PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. OosterveldIn opening the session, the Chairman indicated that the papers and discussions would revolve about quantitative methods of analysis and optimization of various aspects of exploration planning. The five papers would cover a wide range of topics within a general theme of exploration analysis, and it would be appropriate, therefore, to present the. papers as representing a sequential information-gathering process, namely, (i)geochemical and geophysical types of surveying for the location and identification of anomalous zones, (ii) tren¬ching and drilling of the anomalous zones found, and (iii) further refinement of the data for ore reserve calculations and production planning.The first paper, which was presented by Dr W. A. Hodgson, dealt with the optimum spacing between soil sample traverses conducted during geochemical prospecting. The theme of the paper was that the critical sampling interval should be based on the concept of element continuity, and that this interval could be determined by means of a correlogram. Ensuing discussion concerned the probability of the method, designed for areas where dispersion was high, working in localities where dispersion was either low or virtually non-existent. In the latter eases, specific orientation surveys for varying topographic, climatic and geological conditions would possibly be more useful than the preparation of correlograms. A further suggestion was made that cost versus risk should be taken into consideration when deciding upon the spacing between traverses. A balance could be struck by mathematical optimization. If the exploration budget was fixed, then the variance of risk could be minimized.The second paper was a short contribution by Mr C. J. Lenz. Computer-based plotting and evaluation of geochemical prospecting results were carried out because the low cost of analysis in Rhodesia permitted very large volumes of data to be accumulated in mass-coverage operations. Anomalous areas were demarcated within different environments by selecting probability or population boundary values from frequency distributions. In the short discussion which took place it was debated whether the method should be used only in the early high-risk stages of geochemical exploration and whether the introduction of geological bias could influence the actual results of an exploration program."

This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

Threshold blasting involves the use of small amounts of high explosive to break and fragment hard rock without having to evacuate mining personnel. The method is easily assimilated and effective in rockbreaking, but requires rigid control on drilling, charging and timing. Current underground trials are aimed at fine-tuning the amount of explosive energy and blast hole geometry to allow the firing of multiple sets of shot holes in a continuous manner. Through correct procedures, the after-blast fumes, dust and fly rock can be contained so as to provide a safe working environment. Threshold blasting hugely reduces the volumes of explosives used in mining and brings to maturity the potential of the process begun by Alfred Nobel when he introduced nitroglycerine, and later dynamite, to mining. Its key contribution is its enabling of continuous mining operations with well understood and relatively low cost technologies. The use of batch blasting, employing large burdens holds the greatest potential for delivering high flow rates of ore at minimal cost. There is good potential for rapid evolution of the concept.

After question time, Mr Hector, Witbank Town Engineer (visitor) thanked Dr Stander. The meeting closed at 7.10 p.m.

"The consolidation of nano-sized composite materials presents a challenge using conventional hot pressing methods. Spark plasma sintering (SPS) technology has shown great promise in the successful sintering of nanoreinforced composite materials. This qualitative review seeks to impart knowledge gathered, and progress made over the years on the consolidation of nanocomposite materials using SPS technology. The review is aimed at introducing this technology to the South African science and engineering community. Emphasis is on improving the mechanical properties of structural ceramic nanocomposite materials, which over the years have shown great promise in a wide range of applications, including transport, energy, mining, and the environment. Although success has been achieved within the laboratory for research purposes, there are still great opportunities to commercialize the technology for the production of larger components with more complex shapes.IntroductionSince the pioneering work of Niihara and Nakahira (1991) over a decade ago there have been extensive attempts to harness the potential of nanostructural metals, ceramics, and composites in a number of applications (Niihara and Nakahira, 1991; Selaho et al., 1997; Sekino and Niihara, 1995; Khalil, 2012; Aalund, 2008). It is generally realized that reducing the grain size of materials to nanoscale offers a significant improvement in properties. Attempts to synthesize nanostructured compacts by conventional sintering methods have not succeeded owing to the uncontrollable high rates of grain growth driven by long dwelling times at the sintering temperatures and large powder surface areas (Sergueeva et al., 2009; Gua, Khora, and Chieng, 2004; Tang et al., 2009). Following the development of spark plasma sintering (SPS) technology, it is now possible to process nanocrystalline materials with controlled grain growth. Rates of return realized on investments in the gold mines of the newer goldfields outside the Witwatersrand were calculated and analysed over various time intervals and on various bases. It is shown that these rates of return are strongly correlated with changes in the gold price and cannot be equated with the returns that are expected when investments are made, and that the changes in gold price also affect the rates of return on the Johannesburg Stock Exchange as a whole. These correlations are used, together with a limited application of the Capital Asset Pricing Model, to suggest the expected levels of threshold returns in real terms for new mining projects, for projects on existing mines, and for share valuations.

