Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.

A fuel cell is an electrochemical engine that converts the chemical energy of a fuel, such as hydrogen, and an oxidant, such as oxygen, directly into electricity. The emerging fuel cell industry may represent a major opportunity for the global platinum mining industry. This is because low temperature fuel cell systems use platinum group metals as catalysts. Fuel cell vehicles may become the most important driver of future platinum demand within years of their commercialization. A great number of factors impact on and drive the diffusion of fuel cell vehicle innovation. Such drivers range from energy security to environmental concerns and the technological development of fuel cells and systems. Such factors and drivers of fuel cell vehicle diffusion are combined with the generic ?body of knowledge? on ?technology forecasting? and ?diffusion of innovation? to design a framework that provides a holistic approach to the analysis of this complex enterprise. An attempt is made in this paper to address the following questions: Which types of fuel cells require platinum group metals? Which types of fuel cells will achieve dominant design status? Will fuel cell vehicles diffuse successfully? How big will the impact of successful fuel cell vehicle diffusion be on future platinum demand? How well do fuel cell vehicles compete with incumbent technologies such as spark-ignited and compression-ignited internal combustion engine-driven vehicles? How soon will oil depletion start to drive the diffusion of fuel cell vehicles? How important is hydrogen as a fuel? What impact does the inadequate hydrogen fuelling infrastructure have on fuel cell vehicle diffusion? The paper contains some initial results of a research project that has the aim of producing a schedule of future platinum demand generated from fuel cell vehicles. Solid Energy's project evaluation process utilises a standard staged gate approach, with five levels leading ultimately to project execution (level 6). For a project to progress through each level, specific financial criteria need to be satisfied. Solid Energy primarily use value based (discounted cash flow) metrics to support investment decisions. Within this approach Solid Energy utilise a number risk-based techniques to quantify project uncertainty. This includes the use of risk-based probabilistic analysis using Monte Carlo simulation and probability-based scenario analysis. Figure 1 shows the net present value (NPV) cumulative probability. Project risks are identified through comprehensive risk workshops. The output of these workshops (list of key risks, ranges of uncertainty and probability of occurrence), is quantified within the financial models. Incorporating this risk information on a probabilistic basis allows an investment decision to be made with a robust knowledge of the range of possible project outcomes along with the likelihood (probability) of those outcomes occurring, for example 80 per cent confidence that the project value will be greater than NZ$10 M, 50 per cent confident it will be greater than NZ$50 M and ten per cent confident it will be greater than NZ$70 M. Incorporating risk implicitly into the financial analysis allows the business to easily evaluate/measure projects with different risk profiles. The detailed risk analysis does away with the complexity of arbitrary risk-based hurdle (discount) rates, as projects can be evaluated based on their specific risk characteristics. Whether a project will progress to the next level of investment and ultimately into implementation depends firstly on the value assessment in comparison with the associated risk/uncertainty, and secondly matching this with the businesses appetite for risk. At Solid Energy standard criteria are used for specific project evaluations, but in addition projects are considered on a portfolio or strategic basis also. Solid Energy attempts to maintain a mix of low risk (low value) projects with some high risk (high value) opportunities. The mix of projects must remain in line with the shareholders' risk appetite. One of the keys to a successful investment decision is ensuring that the appropriate information is available to decision-makers so that they may proceed with a comprehensive understanding of the risks and impacts associated with the decision.

The attrition of activated carbon, and the loss of gold associated with it, is of significant economic importance to the operation of a CIP/CIL circuit The focus of this study was on activated carbon recovered from an elution circuit which was deemed too fine for reuse. Results of cyclosizer and laser particle size analysis identified that most of the carbon was contained in the larger size fraction suggesting formation by abrasion. Digestion and AAS analysis of the individual size fractions identified a disproportionate concentration of gold in the finer size fractions which was identified by scanning electron microscopy to be due to the presence of fine metallic gold formed as a result of the acid washing process. Attempts to strip the remaining gold using sodium hydroxide or sodium sulphide based solutions proved unsuccessful due to poor elution efficiencies and re adsorption of gold. Upgrading of the material by froth flotation was also investigated using various conventional flotation reagents which had some success in concentrating the free metallic gold, however, grade and/or recoveries were considered less than desirable. Greater success was ultimately found in the transfer of gold from the fine carbon material onto coarser virgin activated carbon using a caustic cyanide solution. Sodium sulphide, sodium chloride and ammonium chloride based solutions were also trialled but proved less successful owing to their inability to mobilise metallic gold or gold cyanide species. Repetition of the transfer process proved capable of stripping 97% of the gold contained on the carbon fines for abed volume ratio of 6:1.

