The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

"INTRODUCTION The ti taniferous-iron deposits in the Iron Mountain area of the Laramie Range, and particularly the Shanton deposit, were examined by several engineers. 3/ of the Bureau of Mines during 1942, 1943, and 1944. A dip-needle survey also was made early in 1945. 4/ Interest in this property has increased as a result of the exploratory work completed by the Bureau in 1944 on the Iron Mountain deposit, 6 miles northeast of the Shanton property.ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Researchers at the U.S. Bureau of Mines have developed personal-computer-based data acquisition, instrumentation, and mine visualization and modeling techniques to evaluate a mine accessway in a deep hard-rock mine in northern Idaho. These techniques were applied to a mine shaft in a large silver mine that has been in operation for many years. A very deep, rectangular, timber-supported shaft extending to depths exceeding 2.3 km (7,500 ft) had been deforming continuously as a result of nearby mining, resulting in operational problems. Preliminary visual observations and rock and support monitoring confirmed that severe diagonal distortion was occurring. Extensive field measurements and data analysis confirmed initial observations, provided insights into the cause of deformation, and defined a general approach to structural modeling. Computer analysis of the problem was initiated by developing a three-dimensional model of the terrain. This represented a volume of rock approximately 80 km3 (40 x 1010 ft3) and an area on the surface surrounding the mine 9 km2 (3 square miles). Based on this model, a three-dimensional, finite- element analysis was conducted to establish boundary conditions for sequentially more detailed two- and three-dimensional submodels of the shaft area. Results from the computer study are being used to develop new approaches to mine design and to provide design guidelines for deep mine accessways subject to severe rock-mass loading conditions.

This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer's literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.

Natural gas was first stored underground in Welland, County, Ontario Province, Canada, in 1915.3/ The following year natural gas in the United States was first stored underground successfully in the Zoar field near Buffalo, N, Y. Only three additional storage fields were in use in the United States in 1930, but by 1940 the number had increased to over 30, and since that time growth has been more rapid. At least 80 fields, with a combined storage capacity of 440,828 MM c. f ., were being utilized by 1949.4 / In May 1952, 142 storage projects having a capacity of 915,000 MM c.f. were in operation .5/ These fields are distributed from New York to California--from Michigan to Texas. In the Appalachian region alone, there are 101 storage fields with a combined capacity exceeding 526,000 MM cu. ft. Why Natural Gas is Stored Natural gas is stored in order to be readily available to meet the needs of consumers.

The size and complexity of modern surface haulage trucks has resulted in an increased reliance upon sensors and electronic-based instrumentation for safe and efficient operation. Design engineers need accurate information about the equipment vibration environment to efficiently and effectively build components for installation on mobile mining equipment capable of withstanding the mine environment. Examples of such components include backup alarms, communication equipment, microprocessor-based controllers, and a wide variety of sensors. Unfortunately, this information is not available to the majority of both original equipment and aftermarket equipment manufacturers. To address this problem, the U.S. Bureau of Mines performed field vibration measurements on a variety of surface mining haulage trucks. The vibration measurements were then analyzed and test specifications were developed in the form of envelopes. In conjunction with test specifications, recommendations to aid manufacturers in implementing a vibration environment test program have been included with an illustrative example.

This paper deals principally with the retreating method of mining as applied in the Calumet & Hecla Consolidated Copper Co.'s deep Conglomerate mine, pointing cut some of the difficulties encountered in deep mining and describing the particular methods used at Calumet to carry on a large-scale operation at great depth with a minimum hazard factor. The circular is one of a series dealing with mining methods and costs which is being prepared for and published by the United States Bureau of Mines. ACKNOWLEDGMENTS Acknowledgment is due to those officials and operating heads of the Calumet & Hecla Cc. whose years of familiarity with the conditions developing at the Conglomerate mine as great depth was attained have enabled them to contribute valuable information to the subject of deep-mining problems.

Loss of life, loss of sight, crippling injuries, and property damage nearly always result from accidents involving explosives. The severity of such accidents has prompted lawmaking bodies to pass laws concerning the transportation, handling, and use of explosives; manufacturers of explosives publish manuals 'describing explosives and practical methods of handling then; and mining companies and others who use large quantities of explosives publish rules based on actual experience for the guidance of their employees. Careless storage of explosives by thoughtless or incompetent persons, particularly if they are left where children or saboteurs have access 'to them, has led to many serious accidents. Many contractors and mining operators who use explosives are extremely careless about storing them. It is the purpose of this paper to discuss the explosive-handling practices of a large western mining company, which are considered better than most.

A high-Btu gas was made at the Bruceton, Pa., laboratories of the Bureau of Mines to demonstrate the feasibility of using the gas as a nonpolluting fuel for automobiles. The pilot plants at Bruceton were revised to combine the processes of coal gasification, gas purification, and catalytic methanation in one overall system. Tests in the Bureau's test automobiles at Bartlesville, Okla., showed the Synthane gas was less polluting than natural gas.

