Domestic byproduct fluorine (in fluosilicic acid) availability at various price levels of aluminum fluoride were determined and a contingency availability curve developed. The supply of byproduct fluosilicic acid is restricted in amount to certain geographic regions, where plants processing phosphate rock are located, and the byproduct can be collected. The maximum possible U.S. annual supply, based on potential plant capacities, is 373,400 tons of fluosilicic acid containing 295,400 tons of fluorine. Based on inputs of 5, la, 25, 50, and 100 thousand tons per year, five levels of producing aluminum fluoride from fluosilicic acid (100 percent) were costed. Based on a 12-percent discounted cash flow rate, including the cost of salvaging the fluosilicic acid, the calculated selling price of aluminum fluoride ranged from $233 per ton to $448 per ton. At the higher price, 98 percent of the potential supply of byproduct fluosilicic acid could be used profitably; at the lower price only 46 percent could be used profitably.

Factors affecting the shipping cost of iron ore, bituminous coal, imestone were quantified and integrated into a computer program that can d to estimate costs under varying sets of conditions. The realization that there is a limit to our supply of domestic mineral and fuel resources, which have been taken for granted until recently, has stimulated the need for conservation and optimum utilization of the Nation's minerals, metals, and fuels-resources critical to our national economy. The mission of the Bureau of Mines is to develop new technology, improve existing technology, and disseminate information related to mineral resources and industries. Fulfilling the mission is necessary to insure a continuing, adequate supply of minerals and alternative supplies of energy from reliable sources at the lowest possible cost to society and the environment. Established in 1910, the Bureau of Mines under the Department of the Interior is the Federal Government's primary research arm in the mineral field. Since the transfer of the fossil fuels portion of the energy research program to the newly organized Energy Research and Development Administration (ERDA) in fiscal year 1975, Bureau research has been concentrated on increasing mineral production, decreasing energy usage through more efficient processing, and decreasing material losses caused by corrosion. Concurrently, research is being addressed to improved coal-preparation techniques, especially to expanding utilization of low-grade coals and coals difficult to beneficiate, which are essential for reducing the need for petroleum and natural gas supplies and for redirecting our energy consumption. Fluctuations in the availability of foreign sources of minerals, metals, and fuels due to political and economic variability among nations have necessitated intensified investigation into coal mining, uranium-ore processing, and geothermal energy sources-three alternatives that can help to alleviate the dependence of the United States on foreign sources of energy.

To improve communication among Government, industry, and academic researchers in the field of thermodynamics, the Federal Bureau of Mines sponsored a Workshop on Techniques for Measurement of Thermodynamic Properties in August 1979. Participants at the workshop presented 33 papers on the subjects of temperature measurement and control, general calorimetric techniques, low-temperature calorimetry, high-temperature calorimetry, galvanic cells, ionic solutions, and heterogeneous phase equilibria. A special invited lecture was presented by E. F. Westrum, Jr., on the resolution of lattice heat capacity. This Information Circular comprises the proceedings of the workshop and includes the texts of papers presented and discussion by attendees.

The helium resources of the United States were estimated by the Bureau of Mines to be 1,037 Bcf as of January 1, 1981. These resources are divided into four categories, in decreasing degree of assurance of their existence: (1) helium in storage and in measured natural gas reserves, which totals 211 Bcf, (2) helium in indicated natural gas resources, which is estimated at 207 Bcf, (3) helium in hypothetical natural gas resources, which is estimated to be 318 Bcf, and (4) helium in speculative natural gas resources, which makes up the remaining 301 Bcf. These helium resources are further divided into depleting, nondepleting, and stored classifications, The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. All of the helium in undiscovered (hypothetical and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 897 Bcf of the total helium resource base. Nondepleting resources are those in shut-in, abandoned, or otherwise nonproducing natural gasfields. Helium resources contained in nondepleting natural gas resources are estimated to total 100 Bcf. There is 40 Bcf of helium in storage in the Federal Government-owned Cliffside Gas Field near Amarillo, Tex.

