The preface of the United States Bureau of Mines Manual of First Aid Instruction contains the following paragraphs: One of the most important inquiries that Congress has authorized the Bureau of Mines to conduct relates to health condi- tions among those engaged in the mineral industries. Investigations made early with a view to bettering these conditions demonstrated the need of prompt care of injured miners, as, under the difficulties inherent to mining and other mineral industries; wounds seemingly unimportant, if not treated promptly, may become infected and possibly cause permanent crippling or even death of the porach. In the past many seriously injured persons have been treated by fellow workers ignorant of approved means of treatment and transportation and have been handled in such a manner as to cause suffering and to accentuate injuries to such a degree as to bring about permanent disablement. Accordingly, the need of general instruction in first aid became apparent. It must be recognized that the conditions in and about the mines, mills, smelters, quarries, oil fields, etc., usually present difficulties not found in large industrial centers where experienced surgeons are available and hospitals close at hand. Many mines are isolated and, when an accident occurs several miles underground, there may be a serious lapse of time before the injured person can be brought to the surface and taken to the hospital or given attention by a sur- geon who may have to come a long distance. Under such conditions it has been frequently demonstrated that, if effective first aid is not given, the injured person may die or become permanently crippled... First-aid instruction has been found to be an excellent aid3in pre- venting accidents. An investigation has been made to determine the applicability of the Cendrex3 X-ray instrument for the measurement of the ash content of washed bituminous coal products. The results obtained for selected products from six preparation plants in the Appalachian region and one preparation plant in the mid-western region are described. Emphasis of the study was placed on low-ash bituminous coal products suitable for utility or metallurgical markets. There was good agreement between the results obtained by conventional ash determination methods and by ash determination using the Cendrex for all products tested.

Curtailment of bauxite importation by enemy activities during World War II focused attention on the necessity of developing domestic deposits of aluminous materials. Large quantities of aluminum ores such as kaolin, siliceous bauxites, high-iron bauxites, anorthosite, and diaspore clays are available but not readily amenable to Bayer processing because of excessive impurities. The Bayer process, which is the only commercial method in use in the United States for producing metallurgical-grade alumina, requires a high Al2O3 bauxite relatively low in SiO2 and Fe2O3. The Bureau of Mines was charged by Congress to investigate processes for the production of alumina from these low-grade ores. One part of the program was an investigation, in the laboratory and pilot plant, of the recovery of alumina by the lime-soda sinter process. Ores comprising kaolin, diasporic clays, anorthosite, and siliceous bauxites have been investigated and studied in the laboratory and pilot plant, and a series 'of reports covering these investigations has been prepared.

This report describes an instrument system developed by the Bureau of Mines to continuously monitor and record changes in roof displacement during underground mining activity. The instrument consists of a single-wire extensometer coupled to a mechanical-drive chart recorder mounted in an aluminum frame installed in the roof. The unit is small and simple to install and meets safety requirements for use in underground coal mines.

[In studying coarse sand flotation3/ the question of the relation between fineness of grinding and mill capacity logically arose. Everyone familiar with present fine-grinding practice knows that the capacity of a ball mill or similar mill is determined, among other things, by the fineness of the finished product. Undoubtedly a great many mining companies must have a good deal of data directly bearing on this point, yet no quantitative relationship between ball-will capacity and fineness of finished product has been established. The experimental study presented here is an effort to establish this relationship in a semiquantitative way. The subject is a tremendously large one and grows in complexity as the study becomes more searching. Some serious fires have occurred in bituminous-coal mines because of short circuits on direct-current power systems that do not have adequate circuit-breaker protection. The writer's observation of circuit-breaker installations in numerous coal mines leads to the conclusion that many persons am not properly informed as to the true functions, limitations, and operation of circuit breakers. Faulty protection results in fire hazards that endanger lives and property. Proper circuit-breaker protection would greatly minimize or, in many instances, eliminate the hazards; moreover, many operating advantages of proper application of modern circuit breakers would be gained. The purpose of this circular is to show why fire hazards exist in many mines despite the use of circuit breakers and how, the hazards may be overcome. A method is given for determining whether additional circuit-breaker, protection is required for a specific 250/275-volt direct-current distribution system, and, if so, the approximate locations and capacities of the required supplemental breakers.

