The cost of reclamation can vary widely, depending on the primary objectives of the restoration activities. statistics in this study originated from State files, publications, and personal communications relating to restoration and pollution control measures for previously mined lands (orphan lands) and active mines. Reclamation of orphan lands is generally considered a public burden and constitutes an economic problem. All work reported here was completed under government contract, by the lowest bidder, with money coming from State and/or Federal funds. Cost would have been substantially lower had the reclamation been concurrent with mining. Several persons connected with some of the projects have observed that costs could probably be reduced by at least one half, if the reclamation had been conducted along with the mining. The expense of clearing and grubbing of volunteer vegetation, disposal of buried trees and brush, loosing of compacted spoil, and re-establishing access to areas could be saved. In addition, a contracting firm doing the work for a government agency would have mobilization costs and receive a profit. Mining companies also are profit conscious and would consider these costs in anticipating their profits (e.g., overhead would be less if reclamation is integrated with mining). The data presented here should serve as a guide for estimating and determining cost ranges, however, it should be recognized that variations exist. Adjustments may be necessary from the standpoint of physical conditions, economic conditions, price changes, and more restrictive requirements of recent surface mining laws. Reclamation conditions, procedures and successes in the eastern United States, particularly in Appalachia, have no bearing on conditions to be expected in the western United States. The situations are wholly different. Reclamation in the West differs from th t in the East, primarily because of aridity especially a during the summer months 1). Because of the many variables and differences between reclamation in eastern and western areas, they will be discussed separately.

The Bureau of Hines conducted a bench-scale investigation of a concentrated H2S04 reaction for recovering and separating rare-earth elements, barium, and strontium from a bastnasite ore and byproduct. Barium and strontium were dissolved in the concentrated acid and precipitated as a mixed product by water dilution. Separation of strontium from barium was effected by reaction with Na2C03 solution, followed by a dilute acid leach of the SrC03 formed. After removing the barium and strontium from bastnäsite are, the rare-earth elements were roasted to water-soluble sulfates. The rare-earth sulfate solution was subsequently processed by solvent extraction to produce rare-earth oxides low in lead and magnesium.

In December's marketing of 99.5 percent aluminum ingot, domestic producer pricing remained at 53$ per pound, while dealer quoting rose from 47.5¢ to 48.5¢. BORON Domestic production of boron minerals and chemicals reached an all-time high in 1977--1.4 million short tons valued at $236 million. Combined sales of the three California producers topped the 1976 level by 15 percent in quantity and 28 percent in value, a consequence of healthy demand in the glass and insulation industries. Unprecedented demand for boric acid as a flame retardant for cellulosic insulation stimulated producers to utilize fully all available capacity, thereby achieving a record output of 158,000 tons. One company increased output from its existing boric acid facilities and initiated production at another plant that historically had produced only sodium borates. A second company achieved a previously planned 25 percent plant expansion.

2. Preliminary Study - Initial Probing 2. 1 Introduction Initial probing of the mine passage is required prior to the emplacement of the sealant material or deployment of the seal checker system. Factors which are of interest in sealing and checking include a. size and condition of the mine passage b. location of the borehole with respect to the ribs c. the presence of water flows d. the proximity to an intersection The importance of each of these factors depends strongly on the sealant material. Because the sealant material had not been selected at the time of the initial probing study, a broad survey of probing techniques was conducted. The capabilities and limitations of each technique as they applied to probing through the borehole were identified. To facilitate this comparitive evaluation, Table I was prepared which lists all passage conditions which might affect the emplacement of sealant material in the passage. The most satisfactory techniques for observing each condition of interest are listed together with the effects of the observation on the sealing operation. Improve the safety of mine workers by developing a sensitive ground-fault relay system capable of detecting and isolating low level ground faults and thereby minimize the danger of electrocution. Approach Inadvertent, direct contact with energized conductors in underground coal mines is a major cause of electrocutions. Although relay systems designed to protect workers against such fatal accidents do exist in some industries, there are no effective ground-fault-sensing relay systems that address the special problems presented by power systems designed for U.S. mines. The Bureau of Mines conducted research to design and construct a sensitive ground-fault relay for use with low-voltage, alternating current (ac) mine electrical systems. Such a relay, sensing current leakage or faults in an electrical system, would send a trip signal to a circuit interrupting device which would then shut down power.

