As part of its mine subsidence research program, the Bureau of Mines and the American Electric Power Co. cooperated on a study, conducted at the Price River Coal Co. No. 3 Mine, directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. Subsidence was monitored at the No. 3 Mine over two adjacent longwall panels. The subsidence study area was reduced when the two planned panels were reduced in length because of equipment failure and a mine fire. Subsidence was measured for 21 months. Subsidence continued for 6 months after mining had been completed. A maximum of 2.2 ft of subsidence occurred over the two longwall panels mined at an overburden depth ranging from 300 to 1,500 ft.

Occupational exposure to whole body vibration has long been associated with increased incidence of low back pain and low back injuries1. A number of studies have investigated transmissibility of seat pan vibration 5, 6. While transmissibility has been well researched, the mechanism by which vibration may induce injury has not been thoroughly studied. Winter et al. identified increased reflex response delay after vibration exposure and speculated that muscular fatigue may be the cause of this increase9. However, a mechanism has yet to be demonstrated completely. A potential mechanism that may explain the increased risk is neuromotor habituation. Muscle spindle organs have been shown in the extremities to be sensitive to muscle and tendon vibration. Rapid length changes in muscle have been shown to result in kinesthetic illusions as the regular firing of the muscle spindles is interpreted as muscle lengthening4, 7. These illusions have also been demonstrated in the paraspinal musculature2. With removal of vibration, research in the extremities has demonstrated increased positioning errors, probably due to neuromotor habituation8. In this research, it has been hypothesized that neuromotor habituation after exposure to occupational vibration will increase positioning errors. It is further hypothesized that these errors can be shown to be linked to increased reflex response time. Such increased reflex response time could, in turn, decrease spinal stability and increase low back injury risk. Methods Both positioning error and sudden load response were measured before and after exposure to 20 minutes of 5 Hz, 0.223 m/s2 RMS seat pan vibration. Subjects were asked to sit on an unpadded seat without a backrest. Throughout the whole body vibration period, subjects were instructed to put their hands on a stable hand rest and feet on an adjustable stable footrest. The subjects were instructed to assume a comfortable and relax sitting posture for the duration of the exposure. Positioning error was measured using an active-active reposition sense protocol. Electromagnetic markers (Motionstar, Ascension Tech, Burlington, VT) were used to track trunk motion. With markers attached to the skin at the T10 vertebra, the S1 vertebra and manubrium, trunk flexion (the angle from vertical of the line connecting T10 and S1) and lumbar curvature (the difference in inclination of the T10 and S1 markers) were tracked. In the reposition sense protocol, subjects were asked to maintain an upright trunk flexion and to rotate their pelvis and lumbar curvature to assume a target lumbar curvature. In the protocol subjects completed training trials, where they were asked to match their lumbar curvature using a visual display, and assessment trials, where they were asked to reproduce the lumbar curvature from memory. After two initial training trials, training trials and assessment trials were alternated for a total of 3 assessment trials. Reposition error was defined as the absolute difference between the target lumbar curvature and the lumbar curvature the subject assumed during the assessment trials.

This report presents a Bureau of Mines assessment of crude oil and associated gas production and reserves that would result from different drilling efforts in the lower or contiguous 48 States during the 1972-85 period. The drilling effort was based upon five growth rate assumptions from the 1971 level. Additions to crude oil reserves were computed for nine cases resulting from the use of three equations for findings per foot drilled and three constant revision factors. The results indicate that the United States will not become self-sufficient in crude oil production by 1985 and also illustrate the lead time required to reverse the decline in oil production. Discussion is limited to three of the nine cases to provide high, intermediate, and low results. More emphasis is on the intermediate case because it is indicative of the most probable trends. The methodology and statistical data are included in the appendices.

Tennessee is the largest federal program state in the nation, with 62 active surface and underground coal mines. Tennessee's coal resources lie in 22 coal seams in 22 counties. Twelve seams are being mined at this time. Mining in the northern counties is primarily in steep slope areas in the Cumberland Mountains. The relatively flat terrain associated with the Cumberland Plateau makes area-rnining the most common production method in Tennessee's southern counties. The State of Tennessee gained primacy August 10,1982, when its regulatory program was conditionally approved, subject to the correction of certain deficiencies. On May 16,1984, the Tennessee General Assembly repealed most of the Tennessee Coal Surface Mining Law of 1980, effective October 1, 1984. With this action, withdrawal of the state regulatory program was formalized, and on October 1,1984, the Office of Surface Mining's Knoxville Field Office became the regulatory authority. Tennessee is not eligible to receive funds for an abandoned mine reclamation program because it does not have an approved regulatory program. Accordingly, the Tennessee Abandoned Mine Lands Program does not receive federal AML grants. Since 1984, AML projects have been completed under cooperative agreements between OSM and the state; emergency projects are completed by the Office of Surface Mining.

