Develop a training program to help mine workers effectively fight small fires in underground Goal mines. Training would enable miners to make rapid judgments on whether to attempt extinguishment, and how best to use the firefighting equipment on hand. Approach Fire reports were analyzed to define and delineate physical and behavioral variables which affect firefighting activities, and to determine effective procedures for extinguishing small fires. A course was then designed to train miners in such procedures. Finally, the course was reviewed by industry experts and administered to a group of miners to determine needed revisions and to validate the course. How It Works Analysis of fire data showed that six items should be emphasized in teaching proper fire response: 1. Alertness to fire potential. 2. Immediate power cutoff. 3. Internal, external communication. 4. Teamwork in fighting fires. 5. Role of ventilation and position of men inby the fresh air side. 6. Effective use of fire suppressant materials.

Bureau of Mines research to recover arsenic from mining industry waste material and process streams is reported. Batch and column approaches were investigated for adsorbing arsenic from acid leach solutions and ion-exchange eluate solutions with hydrated titanium dioxide granules. A method for producing hydrated titanium dioxide granules was devised to provide material suitable for use in a packed adsorption tower. Selective adsorption of arsenic from acidic leach solutions was achieved. The loading capacity of arsenic on the granules was 14 wt-pct when synthetic solutions were used, but lower when actual leach solutions were used. Other elements in the leach solution were Zn, Cd, and In. The granules were used in an attempt to lower the arsenic content in a solution containing 0.95 g/l W and 0.027 g/l As from a process devised by the Bureau of Mines to treat Searles Lake brine. The arsenic content was lowered to less than 0.001 g/l, but unacceptable amounts of tungsten also were adsorbed by the granules. Adsorbed tungsten was partially stripped with pH 11.5 NaOH, and both tungsten and arsenic were completely stripped with 5M NaOH solution. Repeated loading and stripping of the granules had no effect on the loading capacity for arsenic.

Relative enthalpies of cuprous iodide (CuI) were measured at the Bureau of Mines to provide thermodynamic data for the advancement of min-eral technology. Enthalpy measurements between 298.15 and 1,396.3 K were made with a copper-block drop calorimeter. The temperatures of transition were measured by differential scanning calorimetry (DSC). Reversible transitions were determined at 643 K with a standard enthalpy of transition [(6Htr)] = 0.74 kca1/mol, at 679 K with a [6Htr = 0.65 kca1/mo1, and at 868 K] with a standard enthalpy of fusion [(6H~) = 1.895 kca1/mol.] Tabulated values are listed at selected temperature increments from 298.15 to 1,600 K for the standard relative enthalpy (HO -H298), heat capacity (CpO), entropy (SO), and Gibbs energy function [-(Go -H298)!T]. The enthalpy data are also given in the form of equations and combined with thermodynamic data from other investigations to derive values of standard entha1pies of formation [(~HfO)], Gibbs energies of formation [(6GfO)], and logarithms of the equilibrium constants of formation (log Kf).

How It Works The shearer-clearer system consists of several strategically-mounted water sprays and one or more passive barriers. The sprays redirect the airflow around the shearer into both a clean and a contaminated split. The sprays confine the contaminated split or dust cloud to the coal face, allowing the shearer operators to remain in the clean split on the walkway

"In trying various coals at one of the Government power plants, comparison was made of the ash softening temperature of each coal, with the clinkering tendencies of the coal when burned in the furnace. The proximate analyses, ash softening temperature and plant reports as to clinkering were tabulated. It was desired to bring out any correlation that might appear between the ash softening temperature found in the laboratory, and the clinkering of the ash as found in the boiler furnace.Each coal used was sampled and analyzed, and the standard ash fusion test made. The clinkerring of the coal in the furnace was observed by the furnace operator. The furnace equipment consisted of the ""V"" or Murphy type of stoker with the ordinary fire-brick arch roof. With such arrangement very high furnace temperatures are apt to be produced at the ratings carried at this plant.The softening temperature of ash is defined as the temperature at which small cone of the ash, as tested in the laboratory furnace, has fused down to a spherical lump, The softening interval is the difference between the softening temperature and the temperature at which the first rounding, or bending, of the apex of the cone takes piece. The flowing interval is the difference between the softening temperature and the temperature at which the ash has reached a fluid condition as shown by spreading out over the base in a flat layer.While the analyses of the different samples of the some coal did not vary appreciably, the ash softening temperatures were not always so consistent. It will be noted from the following examples that the ash softening temperatures of different samples of the same coal differ as much as 290° F, Hence, in order to judge this property of a coal, many samples ore desirable, taken from many different shipment."

