This Country Documentation Report presents the development of economic indices for the Philippines for the period from 1970 through 1981. The work was done through the Bureau of Mines, Minerals Availability Program, under Contract number J01225001. This contract calls for the development of twelve index time series describing factor input costs in the mining sector of 95 countries. The twelve index time series describe the costs of: 1) mining wages, 2) construction wages, 3) equipment and repair parts, 4) bits and related steel, 5) eimber and lumber, 6) fuel, 7) powder and balsting agents, 8) tires, 9) construction materials, 10) industrial materials, 11) transportation, and 12) electrical power. These indices combined with weight factors being developed by the personnel of the Minerals Availability Field Office (MAFO) of the Bureau of Mines in Denver, Colorado, will be used to perform instantaneous updates of all costs relating to the mining industry. The indices were developed primarily for use in the Bureau's Minerals Availability Program in assessing the worldwide availability of nonfuel minerals.

A resume of the history and state of the art of physical beneficiation of uranium ores is presented along with a detailed description of research on concentration of uranium ores by attrition grinding. The information on flotation, gravity concentration, electronic sorting, and selective grinding was gathered to complement the study of attrition grinding methods. Both dry and wet grinding procedures were investigated as potential methods of upgrading a variety of ore types, ranging in grade from 0.02 to 0.42 percent U308. A Mardun4 disintegrator that employs high-speed rotating paddles in a cylindrical shell lined with interrupter bars was used in most of the dry grinding studies. Attrition scrubbing devices, which impart a violent mixing or attritioning action to ore pulps, and cylindrical mills, employing rods or punchings as grinding media, were used in the wet grinding tests.

This report presents the results of a program to develop backfilling techniques to mitigate undesirable effects of hydraulic borehole uranium mining. Large underground cavities, formed during the borehole mining process, can be backfilled to prevent ground subsidence and to allow mining of adjacent uraniferous sandstone. Three backfilling techniques were tested in the laboratory and in the field: bulk dumping of slurry into the borehole from ground level, slurry injection under water, and slurry injection above the cavity water level. These techniques were tested with sand and with sand and one percent cement (by weight) mixtures. The project was accomplished in four tasks: equipment preparation and transport, mining operation to generate a full-sized cavity, backfilling operation, and assessment through core samples and subsidence checks. The concentrations of cement mixed with sand proved to be inadequate to bond the sand. Bulk dumping resulted in a 30-degree angle-of-repose, much too steep to completely fill the cavity. Both slurry injection techniques filled the cavity satisfactorily. However, underwater injection is the recommended backfilling technique because the borehole water level does not need to be pumped down during backfilling. The borehole itself was filled by bulk dumping of slurry. In conclusion, backfilling of borehole mining cavities is entirely feasible, and the preferred method is slurry injection under water.

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Colombia has been prepared from the best available information in Washington, but is released subject to correction and amplification; if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW Minerals in Colombia belong to the owner of the soil unless otherwise provided in the law. The following lands and deposits, however, are described as fiscal property of the State: Class 1. The public lands, mines, and salines which belong to the individual States (now Departments) prier to the adoption of the present constitution (1886).

The Bureau of Mines investigated lode tin deposits on Potato Mountain, Seward Peninsula, Alaska. Tin was found to occur as cassiterite associated with quartz, tourmaline, pyrite, arsenopyrite, and earthy clays, but the deposits lack the varied accessory minerals commonly found in tin districts. The tin-bearing deposits are in metasediments along minor breaks and bedding planes but not in the crushed earthy filling of major faults. Cassiterite and sulfides occur with quartz in veins, both with and without earthy clays, and disseminated through tourmalinized wall rocks. The deposits are characterized by irregular segregations containing 1 to 10 percent tin within zones averaging not over 0.25 percent tin. The largest segregation exposed is on the summit of a low hill on the east-central slopes of Little Potato Mountain; most of the outcroppings are in an area trending east to west, roughly 10 to 30 feet wide and 300 feet long. Sample values ranged as high as 12 percent tin, but the average grade may be about 1 percent tin. The extreme irregularity of both grade and composition precludes a more exact determination. Similar concentrations are scattered for over 1,000 feet to the west and north, but these are smaller and lower in grade. Elsewhere on Potato Mountain, generally similar deposits occur as clusters of veinlets at widely separated points in the metasedimentary walls of major faults.

