This U.S. Bureau of Mines report presents an analysis of surface coal mining accidents involving mobile equipment for the years 1989 through 1991. Mobile equipment is defined as haulage trucks, front-end loaders, bulldozers, scrapers, and road graders. These five pieces of mining equipment accounted for 20 pct of all surface coal mine accidents and 41 pct of the fatalities. The general discussion of these accidents covers the accident causes, the primary activity of the accident victims, and other contributing factors. A more detailed analysis of accidents associated with each piece of mobile equipment is also provided. This report will provide mine managers and mine safety personnel with a better understanding of the hazards associated with mobile mining equipment. It identifies where improvements in mobile equipment safety can be made and those areas requiring additional safety emphasis, such as safety training, work procedure changes, or engineering changes to the equipment or work environment. The analysis was performed by a team of researchers using accident data and narratives provided by the Mine Safety and Health Administration.

A key step in changing coals to fluid fuels and chemicals is the conversion of coal to synthesis gas by gasification with steam and oxygen. As oxygen represents one of the largest single expenses in gasification, its cost is a vital factor in the economy of the process. At present, the most economical method for producing tonnage oxygen is by the conventional rectification of liquefied air. Several alternate methods have been proposed for producing oxygen from air: (1) methods based on physical or chemical sorption of oxygen from air by liquids or solids or (2) the oxidation of certain inorganic com-pounds to higher oxides unstable at higher temperature levels. Economic limitations are discussed by which these methods may be evaluated. Chelated metals of the salcomine type are promising chemical sorbents of oxygen from air. This report covers a study of the reversible sorption of oxygen by salcomine and other chelates. The presence of water in the salcomine structure was verified; it is the loss of this water that causes slow deterioration of salcomine during cycling.

This paper is one of a series published by the Bureau of Mines on mining and milling methods and costs. It describes operations in the Alma district of Colorado in September 1937, supplemented by some additional data collected in July 1938. The purpose of this study was to determine mine workers' state of fie-fighting preparedness and the technology being used to detect and respond to underground coal mine fires. To investigate this problem, 214 underground coal miners were interviewed by U.S. Bureau of Mines researchers. Frequency distributions of workers' responses are presented in this report, along with segments of narrative accounts, to profile miners' fire-fighting capabilities. The data indicated that much variability exists from mine to mine and that there are several important changes operators may undertake in order to make miners better prepared to deal with fire underground: select appropriate sensors, establish and test a warning and communication protocol, construct a system capable of delivering hundreds of gallons of water per minute for sustained periods, institute formal fire preparedness audits, develop case studies of events that occur at an operation to use as teaching and assessment tools, and provide structured practice that can be incorporated into fire drills.

Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.

Research personnel from the Bureau of Mines, representatives of the Mining Enforcement and Safety Administration (MESA), and members of the mining industry met with other Government and Industry representatives at three seminars held in Pittsburgh, Pa., November 4, 1975; St. Louis, Mo., November 6, 1975; and Denver, Colo., November L1, 1975, to discuss the results of Bureau-sponsored research on coal mine illumination. The program, aimed at developing suitable illumination systems fur the working; places of underground coal mines, covered hardware development and field evaluation and the status of proposed MESA standards and proposed MESA enforcement procedures. These proceedings contain the opening remarks to the seminars and eight technical presentations an various aspects of coal mine illumination.

This report describes the commercial application of the launder screen in anthracite-industry fine-coal cleaning operations. No new device, the launder screen has been used since the early part of the present century to size, screen, classify, and deslime the fine-anthracite sizes (Buckwheat Nos. 1 through 5) recovered by "river-coal" men dredging along streams draining the anthracite fields. The launder screen is stationary, has no moving parts, requires ample water for operation, and can be constructed economically on the job. Essentially, it consists of a wooden trough with baffles placed through its width to form a well system. The wells are covered by fine-mesh woven-wire screening. Each well is tapped with a number of orifices, and the hydraulic suction head developed in this manner removes high-gravity fines and slimes through the screening as underflow to waste. Material retained on the screen surface discharges as overflow product.