Ecuador's economy continued to slow in 1982 due, in part, to declining foreign demand for oil, depressed world oil prices, and high international interest rates. Real growth of the gross domestic product (GDP) was estimated to be in the 2% to 3% range, down from the revised 4.3% recorded in 1981 and the 4.5% anticipated officially. In current prices, the GDP in 1982 was estimated at $12.1 billion.2 Inflation abated slightly from that of 1981 to an estimated 13.9% annual rate. The sucre was devalued in May by 32%, the first time in more than a decade, as a result of the pervasive flow of capital abroad. Ecuador's production of petroleum increased an estimated 1.9% in 1982 compared with that of 1981. The consortium of Corporación Estatal Petrolera Ecuatoriana (CEPE), the state oil company holding a 62.5% interest, and Texaco Inc. (37.5%) produced an estimated 98%, or approximately 211,000 barrels per day, of the total from the northern part of El Oriente, the eastern jungle region, where a Texaco-Gulf Oil Corp. partnership discovered oil in 1967. Gulf subsequently sold out to CEPE in 1977 for $117 million, Remaining production was from the Santa Elena Peninsula Fields on the Pacific coast where production has been steadily declining for several years.

The Bureau of Mines investigated an electrolytic technique for oxidizing ore slurried with brine to determine its effectiveness in extracting mercury from ores. Optimization experiments conducted on a 2.5-pound-mercury-per-ton ore resulted in 95 percent mercury extraction with operating conditions of 30° C, a current density of 0.5 ampere per square inch, and a treatment time of 3.5 hours. Corresponding power consumption amounted to 38 kilowatt-hours per ton of ore treated. Amenability experiments conducted on 62 different mercury ores resulted in 90 to 99 percent mercury dissolution from ores containing 0.6 to 20 pounds of mercury per ton of ore, Treatment time ranged from 1 to 7 hours in 4-to 20-percent sodium chloride solutions, and power consumption was in the range of 10 to 50 kilowatt-hours per ton of ore. Pilot mill experiments in a 100-to 200-pound-per-hour extraction plant have been in progress to quantify power and reagent requirements. These data will be reported in a subsequent publication.

So far as the propagation of electromagnetic waves is concerned, an underground tunnel behaves like a pipe or hollowed waveguide. Waves propagate in this tunnel with a low attenuation only if their frequency is higher than a so-called critical frequency which depends on the shape and mostly on the cross -dimensions of the tunnel and which value is in the neighbourhood of several tenths of MHz. However, when a metallic conductor is stretched along the gallery the electromagnetic characteristics of the latter are considerably modified and the effect of the cut-off frequency disappears; this is due to the fact that the gallery equipped with such a conductor works like a coaxial cable where the conductor serves as the outward conductor and the wall of the gallery as the return conductor. This is the principle of the monofilar waveguide cable which has been perfectly studied by Gabillard. Two mean characteristics of the monofilar mode are as follows: first of all, when the cable is suspended in the middle of the cross section of the gallery, the electromagnetic field occupies all the space between the wire and the walls of the gallery. When the wire is close to the wall, the electromagnetic field tends to become concentrated between the wire and the wall, with the consequence that, with the given monofilar mode power, the aerial of a receiver standing somewhere in the tunnel will capture a weaker and weaker signal. Secondly, owing to the fact that the mode of monofilar propagation uses the ground as return conductor, its power of propagation is considerably diminished; the closer the wire is to the wall the higher the attenuation, for only a very small part of the wall is utilized as return conductor. To cover great distances, everything else being equal, two or more conductors must be placed in the gallery. If the distance between two conductors of a cable is much smaller than the distance between one or other of the conductors and the walls; or again if one of the conductors surrounds the others and forms a screening, two sorts of modes appear: on the one