Long blast hole drilling has been successfully implemented since the 1950s in caving operations, steeply dipping wide reefs and boxhole/raise developments worldwide. However, when applying long hole drilling to narrow tabular reefs, the challenges of achieving high economic drilling rates, combined with acceptable accuracy and appropriate powder factors have yet to be overcome. The focus in this paper is the selection, application and optimization of long hole drilling equipment at mining operations shallower than 2 000 meters. The drilling, blasting and cleaning operations have to be optimized as a process if maximum production at minimum per unit cost is to be achieved. For this to be possible, it is essential that the mine design and layout match the mining process being implemented. The critical parameters affecting the sustainable implementation of long hole drilling in stoping applications for platinum mines are improved safety and higher production rates compared to conventional methods. In terms of drilling, both top hammer and down-the hole hammer configurations have been considered. For economic drilling, the benefits of monitoring and optimizing performance (i.e. drill bit rotation, thrust, and percussive power) for specific rock types are discussed. While the drive is for longer, more accurate, smaller diameter holes to reduce drilling costs, the design of appropriate blast hole patterns and the corresponding charging and initiation systems is crucial for success. The effect of hole diameter and pattern on the powder factor, when comparing small diameter, shorter holes versus large diameter, longer holes, is a major factor in achieving good blasting results. Once appropriate drilling and blasting have been implemented, the cleaning process becomes a potentially critical operation to ensure the production, cost and safety goals are met. Hence, the blast hole pattern and charge have to be integrated for optimal fragmentation to suit the cleaning cycle for maximum production output. Providing that long blast hole drilling is applied as a process in a planned, committed and well-managed manner, the benefits in safety, production and cost over conventional methods should be achievable. However, if the implementation process is not planned and supported by all parties concerned, it will not be possible to succeed in the new operation. Hence, an implementation or roll-out plan of new technology is crucial for success.

Despite economic law and policy instruments with righteous intentions, the politics of resource nationalism could render these instruments unworkable. South Africa is a case in point. After the establishment of democracy, the country's outdated law and policy framework was replaced with a modern system, and in many respects an exemplary one. Converting the privately-owned mineral right system into a scheme of state custodianship allowed for several resource nationalism instruments, in addition to a resources royalty structure that first, compensates for the loss of a non-renewable resource; second, provides for optimal resource use through encouraging value addition to mineral production; and third, effectively targets economic rents. However, despite these improvements, the country went through a process of fierce debate on whether or not mines should be nationalized: the debate was fuelled by public anger with claims of political non-delivery. The result was considerable noise because of public unawareness of facts and distortion of the facts in political rhetoric. The purpose of this article is, first, to establish the status of resource nationalism in South Africa's mineral and fiscal frameworks; second, to give an opinion on the findings of the African National Congress's document on state intervention (Maximising the Developmental Impact of the People's Mineral Assets: State Intervention in the Minerals Sector (SIMS), 2012); and third, to fruitfully contribute to the fundamental discussion on how South Africans benefit from their mineral riches. The methodology is to start with explaining resource nationalism as an international issue for the extractive industries; then to offer an overview of existing resource nationalism instruments in South Africa-along with their effectiveness in attracting rents and investment. The major finding is that South Africa has resource nationalism firmly ingrained in its current suite of instruments. However, it is necessary to address the perceptions of bad governance, and above all, maintain the stability of the rules governing mineral development in South Africa.