"INTRODUCTION Considerable interest was shown .prior to and during World War II in the winning of metallurgical-grade alumina from anorthosite, kaolin, siliceous bauxites, diasporic clays, and other aluminum-bearing ores. Laboratory and pilot-plant investigations were made on many of these ores by the Bureau of Mines, and a series of reports on them is being prepared. This report covers the tests made on the application of the lime-soda-sinter process to anorthosite, which is a mixture of albite, NaAlS1308, and anorthite, CaAl2Si208. Extensive deposits of anorthosite occur in the Laramie Range in Wyoming and extend into Colorado; other deposits are found in New York, with outcroppings appearing in Vermont, Maine, and Labrador.Anorthosito can not be treated by the Bayer process for the production of metallurgical-grade alumina, because excessive losses of soda and alumina occur from the formation of sodium-aluminum silicate due to the large amount (50 percent) of silica in the ore.RESULTS OF INVESTIGATIONSSmall-scale laboratory tests supplemented by pilot-plant runs have demonstrated that the alunina and soda occurring in the Wyoming anorthosite from the Laramie Range can be extracted and recovered satisfactorily by the lime-soda process. It has been shown that liquors containing approximately 95 gram of A1203 per liter can be consistently produced at Na20:A1203 ratios from 1.75 to 2.27, and that these liquors can readily be desilicated and carbonated to yield high-grade alumina trihydrate of quality comparable to that essential for cell-grade alumina. The optimum results were obtained with Na20:A1203 mol ratio of 1.03 and Ca0:Si02 ratio of 2.14 in the sinter when calcined at an average temperature of 2,444ºF. for 25 minutes."

A working understanding of present coal mine communications equipment and its usage is an essential prerequisite to the determination of future communications systems needs. As a means of gaining this understanding, a field survey program was planned and implemented. The plan formulated called for obtaining both qualitative and quantitative data from three main areas of interest: the types, physical condition, and performance characteristics of equipment presently used in the sample of mines to be visited; the relationship present communications has to safety and productivity; and the practical, future communications needs as de- rived through interviews with present mine management. In compliance with the original plan, the type and physical condition of equipment in use was found through at-mine interviews of personnel responsible for installation and maintenance. Further evaluation was made through the review of equipment instruction books and maintenance manuals and through in-mine inspection of communications equipment and signal distribution networks. The performance characteristics were determined through listening to conversations and noise levels and by talk-testing from randomly selected stations throughout each mine. System operation was evaluated by asking communication system users their opinions and by noting any difficulties personnel had using the systems. Plans in the second area of interest--that of relating communications to mining operations-- were to observe mining operations and usage of communications; to gain insight through interviews with mine management, from mine superintendents to section foreman; and to look for correlation between communications, production, and safety. Lastly the communication systems needs and requirements were determined from first hand interviews of mine personnel, from the analysis that lead to the individual reports on the eight mines, and from an overview of all of the mines studied. The latter was done to find commonality between the needs of the individual mines such that system requirements having the greatest universal value could be derived, thus lowering per-mine cost of equipment through economics of scale. Armed with tape recorders, backgrounds in communications technology, and with an interview questionnaire that was improved as experience was gained, engineers visited the eight mines to obtain the raw data from which the needs and requirements could be developed through analysis. During the first part of the program two days were spent at each mine so that interviews and tours could be completed, and so that full eight hour shift phone usage recordings could be obtained for statistical analysis. One day visits were sufficient for those trips where tape recordings were not made. During the later trips less attention was given to the statistical nature of communications, and more to how communications relates to the total mining operation.

Tests have recently been conducted by the Bureau of wines on the ignition hazard of exposing heated filaments of electric mine lam bulbs in an explosive mixture of methane and air. This investigation was undertaken in order to settle a question that had arisen in connection with the safety of miners? electric lamps. For several years, in view of former studies made by the Bureau and reported in Bulletin 524, the fact that the heated filaments of even low voltage, lour candlepower bulbs constitute a danger was generally accepted by the Bureau's engineers. These early tests, as well as subsequent tests, were conducted with Pittsburgh natural was as the testing medium.

Methane and other hydrocarbon gases, byproducts of coalification, are emitted from coal at widely varying rates and often present ventilation problems during mining. The air in some coal mines apparently contains no methane. To determine if coals from mines which had no history of detectable gas emission contained adsorbed methane, samples of coal at the shaft bottom and at an active face were obtained and placed in sealed metal cylinders. The atmosphere around the coal was sampled and analysed by gas chromatography. Methane, ethane, ethylene, propane, propylene, and butane were found to have been desorbed from these coals. Hydrogen and helium were also detected. An estimate of the amount of residual gas per ton of coal indicated that coal samples from the active face generally contained more adsorbed gas than coal samples obtained from the shaft bottom, although in both instances the total amount of gas was relatively small.