Approximately 45% of U.S. coal is produced from underground mining. The use of diesel engines to power under- ground mining equipment has steadily increased over the past four decades in an effort to improve mine safety and productivity. Several advantages realized with the use of diesel-powered mining equipment in underground coal mines are listed in Table I. The primary disadvantage of using diesel equipment in underground coal mines is that diesel exhaust emissions can contaminate mine ventilation air. The major constituents of diesel exhaust are gaseous emissions (which include carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons) and diesel particulate matter (DPM). The Mine Safety and Health Administration (MSHA) has incorporated threshold limit values for all gaseous components of diesel exhaust into their regulations. These have been established by the American Conference of Governmental Industrial Hygienists.

Predict the spontaneous combustion potential of a coal, using an expert system computer program. Background Approximately 15% of underground coal mint fires in the United States are attributed to spontaneous combustion. These spontaneous combustion fires frequently occur in worked-out or abandoned areas of a coal mine, This makes the control and extinguishment of the fire difficult and often requires large sections of the mine or even the entire mine to be scaled for long periods of time. A prior knowledge of the self-heating potential of the coal can be useful in preventing spontaneous combustion fires through the use of aggressive monitoring and control measures at existing coal mining operations, and in the planning oh new mines. Many factors can affect the spontaneous combustion process in a mine, including the self-heating potential of the coal, ventilation, geologic factors, and mining conditions and practices. Various test methods have been used to evaluate the relative self-healing potential of coals, including crossing point temperature and adiabatic heating methods, and oxygen adsorption techniques. However, these tests arc usually time-consuming and difficult to conduct, limiting their use to laboratories.

Develop new technology to encourage domestic processing of automobile catalytic converters for recovering platinum -group metals. Background Automobile catalytic converters are used to convert pollutants in automobile exhaust into water vapor, carbon dioxide, and nitrogen, About 1 million troy ounces of platinum-group metals arc used each year in the. United Slates to manufacture catalytic converters. It has been estimated that about 60 pct of the used catalytic converters arc being collected. Most of these used catalytic converters were not processed in the United States but were exported to Japan or Europe for processing. In 1991, about 250,000 troy ounces of platinum-group metals were recovered from scrap catalytic converters collected in the United States. Each short ton of decanned catalyst may contain 30 troy ounces of platinum-group metals valued at over $15,000. Development of an economic process for the recovery of platinum-group metals that can be operated on a small or large scale may increase, the percentage of catalytic converters collected and encourage domestic processing to recover a platinum-group metal concentrate. This would significantly decrease the dependence of the United States on imports for these critical and strategic metals.

Design a model health and safety program which, when implemented, can improve mine safety by reducing occupational injuries and accidents. Approach The Bureau of Mines developed a model program which identifies the elements essential to the effectiveness of health and safety programs designed for mining operations, and is readily adaptable to all types of sizes of mines. The model program primarily provides training on loss control and accident investigation and technical assistance with health and safety problems. In order to assess the effectiveness of the program, it was tested at both a coal and gold mining operation. Monthly statistics were generated to reflect the number of occupational injuries and accidents, and the severity of injuries (as measured by the number of work days lost during recovery). Observations were made of employees performing a large number of randomly selected jobs in order to estimate. the proportion of the workforce that was working in the presence of one or more of three types of safety deficiencies: Type A-individual job performance deficiencies which could be corrected by the employee alone I e.g., an employee is seen not wearing a seatbelt.

"SUMMARYThe Ringelmann Smoke Chart fulfills an important need in smoke abatement work and certain problems in the combustion of fuels. A knowledge of its history and method of preparation is, therefore, of interest to many. Since instructions on its use are not shown on the recent edition of the chart, those included in this revision of the previous information circular, by Rudolf Kudlich, now are a necessary complement to the chart. More detail regarding the use of the chart is included than was given in the earlier manuscript.INTRODUCTIONThe Ringelmann Smoke Chart, giving shades of gray by which the density of columns of smoke rising from stacks may be compared, was developed by a Professor Ringelmann of Paris. Maximilian Ringelmann, born in 1861, was professor of agricultural engineering at l'Institute National Agronomique and Director de la Station d'Essais de Machines in Paris in 1888, and held those positions for many years thereafter.The chart apparently was introduced into the United States by William Kent in an article published in ""Engineering News"" of November 11, 1897, with a comment that he had learned of it in a private communication from a Bryan Donkin of London. It was said to have come into somewhat extensive use in Europe by that time. Kent proposed in 1899 that it be accepted as the standard measure of smoke density in the standard code for power-plant testing that was being formulated by the American Society of Mechanical Engineers.The Ringelmann Chart was used by the engineers of the Technologic Branch of the Federal Geological Survey (which later formed the nucleus of the present Bureau of Mines) in their studies of smokeless combustion beginning at St. Louis in 1904, and by 1910 had been recognized officially in the smoke ordinance for Boston passed by the Massachusetts Legislature."

