exports and reexports, were $35.3 million. The volume and value of all abrasive materials exported varied.