"Introduction In 1925 the Bureau of Mines published as Technical Paper 346 a discussion of typical crude oils of the Western Hemisphere. That paper was one of a series of surveys of typical crude oils, and was the first of these to deal with properties of crude oils from countries other than the United States. The paper contains comments, tabulated data, and individual analyses of crudes typical of the producing districts of Canada, Mexico, Trinidad, Venezuela, Argentina, Colombia, and Peru; for comparison, it also has analyses of typical crudes from the chief producing districts of the United States.The Bureau of Mines undertook a study of foreign crude oils for two reasons: First, foreign fields are potential sources of supply for the United States; in fact, considerable quantities of some foreign crudes have already been imported. Second, these oils are very similar in physical and chemical properties to oils found in the United States, and a study of these resemblances has scientific value.After the publication of Technical Paper 346, the attention of the Bureau was called to the fact that the two analyses of crude oil from Venezuela which appeared in that paper were not completely representative of the production of that country. Samples of other types of oil were procured through the cooperation of Mr. R. Ogarrio, manager of the Texas Petroleum. Co., Huston, Texas, and officials of the following companies operating in Venezuela; British Controlled Oilfields, Ltd., Venezuelan Oil Concessions, Ltd., Creole Syndicate, and Venezuelan Gulf Oil Co.. Samples were collected and dispatched by Mr. D. 3. Park, representative in Maracaibo, Venezuela, of the Texas Petroleum Co. The value of the interest and cooperation of these agencies in obtaining the samples is gratefully acknowledged."

"I. IntroductionThe alveolar surface of the lung is covered by two populations of pneumocytes, type I and type II epithelium. The type I cell, which accounts for most of the alveolar surface area and provides a highly specialized barrier for gas exchange (Rannels et al., 1991), is poorly understood. Although approaches to type I cell purification have been discussed, they have not been applied widely because of the lack of phenotypic markers to monitor isolation procedures (Dobbs et al., 1988; Danto et al., 1992). In contrast, the type II cell has been studied extensively, largely because of the development of reliable procedures for its isolation and primary culture. Investigations based on the use of purified populations of cultured type II cells have provided convincing evidence to support a role for the pneumocytes both in the maintenance of normal lung function and in the response of the lung to injury (for review, see Rannels and Rannels, 1989).While type II cells can be isolated by a variety of approaches, the protocols used most commonly are modifications of the gradient method of Dobbs and Mason (1979) or of the panning method of Dobbs et al. (1986). Purification of the cells based on density gradient centrifugation is reliable and consistent, with yields of 30 to 40 X 106 type II cells per rat of 230 g body weight. Isolation procedures applied to a minimum of three to four rats provide the best results, as lower cell yields are common with the use of fewer animals. The Simon & Coles manganese deposit in Sherman Valley, Bedford County, Pa., was investigated by the Bureau of Mines during the fall of 1942. Two churn-drill holes; 65 and 75 feet deep were bored, and 8 channel samples were taken. Manganese occurs at this property in the form of psilomelane and manganiferous iron as replacement of the red sandy shale of the Much Chunk-formation. Two cars of manganese ore had been shipped by the owners in 1940, of which one averaged 10.9 percent manganese and the other 21.3 percent manganese. One car of hand-sorted manganese ore that averaged-45 percent manganese was shipped in 1942.

A rig was constructed to burn 100 to 125 lb of coal per hour at 4,000° F in a cyclone burner with oxygen-enriched air preheated to 1,500° F to ascertain the problems in the coal-fired MHD generation of power. Potassium carbonate was added to the coal at several concentrations up to 1.23 g-moles/kg of coal (17 lb K2C03/100 lb coal). Boiler-tube materials maintained at wall temperatures of 800° to 1,500° F were exposed to the combustion effluent of 1,800° to 2,500° F. Practically complete removal of sulfur dioxide from the stack gas was achieved with the seed addition. Nitric oxide formation followed theoretical expectations at combustion temperatures with some decomposition of the NO occurring as the gas cooled flowing through the system. Nitrates in the fly ash were less than 1.7 percent of the total fixed nitrogen. With aqueous extraction of the fly ash a maximum recovery of 75 percent of the potassium was obtained. Haynes 25 was unattacked at a wall temperature of 1,500° F in combustion gas at 2,500° F; the stainless steels 310, 316, and 446 were resist-ant at a metal temperature of 1,100° F in gas at 2,100° F.