During 1998-99, groundfall incidents resulted in 27 fatalities and were responsible for over 70% of all deaths in U.S. underground coal mines. To obtain a better understanding of where and why these incidents occurred, a comprehensive analysis of ground fall injuries and fatalities was conducted. The first portion of the study examined various factors associated with roof and rib fall injuries and reportable roof fall noninjuries that occurred during 1995-98. The study found that the room-and-pillar mining method has twice the groundfall incident rate than the longwall method. Mine locations with high groundfall rates seem to correlate to regions where there is a higher concentration of problematic coalbeds. For example, the Illinois Basin has very high groundfall rates, which can be traced back to several key coalbeds-Kentucky No. 13, Herrin/No. 6/Kentucky No. 11, and Springfield No. 5/Kentucky No. 9. High rib fall rates were found in mines located in thick seams. Groundfall rates were found to be 30% to 40% higher during the months of July through September, possibly due to high humidity that may cause the shale mine roof to deteriorate. The second part of the study examined the root causes of failure by reviewing all groundfall fatality reports for 1996-99. Primary and secondary hazard factors were assigned to each groundfall incident. The primaryf actors resulting in these groundfall fatalities were pillar extraction, traveling under unsupported roof, skin failure, construction, longwall faces, intersections, and geologic discontinuities. Defining prominent ground control incident trends and hazards will identify areas where additional study is needed and where innovative solutions need to be developed to reduce these severe occupational hazards.

Improve the safety of salt mine workers by providing a means for quickly identifying areas within the mine that?s how an increased potential for gas and salt outbursts. Approach Outbursts occur in salt mines when a high-pressure pocket of gas is intercepted during the mining process, resulting in a sudden and sometimes catastrophic expulsion of gas and salt. In one case, the amount of gas released through such an event caused an explosion that resulted in five fatalities. The U.S. Bureau of Mines has designed and developed a gas outburst prediction system that can quickly determine the potential instability of areas within rock salt mines. The determination is based on noise measurements obtained from samples of the salt as they are dissolved in water. This system improves upon technology currently available because it provides information in only a few minutes instead of in several days. In addition, present prediction systems are not only time consuming, but expensive because they require laboratory conditions and highly trained personnel to operate them and determine results.

To devise an economical, environmentally acceptable method for recycling scrap lead-acid batteries. Approach A combination electrorefining-electrowinning method for recycling lead metal and sludge from scrap batteries was devised which produces a 99.99 + percent pure lead product and eliminates the lead and sulfur oxide emissions that are the normal by-products of high-temperature smelting processes. How the Method Works Lead metal grids and lugs are separated from the battery sludge by washing and screening, and are melted and cast into anodes for electrorefining by the Betts process. The electrolyte used is fluosilicic acid, a large volume waste product generated during the production of phosphate fertilizer. During the electrorefining process, impurities in the anode are trapped and held in an adherent slime blanket on the surface as the anode dissolves while pure metallic lead is deposited on a lead cathode. The major problem in the past has been to recover the lead from the battery sludge which consists of approximately 60 percent lead sulfate, 21 percent lead, and 19 per-cent lead dioxide. A central requirement for using simulation models is the need for retrospect testing to validate experimental conclusions. Acceptance of a model by managers and safety practitioners is more likely to depend on its tested performance in-the field rather than on the underlying logic or the validity aspects of the model itself. It is here that simulation bridges the gap between theory and useful design procedures. The original version of the rail haulage sub-assembly was success¬fully tested in the field (Sanford, 1969). However, the case studies that were described here involved single-stage haulage and restricted jobtypes from UGMHS. Since this report together with Volume VI (Production Subsystem) describes extensive changes and modifications to the rail haulage sub-assembly and UGMHS, field tests were necessary to verify both the rail model and the linking concepts to the Produc¬tion Sub-system. Mine Description The candidate mine selected for model verification works the 6 1/2 foot Pittsburgh seam. Shaft openings are used for manways and ventilation and a dual compartment slope for materials handling. In the bottom half of the slope, a hoist with track handles supplies and equipment. In the upper half, a 42 inch belt conveyor travelling at 450 fpm moves coal from a rotary dump to the surface. The immediate roof is shale with the first 12 inches taken during development mining. About 4500 raw tons are produced daily from seven face units and one spare working three shifts. At seven of the sections,