Records show that much of the lead produced in the Upper Mississippi Valley lead-zinc field was taken from natural openings along crevice systems at shallow horizons or at the surface. During the early history of the district, the shallow deposits were worked intensively; but in recent years the production of lead, except as a byproduct of deeper mining for zinc ores, has not been significant. Considering the methods of early mining, the character of mineralization, and the fact that galena can still be found on the surface of the old digging areas, it was reasoned that enough mineralization might remain on and above bedrock to permit, through the use of modern equipment and methods, economical re-treatment of surface material in the digging areas.

VANADIUM was discovered in 1801 by Andres Manuel del Rio, a professor of mineralogy at the School of Mines in Mexico City. Del Rio called the new element erythronium. Later, he decided that this was not a new element but a form of chromium. Not until 1831 did Nils G. Sefström, a Swedish chemist, positively determine that the metal was a new element which he named vanadium, after Vanadis, the Scandanavian goddess of beauty. From 1831 to the 1860's and 1870's, the comparative scarcity and high cost of vanadium restricted its commercial use. Shortly after 1870, more information was obtained on the physical and chemical properties of the element. Thereafter, research on vanadium has dealt largely with its use as an alloying element in steel and nonferrous metals. Vanadium is a widely distributed element in the earth's crust. It is more abundant than many metals but is disseminated in small quantities throughout a great variety of rocks. Relatively few deposits have contained ore of a grade suitable to warrant development for vanadium alone. It is produced in conjunction with uranium, iron, titanium, aluminum, and lead-zinc ores.

This report of a petroleum-engineering study of the Flat Rock oil field, Osage County, Okla., describes the geology, reviews the production history, and estimates remaining oil reserves. The Flat Rock field in the southeastern corner of Osage County approximately 6 miles northwest of Tulsa. Okla., was discovered in November 1904. The field was one of the first of many Bartlesville-sand fields developed in eastern Osage County during the early part of the 20th century. Although substantial oil reserves remain in the pressure depleted sands in some parts of the field, their economic recovery by water flooding will require careful consideration of the many factors involved.

This Bureau of Mines report describes several significant problems associated with absenteeism among underground coal miners. The vast empirical literature on employee absenteeism is reviewed, and a conceptual model of the factors that cause absenteeism among miners is presented. Portions of this model were empirically tested by performing correlational and multiple regression analyses on data collected from a group of 64 underground coal miners. The results of these tests are presented and discussed.

The objective was to develop and design a remotely operated temporary roof support system that provides a safe working environment between a freshly cut coal face and the last line of permanently supported roof in which to perform roof bolting activities. This system was to take the form of a retrofit package which could be adapted to a majority of the bolters currently in service. The result is an integrated piece of hardware which will retrofit onto virtually all single boom bolters by removing the drill boom and relocating and modifying the hydraulic controls. The system is composed of three basic components: a pair of cantilevered roof supports which reach forward to the desired line of support, a mast type drill unit for drilling holes and torquing bolts, and a transverse slide assembly to carry the drill from hole to hole across the entry without relocating either the bolter or the roof support. A converted bolter not only provides a much safer operation but is projected to increase the production speed as well as reduce the manpower required to operate a section.. This improvement in productivity is shown to make the job of retrofitting a bolter cost effective in less than two months and provide a potential profit thereafter. Based on the findings presented in this report it is recommended that a proto-type be built and tested in an underground coal mine to demonstrate its effectiveness.