"The author was a member of a Commission sent by the Secretary of the Interior to France to investigate developments in mining and metallurgy under stress of war conditions, and also to observe the extent and character of the destruction of the collieries and the steel and iron plants, and methods which were being taken to reestablish them. This commission consisted of F. G. Cottrell, Chief Metallurgist of the Bureau of Mines, Frank H. Probert, Dean of the University of California Mining School, and George S. Rice, Chief Mining Engineer of the Bureau. While conducting this investigation a trip was made to the Saar Basin to observe the conditions there. Following this Mr. Rice acted as advisor on mining matters to the Representative of the Economic Council in an Interallied conference held at Cologne in April 1919, and subsequently visited the mining districts in central and southern France, Belgium, and Great Britain.The Germans, in planning a campaign for world supremacy, had as one of their first objectives the seizing of the important Briey iron ore deposits of France and the coal fields of Belgium and northern France.Large resources of coal and iron have led to the commercial greatness of the countries possessing them, as exemplified by the great development first in England then in the United States, and in Germany when the minette high phosphorus iron ores became useful through the invention of the Thomas and Gilchrist dephosphorizing process in 1878. However, this development was anticipated by the German scientific advisors in 1871, and led to the then known deposit of minette ore in Lorraine being taken from France by Germany.When these ores became available, Germany made such tremendous strides that its minette ore developments were not sufficient and importation of ore was necessary. Meantime France, by drilling, had established the extension of the minette ore field into French Lorraine. Then it was discovered that France had greater resources, while the German resources were being rapidly depleted.Although Germany, in its Westphalian basin, possessed the most important coal field on the Continent, containing the largest resources in coking coal outside of Great Britain, its coal was distant from the sea coast, so it could not be an important factor in the export business. No doubt this fact caused the German Imperialists to look forward: to securing the coal basin of Belgium and northern France for future ocean trade.It was a striking feature in the German conduct of the war that, although the steel and iron plants of Belgium and France and other industrial establishments in the invaded regions of Belgium and France were utterly destroyed, the iron mines in French Lorraine were not destroyed nor materially damaged by the Germans in their retreat, while the destruction in France continued until the day of the Armistice. The other striking fact is that the coal mines Of Belgium were not destroyed. It can only be conjectured whether this was due to President Wilson's threat of retribution, which did not stay their hand in France, or was due to the fact that they did not consider Belgium as a real competitor. It was evident they wished to cripple France industrially when they could not hold these northern provinces."

Monazite sand is the only commercial source of cerium, other rare-earth metals and thorium. Although used in rather small quantities, it is essential to many industries. The United Unites is entirely dependent upon British India and Brazil for its supplies. Monazite sand or sand imported under the tariff classification for monazite was shipped to the United States in greater quantities, in 1940 than ever before. About 75 percent of our imports was from British India and most of the remainder from Brazil. If need be, Brazilian production can be expanded to supply all of our essential requirements, and the theater of war expands in the Pacific Brazil may supersede India as the principal source. PHYSICAL PROPERTIES The mineral monazite is generally honey yellow or may vary from greenish yellow to clove brown. The report gives results of analyses in oil-company laboratories of samples of gasoline obtained from service-station pumps in 18 marketing areas by representatives of oil companies. These companies obtained the samples and analyzed them for their own information and supplied data from their laboratory reports to the Bureau of Mines for compilation and publication. This publication presents original thermal data for a typical variety of perlite and supplies basic information for use in computing energy requirements in processes for expanding perlite. Perlite has been defined by Raiston 4/ as any silicious lava containing dissolved water in sufficient amount to errand into bubbles when the material is quickly heated to a suitable point in the softening range." The uses of expanded perlite in) the construction and ceramic industries have been discussed by Ralston 4/ and King. 5/ The work described here had a dual purpose: (1) It was desired to ascertain quantitatively, using a typical variety of perlite, just how firmly the contained water is held, and (2) it was desired to obtain basic thermal data sufficient for energy-requirement calculations in processes for expanding perlite.