Problem: Blasting is a hazardous component of surface mining. Serious injuries and fatalities result from improper judgement or practice during rock blasting. This paper describes several fatal injury case studies, analyzes causative factors, and emphasizes preventive measures. Method: This study examines publications by MSHA, USGS, and other authors. The primary source of information was MSHA’s injury-related publications. Results: During the 21-yearperiod from 1978 to 1998, the mean yearly explosive-related injuries (fatal and nonfatal) for surface coal mines was 8.86 (95% CI: 6.38 -11.33), and for surface metal/nonmetal mines 10.76(95% CI: 8.39 - 13.14). Flyrock and lack of blast area security accounted for 68.2% of these injuries. This paper reviews several case studies of fatal injuries. Case studies indicate that the causative factors for fatal injuries are primarily personal and task-related and to some extent environmental. A reduction in the annual injuries in surface coal mines was observed during the ten-year period of 1989 - 1998 [5.80 (95% CI: 2.71 - 8.89) compared to the previous ten-year period of 1979 - 1988 [10.90 (95% CI: 7.77 - 14.14)]. However, such reduction was not noticed in the metal/nonmetal sector, i.e., 9.30 (95% CI: 6.84 - 11.76) for the period 1989-1998compared with 11.00 (95% CI: 7.11 - 14.89) for the period 1979-1988. Discussion: A multifaceted injury prevention approach consisting of behavioral/educational, administrative/regulatory, and engineering interventions merits consideration. Impact on industry: The mining community, especially the blasters, will find useful information on causative factors and preventive measures to mitigate injuries due to flyrock and lack of blast area security in surface blasting. Discussion of case studies during safety meetings will help to mitigate fatal injuries and derive important payoffs in terms of lower risks and costs of injuries.

This section contains a summary of our investigation of the soil conditions (type, porosity, moisture content, etc.) at the two sites (Lanse and Kato, Pennsylvania) selected for field testing of latex as a soil sealant. Other natural conditions such as rainfall, frostline, depth of the water table, etc., were also measured and recorded for possible later use in assessing the effect of the latex seal on the total environment. The numbered sites referred to throughout this report are shown on the maps of the Lanse and Kato sites (Figures 1 and 2). KA, RB and KC are positions at the Kato site - all other numbered positions refer to the Lanse site. Two other terms used throughout the report which should be explained are “horizon” and "profile". These are synonymous terms for soil layer, A horizon (or A profile) referring to topsoil and B horizon (or B profile) referring to subsoil. The properties that control the flow of water through the soil are of special interest because these will also govern the passage of a sealant into and through the soil. Normally the particle size distribution is a good measure of soil permeability, which is directly proportional to sand content and inversely proportional to silt and/or clay content. Tables I1 and I11 show the percentages of gravel or stones, sand, silt and clay of Lanse and Kato soil samples. According to the United States Department of Agriculture classification, the gravel is ,ignored and the residue separated into sand, silt, and clay fractions. Figures 4 and 5 indicate by means of the USDk soil texture triangle that the variability of composition of Lanse soil ranges from sandy loam in the creekbed to clay loam. The variation is even greater among soil samples from Kato. Porosity of soil, also known as percent voids, is another indication of how readily water will travel through soils. Soil density usually increases and porosity decreases with depth, and as expected, the porosity of the top soil at Kato, a forest, is exceptionally porous and open (see Table IV) The pore diameter and length of soil capillaries is extremely variable, and its distribution in the field is impossible to determine. In addition to the capillaries, soil also contains many macro cracks, crevices, and passages around stones and roots. All these affect the flow rate of water through soil. Poiseuille's law states that the rate of flow of a liquid through a narrow tube is proportional to the 4th power of the radius of the tube. Pore size normally decreases with depth and in soil containing appreciable amounts of silt and clay this is especially true. Thus, deeper soils should be less permeable and such was the case at Lanse and Kato.

The flash reduction of fine iron ore in a dilute-phase system was investigated at 500° to 900° C within a heated stainless steel tubular coil. Alabama brown iron ore and Mesabi semitaconite ore were fed into the coil concurrently with reducing gases of hydrogen and reformed natural gas, so that the velocity of the gas at the reaction temperature was sufficient to entrain and pneumatically transport the solids through the coil. Reduction is very rapid with retention time of the ore in the coil varying from 4 to 15 seconds. Variables affecting reduction are temperature, ore feed rate, and gas flow or velocity. Results of the studies show that a partially reduced product (10-to 25-percent reduction) can be made which, on subsequent magnetic concentration, yields a concentrate containing 64 to 70 percent iron with a 90-to 94-percent iron recovery. Maximum reduction of 77 percent was obtained when hydrogen was used in a four-stage reduction test to yield a product containing 61 percent metallic iron.