Credited with production of more than 164,000 flasks Of quicksilver from 1876 to 1944, the Oat Hill mine has ranked third in output in the United States. During World War II, when the demand for mercury was high, this property was selected for diamond drill with the purpose of increasing ore reserves so that production could be maintained or, if necessary, increased. Although the existence of marginal-grade ore (fill material) left in the stapes and possibly of virgin ore of good grade had suspected in certain parts of the Oat Hill mine, no factual information to tonnage, grade, or location was available. In close cooperation with the Federal Geological Survey, the Bureau of Mines studied old records and the few available incomplete maps. Diamond drilling began in November 1943 and was completed in December 1944. Twenty-eight holes aggregating 8,121 feet were drilled, in only parts of the promising areas disclosed by the study of the data available. Detailed data on the work done by the Bureau as well as a brief history of the property and some operating details are described in this report.

This Country Documentation Report presents the development of economic indices for Zambia for the period from 1970 through 1981. The work done through the Bureau of' Mines, Minerals Availability Program, under Contract number J0225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) timber and lumber, 6) fuel, 7) powder and blasting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

Volume IV of the final report examines the problem of indirect contact of overhead high-voltage power lines by mining personnel. This refers to the contact of energized lines by workers through some intermediate conductor such as a metallic tool or a piece of high-reaching mobile equipment, thus the term "indirect contact." The shock hazard presented by such contact has been a major cause of electrical fatalities associated with mining operations. The report volume is divided into three major areas. The first gives a general background of overhead lines, basic characteristics, and associated hazards, and continues to describe presently used techniques and devices which attempt to alleviate the contact problem. The second area narrows the discussion to the mining industry by presenting a detailed analysis of 39 overhead-line contact accidents in mining since 1970. The third major section uses the information from the first two areas to formulate recommendations to prevent these accidents and subsequent electrocutions at mining operations.

The scope and complexity of the program makes it virtually impossible to report all progress on every project, even tor a 12-month period. This U.S. Bureau of Mines report discusses elastic wave velocity and attenuation behavior as an indicator for changes in load and structural integrity of coal samples. Measuring changes in compressional (P)-wave and shear (S)-wave attenuation and velocity under uniaxial and triaxial compression tests revealed their effectiveness for distinguishing changes in applied load and structural failure of samples. The velocity and attenuation values were used in further calculations such as ratios of P-wave to S-wave values, dynamic elastic constants, normalized velocities, and attenuation coefficients to reveal trends for loading and failure. The behavior of both P-wave and S-wave attenuation and velocity together define distinct and consistent phases of load change and failure for uniaxial and triaxial tests. The S-wave velocity and attenuation illustrate changing axial load and initial development of microfractures within the sample preceding structural failure more clearly than those of the P-wave. The attenuation and velocity ratios and dynamic elastic constants (except the bulk modulus) respond to closure of small preexisting fractures within the coal sample with initial loading to failure of coal samples. The attenuation coefficients and normalized velocities reveal trends similar to those shown by velocity and attenuation.

This is the sixth report of investigations in cooperation with the steel industry to establish the technological acceptability of electrolytic manganese in steelmaking processes. The bulk of the .electrolytic manganese used in these tests was produced by the Bureau Of Mines from domestic ores at its Boulder City, Nev., pilot plant by the process developed by the Bureau. Electrolytic manganese for the first series of tests made in 1940 was supplied by the Electro manganese Corp., Knoxville, Tenn. The first report dealt with the application of electrolytic manganese to the manufacture of stainless.steel;9 the second with tests in acid electric and acid open-hearth low and medium carbon-steel castings; the third with its use in rimmed and? killed low-carbon steels; the fourth with its application to the manufacture of stainless steel as well as the Timken 16-25-6 alloy for gas turbines; and the fifth with tests in acid and basic electric steel foundry practice and basic steel ingot production.

Five conclusions that emerged from ADL's Contractor Noise Measurements Assessment done for the Bureau of Mines and the 7 December 1971 Bureau of Mines Contractors' Round Table Meeting in Boulder, Colorado were: ? a limited amount of good data has been obtained for characterizing the noise environment for electromagnetic (EM) coal mine operational/emergency communications systems; ? significant noise date gaps still exist; ? suitable instrumentation and data analysis methods are available for filling these data gaps; ? the immediate and most important data gaps should be filled by means of a timely field measurement effort that is purposely limited in scope and duration; ? this field measurement effort should preferably be carried out by a team knowledgeable and experienced in coal mine EM noise measurements.