During a study of the Badger-Peacock area from October 1950 to June 1953, the Federal Geological Survey and the Federal Bureau of Mines completed nearly 98 miles of resistivity profiling and drilled 96 test holes aggregating 17,628 feet of bore, In addition, seismic profile measurements were made along 8 traverse lines for an aggregate length of about 16,600 feet. The geophysical surveys were conducted by the Geophysics Branch of the Geological Survey; the drilling was done by the Bureau of Mines. Electrical-resistivity measurements disclosed 21 low-resistivity anomalies and 1 high-resistivity anomaly. Correlation of the resistivity data with the geological information revealed by the drilling disclosed that the low-resistivity anomalies indicated either slumped shale deposits in limestone sinks or undisturbed deposits of shale lying in erosional depressions in the limestone. The high-resistivity anomaly indicated hard, undisturbed limestone at or near the surface.

Two important facts stand out as features of the metal- and nonmetal-mining4 industry of the United States in 1941 as compared with 1940: First, the number of employees and man-days of employment increased; second, accident-frequency rates, both fatal and nonfatal, decreased. Reports from mining companies to the Bureau of Mines covering underground, open-pit, and surface operations for 1941 re¬vealed the largest number of men employed since 1926 and the largest number of man-days worked since 1929. The combined fatal and non¬fatal accident-frequency rate for 1941, calculated on a basis of one mil¬lion man-hours of exposure to hazard, was (except for 1931 and 1932) the lowest since 1911, the earliest year for which figures are available. During this 31-year period, only 1938 and 1939 showed lower fatality rates, and only 1931 and 1932 had lower nonfatal-injury rates. Operating companies reported that 9,620 mines were active during all or some part of the year. These employed 125,290 men, an increase of more than 4 percent over 1940. The total volume of work performed at all mines, measured in terms of man-shifts, increased to nearly 32 million, a gain of 10 percent; man-hours of employment rose to almost 254 million, an increase of 10 percent over the 231 million man-hours worked in the previous year. The year's operations resulted in an average work-year of 255 days per man, an increase of 13 days per employee over the average working time in 1940. Although the 8-hour day prevails generally at most mines, the industry as a whole averaged 7.94 hours per shift, as in 1940.

The year 1937 was signalized by increased employment in the metal-and nonmetal-mining 4 industry of the United States. Measured by the number of men working, there was a 17-percent gain in employment compared with 1936. In total number of man-hours worked at all mines, the gain was slightly over 18 percent. Hazards connected with mining resulted in more accidents to the workers than in 1936, but the increase in number of accidents caused only a slight rise in the accident rate because of the much larger increase in the number of man-hours worked. In fact, the fatality rate per million man-hours of exposure was lower in 1937 than in 1936, but the rate for nonfatal injuries increased slightly.

"Following passage of the Coal Mine Health and Safety Act of 1969 (Public Law 911173), the Bureau of Mines initiated a research program aimed at controlling respirable dust exposures of coal mine workers. Respirable dust is the dust that gets into, and interacts with, the lungs of those who inhale it. It has long been recognized as a severe health hazard to mine workers. This program has been implemented by a team effort consisting of the Bureau's in-house capabilities, the Generic Center for Respirable Dust, and contractors, as necessary. Over the years, Bureau research has addressed principally three areas:o Compliance with the Federal 2.0 mg/m3 dust standard (1970-76).o Dust control for longwall mining (1976-1983).o More stringent respirable dust standards due to quartz dust (1983-1987).In addition, fundamental studies have been conducted by the Generic Center for Respirable Dust, with emphasis on penetration of dust into the lung. Accomplishments have been significant, but problems remain, as noted later.The Coal Mine Health and Safety Act of 1969, established a 2.0 mg/m3 dust standard for all coal mining operations, underground as well as surface. At the time of enactment of this legislation, the industry was averaging approximately 4.0 mg/m3. The Bureau of Mines respirable dust research program played a significant role in identifying and developing effective technology to allow better compliance with this new standard, thanks to industry implementation and Federal enforcement."