To evaluate the quantitative tunnel behavior influenced by characteristics of discontinuity, this pa-per executes the parametric study using 2 and 3-dimensional DEM analysis. First of all, this study finds that displacement and the stress of shortcrete are proportioned to frequency of joint and rockbolt axial force is adversely proportioned too. Secondly, it is found that the most sensitive in-put parameter used in Barton-Bandis(BB) model is residual friction angle. Finally, when joint sets are encountered at tunnel excavation face, to identify the most critical joint orientation is very crucial for a stability of tunnel. La thèse a pour but d’étudier les influences sur la stabilité du tunnel, au niveau du réseau de la discontinuité et de la valeur de sa nature aquis par le projet récemment exécuté en vue de mener à l’analyse quantitative de cette stabilité, en appliquant chaque différent paramètre comme la fréquence de diaclase, la constante de résistance des modèles de Barton-Bandis(BB) ainsi que la relation entre le sens d’excavation du tunnel et le réseau de diaclase en 3 dimensions. En fait, cette étude nous a montré que la fréquence de diaclase s’accroît proportionnellement au déplacement et à la contrainte du béton projeté. L’angle de friction résiduel s’est montré le plus sensible à la stabilité du tunnel parmi les modèles de BB. Aussi à travers l’analyse à 3 dimensions, il s’est vérifié que si l’angle de pente du groupe de diaclase est horizontal entre l’axe du tunnel et la direction, il donne une influence importante sur le comportement du tunnel. En particulier, l’influence était la plus importante sur un fond rocheux dont la diaclase horizontale est grande. Um das quantitative Verhalten des Tunnels zu bewerten, eroertert dieses Papier eine parametrische Studie mit Hilfe der DEM Analyse. Auch wird hier eine zweidimensionale Analyse von Ver-bindungen verschiedener Frequenzen in der Gesteinsmasse, eine sensitive Analyse von allen der im Barton-Bandis-Modell (BB) genutzten Parameter und eine Dreidimensional-Analyse mit ver-schiedenen dreidimensionalen geometrischen Veteilungen von Verbindungen ausgefuehrt. Erstens: Die Studie findet heraus, dass Vedraengung und Druck im Shortcrete proportional zur Frequenz von Verbindungen und Axialkraft der Steinbolzen antiproportinal ist. Zweitens: Es wird herausge-funden, dass die am meisten Sensitiven der im BB-Modell angewendeten Eingaben die am Ende uebriggebliebenen Reibungswinkel sind. Und schliesslich wird herausgefunden, dass wenn Ver-bindungsteile an der Tunnelaushoelungsoberflaeche ausgemacht werden, fuer die Tunnelstabiltaet die Identifikation der meist kritischen Verbindungsorientierung sehr bedeutungsvoll.

"A well-performing solvent-extraction circuit is a key part of producing good quality copper cathode. To ensure consistent operation, a good understanding of the circuit’s operation and an ability to rapidly troubleshoot key parameters is required. This paper briefly discusses the modeling of solventextraction circuits. The paper then goes on to discuss the determination of key performance parameters from plant data and comparing these with the circuit models to quantify circuit performance. The identification and troubleshooting of circuit issues is presented with a worked example. INTRODUCTIONA well-performing solvent-extraction (SX) circuit is a key part of producing good quality copper cathode. To ensure a consistent, high-quality operation, a good understanding of the circuit performance is required. Evaluating the performance of an SX circuit is an extensive topic. The objective of this paper is to focus on the evaluation that the metallurgist should be performing on a regular basis using flow and concentration data. This paper does not cover important topics, such as crud management, phase continuity, or organic management. Some basic SX modeling concepts are first be presented. The calculation of the parameters is then presented with a brief discussion and recommended ranges (where applicable). A worked example is used to provide a basis for further discussion on the evaluation of the calculated parameters and use of data collected.BASIC SOLVENT-EXTRACTION MODELING CONCEPTSThis section presents the basic modeling concepts used in SX simulation packages currently available. SX reagent suppliers have invested significant time and effort into collecting data on the performance of their reagents under different conditions. Based on these data, suppliers have developed packages which they normally make available to their clients for free. These are typically used for process design and plant optimization studies. For example, BASF developed ISOCALCTM and CYTEC Industries developed MINCHEM® and MEUMTM.Chemistry of Copper Solvent ExtractionLiquid–liquid extraction involves the selective transfer of a substance between two immiscible liquid phases by controlling the relative solubility in each phase. In the case of copper SX, the exchange is typically achieved by an oxime-based chelating mechanism. In particular, mixtures of aldoxime and ketoxime are normally used in conjunction with modifiers. "Studs are rods threaded on both ends and are used as mechanical fasteners for two or more components. Stud finds usage in industries such as automotive, construction and aviation. The advantage of studs is that they allow for disassembly of components during maintenance. Studs are continuously subjected to both tensile and shear stresses, depending on the application, therefore they should be manufactured from suitable materials that are capable of withstanding all these external forces. Studs are sometimes manufactured from re-sulphurized steel due to its improved machinability; however, there is a certain limit on the amount of sulphur, above which failure may occur. Premature failure of studs has been a common problem, but failed studs are commonly replaced with new ones without conducting failure investigations. The present work investigates the premature failure of two re-sulphurized steel studs used on a rocker arm assembly and recommends alternative materials. The investigation was carried out by conducting visual examination, microstructural analysis, hardness measurements, chemical analysis and a detailed scanning electron microscopy (SEM) investigation on the fracture surface.IntroductionTwo rocker arm studs used on a 16-cylinder diesel locomotive engine failed prematurely after being in service for less than 5 months. The rocker arm studs had a life-cycle of 5 years. The studs were manufactured from resulphurized steel. The paper aims to establish whether re-sulphurized steel is applicable for the manufacture of studs in the automotive industry.BackgroundLocomotives are classified as either electric or fuel-powered. Diesel locomotives are an example of fuel-powered locomotives. This type of locomotive uses a diesel engine as a means for propulsion. An engine converts chemical energy into mechanical energy required for traction. In an internal combustion engine a rocker arm is an oscillating lever that conveys radial movement from the cam lobe into linear movement to open and close poppet valves of cylinders (Husain and Sheikh, 2013). The rocker arms are secured on to the cylinder head by rocker arm studs."