To improve efficiency in producing clarified water from mineral and metallurgical processing streams containing suspended particles. Approach Particles suspended in mineral and metallurgical processing streams are filtered out by granular magnesium oxide (MgO) used as the medium in deep bed filters. How It Works MgO is substituted for the silica sand or garnet sand currently used in conventional deep bed filters. These filters presently consist of a 24- to-48-inch-deep layer of either silica sand or mixed media, consisting of a stratified combination of anthracite coal, silica sand, and garnet sand. As waste water containing fine solids is percolated through the granular bed, the suspended particles become attached to the filter grains. When MgO replaces sand as a filter medium, the overall filter capacity is generally increased 50 to 80 percent, and no equipment modifications are necessary for filter operation. MgO is unique because it has a positive surface charge in water while most suspended materials are negative. The attraction of these negatively charged suspended particles to MgO enhances filtering performance. As is necessary for all good media, MgO is insoluble and nontoxic.

Improve safety at mineral operations that use cyanide leach solutions to recover precious metals from finely ground ores, Approach Provide an alternative, non-acidic means of cleaning processing systems such as the State-of-Maine filter system, thereby reducing the exposure of workers to toxic hydrogen cyanide gas (HCN), The Problem Many gold and silver mining operations use cyanide solutions to dissolve gold and silver from ores. The precious metals frequently are recovered from pregnant leach solutions by the Merrill-Crowe recovery process, whereby gold and silver is precipitated with zinc dust. When that method is used, suspended particles in the leach solution must be filtered out before zinc precipitation can occur. This filtering is accomplished with small packaged plants, such as the State-of-Maine (SOM) filtering system. Unfortunately, the filters become clogged with calcium carbonate scale after about 2 to 10 days of operation and must be cleaned before further precious metals recovery operations can continue, Cleaning the system is a hazardous task because the acid is not compatible with the alkaline cyanide leach solutions, and toxic hydrogen cyanide (HCN) gas may be produced when the acid and solution are mixed. That gas, if breathed or contacted with the skin, can cause cyanosis which may induce nausea and even asphyxia and death. Gold continued to dominate mineral production in the group of volcanic islands and atolls of Melanesia in the southern Pacific Ocean, which comprise the British Commonwealth nation of Fiji. The Fijian mineral sector, however, remained of minor importance in terms of export earnings, Government revenues, and employment to the economy of the country, which was primarily agrarian with sugar as its mainstay. The Vatukoula gold-silver mine on the north side of the main island of Viti Levu remained the largest and most important mining operation, as well as Fiji's only operating metalliferous mine. In October, Western Mining Corp. (Fiji) Ltd. (WMCF), a wholly owned subsidiary of Australian-registered Western Mining Corp. Holdings Ltd., increased its interest in the Vatukoula joint venture from 10% to 20% by exercising its option with Emperor Gold Mining Co. Ltd., also of Australia. The assumption of mine management operations at Vatukoula in 1983, with its attendant influx of additional capital and technological expertise, enabled WMCF to increase both efficiency and output at the mine during 1984. Higher output was obtained owing to an increase in underground ore production, which was partly offset by a reduction in opencut tonnage, as well as to modifications in the recovery circuit. Rate of recovery increased from about 15% to over 82% of the gold contained in the ore and from about 40% to 45% of the contained silver.