"It is well known that prevalence and severity of coal worker's pneumoconiosis (CWP) differ markedly in different regions and mines despite comparable exposures. These variations in the pathogenicity of different coal mine dusts can only partially be explained by the mineral composition of the coal mine dust and the rank of coal. Laboratory studies also do not correlate with the human experience. One major difference between human exposure and laboratory studies is that the coal miner breathes dust from freshly broken coal, while the animals or cells are exposed to stale dust. In an effort to find biochemical clues for resolving this apparent paradox, we have carried experiments to detect differences in chemical reactivities of fresh versus stale coal dust from several U.S. coal mines. Electron spin resonance (ESR) was used as a technique for the direct detection of the concentration and reactivity of free radicals. ESR measurements of freshly ground coal dusts of different ranks and composition showed significant differences in the amount and reactivities of the organic free radicals produced. The half-lives and reactivity patterns of these newly formed species of free radicals seem to correlate with the expected toxicity and pathogenicity of the dust, thereby, providing new clues to the biochemical mechanisms and pathogenesis of CWP. Similar detection of free radicals in freshly crushed quartz suggest that free radicals might play a significant role in the pathogenicity of quartz in causing fibrosis and eventually silicosis.IntroductionThe pathogenesis of coal workers' pneumoconiosis (CWP) has been an important topic of concern for decades, but the mechanism of CWP is still not understood. "During the past few years, since flotation has become the paramount treatment method for most all kinds of ores, the Bureau has gathered the data on consumption of reagents used in the flotation treatment. The first report was issued in 1916. A brief review of such reports shows the progress made in the art of flotation, and each year brings forth development of new reagents or combinations of reagents that seem sure to survive, but research and progress spell their defeat, if not by entire elimination, at least subjects them to considerable modification. Fortunately, close cooperation between the Bureau and the operators has been the means of an exchange of ideas in research work, and the development, in plant practice, of such research work on a commercial basis, is one of the outstanding features in milling today.In past years flotation has been referred to generally as ""oil flotation""— today it might be more properly called ""chemical flotatioin"" Minerals can be floated today without oil. Chemicals alone will do the work, showing how little was truly known about the process heretofore. The term ""regents as used herein, includes both chemicals and oils. The total pounds of oils and reagents consumed during the year was greater than shown in the 1925 report. The 1926 total was 201,711,795 pounds as compared with 81,688,967 pounds for 1925. The equivalent in pounds of reagent use& per ton of ore for 1926 was 3.933 as compared with 1.7972 for 1925. This increase is due largely to the amount of lime which is added in the alkaline circuits particularly in the mills treating coppers ores, which accounts for the larger tonnages."

Heavy liquids have been used to separate minerals of different specific gravities for many years.4 5 6 7 8 9/ The method permits substantially quantitative evaluation of a variety of minerals and requires much less time than the usual methods of chemical analysis. This Bureau of Mines investigation was conducted to determine the applicability of heavy liquid mineral separation to the evaluation of certain spodumene and kyanite ores, prepared mixtures, and plant products. After careful standardization of the particular mineral and associated gangue, estimates of chemical analyses could be obtained from results of heavy liquid separations.

This paper describing the mining practices at the Park Utah mine in the Park City district is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Park Utah mine is situated at Keetly, Utah, about 5 miles east of Park City. The Park City district lies on the eastern slope of the Wasatch Mountains, 25 miles southeast of Salt Lake City. The district embraces a tract located between the crest of the main range on the west and the mountain meadows along the eastern foothills. The elevation of the Union Pacific Railroad station at Park City is 7,000 feet above sea level. The town and mines are served by two railroads; one 28 miles long is a branch of the Union Pacific Railroad and connects with the main line at Echo Junction, east of Ogden; the other is 35 miles long and joins the Denver & Rio Grande Western Railroad at Salt Lake City. The district and mines are also accessible by excellent automobile roads from Salt Lake City and surrounding points (fig. 1).

[Steel tanks often corrode rapidly in oil fields where the gas produced with crude petroleum contains an appreciable quantity of hydrogen sulphide. In many instances working tanks have been discarded after only six months of service because of failure induced by corrosion. Aluminum has been used for some time in the fabrication of certain equipment incidental to the handling of oils containing hydrogen sulphide L; as in solution, and has exhibited no serious corrosive action. These uses indicated that aluminum tanks might be equally effective in counteracting hydrogen sulphide corrosion. Consequently, in the spring of 1928, an all-aluminum stock tank of 500 carrels capacity and a "composite" tank of equal capacity, having a steel bottom and bottom ring and an aluminum top and top ring, were placed in service on the State-Lassiter lease of the Gulf Production Co. in Crane County, Tex. These tanks were under observation for one year, the test being sponsored by the Gulf Production Co., the Aluminum Co. of America, and the Parkersburg Rig and Real Co. The results of this preliminary test sustained the belief that aluminum is highly resistant to hydrogen sulphide gas and likewise indicated the type or grade of aluminum which could be most economically used for lease tankage. However, in this preliminary test the tanks were not subjected to contact with the large quantities of highly concentrated brines such as often are associated and produced with crude oil. Therefore, it was suggested by representatives of the Aluminum Co. that additional tests be made to include production conditions in which large quantities of brine would be handled, for pact experience had known that aluminum often is susceptible to the corrosive action of brines.]