"The United States Bureau of Mines, in the interest of the prevention of injuries and fatalities in coal mines, has engaged in a study of the circumstances and conditions under which falls of roof and coal contribute to coal-mine accidents, and this publication is devoted to the result of a study conducted in mince developed in the Pittsburgh or No. 8 coal in eastern Ohio.To emphasize the need of this study a statement of the fatalities which have resulted from falls of roof is presented, followed by a brief description of the field and its geology. The mining methods, regulations, and timbering practices are presented and discuss, as well as supervision and discipline, all of which are important factors in the control of the roof and the prevention of falls of roof material that are liable to result in injury to the underground workmen.During the five-year period, 1924 to 1928, there were 10,820 fatalities in the cool mines of the United States, of which number 5,573 or 51.5 per cent resulted from fells of roof material, such as draw slate or roof coal, and of coal from the fact or sides. These fatalities generally occur singly, consequently they are given little publicity compared with major disasters consulting from explosions which, during the same five-year period, amounted to only 17.8 per cent of the total fatalities.Seven,mines in eastern Ohio, each typical, of mines in its locality, have been carefully studied, and the result of this study is herein presented so the information may be and beneficial to all who may be operating mines having,similar natural or physical conditions.In general, it will be found that measures taken to prevent injuries or fatalities from falls of roof as well as other safety measures, will have the effect of increasing the efficiency and economy in mining operation. The result of the study so far made on the falls of roof problem indicates that such features as mine management, supervision, inspection, discipline, character of roof, timbering methods, and blasting have a direct bearing on any scheme that may be evolved to prevent injury or loss of life by falls of roof."

Gypsum and gypsite, used in the manufacture of plaster and plaster products, have been mined from deposits near Acme, Hardeman County, Tex., for more than 30 years. The Certain-toed Products Corp., 120 East Lancaster St., Ardmore, Pa., operates the Acme, Tex., mine. Underground hauling was done with storage-battery and Diesel-electric-powered shuttle cars. Many mining companies and individuals have manifested interest in all types of equipment powered by Diesel or Diesel-electric units, as attested by the recent increase in use of Diesel-powered equipment in underground metal and nonmetal mines. The purpose of this paper is to describe the manner in which a storage battery-powered Joy Model 60D2 shuttle car was converted to Diesel-electric power. The conversion was made, at the instance of the operating company, by Stewart & Stevens on Services, 4801 Lemon Ave., Dallas, Tex. This is believed to be the only such converted shuttle car in use.

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign countries and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treatment of mineral resources, the Bureau of Mines undertook an investigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70,a which gave an outline of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publishing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treatment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. Recent papers on support of roof and top rock in mines representing present practice in so far as it hits been described by engineers in all of the principal mining countries, cover a relatively aide range of topics. The papers abstracted herein include such subjects as the testing of materials of support, failure and movement of rock above workings, effect of excessive pressures on rock masses, axed the application in mines of timber, metal, concrete, packing, and filling support. It is not within the scope of this paper to present a logical and orderly discussion of the elements of support and their application to conditions influenced by the material worked or the method of mining. Only the essential facts of a paper appear in the abstracts, the idea being to give a fairly clear picture of the behavior of various types of support under brows conditions and to put into concise form important information concerning present practice, modifications of practice, and the trend toward new practice. With such valuable facts from others experience made readily available, it Is hoped that the engineer with particular and often trying problems may obtain suggestions that will be immediately helpful.

On entering the World War the United States was confronted with the necessity of building in a short time a large number of ships of tonnage adequate to transport troops and war materials to Europe and to carry food supplies to the allied countries, whose merchant fleets had suffered greatly by submarine warfare. The necessity of building ships quickly led to the formation of the United States Shipping Board, which was charged with the duty of developing an efficient organization for the purpose. Such an organization was developed under the name of the Emergency Fleet Corporation; it was under the control of the Government, but could conduct its business in the most direct way, like a private corporation. In order to build the largest- number of ships possible without drawing too heavily on the steel industry, which was already taxed heavily by the production of munitions, it was decided to build wooden as well as steel ships. These ships were built from a few standard designs to enable a large number of duplicate parts to be fabricated in inland shops and transported by railroad to the shipyards on the seacoast, where they were assembled into ships. In other words, the plan was to manufacture the ships rather than to build them. The shops on the seacoast were reserved to make those parts of the ships' equipment that could not readily be transported. The inland shops made the parts that could be transported to the seacoast by railroad. Among the more important parts of the ships' equipment to be standardized were the boilers. As the Scotch marine boiler in large units is bulky and can not be transported by railroad, and as, for the same capacity,much more steelis needed in its construction than for water-tube boilers, a few simple designs of water-tube boilers were developed that inland shops having ordinary equipment could make in large quantities.