The phrase ?back to basics? is used to describe the fundamental principles and philosophies on which a successful mining operation is based. At Richards Bay Minerals (RBM), ?back-to-basics? (BTB) has been implemented as a continuous process to probe operational functions with a view to increase production without capital expenditure. It also ensures that the fundamentals of dredge mining are understood and adhered to. BTB is based on the principle that people drive organizations, necessitating an interactive implementation approach. At the RBM mine this entails a three-pronged approach, namely practical training, teamwork initiatives and the use of lean Six Sigma methodology. It is the latter on which this paper will focus. The lean Six Sigma methodology is successful in identifying, managing and documenting BTB projects, while team work initiatives are integral to successful project implementation. This paper describes two examples of how the Six Sigma methodology can be applied to a dredge mining operation. The first example focuses on the improvement of Mining Pond Echo (MPE) plant throughput by reducing the lost opportunity (non-production) due to tails downtime. The project was successful in increasing plant throughput by 4.5%. This was achieved by increasing the tails disposal system availability by running MPE as a four tails lines operation and focusing on causes of tails production downtime. Subsequently, the tails system at MPE is no longer the production bottleneck. Second, the Six Sigma methodology was successfully applied at Mining Pond Charlie (MPC) to increase the primary dredger throughput by 4.6% through focusing on the dredging technique and maintenance issues. This project highlighted the need for trend analyses to ensure an effective dredging technique, coupled with simple production documentation, which also ensures a focus on maintenance. This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

The Czechoslovak Scientific-Technical Institute has arranged the international conference 'Hornicka Ostrava' for four or five days at the end of October, 1969, as part of the preparation for the international 'Miners' Congress' on deep coalextraction in 1970. The keynote of the conference is 'New Techniques in coal mining,' and will be covered by five groups dealing mainly with: 1. New trends in the opening of mines, optimal parameters, projections, equipment, utilization of computers for economic analyses, etc. 2. Increase in efficiency of coal extraction in deep mines, technology, concentration, pressure control, optimization of material and coal transport. 3. Modernization of devices for increased safety and working conditions, new trends in explosives, new techniques for reducing environmental diseases. 4. It is almost eight years to the day when we launched the original SAMREC Code in March 2000. Since that date I think the SA minerals industry has matured beyond recognition in its approach to reserve and resource reporting, and I believe we can be justifiably proud of that progress. Many of those companies that have led the way in reporting standards are listed on our sponsors list. We thank them for their sponsorship but even more for their considerable support in all aspects of the SAMCODE organization. Matt Mullins, my co-speaker here today, has been instrumental in the revision of the SAMREC Code over a long period of time and also took up the reigns with the SAMVAL Code after the retirement of Rob Croll. I would like to formally thank Matt for his immense contribution in producing the two Codes; he can take great pride in the final product and fully deserves the many accolades that we have already received from our international counterparts. He has done all this whilst still maintaining a very demanding day job at BHPBilliton. Matt will be the first to admit that he has received tremendous support from more than 100 people who participated in the various working groups, many of whom are employed by our sponsors. The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