As sponge iron is much like porous, coarse sand, it is a tempting material to use in place of coarse scrap iron as a precipitant of metals, for scrap iron is relatively awkward to handle and exposes only a small amount of surface to pregnant solutions. The results of the experiments described in this bulletin are largely a record of the behavior of sponge iron as a precipitant of lead and copper under laboratory conditions comparable to those that would obtain in a commercial plant were it attempted to secure the maximum contact of surface between solution and precipitant. Physically, the study is largely one of the rates of diffusion of the metal ions in the solutions and through the metallic coatings surrounding the sponge iron particles. The practical objectives are to remove completely the valuable metals from solution and at the same time to obtain a precipitate of good grade. In order to fulfill this latter requirement, the precipitant should be almost completely consumed. These practical ends are usually secured by having the two substances involved pass each other counter-currently-that is, in such a manner as to have the strongest precipitant in contact with the most impoverished solution, and vice versa. EXPERIMENTS WITH LEAD SOLUTIONS In nearly all of the schemes involving the leaching of lead from its ores the metal has been put into solution as the chloride, and fairly concentrated liquors have been employed. The solubility of lead under such conditions is comparatively small at best; the hot pregnant liquors from which the metal is to be precipitated are then made nearly saturated with respect to lead, and only a very small amount of acid is used. Therefore it was not as necessary to learn the behavior of the sponge iron in precipitating lead from solutions of widely differing composition as to learn under what conditions, and with what mechanisms, this precipitation might be carried out most readily.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This circular is part II of a series of papers reviewing the literature on air conditioning in mines with particular reference to the health, safety, and efficiency of employees. It deals with the physiological aspects of the principal physical qualities of mine air; part I (Information Circular 7001), chapters 1 to 3, discussed the physiological aspects of the chemical qualities of mine air, especially when contaminated with organic matter and noxious and toxic gases; part III will describe theoretical and practical methods of air-conditioning mines to try to correct or alleviate the conditions mentioned and will discuss the results attained by some of the systems now in use in various parts of tae world. With the present emphasis on the necessity for preserving the health of the Nation's defenders, industrial as well as military, attention should be called to the various conditions that may affect adversely their health and efficiency. One of the most important of these is exposure to abnormal air conditions, especially high temperatures and humidities. Therefore, it is believed that although the data presented here on the physiological effects of exposure to high temperatures cue intended mainly for the mining and allied industries, they are applicable to many other defense industries as well as to conditions present in some activities of the Army and Navy.

THE PURPOSE of this investigation was to develop methods for analyzing coal derivatives and products from the Fischer-Tropsch synthesis. As part of this investigation it was necessary to study the mass spectral characteristics of many classes of compounds. The mass spectra of alcohols, the trimethylsilyl ether derivatives of alcohols, acetal-type compounds, ketones, esters, and naphthenes were correlated with structure, and analytical methods were formulated. A method was devised to determine the ratio of branched to normal hydrocarbons up to CIS in the Fischer-Tropsch product. Low-ionizing-voltage mass spectrometry was combined with type-analyses to analyze tar acids and neutral oils from coal. The necessary sensitivity correlations at low-ionizing voltage were developed, particularly for phenolic compounds. Special analytical techniques were developed for the mass spectral analyses of specific compounds and compound types including (1) oxides of nitrogen, (2) hydrogen sulfide, (3) isomers of butenes and pentenes, and (4) hydrogen deuteride. An investigation was made of the effects of various hydrocarbons and oxygenated compounds on tungsten filaments in the mass spectrometer. The operating characteristics of rhenium filaments under similar conditions were studied. Several improved sample handling techniques were developed, including an automatic manometer and a self-filling micropipet. Studies were made of anomalous and negative peaks in the mass spectra of certain gases.

The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

For melting and purifying reactive and refractory metals , two electronbeam furnaces have been constructed and operated on the principle of highpowered vacuum diodes . It was necessary to design the vacuum and electrical systems , mechanical features , and operating procedures to cope with dynamic conditions . Vacuums of 10-5 torr , tens of kilowatts of power at 5 to 10 kilovolts , and the evolution of impurities at thousands of liters per minute constitute a challenging combination . The furnaces have been used to melt either button specimens weighing several hundred grams or , by feeding material as a consumable electrode , small ingots weighing several kilograms . Hafnium is among the metals that can be purified . For example , hafnium starting material with Rhn 94B was softened to Rhn 70B after 2 hours of melting under a 25 - kw electron beam , and impurity levels were reduced as follows : Oxygen , from 700 to 350 ppm ; nitrogen , from 71 to 20 ppm ; hydrogen , from 6 to 1 ppm ; aluminum from 75 to < 20 ppm ; chromium , from 80 to < 10 ppm ; iron , from 100 to 40 ppm ; and silicon , from 40 to < 20 ppm .