Near the close of the nineteenth century electricity was introduced underground, and the mining industry automatically was confronted with another potential source of fatalities and injuries to mine workers. Electricity has become an increasingly vital factor in the production of goal, particularly in recent years, because of the greatly extended mechanization that has taken place underground. The enlarged use of electrical equipment for cutting, loading, and hauling coal unquestionably increased the potentiality of shock and explosion hazards underground. Electricity may be used in coal mines with minimum danger if electric equipment and power-carrying wires are chosen properly and installed and kept protected by proper safeguards; on the other hand, if vigilance is relaxed in the slightest degree accidents may result. Electrical accidents are caused chiefly by direct contact with electrical equipment or power-carrying wires, by ignition of explosive gas or dust, and by fires of electrical origin. Electricity now ranks fourth as a cause of coal-mine fatalities, not including deaths from explosions or fires of electrical origin.

This report describes the results of a reconnaissance survey of areas in California and Nevada considered favorable to beryllium mineralization. Pegmatite dikes, veins, intrusive sills, contact metamorphic, and disseminated deposits as well as tactite deposits in the former major tungsten-producing districts were investigated. A general geographic pattern of beryllium mineralization was found to be concentrated along a wide belt in eastern Nevada extending from the Ruby Mountains, Elko County, south through the Fish Creek Range, Eureka County, the Snake Range, White Pine County to the Virgin Mountains in Clark County, Nev., and Mohave County, Ariz. Sporadic occurrences of beryllium are in central and southern Nevada, and in the pegmatite dikes of San Bernardino, Riverside, and San Diego Counties, Calif., and the granite masses of the southern Inyo Mountains, Inyo County, Calif. Principal company activities are centered in the Snake Range, Fish Creek Range, and the Virgin Mountains, Nev., and the Inyo Mountains, Calif. Other areas in California and Nevada have been superficially explored with results indicating either limited or widespread, but submarginal, mineralization. Although beryllium was found to occur, to some extent, in many of the deposits, mining has been hindered by the lack of a market for beryllium ores and concentrates other than standard-grade beryl and also by the erratic pattern of mineralization and the high exploration and beneficiation costs required to produce a marketable product.

"INTRODUCTION In December 1942, the-Bureau of Mines reported favorably on a proposal to grant Government assistance-in constructing an access road (consisting principally of a timber-pile bridge across the Rio Grande at Hot Springs, N. Mex.) to the property under lease to the United States Fluorspar Co. At that time the property was being developed actively, and there appeared to be no immediate-need for exploratory or metallurgical assistance by the Bureau of Mines.Because milling facilities were inadequate; the access-read project was eventually disapproved, but prior to disapproval the company had discontinued operations. In June 1943, exploration was resumed by the Humphreys Gold Corporation of Denver, which had subleased the property. Difficulty of access continued to interfere with exploratory progress. In July 1945, at the request of the lessee, the Bureau of Mines directed sampling, using company employees.At the completion of this sampling program, the Bureau of Mines concluded that the property was potentially a important source of fluorite but that further development for production appeared to depend largely on the establishment, by exploration, of adequate reserves. Because of the relatively easy position-of metallurgical-grade concentrate and ores, it also was deemed advisable to investigate the possibility of producing acid-grade concentrate from the ore, for which a demand was becoming evident. Accordingly, a program of trenching, diamond drilling, and metallurgical testing was undertaken by the Bureau. The results of its investigation are reported herein."

The data contained in this report were obtained incidental to the Bureau of Mine's investigation of the lime-soda sinter process as applied to the recovery of alumina from siliceous bauxite, kaolin, and other high aluminous materials. The Bureau of Mines was charged by Congress to investigate processes for the production of aluminum from domestic low-grade ores. The Eastern Experiment Station at College Park, Md., conducted laboratory and pilot-plant investigations of the recover-y of alumina by the lime-soda sinter process. Reports by the College Park staff covering the recovery of alumina from these sources have been published. The lime-soda sinter process involves the sintering of the finely ground siliceous bauxite or clay with limestone and soda ash in a rotary kiln. During the sintering the alumina supposedly reacts with the soda ash to form soluble sodium aluminate and the silica combines with the lime to form the insoluble orthosilicate. In the early stages of the investigation it was considered desirable to know the temperatures at which the phase changes occurred during the sintering operation. The total time involved in the passage of any given portion of the charge through the kiln was 28 minutes. The exposure time of the charge to temperatures above 600° C. (decomposition temperature of kaolinite) was, roughly, half the total. The exposure to the full temperature of the kiln, 1,100° C was only 3 minutes. (Subsequently, the maximum kiln temperature and retention time were increased.)