The Western Cape Mineral Processing Facility (WCMPF) is a collaborative educational initiative between the Department of Process Engineering at the University of Stellenbosch and the Chemical Engineering Departments at the University of Cape Town and the Cape Peninsula University of Technology. The primary objective of the WCMPF is to facilitate the education, development and graduation of suitably qualified engineering graduates and diplomats for the mining and mineral processing industries. In recent years the WCMPF has embarked on a number of initiatives aimed at improving the quality of mineral processing education which include, more importantly the introduction of novel ?end to end? or ?integrated? practicals. The practicals are developed around a specific mineral theme or route, which more than often includes the development of several new pilot plant practicals demonstrating key unit operations or processes in the selected mineral theme or route. The most recent mineral processing pilot plant practical programme is developed around the beneficiation of heavy mineral sands. The programme consist of the following developed pilotplant practicals: the online electrostatic separation of free flowing mineral sands using a Roche Mining Carrara high tension roll separator incorporating a Blue Cube Systems MQi in-line mineral quantifier; the production of titania-rich slag and pig iron from the smelting of ilmenite and anthracite in a 60 kW direct current (DC) plasma arc furnace as well as the mineralogical characterization of the feed and products; the continuous closed-circuit ball milling and screen classification of titania-rich slag. This paper illustrates the important role of a well-designed heavy mineral sands beneficiation pilot plant practical programme in facilitating the education and development of suitably qualified personnel for the mining and mineral process industries.

"Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidizing agent. This work shows how the performance of pressure leaching circuits may be improved by optimizing the configuration of autoclaves and the heat removal method. The objective was achieved by creating an autoclave model that combines mass balances, energy balances, and population balances. A base case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity increase options include circuits in which the additional autoclave is added in parallel, in series, and in series with thickening between the two autoclaves. The copper extraction, productivity, and cooling requirements for these options are compared. The series circuit with interstage thickening has the highest extraction and productivity; however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water, and flash recycling. The flash recycle option results in the highest copper extraction, and the quench water option the lowest copper extraction. IntroductionBackgroundCopper sulphide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work.In the pressure leaching process, sulphide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidizing agent, usually oxygen, is required to oxidize sulphide ions to sulphate ions. The oxidation of sulphur to sulphate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

INFACON XI has no doubt earned the distinction as the first such Congress in India. This prestigious occasion could become a reality of a long cherished dream of the Indian Ferroalloy Producers, consumers and ex-porters. The International Committee of Ferro Alloys (ICFA), South Africa, the august body for organising INFACON, every three years, could be convinced by the Indian Ferro Alloy Producers? Association (IFAPA) to award INFACON (XI) to India. This Congresss, organized by IFAPA, has opened a window for the Ferroalloy Community of India, the up-coming Asian Tiger, to register their strength and weakness to the world forum with the principal objectives of evolving long and short-term optimum road-maps for development. It is to be reckoned that India is poised to be a steel giant by 2020 when it is envisaged that the steel production may reach a level of 120 million tons of which significant proportion has to be in the categories of alloy and special steels, requiring standard and high grade ferroalloys. Keeping the above objective in view, the theme of this Congress has been rightfully designed as ?Innovations in Ferro Alloy Industry.? This Congress has also earned a distinction of more than eighty papers, finally selected for inclusion in the Proceedings. More than 100 internationally and nationally reputed experts in the field of ferroalloys (technology and manufacturing practices as well as world scenario) have been approached for critical review of abstracts and selection for the proceedings. It needs to be mentioned without the cooperation received from ICFA the high standard of INFACON could not have been assured. The papers are suitably grouped under seventeen heads, starting from world situation to production and operation followed by present and future technologies and finally to modelling and simulation. It is a Herculean task to the Technical Committee to fit these papers in proper sequence. The Commit-tee members kept no stone unturned to ensure the cogency with the subject matters and at the same timekeeping the flexibility of interests of the participant, especially in the context of three parallel sessions. The Proceedings containing only refereed papers of high quality, will serve the entire gamut of ferroalloy industry and will also highlight the present status of concerned countries. The areas of attention to make the industries globally competitive and at the same time laying emphasis on the prevailing practices, will help the industry leaders to formulate an appropriate global approach. Following the break-through step, instilled by INFACON XI, the Proceedings will be available both in bound and in searchable electronic CD-ROM format. I, as the Chairman of the Technical Committee would like to express thanks and high appreciation to all the Committee members for their whole hearted efforts in all respects without which it would not have been possible to complete these proceedings in the scheduled time. Technical Committee desires to place on record their gratitude to Organising Committee for their synergic cooperation all through in successfully executing multifarious tasks, associated with such a grand international technical Congress.