The work-principle method was developed for theoretically resolving toxic fumes from non-ideal charge formulations. The whole description of a wanted process refers to macroscopic changes resulting from removing and imposing constraints that work one at a time to chronologically render trajectory terminal (key) states. The trajectory resolution utilizes a thermodynamic quasi-potential or negative work function, and numeric results require some appropriate standard thermodynamic (equilibrium) reaction code TDRC. The underlying method is unable to restrict reactions, tailor the work output or resolve states within the trajectory transitions, so the trajectory terminology is used somewhat figuratively. The work-principle model has the working fluid (reaction material) interacting with a tremendous reservoir (chamber air and walls), while forecasting the work performed upon a mechanical agent. Within the underground test chamber, the widening fume zone undergoes a decline in temperature, a reduction in reaction rates, resulting in out-of- equilibrium circumstances at the Q*-point, representing the measurement state. Rather than coping with the hard issues of non-equilibrium, the toxic fumes are resolved numerically for the Z-point, rendered by a zero-net- interaction energy constraint. Though other techniques require complex equation-of-state EOS for the whole trajectory, the work-principle formulation eludes the issue, requiring an EOS that works just for the terminal-state. Under the circumstances, the Z-state is reconcilable with the ideal-gas domain, and relevant TDRC results yield the restricted state in a numerical way for different charge formulations. The work principle makes it hard to remedy or to tamper with the resulting Z-point fumes: non-macroscopic trajectory readjustment is forsaken, terminal states are results rather than stipulations, and resetting the EOS formula constants would be ineffectual. Though the non-equilibrium portion remains unresolved, it is noteworthy that the work principle rigidly fixes the Z-state, thereby reducing the uncertainty for rendering reaction-rate models characterizing the non-equilibrium Z-Q* transition. Though more refinements are needed, some Z-point fume results are included to illustrate the threshold (minimum) resolving capacity of the work- principle formulation.

To suppress the natural bacterial action in acid mine drainage (AMD), the major contributor to acid formation. Approach Recycle partially-treated affluent back to the source of AMD within a mine, or to the coal or coal-waste stockpile. This effectively eliminates any further biologically-promoted AMD by inhibiting catalyzed weathering or oxidation by acid-forming bacteria. How it Works AMO-type effluents can be largely reduced by "recycling" the acidic outflow back to the source of AMD within a mine or to the Input side of a waste pile to percolate through the reactive pyrite and bacteria mixture. The bacteria in the cell thrive on the oxidation of ferrous to ferric iron through the electron transfer, Fe2 +[=]Fe3 + + e. Its reaction product [s, therefore, essentially ferric iron. This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. "The realization that fuel costs, high as compared with those enjoyed prior to the war, are apparently permanent, has caused steam power plant operators to apply their best efforts towards improving the fuel economy of their plants.Though they have given much attention to the reduction in combustion losses by improving methods of firing and improved equipment, and to diminishing the heat losses by more care in maintaining clean heating surfaces and tight and adequate baffling, they have almost universally neglected the waste that occurs from discarding unconsumed combustible with the boiler refuse.This loss varies between extremely wide limits, depending on the quality of the coal, the type of plant and the firing practice in general, the higher the ash content of the coal the greater will be the amount of combustible appearing in the refuse, and the losses will be greater as the boilers are driven at higher ratings. The refuse from stoker fired boilers is apt to have a lower aver-eve percentage of combustible than that from hand fired boilers if operated at the same rating, but stoker fired boilers are usually pushed to higher ratings and the combustible in the refuse will run higher.In actual operating practice the amount of unconsumed combustible in the boiler refuse may range from a few percent to as high as forty or fifty percent. In an informal statement one well known combustion engineer estimates that the average amount of combustible in the refuse from a large stoker fired central station boiler plant is about 15 or 20%. Assuming that the coal burned contains 12% of ash, and allowing for flue dust losses, approximately two percent of the coal will be lost through this channel. The operating engineer of one large modern central power plant reports that when burning coal of about the same ash content, the average amount of combustible in the refuse was in the neighborhood of 33%, en tailing a loss of approximately 4% of the heating value of the fuel fired. Where the coal used daily runs up into hundreds of tons, an appreciable economy could be effected by recovering this percentage."

Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau&apos;s requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.