TiC14, AIC13, and VC14 were coreduced simultaneously via a Kroll-type magnesium reduction to form an alloy sponge as part of a research effort by the Bureau of Mines to produce titanium alloy powder. Reduction tem-peratures of 750°, 850°, and 950° C, a range of chloride feed rates from 34 to 152 Ib/(ft2·h), and crucible diameters of 7-3/4 and 10-1/4 in were tested. Microprobe analyses using a 40-um-diam spot showed no effect on alloy microhomogeneity (distribution of Al and V in the Ti, considered critical as a powder property), due to changes in process variables within these ranges. Statistical analysis of these data for alloy sponge indicated greater variation in the chemical composition (AI and V) than that found in commercial Ti-6Al-4V plate or Plasma Rotating Electrode Process (PREP) powder. Therefore, a one-step approach to pow-der, such as grinding the Ti alloy sponge, would not produce a powder product of acceptable chemical homogeneity. An approach that homoge-nized the sponge, such as with a melting step, would produce an accept-able powder product with respect to chemical homogeneity.

This Bureau of Mines study covers 25 underground mines that were active in the Upper and Lower Freeport and Lower Kittanning coalbeds in 1976. The coal ranges from low to medium volatile in rank; its primary use is for steam generation. Seven mines emit more than 100,000 cfd of methane gas; those mines are the deepest and largest producers. The methane gas content of three core samples of the Lower Kittanning coalbed was estimated by the direct method. A sample from a depth of 320 feet contained 0.5 cu cm of gas per gram, at 620 feet there was 0.8 cu cm of gas per gram, and at 1,060 feet there was 11 cu cm of gas per gram. These results suggest that methane control problems will be encountered in the future as deeper coal is mined.

Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom of wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. Natural gas has been used as a fuel and source of energy almost from its discovery, but its use as a chemical raw material may be said to have begun in 1918, when Brooks and Humphrey3/ showed. presence of alcohols in the diluted acid oil obtained by the sulfuric acid-treatment of cracked petroleum distillates. However, development of the utilization of natural gas for chemical syntheses was slow, partly because erroneous ideas existed regarding the nonreactivity of tine hydrocarbons composing natural gas. Data accumulated by petroleum chemists throughout the world, particularly since about 1930, have shown that these hydrocarbons will react when activated by the effects of heat, pressure, chemical reagents, and light; also that the reactions can be made to proceed of practicable speeds and to provide good yields of useful products with moderate operating conditions, especially if catalysts are employed. As those results became known, the possibility of a synthetic organic chemical industry based upon these reactions became apparent, and today this industry is large and growing rapidly in importance. In this paper the story of the manufacture of chemical products from natural gas is told simply in graphic form. The industry is developing so rapidly that soma products may have been omitted, but every effort has been made to include all that are important or likely to become so. The difficulty of keeping information of this tape up to date is shown by reference to an information circular4/ or, the sore subject published by the Bureau of Mines in 1930, in which the important products are shown on a single chart, where as five charts are employed for the cane purpose at present.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

This report by the Federal Bureau of Mines Particulate Mineralogy Unit recommends mineralogical definitions and identification-characterization concepts for selected silicate minerals and their asbestiform varieties. Precise definitions acceptable to mineral analysts, regulatory personnel, and medical scientists are essential because of the present lack of conformity in terminology concerned with measuring and controlling asbestiform particulates and their related health effects. Because of the complexity and variability of crystal morphology in different mineral groups, the descriptive terms are generally explained by illustration rather than by numerical values. Applications and limitations of several analytical techniques for particulate identification and characterization are discussed.