A three-stage operative planning of mining operations in ore opencasts is considered. The hierarchy of monthly-weekly, weekly-daily, daily-shift planning is offered. For the fastest elimination and deviations in problematic situations a level is analysed and weekly-daily or monthly-weekly operative plans are being constantly updated. Operative planning is formulated on information received of preparation and working of mining panels. The electronic maps of these panels are considered for automated operative planning. On the data of the registration of blasthole drillings on a panel, the position of blasthole entry, their depth and the number of a line are determined. The geologist specifies boundaries of ore grades by the bored silt. The qualitative characteristics of ores are determined by the chemical analysis of slime or magnetic logging of blastholes. The missing geologic information is obtained by interpolation on the data of detailed and operational explorations. During working of the mining panel the technologists mark the movement of shovels, associating this movement to blastholes. For this purpose technological attributes are used: when was the blasthole drilled, what drill-rig participated in drilling, what shovel was used and when was it worked? Around each blasthole the zone of its influence is built up. It represents a discrete, elementary volume of ore or waste. The discrete form of the data is most convenient, as it allows step-by-step methods to be employed of the scheduled tasks in many and various combinations. The account panel working technology avoids ‘combination’ explosions. The elementary blocks should be placed in a trajectory of shovel movement and the trajectory can not be arbitrary. It’s determined by the technological rules of extracting and loading of mine mass. In linking to blastholes, the trajectory of shovels is simulated by the sum of step-by-step moving from one elementary block to another. For this purpose a geometrical linkage of blastholes is used. At a railway haulage, or complete mining with truck haulage, the trajectory of movement is a shuttle along the front of operations in the panel. At a selective mining of ores the number of possible directions is limited to three: moving of a shovel by idle running along the front of operations in the panel, frontal pull all the way down of the panel, and withdrawal. The technologically acceptable trajectories of shovel movement are stored for the following estimation and selection of the best. The estimation is carried out on mathematical models with criteria on the method of the least squares of deviations based on preset parameters from the plan, uniform loading of shovels, and mixing of ore at unloading points. The equations of balance type and directive parameters of the plan, as well as technological restrictions of solid and of elementary blocks within the limits of a trajectory are the restrictions of the model. Depending on an industrial situation it is possible to choose one of the predetermined models. The presented technique is used for longitudinal shovel bench at the Erdenet ore-dressing company.

"Based on the complicated geological production conditions and abnormal strata behavior of the fully mechanized caving face No. 102 in the Xinyang Coal Mine, we analyze the breaking and forming process of distinguishing key block structures in close spaced coal seams. This analysis establishes an integrated mechanical model of these distinguishing structures. Furthermore, the horizontal force TAB generated by downward key blocks A and B is quantified, as is the Pressure PG exerted by key block B on caved gangue. Finally, the interaction mechanism is revealed. Analysis of the results using Mathematica reveal the following: 1. Both TAB and PG exhibit approximately inverse relationships to coal pillar width b; 2. TAB exhibits an approximately exponential relationship with mining height M of which the base is greater than 1; 3. PG exhibits an approximately arctangent relationship with mining height M. Combining these results with field observations, we conclude that the area in the vicinity of supports 100#–120# in the upper area of working face No. 102 is the likely zone of abnormal strata behavior. Thus, this area was classified as a key control area. Based on these results, the graded support control technique is proposed. Application of this technique in the field resulted in a reduction in the rate of hydraulic support system malfunction from 47% to 7% in the key control area. In addition, during times of periodic mining pressure, the roof caving height value never exceeded 0.3 m and the maximum spalling depth never exceeded 0.2 m. Overall, the results indicate that this new technique has markedly increased the stability of surrounding support rock material. IntroductionClose-spaced coal seams are widely distributed in China, and mining proceeds from the uppermost to the lowermost seam (Zhang et al., 2008). In the case of coal seams in close proximity, a particular set of risk factors becomes pertinent. These include disturbance of lower seams during the mining of overlying ones and the decrease in mechanical stability of lower coal seams following repeated movement of key blocks in main coal seam roofs. This inevitably results in behaviour such as heavy wall spalling and support damage to fully mechanized caving faces in lower-lying coal seams, which necessitates a significantly increase in the measures to support surrounding rock material (Zhang et al., 2010; Huang et al., 2013; Xie et al., 2013)."