This report summarizes the results of an investigation of geologic factors that contribute to roof quality in underground mines in the Pocahontas #3 coal bed in southern West Virginia and southwestern Virginia. The investigation consisted of three phases, the first of which was selecting for detailed study five mines which represented the range of roof conditions, mining practices and geologic phenomena. This was accomplished by a statistical analysis of questionnaire data from 35 mines. The second phase consisted of detailed mapping in a "good" and a "bad" top area in each of the five selected mines and resulted in a qualitative assessment of geologic factors contributing to roof £alls. In the third phase, five mines were selected in which most non-geologic factors believed to contribute to roof falls were relatively constant but displayed a wide variety of geologic characteristics. Data from these mines were analyzed to test the qualitative assessments from Phase II. The primary result of this investigation is that slickensides arising from different geologic causes are the major geologic features leading to roof falls. These slicken-sides are found in ancient slump deposits, fire clays and sandy fire clays and channel contacts. Falls also occur where thick sandstone bodies directly over-lying the coal contain abundant shale or ironstone pebbles and coaly strips. The best top material is a sequence which consists of shale grading upward to sandy shale and sandstone within 30 feet of the top of the coal. Thick sand-stone units (301) without pebbles also provide good top.

A laboratory study of acid-ferrous sulfate treatment of low-grade manganese ores from the Cuyuna range, Minnesota resulted in 93-percent extraction of manganese as manganese sulfate with consumption of 3.8 pounds of H2S04 per pound of extracted manganese. Two types of ore were treated in consecutive stages. The first are contained carbonate minerals of manganese and iron, both soluble in H2S04 solution. The second ore contained manganese oxide minerals, insoluble in straight acid solution but soluble in the ferrous sulfate solution obtained from treating the first ore. Leaching data were obtained by countercurrent percolation of coarse (minus-1/2-inch) ore particles at room temperature and by agitating minus-65-mesh ore particles in heated solution. Extraction of manganese and acid consumption were the same, but the percolation leach required 6 days compared with 1 hour for hot agitation. Variations in the size of ore particles treated, leaching time, acid concentration, solution temperatures, and method of applying ferrous sulfate solution to the oxide ore were studied. The effects of several reagents for removing iron from solution and improving filtration were also studied.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. The Bagdad-Chase copper-gold mine south of Ludlow, Calif., was visited by an engineer of the Bureau of Mines in July 1955 to determine the mine's status of activity and to obtain a bulk sample for metallurgical testing. The deposit was discovered in 1903 and has been worked intermittently. It has a production record of about 273,000 tons of ore. The first production of about 150,000 tons was treated in a cyanide plant 2 miles west of Barstow, Calif. The extraction of gold was not satisfactory because of the presence of copper minerals. Since 1910 the ore has been shipped to various smelters in Arizona and California for use as a flux.

Measurements and analyses were conducted of whole-body vibration aboard seven commercially available passenger and/or recreational vehicles: sedan; sport-utility vehicle (SUV); pickup truck; moving truck; motorcycle; all-terrain vehicle (ATV); and boat. The purpose of the testing was to measure and assess whole-body vibration exposure in a range of typical vehicle environments in order to gain understanding of typical exposure levels characteristic of activities of daily living. Vehicle models tested (and model year) were: Ford Taurus (1995); Jeep Cherokee Sport (2000); Toyota Tundra SR5 (2002); Ford F-350 (1997); Harley-Davidson Electra Glide Classic (2004); Yamaha Kodiak 400 4x4; and Steiger Craft Model 21 Montauk. All vehicles were tested with their standard factory-installed seats and were operated under a range of normal operating conditions and speeds typical of intended vehicle use. Methods The measurement, processing, analysis, and exposure assessment methods follow the guidance of generally accepted, national and international consensus standards relevant to the evaluation of whole-body vibration, including ISO 2631-1 [1] and ANSI S3.18 [2]. Seats were instrumented with low-mass triaxial accelerometers mounted in seat pads. Accelerometers used in the test are specified to have flat frequency response over the frequency range of 0.5 to 80 Hz, and all accelerometers were recently calibrated traceable to the National Institute of Standards and Technology (NIST). Seat pads were installed following guidance in the relevant standards [1, 2], with sensitive axes of the accelerometers following the standard coordinate system with respect to the seated occupant. (The x-axis represents fore-aft motion; the y-axis represents side-to-side motion; and the z-axis represents vertical motion with respect to the occupant.) Vibration data processing and analysis, including filtering, sampling, frequency-weighting, averaging, summation, and determination of basic and additional metrics followed procedures in the relevant standards [1, 2]. Digitized time series data were acquired and stored using a PC-based data acquisition system. Whole-body vibration exposure analyses were conducted via post-processing. During data processing, recorded periods of seat acceleration that were identified and verified as resulting from occupant-induced motion rather than vehicle motion were excluded prior to exposure analysis. In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.