This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The objective of the project descibed in this report was to design and field test a model health and safety program at a coal mining company and a gold mining company. The model program was implemented primarily by providing training on loss control, accident investigation, and the operation of mobile equipment; and by providing technical assistance to help solve health and safety problems. Data were obtained from company records on occupational injuries, illnesses, accidents, and "near misses"; and through direct observation of employees performing a large number of randomly selected jobs. At the coal mine, employees were observed five times over a 15-month period. At the gold mine, employees were observed six times over a 16-month period. During the study, the percentage of sampled jobs containing one or more safety deficiencies decreased from 74.3 pct to 36.6 pct at the coal mine and from 86.4 pct to 19.1 pct at the gold mine. Work on this project was performed by Woodward Associates, Inc., under a Bureau of Mines contract.

From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

The report, issued annually by the Bureau of Mines, U.S. Department of the Interior, describes recent activities in mineral production, consumption, imports, exports, and uses of significant minerals and mineral raw materials. Charts profile trends for the past 28 years in supplies and uses of iron, steel, major nonferrous metals, primary nonmetallic construction raw materials, fertilizers, and plastics. Also included are current and historical financial data on the mineral industries, such as debt-equity ratios, asset-to-liability ratios, and plant and equipment expenditures.

As part of the Demand Evaluation Program of the Bureau of Mines to determine future needs for minerals, a study was instituted to develop and describe a methodology for approaching the problem of substitution between mineral commodities and between mineral commodities and other materials. The report comprises three sections: A review of general factors relative to substitution, a case study of the effect of substitution on zinc die-casting markets in recent years, and a general methodology for reviewing materials substitution with specific emphasis derived from reviewing substitution in the domestic zinc die-casting markets.

The object of this program was to extend the capabilities of visual paging systems both in size and function. The system developed uses the mine pager phone line for communication, monitoring, and remote control. A central station, using a minicomputer, transmits signals by phase inversion modulation of a 16,384 Hz carrier to as many as 999 remote units. The remote unit addressed returns An echo to indicate that it is functioning and, in the case of monitor units, to convey the monitor data. Magnetically latched display dis[c]s, which can be seen from both sides when posted, are used for visual paging. Lists of the addresses of posted pages, unanswered pages, and non-echoing units are prepared by the central station computer. The system was designed to be intrinsically safe and should operate for three months on a 12-volt lantern battery.

Reports technical progress in designing four machines to be used in mining coal underground, applying innovative concepts at the design stage (instead of add-ons). A study phase was followed by design activity, including calculations supporting the designs. Scale models of three machines were built, and a full-scale mock-up of the conventional loader was used to measure human factors parameters.

This report summarizes cost data accumulated during 15 months of sustained operation of the Bureau of Mines Boulder City (Nev.) titanium plant, which had a capacity of about 1,350 pounds of titanium sponge per day. The plant was constructed during the 1952 fiscal year with funds supplied by the Ordnance Corps, Department of the Army. Its original purpose was to engage in process development work as a continuing phase of the Bureau of Mines policy to seek improvements in producing titanium metal. In early 1953 the Defense Materials Procurement Agency contracted with the Bureau of Mines for producing approximately one-half million pounds of usable ductile titanium sponge. Production began in May 1953, ended in September 1954, and yielded 492,503 pounds of acceptable metal. Operating costs covering this period of operation, with suggested depreciation and administrative costs, are given, as well as outlines of building and equipment capital costs. In addition, miscellaneous economic considerations are discussed, including labor and operating-time schedules.