Grobler seconded a motion that Messrs J. G. Kirchner, J. N. Saunders and M. G. Cullen be elected scrutineers in the forthcoming election of Committee Members. GENERAL BUSINESS The Chairman announced that a visit to the South African Railways Workshops in Bloemfontein had been arranged for the 23rd July, 1969 and expressed the hope that this would be well patronised. TALKS The Chairman called first on Mr D. E. Couperthwaite to present his paper on 'Heavy media separation' and then on Mr A. F. Leger to present his paper on 'Engineering plastics'. Both presentations, which were illustrated with diagrams, proved of great interest to all members. A vote of thanks to both speakers was proposed by Mr T. Zadkin. CLOSURE After thanking the speakers, the Chairman thanked all present for their attendance and declared the Meeting closed at about 9.30 p.m. Refreshments were then served.

The exploration of deposits generates geological data which are suitable for creating a preliminary tectonic and stratigraphic model. Linked with the topographical map and analysis data from exploration drillings, this information forms a numeric representation of the deposit. The following example demonstrates an expert system which connects chemical quality requirements and quarrying criteria, and develops a quarrying strategy based on the calculated model. Additional constraining factors like process technology, quarrying methods, landscape protection regulations, etc. are included. The goal is to guarantee a long-term, homogeneous material flow from the quarry at acceptable production costs - even in the case of an extraordinarily inhomogeneous deposit. In order to fulfil this requirement it is necessary to consider a large number of rules, criteria and instructions which can be structured as an expert system and programmed with LISP at a comparably low cost. The chosen strategy is not necessarily final, but can be changed any time by altering or varying the framework of conditions. The output consists of a block-working sequence which best satisfies the set requirements for appropriate points of quarry opening.

Fresh water conservation efforts and strict environmental regulations have forced the mining industry to reduce freshwater consumption and effluent discharge. This is achieved by recycling process water back to mining processes. The performance of flotation circuits depends on the pulp chemistry. When process water is recycled to flotation cells, organic and inorganic species that have accumulated over time alter the pulp chemistry. The presence of accumulating ionic species such as SO4 2- and S2O3 2- has been found to hinder the adsorption of collector ions onto mineral surfaces. Sulphide minerals are semi-conductors; electrochemical reactions take place on their surfaces. The adsorption of collectors onto mineral surfaces takes place via electrochemical reactions. This study, therefore, aims to investigate how the presence of accumulating ionic species at varying ionic strengths affects the adsorption of sodium ethyl xanthate onto chalcopyrite from an electrochemical perspective. Synthetic plant water comprised of single salts with varying ionic strengths was used. Rest potential measurements were conducted to investigate collector-mineral interactions in the presence of these ionic species. Microflotation tests were performed to determine whether the presence of these ionic species affects mineral floatability. Higher chalcopyrite recoveries were achieved in the presence of SO4 2- than in the presence of S2O3 2-. Rest potential measurements were found to successfully predict microflotation performance in the presence of the ions of interest. In the processing of sulfidic ores, pyrite is usually depressed and ends up in the tailings. However, pyrite is the most common species responsible for acid mine drainage (AMD) due to its spontaneous oxidation. This AMD affects the tailing chemical stability by dissolving some toxic or heavy metals species such as As, Cd, Co, Pb, and Zn, which can migrate into the surrounding ecosystems. Therefore, the strategies to reduce pyrite’s environmental impacts are a crucial point to produce more chemically stable tailings. Consequently, numerous studies have been made to find procedures that could inhibit or restrain AMD. This work aims to develop a procedure for designing conceptual flotation circuits that can produce tailings with low content of pyrite and to assess this type of circuit with traditional flotation circuits. The method consists of applying optimal flotation design where three products are considered: metal concentrate, pyrite concentrate, and tailing with low content of pyrite. Two approaches are considered; in the first, a flotation circuit is designed to generate a concentrate rich in all sulfide minerals and to obtain a tail with low pyrite content. Then, a second flotation circuit is designed for the selective separation of the bulk into metal concentrate and pyrite concentrate. This is called fractional separation design. In the second approach, a flotation circuit design is realised that generate the three products simultaneously. This is called integrated separation design. Both fractional separation design and integrated separation design are assessed in this paper. This methodology is focused on cleaner production (waste prevention and resource minimisation) rather than end-of-pipe technology (treat existing waste). The methodology was applied to a copper sulfide ore from a local company in the Antofagasta region (Chile). This ore contains chalcocite, covellite, iron oxides, and pyrite.