"Results of a research effort directed towards identifying and measuring the genotoxic properties of respirable particulate matter involved in mining exposures, especially those which may synergistically affect genotoxic hazard, are presented. Particulate matter emissions from a direct injection diesel engine have been sampled and assayed to determine the genotoxic potential as a function of engine operating conditions. Diesel exhaust from a caterpillar 3304 diesel engine, representative of the ones found in underground mines, rated 100 hp at 2200 rpm is diluted in a multi-tube mini-dilution tunnel and the particulate matter is collected on 70 mm fluorocarbon coated glass fiber filters as well as on S"" x 10"" hi-volume filters. A six mode steady state duty cycle was used to relate engine operating conditions to the genotoxic potential. Results to-date on diesel exhaust have indicated that use of a primary component of pulmonary surfactant as a medium for collecting and applying respirable particulate material to cells for mutagenicity testing offers a true representation of in-vivo delivery of such respired aerosols to pulmonary cells and the genetic material within. Protocols have been developed to sample and assay the diesel soot and diesel soot/mineral dust complexes which would not compromise the surf ace and physical properties of the particulate material. Evidence has been gathered to show that diesel soot expresses mutagenic potential as dispersions in DPL in the Ames tests as well as sister chromatid exchange activity in the animal lung fibroblast ·derived V79 cell line. The results are comparable to the standard solvent extraction procedure. INTRODUCTIONDiesel engines are primarily associated with transportation; however, they are also very common in the work place. Of particular concern is the use of diesel engines in mining operations. Currently there are 1,950 diesel machines working in underground coal mines throughout the country. These units are used in 151 mines encompassing nine different states (MSHA, 1991). It is believed the use of diesel powered equipment has contributed to higher productivity in these mines. However, the exhaust from diesel engines operated in underground mines has been a subject of concern during the past decade because of its suspected relationship with health aspects. The particulate matter generated by the diesel engine is of particular concern."

Unusual mining conditions prevail in the State of Washington because the majority of the coal seams lie on extra steep dips, and the roof and floor of the seams are of such a character as to require an excessive amount of timber- ing. The seams as a rule give off a considerable amount of methane, which makes good ventilation imperative. Due to physical conditions, supervision is costly and travel about the workings is difficult. Because of the facts stated, the accident rate has been above the average, and for some time considerable thought has been given the idea of making promotion of safety in and about the mines a responsibility to be shared equally by the employees and the management. With this idea in mind the legislature of the State of Washington, turing March, 1927, passed laws providing that safety committees be selected to function at the coal mines of the State and at the same time recognizing the fact that first-aid education is an integral part of any safety movement; legislation was passed making it mandatory to have all persons in and about the ines trained in first-aid administration. The provisions of the State mining law3 are as follows: "In every mine a general safety committee shall be selected, composed of the mine superintendent or manager of mines, one man selected by the employees or any association of employees in or around said mine, and a third member selected by these two. "The general safety committee shall elect one of the members to act as chairman and one to act as secretary. The duties of the chairman shall be to preside at all meetings of the general safety committee, enforce its rules and regulations and see that its business is conducted in a prompt and business-like manner. The secretary shall keep an accurate written record of the proceedings of all meetings, conduct its correspondence and post notices of regular and special meetings and other matters pertaining to safety. The duties of the general safety committee shall be to investigate all serious and fatal accidents; make bi-monthly.

For a number of years the efforts of the coal -mining industry , as well as of the Bureau of Mines , have been directed largely towards the limitation and prevention of explosions in coal mines . The origin of most explosions is ignition of methane or marsh gas , but the extent and violence of these explosions depend chiefly on the combustible dust present . The Bureau of Mines has conducted a large number of tests on the use of incombustible materials in limiting or preventing widespread explosions . The result of these tests , published in Bulletins 167 and 268 and Technical Paper 386 , proves that incombustible dust can be so applied and maintained in coal mines that the ignition of the mixture of incombustible and combustible dusts , or the propagation of flame by the dust mixture , is impossible ; on the other hand , experience and experiment indicate that watering methods are not reliable as a preventive of general or widespread coal-mine explosions . This report describes the use of " mudite , " a mixture of water and finely divided incombustible soil or dirt applied in some coal mines as a means of attempting to limit or prevent widespread explosions .
